Talk about close calls. When a coastal bluff in Del Mar collapsed earlier this year, the resulting landslide came within feet of rendering the only train route between San Diego and Los Angeles, and the rest of the West Coast, inoperable. That is, just 15 ft. from the edge of the tracks and 10 ft. from the edge of the railroad ties.

The result: a $10.5 million emergency coastal rail corridor repair project that temporarily slowed, but didn’t halt, train travel as work commenced in March on the installation of 13 sea walls, tie back systems, drain channels, grading and landscaping slated for completion in June 2022.

Funds for the San Diego Association of

Governments (SANDAG) and North County Transit District project were awarded by the California’s Transportation Commission.

Overseeing the project: Blue Pacific, a San Diego County contractor serving the area for nearly 20 years.

“Our expertise includes structural concrete, road paving, electrical and landscaping, all of which are part of this project,” said Shahram Elihu, project manager. “We tapped CondonJohnson & Associates (CJA) as our main subcontractor because of its knowledge and expertise.” A second subcontractor, Nu-Line Technologies in Encinitas, provided cured-inplace-pipe lining to repair existing drainpipes.

Contractor Rebuilds Sea Wall as Part of Emergency Repairs

While the end game calls for an alternative route through a tunnel, for now, the Del Mar stabilization efforts are expected to keep the bluffs safe for train travel.

throughout the western states, Alaska and Hawaii. Its expertise in deep foundation, earth retention and ground improvement made it a natural candidate for this unusual project.

Unusual, because the California Coastal Commission typically opposes sea walls. Why? They restrict public access and can cause coastal erosion. Exceptions are made for emergency repairs to infrastructures. In this case, the railroad.

The scope of the project is impressive. Elihu said it included the grading and exporting of 3,500 cu. yd. of soil; the installation of nearly 200 steel beams, 250 yd. of concrete drain channel and 1,500 sq. ft lagging.

Furthermore, the project called for 10 soldier beam walls ranging in size from 6 to 14 ft. high and from 67 to 387 ft. long. Three of the walls — one beach and two at track level — are emergency walls.

“The two at track level have tiebacks at the tops of the beams, allowing erosion to occur prior to placing precast or wood lagging between the beams’ front flanges. The emergency wall at beach level is a 53-pile structure with 8-in. by12-in. wood lagging between the front soldier pile flange,” explained William Lincke, project manager at CJA. The others, all originally contracted walls, include three beach, one track-level and three upper bluffs. The contracted beach walls also have wood lagging between the soldier beams’ front flanges; the track-level walls have precast lagging between the beams’ front flanges; and the upper-bluff walls have precast concrete between the beams front flanges.

Linke said Blue Pacific and CJA work closely to ensure expeditious engineering.

“With Blue Pacific having prepped the site, CJA installed piles from the tracks under a four-day absolute work window at track level,” Lincke said. “Blue Pacific then excavated for the tiebacks, and we completed the installation of the tiebacks. Then we post-grouted, tested, capped and grouted the anchors. Blue Pacific followed with the installation of the rebar and the pouring of the cap beam. Then it

rebuilt the bluff while the lower steel was being mill rolled, drilled for lag bolts in each flange and sent for galvanization. Thereafter, we began mobilizing with beams and equipment, drilling and completing the piles at beach level.

Blue Pacific then completed the wall backfilling and some rebar/concrete work at the face, including the drainage outlets.”

Caltrans Allocates $1.4B for Future Construction Projects The California Transportation Commission (CTC) recently allocated more than $1.4 billion for projects to repair and improve transportation infrastructure throughout the state. Senate Bill (SB) 1, the Road Repair and Accountability Act of 2017, accounts for more than half of this investment – $884 million.

“California continues to make significant investments in fixing our roads, highways, bridges and transit systems,” said Toks Omishakin, Caltrans director. “SB 1 is critical to making these repairs and upgrades, while also supporting thousands of jobs that are essential for our economy.”

District 1: Eureka • Approximately $34.3M toward pavement, guardrail and ADA upgrades on U.S. 101 in Humboldt County near Trinidad; • Approximately $37.8M toward replacing two bridges on Route 20 in Mendocino County near Ukiah; • Approximately $25.9M toward storm damage on Route 1 in Mendocino County near Dos Rios; • Approximately $12.2M toward bridge upgrades on Routes 29, 175, and 20 in Lake County.

District 2: Redding • The Siskiyou 5 CRZ project near Mt. Shasta, Weed and Yreka, along Interstate 5 at various locations, which will improve the clear recovery zone, extend culverts and install rock slope protection and guardrails; • The Champlin Slough bridge project near Los Molinos along State Route 99 in Tehama County. The project will replace the bridge, install rock slope protection, replace guardrails and reconstruct the roadway; • The Dunsmuir Road Rehab project near Hope Lane, Apple Street and Branstetter Avenue adjacent to Interstate 5.

This project will rehabilitate roadways to include digouts, overlays and drainage improvements.

District 3: Marysville/ Sacramento • Bridge replacement project on State Route 162 in Glenn County: $110.9 million bridge project will replace the Sacramento River Bridge (No. 11-0017) and viaduct approach to current standards and reconstruct the east side roadway to conform with the new structure on SR 162 from SR 45 to east of McDougall Street

The project was allocated more than $22.8 million, including more than $1.9 million in SB 1 funds; • Traffic management project on State Route 99 in Sacramento County: $13.9 million traffic management project to improve communication performance for the regional transportation management center. Crews will install 14 mi. of cable to improve the fiber optic communication system along SR 99 from Grant Line Road in Elk Grove to U.S. Highway 50; and on SR 51 from U.S. 50 to south of the Fort Sutter Viaduct in Sacramento. The project was allocated $12.1 million, including nearly $1.4 million in SB 1 funds; • Bridge project on State Route 70 in Yuba County: $12.2 million project to upgrade bridge rails and construct median concrete barrier on SR 70 at Feather River Boulevard Undercrossing and at South Marysville Undercrossing near Marysville.

