The Dos Rios Ranch Preserve is California’s largest single floodplain restoration project, part of the nation’s broadest effort to rethink how rivers flow as climate change alters the environment.

Largest Floodplain Restoration Project in State Under Way MODESTO, Calif. (AP) Between vast almond orchards and dairy pastures in the heart of California’s farm country sits a property being redesigned to look like it did 150 years ago, before levees restricted the flow of rivers that weave across the landscape.

The 2,100 acres at the confluence of the Tuolumne and San Joaquin rivers in the state’s Central Valley are being reverted to a floodplain. That means when heavy rains cause the rivers to go over their banks, water will run onto the land, allowing traditional ecosystems to flourish and lowering flood risk downstream.

The Dos Rios Ranch Preserve is California’s largest single floodplain restoration project, part of the nation’s broadest effort to rethink how rivers flow as climate change alters the environment. The land it covers used to be a farm, but the owners sold it to the nonprofit River Partners to use for restoring wildlife habitat.

Project Update California officials began centralizing valley flood planning a decade ago. Though some of the worst and most notable floods in recent decades have occurred in places like Houston and New Orleans, parts of California are at serious risk that’s only expected to increase due to climate change.

In 1997, major storms caused levees to break throughout the valley, including on the Tuolumne River, causing nearly $2 billion in damage and destroying more than 20,000 homes. Nine people died.

In an update five years ago, the state put a premium on flood plain restoration projects.

Dos Rios is one of 17 identified by the state.

Four have been completed since 2013, three

are under construction and 10 are proposed.

They’ve cost $300 million so far, with money coming from bond funds and local and federal dollars.

“Dos Rios is an amazing example, but we need like 30 more of those,” said Jane Dolan, chair of the Central Valley Flood Protection Board.

Floodplain restoration isn’t unique to California. Washington state launched a program in 2013 called Floodplains by Design, and projects are popping up along the Mississippi River. But experts said California stands out for its emphasis on projects that provide ecological support.

“There’s tremendous potential for this kind of work and I’m quite impressed by how deliberate and thoughtful California is being in this space,” said Todd Bridges, head of the Army Corps’ Engineering with Nature program, which takes a similar approach.

The Biden administration set aside at least $1.75 billion in the infrastructure bill for multipurpose projects aimed at reducing flood risk.

Just as climate change is making California’s dry periods drier, it’s expected to make the wet periods wetter. The state experienced an atmospheric river in October and major rain and snowfall in December, followed by its driest January through March on record.

“One of the things that drives me crazy about California water is that decision makers want to talk about floods in flood years and droughts in drought years,” said Barry Nelson, a water consultant who worked on the Dos Rios project. “The weather whiplash we’re seeing this year is really teaching us we need to break out of that pattern.”

Since the 1850s, 95 percent of the histori-

cal wetlands and river habitats in the Central Valley have been eliminated, according to state flood planners. It would be impossible to restore all of that in a state of 40 million people, where major cities like the capital of Sacramento and Stockton have been built in floodplains.

But the valley’s vast open spaces offer opportunities, such as on farmland that’s no longer in use. The property Dos Rios sits on was most recently a dairy and the owners approached River Partners about selling the land for conservation in the mid-2000s.

River Partners has notched berms to allow river water to flow onto 1,000 acres. The nonprofit is going through government hurdles to breach a federal levee keeping the Tuolumne River at bay. Eventually, Dos Rios could hold up to 10,000 acre-ft. of flood water, keeping it from flowing toward cities like Stockton. An acre-ft. is approximately 325,850 gal.

Fourteen kinds of woody trees and shrubs are planted in a way that’s designed to attract native species. The riparian brush rabbit, chinook salmon, steelhead trout, the yellow warbler and the sandhill crane are among the species that call Dos Rios home. The habitat there also supports the Aleutian cackling goose, which used to be listed as endangered species.

Advocates for such projects would like to see them built faster in California and beyond. Julie Rentner, president of River Partners, said while there’s broad agreement on the value of restoring floodplains, concerns about the impact of land conversion on local tax bases and debates about how broadly to expand public access can slow things down.

