Steelhead Constructors started work on the $10.2 million Moffett Creek Bridge Replacement Project last May, a California Department of Transportation initiative that will be delivered by the end of November.

The project is taking place 6 mi. north of the city of Fort Jones (Siskiyou County) in Scott Valley. The bridge is along State Route 3.

In addition to the complete bridge replacement, crews also are widening the roadway shoulders to conform with the new bridge width, and this included an upgrade to the bridge approach railing to bring it into compliance with current safety standards. Crews also will be responsible for placing an asphalt overlay along the detour route, which will upgrade the driving surface to provide a smooth, stable and safe route for motorists.

The old concrete T-beam bridge was 96ft. long and one lane each direction. The new bridge is on the same alignment as the old one, based on a precast concrete box girder design, and will be 100-ft. long with one lane each direction when completed. Currently, Steelhead crews are focusing their efforts on hot mix asphalt paving and guardrail installation. While construction of the new bridge is expected to wrap up this month, it will be opened to traffic by December 2021.

G3 Quality Helps Upgrade I-15 With $470M of Improvements The Riverside County Transportation Commission and its contracting crews — through its partnership with Caltrans and The Federal Highway Administration — are working on a $470 million project to improve I-15.

G3 Quality, a team of engineers and professionals who provide quality management, pavement engineering, materials design, construction inspection and testing on infrastructure projects throughout the western United States, is providing quality control plans for jointed plain concrete pavement (JPCP), lean concrete base (LCB), preparation of mix designs, Just In Time Training (JITT) and Magnetic Imaging Technology (MIT) services. MIT dowel bar scanning is utilized on the new concrete to ensure dowel bar placement is

correct. Major features of the project include several lane miles of subgrade excavations, earthwork placement consisting of high-quality subgrade LCB, overlain by JPCP, within the north and southbound medians.

The project involves improving existing and future mobility along the I-15 corridor, reducing traffic congestion, expanding the regional express lanes network and creating choices for travel-time savings and travel-time reliability.

The project is taking place on I-15 from SR-6 to Cajalco Road.

The first phase of the I-15 Express Lanes Project (ELP) will add two express lanes to I-15 in both directions, from SR 60 to Cajalco Road. The project is being built within the existing median and will offer multiple entrances and exit points to the new express lanes, facilitated by the widening and infilling 11 bridge crossings and adding six sound walls for noise abatement. The project also involves the construction of new median bridges spanning 1,800 ft. across the Santa Ana River. The scope of the Santa Ana River bridge widening includes the placement of 55 precast concrete girders, weighing 132 tons each, measuring 175-ft. long, 4-ft. wide and 7.5-ft. tall, which are the largest and heaviest concrete girders ever fabricated and installed on a California highway development.

The total cost of the project’s construction phase is expected to be approximately $258 million, according to an OCTA spokeswoman. The money allocated includes a $140 million award by the CTC that was approved for the project in December.

Approximately $16 million will go toward constructing an auxiliary lane between the northbound Dyer Road onramp and the Edinger Avenue off-ramp of the 55 Freeway “to reduce traffic delays, improve goods movement and improve safety,” Caltrans officials said. That part of the work was originally proposed as a separate project, but was bundled into the 55 widening, Abler said.

The agency plans to award a contract for the construction in April, he said.

The project, now fully funded, is expected to be completed in 2026. 

Infrastructure Bill Will Spur Many Construction Projects Gov. Gavin Newsom issued the following statement on the congressional passage of President Biden’s $1.2 trillion Infrastructure Investments and Jobs Act bill package. This once-in-a-generation investment will help to create quality jobs for Californians, support the modernization of key state infrastructure, improve transportation systems and help fund the expansion of zero-emission vehicle infrastructure.

“President Biden understands the need to build a climate-resilient future, and the infrastructure package passed by Congress builds on California’s unprecedented investments to maintain and modernize the state,” said Newsom. “This historic infrastructure package stands to accelerate investments in our clean transportation infrastructure, help mitigate some of the worst impacts of climate change and accelerate new projects that will create thousands of jobs.”

The Infrastructure Investment and Jobs Act will benefit California by investing: • $25.3 billion for federal-aid highway apportioned programs and $4.2 billion for bridge replacement and repairs over five years; • $9.45 billion over five years to improve public transportation options across the state; • $384 million over five years to support

the expansion of an EV charging network in the state and the opportunity to apply for the $2.5 billion in grant funding dedicated to EV charging; • A minimum of $100 million to help provide broadband coverage across the state; • $84 million over five years to protect against wildfires; • $40 million to protect against cyberattacks; • $3.5 billion over five years to improve water infrastructure across the state and ensure clean, safe drinking water for California communities; • $1.5 billion for infrastructure development for airports over five years.

