Atlanta Student Tower Rises in Tight Quarters

JE Dunn Construction is moving forward rapidly on a $65 million, 26-story apartment building in downtown Atlanta that will provide 237 units and 685 beds for students from Georgia State University and other institutions.

Putting up building in a major downtown area is no picnic, and that is certainly the case for the L-shaped, 467,125-sq.ft. tower that will adorn the city’s skyline.

The project is a private initiative by South City Partners (SCP), a multifamily development company. Construction started Jan. 2. The tower will contain 8,136 sq. ft. of retail space and a five-story, 78,379-sq.-ft., above-ground parking facility with an amenity floor above it that will include a resort-style pool and clubhouse, a rooftop deck, and a grilling area.

The tower also will feature amenities such as onsite study room, a fitness center, an Internet café and Wi-Fi. The project is expected to be completed by August 2019, just in time for the fall semester.

“The project has been in planning since early 2016,” said Will Casaday, development manager of SCP. “The goal is to deliver a superior living experience for students of a growing university, as well as help spur additional growth around the campus of GSU. see TOWER page 8

GDOT Awards Construction Contracts Totaling $85.4M Georgia DOT has awarded 22 construction contracts for statewide transportation projects totaling $85.4 million. These projects were advertised on Aug. 24. Bids were received on Sept 21, and contracts were awarded to the lowest qualified bidders on Oct. 5.

The largest single investment is a $9.5 million contract to add 24.4 mi. of pave-

ment marking upgrades on I-985/State Route 419 from north of I-85/SR 403 to north of SR 369 in Gwinnett and Hall counties.

This contract was awarded to Diamond Surface, Inc. This project, along with another $603,100 safety enhancement contract to upgrade railroad signage and pavement

markings at various locations in Barrow, Clarke, Elbert, Gwinnett, Madison and Oconee Counties, represents 12 percent of the awarded funds, or $10.1 million.

Resurfacing contracts represent 45 percent of the awarded funds, or $38.6 million.

The remaining 43 percent of awarded funds, or $36.6 million, include bridge and general construction projects as well as

rehabilitation at various locations throughout the state.

The awards bring the total construction contracts for Fiscal Year 2019 to $276 million. Fiscal Year 2019 began July 1, 2018.

Bridgework Benefits Drivers, State’s Biggest Bat Roost A busy northwest Georgia bridge and the massive colony of bats that call it home are both better off due to recent work that preserved the structure and its wildlife.

The Interstate 75 bridge near Calhoun averages 72,000 vehicles a day. Yet it also doubles as the largest known bridge-roost for bats in the state, according to Katrina Morris, a senior wildlife biologist who leads bat research for the Georgia Department of Natural Resources.

“Thousands of big brown and Brazilian free-tailed bats are under the bridge year-round,” using it for shelter, hibernation and raising their young, Morris said.

The combo of interstate infrastructure and protected mammals posed a challenge for the Georgia Department of Transportation: How to complete required maintenance — in this case, replacing expansion joints and preserving the six-lane deck with a protective coating — while sparing the roost and the bats crowded into the bridge joints underneath?

According to GDOT Transportation Ecology Special Projects Coordinator Sujai Veeramachaneni, the solution was efficient and effective. When old sealant was cut from the joints, exposing the bats, workers temporarily filled the openings with a flexible foam called backer rod to shield the animals from the sprayed-on copolymer overlay and construction debris. GDOT also mapped out plans with DNR and the U.S. Fish and Wildlife Service to ensure the bats were monitored on site during the project, day and night.

The work was finished Oct. 4 and no injured bats were

documented. Morris said some of the bats were so reluctant to move from the bridge joints, she had to nudge them away from the road surface with a yardstick so workers could remove the sealant and later saw the joint edges smooth before re-sealing the openings.

Veeramachaneni said GDOT does this type of maintenance each year on bridges statewide. Some have bats roosting on them, which can complicate projects.

“By testing the efficacy of backer rod … we now have a new tool that will help minimize harm to bats,” he said.

