Employing an accelerated bridge construction method (ABC), Q&D Construction was able to complete the California Department of Transportation’s $14.1 million U.S. Highway 50 Echo Summit Sidehill Viaduct Replacement Project three months ahead of schedule.

The original bridge (two lanes, 129-ft. long and two spans), constructed in 1939 for $25,000 in El Dorado County, served motorists for more than 80 years as the primary route between Sacramento, Calif., and South Lake Tahoe. The new structure, two lanes and 96-ft. long single span, meets current safety and seismic standards.

“By utilizing ABC elements with a full closure of the highway, the project was accelerated by about three months and completed in two seasons rather than extending into 2021,” said Caltrans North Region Construction Chief Andrew Alvarado. see BRIDGE page 4

Contractor Utilizes Spider Excavator On Challenging Job BRIDGE from page 1

Construction Scope/Challenges The work was complex as crews from Q&D also took on the difficult challenge of safely removing large concrete portions of the old bridge, which utilized specialized equipment – Kaiser S2 spider excavators positioned over a precariously steep grade on the side of the mountain and operated by Dyer All Terrain Excavation.

The work began in May 2019 with the construction of the abutments under the bridge and related elements. Last summer, crews focused on constructing the substructure beneath and around the existing structure. Between Labor Day and the winter shut-down in 2020, crews resumed work that required lane closures.

“Heavy traffic and a short time window were the primary challenges associated with the site, which intensified in a very tight work zone,” said Marc Leone, Q&D’s project manager.

The precast, prestressed girders were installed with ultra high-performance concrete used to permanently interlock the longitudinal joints. The use of this type of concrete was a first on a Caltrans project at this high elevation – 7,240 ft. above sea level.

A difficult challenge was to safely remove large concrete portions of the old bridge, which utilized specialized equipment – Kaiser S2 spider excavators positioned over a precariously steep grade on the side of the mountain and operated by Dyer All Terrain Excavation.

“Extensive planning and layout work was done prior to the marathon closure to ensure cranes were sized appropriately and would fit between the uphill cliff and the hinge point of the road,” said Leone. “Tolerances were so tight that the Link Belt ATC 3210 [210 ton hydraulic crane] counterweight nicked the bark of a tree on the uphill side of the road with the crane positioned as close to the downhill edge as our engineer would allow. We literally didn’t have an inch to spare.

“The new spread footing foundation required extensive rock excavation using the spider excavators secured to the hill from rock anchors on the cliff,” Leone added.

“Micro piles were drilled from the roadway, and with equipment cantilevered off the edge of the existing bridge, through the existing deck. Completing the substructure

during the 2019 season was a significant accomplishment and the result of teamwork by Caltrans, Q&D and the subcontractors.”

Bridge Demo/Girders Placed The old bridge was demolished over a nine day span. Crews focused their efforts on the outside half of the 24-ft. wide bridge while traffic remained on the western half. “[One week later], crews had reached a point where a full closure of U.S. 50 was necessary, marking the beginning of the nineday marathon closure,” said Leone. “Upon closure, crews removed the outside girder and diaphragms to make room for the new precast girders. Since the site was too tight for a crane large enough to pick girders with a single crane, a tandem lift was used with a crane on each abutment.

“All seven girders were stacked on the outside half of the bridge,” he added. “Once the girders were staged across the ravine, the second half of the demolition was completed nine days after demolition began. With the old bridge out of the way, crews set the final four girders, which had been previously stacked on the outside half of the bridge.”

Operators used Link-Belt 245 excavators during the demolition phase, equipped with pulverizers and jaw attachments to remove concrete and rebar from the existing bridge. The Link-Belt machines were rented from Bejac for the demolition. Q&D also utilized a Cat 335 loader and a telehandler from California Compaction via rental, which remained on-site for the duration of the project. see BRIDGE page 10

Facility Volvo Construction Equipment (Volvo CE) is adding a West Coast technical training facility in the San Francisco Bay Area this summer as part of a larger initiative to invest in technical training across North America. In addition to diesel construction equipment, the facility will serve as a hub for Volvo Group battery-electric vehicle training, including Volvo CE, Volvo Trucks North America and Mack Trucks.

