A replacement hospital that’s been in the works for several years is becoming a reality in McCalla,

Ala. Medical West Hospital Authority, an affiliate of UAB Health System, broke ground on the $400 million project in November 2021. The new building, scheduled to open in 2024, will include a 412,000-sq.-ft., nine-story hospital with 200 beds and a 127,000-sq.-ft., five-story medical office building.

“With all of the growth happening in West Jefferson County, we feel this is the perfect time to welcome a new state-of-the-art facility,” said Keith Pennington, Medical West Hospital CEO. “The new hospital will provide all the services currently available at the existing facility. Medical West will also continue to serve area residents through operation of its primary care clinics in Bessemer, Hueytown, Vance, Tannehill, Hoover and Parkwest, along with the free-

standing emergency department on Highway 150.”

The existing hospital was built in 1964 and has simply outlived its usefulness.

“Although multiple renovations have been made throughout the years, we knew a new facility would have to be part of our future growth plans,” said Pennington. “We could not be more excited to work with the exceptional team of firms that will help us welcome this new hospital to the residents of West Jefferson County.”

The full-service facility will feature a new surgical and endoscopy suite, the latest in imaging technology and more intensive care beds. The plans also call for a parking deck.

Pennington said the Bell Hill Road location is ideal for patients who will use the new hospital.

“Just three miles from our current location and now visible from I-459, this new facility will be convenient for all residents in West Jefferson County. This will complement the Medical West Freestanding Emergency Department

(FED) located off of Exit 10 in Hoover.”

Pennington said it’s fulfilling to see work under way on a project that will serve so many for years to come.

“Seeing the construction team hard at work has been rewarding, not only for the residents near the location, but for our entire staff as well. We are excited to bring this facility to our community to meet their expectations of private rooms and an updated facility.”

According to a UAB news release, Cushman & Wakefield/EGS Commercial Real Estate of Birmingham was engaged for site selection for the 46-acre development site. Leading the project for the Medical West replacement facility will be CBRE as the project manager. The design and build team includes HKS and KPS as architects of the development, CCI, Bhate Geosciences and Building & Earth as site engineers and Brasfield & Gorrie as the general contractor. see HOSPITAL page 12

Demolition Work Kicks Off Effort to Gov. Ivey Unveils Build New City Hall in Huntsville $112M for Major Road Expansions for Huntsville Area

The new City Hall will have a ground-floor entrance off Fountain Circle and a second-floor entrance at the intersection of Fountain Circle and Madison Street.

The first step in building a new Huntsville, Ala., City Hall project started earlier in February with the demolition of the old parking garage on Fountain Circle, a process expected to last 60 to 90 days.

The work comes on the heels of the Huntsville City Council approving the $76.8 million construction in December for a new city hall and parking garage set to be built on the site of the former downtown parking structure.

The council’s resolution gave Mayor Tommy Battle permission to enter into an agreement between the city and Turner Construction Co., a national firm with an office in Huntsville, to build the new City Hall and parking deck project.

Huntsville General Services Director Ricky Wilkinson called the agreement a “significant milestone” for the municipality.

“This is a legacy project for the city as a whole,” he said in a statement. “This is a structure that will stand for at least the next 75 years and have a huge impact on downtown Huntsville.”

Parking Directed to Other Decks, Lots The old deck was closed in January before being fully fenced off with bulldozers standing by a couple of weeks later.

City parking officials told WHNT News 19 that leading up to the closure, and due to growth within the city, other decks and lots have been expanded to handle the traffic.

“There is a lot of construction going on in downtown Huntsville,” Quisha Bryant, the city’s director of parking and public transportation, told the Huntsville television station.

“We are lucky in that we are growing and [doing so] at a great pace. We have recently opened a new side to our Garage M, which is directly across the street from the civic center. So, we’ve greatly increased our parking space numbers over there.”

New City Hall Will Be Big Upgrade The new seven-story municipal building itself will span 170,000 sq. ft. and serve 365 employees. Huntsville city officials expect construction on the City Hall structure to begin

this summer before finishing in about two years.

The adjoining parking deck will provide 568 spots, with the first floor designed for the public and the remaining six floors reserved for city use, WHNT News 19 reported.

Unlike the current City Hall, the new municipal structure will group interrelated departments to make it easier for citizens to conduct city business. In addition, it will offer room for growth, city officials told the TV station.

“We’re currently located in a number of different buildings and some of the spaces we occupy are leased space,” Wilkinson explained. “[There are] costs associated with that as well as the costs associated with maintaining and operating the buildings we are in. It’s our intention to be much more efficient and get rid of some of those costs.”

The Huntsville City Hall building now in use was constructed in 1963, but, according to Wilkinson, the 61,000-sq.ft. facility has multiple problems, including: • Inadequate structural integrity.

• A great need for code updates, such as those for ADA, building, fire, etc.

• Issues with the façade, including marble cracking and separating from the building, and sealant failure.

• A lack of available space in the building, illustrated by its need for 50 percent more space, and an inefficient layout.

