Construction Crystal Ball Leading Economists Make 2020 Golden State Predictions

With 2020 nearly upon us, construction industry executives are wondering what the new year holds for them. They are attending presentations by economists, peering into crystal balls and otherwise anxiously looking into the future.

On the other hand, some are just looking to California for insight.

The Golden State long has been one of the bellwethers for cultural and economic trends in this country, including commercial and residential building and heavy equipment emission regulations. It follows that what economists see happening in California some-times can be a useful projection of what will be happening eastward across the country.

What Do Economists See for 2020?

While the economic outlook for next year in California is akin to a weatherperson’s “sunny with a chance of showers,” the emphasis seems to be on the sunny part. For example, Ken Simonson is bullish about California’s 2020 construction prospects.

However, the chief economist for Associated General Contractors is not Pollyannaish.

While he believes prospects for construction activity in California are good, he says there are crosswinds that might blow the best laid plans off course.

Generator, Engine Sales Leader Started Out as ‘a Dream’ Central California Power is located in Bakersfield, Calif.

California emission standards. Those were three dirty words for many in the construction industry at the turn of the century as the state was at the forefront of a nationwide push to clean up the discharge of the diesel engines it relied so heavily upon.

But that was not the case for a Bakersfield, Calif. man who could see an opportunity amidst all that red tape and ultimately built a thriving business around repowering older equipment with up-to- date, tier-compliant engines.

Founded in 1982 by Rod Headley as an engine and transmission repair shop to serve the oil field industry, Central California Power (CCP) was started “with $22,000 and a

Over the next three decades CCP became a leader in generator and engine sales and repowers and is the only business in California that will repower any manufacturer’s equipment.

“That’s where we really specialize,” said Raul Portugal, CCP director of sales. “That’s really our golden goose egg.

We are able to take a Caterpillar, Volvo, Hitachi, Komatsu, Liebherr and any other manufacturer that you commonly see and adapt that to a Tier 4 final compliant engine. Most of our competition runs brand specific.”

Originally focusing on California’s oilfields, Headley began diversifying when oil prices started to drop and work in that sector dipped. He took on the highly regarded Marmom Truck line, and shortly thereafter he added Caterpillar and Cummins engines.

In 1996 Rod’s son Blake joined his father and quickly became a valued partner. Today Blake oversees the day-today operations and makes sure every repower is completed to customer expectations.

Repowering diesel equipment became a bigger part of their business over the next several years but at that time the upgrades were more about advancements in electronics to meet new changing emission compliance standards for oilfield and construction clients.

Changing Focus As clean air became a major concern in the construction industry, the company’s focus began to shift.

A major turning point was in 2004 when Headley got involved with a program alongside an environmental consulting firm, housing developer and the local air district. The plan was to reduce diesel emissions and cut costs for environmental permits. CCP would supply and install the new low emission engines paid by the housing developers and the new emissions tracked by the local air district. Less emissions means the developers paid less for their permits to operate.

Over the life of the five- year project, CCP’s upgrade of the equipment power plants resulted in an 800 to 1,200-ton reduction in pollutants annually. CCP was awarded the Beautiful Bakersfield Award in 2007 for its help in reducing these harmful emissions.

In 2006 CCP started working directly with the San Joaquin Valley Air Pollution Control District for funding made available through emission reduction grants from the California Air Resources Board. These programs subsidize the replacement costs for the engines. Fund processing can take 6 to 12 months, but will cover 65 percent of engine and installation costs.

UCR’s Largest Expansion Project Is Currently Underway

Work is under way on a new living-learning, mixed-use community that represents the University of California, Riverside’s (UCR) largest-ever expansion. The multiphase redevelopment effort known as the North District is part of a move to increase on-campus student housing, with construction taking place at the same time as the school’s Dundee-Glasgow project.

“The challenge is always to ensure what you are building today is sustainable for the future. This means flexible spaces that can easily be modified for unknown uses.

