“The first 30 acres of the park are incorporated into a phase 1 and a phase 1B. The town has identified 40 acres of high and dry land that will be available for public and private partnerships,” said Robert Carmona, interim director, Parks and Recreation. “The remaining 200 plus acres does not currently have a funding source or timeline.”

Although a groundbreaking ceremony was held recently, major construction of Phase 1 is scheduled to begin in September of 2018. The full 272 acres does not have a completion date until a funding source has been identified.

ADOT Requests Public Input for Rail Plan Update As part of the Arizona Department of Transportation’s focus on multimodal long-range planning, the department is updating its State Rail Plan to better determine rail improvements across the state, based on future needs and opportunities.

ADOT is looking to the public and stakeholders to provide their input about what the State Rail Plan should include for both freight and passenger rail systems. A survey in both English and Spanish is available at azdot.gov/staterailplan. Comments are requested by Aug. 10, 2018.

The rail plan update will provide guidance for the existing rail systems and services used by Arizona’s freight shippers and the public. It also will provide an assessment of the statewide rail system, offering recommendations for policies, programs, processes and projects that will improve rail-related safety and service. The plan will consist of five major elements: • Describing the role of rail transportation in the state; • profiling the state’s railroad assets and traffic, along with identifying markets, logistics, and economic and demographic trends that will have an impact on rail transportation needs; • determining freight rail needs and improvements; • determining passenger rail needs and improvements; and • development of a rail service plan.

The State Rail Plan update will rely heavily on input from the state’s rail transportation stakeholders and the public. Several stakeholder workshops were held last year throughout Arizona to meet with those involved in the rail industry and to obtain input about the challenges and opportunities for Arizona’s rail network. The feedback gathered from these meetings will be included in the updated State Rail Plan, which is expected to be completed in late 2018.

Mountain Freeway by late 2019, crews have set the girders for the interchange at 24th Street in Ahwatukee.

The 16 steel-reinforced girders are 128 ft. long and weigh more than 400,000 quarter-pound cheeseburgers apiece. It took about an hour for two cranes to hoist and place each girder during overnight closures that began May 20 and continued through May 21.

The 24th Street interchange, which will include a 132-ft.long overpass, is one of 13 planned for the 22-mi. freeway, the longest single highway project ever undertaken by the Arizona Department of Transportation. Bridge girders have already been set at the 17th Avenue and 40th Street interchanges in Ahwatukee.

A temporary deck surface was installed on May 23.

Crews from Connect 202 Partners, the developer of the South Mountain Freeway, will return this summer to pour concrete to form the bridge deck and panels.

Nearly 1,100 girders will be installed on 40 bridge structures throughout the project.

I-10 — Eloy to Picacho A new interchange at Interstate 10 and State Route 87 in Eloy took shape June 7 when Arizona Department of

Transportation crews began placing girders to form the deck of an SR 87 bridge. Crews began placing 45,000-lb. girders on bridge piers.

The new interchange is located just north of the current alignment of SR 87 and will carry the road over the Union Pacific Railroad tracks as well as new lanes of I-10 to connect with Phillips Road on the other side of the freeway.

The work is part of a project to make I-10 traffic flow more smoothly and more safely in Pinal County. Crews are building 4 mi. of new interstate lanes that will widen I-10 in the area to six lanes between mileposts 209 and 213.

This fall, crews will begin creating a first-of-its-kind dust detection zone designed to identify dust storms in the area and provide drivers with information to make safe decisions.

A second ADOT team is widening I-10 to six lanes north of Interstate 8 in Casa Grande, including new bridges and a new interchange at Jimmie Kerr Boulevard. When both projects are completed by late summer or early fall in 2019, I-10 will be a six-lane freeway from Casa Grande to Tucson.

TEP Seeks Information on Forest Biomass Generation Technologies, Opportunities

TEP issued a request for information (RFI) about technologies, costs, environmental benefits, construction requirements and interconnection requirements of forest biomass energy projects.

Tucson Electric Power (TEP) is seeking information about forest biomass generation systems that could generate power for customers while improving the health of Arizona forests.

On June 29, TEP issued a request for information (RFI) about technologies, costs, environmental benefits, construction requirements and interconnection requirements of forest biomass energy projects. Information collected during this RFI process will be used to help determine the feasibility of using forest feedstocks as a renewable resource in Arizona.

Biomass power plants use the heat produced from the combustion of biological materials to generate electricity.

