Broadway Curve Constructors — a joint venture of Pulice Construction Inc., FNF Construction Inc. and Flatiron Constructors Inc. — are halfway home to completing the $776 million Broadway Curve Project in Phoenix.

Phoenix, America’s fifth-largest city, is being transformed by the Broadway Curve project, which is now halfway complete, according to an update from the Arizona Department of Transportation.

The project began in spring 2021 and is expected to be completed in late 2024.

The project developer, Broadway Curve Constructors — a joint venture of Pulice

Construction Inc., FNF Construction Inc. and Flatiron Constructors Inc. — has broken down the project into three segments: • West segment: East and westbound I-10 from 24th Street to the east of 40th Street and will include the I-10 bridges over the Salt River; • Central segment: East and westbound I10 east of 40th Street and Broadway; and 1

mi. of Route 143 in both directions between I-10 and the Salt River; • East segment: East and westbound I-10 between Broadway and Ray roads and including 1 mi. of U.S. 60 in both directions between I-10 and Hardy Drive.

This complicated undertaking will cost $776 million.

Crews recently wrapped phase two and

now the third phase is beginning.

During the last phase, crews removed and replaced the 48th Street and Broadway Road bridges. They also constructed new walls and began building Collector-Distributor (CD) roads, which are meant to separate through-traffic from entering and exiting vehicles. see CURVE page 10

ProSource Machinery Takes SANY to New Heights in Rockies

SANY excavators are becoming a common site at job sites in Denver, Colorado Springs, northern Colorado and Montana. In a short period of time, ProSource Machinery has become one of the top dealers of the SANY line in the United States.

It was Alexander Graham Bell who once said, “when one door closes, another one opens.”

Derek Dicks and his company, ProSource Machinery, had enjoyed success renting heavy equipment to the North Dakota oilfield from their Billings, Mont., location since 2014. The door to the oilfield closed abruptly in 2020 when crude prices plunged and exploration all but stopped. ProSource Machinery’s rental fleet went from 100 percent utilization to zero in a matter of weeks, according to Dicks, and the company’s very existence was threatened.

Another door opened — this one in Colorado — due to SANY America, a line Dicks had taken on in 2019 to supplement the rental business. SANY offered Dicks the dealership in northern Colorado and the option to expand into Denver, but it would mean the Montana native would need to relocate.

It would be a huge step from Billings — population just over 115,000 — to Denver, a top 20 market in the United States.

“What I saw in SANY,” Dicks said, “was a quality product with one of the best warranties in the industry. And with a very competitive price point in a great market like Colorado, I felt like it was worth the risk.

Positioned for Success “I was introduced to SANY by the dealer in Idaho, who is also a friend,” Dicks said.

“He suggested I take a look at it, so I want to Peachtree City [SANY America headquarters] and investigated. I soon realized this was a high-quality machine. All componentry is quality stuff and they are using quality power from the likes of Cummins, Yanmar and Isuzu.

“I learned about their five year, 5,000-hour warranty, and with less exclusions than most of the others,” he added. “The warranty itself speaks to the quality of the machine and the confidence the manufacturer has in it.”

The marriage of SANY and ProSource Machinery has been successful.

“We literally went from just four employees to more than 30 in a year and a half,” Dicks said. “And from one branch to four in about the same period of time.”

Austin Dicks, Derek’s son, was recently named COO and operates the Billings branch.

Dicks said he is eyeing the Western Slope for another branch soon, along with possible expansion through consolidation with dealers in other states. The northern Colorado location will be relocated from Platteville to be closer to southern Wyoming.

“My personal goal is to be one of the largest SANY dealers in the U.S,” Dicks said. “ProSource Machinery currently ranks in the top five selling SANY dealers in the

country,” he said.

According to Dicks, the Denver market is quite similar to Billings, except of course for the size.

“We seem to do well with small to midsize contractors in the dirt moving and infrastructure markets, along with a little mining,” Dicks said. “Excavators have been our mainstay, but we are seeing growth in telehandlers, wheel loaders, motor graders and rollers, all of which SANY now offers. We’re very excited about the new backhoe loader that became available this year.

“SANY’s ever-expanding line makes it possible for us to compete with the more well-known manufacturers,” he added. “It seems like with our support capabilities combined with our pricing, we are at an advantage against the other guys.”

ProSource Machinery recently added the Rokbak articulated truck line to its offerings along with Hydrema dump trucks and K-Tec scrapers.

‘Quite a Ride’ Both Derek and son Austin cut their teeth in the industry as mechanics with a Caterpillar dealer. That might explain the focus on support that trickles down to the entire staff.

Derek’s career was on an upward path at the dealership, working his way up to service manager, then used parts manager and, ultimately, used equipment manager and heavy rents manager.

