ADOT’s $128M I-10 Project in Marana Improves Traffic Flow

Arizona Department of Transportation (ADOT) is improving traffic flow on Interstate-10 in Marana, Ariz., by constructing a new interchange bridge over I-10 and the Union Pacific Railroad Tracks at Ina Road. Besides providing better traffic movement, the $128 million project will improve safety at the location. Ina Road was closed in February 2017 and the project is on track to complete work in early 2019.

Funding for the work is provided by the Federal Highway Administration, Pima Association of Governments and the Regional Transportation Authority. Marana also contributed $7.9 million toward the cost of new bridges being built over the Santa Cruz River.

ing the highway four lanes in each direction. The project also will turn an aging intersection into a modern interchange. One of the major changes will be a new bridge to carry Ina Road traffic over I-10 and the railroad tracks.

The original bridge, which has been demolished, carried I-10 motorists over Ina Road. Crews have been working to rebuild a four-lane Ina Road west of the freeway. They dug holes for pillars to support the new bridge. A milestone was met at the end of January

2018 when westbound traffic was moved to the new eastbound pavement. That allowed for three lanes in both directions until the project is complete.

It also meant that the bridge and new westbound pavement could be completed.

“The new Ina Road bridge over I-10 is complete over the eastbound lanes,” said Tom Herrmann, public information officer of ADOT in Phoenix. “And with all traffic now on that pavement, we’ll complete the bridge over the west-

bound lanes and the Union Pacific Railroad tracks.”

Once completed, motorists using Ina Road will enjoy smoother traffic flow without regular interruptions for trains passing through. Originally, it was two lanes in each direction on the east side of I-10 and a single lane in each west of I-10. The project will result in two lanes in each direction to Silverbell Road in the west. Ina Road will have two bridges, one eastbound and one westbound, each with two travel lanes.

About a half mile to the west, crews have been working on a two-lane bridge on eastbound Ina Road where it crosses the Santa Cruz River. In an early February update, Herrmann reported that the eastbound Ina Road bridge had been completed. In addition to bridges, the project includes new ramps.

With approximately 150 state highway construction projects scheduled to start in any given year, Arizona Department of Transportation engineers constantly look for ways to save time and money in designing and building these much-needed improvements.

Over the past two years, this focus has had ADOT engineers teaming with engineering colleagues from the private sector to speed how projects are designed by improving the process that gets the work started.

This includes issuing task orders, or contracts, to private engineering firms that will be preparing the technical construction plans for upcoming projects.

As a result of this collaboration, ADOT has been able to reduce the time needed to issue a task order from approximately 150 days to an average of 50 or fewer days.

“Improving project delivery is a major priority for us,” said Steve Boschen, who leads ADOT’s Infrastructure Delivery and Operations division. “Our review and simplification of the process will help keep future highway construction projects on schedule.”

ADOT manages a highway construction program that often has more than $900 million in work under way each year, so improvements in this area help improve the quality of life in Arizona through more timely improvements to the transportation system.

At ADOT, engineering is behind every activity that maintains, improves and expands the state’s transportation system, from rehabilitating bridges to paving highways and creating the Loop 202 South Mountain Freeway. Common to all those engineering efforts is a commitment to continuous improvement.

To improve the task-order process,

ADOT used the Arizona Management System championed by Gov. Doug Ducey to assemble a team that included consultant engineers to identify both waste and opportunities.

Consultant engineers have praised the time-saving effort.

“Several tools were created to speed the process, including checklists, simplified forms and ways to monitor the task-order process,” said Randy Simpson, a professional engineer who is vice president with the firm AECOM. “As a member of the Arizona engineering consultant community, I appreciate the opportunity this effort provided to improve the way our industry delivers transportation infrastructure improvements.”

A faster start for project design is especially important when construction schedules are moved up. That’s been the case in Maricopa County, where a rebalancing of transportation tax revenue has allowed regional planners to advance the number of Phoenix-area freeway projects that will be under construction by 2020.

Accelerated projects include adding lanes along Loop 101 between I-17 and Princess Drive as well as along Interstate 10 between Verrado Way and State Route 85. Both widening projects are now scheduled to start by 2019, rather than well after 2020.

