The Nor Cal Paving JV (Granite Construction Inc. and Teichert Construction) has made steady and solid progress over the past 18 months on the California Department of Transportation’s (Caltrans) $370 million Interstate 5 (I-5) Corridor Enhancement Project in Sacramento County that covers 1.1 miles south of the Elk Grove Boulevard Overcrossing to the American River Bridge, an initiative that is rehabilitating the road and improving traffic flow by relieving congestion on the busy highway in the northern part of the State.

The work, which began in July 2019, is fixing up sections of the pavement and repaving the interstate (currently up to four lanes in each direction, with 8-ft.-wide shoulders) constructing new High Occupancy Vehicle (HOV) lanes, replace a pedestrian overcrossing, constructing sound walls, installing new fiber-optic lines, placing new ramp meters and extending various entrance and exit ramps.

A rehabilitation was required for this stretch of highway.

“The existing Jointed Plain Concrete Pavement as asphalt concrete pavement is deteriorated and has a poor ride quality,” said Dennis Keaton, public information officer, Caltrans District 3. “The project need was identified November 2014, funding was programmed March 2016, the project was environmental cleared December 2016 and contract plans were ready to advertise December of 2018. The project was awarded May 2019.

Sukut Construction Exec. Receives Golden Beaver Award

Aiello played a critical role in many history-worthy and challenging projects, like the Eastern Transportation Corridor 241/261 Toll Road project in Orange County.

The general superintendent of Sukut Construction, Sam Aiello, has been selected as a recipient of the 2021 Golden Beaver Award in the Supervision category.

The Beavers, a heavy engineering construction association, promote the heavy engineering construction industry and recognize those who have outperformed in their field.

Aiello joined Sukut in 1987 as a heavy equipment operator/grade checker.

Management noticed his attention to detail, leadership, skills and willingness to go above and beyond, and he quickly moved up

the corporate ladder to grading foreman and then general superintendent.

Aiello played a critical role in many history-worthy and challenging projects. One of those projects was the Eastern Transportation Corridor 241/261 Toll Road project in Orange County. From 1996 to 1998, Aiello managed a staff of more than 100 individuals and played a major role in 67 million cu. yds. of earthmoving, including 15 million cu. yds. of rock. With his innovative approach to project oversight and an eye for safety, Sukut completed the project approximately one year ahead of sched-

ule, resulting in numerous industry awards, including Excellence in Safety by the American Road and Transportation Building Association.

In 2011, Sukut broke ground at the Calaveras Dam Replacement project located east of San Francisco Bay. Aiello supervised a team of more than 300 field employees on this risk level three project. The team placed 65,000 cu. yds. of spillway concrete, excavated seven million cu. yds. of earth and moved approximately 4 million cu. yds. of earth for the dam embankment. The project was completed in 2019 and received more than a dozen awards, including a safety award by the Associated General Contractors of America.

Isabella Dam Safety Modification project located 40 mi. northeast of Bakersfield in Kern County. Like the previous projects that Aiello has overseen, this one is not an easy task to take.

The construction activities will enhance the structural capability of the existing dam and restore the water storage capacity. With the formation of a new emergency spillway, the project requires more than 3.75 million cu. yds. of excavation, in addition to drilling, blasting and crushing of more than 2.5 million cu. yds. of granitic rock for additional buttressing and embankment.

According to Sukut, Aiello is known as a team player who always goes above and beyond what is asked of him. He takes his job with pride and enjoys developing and training young employees while focusing on what matters most – safety.

“Sam has a firm understanding of projects and the critical thinking skills to supervise large crews to ensure the timely completion of projects under deadlines and specifications,” said Mike Zanaboni, vice president of joint ventures at Sukut. “With his vast experience, friendly personality, and above all, his commitment, Sam makes an impact on the lives of the men and women he works with daily and continues to be a great handson leader.” 

Granite Construction to Upgrade Inyokern Airport Runway Granite announced that it has been awarded two airport projects totaling $15 million, one in Inyokern and one in Anchorage, Alaska.

The $9 million Inyokern Airport Reconstruct Runway 2-20 project has been awarded by the Indian Wells Valley Airport District.

Granite is responsible for the removal and reconstruction of runway 2-20. The existing runway will be recycled onsite and used for 12,700 cu. yds. of recycled base under the new runway. Granite’s new Solari and Big Rock construction materials facilities will supply hot mix asphalt and aggregate base for the project. This contract will be included in Granite’s fourth quarter 2020 backlog.

