Rob Hunter President Elect 2025/2026 I was honoured to be selected as president of The Congregational Federation. Time is flying and it will soon be May 2026. From previous presidents I know I have great shoes to fill. As a fourth generation congregationalist, Congergationalism is in my blood. It is the purest form of being church with its origins in the early house churches formed in the short time after Christ’s resurrection and ascension. It is a fellowship of people praising and worshiping God and celebrating the salvific power of our Lord. Each Church working independently meeting the needs of its own specific community. Drawing on that the theme for my Presidential Year will be ‘Community Outreach’. I want to explore what we understand by Church. What is the nature of Church and what is its role in today’s world? In Matthew 25 Jesus commands us to feed the hungry, clothe the naked, offer hospitality to strangers give water to the thirsty and visit the sick. The Church that Jesus envisaged was one of community outreach. During my presidential year I want to visit a variety of churches, inner city, urban and rural to share fellowship and look at the good examples of how churches are serving their communities. At the end of year, I shall have a bouquet of other churches flowers which will enable me to create a community outreach handbook and design community outreach workshops. With the help and blessing of God we can have churches that are beacons in our community helping to build God’s Kingdom here on earth. PRESIDENT MESSAGE A Journey of Blessings and Encounters When you become president, no one truly prepares you for just how wonderful and enriching the experience will be. Throughout my year, I have travelled across the country, visiting a variety of churches and meeting many different congregations. Each congregation is unique in its own way, yet all are united as cherished parts of our beloved Congregational Federation. Celebrating Anniversaries and Heritage I have had the privilege of attending numerous anniversary celebrations, some of which marked an incredible 200 years of a church’s presence within its community. It is truly inspiring to witness Congregational Churches continuing to worship and share their faith, building upon the legacy established by previous generations of church members. Their enduring commitment to service and worship stands as a testament to the strength of our tradition. Sharing Faith and Diversity Preaching at many churches has given me the opportunity to distribute my book on Diversity and engage in meaningful conversations about our wonderful Lord. These discussions have been uplifting, centred on the message that God loves every one of us, and all that is asked of us is to love each other and leave judgement to Him. Connecting with Young People It is unfortunate that there are fewer children in our churches today. Nevertheless, I have made every effort to visit those churches with young people, sharing the Messy Church experience and introducing them to my book, ‘Belinda Got It Wrong’. I am delighted that the book is now in its second printing, and I hope we will soon be able to share it nationally as part of Messy Church this year. Representing the Federation During my presidency, I have represented our Federation at significant events, including the five-year memorial service for George Floyd. I have also participated in Free Church meetings and attended the Presidents Dinner at Lambeth Palace. Additionally, I have joined area meetings in several of our regions, further strengthening our connections. Supporting Smaller Churches Along my journey, I have encountered churches with small congregations who find it challenging to do more than hold Sunday services, sometimes not even every week. In these circumstances, the support provided by our Areas is invaluable. The work they do to help and encourage these smaller churches is essential. Although some Areas face difficulties in recruiting officers, I urge everyone to consider getting involved. The local knowledge and assistance that Areas offer can make a significant difference to those churches most in need.
Continuing Chaplaincy Work Despite the demands of my role as president, I have managed to continue my work as a Chaplain, only missing a few Wednesdays. Looking ahead, I would love to see our members who serve as Chaplains come together to meet and share their experiences. Many of us simply go about our work quietly, but it is a vital ministry that deserves recognition and appreciation for all that you do. FOREWORD The Congregational Federation maintains the long tradition of the fellowship of Independent Churches. It continues to re-affirm the Declaration of Intent, made in the Memorial Hall on October 14 th, 1972. This reaffirmation appears in full in Section 1 page 1 of the Year Book and is followed by the Constitution. This Constitution respects the autonomy of the local Church, whose members are gathered together in Christ. Every attempt is made at accuracy, the main source of information is in the individual returns required during autumn of each year. Permission is also required to print information, which is why some details are not included.
STRUCTURE AND ADMINISTRATION THE DECLARATION OF INTENT ON THIS FOURTEENTH DAY OF OCTOBER IN THE YEAR OF OUR LORD 1972, we whose names are appended hereto, meeting in the Congregational Memorial Hall, Farringdon Street, London, and representing several thousand more in our land, reaffirm our faith in Jesus Christ, and in the “gathered church” as that pattern of His whole Church which came to be designated ‘Congregational’. WITH grace we acknowledge that on the fifth day of October 1972 many of our brethren who had until that time declared their own faith in the Congregational Way, deemed it right for them to forsake the Congregational Way for another pattern of Christ's Church which it pleased them to call ‘The United Reformed Church’. We pray God's blessing upon them and upon what service to Christ they may render. Nevertheless, since every man must be obedient to the faith that is in him, we here reiterate our faith, and pray God's strength and courage to be loyal to it. THE Lord Jesus Christ “was obedient unto death, even the death of the Cross” and our tongues shall “confess Him as Lord to the glory of God the Father.” THE Apostles, when challenged by their contemporaries in the crisis which called for a declaration by which they would stand fast, announced that they “ought to obey God rather than Men”. In that same spirit, throughout many centuries, the Fathers dedicated their life and service, not a few of them suffering martyrdom for Christ's sake. In the year of our Lord 1593 John Greenwood, Henry Barrow and John Penry were detained in a prison which stood on this site whereon stands today Congregational Memorial Hall, and were taken from it to Tyburn, there to be executed because they refused to recant that faith in which they offered sole obedience to the authority of God in Christ. In the year 1662, some two thousand clergymen of the Church of England, required by the law of the land enacted in Parliament to conduct worship by no other form than that prescribed in the Book of Common Prayer, surrendered their livings in the established Church, and gathered companies of believers around them for free worship independent of all other external human authority. For a century and a half such gathered companies of independents became consolidated in local churches having complete autonomy under God. They suffered hardship and privation, but at much personal cost remained loyal and true to conscience. In the year 1831, on the thirteenth day of May, one hundred representatives of local independent churches throughout the land, assembled in the Congregational Library in Blomfield Street, London and formally signed a document pledging themselves to help one another in the service of Christ, and to that end to form the Congregational Union of England and Wales, “founded on full recognition of their own distinctive principle namely the scriptural right of every separate church to maintain perfect independence in the government and administration of its own affairs; and therefore that the Union shall not in any case assume legislative authority or become a court of appeal”. NOW, on this fourteenth day of October, in the year of our Lord 1972, we who are here gathered, standing in this same glorious tradition pledge ourselves to maintain it and extend it and to that end sign our names, knowing that within three hours we shall join many more in Westminster Chapel, who will stand with us to reaffirm that same foundation principle for the Congregational Federation under which title the fellowship of independent churches may continue.
THE CONSTITUTION Foundation Principle: In solemn renewal of the declaration made in the Congregational Library, London, on 13 May 1831 and affirmed by the Conference in Lyndhurst Road Congregational Church, London, on 13 May 1972 and by the Assembly in Westminster Chapel on 14 October 1972, the Federation of continuing Congregational Churches is founded on a full recognition of their own distinctive principle, namely, the scriptural right of every separate Church to maintain perfect independence in the government and administration of its own particular affairs; and therefore that the Federation shall not in any case assume legislative authority, or become a court of appeal. ARTICLE 1. NAME The name of this voluntary association is the Congregational Federation. ARTICLE 2. MEMBERSHIP Membership of the Federation comprises independent churches, each having a separate roll of members where a church members’ meeting holds the ultimate authority in the church. Each church to pay an affiliation fee to the Federation, the amount of such affiliation fee being that recommended by Council to the Assembly for ratification or rejection. Personal Membership will be available for individuals who wish to maintain connection to The Congregational Federation. The Personal Membership fee, such affiliation fee being that recommended by Council to the Assembly for ratification or rejection. ARTICLE 3. OBJECT The object of the Federation is the advancement of the Christian faith and in furtherance thereof but not otherwise: a) To spread the knowledge of Christ throughout the land. b) To encourage congregations of believers in local places to maintain corporate worship in free assembly. c) To spread the knowledge of Christ beyond the seas through the agency of such bodies as the Council for World Mission; d) To further the spirit of unity in Christ with all other believers in Him; e) To mediate the call of God to Christian service at home and abroad whether by way of the ordained ministry or otherwise; f) To do all other such things as are necessary to the attainment of this object. ARTICLE 4. RELATIONSHIPS The Foundation Principle of the Federation precludes it from making any decision binding on any affiliated Church; it can do no more than offer recommendations. It does not claim to speak on behalf of Churches unless it is authorised by them to do so for a particular purpose on a particular occasion. Any obligation accepted by a Church to another Christian body is not held by the Federation as a barrier to fellowship within the Federation. ARTICLE 5. THE ASSEMBLY The Assembly is held at least once in each calendar year on a date notified to the previous Assembly. The Assembly location to be notified by Council as soon as possible with a minimum of 56 days’ notice to each affiliated church and personal member. The Assembly should include a presentation of the charity’s performance and achievements of the reporting year, the annual accounts and trustee report. As well as ratifying or rejecting certain Council recommendations, The Assembly provides an opportunity for attendees to ask questions of Council and provide feedback on the topics discussed. ARTICLE 6. OFFICERS AND COUNCIL a) The Assembly ratifies such Officers as recommended by Council which would normally include the Chair of Council, chairs of key committees and Immediate Past President b) The Council comprises the Officers, The President, two representatives from The Congregational Federation in Scotland, two from The Congregational Federation in Wales and one representative from each Area Association in England who shall serve as the charity trustees, in addition, The General Secretary, and a representative of Congregational Federation Limited are included as non-voting participating members. c) Council is empowered to invite others to meetings as deemed appropriate. 2
d) A quorum at a Council Meeting is 50% of the members of the Council as defined at Article 6(b) and may include those who have joined the meeting remotely . ARTICLE 7. FINANCE a) Officers and members of Council, Committees and Boards are entitled to reimbursement of all necessary out-of-pocket expenses. b) With its Annual Report, the Council submits to the Assembly a statement of accounts, duly audited, together with a Budget of income and expenditure. c) When adopting the Budget, the Assembly ratifies or rejects the minimum amount of the affiliation fees for Churches and individuals. ARTICLE 8. ALTERATION OF CONSTITUTION This Constitution may be altered when the following conditions are fulfilled: a) The wording of any proposed alterations must be circulated to all member churches and personal members at least 56 days before the Assembly. b) The resolutions embodying the proposed alterations must then be discussed and, if appropriate, amendments suggested by the Assembly. In the event of a marked division of opinion at the Assembly, the matter will be referred back to the Council, otherwise the agreed wording will be sent to each member church. c) At least 50% of the member churches must vote on the proposed alterations (each member church has one vote). The period allowed for voting shall be six months. d) At least 75% of the votes cast must be in favour of the proposed alteration. e) The consent of the Charity Commission must be obtained if the proposed alteration concerns the Name or Object of the Federation. ARTICLE 9. DISSOLUTION In the event that the association is dissolved, any remaining assets should be disposed of and resulting funds used for the Advancement of The Christian Faith, consistent with the founding objects of the association. ADMINISTRATIVE PROCEDURES IN THE FEDERATION 1. Membership 1.1
All Congregational churches which were formerly in membership with C.U.E.W and the C.U.S are eligible for membership of the Federation.
1.2
Other Congregational or Independent churches seeking membership must complete the application form and meet the criteria set. This is then discussed by the General Secretary, Pioneering group and representatives from the local Area Associations. A recommendation is then considered by Council, the Church is then admitted into membership and welcomed at the next Assembly.
1.3
Congregationalists who live far away from a Congregational Federation church and can’t therefore hold local church membership or who want a direct relationship with the CF are able to become Personal Members. A application needs to be made with a payment of an annual subscription. Associate membership is also available. 2. Assembly
2.1
The Assembly comprises the representatives and members of Federation churches and Personal Members.
2.2
There is one Assembly per year, normally on the second Saturday in May.
2.3
The Foundation Principle of the Federation precludes the Assembly from making any decisions binding on any member church or Personal Member: nor can the Assembly claim to speak on behalf of the member churches or Personal Members. The Assembly may wish, however, to make a pronouncement on matters of public concern. If it does so it is on the understanding that it is a pronouncement of the Assembly at a named time and place, and not necessarily of the Federation or its member churches.