But in the messy world of California

water, floodplain restoration stands out, said Nelson, the water consultant.

“In this sort of ocean of disagreements about water policy, about all these other issues, flood management is this place where enormous change has happened in the last decade in a way that is incredibly broadly supported,” he said.

The Central Valley covers approximately 20,000 sq. mi. and is an agricultural powerhouse — more than 250 crops are grown there. The region constitutes about 1 percent of U.S. farmland but produces 25 percent of the nation’s food while accounting for onefifth of all groundwater pumping in the United States.

A flood in the 1860s demonstrates the potential for disaster — up to 6,000 sq. mi. of the valley were submerged. As the state’s population rapidly expanded and farming boomed through the 20th century, the government engineered vast systems to move water around to supply people and farms, and erected levees to protect cities and crops.

Some of those levees cut off rivers from their natural floodplains. As climate change causes temperatures to warm, mountain snow that typically trickles into the state's watershed may fill rivers much faster, increasing the flows beyond what levees can take.

Floodplain restoration can help. For projects like Dos Rios, land that farmers no longer want to manage is being turned into space where rivers can breathe. Farther north, barriers on the Feather River have been altered to allow more water to flow into an existing wildlife area. In West Sacramento, 4 mi. of levee along the Sacramento River is being set back. 

Engineers Experiment With Striping to Protect Workers Traffic engineers in southern California are trying to figure out whether orange striping in work zones can help improve safety, an idea that their counterparts around the country have tried to perfect for more than a decade.

The California engineers are using the orange pavement markings during construction to add carpool lanes on a 4-mi. segment of Interstate 5 north of San Diego.

The state transportation department is using the extra color to help highlight the white and yellow lane markings while the highway is expanded. On one side of the highway, the orange lines are on either side of white dashes, framing them like an Oreo cookie. On the other side, Caltrans is trying a design where the color of the dashes is split into two sections lengthwise, with one half white and the other orange.

The state’s approach is a bit different from previous experiments with orange striping in Wisconsin, Texas and Kentucky, where the highway departments used orange paint instead of traditional white or yellow.

“I thought the easiest thing would be to leave that normal striping alone and use orange as a contrast color,” said Brian Hadley, a Caltrans engineer overseeing the project.

California, like many other states, often uses black paint to make white stripes stand out, particularly on concrete pavement or on east-west roads where sun glare can make white stripes hard to see.

States have long tried to improve safety in work zones. According to the National Safety Council, 857 people were killed and 44,240 people were injured in work zone crashes in 2020.

Highway crews regularly deploy plenty of precautionary measures to warn motorists about construction on the road, including barriers, barrels and flashing signs.

But Hadley says motorists are especially attentive to signals on the roadway itself.

That’s one reason why highway shields painted on the pavement of interchanges — so drivers know which lane will take them to the highway they want to follow — are so popular, he said.

“For myself personally, I feel like when I’m driving, I’m looking more at the road than at the signs,” he said.

Engineers also have found that improved striping at the edge of roads reduces the number of incidents where people drive off the road. And California has shown that reflectors with red backs on road surfaces help reduce the number of people who drive

the wrong way down a road, too, he noted.

Previous experiments with orange striping have had mixed results.

Wisconsin, for example, used orange paint instead of white paint in certain segments during a massive rebuild of the Zoo Interchange in Milwaukee.

The new color didn’t cut down on crashes, but it proved popular with drivers. Eighty percent of drivers who responded to a survey said the orange color increased their awareness that they were in a work zone, while 83 percent said the orange was easier to see than white striping.

The Wisconsin engineers also made recommendations on the color and type of paint that worked most effectively.

Kentucky started using orange striping for Interstate 75 in 2019. The state also planned to paint 8-ft.-tall letters on the pavement to show a 55-mph speed limit. An evaluation of the project, though, found that speeds remained the same in segments with orange striping and white striping.