“An important part of our commitment to customer uptime is supporting our dealers and ensuring their technicians are well trained on the latest developments in construction equipment,” said Stephen Roy, president of Region North America, Volvo CE. “The California facility brings our technician training to the West Coast, adding a new level of convenience for dealers throughout North America to have their technicians go through in-depth, hands-on training, which will ultimately benefit customers with even better service, support and uptime.”

This summer, the West Coast training center in Hayward, Calif., will expand access and convenience for Volvo CE dealers. The training center will be within a 67,000-sq.-ft. service center opened by Prevost, a coach manufacturer and part of

the Volvo Group.

The new facility offers substantial training benefits: · Volvo CE will utilize 7,800 sq. ft. of dedicated training space, plus 1,800 sq. ft. of common areas; · It is located a short drive from San Francisco International Airport and near many hotels and restaurants; · The Northern California climate will allow for year-round outdoor training opportunities; · Volvo Trucks and Mack Trucks will also offer technician training at the facility, providing increased opportunities for training collaboration.

The Hayward training center is ideally located for training on battery-electric vehicles designed for on-road and off-road, given that the West Coast is on the leading edge of adopting clean air regulations and supporting the development and use of electric vehicles of all types. Volvo CE will use the site for e-mobility technician training as it rolls out its line of fully electric compact equipment and future electric offerings. Volvo Trucks will use the site for all of its new Volvo VNR Electric model training, and Mack Trucks will use the site for training for the Mack LR Electric. 

CTC Earmarks Nearly $1B for Future Improvements The California Transportation Commission (CTC) at its May meeting allocated more than $924 million for projects to improve critical transportation infrastructure throughout the state.

Nearly half of this major investment — $458 million — comes from Senate Bill (SB) 1, the Road Repair and Accountability Act of 2017.

“Caltrans is building a brighter future through a transportation network that serves all Californians,” said Caltrans Director Toks Omishakin. “This significant investment will help us fortify and enhance our state’s vast network of highways, bridges, transit facilities, bikeways and pedestrian routes.”

Projects approved include: District 1: Eureka • Approximately $58.7 million in Eureka and Arcata for Eureka/Arcata Corridor Improvement from the Eureka Slough Bridge to Route 101/255; • Approximately $4 million to rehabilitate culverts and improve fish passage through the culvert at Clarks Creek near Crescent City at various locations; • Approximately $2.5 million at various bridges in Humboldt and Lake counties to resurface bridge decks and extend service life of bridges; • Approximately $2.2 million for highway operations and mobility improvements near Klamath.

District 2: Redding • The Bonnyview Interchange Local Capital Outlay project between the Smith Road overcrossing and Loma Vista Drive, which will extend the auxiliary lane, construct a retaining wall and implement signal, lighting, crosswalk and curb-ramp improvements; • The Tehama Clear Recovery Zone project from the Nine Mile Hill overcrossing to north of the Bowman Road overcrossing, which will increase safety features, including widening the inside shoulder and installing rock slope protection and guardrails.

District 3: Marysville/ Sacramento • On U.S Highway 50 in and near the cities of Sacramento, Rancho Cordova and Folsom, from the Yolo County line to 0.8 mi. east of Folsom Boulevard; also in Yolo County in West Sacramento from Interstate 80 to the Sacramento County line,

$40.6 million for a project to install transportation management system (TMS) field elements. This project will help reduce congestion and improve operational efficiency; • On U.S. Highway 50 in the city of Sacramento, from the Sacramento River Viaduct (Pioneer Bridge) to 4th Street and also on Interstate 5 from 0.2 mi. south of Broadway to S Street, $27.5 million for a project to clean and paint steel bridge girders within the I-5 5/50 interchange to prevent the oxidation of steel girders and prolong the service life of the bridges.

District 4: Bay Area/Oakland No project updates.