• Obsolete electrical and elevator parts and inadequate service.

• Many of the mechanical systems in the current city hall have reached the end of their useful lives.

• Leaks in the building’s façade and roof.

The current 512-space parking deck, built in 1965, also has issues that would require attention if it continued to be used, such as poor structural integrity, a need for code updates, inadequate electrical service and elevator serviceability.

When the new Huntsville City Hall opens, Wilkinson said employees will enjoy quality amenities, technology, security and public art.

He told WHNT News 19 that the folks working in City Hall are excited to see the project come to life, and eventually see the community be able to interact with it as well. 

During a visit to Huntsville April 14, Alabama Gov. Kay Ivey announced that three major infrastructure projects are in store for north Alabama, totaling $112 million.

Each one involves roadway expansion in Madison County.

The governor addressed the Huntsville/Madison County Chamber of Commerce at the Von Braun Center, where she unveiled the much-needed highway additions.

Yellowhammer News reported that Ivey recently met with Huntsville Mayor Tommy Battle, Madison Mayor Paul Finley, Madison County Commission Chair Dale Strong, and the area legislative delegation to talk about local infrastructure needs.

“We discussed this great progress we’ve made as well as some other projects that are needed in this area,” said Ivey. “And let me just tell you, your local elected leadership officials can give a strong pitch. So today I am thrilled to announce not just one, but three major projects for the area.”

The new projects include: • Two new lanes of Interstate 565, along a 4.2-mi. stretch of freeway from County Line Road to Wall Triana Parkway, south of the town of Madison. The $11.7 million contract will add one lane in each direction.

• Ivey also made public that Alabama Highway 53 is to be widened with more lanes, each just under a mile long, from Taurus Drive to Harvest Road. Tony Harris with the Alabama Department of Transportation (ALDOT)told Huntsville’s WHNT News 19 that construction on AL 53 is scheduled to begin in late 2022 at a cost of $50 million.

• The state’s agenda includes the widening and resurfacing of U.S. Highway 72 West from the Providence Main intersection to just west of Nance Road, a project that also is expected to be built for $50 million.

Harris noted that construction on the 2.5-mi. portion of U.S. 72 began the week of April 18 with the bridge over Indian Creek. Along the way, crews will expand the current four-lane divided highway into a six-lane freeway with fewer access points and median crossovers, according to ALDOT. The project also will modify several intersections along the route.

According to WHNT News 19, Rep. Andy Whitt of Alabama’s District 6, said the announcement to widen the nearby AL Highway 53 has been a topic of discussion for decades.

“I am appreciative of Gov. Ivey’s renewed commitment on tackling this issue and getting the project back online,” he explained. “There is more work to be done, but this is certainly a step in the right direction.”

Expansions Should Benefit All of North Alabama The city and Madison County Commission partnered to provide a 40 percent match to the state’s 60 percent pledge in funding for the projects, reported Yellowhammer News. see HUNTSVILLE page 8

$202M Graphite Processing Plant Begins Construction Westwater Resources and its subsidiary, Alabama Graphite Products LLC, officially launched construction April 19 of a first-of-its-kind graphite processing plant in Coosa County designed to produce an essential material for electric vehicle (EV) batteries.

The $202 million plant, which is being built in the Lake Martin Regional Industrial Park just off U.S. Highway 280, will process raw graphite into refined, battery-grade graphite for use in batteries that power EVs, electronics and other products.

Once completed, Phase I of the facility near Alexander City is expected to employ at least 100 people at an estimated average wage of more than $21 an hour.

When fully operational, the factory will produce 7,500 metric tons of refined graphite every year, according to Made in Alabama, the news site for the state’s Department of Commerce.

“The construction of this plant is the result of a lot of work, cooperation, planning, and vision by numerous people over a number of years,” explained Chad Potter, president and CEO of Westwater Resources and Alabama Graphite Products.

Gov. Kay Ivey joined state and local government officials, as well as business leaders, at the groundbreaking event. She said the plant will put Alabama among the top echelon of worldwide locales that make a key material for EVs and other batteries.

“Alabama, which is home to Mercedes, Honda, Hyundai, Toyota and Mazda, is among the top four states in the nation in automobile production,” Ivey remarked. “This plant will make Alabama an even bigger player in the fast-growing electric vehicle sector. It also creates jobs and will serve as a catalyst for economic development in the region, which my administration has worked tirelessly over the years to bring to the state.”

The processing plant, located in the community of Kellyton, is expected to begin operation by the end of the second quarter of 2023.

Leading-Edge Project The Alabama processing plant, first announced in June 2021, is important because the refined graphite used in lithium-ion and other batteries is imported from China, a fact that has prompted the U.S. government to declare graphite a critical strategic mineral.

about 175 to 200 pounds of graphite; however, there are currently no producers of natural-grade graphite in the United States.

Potter noted that his company has already made significant investments to prepare for the Alabama plant’s operation, which will use a process that is safer and more environmentally friendly than the methods currently used in China.