A toll authority in North Texas also has experimented with orange striping. Initial results showed that 61 percent of motorists who responded to a survey said the orange raised their awareness that they were in a work zone, while 88 percent of respondents

said they’d like to see the color in other Texas construction zones.

Transportation departments in Canada and New Zealand have also experimented with using orange paint for construction zones.

In California, engineers will track the effectiveness of their color scheme using video monitors to evaluate vehicle movements, along with devices to track the brightness and reflectivity of the paint over time.

Hadley hopes the improvements will be significant enough that the Federal Highway Administration and state officials will allow for orange to be used as a contrast color on future construction projects. That would require an interim approval for an exception from the federal Manual on Uniform Traffic Control Devices and from its California equivalent.

But Hadley notes that those exceptions can be granted after a convincing experiment, such as when California gained approval to add red-colored bus lanes on freeway entrances.

The department first got approval for the plan in 2020. It expects testing to continue on the new striping for about a year while construction continues, Hadley said. 

Architects, engineers and designers from the award-winning firm led Cadettes, Seniors and Ambassadors from the Girl Scouts of Greater Los Angeles through an exploration of sustainable architecture practices, career opportunities and a panel discussion.

After a presentation on Skanska’s upcoming development in the Arts District, the Girl Scouts had the chance to draw up plans for the retail space at the base of the building, breaking into small groups with mentors from Skanska’s commercial development and civil teams to draft ideas based on the knowledge they learned throughout the day.

“Skanska Architecture Day” took place at Downtown LA’s 6th Street Bridge, an ongoing project led by Skanska USA’s Civil division. Girl Scouts got to safely explore a working job site as part of the day’s activities.

Crews Rebuild Bridges, Replace Aging Concrete On Job

During COVID, commuting patterns slowed drastically, which enabled workers to complete the project approximately six months ahead of schedule.

The Public Policy Institute of California estimates that over the next 25 years, the population in Southern California will grow by 25 percent, while freight will rise approximately 75 percent. The massive increase in freight traffic is related to more deliveries at the ports in San Pedro and Long Beach. The area also services the rapidly growing Ontario International Airport.

For local residents, those statistics sound frightening.

These numbers point out the importance of jobs like the recently completed 60 Swarm project. This project stretched across 17.5 mi., beginning in the city of Ontario and ending in Riverside.

Traffic is so intense that it fills the 60, which was the focus of the project, as well as I-10 and I-210, which run roughly parallel to this vital east-west corridor. In addition, I-215, I15, 71 and 57 are major north-south freeways that intersect or are nearby the 60.

For a construction enthusiast, the 60 Swarm project had a little bit of everything The project included: • 215,000 cu. yds. of concrete and 80,000 tons of asphalt; • Recycled worn-out concrete was used as a class 2 aggregate base in the freshly constructed roadways; • Reconstructed three bridges; • Modified more than 21,000 linear ft. of new concrete median barrier; • Sixty five upgrades to pedestrian sidewalk ADA ramps at the on- and off- ramp intersections; • Eight new ramp metering systems and upgraded 12 existing ramp metering systems; • A total of 24 traffic signals upgraded.

• A total of 39 on-and off- ramps repaved; • New guardrail systems were installed throughout the project; • Lanes were restriped for enhanced visibility and safety; • New landscaping.

The $151 million project was 96 percent funded by Senate

“The 60 was made of concrete and had no lane replacement for 12 years,” said Elaheh Hadipour, Caltrans project manager. “The road was five to six lanes of traffic in most sections and had been battered by truck traffic over the years.

Officials Allocate More Than Half-Billion Dollars for Projects In an effort to maintain and upgrade transportation infrastructure in the state, the California Transportation Commission (CTC) recently allocated $578 million for projects throughout the state.

Senate Bill (SB) 1, the Road Repair and Accountability Act of 2017, accounts for $317 million, more than half of the funding.