District 5: San Luis Obispo/Santa Barbara • $100 million to replace the existing pavement, widen the outside shoulders, replace guardrail and upgrade drainage systems on U.S. 101 near the South Padaro Lane Undercrossing near Summerland in Santa Barbara County; • $7.6 million to widen and improve the bridge railing of the Castroville Overhead on State Route 156 between the State Route 156/183 Separation and Castroville Boulevard in Monterey County; • $6.4 million to install a contrasting surface treatment near the gore point, construct maintenance vehicle pullouts, relocate utilities, modify drainage inlets and install erosion control to reduce maintenance and improve highway worker safety on U.S. 101 near Los Alamos, Orcutt, Santa Maria and Nipomo in Santa Barbara and San Luis Obispo counties; • $5.8 million to construct pedestrian ramps and sidewalks to comply with the Americans with Disabilities Act (ADA) at the Butterfly Lane Pedestrian Undercrossing in Santa Barbara County; • $2.3 million to construct a wildlife Undercrossing on Highway 17 near Laurel Road near Scotts Valley in Santa Cruz County.

District 6: Fresno/ Bakersfield • Roadway rehabilitation project on State Route 119 in Kern County: $15.9 million will rehabilitate roadway including reconstruction of travel lanes with jointed plain concrete pavement (JPCP), widen intersections and shoulders to meet current standards, add bicycle lanes, median lane to accommodate two-way turning, install drainage inlets and stormwater basin, side-

walks and upgrade Americans with Disabilities Act (ADA) ramps to current standards from 0.1 mi. east of Ashe Road to Route 99 Separation; • Roadway safety project on State Route 198 in Kings County: $3.2 million will construct maintenance vehicle pullouts, replace guardrail with concrete barrier, pave slope and beyond gores to reduce maintenance and improve highway worker safety; • Landscape infrastructure repair project on State Route 198 in Kings County: $2.3 million will provide an electrical upgrade of booster pumps and replace irrigation mainline, valves and valve wiring from 0.3 mi. west of 12th Avenue to 0.5 mi. east of the Route 43/198 separation.

District 7: Los Angeles • Los Angeles County Metropolitan Transportation Authority: acquisition of systemwide light rail vehicles: 78 vehicles and the option to buy an additional 39, $27.8 million; • Long Beach Transit/UCLA Electric Commuter Express: procure five zero emission battery electric buses and the construction of charging infrastructure to create a zero-emission over-the-road coach commuter route between the Greater Long Beach area and the University of California, Los Angeles (UCLA), $6.5 million; • Los Angeles Region Transit System Integration & Modernization Program: complete environmental documentation for the Vermont Transit Corridor, which will result in either a bus rapid transit (BRT) or rail transit service along the corridor between Hollywood Boulevard and 120th Street, $5 million.

District 8: San Bernardino/Riverside • Riverside County (Hemet): from 0.7 mi. east to 1.1 mi. east of Blackburn Road. Outcome/output: restore eroded slope and re-align and upgrade drainage systems; • Indio (Coachella): In and near Coachella, from 0.3 mi. east of 1C081 Coachella Canal to 0.2 mi. east of Hazy Gulch Bridge. Cold plane pavement and overlay with Portland cement concrete (PCC). Construct eastbound truck climbing lane. A one-lane temporary detour will be constructed in the median for traffic handling; • Lake Elsinore: at Morrill Canyon Bridge No. 1G470 56-0169; also near Hemet, at Strawberry Creek Bridge No. 560180. Replace structures/upgrade rails.

District 9: Bishop No project updates District 10: Stockton • A project from East Long Barn Road Connection to Cow Creek Road in Tuolumne County received more than $17 million. The workers will rehabilitate pavement by grinding roadway and overlaying with asphalt, upgrade guardrail and drainage systems, install transportation management system (TMS) elements and repair maintenance vehicle pullouts (MVPs) and chain installation areas. This project will extend the pavement service life and improve ride quality; • A project located from Oro Avenue and Section Avenue in San Joaquin County received $180,000. The workers will add 4,038 ft. of sidewalks and curb ramps. This project will extend the pavement service life and improve sidewalk and curb ramp quality.