“The scariest day of my life was when I walked out the door of the dealership I’d worked at for 24 years to start my own busi-

ness,” Dicks recalled. “The second scariest day was moving to Colorado. At the time, it was move to Colorado with the SANY opportunity or starve. But in the end, it has been a tremendous opportunity for us. It has been quite a ride.”

The “ride” is beginning to smooth out and Colorado is becoming home.

“We weren’t prepared for the volume of business at the beginning, but we’re putting the processes in place to deal with our growth and lay the foundation for even more growth in the future,” Dicks said.

United Companies/APC Southern Finish Berthoud Pass Job The Colorado Department of Transportation and contractor partner, United Companies/APC Southern, have completed a 10 mi. stretch of paving on U.S. Highway 40 Berthoud Pass. The improved driving surface will create a smoother and safer ride for residents, businesses and visitors.

“This project is a priority for CDOT’s broader effort to address the impacts of the severe 2022-2023 winter season,” said CDOT Executive Director Lew. “This work was critical to repair a rough roadway surface in the most affected areas before the 2023-2024 winter kicks into high gear.”

“We appreciate the collaboration with Grand County in order to allow CDOT and contractor partner United Companies to run additional truck traffic and approve the permitting so that enough materials could safely be transported to the project site,” said Region 3 Transportation Director Jason Smith. “Once the project was identified as a priority emergency project, our local stakeholders joined us in the push to get the work completed safely.”

More than 250,000 sq. yds. of milling, at a 2-in. depth, were completed by crews.

“We greatly appreciate that CDOT listened to the needs of the community, and pushed for the emergency funding to perform a full overlay on our side of Berthoud Pass,” said Brian Cerkvenik, Northwest Transportation Planning Region vice chair and Town of Fraser trustee.

Construction on the project took place in August through part of October.

“We appreciate the traveling public’s patience as we worked on paving a busy highway during peak travel times,” said Winter Park Mayor Nick Kutrumbos.

CDOT invested additional funds received earlier in 2023 to address pavement conditions after one of the most intense winters in recent decades damaged some roads beyond what they normally sustain each year.

Twelve stretches of roadway across the state were identified, including three along or near the I-70 Mountain Corridor. Berthoud Pass

was the largest project to result from this effort. These projects are now under construction or completed.

“U.S. Highway 40 is critical to Grand County residents, businesses and visitors, “said Grand County Road & Bridge Superintendent Chris Baer. “Resurfacing the north side of Berthoud Pass is essential to making travel in Grand County a much safer and enjoyable experience.”

Colorado saw the second-most number of days with snowfall requiring road treatment and the statewide snowpack peaked well above annual averages. Remote weather stations on high mountain passes across the state have measured liquid precipitation above 40 inches from October 2022 to May 2023; this equates to roughly 400600 inches or more of snow. In addition to the impressive snowfall amounts, last season’s October - March period was the coldest since 2010. March 2023 was the fifth consecutive month with below-average temperatures and the coldest March since 1970.

Arctic cold outbreaks affected the state from November to February, and two-day temperature swings in both December and February neared all-time records on the Front Range. 

New Mexico Proposes $500M to Treat Fracking Wastewater ANTA FE, N.M. (AP) New Mexico would underwrite development of a strategic new source of water by buying treated water that originates from the used, salty byproducts of oil and natural gas drilling and help preserve its freshwater aquifers in the process, under a proposal from the state’s Democratic governor.

The initiative from Gov. Michelle Lujan Grisham, announced recently from the international climate conference at Dubai in the United Arab Emirates, would set water purification standards and purchase treated water that originates from oil fields as well as the state’s vast natural underground reservoirs of brine. It requires legislative approval.

The idea is to create a government-guaranteed market for the commodity — treated water — and attract private enterprise to build desalinization and treatment facilities, securing new sources of water for industrial applications. The administration hopes to make the water available to businesses ranging from microchip manufacturers to hydrogen fuel producers that separate the element from water in an energy-intensive process.

Lujan Grisham said she’ll ask the

Legislature to set aside $500 million to underwrite acquisition of treated water. The arrangement would harness the state’s bonding authority and financial reserves held in its multibillion-dollar Severance Tax Permanent Fund. The trust, founded in the 1970s, is sustained by taxes on the extraction of oil, natural gas and other minerals from state land.

“We’re going to turn water — this waste, which is a problem — into a commodity,” Lujan Grisham said at the conference. “We give a fixed, long-term, [let’s] say 30-year contract to any number of companies that can provide the technology to identify that water, to clean that water up, and to use it in chip manufacturing, solar manufacturing.”

She said the goal is avoid a reckoning on fresh-water supplies as the Rio Grande and underground fresh-water aquifers recede.

The state also has extensive underground reservoirs of salty water that have been of limited use.