“We count on our engineers and the entire team at ADOT to get the most out of the investment taxpayers are making in projects that make travel more efficient and, most importantly, safer,” said John Halikowski, ADOT director. “Accelerating projects is a priority as our engineers team with partners in law enforcement and highway safety to make travel as safe as possible.”

Work Under Way on U.S. 163 The Arizona Department of Transportation advises drivers to plan for extra time when traveling on U.S. 163 north of Kayenta due to a construction project that began March 14.

The 1-mi. work zone, which will be located between mileposts 400 and 401, is approximately 5 mi. north of Kayenta.

Drivers traveling between Kayenta and the Utah state line will use a temporary detour alongside U.S. 163 to continue north- and southbound travel through the work zone.

Drivers should expect intermittent delays of up to 30 minutes during the construction project, which is scheduled to last about six months. The project is needed to improve the drainage system along U.S. 163 during rain storms.

South Mountain Freeway Receives Its First Splash of Color The Loop 202 South Mountain Freeway has its first splash of color, with a little inspiration from Frank Lloyd Wright.

Crews recently gave the future 40th Street traffic interchange in Ahwatukee desert earth-tone base paint, which will be used throughout the 22-mi. corridor, along with a reddish accent color resembling an ocotillo flower on the retaining walls, abutments and bridge barriers.

It’s the first of 40 bridges on the project to be painted by Connect 202 Partners, the developer of the South Mountain Freeway.

The aesthetics of the South Mountain Freeway include designs celebrating some of Frank Lloyd Wright’s early experiments in desert architecture, as the modern architect had a camp, called “Ocotillo,” in the late 1920s in the area now known as Ahwatukee.

ADOT partnered with the Frank Lloyd Wright Foundation to design aesthetics for bridges, sound walls and other freeway elements that honor Wright’s early works in Arizona.

Approximately 160 gal. of paint, enough to paint the exterior of 13 homes, was needed to spray paint the 40th Street bridge.

“ADOT had a unique opportunity with this project to partner with the Frank Lloyd Wright Foundation and use freeway aesthetics to tell a story by showing differences in land uses, landforms and history as you

progress throughout the 22-mile corridor,” Salazar said. “There are several elements, including the earth tone base paint, that occur throughout the freeway corridor and serve to tie various aesthetic areas together in one project.”

This base paint will be consistent through-

out the freeway corridor, but there will be several accent paint colors, along with five distinctive aesthetic character areas. The Ahwatukee Foothills/Cholla Ocotillo segment, for example, will feature desert plants and simple shapes based on the forms of native cholla and ocotillo plants, while aesthetics and landscaping in the Laveen Village/River Bank segment will speak to the area’s agricultural heritage.

The next bridges scheduled to be painted are the Roosevelt bridge in west Phoenix and the 17th Avenue overpass in Ahwatukee.

These are expected to occur in the spring.

The South Mountain Freeway will provide a long-planned direct link between the East Valley and West Valley and a muchneeded alternative to I-10 through downtown Phoenix. Approved by Maricopa County voters in 1985 and again in 2004 as part of a comprehensive regional transportation plan, the South Mountain Freeway will complete the Loop 202 and Loop 101 freeway system in the Valley.

EdgeCore Breaks Ground on First Data Center in Mesa A groundbreaking ceremony has been held for EdgeCore Internet Real Estate’s Mesa Data Center Campus, 13303 S. Ellsworth Road. The 180,000 sq. ft. building will help EdgeCore offer cloud-connected data center solutions to the world’s most demanding customers.

EdgeCore is investing more

than $150 million on its first data center and a commensurate additional investment from its customers of $300 million. Elliot Road Interchange Construction in Laveen Progresses The first interchange under construction in Laveen for the Loop 202 South Mountain Freeway is taking shape, with a closure of Elliot Road at 59th Avenue allowing crews to make significant progress in a short time.

After extensive earthwork, six large concrete piers are now planted in the future median of the South Mountain Freeway. More than 300,000 cu. yds. of dirt has been moved to create bridge approaches and ramps.

The piers will soon support a 272-ft., two-span bridge that will carry Elliot Road traffic over the South Mountain Freeway. Soon, 26 concrete girders will be set on the piers to form the bridge.

Scheduled to open in late March, it will be the first South Mountain Freeway bridge to be used by motorists.