With Newsom’s $100 billion California Comeback Plan, California has already made significant investments in infrastructure, which will be supported by the additional funding in the Infrastructure Investment and Jobs Act. The plan made the single largest investment in wildfire and emergency preparedness in California’s history, investing $2 billion to purchase new firefighting equipment like air tankers and helicopters and support a comprehensive forest and wildfire resilience strategy statewide.

California has invested $6 billion to expand broadband coverage and access through the construction of a state-owned open access middle mile network and last mile projects that connect unserved households and businesses with local networks.

The passage of this federal infrastructure bill means even greater investments into the state and Newsom will continue to support and implement policies aimed at uplifting every Californian.

“The success of California’s programs, along with our partnership with the Biden White House, will help propel our groundbreaking work here in California to other states throughout the nation,” Newsom said. 

Cat 330, Komatsu PC360 Excavators Help Demolish Bridge

“Steelhead Constructors and Caltrans have partnered together to complete this fasttracked project driven by short environmental and weather work windows,” said Troy Kockrow, Steelhead’s project manager. “The traffic detour and precast bridge design allowed construction to proceed quickly and was an efficient design by Caltrans.”

Steelhead had sufficient time to prepare an initial construction plan for the precast concrete box girder bridge, which was built between June and November of this year.

“It was linear construction with traffic detoured around the project on a country road,” said Kockrow. “We worked on the foundations and substructure simultaneously, followed by precast girder erection and concrete deck placement.”

Key pieces of equipment used for the bridge construction included a Cat 950 loader, a Cat TL1055D telehandler and a Grove GMK 7550 crane.

The demolition of the old bridge was completed in 10 days, which began on June 28.

“It was conventional bridge demolition,” utilizing excavators and front-end loaders, said Kockrow. “Materials were processed on-site first and then trucked to recycling centers. To prevent debris from falling into the water, a stream diversion with a crane mat containment system was in place.”

Critical equipment for this aspect of the work had operators using a Komatsu PC360 and Cat 330 excavators with hydraulic hammer attachments.

The roadway shoulders to conform with the new bridge width, along with the upgrade to the bridge approach railing, went smoothly.

“The project included sliver fills to widen the existing roadway embankment,” said Kockrow, “and a complete roadway structural section replacement on the bridge approach roadways [0.10 miles] consisting of 0.45 ft. of HMA over 0.55 ft. of Class 2 Aggregate base.”

The placing of the asphalt overlay along the detour route to upgrade the driving surface was done by the book.

“As the first order of work, the detour dig outs and overlay work was done in two shifts under traffic control, followed by striping,” said Kockrow. “Once the pavement delineation and signal systems were in place, traffic was shifted onto the detour route and Highway 3 was closed to begin the new bridge construction work.”

This work was subcontracted out.

On peak days there were 15 Steelhead and subcontractor employees on-site, with the main subcontractors being West Coast Drilling for CIDH foundation piles; Tullis Inc. for hot mix asphalt paving; Pacific Steel Group for bar reinforcing steel; and Con-Fab California LLC for precast concrete girders.

In terms of new materials used for the construction, crews used more than 150,000 lbs. of steel; large amounts of various types of concrete, including prefabricated structural box culverts, headwalls, drainage inlets, wing walls and box girders; close to 100 30in. by 19-in. elliptical reinforced concrete pipe (class III) components and a host of other standard materials.

“Prompt service by I-5 Rentals and onsite equipment mechanics helped to keep the equipment serviced regularly and in good operating order,” said Kockrow.

Project Background “This is another significant SB 1 project that will ultimately improve the travel experience for thousands of Californians who use this stretch of State Route 3,” said Caltrans Director 2 Director Dave Moore. “Thanks to SB 1, we are able to make investments in the district that fix our aging infrastructure, upgrade and maintain the state highway system and enhance safety for the traveling public.”

Senate Bill 1 is covering $7.7 million of the total cost. According to Caltrans, SB 1 “provides $5 billion in transportation funding annually split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.”

The existing bridge had outlived its lifespan and needed to be replaced to bring it in compliance with current safety standards.

The new one is expected to carry the same amount of traffic.

The new bridge was designed by Caltrans.

The bridge is located within the Mount Shasta area, which is monitored by the United States Geological Survey and rates it as a very high-threat volcano.  CEG