In the event of a marked division of opinion at the Assembly, the matter under consideration is referred back either to the Council or the churches. 3. Council
3.1
The Council comprises the Officers, Chairs of Committees, three representatives from the Congregational Federation in Scotland, two representatives from the Congregational Federation in Wales and one representative from each Area Association in England, the Immediate Past President, President and President Elect, Chair of Council and General Secretary.
3.2
The Council meets as required during the year.
3.3
The Council, through its Committees oversees the general organisation and administration of the Federation, and ratifies Committee decisions. 4. Council Committees, Boards and Groups
4.1
Council Committees cover such areas as Church Support and Finance and Support Services. These Committees are responsible, subject to the approval of Council, for implementing all decisions of the Assembly; for dealing with all Federation matters arising between Council Meetings and for initiating new avenues of work.
4.2
Each Committee consists of a Chair, the Chair of its supporting Boards (or Groups), a representative of each Area Association, ex officio members and co-opted members approved by Council.
4.3
Committee decisions are subject to ratification by Council. 4
5. Honorary Officers of the Federation 5.1
The Officers as elected will be: President, President Elect, and the immediate Past President.
5.2
The President presides at Assemblies and represents the Federation on national occasions, denominational assemblies, etc.
5.3
The Chair of Council, in addition to presiding at its meetings, holds a watching brief over the business of all Committees. 6. Election of President, Chair of Council, Chairs of Committees and supporting Boards, and Officers
6.1
President: Nominations are invited from all member churches and Personal Members. If several persons are nominated and are willing to stand, then a postal ballot is carried out before 1st May. The ballot is by the alternative vote system (i.e. the nominees being placed in order of preference). Each church has “one vote''. The name of the person who obtains the greatest number of votes will be reported to the Assembly which will be invited to elect that person as President for the year commencing twelve months later. Normally the President holds office for one year only. In the event of no nominations being received, the churches will be informed and invited again to make nominations.
6.2
Chair of Council and Chairs of Committees: The Council and its Committees nominate a person to chair their respective meetings. The names of these persons are reported to the Assembly which will be invited to ratify their appointments for a period of three years. Chairs are eligible for re-election for a further period of three years, after which they will normally stand down, yet be eligible for further service in due course.
6.3
Chairs of supporting Boards: Since Boards may be of a temporary or ad hoc nature, members will nominate their Chairs and they will be ratified by the parent Committee.
CONGREGATIONAL FEDERATION PROTECTION POLICY 1.
Statement of intent
The Congregational Federation has a duty of care to all children and young people under 18 years; and to other vulnerable people with whom it is involved. The Federation holds the safety and welfare of children to be of paramount importance; and seeks to protect from harm all vulnerable persons who are in its care at any time. The Federation is committed to following current standards of Safeguarding good practice. 2.
Applying good practice directly
The Federation works directly with young people maintaining high standards of care by ensuring that effective protection policies are in place and that good practice is implemented. The Federation is also committed to the safe recruiting of national staff. It requires all members of staff to follow good practice guidelines; and to promote a culture of responsibility for the welfare of vulnerable people. From time to time, staff may facilitate activities for under-18’s in connection with national programmes. 3.
Applying good practice indirectly
Most work with children and other vulnerable people is carried out directly by member churches. These churches are self-governing and are responsible for applying good practice in their own recruiting and activities. Some work with children or other vulnerable people is undertaken by area associations, who are also responsible for applying good practice in their own recruiting and activities. The Safeguarding Officer of the Federation supports this work by:-

Promoting good practice;

Providing example protection policies;
•
Facilitating safer recruiting procedures, including disclosure and safeguarding registration where appropriate;
•
Requiring explicit protection standards when distributing grant monies;
•
Assisting churches and areas in assessing risk. Reviewing good practice

CONGREGATIONAL FEDERATION SCOTLAND The process of application for a Protecting Vulnerable Groups Certificate is changing. Previously you would apply once and it would automatically update, so your membership of PVG was for a lifetime. OSCR have notified us that this is ceasing and that from 1st April 2026 Disclosure will be returning to a limited time membership – which will last for five years. From 1st April 2026 you will need to renew your PVG every 5 years. Volunteer Scotland – who we advise you’re registered with your Sponsoring Body with Disclosure – are offering helpful free online information sessions. There's a good selection of dates available and more information here: http://www.volunteerscotland.net/disclosure-services/the-disclosure-scotland-act-2020 Duty to Refer The Act also lays a Duty to Refer on every charity. I quote: If your organisation has individuals doing regulated work (people who work with vulnerable children and adults) you have a legal duty to report any harmful behaviour carried out by them to disclosure Scotland. You must make a referral when an individual has shown to have: •
harmed a child or protected adult.
•
placed a child or protected adult at risk or harm.
•
displayed inappropriate behaviour involving pornography.
•
displayed inappropriate behaviour of a sexual nature involving a child or protected adult.
•
given inappropriate medical treatment to a child or protected adult.