“Granite looks forward to partnering with the Indian Wells Valley Airport District to revitalize Inyokern’s runway,” said Granite

Regional Vice President Larry Camilleri. “This project is a significant win for our Solari and Big Rock facilities which will supply 30,000 tons of hot mix asphalt and 43,000 tons of aggregate base for this important project.”

Construction is scheduled to begin in November 2020 and expected be complete in June 2021.

In Alaska, construction for the Municipality of Anchorage’s $6 million 2020 Merrill Field Airport Improvements Rehabilitate Primary Access Road project is scheduled to begin in May 2021 and expected to be complete in October 2021. Granite will be responsible for the rehabilitation of 8,800 feet of Merrill Field Drive including the demolition and removal of existing pavement, unclassified excavation, dynamic compaction of soil and landfill

waste, furnishing and installing 50,000 tons of classified fill, paving, sidewalk and curb ramp improvements, street lighting, apron lighting, fiber optic cable, and signage. Construction materials for the project, including 3,300

tons of hot mix asphalt will be supplied by Granite’s Lang Street Asphalt Plant in Anchorage, Alaska. This contract was included in Granite’s third quarter 2020 backlog.

San Francisco Tunnel Projects Earn International Honors Since 2015, an international competition — ITA Tunneling and Underground Space Awards — has sought and rewarded the most groundbreaking innovations and outstanding projects in tunneling and underground space use. After a challenging year – especially on safety issues – the event was held virtually and awarded the best achievements in the industry in eight categories. After editions in Hagerbach, Singapore, Paris, France, China and the United States, this virtual edition allowed more than 1,200 attendees to gather.

It also was an occasion for ITA to review the past year and announce some forecasts: "Although it has been a very challenging year, ITA Tunneling Awards has received 52 entries from 23 countries. [We are] very enthusiastic when [we] see all the innovations, projects, engineers and company working together to make our industry more resilient and take on new challenges," the ITA website stated.

The eight categories awarded were: Project of the Year (more than $600M); Project of the Year ($60M to $600M); Project of the Year Including Renovation; Technical Innovation of the Year; Overcoming a Challenge; Oddities of the Underground; Innovative and Contributing Underground Spaces; and Young Tunneller of the Year.

Two local projects earned international recognition: Project of the Year ($60M to $600M) Chinatown Station of Central Subway Program General Contractor: Tutor Perini Chinatown Station is one of three stations for the Central Subway Project, a north-south LRT extension.

Chinatown is a vibrant commercial and residential district with the city's highest population density. Chinatown station project was one of the most challenging engineering and underground construction projects in the United States due to its setting in narrow streets, historic buildings, numerous utilities and poor ground conditions.

The station’s main elements are the station platform and crossover caverns combined. The overall main cavern dimensions are 630 ft. long by 55 ft. wide by 43 ft. high with an excavated cross section of 2,174 sq. ft., making it one of the largest conventional tunneling excavation in poor ground and soillike materials in the United States The main station entrance and service facility are located off street and connected to the platform cavern via a cross-cut cavern. This enables the construction of the station cavern in two directions

Due to ground variability and the risk of conventional tunneling, a presupport system comprised of grouted steel pipe arch canopies were provided and face bolts were used in the center drift. To protect adjoining buildings, including the "Mandarin Tower" and the historic Presbyterian Church, an instrumentation and monitoring plan was developed using multi-point extensometers, inclinometers and total stationing. Compensation grouting was implemented to maintain the settlement in impacted structures to less than a half of an inch.

Innovative, Contributing Underground Spaces Union Square Market Street Station: battered drilled shafts as permanent ground support Prime, Civil, Stuctural: Parsons Brinkerhoff Architecture: Robin Chiang & Company The Union Square Market Street Station (UMS) is an underground station that is being constructed as a part of the Central Subway Project in San Francisco, Calif. The entire project is a 1.7-mile-long subway extension with three underground stations and one surface station. The project will improve public transportation by extending the Muni Metro T Third Line through south of Market District, Union Square and Chinatown. The south entrance will be integrated with the existing BART/MUNI Powell Street Station, providing a direct connection between the two transit lines. To the north, the main entrance will be at the south-east corner of Union Square on Geary Street.