“The CTC’s welcome decision to green light more than half a billion dollars to maintain and repair California’s aging transportation infrastructure is not only in keeping with our time-tested “fix-it-first” strategy, but also represents another big step to build and maintain a transportation system that serves all who travel in California, whether by foot, bicycle, bus, train or automobile,” said Steven Keck, acting director of Caltrans.

Projects that were recently approved include: Eureka • Approximately $2.1 million toward erosion control on Route 36 near Bridgeville in Humboldt County; • Approximately $11.5 million toward improvements on Route 96 at Aikens Creek Bridge, Bluff Creek Bridge, Slate Creek Bridge and Rube Creek Bridge on Route 169 in Humboldt County; • Approximately $3.5 million toward culvert replacement on U.S. 101 near Garberville from the Alderpoint Road Overcrossing to south of Myers Flat in Humboldt County and on Route 271 near Piercy in Mendocino County; • Approximately $4.1 million toward construction of a retaining wall and roadway realignments on U.S. 101 near Piercy in Mendocino County;

• Approximately $1.8 million toward roadway realignments on Route 1 in Mendocino County near Gualala; • Approximately $1.4 million toward pavement and guardrail upgrades on U.S. 101 near Willits in Mendocino County; • Approximately $1.2 million toward pavement and guardrail upgrades on U.S. 101 near Fortuna in Humboldt County; • Approximately $1.88 million toward improvements at Elk Creek Bridge on Route 1 near Fort Bragg in Mendocino County.

Marysville/Sacramento • Sacramento County: $2.65 million was allocated to replace and rehabilitate existing vegetation and irrigation and restore damaged landscape on Interstate 5 between Broadway and the R Street Underpass; • Sacramento County: $11 million was allocated for the procurement of steel girders for the State Route 51 (Capital City Freeway) American River Bridge Rehabilitation Project in the city of Sacramento.

Bay Area/Oakland • $21.178 million to construct an outer separation barrier between northbound Route 84 and Marshlands Road in Fremont near the Dumbarton Bridge. This project will include widening the shoulder, overlaying pavement, placing night visibility delineation, constructing rumble strips and relocating lighting to improve safety; • $1.635 million to replace a collapsed culvert, backfill a sinkhole and restore the landscaping next to I-280 in Daly City; • $1.55 million to improve the Hillsdale Boulevard Overcrossing in San Mateo. This

project will include replacing the bridge rails and signals and upgrading the overcrossing to ADA standards; • $1.552 million to construct an outer concrete separation barrier on SB I-880 in Oakland, replace a bridge rail and install a drainage system; • $1.539 million to construct a retaining wall, rehabilitate the drainage system and install erosion control to stabilize a slope on Rt. 12 near St. Helena; • $1.46 million to repair pavement issues, replace drainage systems and upgrade guardrail on Wooden Valley Rd. near Napa; • $1.38 million to upgrade the bridge rails at the Twenty Third St. Overcrossing in San Francisco.

Fresno/Bakersfield • Roadway rehabilitation project on State Route 99 in Tulare County: $29.8 million project will rehabilitate roadway, upgrade lighting and Transportation Management System (TMS) elements, replace signs and, rehabilitate drainage systems and enhance highway worker safety on State Route 99 in the City of Tulare from Paige Avenue to the Prosperity Avenue Overcrossing; • Roundabout construction project on State Route 41 in Kings County: $4.8 million project will construct a roundabout on State Route 41 near Kettleman City from 0.1 miles south to 0.2 mi. north of Bernard Drive; • Roundabout Construction Project on State Route 190 in Tulare County: $4.4 million project will construct a roundabout on State Route 190 approximately 4 mi. west of the city of Porterville from 0.1 mi. west to 0.1 mi. east of Road 208 (Rockford Road).

Los Angeles DTLA Arts District Pedestrian and Cyclist Safety Project: The project is located in downtown Los Angeles Arts District, from 2nd Street on the north, 7th Street on the south, Alameda Street on the west and the LA River on the east. The project will provide pedestrian and cyclist improvements: cycle tracks and bike lanes and bike routes; new and widened sidewalks with curb extensions; high visibility and raised crosswalks; traffic controlled intersections; shade trees; pedestrian lighting; signage; and alley conversion into a shared street connecting to the new Sixth Street Viaduct Arts Plaza. $12.3 million.