Biomass fuels may include forest residues, crop residues, primary and secondary mill residues and urban wood waste. TEP will coordinate with other Arizona utilities, as appropriate, to consider joint efforts to develop a forest biomass energy project.

TEP anticipates filing a forest biomass proposal with the Arizona Corporation Commission (ACC) in 2019. The RFI process is being managed by New Hampshire-based Accion Group. A copy of the RFI can be found at tepbiorfi.accionpower.com.

TEP is working to deliver at least 30 percent of its power from renewable resources by 2030, doubling the state’s 2025 goal. Nearly 13 percent of TEP’s

power came from solar, wind and other renewable resources last year, well above Arizona’s seven-percent requirement for 2017.

Agreements With Study: Hermosa Mining Project Will Tribes Make Project Provide Huge Boost to State Economy Funding Easier

Collaboration with other governments can be complicated, particularly when it comes to sovereign nations. But a recent change in the Arizona Department of Transportation’s contract language with tribal governments is making it easier to partner on transportation projects.

For decades, if ADOT wanted to work with a tribal government, the tribe had to agree to a “waiver of limited sovereign immunity.” Essentially, the waiver required the tribe to take any mediation on a project to the state’s courts instead of the tribe’s own courts. As a result, many projects never came to be because tribal governments were unwilling to agree to that language.

“The Arizona Management System challenges every ADOT employee, everywhere, to identify ways to improve our value to customers,” ADOT Director John Halikowski said. “This contract language was getting in the way of a lot of essential projects, so we asked, ‘Why?’ It turned out we could get rid of it with minimal risk to ADOT and to taxpayers.”

One area that has improved with the change is a new agreement with Arizona’s tribes regarding transfers of federal funding to the Tribal Transportation Program, which is how Arizona’s tribal governments receive transportation funding.

Previously, local transportation projects on tribal land would be funded and administered in much the same way that ADOT administers local transportation projects with other communities, with ADOT overseeing every part of the process including contractor selection, design phase and construction.

With the new language in agreements, ADOT is able to hand over that responsibility directly to the U.S. Bureau of Indian Affairs, the Federal Highway Administration or tribes, saving ADOT time and resources.

ADOT’s tribal liaisons were instrumental in improving the contract language between ADOT and the tribal governments, working with leaders including the Inter Tribal Council of Arizona.

“The Inter Tribal Council of Arizona was pleased to assist in the coordination of efforts that resulted in the amended contract language,” said Maria Dadgar, executive director of the Inter Tribal Council of Arizona. “We see this as a successful action which will facilitate partnerships with tribal nations in Arizona.”

Arizona Mining Inc. recently announced the results of an economic impact study about its Hermosa Project near Patagonia, Ariz.

The study, which was conducted by the L. William Seidman Research Institute and Arizona State University’s W.P. Carey School of Business, provides an analysis of the project’s impact on Arizona overall, as well as Cochise, Pima and Santa Cruz counties, AZ Big Media reported.

What the Study Found Key findings about the Hermosa Project’s impact include the following: • During its life span of 2017 to 2049, the project will bring forth an annual increase of $676.1 million to Arizona’s GDP, on average.

• The project will create an average of 451 jobs during its life span, with peak employment expected to reach 525.

• The project also will support about 3,225 additional jobs, on average, for state residents.

Most of these jobs will be “in private, nonfarm sectors,” AZ Big Media reported.

• During the project’s combined construction and production time, the impact on the state’s economy will include $21.6 billion in GDP, $8.5 billion in disposable income for residents and $860 million in revenues to the state’s government, AZ Big Media reported.

U.S. OKs Funding for New Vets Homes in Flagstaff, Yuma FLAGSTAFF, Ariz. (AP) A published report said the federal government has authorized funding to build new state nursing homes for military veterans in northern and southwestern Arizona.

The Arizona Daily Sun reports that federal funding for construction of new veterans nursing homes in Flagstaff and Yuma was announced April 13.

The 80-bed home in Flagstaff will be built on McMillan Mesa on city-donated land.

Flagstaff Mayor Coral Evans said plans call for construction to begin in early 2019 and be completed within two years.

The Yuma Sun previously reported that the Yuma home also would be built on land provided by the city.

The state previously appropriated $19.2 million funding for Arizona's contributions for the two new homes.

Arizona now has veterans homes in Phoenix and Tucson with a combined 320 beds.