CONGREGATIONAL FEDERATION CODE OF CONDUCT The Congregational Federation behaviour code for Employees, Students and Volunteers involved in Congregational Federation activities. 1.
Purpose
This behaviour code outlines the conduct expected of all employees, students, and volunteers. The Code of Conduct aims to help protect all adults at risk of harm, children and young people from abuse and inappropriate behaviour from those in positions of trust, and to reduce the risk of unfounded allegations of abuse being made. 2.
Good Practice •
Treat everyone with dignity, respect, and fairness, and have proper regard for individuals’ interests, rights, safety, and welfare.
•
Work in a responsible, transparent, and accountable way.
•
Be prepared to challenge unacceptable behaviour or to be challenged.
•
Avoid any behaviour that could be perceived as bullying, emotional abuse, harassment, physical abuse, spiritual abuse, or sexual abuse (inappropriate language or gestures).
•
Seek advice from someone with greater experience when necessary.
•
Follow policies, procedures and guidelines and report all disclosures, concerns, allegations, and suspicions to the General Secretary.

Do not make inappropriate promises particularly in relation to confidentiality. Examples of Unacceptable Behavior
•
Smoking and consuming alcohol or illegal substances in any circumstances.
•
Favouritism/exclusion – all people should be equally supported and encouraged.
•
Not reporting concerns or delaying concerns.
•
Taking unnecessary risks.
•
Any behaviour that is or maybe perceived as threatening or abusive in anyway.
•
Attempting to establish inappropriate further contact with children or vulnerable adults. This may include passing on your personal and/or social media contact details and any contact that breaches the Congregational Federation IT policy.
4.
Breaching the Code of Conduct
If you have behaved inappropriately, you may be subject to disciplinary procedures. If you become aware of a breach of this code, you should escalate your concerns to the General Secretary.

CONGREGATIONAL FEDERATION CHURCH SUPPORT The Church Support Department is made up of the Learning and Development Manager, Learning and Development Administrator, 2 Church Support Workers, Safeguarding Officer and the Social Media and Website Officer. The department is facilitated by the General Secretary. The Department Staff work as a team to create a holistic approach to supporting and serving Churches, Ministers and Areas. The work of the Church Support Department includes: • Children and Youth • Safeguarding • Learning and Development • Managing grant applications • Website and Social Media • Continued Ministerial Development • Resources • Property Support The Church Support Department is accountable to the Church Support Committee, which meets in March and September. The Church Support Committee is made up of representatives from each area of the Congregational Federation and the Chair (being elected by the Committee). Individuals with specific experience or gifts helpful to the work of the committee are co-opted from time to time. The Committee includes oversight of the work of the Inter-Church Board and the Congregational Institute of Practical Theology Management Board and the Accreditation and Pastoral Care Coordination Group. The Chairs of these groups are also part of the committee. Ideas for churches and other resources are available through the Congregational Federation website as well as through the Congregational Federation Facebook page. Resources can also be found at www.theresourcehub.co.uk NATIONAL CHURCH SUPPORT WORKERS The role of the CF National Church Support Workers is to equip and support our churches across the Federation. We now have 2 part-time roles which have many ways to help our churches. This could be pointing churches to new resources, helping churches apply for CF grants, organising Children and Youth sessions, visiting churches and many more. SAFEGUARDING Lisa Vickers, our dedicated Safeguarding Officer, plays a vital role in ensuring the safety and well-being of everyone in our Churches. With a strong focus on providing administrative support for the accreditation process, she is instrumental in developing robust safeguarding policies and implementing safer practice procedures including church safeguarding certificates, criminal records checks and annual safeguarding training programs, ensuring that everyone is well-equipped with the knowledge to maintain a secure environment. CONGREGATIONAL FEDERATION WEBSITE AND SOCIAL MEDIA This work in the Church Support Team is carried out by Neil Chappell. He works to keep the Congregational Federation Website updated and carrying relevant news and information to help support our Congregational Churches around the nations. The same applies to our Social Media networks – Facebook, X and YouTube – carrying messages of encouragement and inspiration. He also coordinates and publishes the Life-Light Advent and ASecludedPlace Lent and Easter Reflections, and other campaign focuses through the year. Another responsibility is to manage the multi-media output of our National Assembly and other events that the Congregational Federation put on. Neil helps the Church Support Team, and the wider Federation staff, in matters relating to IT and Social Media. He also works with churches who want to increase their presence in the online world, including helping to design websites for churches to maintain. He’d be most happy to speak with anyone about projects and plans they might have in this area. We are also delighted this year to have a CF Application and encourage you to download it. The Youth Ambassador role comprises of helping churches understand and actively engage with the young people, both in their churches and their surrounding communities. This involves understanding and countering preconceptions and raising awareness of the benefits young people can bring to a church community. Email: youth@congregational.org.uk CHILDREN AND YOUTH WORK LED BY LUZIA WATT SPREE- Youth Christian camping in Exeter The Youth event in Exeter- SPREE last June was fantastic. Luzia Watt attended with Crediton CC and their youth; in addition, there were a few other young people from different CF churches who joined Crediton at SPREE. In total, there were over 20 young people there from CF churches who had the opportunity to explore their faith in a fun environment. The event is particularly good for young people who aren’t churchgoers. All the young people enjoyed the event, and most of them are excited about the prospect of returning next summer. The plan for 2026 is to promote the event amongst our churches and encourage more churches to join in with their young people. We have four churches from the Congregational Federation whose aim is to bring their youth to join us so we can be together supporting each other as one big CF group of churches. We are also looking at other Youth events across the country attended by CF Churches and perhaps recruit a few young people to come along. So many young people from different parts of the CF churches in the UK can attend a Christian youth event, therefore having a chance to know Jesus! Email: luzia.watt@congregational.org.uk Children and Youth May Assembly The Children and Youth Assembly in May, in Nottingham, was very successful and growing. We had six youth who joined in, and ten children who joined the children's assembly. It was wonderful to see the young people relax and learn more about Jesus. The next C&Y Assembly will be in Sheffield, and plans are already in place.
PROPERTY AND CHURCH SUPPORT LED BY LINDA COOKE The Knitted Bible Exhibition, hosted by CF in November and December 2025 proved to be successful with members and friends from across the Congregational family visiting and spending a day co-hosting with us. I am delighted to say that Tollesbury in the Eastern Area hosted straight after Nottingham and Market Harborough in the East Midlands Area are hosting it in June. Total donations received was £443.40 of which £221.70 was passed across to both Christian Aid and Christian Rebuild. Linda produces both In Touch and In Touch with Nature each month and has recently started to share creative ideas, these are seasonal or calendar related. The Church Support Workers are always willing to visit your church to offer support on a variety of subjects including grants, missions, creativity, outreach or just to say ‘hello’, please do get in touch with us. Email: linda,cooke@congregational.org.uk OVERSEAS MISSION AND CONNECTIONS The concept of Mission always has been, and remains, the outworking of our faith. It embraces the total concept of living as a Christian - sharing God within our own family circle, in the locality in which He has placed us, in the wider community, or in time spent in Christian service overseas. Part of the role of the Church Support Committee of the Federation is to help strengthen and support the work of the local church and, in partnership with others, the wider church family at home and overseas. Churches, individuals or areas wanting to move forward in mission and outreach should contact the Chair of the Committee, Ruth Green or Luzia Watt the Church Support Worker. We encourage churches to donate to the Ministry and Mission fund, stating whether the donation should be for CF home churches or CWM Global. Youth Seminar in Brazil 2026 We are organising a Youth Seminar in Brazil in 2026. There will be places for nine young people who will embark on this amazing experience. Including Harry Booton, who is our youth representative. We will share and learn about the love of Christ through spiritual outreach, practical service to the community. The group will also learn through workshops, testimonies, and sessions on how the local churches serve their community and God ecumenically. We would like you to invite them to your churches when they return to share about their experience as they will be working with the CF and their local churches and area/national bodies. We are also planning a new youth Bible study in 2026 online for young people across the Federation as a consequence of the Youth Seminar project. CF Mission Trip to Brazil and possibly other countries After the Mission trip to Brazil in September 2024, the team led presentations at several CF Area Assemblies. (We attended 7 out of 10 Area Assemblies). They also shared their experience at the National Assembly and at the CWM office in London. A resource was created and sent to all churches. The response overall to the mission trip was very positive, and as a result, stronger relationships have been built between the Congregational churches involved in the project and the Church Support Team of the Congregational Federation in the UK. We are considering taking groups from our churches to get involved with other mission trips that CF churches have already established in different countries. For instance, Wellcome church, in the Eastern area, takes people to work with a church in Kosovo. We are planning to get involved with this event and invite other churches to join in. There are also other possibilities to serve the Lord in Ethiopia with Anchor church in Wandsworth.