“This tool can be used on a number of similar projects to minimize the impact on bats and ensure that projects are constructed in an environmentally sustainable manner.”

That balance benefits an imperiled group of mammals. Up to 31 percent of North America’s bat species are at risk, according to a review published last year in the journal Biological Conservation. Habitat loss and white-nose syndrome are key threats. White-nose is a fast-spreading disease that has killed millions of bats and ravaged populations in north Georgia since it was documented in the state in 2013.

The declines undercut the vital roles bats fill: eating insects, serving as prey and adding nutrients to cave habitats.

Bats can eat half their weight in insects in a night. Losing the natural pest-control services they provide could cost agriculture on this continent an estimated $3.7 billion to $53 billion a year.

The Calhoun bridge is within the ranges of Indiana, gray

and northern long-eared bats, all federally-listed species, though none have been documented at the site. Statewide, bats are found on about 10 percent of bridges. That is why GDOT has joined with DNR to factor bats into bridgework across Georgia.

Morris called it “a great example of working together to prevent harm to bats within DOT right of ways.”

DNR and Eco-Tech Consultants Inc. also are testing the use of sound to deter bats from bridges when maintenance and other construction projects are being done, she said.

Through its Wildlife Conservation Section, Georgia DNR conserves rare and other native wildlife species not legally fished for or hunted, as well as rare plants and natural habitats. GDOT Breaks Ground on I-95 Interchange, Richmond Hill The Georgia Department of Transportation (Georgia DOT) held a ceremonial groundbreaking for a new interchange project on Interstate 95 at Belfast Keller Road in the City of Richmond Hill on Oct. 24.

The project is being sponsored by Bryan County and is needed to accommodate the expected growth in southern Bryan County.

“It’s a proud day for the Georgia Department of Transportation along with our partners Bryan County, the City of Richmond Hill and Rayonier. The new I-95 interchange at Belfast Keller Road will serve all the citizens of southern Bryan County with improved connectivity to I-95,” said Ann R. Purcell, State Transportation Board chairwoman. “This is a true example of public-private partnership to benefit the entire community through economic development and enhanced safety during natural disasters.”

Purcell welcomed and recognized state legislators, local dignitaries from Bryan County and the City of Richmond Hill, business partners and Georgia DOT staff. State Sen. Ben Watson, and State Reps. Ron Stephens and Jesse Petrea, all of whom represent Savannah, were in attendance.

Belfast Keller Road currently crosses I-95 via a two lane overpass bridge, but provides no access to the interstate.The I-95/Belfast Keller Road Interchange Project will construct a new overpass bridge over I-95 on Belfast Keller Road and roundabouts will be installed at the ramp intersections. The only work occurring along I-95 will be the construction of the bridge and the tie-ins of the new ramps for the interchange. The project is anticipated to improve access to I-95 during hurricane evacuations, emergency services and to support existing and future economic growth and development in the region.

“The Exit 82 interchange is the result of the great collaboration between Richmond Hill, Bryan County, GDOT and Rayonier over the last decade,” said Corr. “We look forward to the future here with great anticipation.”

The project is estimated to cost $18.8 million and the approximate length of the project is 0.5 mile along I-95 and 0.5 mile along Belfast Keller Road. Construction of the I95/Belfast Keller Road interchange is anticipated to be complete in 2020.

JLG Opens Atlanta Access Equipment Service Center

The new center will inspect, maintain and repair all brands of lift and access equipment at the facility or on location at a customer’s job site.

Officials Break Ground on State’s Biggest Solar Power Plant Leaders representing the coalition of organizations contributing to the largest solar power plant in Georgia gathered Nov. 8 to celebrate start of construction. The ceremonial groundbreaking brought together state officials, Georgia Power, Georgia Public Service Commission, Twiggs County Commission, Origis Energy and First Solar Inc. representatives to extoll the benefits of the 200-megawatt, GA Solar 4 project, located in Twiggs County, Ga. The largest infrastructure project in Twiggs County, the solar facility will create up to 400 construction jobs and ongoing tax

revenues for the region.

