Crews from Guy F. Atkinson are upgrading approximately 10 mi. of the Pomona Freeway (SR 60) between the I710 Long Beach (I-710) and San Gabriel River (I-605) freeways to extend the lifespan of the highway.

The $107 million initiative, financed by state and federal funds and being overseen by the California Department of Transportation, started in the summer of 2019 and should be

completed in the winter of 2024/2025.

“This project is to restore the roadway and improve the ride quality by rehabilitating the existing lanes with pavement that will extend the life of the roadway a minimum of 40 years, only requiring minimal maintenance by Caltrans once completed,” said Peter Jones, Caltrans spokesperson of District 7. “SR 60 is a major thoroughfare serving commuters between Los Angeles, San Bernardino and Riverside counties. As a result of heavy use, it is being rehabilitated in both directions.”

Water Pipeline Construction Under Way in Santa Cruz

For this prohect, crews have been working around California Street, from the Santa Cruz Wastewater Treatment Facility to Laurel Street. After that, and until July 6, construction will take place on Laurel Street to Chestnut Street.

Crews are hard at work constructing 8 mi. of water pipeline that will serve as lifeblood for the Pure Water Soquel Project in Santa Cruz. The project began on May 24.

Three distinct components of building are set to take place during the next several months.

From late May until June 15 crews had been working around California Street, from the Santa Cruz Wastewater Treatment Facility to Laurel Street. After that, and until around July 6, construction will take place on Laurel Street to Chestnut Street.

The third scheduled construction phase will run from July 6 through Aug. 12 on Chestnut to the west end of the Laurel Street Bridge.

The project aims to address seawater intrusion occurring in the Santa Cruz Mid County Groundwater Basin, and the issue of overdraft, as mandated by the State Water Resources Control Board. That means more water is being used and drawn out in the underground reservoir than replenished.

The basin is the only source of drinking water from 41st Avenue in Capitola to La Selva Beach.

The Pure Water Soquel project is twofold: reduce seawater contamination and bolster groundwater levels in the aquifer.

“We kind of have that coupled with the fact that we rely on 100 percent of local water in our county…we’re not connected to any state or federal import system,” Mow Schumacher said.

Funds to build the water pipeline are coming out of a $50 million grant from the State Water Resources Control Board.

The water district has also secured a low-interest loan from the federal EPA and a grant from the Bureau of Reclamation, according to Mow Schumacher.

Construction on the water pipeline portion of the project is slated to continue though the end of 2022, Mow Schumacher said. The seawater intrusion prevention wells, near the Capitola area, are expected to be drilled and completed by early July.

The Pure water project at-large, including the recycled water facility, pump station and water purification center, is scheduled to be completed and up and running by 2025, Mow Schumacher said.

Caltrans Awards $34M for Transportation Upgrade Projects Caltrans recently awarded $34 million in state and federal funds to cities, counties, tribes and transit agencies throughout California to improve the state’s transportation network. The grant money — including $25 million funded by Senate Bill (SB) 1, the Road Repair and Accountability Act of 2017 — will be used to plan sustainable transportation projects that reduce greenhouse gas emissions, improve the state highway system, enhance access to safe walkways and bikeways and increase natural disaster preparedness.

“Investing in transportation planning is essential to our goal of providing a safe, sustainable system that advances equity and livability throughout the state,” said said Caltrans Director Toks Omishakin. “These grants will help

our communities create more connected routes for all residents, regardless of whether they travel by car, bike, foot or mass transit.”

In total, Caltrans allocated: • $17.4 million — including $12.38 million from SB 1 — in Sustainable Communities Competitive and Technical Grants to 50 local, regional, tribal and transit agencies for climate change adaptation, complete streets, transportation and land use planning and natural disaster preparedness. This includes more than $4 million to fund planning for 13 projects that improve safety and access for people who walk and bike.

• $12.5 million in Sustainable Communities Formula Grants, completely funded by SB 1, to metropoli-

tan planning organizations to further regional transportation plans and sustainable communities strategies.

• $4 million in federally funded Strategic Partnership Grants to nine projects that will plan for nextgeneration freeways, improve transit options between communities, research alternative funding for road repairs, and advance the timely and efficient movement of goods throughout the state.

Caltrans awards planning grants each year through a competitive process to encourage local and regional projects. Applications are evaluated on how they further state transportation goals by identifying and addressing statewide, interregional or regional transportation deficiencies on the highway system. 

Excavation is focusing on the roadways and for the new drainage structures, as well as for new sign structure and new bridge approach slabs. Crews are upgrading and replacing concrete and asphalt paving.

Excavation and demolition activities are expected to generate 160,000 cu. yds. of concrete, 760,000 lbs. of steel and 24,000 tons of asphalt.

“The Class III aggregate base was recycled from the excavated existing concrete ” said Sepand Minovi, Caltrans resident engineer. “This is not only beneficial to reducing our environmental footprint, but a cost savings to the contractor.”

The work, which is being done nightly from Mondays to Saturdays (8 p.m. to 6 a.m.), is being enhanced by a series of 55hour closures between Friday at 10 p.m. and Monday at 6 a.m., which has crews from working round-the clock to maximize their efforts. see PAVING page 10
