TheimpactofthisexecutiveorderonBlackcommunitiespresentsboth potentialopportunitiesandsignificantrisks,particularlyinlightof longstandingdisparitiesinaccesstomortgagecreditand homeownership.
Ononehand,expandingaccesstomortgagelendingcouldhelpaddress persistentracialgapsinhomeownership.Blackhomeownershiprates remainsignificantlylowerthanwhitehomeownershipratesformultiple reasons,includinglimitedaccesstoaffordablecreditandstructural barriersinthehousingmarket.Increasinglenderparticipation-especially amongcommunitybanks-couldimproveaccesstoloansfor creditworthyBlackborrowers.
However,researchshowsthatweakeningconsumerprotectionsmay increaserisksforBlackborrowers.AreportbytheUrbanInstitutefound thatBlackborrowersweredisproportionatelytargetedwithpredatory high-costandsubprimemortgageproductspriortothe2008financial crisis,contributingtohigherforeclosureratesandsignificantwealthloss. Thereal-lifeimpactsofpredatorymortgagelendingonBlackfamilies illustrateshowthesepracticescanleadtolong-termfinancialinstability andwealthloss.