The project was allocated $9.7 million in SB 1 funding.

District 4: Bay Area/Oakland • Alameda County: $8.5 million was allocated for a project on State Route 61 in the Posey and Webster Tubes connecting Oakland and Alameda. The project will enhance safety in the tubes by installing fuel cell power supply systems to maintain safety systems in the event of a fire emergency; • Alameda and Contra Costa counties: $4 million was allocated for projects on Interstate 580 in Alameda County, as well as Interstate 680 and State Route 160 in Contra Costa County, that will enhance safety and operations by installing concrete barriers. The project also will upgrade guardrails; • Alameda County: $5.4 million was allocated for a project on Interstates 580, 680, 880 and 980 that will enhance pedestrian safety by installing accessible

pedestrian signals systems and countdown timers and upgrading crosswalk markings.

The project will reduce the number and severity of collisions; • Alameda County: $75.3 million was allocated for a project on Interstate 680 that will enhance safety and extend the service life of the pavement by rehabilitating northbound I-680 by slab replacement, grinding and placing hot mix asphalt to improve safety.

District 5: San Luis Obispo / Santa Barbara • $8 million for a pavement rehabilitation project on Hwy. 68 near Pacific Grove and Monterey. Project will extend the pavement service life of the roadway and improve safety and ride quality, and facilities will be upgraded to ADA standards; • $3 million for project on Hwy. 9 near Brookdale in Santa Cruz County to construct a viaduct extension, retaining wall, roadway restoration and establishment of permanent erosion control; • $12 million for a roundabout project near Hollister at the intersection of State Routes 25 and 156 to improve safety and to reduce the number and severity of collisions.

District 6 Fresno/ Bakersfield • Bridge replacement project on State Route 245 in Tulare County: $18 million will replace bridges to upgrade to current standards, facilitate bike lane shoulders and upgrade guard rail at the Yokohl Creek bridge and Kaweah River bridge District 7: Los Angeles • State Route 14 Lane Replacement and Upgrade: In the cities of Palmdale and Lancaster, from Technology Drive to the Kern County line. Replacement of distressed lanes and shoulders, upgrade guardrail, ramps, sign panels, curb ramps, traffic loop detectors and facilities to Americans with Disabilities Act (ADA) standards. This project costs $147.4 million.

District 8: San Bernardino / Riverside • Interstate 40 near Needles: Regrade median cross slope, upgrade drainage: $19.3 million.

• State Route 60 in Chino: At Ramona Avenue overcrossing, improve freight corridor by removing vertical clearance constraint for trucks: $11.8 million.

• Interstate 15 near Murrieta: From Murrieta Hot Springs to Bundy Canyon,

upgraded Americans with Disabilities Act (ADA) facilities. $1.2 million.

District 9: Bishop • Cemetery Pavement Project — Funding has been allocated for the design phase of this SB 1 funded, $10.195 million pavement rehabilitation project, located on U.S. Hwy 395 in Mono County near Mono City. This project will rehabilitate a 2.7-mi. section of the highway with new pavement, shoulder backing, asphalt dikes, upgraded guardrail, signage and striping, and skip shoulder and centerline rumble strip.

District 10: Stockton • A project located in Manteca and Lathrop in San Joaquin County received more than $6 million. This project will install fiber optic cable as part of the transportation management system (TMS) to improve communication performance for the Regional Transportation Management Center.

• A project located at Bull Creek Road near Briceberg in Mariposa County received more than $3 million dollars.

The workers will repair slope slipout and erosion damage at large culvert pipe outlet by installing rock slope protection (RSP).

District 11: San Diego • $12.5M for the Citracado Parkway Transportation Connection project that will provide four through lanes, sidewalks, energy efficient street lighting, buffered bike lanes and landscaped parkways in Escondido from West Valley Parkway to Andreasen Drive.

• $5M to improve safety and reliability, improve overall on-time performance for North County Transit District and rail partners on the LOSSAN Corridor by constructing three new control points and related track work, wayside signaling, switches and positive train control upgrades at the south entrance of Santa Fe Depot in San Diego County.

District 12: Orange County • $7.4 million for a project to add one mixed flow lane on northbound Interstate 5 (I-5) from the I-405 truck bypass onramp to Yale Street in the city of Irvine. 

distance to the water. Therefore, we decided to scratch the forklift and walk a two-cu.-yd. bucket a half-mile to a mile each day. Using big tires on the loaders, and having a flagger in front and behind, we didn’t have any issues to speak of.”

That’s not to say work moved along quickly. “Since we were performing the work primarily during the summer when the beach is heavily populated, we moved along slowly — about 1 or 2 mph — using flaggers in different areas to make sure our trail remained clear of beachgoers,” Lincke said.

This practice of walking the equipment also was followed for installation of the soldier beams and tiebacks for reinforcement of the retaining walls.

“Blue Pacific built up the ballasts, enabling us to walk the equipment and materials, which included the beams, lagging, drill rig and loaders,” Lincke said “This daily practice added an hour to get the work site and then another hour to take equipment back up to the street-level pad, which was figured into the estimate.”