San Diego • $33.1 million in Senate Bill 1 funds to the North County Transit District for the Broadway to Gaslamp Track Signalization and Platform. The project includes signalization of a 1.1 mi. of BNSF track from the Broadway to 5th Avenue in downtown San Diego. The construction of two new control points, track work, pedestrian crossing improvements, landscaping, construction of a station platform and construction of a new siding. Additional safety measures such as Positive Train Control would be extended to cover the project parameters; • $14.6 million to rehabilitate and replace culverts, facilitate drainage systems and prevent damage to the highway system on State Route 78 from Interstate 5 to Interstate 15 through the cities of Oceanside, Vista, and San Marcos; • $4.9 million to repair a 24-in. waterline on Interstate 5 that flooded the freeway between State Route 163 and 1st Avenue.

The project will repair broken waterlines, restore pavement and landscaping, stabilize existing slopes and replace drainage and irrigation systems.

Orange County • $16.5 million for two projects in Laguna Beach from 7th Avenue to Ruby Street to upgrade existing curb ramps, sidewalks and driveways to Americans with Disabilities Act (ADA) standards and construct bike lanes and sidewalk gap closures as complete streets elements, as well as repaving the street to extend the pavement service life and improve ride quality; • $2.5 million for a project in Anaheim on I-5 to install new pavement and upgrade drainage, guardrail, and end treatments to improve safety; • $1.2 million for a project to install safety lighting on I-605 in Los Alamitos and Long Beach from I-405 to Katella Ave. 

Workers Accomplish Goals Six Months Ahead of Schedule SWARM from page 11

Ahead of Schedule During COVID, commuting patterns slowed drastically, which enabled workers to complete the project approximately six months ahead of schedule.

“The 15 weekend shutdowns enabled my crew to do the work efficiently without worrying about traffic whizzing by a few feet away,” said Joe McLouglin, owner of J. McLoughlin Engineering Co. in nearby Rancho Cucamonga. “COVID also meant that Caltrans could give us longer work windows. At first, we were allowed to work from 10 p.m. to 5 a.m. during the shutdowns. As it became apparent that traffic had decreased significantly, we were allowed to start our work earlier and earlier. Some of our workdays could begin at 7 p.m., instead of 10 p.m., which gave us more time to do the job and greater safety.”

McLoughlin and his team had an additional advantage of the job being located just 10 mi. from their office headquarters. This allowed the business to use its company yard as a staging area and provided workers with easy access to company equipment.

“The California Highway Patrol was a big help on the safety side of the work,” said Kimberly Cherry of Caltrans.

“When there was any need for a response to an accident, they helped the first responders navigate safely through the work zone.”

A key element in finishing the project was the replacement of three bridges by Sema Construction of Temecula.

The cost of this segment of the 60 Swarm was $23 million.

The new overpasses have now been brought up to the current standard: 17 ft. in most cases. This enables truckers to safely carry the oversized loads that are common on today’s freeways. The three bridges replaced were at Pipeline, Monte Vista and Benson avenues in San Bernardino County.

“The 60 Swarm is a project to be proud of,” said Cherry.

“The traffic flow will be better, smoother and safer with improved lighting. The project will address the growing

possible the resurfacing activities on the 60 to be completed on an accelerated schedule in just two and a half years.

During construction, major lanes of the 60 were shut down for work while the traffic rerouted onto nearby freeways.

Night paving was a necessity to coordinate ramp closures and lane reconfigurations so daytime traffic could flow as normally as possible.

Cherry summed up the impact of the project.

“The 60 Swarm Pavement Rehabilitation Project improved pedestrian safety, the ride quality for motorists, extended the roadway’s service life and will require less maintenance, which will maximize safety and minimize worker exposure.”  CEG

The 60 was made of concrete and had no lane replacement for 12 years.