A portion of the famous Union Square Garage and Plaza will be repurposed to house the main points of egress as well as two emergency ventilation shafts. The station is approximately 950 ft. long. Its overall configuration is divided into three areas: the north concourse, the platform and the south concourse. The north concourse is about 200 ft. long and 55 ft. below the roadway. The platform is approximately 400 ft. long and ranges in depth from 90 ft. to 100 ft. The south concourse is about 250 ft. long along Stockton Street and another 100 ft. as it wraps along Ellis Street. The depth ranges from approximately 20 to 30 ft. as it ascends north. 

An instrumentation and monitoring plan was developed using multi-point extensometers, inclinometers and Total Stationing. Compensation grouting was implemented to maintain the settlement in impacted structures to less than a half of an inch.

The Chinatown Station is about the largest conventional tunneling excavation projects in poor ground and soil-like materials in the United States.

Nor Cal Paving JV Overcomes HMA Pavement Challenge

More than 615,000 tons of hot-mix asphalt produced by the JV’s local hot-mix asphalt plants and more than 200,000 tons of aggregate base have been produced on-site or by the JV’s local aggregate plants.

So far this year, Nor Cal Paving JV completed all 13 planned 55-hours closures to fully replace the highway structural sections at structure transitions and “at-grade” portions of I-5, a 2-mi. segment of the long life hot-mix asphalt (HMA) overlay, all interior bridge widenings, and all median reconstruction along the 15-mi. corridor.

“Construction of the new concrete median barrier replacement is ongoing with planned completion in early 2021,” said Robert Mihal, Granite project manager. “Outside shoulder widening work is expected to be completed in summer 2021 followed by the remainder of the long life HMA overlay expected to be completed in fall 2021.”

Project Challenges “One of the unique challenges of the project included the design and placement of HMA mix to a never before seen long-life specification,” said Kelly Curtis, Granite assistant project manager. “Granite designs and produces construction materials as part of our vertically integrated business model.

By leveraging this experience, we were able to achieve mix design approval and placement within the scheduled timeframes and meet the performance bonus criteria.”

“The project specifications significantly restricted what work could be done during the day,” Curtis added. “With a few exceptions, all work that would impact traffic or required lane closures had to be performed at night. The job required extensive coordination between the contractor, subcontractors, Caltrans, and local stakeholders to ensure that work at each location would not impact work at other sites, both within the project

and adjacent projects along the corridor. This involved weekly coordination meetings as well as frequent focus meetings for complex activities. The 2020 season included 13 55hour weekend closures where work was performed under continuous active lane closures from Friday night to Monday morning.”

The project also involved working with constrained environment conditions.

“The work area is adjacent to wetlands and tributaries of the Sacramento River and required strict adherence to stormwater pollution prevention plans and U.S. Army Corp of Engineers permits for work around water,” said Mihal. “Multiple utilities intersect the corridor requiring utilities mark out, and standby utility coordination during certain operations. Various locations on the project allowed only very tight and restrictive access where materials and equipment could only enter and exit the work zone under an active land closure.

“The JV team and Caltrans have taken a proactive partnership approach to solving

conflicts,” Mihal added. “This method has allowed us to work through challenging issues to develop agreeable resolutions, prevent unnecessary delays, and allow for mutually beneficial contract changes.”

A new HOV lane and shoulder are being placed on each side of I-5.

“The JV can utilize crews and resources from two large local contractors which allow for simultaneous construction in both directions of travel, with each contractor focusing primarily on one direction of travel,” said Curtis, “With all median work completed in 2020, traffic will be shifted towards the median to allow additional space and access to conduct all shoulder widening work in 2021. With both the median and shoulder widened, the additional HOV lane can fit in the existing right-of-way.”

ment, which has reached the end of its service life, is cracked and seated to form the base layer for the new long-life HMA overlay.”

Equipment Key equipment being used for the earthwork and excavation and road construction includes excavators, dozers, hydraulic breakers, compactors, motor graders, rollers and asphalt pavers “This equipment must be in good mechanical condition to endure the rigors of working extended shifts,” said Mihal.

“Equipment failure would significantly impact the ability to complete the work and open the impacted lanes back to traffic at the end of the shift.”

Crews are extending multiple entrance and exit ramps.

“Each JV partner is responsible for the construction of ramps in their direction of travel,” said Mihal. “The key challenge of ramp construction is that the ramps must stay active throughout the process. To do this, ramp traffic is shifted multiple times to allow for the widening of the ramp on both sides. Due to the shorter, tighter work zones, ramp work is not as efficient as mainline widening work, but this issue is partially mitigated by performing work on adjacent ramps simultaneously.”