Since late October, crews also have installed underground utilities and drainage structures, including a 4ft.-wide storm drain crossing, and built retaining walls, called mechanically stabilized earth walls.

The retaining walls are the first to feature the “River Bank” aesthetic treatment reflecting Laveen’s agricultural heritage. This is one of five aesthetic patterns that

will be used along various stretches of the South Mountain Freeway.

Following completion of the bridge and reopening Elliot Road at 59th Avenue in March, additional work needed to complete the interchange will include paving the ramps and mainline freeway, signage, final striping and landscaping.

Local traffic can detour to Dobbins Road between 59th and 75th avenues until the bridge is completed.

With the eastbound bridge in place, workers can now replace the existing bridge with a new westbound structure, giving drivers an additional lane in each direction.

Initial work focused on the west side of I-10. Crews are now preparing to move to the east side of the highway.

Joint Venture The project is a joint venture consisting of Kiewit Corp. of Phoenix, and Sundt Construction of Tucson. The contract was awarded via ADOT’s construction manager at risk procurement process.

The project features about 65 subcontractors. Some of the major ones include Case Foundation Co. of Phoenix; PACE Electrical Construction Inc. of Tucson, Ariz.; Stinger Bridge and Iron of Coolidge, Ariz.; Combs Construction Co. Inc. of Phoenix; and RGG United Contractors Inc. of Glendale, Ariz.

About 100 workers are on the job each day.

Progress Here is what has been accomplished on the project since work started in 2017: • Crews have removed both bridges that once carried both directions of I-10 over Ina Road.

• They have completed a portion of the new bridge that will carry Ina Road over I-10 and the Union Pacific Railroad tracks. The new bridge is complete over the new eastbound travel lanes, allowing workers to complete construction without working over live traffic or restricting freeway travel.

• The new eastbound I-10 pavement is in place. Workers have moved both directions of travel to that new pavement, with three lanes in each direction. At completion, this pavement will have four lanes of eastbound traffic.

• One of two new bridges carrying Ina Road over the Santa Cruz River is complete and now seeing traffic in both directions. The old bridge has been removed and work has begun on the second Santa Cruz River bridge. At completion, two bridges will be in place, each

with two lanes of traffic, one eastbound and one westbound.

• All the supporting infrastructure — drainage, lighting, electrical, etc. — are being completed as the project progresses.

Here’s where the project stands: • Crews have begun work to widen Ina Road to two lanes from I-10 west to Silverbell Road. Ina Road already is two lanes in each direction east of I-10.

• Workers have begun building bridge supports and infrastructure for the remaining work on the bridge over I-10 and Union Pacific Railroad tracks. The bridge will be completed and connect with Ina Road east of the UPRR tracks.

Crews also have begun developing the ramps that will connect I-10 and Ina Road.

• Workers have started to build the new westbound lanes of I-10.

At completion there will be four lanes of interstate highway in each direction.

Primary Goals There were several reasons for the new interchange and the new approach, focused primarily on safety and traffic flow.

Safety: Traffic on Ina Road, including traffic entering and exiting I-10, was stopped many times each day for Union Pacific freight trains. Although there is not a history of crashes involving vehicles and trains at the site, traffic crossing railroad tracks creates a con-

cern for safety.

Traffic flow: Marana is one of the largest cities in Pima County with a population estimated at 47,000. It’s also among the fastest growing; the population was about 3,300 in 1990 and 34,000 in 2010.

There is a strong demand for increased capacity in the area.

Positive Impacts The project and the improved driving conditions are expected to have a positive impact on the area.

“Mayor Ed Honea has indicated that he expects Ina Road to become a new entry to the city,” Herrmann said. “He said the city already has seen companies buying land and obtaining zoning to build along Ina and Silverbell roads once this project is complete.

He expects both commercial and residential growth in the area because of the improved roads and

improved access to I-10 and the rest of the Tucson metropolitan area.”

Work on the new interchange is not expected to have significant impact on area businesses.

“The city of Marana, the Regional Transportation Authority and the Arizona Department of Transportation have all worked to support businesses in the area,” Herrmann said. The only road closures caused by the project have been Ina Road at I-10 and the frontage roads.

Hermann also reported that despite extreme summer heat reaching 115 degrees and hotter, and monsoon rains in 2017, the project is on time and on budget.