INTERNATIONAL CONGREGATIONAL FELLOWSHIP The Congregational Federation has always maintained global links and is committed to its membership of the International Congregational Fellowship. ICF promotes fellowship with congregational Christians, churches and associations of churches around the world, including South America, Eastern Europe, Australasia, Asia and Affrica. The next ICF Conference will be held in 2029, but the venue and details are to be confirmed. Last year the Conference was held in Thessalonica, Greece from 22 nd to 26th May 2025. A group from the Congregational Federation were part of the Conference and we are delighted that Revd Haroutune Selimian was voted the new Moderator. The International Congregational Journal has ceased to be published in paper form but is available online and webinars are held regularly throughout the year. For current information please visit their website http://www.internationalcongregationalfellowship.org COUNCIL FOR WORLD MISSION The Council for World Mission (CWM) is a worldwide co-operative of 36 independent Christian denominations which share a common commitment to God’s mission. 4 new churches were welcomed in 2025. This Council exists as a forum for mutual support through the exchange of news, ideas and people, and as a pool for sharing financial resources. It was established in its present form in 1977 growing out of the London Missionary Society (LMS) founded in 1795, the Commonwealth (Colonial) Missionary Society (1832) and the (English) Presbyterian Board of Mission (1847). Most member denominations have backgrounds in the Reformed tradition. Many famous names are linked with CWM’s past, including David Livingstone, Robert Moffat and John Williams. Missionaries from the LMS have an important place in the social and political history of Southern Africa, the Caribbean, Pacific and Asia. The Council was created as an experiment in a new kind of missionary organisation which moved away from the provision and control of resources just from Europe and acknowledges the equality and maturity of the churches in other regions. The structure of the Council is a democratic one in which everyone is able to contribute and receive as equals. The CWM General Secretary is Rev Dr Jooseop Keum. The Council believes the local church has the primary responsibility for carrying forward God’s mission locally. As a global body, the Council exists to help in the sharing of resources by the CWM community in support of that mission. CWM produce a weekly newsletter, and a monthly publication called Insight which shares news from around the world. Both are available on the CF website or if you would like a copy please ring the office. The website for CWM Europe and CWM global has lots of interesting links encouraging all members of Congregational Churches to be involved. This includes their Partners in Mission programme. If this is something you would like to be involved with, please contact the General Secretary. Many members of our churches have been involved in different programmes throughout 2025. https://cwmeurope.org/ www.cwmission.org/ All for Jesus, Jesus for All All for Jesus, Jesus for All is a CF project funded by CWM. We have created a resource which was launched in September 2025 that has been well received and aims to strengthen and encourage Congregational churches in ministry and mission. The aims of the project are three-fold. • Firstly, to enable churches to go deeper with God. • Secondly to encourage churches to step out in faith.

Thirdly to resource churches as they respond to the leading of the Holy Spirit.
An Active Listening Toolkit has also been produced and is available for churches. All for Jesus Ambassadors have also been trained in most areas to promote and support churches running the courses. There is merchandise to support this project and a CF App has been created to use alongside. CHRISTIAN AID This charity was established by the Churches of Britain and Ireland after World War II and was rebranded as Christian Aid in the 1960's. It has been supported by all the mainstream churches of UK including the Congregational Federation since our formation. Christian Aid is a Christian organisation that insists the world can and must be swiftly changed to one where everyone can live a full life, free from poverty. Christian Aid works globally for profound change that eradicates the causes of poverty, striving to achieve equality, dignity and freedom for all, regardless of faith or nationality. They are part of a wider movement for social justice. They provide urgent, practical and effective assistance where need is great, tackling the effects of poverty as well as its root causes. Through the Church Support Committee, we have continued our support for this work. We have been supporting a project in Malawi including raising monies and regular prayer events. For more information, please see the website: https://www.congregational.org.uk/global-mission/christian-aid CHRISTIAN REBUILD Christian Rebuild is a Congregational charity that offers help and encouragement to people in Eastern Europe and the Middle East. Most of its Trustees are members of the Congregational Federation and all are Congregationalists. It offers help through Christian Churches in the countries it is aiding. In many instances, these are Congregational Churches. It began against the backdrop of the Kosovo crisis when it sent aid to refugees in the Southern Albanian coastal town of Saranda, working with the Greek Evangelical (Congregational) Church in Corfu. One of the biggest projects at that time was the donation of a Land-Rover to help with the work. Contact and friendship with Saranda and Corfu has remained a consistent part of Christian Rebuild’s life, but aid has been given in many other countries. Two major recipients of such help have been Lebanon after the terrible explosion in Beirut and Aleppo, Syria following the war and then the earthquake. Our partners have been The Near East School of Theology in Beirut and the Armenian Evangelical (Congregational) Churches in both countries. Other countries in which Christian Rebuild has given help include Poland, Hungary, Greece, Moldova, Ukraine, Armenia, Palestine and Egypt. In many cases, the help has been offered to local Churches who are working to bring comfort to traumatised refugees. MINISTRY HOW CAN WE SERVE IN A CONGREGATIONAL CHURCH? DEVELOPING OUR SKILLS TO GOD’S GLORY Each one of our churches should be a place where members and friends can live, love and serve together. We want to mirror the early church we see in the New Testament and to have God’s Spirit with in and around us, as we learn, work and bear witness to one another and our communities. We should prayerfully aim to be the light and salt that the world needs so much and to do that, we may need some help, support and to learn new ways together. All those who God calls to be part of the church, to be part of the body of Christ, should be willing to use their God-given gifts and skills to benefit the wider church. Each of us has a calling, a vocation, and within our church fellowship, we should be given the opportunity to explore and use those skills, to build up the body of Christ and to bring glory to God. The local church should therefore take responsibility for helping the members to develop and use their skills. Some of us will be called to show our service through taking on a role within the church. Perhaps by becoming a Deacon or Elder, guiding and developing the members or taking responsibility for specific tasks within the church. Some of us may be involved in the worship with our church, preaching or being a worship leader, being involved in the music or having responsibility for the technology. Yet others may have a heart for children’s or youth work, teaching and communicating, pastoral care and healing, prayer leading or coming alongside those in need, hospitality or creativity within the church, or mission beyond our church doors in our communities. Whatever it is, everyone has a gift to share and a skill that can be used in God’s service. Some are called to exercise a ministry of word and sacrament and so to offer leadership and pastoral care to a local church as it works out its mission. The local church may set apart those who are called to such a role, within a leadership team, or as accredited ministers. It is important that all in the churches should seek to equip themselves well for their calling by growing in understanding and knowledge, developing practical skills, and growing in faith. To help the churches in this task, the Congregational Federation offers a variety of opportunities for development, learning and training, for churches and for individuals. The Church Support Staff Team oversees these opportunities, which may be offered nationally, in interest groups, or in your local church or area. LEARNING AND DEVELOPMENT DEPARTMENT SO MUCH MORE THAN TRAINING NEW MINISTERS… We all know that learning is a part of daily life, whether it’s how to use a new gadget or taking up a new hobby or interest, so surely it is even more important to continue to learn in our faith journey and daily walk with God? The Learning and Development department of the Congregational Federation is a one-stop shop for all your, and your churches, training needs. Did you know we are involved in… •
Foundation Degree in Practical Theology (validated by York St John University) studied by distance learning over 4 years, with 4 residential weekends per year. This is taught by a team of expert tutors, who give their time voluntarily, to support students in their learning. There are currently a very good number of students from many of our areas and nations on the course. They range in age from their 20s to their 70s, come from many diverse backgrounds and are studying for a variety different reasons and goals.