The project includes more than 3,500 linear ft. of new sound wall.

“The sound walls are constructed of castin-place footings on a combination of castin-steel-structure and cast-in-drilled-hole pile with masonry block walls,” said Mihal.

“The average height is around 14 feet and requires the use of high strength blocks.” see CORRIDOR page 10

Current California Construction Projects Albion River Project District 1 This project is evaluating rehabilitating or replacing the Albion River Bridge on Route 1 in Mendocino County near the town of Albion.

This project is needed because the bridge is narrow, it does not meet current standards for shoulders and guardrails, and maintenance costs are high.

The California Department of Transportation (Caltrans) proposes to replace or rehabilitate the Albion River Bridge on State Route (SR) 1 in Mendocino County from postmile (PM) 43.3 to 44.2.

The purpose of this project is to improve the function, the geometrics and the seismic and structural integrity of the Albion River Bridge and approach roadway to ensure uninterrupted traffic movement in the event of a collision or emergency incident, seismic event or other catastrophic failure, and to provide safe access for pedestrians and bicyclists across the bridge. These deficiencies also create high ongoing bridge maintenance costs.

Redding to Anderson Six Lanes — RASL District 2 Construction for the $120 million project started in November 2018 with work continuing through 2021. State and federal funding comes from the SB-1 Trade Corridor Enhancement Program, State Transportation Improvement Program, the State Highway Operation Protection Program, and local funds from Shasta County and the city of Anderson.

The California Department of Transportation Project (Caltrans) District 2 is building the Redding to Anderson Six Lane Project (RASL) on Interstate 5 (I-5) in partnership with Shasta Regional Transportation and other local governmental agencies. The RASL Project will add an additional northbound and southbound lane on Interstate 5 from the Deschutes Road interchange to just south of the Bonnyview/Churn Creek Road interchange, making it a continuous 6-lane facility. Other improvements include rehabilitating the existing pavement, new median barrier, guard railing, overhead signs and upgraded lighting.

Safety improvements include longer acceleration lanes for slower moving trucks. The project also includes the widening of 8 structures as well as replacement of the Anderson Creek Bridge and the South Anderson Railroad Overhead. I-5 traffic will be managed with additional Intelligent Transportation Systems.

Rio Vista Bridge Preservation Project District 3 The $37.1 million project includes cleaning and painting the drawbridge on State Highway 12 over the Sacramento River in Rio Vista. This work is scheduled to take three years. All work will be performed under traffic control and the bridge will remain open at all times. One of the walkways will be open to pedestrian-bicycle traffic around the clock.

The contractor must accommodate the drawbridge operation at all times. The U.S. Coast Guard requires commercial and recreational vessels to provide four-hour advance notice to raise the drawbridge.

The second project, which will cost an estimated $11.9 million to $19.2 million, will upgrade the mechanical and electrical operation of the bridge. Work is tentatively scheduled to start in spring 2022 and take two construction seasons to complete.

SM 101 Express Lanes Project District 4 Caltrans is constructing express lanes on U.S. 101 from the San Mateo County/Santa Clara County Line to I-380 in South San

Francisco. Construction is expected to be completed in mid-2022 with the full lanes opening to traffic late-2022.

Construction of the San Mateo 101 Express Lanes is occurring in two phases: Phase One – San Mateo County/Santa Clara County Line to Whipple Ave: Construction began in March 2019. During this phase, the project is converting existing carpool lanes to express lanes from the San Mateo County/Santa Clara County Line to Whipple Ave in Redwood City.

Phase Two construction began in February 2020. During this phase, the project is constructing new express lanes from Whipple Ave to I-380 in South San Francisco. Project construction is currently scheduled to last through mid-2022. Throughout 2020, construction activities will occur on the freeway lanes, shoulders, ramps and on local city streets.

Santa Maria River Bridge Replacement District 5 The California Department of Transportation (Caltrans) proposes to replace the Santa Maria River Bridge on State Route 1 at the border of San Luis Obispo County and Santa Barbara County, just north of the city of Guadalupe. A new bridge structure would be built next to the existing bridge, which would be removed once construction of the new bridge structure is complete. The new bridge would conform to current design and safety standards. The project would also realign roadways, replant vegetation, and relocate utilities. State Route 1 would remain open to traffic during project construction, and temporary traffic control would be required.