District 11: San Diego • $37.2 million (plus $2.6 million in local funds) to rehabilitate roadway, upgrade culverts and guardrail, upgrade facilities to Americans with Disabilities Act (ADA) standards and add conduit and fiber on SR67 at Lakeside Avenue near Poway to State Route 78 in the community of Ramona; • $1.3 million to increase pedestrian safety, mobility and accessibility at the Escondido Creek Trail Bike path in Escondido between Juniper Street and Citrus Avenue; • $2.5 million to upgrade pedestrian facilities to Americans with Disabilities Act (ADA) standards on SR-94 in San Diego and Lemon Grove from 32nd Street/Broadway to Campo Road.

District 12: Orange County • $1 million project to install safety lighting in and near the cities of Costa Mesa, Santa Ana, Tustin, Orange and Anaheim, from Interstate 405 to State Route 91; • A $200,000 project to provide 36 educational workshops to students on safe urban cycling, bike mechanic skills and encourage ridership through group bike rides. These workshops will be provided at three different schools in the City of Santa Ana over two years. 

The larger-sized cranes were rented from Connolly Crane Services in Gardnerville, Nev., and from Maxim Crane Works in Sacramento, Calif. Much of the equipment used during this project was owned by Q&D, including the Grove RT-880 crane and several Cat 938 loaders and Cat 335 excavators.

Q&D purchases and rents its equipment from Cashman Equipment and Komatsu Equipment, both based in Sparks, Nev. “Working closely with each dealership allowed us to keep our truncated schedule intact while giving our field team the best-suited equipment for the project,” said Kyle Lynch, Q&D’s equipment manager. “In such a tight working

area we needed a perfect combo of power and size, and each dealer helped us find the machines we needed. Reno being such a small town, you end up with equipment dealers who really feel like they’re part of your team every day. And on a project like this you’re getting help from multiple places, and their ability to come through for us cannot be understated. Each one of them helped get us to the finish line.”

The Q&D team brought together many experienced people, who have worked together on previous projects.

"Keeping everyone on the same page avoided major setbacks, and our planning efforts kept us working quickly and safely," said Bob Garrison, Q&D’s structure superintendent. “Every task was intensified by the tight schedule and we had every detail planned down to the hour. This was vital for subcontractors, suppliers and every person in the field.”

The team dynamic was shaped not only by the complexity and danger of the project, but the time-

line and short schedule. Every subcontractor knew the schedule each morning and any changes had to be communicated throughout the teams immediately. When working 24-hour shifts, those changes can make or break a project deadline.

"We were able to make subtle changes that accelerated our schedule, adapting on the fly in most cases," said Eric Pender, Q&D superintendent. "With 24-hour shifts, we had people coming in blind to sudden changes, which affected every trade on the project.

Each leader's precise communication meant gaining ground every shift, and ultimately pushing us ahead when it really mattered."

During the full closure, Q&D stationed an on-site mechanic to handle any issues with equipment.

“Wear and tear came primarily in the form of drill heads, loose hoses and cutting edges,” said Lynch. “We were able to avoid any major damage to equipment, and the on-site mechanic worked an ‘on-call’ style shift after he had finished his regular shift. This was a true testament to the commitment

of the team and its planning abilities.”

Benipal. “I want to thank everyone who worked on this project for thinking creatively on how to lessen the impact on the traveling public while still building a quality structure that will safely serve motorists for decades to come.”

“We appreciated the support and encouragement from local elected officials and partner agencies during work on this challenging project,” said Steve Nelson, Caltrans District 3 Public Information Officer of Lake Tahoe Basin/El Dorado County. “The department also extended its thanks to the local businesses, residents and visitors to the South Lake Tahoe area who were impacted by the construction work.”

The stakeholders included elected officials, the California Highway Patrol, U.S. Forest Service, El Dorado County, the city of South Lake Tahoe, city of Placerville, Chambers of Commerce, Lake Valley Fire Protection District and CAL-FIRE. The project was partially funded by state dollars, including $5.2 million from Senate Bill 1, the Road Repair and Accountability Act of 2017. This legislative package invests $54 billion over the next decade to fix roads, freeways and bridges in communities across California, noted the project web page.

“Caltrans is committed to innovative ways to improve efficiency and minimize impacts to the traveling public during construction,” said Benipal. “I would like to thank the Caltrans team and Q&D Construction for their outstanding work on this important safety project.” 