GIFT programme (Growing In Faith Together) has now been relaunched. It has four modules (Discovering the Bibles, Living in Faith, Being Church and Putting it into Practise) Each module has a handbook and refers to one course text. The course can be taken as an individual and in a group and the handbooks are provided without charge, in a handy bag.

Being Congregational – this course aims to help churches to explore what it means to be part of a Congregational church. It is made up of five self-guided sessions, which can be undertaken by groups within a church/es or area/s. Learning is through a variety of media, including videos, written sources. Bible studies, prayer and reflection, and a bespoke workbook to guide your learning.

Opportunities for churches and areas to learn new skills through the Likewise days which explore a diverse range of topics, including preaching, leading life stage services, Congregational history and principles, pastoral care (to name just a few!) The topics covered have been suggested by the church and/or areas who host the event.

Provision for Continuing Ministerial Development for all those who are in leadership positions within our churches, areas and our accredited ministries. There will be a residential opportunity in September 2025, for those recently added to the Roll of Ministries, and others in leadership roles.

CF Alumni Association. This group continues to provide ongoing support and fellowship to those who have previously been involved in any course within CIPT. We will be holding our AGM and annual event in the Spring – watch this space!

Support for other parts of the Church Support team. We provide input to training and resources for others in our team, including being involved in producing Connect, the CF Youth Bible Study Resource and leading worship/attending area assemblies in CF churches around the countries.

MILTON MOUNT FOUNDATION (Registered Charity No. 306981) Secondary Education The Milton Mount Foundation offers means-tested bursaries to assist with the cost of secondary school fees to the children of Congregational and URC Ministers, and also to the daughters of members of these churches. Subject to the availability of sufficient funds, it may also be possible to provide grants to assist with the cost of school uniform and educational trips for ministers’ children at both state and fee-paying schools. Higher Education Grants are offered to daughters of Congregational and URC Ministers starting their first undergraduate degree in autumn 2026. Grants are also offered to those beginning a first postgraduate degree, for up to three years. Subject to sufficient funds being available, similar grants may also be available for sons of ministers. THE RETIRED MINISTERS' AND WIDOWS' FUND (Registered Charity No 233835) A benevolent fund to help needy Retired Ministers and the Widows and Widowers of Ministers of the Protestant Dissenting Denominations. The amounts paid are modest (up to £1,600 a year for single people and up to £2,200 a year for married people. It is means tested. Help is given to single people whose income (excluding state pension) does not exceed £6,000, and for couples, £9,000 and whose savings are less than £60,000. ACCREDITED MINISTERS DECEASED Rev. Ball, Antony W. (1944 – 2025) Antony said to us on many occasions that the church was his family, and Isleworth church in particular was in many ways his home. Antony was born on 12th July 1944 in Ham, Richmond, and was baptised at St. Paul’s Congregational Church, He was brought up, in his own words, “to assume the ‘truth’ of the Christian faith, but in a generally non-churchgoing family where there was no presumption of any link between being a Christian and going to church”. Most of us of course knew him through the church. It was in his late teens that he took the decision to begin attending church, a decision which in his words was “more rational than emotional”. Antony was a man who was quite analytical, who instinctively felt the need to make sense of everything. He never claimed to have been inspired by a nocturnal visitation by the angels, or by flashes of blinding light. He chose the Congregational church for “historic family reasons” and was quite precise about what it was he “believed” and what it was he “knew”. He became a member of the Isleworth Congregational Church, bringing his mother to the church too, in October 1972. Prior to this he had come to the church for the induction of the new minister Revd. John E. K. Moss in January 1970. By November 1973 he had been elected as a deacon. Upon the retirement of Pastor Antony, he was asked to take over as Minister in February 1974. He was formally made the Pastor on the 1st of June at a service of recognition the same year. When he retired from his job as a maths teacher at a local school, he enrolled on a two-year course in a Jesuit foundation college, which surprised many and upset a few. But this decision was Antony to a tee. He would have carefully researched his options and decided that, in spite of it being a course with an orientation towards Catholicism, it offered him something he wanted which was not available from other courses. Antony was a man of fiercely independent spirit, and it was this which made him a Congregationalist. He could enjoy the trappings of an Anglican service, he could embrace fellow Christians locally and beyond from all sides of the theological divide, and yet his independence and his commitment to his beliefs ensured that his Congregationalism was never in any doubt. This was to be ratified by his service of ordination at Isleworth Congregational church on the 3 rd of August 2003. Sue tells me: “I will always remember Antony as a dear close friend. He accepted me for who I am and I accepted him for who he was. We were both confidants; we had an honest comfortable relationship. It was a personal caring and sharing friendship. For over 30 years he has been a friend to me and my children, and my mentor, involved in all my special moments and I in many of his. From my children’s baptisms, my induction, ordination and my recent retirement”. The Revd. Peter Vannozzi, from St. Francis of Assisi in Isleworth reflects that: “Antony was a companion in prayer, a learned man, a faithful minister of God’s word. He was reserved, private, thoughtful. He cared deeply about the Congregational tradition, and its distinctiveness. He was a proper Protestant – I don’t mean that negatively, but rather as someone dedicated to study of the Word. Although reserved, he had a sense of humour.” In 2014, at the age of seventy, as for ten years he had promised/threatened he would do, Antony stepped down from the role of Pastor at the church. He had repeatedly stressed that he did not want to carry the responsibility into old age. And despite the fact that he had given us so much advance notice of his decision, it came as something of a blow to us, because it represented such a seismic change to our structure and our way of doing things. His contribution had been so immense that his retirement could not have done anything else but leave a gaping void. Nevertheless, after an appropriate period of “purdah” he continued to serve as a deacon of the church and continued to deliver the larger number of our Sunday services. He also continued, for some years, to lead the annual Remembrance service at Isleworth War Memorial. Antony was diagnosed with leukaemia in the summer of 2024 and sadly he struggled during the later months, both with his illness and with his treatment. He passed away on 30 th April 2025. He never married, but he leaves a sister, niece and nephew, all of whom will remember him fondly. He will be hugely missed by everyone at Isleworth Congregational Church, and by all his friends from elsewhere in the Congregational Federation, and at the other churches he visited and where he was known. Rev. Sanderson, Moira S. (1946 – 2025) Moira was born 20th November 1946 at Kirkwall, Orkney. Her sister, Yvonne and brother Tommy are left to mourn Moira’s passing. Moira was at school for 13 years. She excelled at Kirkwall Grammar School, developing an interest in foreign languages. She passed her ‘Highers’ and by now knew that she wanted to be a teacher. Moira’s exam grades qualified her for teacher training college in Aberdeen. As well as being hard-working student, Moira of course mixed with all student activities and by all accounts had a whale of a time. One of her fellow students was my sister Jackie; whether by accident or design Jackie had caused me to meet Moira in Fort Augustus, at our parents’ home. I was smitten and hooked! We married in September 1970, honeymooned in Cyprus at the then resort of Famagusta. Moira and friends were now qualified teachers and started work at Fergustie Park Primary School in Paisley. I don’t know what the school made of this influx of young new talent, but Moira loved it. We had a flat in Paisley for 2 years; things were about to change!! My job with BEA meant I had moved around a bit and applied for and got a job in Manchester in 1971. Once I had moved and fixed up a flat in Sale Moira joined me in the big unknown. We bought our house on Gerrard Ave in 1973. After a bit of hunting Moira fixed herself with a school in Levenshulme, which had a that time an ‘old school head’. They hit it off from the start. Life changed for Moira when she became pregnant, David was born in September 1975. Moira had wanted to add to her family, but medical complications meant that was not to be. Once David was at primary school Moira got a job at the then Post Office on Arderne Road. This was all of 200 yards from our house. Moira as part of her job must have met up with half the population of the Riddings estate. Next for Moira was to be accepted to join the Galig at Victoria Park for mentally challenged adults in Stretford. Again, she loved it. By now Moira knew that it was time to use her talents in a new direction. Moira had thoughts of becoming a church minister. She had been a member of this church for many years. She was also Akela for 2nd Timperley cub group. Moira had to go through lots of difficulty to see if she was a suitable candidate for ministry. She was! Next was a three-year training course, which at times was not very pleasant. Sometimes when I went to Northern College to pick her up, I would find her on the verge on tears. She was being tested to see if she was able to cope with difficulties that may lie ahead. Moira was tougher than she looked and how proud I was to be at Manchester University on the day she was presented with her certification. Moira was ordained at Mobberley Methodist Church. While she was waiting for the next step, she volunteered to be a chaplain at Strangeways. Meanwhile the powers that be were busy looking for a church for Moira and hit upon Heaton Mersey. Problem for them was she was a woman! The ladies of the church were all for her, the men came round to accepting her and soon realised what they had got! Moira had to have a car of course and once one had been bought she loved the independence this gave her. Moira and Heaton Mersey got on very well together, but after a few years the church had to go part-time, but Moira made a point of being available for births, deaths and marriages as well as her usual ministry. Moira was diagnosed with early dementia in I think 2020. To begin with this was just something in the background but it hit her hard when she was told she had to stop driving. Moira was most upset by that. Moira started to go downhill and had a series of falls at home. She spent nearly three months in Wythenshawe Hospital and was clearly struggling after that and needed more help in living. It got to the stage that I just couldn’t cope on my own. Moira was sent to Horwich Nursing Home and was there for her last six months. Moira died on October 11th, in the early hours, shortly after David and myself had said our goodbyes the day before. So sad. 24
Moira leaves many friends who knew her well. Her gentle nature meant that people found her very approachable, helped by that attractive Orcadian lilt! Moira could and frequently did start a conversation with a complete stranger. What seemed a bit odd came naturally to Moira. There was a harder side to Moira in times of difficulty, which made her determined to do the right thing. She will always be remembered as a gentle and loving friend. Graham.
Rev. Vinton, David W. Unfortunately, at the time of going to print, we have not received an obituary for Rev Vinton. We send our deepest sympathy to the family and hope to include more in the 2027 yearbook. Rev Vinton was accredited as Minister in 1984 and served at; Shillington 1981-84; Old Coulsdon 198490; South Derbyshire Circuit - Methodist Church 1991-93; Uppingham 1995-97; Welford 1995-98.
FINANCIAL & LEGAL MATTERS A GUIDE FOR CHURCH SECRETARIES, TREASURERS AND MINISTERS The information provided herein has been prepared by the Finance and Support Services Committee of the Congregational Federation. It has been compiled with the sole intent of establishing what may be classed as common ground nationally in respect to agreed stipends and expenses. It is strongly recommended that such matters be fully agreed by both Church and Minister prior to settlement and are reviewed annually. Furthermore, Churches are encouraged to avail themselves of discounted membership via the Congregational Federation of the ‘Association of Church Accountants & Treasurers’. For a modest annual fee Churches will receive a comprehensive guide to many areas of finance and administration. To join, contact the Federation offices. Further information is available on ACAT website at www.acat.uk.com In brief all expenses incurred by the Minister in the course of their duties as a minister should be borne by the church. CHURCH CHARITABLE STATUS It is important to recognise that all Churches affiliated to the Congregational Federation are charities in their own right but not all may be registered. In England and Wales all are currently “excepted” from registration and this is a legal status which could be quoted on any relevant forms such as applications for grant funding. This ‘exception’ which has been in force for many years was due to expire on 31st March 2021, but the Department of Culture Media and Sport have extended the regulations by 10 years to give excepted charities time to prepare for registration. There may be a plan for a phased registration over this period, but no details are yet known, so for the present, there is no change to the existing position. Churches may, should they choose, or if their annual income exceeds £100k, register with the Charity Commission and are then issued a number. Churches who have appointed The Congregational Federation Ltd as their custodian/holding trustees may make use of a governing document that has been approved by both the Charity Commission and Inland Revenue to simplify the registration process. More details on this and the procedure to follow can be requested from The Congregational Federation Ltd. Regarding Churches in Scotland, separate arrangements apply for any Churches who are affiliated to The Congregational Federation and these Churches must register with OSCR, each then receive a Scottish charity number. Please note that no charity can use another charity’s number so for example the Congregational Federation charity number is unique only to the Congregational Federation and does not apply to any individual affiliated church. In summary: Churches in England and Wales = each have “excepted” status. Where income exceeds £100k then they must register with the Charity Commission and have a number. Where annual income is below £100k, a church may choose to register should they wish to. Churches in Scotland = each are registered with OSCR and have a number.