Cottonwood Creek Bridge Replacement District 6 The project would replace the two existing mainline bridges over Cottonwood Creek on State Route 99 in Madera County and one on the northbound off-ramp to Avenue 12/Road 29 from State Route 99. The Build Alternative offers two bridge construction type options.

A Structure Maintenance and Investigations Bridge Maintenance Strategy Meeting held on September 1, 2015 recommended replacing the concrete bridges because of steel corrosion, deck deterioration, and superstructure and substructure distress related to chloride intrusion.

SR-60, San Gabriel River I-605 Freeways District 7 The California Department of Transportation (Caltrans) has scheduled a series of 55-hour lane closures on east– and westbound Pomona Freeway (SR-60) between the Long Beach I-710 and San Gabriel River I-605 Freeways. This project is to restore the roadway and improve the ride quality by rehabilitating the existing lanes with pavement that will extend the life of the roadway a minimum of 40 years, only requiring minimal maintenance by Caltrans once completed.

Interstate 15 Repair Earthen Dike Project District 8 The California Department of Transportation (Caltrans) proposes to reconstruct a portion of an eroded earthen dike (berm) located 0.43 mi. north of Interstate 15 (I-15) near Baker, 1.6 mi. south of the Afton Road Overcrossing at post mi. R110.00 in San Bernardino County. A temporary access road would also be constructed to allow for the reconstruction work. The total project area is approximately 13 acres.

Freeman Gulch Widening Projects District 9 This project will upgrade approximately 6.2 mi. of two-lane conventional highway to four-lane expressway from 4.8 mi. south to 0.5 mi. north of State Route (SR) 178 west. This project is the second of three segments that will close the final two-lane “gap” on SR 14 between Mojave and the junction with U.S. 395. It is consistent with both the Caltrans SR 14 Transportation Concept Report and the Kern County Regional Transportation Plan.

Potato Slough Bridge Bearing Pads District 10 The California Department of Transportation (Caltrans) proposes to replace failed elastomeric bearing pads and joint seal assemblies on the Little Potato Slough Bridge, which is west of the city of Lodi in San Joaquin County on State Route 12 at post mi. R4.4.

Caltrans also proposes to remove a portion of structural concrete to provide an access opening in the soffit and install temporary falsework on a pile foundation to temporarily support the bridge structure during the replacement of the elastomeric bearing pads and joint seal assemblies.

The purpose of the project is to provide integrity to the structure and minimize future major bridge rehabilitation needs by replacing the failed elastomeric bearing pads.

Based on the Bridge Inspection Reports, rehabilitation of Little Potato Slough Bridge is required to address the failed elastomeric bearing pads and joint seal assemblies at Span 5 and Span 20 (bent 21, hinge 20).

SR-94/125 Interchange Project District 11

Caltrans proposes to construct a direct freeway-to-freeway connector from southbound State Route 125 (SR-125) to eastbound State Route 94 (SR-94). The project extends more than 2 mi. The new connector would pass under Panorama Drive, Echo Drive, existing SR-125, Campo Road Overcrossing, the existing SR-94 Connectors to and from SR-125 and the eastbound off ramp to Bancroft Drive. The new connector joins eastbound SR-94 west of the Bancroft Drive Undercrossing.

Two auxiliary lanes will be added to the project. The first one would be constructed along southbound SR-125 between Lemon Avenue and the new connector to eastbound SR-94, which requires reconstructing the Mariposa Street overcrossing. A second auxiliary lane would be added along eastbound SR-94 between Bancroft Drive and Kenwood Drive, which requires widening the Bancroft Drive Undercrossing.

SR-57 Lambert Road Interchange Improvements District 12

Approximately $99.8 million in improvements will be made to provide additional capacity and improve the overall operational performance of the Lambert Road interchange and enable future construction of the SR-57 Northbound Truck Climbing Lane between Lambert Road and the Orange and Los Angeles County line.

What it involves: reconfiguring of ramps including construction of a loop on-ramp at the south-east quadrant; modify the northbound and southbound ramps; adding 0.4 mi. of auxiliary lanes on southbound mainlines; widen Lambert Road and also lower the profile to provide 15-ft. standard vertical clearance for the Lambert Road under-crossing; widening the northbound Lambert Road under-crossing bridge to accommodate the future truck-climbing lane project. 

Firm to Complete Project in Koreatown: $54 Million Tutor Perini Corporation, a civil, building and specialty construction company, announced that its subsidiary, Rudolph and Sletten, has been awarded $54 million to complete a mixed-use project in Los Angeles.