“GA Solar 4 will make a significant contribution to Georgia,” said Johan Vanhee, managing director, Business Development and Operations for Origis Energy, owners of the plant. “Twiggs County leaders have worked closely with First Solar to make this project a reality. It will make a very strong positive difference in the area’s economic growth and long-term tax base. We thank all members of the team for their contributions to this solar milestone.”

Origis will also operate the plant. It was developed by First Solar, who is construct-

ing the site utilizing over half a million of its Series 6 thin film solar modules on 2,000acres near Warner Robins, Ga. Origis purchased the project from First Solar as announced on October 24, 2018. The site is anticipated to be complete in December 2019.

“This project is a direct result of the Georgia Public Service Commission’s visionary efforts to expand solar in the state,” said Omar Aboudaher, regional director of Project Development for First Solar. “We are more hopeful today that the GA Solar 4 project is a stepping stone to the greater expan-

established in 1947 by civil engineers Don Mills and George Goodwyn. The leaders identified emerging talent from within and Steve Cawood joined the company in 1985 as partner forming the present GMC. In 1986 GMC began its evolution into a multidisciplinary firm when architecture was incorporated into its services. Later, landscape architecture, transportation engineering and environmental engineering were added to the firm’s menu of services.

GMC was nominated for the Veterans Parkway Water & Sewer Improvements Project in Toccoa, Ga. The project was bid June 2016 and completed July 2017. GMC assumed this project through the requisition of another firm. The cost estimate was three years old and created an over budget bid amount. Through the efforts of the city, engineer and contractor, value engineering and improved construction means and methods created a project that met the original design needs on schedule and within budget.

Goodwyn Mills & Cawood was the overall winner of the 2018 GUCA Golden Pipe Engineering Award.

The tower project is the fifth that JE Dunn has built in partnership with SCP. Preston Partnership LLC is the architect of record.

So far, crews have placed the concrete structure for 22 floors, added framing and sheathing up to Level 14 and installed glazing on 12 floors. HVAC, electrical, and drywall crews have become active as successive floors are prepared.

This concrete structural work is being supported by a JE Dunn tower crane placed near the inside vertex of the building to maximize its effectiveness.

“The biggest challenges are working on a tight site in a downtown environment,” said Ed von Roemer, JE Dunn’s senior project manager. “Safety is always our first concern, as well as making sure that we’re not impacting students or local traffic. We’re situated on a rectangular site, and two sides of it are taken up by buildings. We are fortunate to have one outside corner that is our laydown area, where we take deliveries. It’s big enough to get a tractor-trailer inside and off-load it.”

schedule and benchmarks and do the budgeting, which allowed contracts with subcontractors to be signed far in advance. Moreover, having managed previous tower projects in Atlanta, he applied several lessons on this one.

“A typical foundation component consists of installation of multiple long caissons that go approximately 65 feet deep with a big auger that either achieves baring or the max design depth engineers decide it is deep enough for a foundation,” von Roemer said. “The process takes out a tremendous amount of dirt and if you have any contaminated soil, that is another issue altogether.

“We found out, on other projects, that smaller auger-cast piles, where you use more, drilled to the design depth of 65 feet in this case, and bridged together with concrete footings to spread the load, cuts down on approximately 60 to 75 percent of the spoils that you take out from a conventional cais-

son project. This can result in huge savings of time and money.

“We thought that in downtown Atlanta, there may be a considerable amount of contaminated soils, especially with a former gas station on the site,” he added. “Luckily there wasn’t much in our case. The auger casts holes are filled with concrete and cylindrical cages are then wet set.”

The utility connections for the two buildings and gas station on the site, which were demolished in November and December 2017, had to be cut and capped. Once this was done, the site was ready for the earth and foundation work.

The new utilities — water, sprinklers, sanitary and storm drains, gas, electric, and communications — are all linked to existing connections on the street.