It also means buildings and systems that have the latest in sustainable practices for water and energy.”

The cost of the DundeeGlasgow project is $160 million, compared with $22 million for North District Phase 1. Plumley said the Dundee residence halls will serve primarily first-year students.

“Residence hall housing is the best housing for new students, as it provides the greatest level of support. We have converted double rooms into triples to provide hous-

ing for an increasing number of new students. We have also not been able to offer any residence hall spaces to returning students to ensure availability for new firstyear students.”

Glasgow Dining, meanwhile, will provide services to residential students at A-I, Pentland Hills and Dundee.

“This facility will replace the AI venue, which has reached the end of its useful life and has had a limited footprint to expand. In addition to providing residential meals, Glasgow will also house our catering operation and provide commissary services to all dining facilities inclusive of a bakery. While a lot larger than A-I, we will be able to operate this facility with only a few more additional employees.

Students are excited to see more housing added and an opportunity to return to the residence halls.

They are also looking forward to the new dining, and what can be

provided in the new building.”

Plumley said regarding the North District, the 50-acre site located on the north side of the UCR campus, “While we have been able to accommodate new students via residence hall triples, we have not had any options for our returning students. We have had waiting lists for our apartments of at least 2,500. The North District will provide 1,500 beds in fall 2021, and there are other phases planned. This property will primarily serve non-freshmen undergraduate students.”

Jacqueline Norman, UCR campus architect, said the construction comes not a moment too soon.

“In recent years, while UCR has increased its housing, there has remained unmet student demand due to significant enrollment growth. These projects will reflect how the campus envisions itself for the next 50 years. They will establish a distinctive living-learning, mixed-use community that intentionally creates a sense of place, with new student housing being aligned with appropriate residential life programs that provide a balance of privacy and community to enhance the overall academic experience for UC Riverside students.”

With a requirement to meet the university policy of a minimum of LEED-Silver, both projects are expected to achieve Gold certification. Norman said the Dundee-

Glasgow and North District architecture are guided by the UCR physical design framework and will consist of a vocabulary responsive to climate and site conditions.

“The perceived scale of the multi-story buildings will be reduced through the use of articulated volumes and careful building material application. Exterior building materials will consist of a combination of stucco, UCR brick and metal panels. Shaded arcades will enhance pedestrian focused courtyards and surrounding pathways, as well as provide informal gathering space.”

In addition, recessed windows and extended roof overhangs will provide needed protection from the sun. The corners of the buildings will be highlighted by metal-clad multi-story lantern spaces that internally are social gathering spaces for the residents.

“Glasgow Dining is expressed largely as a transparent volume that invites residents in, and offers expansive views out to the nearby Box Spring Mountains,” said Norman. “A metal trellis both shades the glass façade, as well as an upper exterior outdoor dining terrace, which is enclosed with UCR brick.

“The two buildings that comprise North District Phase 1 are sited along an extension of Aberdeen Drive to form a significant new pedestrian mall. The first

floor of both buildings includes a variety of residential life amenities to support and galvanize student life. Included are multipurpose rooms, classrooms and multifunctional spaces, a resident lounge, as well as fitness rooms. Many of these spaces can be directly accessed from the Aberdeen Mall, as well as from the interior of the project, to allow ease of access and to support engaging indoor-outdoor connectivity.”

The projects represent a new scale of housing at UCR, with buildings that are five to seven stories tall that will be more densely situated than previous residence halls on campus.

“This allows us to use our land more efficiently and sustainably, but also to create dynamic spaces that can effectively support the program and greater campus community.”

Norman called the public-private partnership a good fit.

“The method of P3, or privatized project development, allows the university to receive maximum financial benefits, while at the same time reducing the project risk and financial exposure. P3 project costs are generally lower, and the delivery is faster. A primary benefit of P3 is that UCR is not responsible for the financing of the project; therefore does not count against the university’s debt capacity.”