Located along Eighth Street, Oxford Avenue and Serrano Avenue in Los Angeles, The Rise Koreatown is being developed by Florida-based Rescore Property Corp.

Designed by Nadel Architecture, the project is a seven-story mixed-use complex with 364 rental apartment units in five levels over one level of parking and a 52,000 sq.-ft. ground floor retail area. There are three levels of subterranean parking adding to the project total of 798,000 sq. ft.

Rudolph and Sletten replaced another general contractor who was transitioned off the job. Rudolph and Sletten resumed construction in July 2020 with completion scheduled for November 2021. The overall project value is $101 million; Rudolph and Sletten’s contract value is $54 million, the remaining amount to complete the project.

The contract value was included in the Company’s third-quarter 2020 backlog.

The work to install the new fiber-optic lines and place new ramp meters is proceeding smoothly.

“The pedestrian overcrossing has been constructed in phases during 2020, beginning with the main span over the highway and followed by the ramp structures on the east and west sides,” said Mihal. “With the structural concrete nearly complete, the activities to complete in 2021 are the installation of the mesh fence and decorative railing, followed by demolition of the existing structure.”

The management teams from the JV partners have worked on many major projects.

“Both JV partners provide dynamic and experienced team members who view the project holistically and are motivated to overcome challenges to deliver the project ahead of schedule and under budget,” said Mihal. “The team’s innovative solutions have reduced the scheduled project duration and provided more than $10 million in savings for Caltrans.”

Peaks days have had each JV partners furnish 50 plus workers, and a key subcontractor, RNR Construction has had 30 plus people on-site.

Earthwork and excavation should generate 180,000 cu. yds. of roadway excavation.

Construction will require 615,000 tons of asphalt mixes, 9,500 cu. yds. of structural concrete, and 4,900,000 lbs. of reinforcing steel/steel piling.

“Nearly all concrete and asphalt concrete rubble from the project is recycled on-site to produce recycled aggregate base, which is used on the project,” said Curtis. “Upwards of 200,000 tons of recycled aggregate base will be produced for the project. Using RAP is usually more cost-efficient, and it’s often equal or greater in quality than traditional methods.”

More than 615,000 tons of hot-mix asphalt produced by the JV’s local hot-mix asphalt plants and more than 200,000 tons of aggregate base have been produced on-site or by the JV’s local aggregate plants.

“There are mechanics on-site during paving and other critical operations,” said Mihal. “Mechanics from our local Granite office are also available on call. Though each JV partner is responsible for maintaining and repairing their own equipment.”

The JV partners purchase and rent equipment from local and regional dealerships.

The work area is adjacent to wetlands and tributaries of the Sacramento River and required strict adherence to stormwater pollution prevention plans and U.S. Army Corp of Engineers permits.

“The large amount of equipment needed for the weekend closures required us to expand beyond our owned equipment,” said Mihal. “We worked with the local dealers and rental companies to provide the necessary equipment to meet the high demand.”

The work, which began in July 2019, is fixing up sections of the pavement and repaving the interstate; constructing new High Occupancy Vehicle (HOV) lanes; replace a pedestrian overcrossing; constructing sound walls; installing new fiberoptic lines; placing new ramp meters and extending various entrance and exit ramps.

Project Background “The project is improving access for carpools, vanpools, and express bus services during peak period travel,” said Keaton.

“Roadway rehabilitation is needed because the pavement has deteriorated and has a poor ride quality. The HOV lanes are needed because the I-5 corridor between Elk Grove Boulevard and the U.S. 50 interchange is experiencing recurring congestion during peak commute periods. Traffic demand during commute periods exceeds the freeway capacity, and the amount and duration of congestion is expected to increase in the

future as suburban development in portions of the City of Sacramento and the City of Elk Grove.”

In terms of the funding, the State Highway Operation and Protection Program (SHOPP) is contributing $280 million, SB1Solutions for Congested Corridors Program (SHOPP/SCCP) $48.3 million, SACOG Congestion Management and Air Quality Improvement Program (CMAQ) $8.5 million, and an STA Local Measure A Tax $33.2 million.

The contract was awarded to the JV on May 31, 2019, which gave it only a few weeks to bring in equipment and prepare the schedule and benchmarks for it. The project’s delivery date is December 2022.

Prior to the construction, 160,000 cars and trucks used the highway daily, and with the added lanes, will be able to meet traffic demands for the next 20 plus years.  CEG