The minimum stipend is not a recommended stipend, but a recommended minimum. It is a figure below which a ministry should not be maintained, and a Church should pay more wherever possible. It is ultimately the Church who decides what to pay. Certain ministers, by choice, would prefer to live in their own accommodation. It follows that a church in this situation should not necessarily be expected to pay more than they would for a Minister living in a church provided manse, though often a mutually accepted arrangement is made between Church and Minister. Churches are advised to check that any stipend or salary complies with the minimum wage legislation, for further details see www.gov.uk/national-minimum-wage-rates Ministers living in a manse can purchase a ‘buy to let’ property, which upon retirement could provide them with a home to move into or a capital sum to invest as they wish. MINISTER'S EMPLOYMENT
The Federation can supply churches with guidance notes of good practice in respect of the employment of ministers. MINISTER'S EXPENSES a)

1. Travel and Transport If the Minister is dependent on public transport, then we suggest: A monthly reimbursement of expenses accompanied by receipts. If the Minister uses their own vehicle for church business use, then we suggest the use of the HM Revenue and Customs Mileage allowance payments: Cars First 10,000 business miles Business miles over 10,000 (Latest available figures)

These rates represent in any one tax year the maximum tax-free mileage allowances for employees using their own vehicles for business. Any excess is taxable. If the employee receives less than the statutory rate, tax relief can be claimed on the difference. c)
When a long journey is required and public transport would be both possible and cheaper, then the reimbursement should be at that rate, although the Minister may decide to use their vehicle.
d)
We recommend that the church encourages and supports the Minister in respect of activities beyond the local Pastorate. These may include Ministers’ gatherings, Area and National meetings, also Congregational Conference.
2. Stationery and Postage We recommend that appropriate stationery be provided by the Church for the Minister's use (as for other church officers) and that all postal costs incurred in their duties be reimbursed. We recommend that churches use generic email addresses, e.g.minister@town.congregationalchurch.org.uk or treasurer@ town.congregationalchurch.org.uk. 3. Telephone Manse telephone accounts should be in the name of the church and be paid by the church, otherwise; if the minister is the subscriber any reimbursement by the church will give rise to a taxable benefit. Where a church pays (separately or as part of an inclusive telephone package) for internet connection to the manse for church business purposes in circumstances where (a) there is no separate billing or record of access calls and no breakdown is possible between church business and private calls; and (b) any private use is not significant, the Revenue will accept that the costs of connection are similarly exempt under section 316 of the Income Tax (Earnings and Pensions) Act 2003 (ITEPA 2003). In such circumstances a church may choose not to seek reimbursement for any incidental personal use, possibly leaving it to the minister to adjust his or her personal giving. However, where the Minister is the subscriber, the exemption will not apply and any reimbursement of charges by the church will be taxable. In those circumstances there may be entitlement to a deduction for any identifiable costs shown to be wholly, exclusively, and necessarily incurred for church business purposes though, because of the absence of separate billing details, this may be extremely difficult. If the church provides the minister with one mobile telephone or SIM card and the mobile telephone contract is between the church and the supplier, then this does not give rise to a tax or National Insurance liability. If the above guidance is followed, then a) b) c) d)
The bill should be in the name of the church The cost of line rental can be paid by the church All calls made on behalf of the church can be paid by the church The minister should reimburse the cost of personal calls.
4. Removal Costs The inviting church can pay up to the value of £8,000 without the minister incurring a tax liability. MINISTER'S ENTITLEMENTS Each minister will have a contract of employment which will set out the specific arrangements for their church. 1. Holidays Almost all workers are legally entitled to 5.6 weeks’ paid holiday per year (known as statutory leave entitlement or annual leave). An employer can include bank holidays as part of statutory annual leave. For further information www.gov.uk/holiday-entitlement-rights. 2. Statutory Holidays The nature of a minister's calling will require that they work on certain statutory holidays (e.g., Christmas, Easter etc.) and where this happens, the Minister should be encouraged to take time off in lieu.