American Campus Communities construction manager Roger Babbitt noted that both projects have presented issues that had to be addressed.

“For Dundee/Glasgow, the challenges were the existing underground utility infrastructure that needed to be relocated. This required extensive planning and coordination for shutdowns and to tie-in work. For North District, the project required demolition of 90 existing houses and associated underground utilities that needed removal prior to earthwork starting.”

North District work involved razing the World War II-era complex known as Canyon Crest Family Student Housing. Outdated and in need of constant water, sewer, and electrical system repairs, Canyon Crest closed in summer 2017. see UCR page 15

throughout the state,” Simonson said. “But unfavorable population trends and harmful trade policies may dim the outlook.” For those very reasons, the Dodge Data and Analytics forecast predicts fewer project starts in 2020 nationally than were experienced this year.

However, Christopher Thornberg, founder of Beacon Economics LLC in Los Angeles and a seasoned observer of California’s economic performance, is more sanguine about the state’s construction activity in the new year. “This state is going to be just fine. The construction industry is in a great place. The economy is doing great.”

Still, both men offer cautionary counsel

about the ongoing labor shortage.

Simonson cited an AGC survey that came out in August in which three-quarters of 85 California-based contractors said they planned to expand their workforce in the following 12 months. Another 12 percent of the contractors said they wouldn’t be laying off anyone in the next year. So, the ranks of the 900,000 people currently working in California construction very well may grow.

“However, finding those new workers will not be easy,” Simonson said. There’s the disclaimer. The ongoing problem is that too few Californians are interested in being hired for construction jobs.

As in every other region of the country, finding craftspeople, equipment operators

and salaried personnel has become a chronic headache for California contractors. Nearly 70 percent of California respondents in the AGC survey reported difficulty in filling skilled positions and were pessimistic about filling them in the new year.

This is somewhat baffling considering that pay for construction industry workers in the Golden State averaged more than $70,000 in 2019, which is slightly more than the average pay for all private-sector employees in the state, according to the Bureau of Labor Statistics. In 2018, the last full year of data, construction wages and salaries in California totaled more than $62 billion.

“Labor availability is one of the biggest issues for the nation’s construction industry,” Thornberg said, “and labor issues are acute in this state. California has its crazy prevailing wage rules, but developers don’t complain much because they’re just happy to have manpower on the job.” ** The root of the problem, of course, is that

recent generations of Americans have shown less interest in the building trades than have previous generations. In California, the problem is exacerbated by economic forces that may be driving potential new-hires from the state.

According to a 2019 online survey by PR firm Edelman, more than half (53 percent) of Californians are contemplating moving away — with millennials (63 percent) leading the exodus. A wholesale move from the state by millennials would only ratchet up the hiring challenge for construction industry human resource executives.

The soured Californians in the survey cited a high cost of living and high taxes. A median home in the state at the end of 2018 was $547,000 compared to the nationwide median price of $224,000. In addition, the state has the highest top marginal tax rate of 12.3 percent, according to the Federation of Tax Administrators.

Simonson riffed on the exodus this way: “Extremely expensive housing, intolerable commutes and difficult conditions for starting or operating a business have driven out many working-age individuals. The frequent wildfires, power outages and other natural and manmade disruptions to normal life may have contributed to the outmigration.”

On the other hand, Thornberg pooh-poohs the flight stories. “I tell you, in general, for every one of those stories, if you dig a little deeper there is something else going on.

Places like California — and Seattle and NYC and London and other dense urban areas — they all are extremely highly competitive, yet companies flock there anyway.

Now, could you see a situation where you push things too far and have a real problem?

I guess.”

The economist goes on to compare California and Kansas, where a conservative Republican governor, Sam Brownback, oversaw deep tax cuts in 2012 to infuse the rural state’s economy with new business energy. The economic renewal initiative ulti-

mately failed and was rolled back in 2017.