That brackish water is a crucial component in hydraulic fracturing, or fracking, and advanced drilling techniques that have helped turn New Mexico into the No. 2 oil production state in the U.S. The state’s oil

wells draw out far more water than oil, by several multiples, according to oil field regulators.

State Environment Secretary James Kenney said the goal is to move water from the “waste to the commodity side of the ledger,” noting that minerals such as lithium might be recovered during water treatment for commercial purposes. He acknowledged that the environmental implications are complex and offered assurances of adequate oversight through a 2019 law regarding oil industry water uses.

“We’ll have that carrot and stick approach,” Kenney said “We need that carrot approach to continue to move the economic needle while preserving our freshwater resources.”

Democratic state Senate Majority Leader Peter Wirth of Santa Fe signaled enthusiasm for the ideas in a social media post.

“Creating a state reserve of treated water for renewable energy projects merits serious consideration in the upcoming session,” Wirth said.

New Mexico state government is navigating an unprecedented financial windfall from record setting oil production centered

in the Permian Basin that extends across southeastern New Mexico and portions of western Texas. The state currently anticipates a $3.5 billion general fund surplus for the coming fiscal year — equal to roughly one-third of current annual spending commitments.

Still, it’s unclear how the water initiative will be received when the Legislature convenes in January.

Lawmakers have clashed in recent years over strategies for modernizing the electric grid, transportation and water infrastructure to address climate change, wary of disrupting an oil industry that is a major source of private employment and government spending.

Republican state Rep. Larry Scott of Hobbs, an oil industry engineer, expressed skepticism that the state can quickly scale up water treatment and dispose of massive amounts of salt.

“Anybody that comes to me with a project to make the desert bloom, my first question has to be, what are you going to do with salt?” he said. “It’s monumental. And unless you solve that problem, produced water will continue to be a waste product.” 

Utah Jumpstarts Current EV Capacity With 15 Additional Sites The Utah Department of Transportation (UDOT) will double Utah’s current fast charging capacity by the end of 2024 with 15 new sites funded through the National Electric Vehicle Infrastructure (NEVI) Formula Program. UDOT announced the awarding of grants through the NEVI program to build out the state’s electric vehicle charging network. By the end of next year, electric vehicle owners will be able to travel anywhere along Utah’s interstates, U.S. 6 and U.S. 191 with access to modern, fast chargers.

“The future is coming and these 15 new fast charging sites will ensure Utah will be ready for it,” UDOT Executive Director Carlos Braceras said. “Building out the statewide charging network really opens the door to let Utahns choose to travel where they want, when they want, in the way they want.”

In this first phase of the program, approximately $17.5 million will be invested in providing the traveling public with access to fast EV charging every 50 mi. along Utah’s interstate highways. No state taxpayer dollars are being used in this phase, as UDOT is entering into public-private partnerships to imple-

ment the project.

Since 2015, the number of EVs in Utah has grown by an average of 48 percent year over year and the rate of growth is climbing.

To meet this growing need, together with the Utah Office of Energy Development, UDOT advertised 15 strategic site locations. In response, private entities submitted 75 applications to match their private fund with NEVI funding. Third Phase of Half-Billion-Dollar Project Under Way CURVE from page 1

From now until then, crews will widen roads and bridges and rebuild ramps on 32nd Street. Other work includes drainage and bridgework and finishing the CD roads.

“This project is our largest urban freeway reconstruction project to date,” said Marcy McMacken, spokesperson of the Arizona Department of Transportation (ADOT).

This project also will prepare the region for future growth projections, which indicate a 25 percent increase in traffic through the Broadway Curve area by 2040. Currently, more than 300,000 vehicles pass through the Broadway Curve area on an average weekday.

ADOT opted to utilize the public-private partnership (P3) statute to procure, design and build this project. A public-private partnership design-build makes it possible to deliver much needed transportation projects in a timely manner, often years before the projects could be delivered using traditional project-delivery methods.

“Opening the new eastbound travel lanes early in the life of this massive project provided tremendous value to thousands of motorists,” said ADOT Director John Halikowski.

“We are delighted we could make it happen and improve the afternoon and evening commute home for so many of our customers in Guadalupe, Tempe, Chandler and other areas of the Southeast Valley. We know this project is influential in other areas of I-10, the U.S. 60 and State Route 143. Opening up new travel lanes is one way we’re striving to reduce the project's impacts for at least some motorists in the project area."

McMacken also sees a big impact to travelers in the Broadway Curve and throughout Phoenix.

“Once completed, motorists will notice reduced travel time during peak hours and improved access to and from Phoenix Sky Harbor International Airport,” McMacken said.

“They also will have improved access to the over 4,600 businesses within the project area, improved safety by reducing lane changes and ‘weaving' on Interstate 10 in the Broadway Curve area and on State Route 143 at University Drive.”

The project has been broken down into three segments: West segment, Central segment and the East segment.