3. Maternity and Paternity Leave Churches should note that maternity and paternity leave should be granted. Further guidance is available from the HMRC. 4. Days Off We recommend that Full-Time Ministers be required by their churches to take a minimum of one day off per week. 5. Sundays away from the Pastorate We recommend that Full Time Ministers be given the opportunity to be away on 4 Sundays each year - ideally 1 per quarter - for the purpose of conducting Worship elsewhere. Pulpit exchanges are arranged by Ministers themselves with each Church covering its own Minister's travelling costs. 6. Grants to Accredited Ministers The Congregational Federation has a grant fund to contribute towards the costs of attending National Training Events and the Congregational Federation Annual Assembly. Further information is available from the Congregational Federation General Secretary. 7. Expenses in respect of Ordination and Induction Services Within the life of the Church there are occasions when we welcome a new Minister into our midst. It is an event when a number of persons are invited to take part and this occasion should not be marred by a lack of consideration in respect of expenses incurred to those invited. It is our considered opinion that all persons who have been asked to take part in the service should be reimbursed for expenses incurred by travel. The Presiding Minister and the Minister giving the Charge should be offered a fee in accordance with the scales laid down for visiting ministers. CHURCH SERVICE FEES – 2026 Although there may be some local variations, we offer the following only as a guide in line with other churches. Individual churches may have their own arrangements depending on custom and practice. The following does not apply to Scotland where a different system operates: 1.

Graveyards are subject to the local church’s existing arrangements, although we can provide guidance on interment fees if required. It is suggested that flowers are the responsibility of the families concerned. In some Pastorates the Church Fee is waived for Church members only. Where this is done, the Church can pay the caretaker overtime through payroll. CHURCH PROPERTY & EQUIPMENT The church with properties has a responsibility to maintain the same in good order and must be cautious in the use of rent monies to avoid the deterioration of living standards. 1. A Church Owned Manse a) Payment connected with the provision of a church-owned manse. For example, Council Tax, water & sewerage charges, building insurance, structural repairs and alterations, exterior decoration and the maintenance and replacement of landlord’s fixtures and fittings will be exempt from tax. All bills should be in the name of the church. b) If the church bears the cost of any internal decoration or repairs other than repairs to landlord’s fixtures, such as electric, gas, water, central heating installations, fitted kitchens and bathrooms, then a benefit will arise which will be taxable and liable to Class 1A (employer’s) National Insurance contributions. c) The provision of fitted carpets, furnishings, furniture, or cookers etc. will give rise to a benefit which will be chargeable to tax and Class 1A NIC. The value of the benefit is 20% per annum of the market value from the date the minister has use of them. 2. Church Owned Equipment All equipment owned by the Church which is temporarily removed from the church and/or stored or used in the Manse must be insured by the Church. MINISTERS' NATIONAL INSURANCE, INCOME TAX, PENSIONS AND RETIREMENT GRANTS 1. National Insurance and Pensions for Ministers As from 6th April 1978, for the purposes of National Insurance only, ministers have been regarded as being employed by their church and both the minister and the church are required to make contributions. For future details check HMRC website www.hmrc.gov.uk. No employees over the State Pension age will need to pay National Insurance contributions even though they continue to work. Employers will, however, continue to pay contributions on all earnings irrespective of the age of the employee. Please refer to the HMRC website. 2. Pensions CF Accredited Ministers Pension Scheme Each church, as employer, is required to have a pension scheme. Where they employ an accredited CF minister (category M for Minister), then that church can apply to CF to set up a church scheme with Royal London under the Group Pension Scheme CF operate. This is currently limited to a maximum of 35 churches. The minister of that church can then apply to join the church scheme within the Group. CF will make the following employer-based contributions for ministers in the scheme in that particular church employment @ 31st March 2016 and for the duration of that employment: • • • •
15% of Stipend; comprising: 6.36% from CF National Funds 5% from the local church 3.64% from the local CF Area Funds