Thornberg cited that Midwestern episode as the antithesis of the coastal state’s hightax and regulatory policies. However, he does not conclude that the coastal state’s “hypergovernment” model is superior. “My point is, there is a happy medium, a place between the People’s Republic of California and the capitalism nirvana of Kansas. Both models have problems. Right now, though, California is looking better than Kansas.” ** The two economists differ on the impact on California of the international trade friction wrought by President Trump’s tariffs and other efforts to restructure the country’s market relationships with other countries.

Simonson sees the conflict as a “threat” to construction growth in the state. “The economies of many states depend in part on imports and exports, but California is particularly exposed, especially to trans-Pacific trade,” he said. He points to an array of vulnerable pressure points, from agricultural products to transportation to tourism.

Thornberg doesn’t see it that way at all.

“I’ll tell you why. The impact of the trade dispute is mainly nonexistent. There’s not a shred of evidence that there has been any impact on our economy. There’s been no real decline in imports and exports in the last year. Yes, we are buying less from China, but we’re buying more from other parts of the world.”

Data-gatherers including economists have noted that the Golden State’s economic growth has regularly outperformed the country as a whole for some time. A Wells Fargo report, for example, call the California economy “incredibly resilient.” Within that economy, the state’s construction economy has expanded, too, four percent over the past 12 months.

Yet homebuilding remains an uneven economic driver. Not only is it possibly threatened by residents moving from the state, it is hamstrung somewhat by government poli-

cies that Thornberg said have led to “systematic underbuilding of homes for years.

Consequently, we have a massive undersupply. We know that it is tough to build residences in California, there’s no doubt about that. Builders make good profits on it, but it’s a high risk to enter this market.”

The homebuilding risk may be rising.

Legislators have mandated that, beginning in 2020, construction of new single-family and multifamily structures of three or fewer stories must include solar panels. While the state’s Energy Commission predicts the panels will save a homeowner $19,000 over 30 years, the required panels are expected to add about $10,000 to the cost of each singlefamily residence.

“That will slow homebuilding some, there’s no doubt about that,” Thornberg said.

“It’s interesting that in a time of housing scarcity, government is out there trying to make it even harder. There seems an inability for political leaders on both sides of the aisle to get their heads wrapped around reality.” ** In the end, despite evident misgivings about some national and state policies, the two economists believe the state will be OK in the new year. As Simonson put it: “California contractors have good reason to be optimistic about opportunities in 2020.

tion as the place from which economic and cultural ideas ripple outward may be up for grabs, particularly in the current political climate.

“In this atmosphere nationally,” the Los Angeles economist said, “I don’t know if that (trendsetting reputation) will continue. I sure don’t get that feeling given the politics of the day. California is almost a dirty word.

I’m not sure that the state will continue to be seen as a leader.”

He blamed both sides for current heightened political debates. “Today’s hyper-partisan politics bothers me, with two parties lobbing one-liners to their radical bases and whatever sounds good becomes a party platform. That’s not how you run a country. It worries me.”  CEG

After $370M Investment, Expect Smoother Drive on I-5

A $370 million project to improve and expand 67 mi. of I-5 through Sacramento will lead to smoother roadways, added capacity and an overall improved drive, but it’s going to get worse before it gets better.

For now, construction crews are doing much of the major work at night when there are fewer vehicles on the road. But daytime lane closures can’t be entirely avoided and in the next year or so drivers will feel the pain.

“It will go from four lanes in each direction to two lanes, depending on the kind of work being done,” said Caltrans spokesman Dennis Keaton. “Once you have those daytime lane closures in place you are going to have serious traffic backup. It will add 30 to 40 minutes on top of the normal commute. It won’t happen for one to one-and-a-half years. So we’re trying to get the word out.

We’re planning ahead. Some employers may allow employees to work at home, or change their shift hours so they are not caught in this commute time where it is going to be down to two lanes from both directions.”