The tower’s footprint is 29,000-sq.-ft., and the slab is about 12 in. deep, although foundation component depth varies. The work started in late January and was ready by mid-March. Roughly 3,000 cu. yds. of soil was hauled off from the foundations and auger cast piles, but JE Dunn also had to bring some dirt as well to support its operations. When completed, nearly 18,000 cu. yds. of concrete will have been poured.

“It was an extremely tight area, but we had enough room to keep the operation going,” von Roemer said. “We would dig a footing, place a footing, stockpile dirt, and use that dirt to backfill another area. It was close to a balanced site, but we did export some material. We had limited space during the excavation phase for larger equipment like bulldozers, backhoes, and track hoes, and they might be there for two weeks. To shift dirt from one spot to another we brought in a track loader.”

Due to strict municipal regulations regarding traffic flow, deliveries of earthwork and foundation equipment sometimes had to take place during off hours, as did deliveries of new materials and removal of earth from the site.

Work on the above-ground floors, based on a post-tensioned deck system, began as soon as the foundation was ready.

“They are essentially long cables that run throughout the slab,” said von Roemer. “After the concrete cures, they stress the cables, put them under tension and that (with the columns and beams) supports the slabs. Once the concrete cures, everything is checked by an engineer, and the reshores are removed.”

The floors for the parking section and the tower went up simultaneously, with the parking section formed in June.

This area is now used for some storage and provides access to the lower floors for crews working in the interiors, as well as serving as a smaller laydown area.

It took about two weeks to complete each of the first six floors. Since then, each residential floor has taken about one week to complete.

“We pour half of the floor on the first day and the next day we build the columns,” said von Roemer. “The fourth day we pour the other side and put the columns in on the fifth day. The last day of the cycle is when we catch everything up. It’s nice when you get a typical floor where nothing changes and the more you do it, the faster you get. Our crews have developed a good rhythm.”

The tower does not have a basement. The boiler room will be placed on the roof, which will also house the air-conditioning condenser units. Temporary roofs have been placed on both the eighth and 16th floors.

“This allows the rough-ins and finish work to continue right behind the windows and exterior skin,” said von

Roemer. “We started doing this work on the 14th floor. They install the stud walls, put in the rigid ductworks, plumbing and electrical, and then come back to frame the ceilings.

After the inspections, they can start on the drywalls. It’s like an assembly line once you start on typical floors, it’s repetition going from floor-to-floor. Once the crews have gotten past the learning curve on the lower floors, it just takes off and production increases.”

The interior work is ongoing on the lower floors, with electrical, plumbing, and HVAC crews engaged as each new floor becomes ready for them. The glazing units are brought to each floor via the material hoists or lifted by the tower

“I’m fortunate to be a part of an outstanding JE Dunn team on this project,” said von Roemer. “We have a good group of superintendents and office support — engineers and project managers — that makes sure everything goes together and everyone truly works as a team.”

There are approximately 200 workers on site, and many local subcontractors have been hired.

Safety is our “highest priority and nothing is taken for granted at daily safety meetings, with OSHA rules for exterior and confined spaces followed meticulously,” said von Roemer, “and we go above OSHA standards and have our own safety program that’s more stringent. Every person on our team lives by that and ensures that everybody is safe. Our goal for the end of the day is that everybody goes home the way they came in.”

Safety issues for confined spaces include monitoring the atmosphere, eliminating or controlling hazards, proper ventilation, having trained attendants, being prepared for rescues and planning for emergencies, and emphasizing constant communication.

JE Dunn has about 50 pieces of equipment from its fleet coming in and out of the site on an as-needed basis. Since the project began, it has been using loaders, excavators, forklifts, scissor lifts, skid steers, compactors, and other items.

“The cranes and placing booms are where the parts wear out the most, because they are constantly being used,” von Roemer said. “Our cranes are inspected regularly, and when required, parts are replaced, and the cranes are recabled and lifted. We just added multiple sections to our tower crane to be able to complete the top of the building.”