“We have purchased and renovated two large existing buildings adjacent to the plant site; one for warehousing and logistical uses, the other for our laboratory and administrative offices,” he said, adding, “As our investment in millions of dollars and commitment to invest even more indicates, we are firmly committed to Alabama and this community, and we look forward to being here for many years to come.”

As an example, Westwater Resources plans to explore a graphite deposit in western Coosa County, in the heart of Alabama’s graphite belt. The company bought mineral rights to approximately 41,900 acres in 2018 and hopes to begin

mining operations by the end of 2028.

Made in Alabama reported that, currently, there are no commercial-level graphite mines in the United States.

Until Westwater Resources begins its own mining, the company said the Kellyton plant will import feed graphite acquired from high-quality sources abroad.

“This is a great project for Alabama because it really complements our auto industry and what these global automakers are preparing to do with EV production at their Alabama facilities,” said Greg Canfield, secretary of the Alabama Department of Commerce. “I’m looking forward to seeing this project come to fruition and make an impact on the evolving auto industry.”

Congressman Mike Rogers, representing the state’s 3rd District, welcomed the graphite processing plant project, describing it as a windfall to rural Coosa County.

“This project will spur more economic development in the region and more jobs for the people here,” he said. 

Another source of funding for the roadwork comes from the Rebuild Alabama Act, passed by state lawmaker, and signed into law by Ivey in 2019. The move raised Alabama’s gas tax 10 cents over a three-year period to help fund road projects. The final increase took effect this past October, upping the tax from 18 cents per gallon in 2019 to 28 cents per gallon; diesel fuel jumped from 19 cents to 29. Prior to that, the tax had not changed since 1992.

“I am proud to partner with Gov. Ivey,

Mayor Battle, and Mayor Finley to build new roads that will help commuters from across North Alabama,” said Strong, the chair of the Madison County Commission.

“These major arteries carry commuters from a 17-county region that travel here every day. This is another example of how we can do big things when we work together as a region.”

Battle added, “To be a growing, prosperous city you have to have a transportation grid that supports the needs of your workforce. These three major projects are a strong

start in accomplishing [Huntsville’s Restore Our Roads, or ROR2] plan to keep metro Huntsville thriving and provide a high quality of life.”

In her remarks, Ivey also asserted that state Sen. Tom Butler (R-Madison) had been a “strong advocate” for the expansion of U.S. 72.

Butler, in turn, thanked Ivey in a statement for her commitment to addressing the area’s infrastructure needs, adding, “The economic development and growth in Alabama’s 2nd District are booming with the U.S. Space

Command, FBI relocation, Mazda Toyota manufacturing plant and many more ventures bringing thousands of jobs to the area.”

In his own press release, Strong spoke to the partnership among elected leadership that was formed to bring about infrastructure enhancement for the residents of the Tennessee Valley.

“I am proud to partner with Gov. Ivey, Mayor Battle and Mayor Finley to build new roads that will help commuters from across North Alabama,” he said. 

According to Brasfield & Gorrie operations manager Paul Garrick, the project is not without its share of challenges.

“The job site is on the side of a hill and required a tremendous amount of excavation. There’s also a spring on the property that flows continuously. Managing the water that leaves the site during rainy days has been a major challenge.

That has required us to go above and beyond the erosion control measures shown on the contract documents, and we have implemented daily third-party monitoring of those systems.”

The site has been cleared and grubbed. The central utility plant slab-on-grade has been poured. Two of the nine slabon-grade pours at the hospital have been completed. Ninetyfive percent of the mass excavation is complete. The two tower cranes that workers will use to move materials during construction have been erected.

Crews are currently finishing the mass excavation and deep foundation drilling. Underground site utilities, under slab rough-in, forming and pouring concrete shallow foundations, columns and slabs on grade are ongoing.

As for demolition, Garrick said a few minor structures had to be cleared before work could begin, but the site was basically all timber. Approximately 280,000 cu. yds. of cut and fill were necessary to level off the site and get it to grade. The site work also required approximately 9,000 linear ft. of stormwater piping installation. Site work began in midOctober and is continuing.

As with many other construction projects, wet weather has been an issue for crews.

“To date, there have been 32 rain days affecting construction,” said Garrick. “We are recovering those days, when possible, by working on the weekend.”

Heavy machinery that’s currently being used on the job includes multiple Komatsu PC360 and Cat 336 excavators, Komatsu D71 and Cat D5 dozers, Cat off-road articulating haulers, Cat 249 and 289 skid steers, 10K JLG forklifts, Kubota 4x4 dump trucks, a Manitowoc 555 crawler crane, two tower cranes, three drill rigs, a 6-in. pump, concrete buckets, compactors and generators.

“Steel will arrive in the next month,” said Garrick. “A tremendous amount of lumber is required to form where the concrete gets poured.”

Garrick noted that the main concerns on a project of this nature involve keeping everyone safe, managing the stormwater run-off and maintaining the budget and schedule.

He added that healthcare facilities are always complex because they require complicated systems that are essential for patient care.