Work began in July 2019, with the official groundbreaking held in August. The project is expected to continue through late 2022, but could go longer if weather delays become necessary. The funding is provided by three sources, the bulk of it — $280 million from federal SHOPP monies, with additional funding from SB1, aka, the Californian gas tax, and Sacramento County taxes.

In addition to the rehabilitation of roadway, the project will build 23 mi. of carpool and bus lanes, add additional sound walls and improve the existing electrical and drainage. The 23-mi. stretch was put in place in the 1970s and is damaged, creating a poor ride for motorists, Keaton said. Caltrans began public outreach on the project in South Sacramento County as much as six years ago.

“Right now, the preliminary work is working on structures, having K-Rails put into place so shoulder work can be done,” Keaton said. “A lot of the nighttime work is trying to get slab replacement done. There is a lot of the shoulder and drainage and electrical that can be done behind K-Rails. Some of it’s been put into place already. There has been some lane shifts so there is more room for the heavy equipment working on these structures. There are 25 minute delays in some areas where it narrows down because it is just a new configuration.”

The project also includes several bridges, one, a pedestrian overhead crossing that has to be demolished and rebuilt because it is not ADA compliant. That work will require one

Aside from managing the heavy volume of traffic, one of the big considerations is the urban environment and proximity to residences.

“You have to take into account not only how you can get this project completed in a timely manner, but you are trying not to be too big an inconvenience to the traveling public. Because it is urban, you have to take into consideration the noise of the heavy machinery that is going to be used for the bridge structures. Typically, much of the heavy equipment is operated during the daytime, especially the pile work. That constant pounding around those structures has to happen during the day.

“That’s the delicacy of it. Managing traffic and not being a noise disturbance at night time. Sometimes you just can’t avoid it because of the nature of the work. It’s going to take patience on the residents. Some of these residences’ back yards are right up against the sound walls.”  CEG

In addition to the rehabilitation of roadway, the project will build 23 mi. of carpool and bus lanes, add additional sound walls and improve the existing electrical and drainage.

Level 10 Construction First to Use SpeedCore System in Calif.

Sunnyvale-based Level 10 Construction announced that erection of its new downtown San Jose project, 200 Park Ave., may take significantly less time using a new hybrid core system.

Level 10 Vice President Casey Wend, who is overseeing 200 Park Ave., says the project will be the first in California to use “SpeedCore,” a new hybrid core system.

As described by the American Institute of Steel Construction: “SpeedCore is a revolutionary concrete-filled composite steel plate shear wall (CF_CPSW) core. “Soon we were repowering everything from excavators, loaders, dozers, oil workover rigs, harvest tractors to other pieces of equipment,” stated Portugal. “Generally, to replace a large machine can cost upwards of $500,000; to repower is maybe 25 percent of the cost or less.”

Company Growth Always growing, CCP further expanded and became a distributor for Perkins engines in 2006.

This proved to be a perfect marriage as Perkins is a leader in the engine aftermarket. It also elevated CCP in the industrial engine field; the first 500 industrial engine repowers CCP completed were on Perkin engines.

Today, CCP is the major dealer of Perkins and Volvo Industiral Engines west of the Rockies.

Repowering and retrofitting on any machine can be complex, but adding a language barrier to the mix can make it exceptionally challenging.

One of most unique challenges CCP has faced was engine work on a German engineered hammer drill for Malcolm Drilling.

“It was a 700 horsepower repower and we had 13 days to complete the job. Unfortunately all the service and operator manuals were in German.

Not only was it a difficult job, but we also had to completely construct an oil pan from scratch that was internally balanced to fit around the frame-

work of the machine,” said Portugal.

With the help of a translator and some good old-fashioned American ingenuity, they were able to finish the job on time.

Putting Plans in Place The last missing piece of the puzzle was put in place when CCP acquired the JCB line in September 2018. CCP chose to go with the JCB line due to the machine’s ability to achieve Tier IV final standards without diesel particulate filters, machine durability, unparalleled factory support and a great worldwide reputation.