Contributions due from either Area or National are paid up to each ministers’ state pension age. Should any minister continue in post beyond that, then the 8% level of contributions described below apply up to age 74, unless the minister chooses to opt out. From April 2016, the level of contributions is based upon the Government set minimum requirements, which from April 2019 will be 8% with a minimum of that coming from the employer of 3%. These are minimum contribution requirements, and it is possible for either Minister or Church to contribute more should either choose to do so. The actual split between employer and employee of the 8% will be agreed locally by each church. CF Nationally contributes a further 2% making a total contribution of 10%. This applies to any new minister applications in each employment. So, ministers currently in the scheme @ 31st March 2016 with one church, should they change employment to a different CF church, then these new levels of contributions for that minister will apply. The 2% contributions due from CF National are paid up to each ministers’ state pension age. Should any Minister continue in post beyond that, then the 8% level of contributions described above apply up to age 74, unless the minister chooses to opt out. Pensions – Automatic Enrolment UK employers must automatically enrol their staff into a workplace pension if they meet certain criteria. The law on workplace pensions has now changed and every employer must comply. • • • •
Automatic enrolment affects all employers with staff in the UK You must enrol certain staff into a pension scheme You must start doing this from your staging date though there is an option to postpone automatic enrolment for up to three months You must write to all your staff to tell them how they are been affected
You must automatically enrol all staff who are: • Aged 22 to state pension age • Working in the UK • Earning over £10,000 a year Some staff who do not meet the criteria above are able to opt into the pension scheme you are using for automatic enrolment. You must put them in if they ask. You will have to pay a minimum employer contribution for all staff you put into the scheme. Certain other staff can ask to join a pension scheme. You must put these staff in a scheme, but the roles are different and there’s no requirement for you to pay an employer contribution. It’s the age and earnings of a member of staff that determines what “type” of worker they are and therefore what duties you will need to have for them. You will need to write to each member of staff individually to tell them how they have personally been affected by automatic enrolment. You must also provide certain information to the regulator about how you have complied with your duties. You would have had to make a “Declaration of Compliance” to the regulator on-line within five months of your staging date and subsequently every three years thereafter. WILLS A large proportion of our assets are due to the generosity of previous generations who have made provisions for the Federation in their Wills. Church members who have no dependent relatives are invited to consider making legacies to the Federation. Please note that if a Will was prepared before the passing of the United Reformed Church Act 1972 in favour of the old Congregational Union of England and Wales (Incorporated) then in order to change the Will for the benefit of the Federation (or a particular Congregational church as the case may be), it is important that the Will is altered as mentioned above. Wills to Congregational Federation It is particularly helpful if any legacies are stated to be for the general purposes of the Federation, rather than imposing any particular restrictions or conditions. This is because, hopefully, it will be many years after making a Will that it comes into effect and situations may have changed during the intervening period. A specimen form of bequest is set out below: “I give to the Congregational Federation of 8 Castle Gate, Nottingham NG1 7AS (Registered Charity Number: 264839) the sum of ………..” “I give to the Congregational Federation of 8 Castle Gate, Nottingham NG1 7AS (Registered Charity Number: 264839) a percentage share of my Residuary Estate” “I give to the Congregational Federation of 8 Castle Gate, Nottingham NG1 7AS (Registered Charity Number: 264839) my property……. Title Deed Numbered………….” We recommend that any Wills that include a gift to the Federation are prepared by a solicitor who specialises in the preparation of Wills. If that solicitor needs any additional guidance on the wording of the Will, then they should contact the Federation’s solicitor. You should also be aware that gifts to charity are not subject to Inheritance Tax, and this is particularly relevant to any individuals whose total estate is over the Inheritance Tax free limit which is currently £325,000. Wills to Congregational Federation churches If you wish to make a gift in a Will to a particular church, then the gift should be phrased as follows: “I give to ……….. Congregational Church the sum of …………” Again, we would suggest that the gift is not made subject to any restrictions or conditions. We would advise that the Will is prepared by a specialist solicitor who should also include additional clauses to ensure that, if the church has unfortunately closed before the Will comes into effect, then the gift will still take effect for the benefit of the Federation generally. GIFTS TO THE FEDERATION GIFT AID Declaration Forms GIFT AID forms are available for the use of anyone wishing to make their donations tax efficient. These can be completed by all taxpayers and allow the Federation to re-claim from the Inland Revenue 25p for every £1 donated. The completed forms will apply to all future donations you make e.g., you only need complete one form which will cover all future donations. If there is a change in circumstances and you no longer pay taxes, you must inform us. Otherwise, HM Revenue & Customs (HMRC) may charge you for the difference. The Gift Aid declaration is a commitment that you have paid sufficient tax. If the charity continues to claim Gift Aid after you no longer qualify, HMRC can recover the tax difference from you, not the charity. THE CONGREGATIONAL FEDERATION LIMITED The Congregational Federation Ltd – Practical Trusteeship for Congregational Churches The Congregational Federation Ltd was formed for the purpose of acting as Trustee for Congregational Federation Churches and indeed the assets of the Congregational Federation. Prior to the URC Act of 1972 it was usual for the Trusteeship of Congregational Churches to be held in one of three ways: 1) Private Trustees 2) County Unions 3) Congregational Union of England and Wales (Inc) In 1974 the Congregational Federation Ltd was incorporated and registered as a Company and approved as a Charity. The Company is now Trustee for approximately two thirds of the Federation Churches as well as a number of unaffiliated churches. The new Company Secretary is Yvonne Campbell. The Importance of Trusteeship Correct Trusteeship arrangements are integral to the good governance of any church. In our context there are two kinds of Trustee - ‘Managing’ Trustees and ‘Custodian’ or Holding Trustees. Managing Trustees are the officers or deacons of the church who are authorised by the church meeting to deal with the day to day running of the church. The Congregational Federation Ltd is a Custodian or ‘Holding’ Trustee. It plays no part in the day-today operations and decision making of any Congregational Church, but has a duty to intervene should, for example it become aware of a breach of trust. This Trusteeship arrangement enables the local church to concentrate on ‘being church’ and getting on with things in a practical way safe in the knowledge that ultimately the trusteeship is safeguarded. Advantages of using CFL as Trustee 1) The company was expressly formed for the purpose of acting as Trustee for Federation Churches, and it is obviously an advantage to have a Trustee body that is sympathetic to the problems and issues faced by Congregational churches. Although a separate legal entity, there are close links with the Federation and are indeed its Trustees. There is thus a common purpose. 2) As an incorporated body, once CFL is appointed, there is never any need to appoint new Trustees. 3) CFL can assist with investing funds on behalf of Churches, thus relieving many of the administrative burdens. CFL cannot give financial advice but can act on instructions of churches. 4) In the unfortunate event of a Church closure, CFL as Trustee can deal with the matter and liaising with Solicitors and Agents and the winding up of assets. In this situation, the Congregational Federation Ltd take on the responsibility of managing the administration of a closed church from closure thus relieving the remaining deacons of any worry. 5) CFL can often offer advice on many matters that arise from time to time in day-to-day Church management. These include for example initial advice regarding insurance, initial advice regarding church sharing arrangements, advice regarding the buying and selling of property and advising churches on development plans. Whilst we cannot ‘manage’ situations directly, we welcome the opportunity to help with advice if we can, and all churches are encouraged to talk matters through should they wish.

6) CFL can refer legal issues on behalf of a church to Solicitors who understand Congregational churches and charities. 7) There is no interference in day-to-day management of Churches affairs. 8) Churches benefit from free deeds and document storage. 9) Low-Cost Trusteeship – no annual or periodic charge is made to Churches and there is no charge for contacting CFL for advice. A nominal charge is made on investment income handled by us, but we do not make money. When being asked to visit a church to discuss a problem, CFL does not charge a fee for this service. 10) The Congregational Federation Ltd has undertaken a number of projects for the benefit of our Churches, and in the past these have included the production of an ‘Approved Governing Document’ (which simplifies Charity Registration for Congregational churches) which was at no cost to any church, and also a ‘Voluntary Land Registration Project’ with the Land Registry at a nominal cost to churches. Conclusion Although this Trustee arrangement was formed many years ago, it is now more relevant than ever given the challenges faced by today’s churches. By working together, the Congregational Federation Ltd and the Congregational Federation provide a partnership support model of real benefit and relevance to today’s Congregational churches. We have worked alongside many Churches in the past in assisting with many challenges legal or otherwise and helped to work through some difficult issues so please feel free to make contact at any time if help or advice is required. The collection was taken for the Christian Aid project in Mawali and raised over £1000. THE ROLL OF ACCREDITED MINISTRIES The Congregational Federation maintains a Roll of Accredited Ministries which gives opportunity for a wider acknowledgement and endorsement of calling in a range of ministries beyond the local church. The responsibility for the Roll lies with the Accreditation and Pastoral Care Coordination Group initially who manage the processes surrounding admission, maintaining and removal. Anyone requiring further information or seeking to apply for admittance should in the first instance write to the Chair of the Accreditation and Pastoral Care Coordination Group. The Roll is published in the Year Book and includes a number of categories. Chaplain For those who have been called to a recognised professional chaplaincy ministry in an institution outside a Congregational Church (e.g. Hospital, Prison, Industrial works, etc.). Minister For those who have been called to exercise a ministry of word and sacrament, offering leadership and pastoral care to a local church or churches affiliated to the Congregational Federation. Mission Enabler For those who have been called to exercise a missional ministry of enabling a church or churches of the Congregational Federation to fulfil more effectively their Missional calling in their community. Pioneer Minister A Pioneer will go into a church or Area as a missionary entrepreneur who may work alongside an existing Minister for a short period as required to plant and encourage new forms of church that are appropriate for a given cultural context. Preacher For those called to a ministry leading worship and preaching within the churches of the Congregational Federation Spiritual Enabler For those called to a ministry of spiritual, pastoral care and guidance for Areas, Individuals and CF Churches. Tutor For those called to a ministry of tutoring within the Congregational Federation Integrated Course. Abbreviations: C E M P Pio SE T T(I) (I) SC LPa EXAM PCC CMC CSC
Chaplain Mission Enabler Minister Preacher Pioneer Minister Spiritual Enabler Tutor Tutor no longer serving with CIPT Inactive - never leading worship nor undertaking pastoral or other ministerial duties of any kind. LOCALLY RECOGNISED In addition to the Accredited Ministries roll of the Congregational Federation there are those who are called to serve churches where the testing of calling and recognition is solely made at the local level. The Federation has traditionally listed these under the heading of “Others Serving” now titled as “Locally Recognised”. Some of those listed are in the process of seeking accredited status. Others who wish to enquire further about accreditation should in the first instance contact the General Secretary. In keeping with the Congregational Federation’s Safeguarding Policy an appropriate disclosure is needed for certain positions. An Enhanced Disclosure is required for all active Ministries on the Accredited Roll. This practice is also required for those on the published list of “Locally Recognised”. Those wanting further assistance in obtaining their disclosure should contact the Safeguarding Officer at the Federation offices in Nottingham. Those locally recognised who have not given consent for their details to appear in the Year Book are not shown.
