USDOT to Provide $628M for I-405 Construction Project The U.S. Department of Transportation announced its Build America Bureau has provided a Transportation Infrastructure Finance and Innovation Act TIFIA direct loan in the amount of up to $628.93 million to the Orange County Transportation Authority (OCTA) for the I-405 Improvement Project. The department provides TIFIA and other surface transportation infrastructure financing through the Bureau.

The TIFIA loan will replace the current loan that the Bureau provided to OCTA for the project in July 2017. The new loan, at a lower interest rate, will generate approximately $258 million in nominal financing costs savings for OCTA over the life of the loan, providing relief from COVID-19 which affected OCTA’s revenues, and helping OCTA continue to deliver its capital improvement plan.

Project construction is already under way.

OCTA expects to open the project to the public by October 2023.

The Bureau, which administers the TIFIA credit program, was established as a “onestop-shop” to streamline credit opportunities while also providing technical assistance and encouraging innovative best practices in project planning, financing, delivery and operation. The Bureau has the resources and full commitment to provide additional flexibility and financial assistance to transportation projects in regions impacted by the COVID-19 pandemic to minimize the negative effects and help them with quicker recovery from this crisis. The U.S. Department of Transportation has closed $34.5 billion in TIFIA financings, supporting more than $120 billion in infrastructure investment across the country. 

Caltrans Releases Plan for Interregional Transportation The California Department of Transportation (Caltrans) has released its latest draft plan for highway and rail improvements that will more safely, efficiently and sustainably move people and goods between different regions in the state.

The Interregional Transportation Strategic Plan (ITSP), which is updated every five years, guides Caltrans and its partner agencies in developing innovative and cost-effective projects for interregional corridor improvement. The 2021 Draft ITSP is now available for review and public comment.

“Californians deserve a world-class transportation system that is safe, sustainable, equitable and interconnected while fitting the unique needs of all areas in our state,” said Caltrans Director Toks Omishakin. “We are requesting your input to help make that vision a reality.”

The plan has identified eight distinct regions in California based on a variety of factors including geographic features, location, local economies, specific attractions and regional industries. Those regions are: Southern California, Central Coast, Central Valley, Eastern California, San Francisco Bay Area, Sacramento Area, North Coast and North State.

Eleven major travel connections linking these eight regions have been identified as Strategic Interregional Corridors.

Corridors in need of investment and improvement include: Southern California–Southern Nevada/Arizona Corridor This region is the nation’s largest and most important freight gateway and corridor for international trade. The cor-

ridor connects Southern California’s seaport gateways and the Inland Empire’s massive warehousing complexes to the rest of the United States via three interstate highways (I-10, I-15 and I-40) and parallel freight rail routes. The three heavily trafficked freeways provide direct connectivity to southern Nevada and Arizona. Critical to the growth of the economy, the region’s two Class I railroads also carry international and domestic cargo to and from distant parts of the country.

Bay Area–Central Valley–Los Angeles Corridor This corridor connects three of the nation’s largest container ports (Los Angeles, Long Beach and Oakland) by both rail and highway to the rest of the county as well as transporting a variety of agricultural products from California’s largest agricultural region, the San Joaquin Valley, to local, regional, national and international markets. The corridor includes a critical section of I-5 that traverses over the mountains known as “the Grapevine” — the most common route for automobile, truck and bus to access the Greater Los Angeles Metropolitan Area.

San Diego/Mexico Border–Inland Empire Corridor This corridor is the main link between Mexico and the southernmost counties in the state through two separate connections that accommodate the flow of goods and people moving between the United States and Mexico. As the largest direct international links in the state, these connec-

tions are a critical hub for manufacturing and international trade. The corridor includes seven land Ports of Entry which serve more than 154 million people and represent more than $75 billion dollars in cross-border trade annually.

High priority improvements and strategies laid out in the draft plan include: Highways Improve freight reliability by keeping highway infrastructure in a state of good repair, expand vehicle and freight truck ZEV charging infrastructure, expand truck parking, implement advanced technology, improve safety, support freight alternatives to trucks, expand express bus service, implement managed lanes to maximize people movement and increase connectivity and accessibility to modal options.

Intercity Passenger Rail Increase intercity passenger rail service frequency and expand rail fleet, implement infrastructure needed to support increased rail service, improve integration between regional, intercity and high-speed rail systems, develop intercity passenger rail service to the Coachella Valley and Phoenix, Ariz., and develop new rail extensions to the Mexico border.

California High-Speed Rail Development of a high-speed rail system consistent with the California State Rail Plan, some phased construction of high-speed rail and integrate planned high-speed rail service from Las Vegas to Los Angeles. 

Contractors Must Adapt to Technology After Pandemic

Over the last decade or so, the construction industry has been transformed by the growing adoption of new technologies and increased digitization. The onset of a global pandemic in 2020 only accelerated the pace of this change, fueled by remote work, greater demand for remote collaboration tools, continued migration to cloud-based programs and more.

A recent webinar by global software company Egnyte, “Construction and Engineering Technology Trends to Watch,” highlighted some of the major innovations, trends and technology-related challenges facing the architecture, engineering and construction (AEC) industries today.

Omar Sheikh, senior professional services manager at Bluebeam, and Ronen Vengosh, vice president of AEC and Business Development at Egnyte, joined moderator and construction technology consultant Carole Filion in March for the technology forum.

