PRESENTATION OF THE SEMOST Legal status and Mission of the SEMOST The Secretariat of State to the Modernization of the Surveillance of the Territory (SEMOST) will be a State Mission in administrative matters, equipped with the legal entity and financial autonomy, led by a Secretary of State, under the high direction and supervision of the President of the Republic.

Its role will be the creation of favorable conditions to allow the Modernization of the Surveillance of Assets and Persons over the whole territory through: 1. The streets addressing of the public ways and the public services for the creation of a new cartography; 2. The creation of a computerized system to identify Persons, Assets and economical activities based on a better geographical location in order to support the good governance of the Surveillance of the territory, as well as the improvement of the relations between the Administration and the citizens.

Financing of the SEMOST 1/3 on own equities: Coming from the taxes paid by the owners of the buildings to obtain the Street Plates Numbers.

1/3 on budgetary funds: State Grant.

1/3 on external funds: It is a mix assembly of budget financing from the World Bank, the UNDP and others. Indeed, the addressing of the streets, the localization of the population and the economic activities will

have a direct impact on the maximization of revenues from taxes through a better geographical localization of taxpayers and a good geographical location of the taxpayers and taxable activities by the Tax and Revenue department in Uganda.

Moreover, the creation of a Data of Persons, Assets and Economical Activities is a tool of good governance and State modernization.

Objectives of the SEMOST The Secretariat of State for the Modernization and Surveillance of the Territory aims at: Global objectives: -Good governance of Surveillance of the Territory through the communication of reliable, identified and updated informations to national authorities concerning Assets, Persons and economical activities; -The creation of 10 national Data files for the modernization of the Surveillance of the national territory on the basis of reliable, identified and updated informations:  Data of Population in each City and Province  Data of Taxpayers  Data of Registered Vehicles with localizable and reliable address of owners  Data of Stolen Vehicles  Military Data File of Deserters and Called Recruits quota  Data of Contingent  Data of Wanted Criminals  Data of Personal Stolen Objects  Data of Foreigners  Data of Unpaid Vehicles fines.

-Reinforcement of the capacities of the services hereafter:  Intelligence Services  Research and Investigation Police

On Defence and National Security:  To create the favorable conditions with the administrative organization of the National military and civil service in order to avoid the inequality of the contingent enrolment towards their constitutional obligation.

It is a question of having reliable and real addresses of each South Sudanese in age to be enrolled under the flag in order to avoid with the confusion problem of persons due to the homonymy i.e. with the poverty of the name and the first name in the registers of Registry Office.  Boosting and Revival of Postal services activities:  Modernization of the relations between the public administration and the citizens through Postal administrative mail;  Creation of MINIMUM 100,000 direct jobs within the framework of the redeployment of the Postal services.

On the tax and Revenue level:  Maximization of the revenues from taxes of the State thanks to a better localization of the taxpayers and with a right evaluation of the taxability;  Reinforcement of the financial autonomy of the communities decentralized by the revival of the local tax system;  Support to the Services of recovery of the taxes debts in general by the localization of the moral Taxpayers legal people whose vague addresses contribute to tax evasion.

On the land and domain level:  Control of the urban development thanks to a new reliable public Register of lands or Real Estate Register, before the legislative unification of the 3 legal claims of land and buildings in

     



   

Uganda (the usual one, the colonial one and the postcolonial); Localization, delimitation and safeguarding of the domain reserves of the State; Revalorization, covering and maximization of the tax on land by a better evaluation of the taxability.

From the point of view of the Police of the economic activities: Localization of the informal actors of the economy for a standardized reconversion policy per sector; Installation of a national Data file of the commercial, civil and professional legal people.

Concerning the promotion of the credit and the micro-credit: the reliability of the localization of the borrowers as well as their Assets contributes to the legal security of the Banks and Lenders organizations and to the improvement of the guarantees of refunding and of covering.

Concerning the modernization of the road police: Maximization of the revenues of the Traffic and Road Police near the Treasury by the modernization of the frauds repression, road offenses and the easy recovering of fines.

GPS (Guidance By Satellite): Installation of GPS for all.

Modernization of the Justice.

Reinforcement of the capacities of the legal services in charge of the sentences execution and application, and the installation of a reliable Criminal record Department.

On the IEC:  Installation of an electoral Data

SYSTEM OF REGISTRATION/IDENTIFICATION IDENTIFICATION—LOCALIZATION YEAR 2016

FOREWORD Since the Accession of our countries to independence, we never had an official policy of immigration.

Today, it is time that the Republic of South Sudan seizes this special occasion to render comprehensible to our people the relevance of immigration in the REPUBLIC OF UGANDA. History teaches us that many economically developed countries, only succeeded in industrializing themselves very quickly thanks to a control of their Immigration Policy.

It is thus very imperious and very impertinent for us to work out a National Policy of Immigration, in order to eliminate the cyclical obstacles which would prevent the REPUBLIC OF UGANDA from developing to an economically stable country.

These obstacles must reflect on the best Immigration Policy.

Indeed, because of the lack of stability and of domestic peace and territorial integrity, we have never been able to register our population, the vehicles on the public streets, as well as the real estate and the assets.

To remedy to these deficiencies, we recommend two methods namely: IDENTIFICATION & LOCALIZATION

IDENTIFICATION – LOCALIZATION A. THE PERSON At the present time, it is impossible to provide the exact figures of Ugandans living on the national territory, but also those abroad the Diaspora as well as the territorial residing foreigners, due to the lack of an appropriate processing system of decentralisation.

Anxious to bring alongside our contribution in this process of decentralisation, conformably to the new constitution that came in force on 31th December 2000, a) The National level of government which shall exercise authority so as to protect and promote the national sovereignty of Uganda and the welfare of its people; [obsolete upon gaining independence] b) The Uganda level of Government which shall exercise authority in respect of the people and States in the Territories; c) The state governments throughout Uganda which shall exercise authority at the state level and render public services through the level of government close to the people; and d) The level of local government throughout the Uganda.

Under the instigation of the President of the Republic, the implementation of the decentralization must be committed through the National Legislature and the Uganda Legislative Assembly.

We TBCBISHI Products and CHRISTIAN MUSCHARD Partners propose the Identification and Localization of persons and their assets in the decentralized entities through a highly secure identification system , which would have a vital impact on development, within the framework of an administrative, financial and political security and stability in the decentralization process: The identification of any person living of the South Sudanese territory, that is Nationals & Foreigners, will be performed by the secured Method “ Biometric System “, with a Safe Security Number ( SD ), displayable on any official Document, and a registration in the Identification Booklet for Residents, for a better Localization of the

Persons.

Vehicles We suggest to register all the vehicles rolling on the public roads according to their administrative entities and local governments.

This registration according to the administrative entities allow us on the administrative, financial and security level; a better Identification and effective Localization thus contributing to the development of the set up and monitoring system in our Nation of Uganda.

The main goals to be reached with this system relate primarily to the tracability of all the registered vehicles movements.

The principal applications being the recovery of stolen vehicles, the unpaid vehicles from car dealers, the control and management of tax payments, the follow-up of road infringements at the national level, in order to allow every local authority to box the fines without having to withdraw the identification plates of the faulty vehicles, the localization of the delinquents or lost people, etc.

N.B: The Plates number will be only be delivered in the administrative entities and local government offices, where all the concerned services are represented.