They discussed trends relating to remote technology, the growth of mass quantities of digital data on projects, 3-D modeling, design

technologies such as building information modeling and other virtual design and construction tools, cloud computing, collaboration technologies, automation, design-build, data interoperability and systems integration.

“The pandemic has accelerated technology adoption across the AEC spectrum,” Sheikh said.

“Before the pandemic hit, a study showed that 44 percent of projects in the United States were still relying on paper. Hopefully that number has now shrunk significantly.”

have enabled companies to leverage large amounts of data generated on projects in new ways. Sheikh cited the example of a large general contractor client that is pulling all of its data into a single repository and using artificial intelligence and machine learning algorithms “to really glean any insights that give them a competitive edge.”

Remote collaboration, accelerated by the pandemic, has been essential to keeping the industry going. “Companies that were sitting on the sidelines, maybe migrating slowly towards using new technology, were kind of forced to deploy at scale very quickly,” Vengosh said. “One of the legacies of the past year will be

the fact that there is no turning back. [Companies now] understand how much more effective they are when everyone can collaborate remotely.”

Data compatibility and interoperability among a myriad of technology platforms and software programs poses a major challenge.

One issue the industry is grappling with: how to store massive amounts of data generated by a project in a common data format that can be easily accessed over the life cycle of that project.

Data security is another key issue that requires ongoing education for businesses in the AEC sectors. There is a common misconception that ransomware or cyberattacks are restricted to government entities or large, high profile companies. “It’s not front-of-mind” for most small or medium size companies, Sheikh noted. “But we are as much at risk in the construction industry. The buildings that we build and infrastructure that we are creating is just as valuable.”

More and more applications in design and modeling technologies are now generating vast quan-

tities of data, totaling tens of thousands of points in the point cloud (datasets that represent objects or space). “How you get all this data and manage it is a big deal,” Vengosh said. “More importantly is how you take it out of the job site and move it to where it needs to be consumed and processed.”

When it comes to cloud computing, there needs to be a “holistic strategy for retaining, securing and managing data” according to Vengosh. “Folks aren’t necessarily thinking about the cloud with a full plan for addressing those security and governance needs. It’s coming but it needs to come faster.”

Process automation is often overlooked, according to Sheikh.

“To really be able to accelerate productivity, we don’t just need automation through technology; we need automation from agreedupon processes that cross disciplines and connect projects from design to handoff.” 

Build California Offers e-cademy for Future Contractors Since launching in September 2019, Build California has reached more than 7.5 million students, parents, teachers, influencers and job-seekers across the state through its robust mix of outreach and programmatic efforts, educating them on the career opportunities available in the construction industry.

It has tallied more than 55,000 engagements (likes, shares or comments) with online content, and drawn more than 31,000 visitors to Build California’s website.

Capitalizing on this success, AGC of California and AGC Construction Education Foundation (CEF) have announced the launch of a new online learning platform to prepare the next generation of construction professionals for the next step in their construction careers: Build California e-cademy Preparing Career-Ready Learners Recognizing the need to cultivate and sustain student interest in construction careers and develop students into new professionals who not only understand the industry but have what it takes to succeed, Build California e-cademy developed two pathways of instruction.

‘Explore, Learn’ Pathway Students can interactively learn about the fun aspects of construction with this pathway. It features curriculum on topics such as robots in construction, woodshop, technology in construction and an introduction to Build California. This pathway will help cultivate and sustain student interest in construction careers from their early years through high school until they qualify for a pre-apprenticeship/apprentice-

ship programs.

‘Construction Ready Certificate’ Pathway This track serves as a first entry point on a construction career pathway and as a feeder into pre-apprenticeship/ apprenticeship programs and/or college programming. The certificate is comprised of four one-hour courses developed in partnership with AGC members and union representatives, including: introduction to skilled trades, introduction to apprenticeships, get jobsite ready and introduction to construction management. Once completed, participants receive a certificate recognized by unions, apprenticeship programs and member firms as an indication that the student has done their research and is seriously interested in taking the next step in their construction career. This certificate is designed to serve as a way to increase readiness and knowledge as young people take the next step. After completion, participants will receive a 30-to-60-minute career coaching session with a Build California staff member who can help connect the student to partner organizations, apprenticeship opportunities, member firms or schools, depending on their desired pathway.

This curriculum was created with the help of a committee consisting of labor and management partners, including: AC Electric Company, Carpenters Training Committee for Northern California, Flatiron Construction Corporation, Laborers Southern California Joint Apprenticeship Committee, Northern California Laborers Training Center, Royal Electric Company and Southern California Carpenters Joint Apprenticeship & Training Committee

Measuring Impact Build California’s e-cademy will have the ability to measure impact over time, tracking how many students who received a certificate enter a pre-apprenticeship program or go work for AGC member companies. This learning management system will allow AGC CEF to study the impact of Build California and pivot as needed to create a steady workforce pipeline.

Get in Front of Eager Young People Starting now, those who are interested can leverage this new platform to get in front of excited and eager young people in a new way. As an instructor, you can help students looking to learn and break into the industry become preapprenticeship ready by hosting virtual, open enrollment classes and courses designed to excite and educate California's 12 to 24-year-old’s about construction professions and the skilled trades.

Courses Offered: • One-hour Explore & Learn Classes — Topics could include Virtual Reality in Construction, Robots in Construction, Girls Build California, Drones in Construction, Technology in Construction and Woodshop.

• Four-week Custom Certificate Courses — These courses help students identify a skilled trade they are interested in and lay out the steps to find an apprenticeship that meets their interests, skills and needs.
