MISSION - The culmination of an election season that saw three changes to the Board of Trustees occurred with a swearing-in ceremony Dec. 1 in the rotunda of the Nixyaawii Governance Center.

The 2021-23 BOT includes Chair Kat Brigham, Vice Chair Aaron Ashley, Treasurer Sandra Sampson, Secretary Sally Kosey, and At Large Members Cor Sams, Boots Pond, Lisa Ganuelas and Toby Patrick.

“We’re looking forward to two more years of making progress and developing, protecting and restoring our Tribal treaty rights on and off the reservation,” Brigham said. “We’ve got a lot of work done this last two years, but I’m also looking forward to the next Board and how we can protect our Tribal treaty rights.”

General Council remained the same with Chair Lindsey Watchman, Vice Chair Michael Johnson, Secretary Shawna Gavin and Interpreter Thomas Morning Owl. “I want to pay respect to past Board members. There’s a lot of responsibility at this level. The world’s changing every hour, on the hour,” Watchman said. “We’ve all had resiliency this last two years, and I pray weekly (regarding this pandemic). ... Prayers are for a happy and prosperous 2022.”

Also speaking was CTUIR Youth Leadership Council Chair Lindsey Pasena-Littlesky.

“Recently we’ve gone through some of the hardest challenges, including a global pandemic,” she said. “During this time, the pandemic has brought to the surface, newer

Leaders were sworn in following a November election that saw some close races.

Brigham tallied more votes (274) than Justin Quaempts (196), Gary Burke (188) and Elwood Patawa (42).

Ashley defeated Jill-Marie Gavin Harvey in a tight 368-324 vote.

Sampson topped Eugena Stacona 484 votes to 209.

Kosey (343 votes) defeated William Sigo IV (195) and David Wolf Jr. (159).

And Pond (485), Sams (415), Patrick (415) and Ganuelas (422) garnered more votes than candidates Lawanda Bronson (201), Babette Cowapoo (271), Rosenda Shippentower (269) and Michelle Moses (154).

Watchman, the incumbent, defeated Alan Crawford (196) and Andrea Hall (122) to retain the General Council Chair position. The rest of the General Council went unopposed.

Two Constitutional Amendments were on the ballot this election cycle.

The first proposed Amendment asked voters to add new language describing misconduct of members of the Board of Trustees. The Constitutional Amendment passed by a vote of 511 yes and 168 no.

The second proposed Amendment addressed the Amendment process itself to adjust the requirement of a majority vote from 50 affirmative votes to 10 percent of the eligible CTUIR voting population with a three-fifths majority approval for a proposed amendment to pass. The second proposed Constitutional Amendment passed by a vote of 420 yes and 250 no. Exact language for the Constitutional Amendment questions are available on the Notice of General Election posted online at www.

ctuir.org.

Of the 2,392 eligible CTUIR voters, 716 voted in this election (540 in person and 176 by absentee ballot).

HEALTH Youth vaccinations occur in November as Yellowhawk sees cases drop

MISSION - Things have continued to slow down for Yellowhawk Tribal Health Center regarding the battle against COVID-19.

November saw a total of five positive cases, up from October’s total of four -- which was a major fall off from the 85 positives just 60 days earlier.

It’s good news, “but,” Interim Yellowhawk CEO Aaron Hines said, “we also know holiday gatherings are happening and not everyone will use the caution we have recommended. ... We urge the community to use caution when gathering with people outside of your home.”

With Thanksgiving occurring, Hines said it’s “very likely there will be more cases in the coming weeks. ... We are prepared and we are offering testing and vaccines daily in December. If you are feeling ill, our best advice is to get tested -- know for sure and stay home until you know and follow the guidance of our COVID team.

“Do not spread the virus by being out in the public.”

As of Nov. 30, the United States was searching for traces of the new Omicron variant within its borders.

Yellowhawk said it’s frequently concerned by the new variants.

“There is so much that is unknown about this virus,” Hines said. “Unfortunately, it is only a matter of time before new variants are in our community. Being prepared is vital.

“Prepare by getting vaccinated, using caution when out in public by wearing a mask and keeping distance from those you are not frequently around will help limit people’s exposure. If you are sick, or feel unwell please call and get an appointment to be tested and isolate until

further notice by your provider.”

One successful effort Yellowhawk completed in November was administering nearly 50 pediatric patients. A second shot will occur Dec. 4. Hines said Yellowhawk is still welcoming those that missed their first shot to come get it that day.

“Our vaccination team shined today, working hard and making Aaron Hines new friends with our younger age group in the community,” YHTC wrote on its social media page. “A great group today. Don’t forget you can schedule your vaccination by calling us at (541)2408733.”

Some CTUIR members like 10-year-old Luka Worden made their own decision to get vaccinated during the event.

“Luka is 10 and watches the news and made her own decision to get it as soon as possible to stop the spread and protect others,” her father Aaron Worden said.

A new demographic can make their decision now, too.

Yellowhawk announced Nov. 30 that employees can now get their third shot booster and their children are eligible for pediatric vaccinations.

To increase availability, vaccines are now available at Yellowhawk Monday through Friday, 8 a.m. - 3:30 p.m. Appointments are required and can be made by calling 541-240-8733.

As of Nov. 30, Yellowhawk diagnosed a total of 684 cases, including five deaths; conducted 5,635 tests; and reported a known vaccination rate of 48 percent.

CTUIR’s Sampson hired as Executive Director

MISSION – CTUIR member Don Sampson has been home for a year and is ready to fill a major void within the Tribal organization.

Eleven years removed from his last stint as Executive Director, he will fill the same role, becoming the first permanent employee in the position since 2020.

“There’s been a lot of growth in the Tribe since I left to Don Sampson start my own business,” he said. ”I’ve been very successful with my business for my 10 years. I returned home after traveling all over and living in different places.

“I’ve lived here for about a year now and decided -- while my business is doing well -- I also saw the need my Tribe had for somebody to lead the administration. Plus I got a lot of support and family encouragement to come back and help out because the Tribe had been going through executive directors and interims and there was some level of uncertainty I guess as far as the leadership in the administration. I thought I could come back and help. As a public servant, that’s key in helping our community and on behalf of our Tribal members.”

Sampson also served as Chairman of the Board of Trustees from 1993 to 1997. He became the Tribe’s E.D. in 2003 after leaving the Columbia River Inter-Tribal Fish Commission, where he served in the same role. He takes over during a COVID-19 pandemic that has partially changed the way the CTUIR government operates.

“I applied and was very honored to be selected; I’m very humbled to be selected and take on this responsibility,” he said.

“The goal’s to make sure we work first and foremost for our Tribal membership to provide them the best, excellent service we can and support what the Board of Trustees and General Council want to accomplish.”

Being away from the area was a good thing, Sampson said, as it allowed him to hear some of the needs in the community.

“By not being an administrator or elected official in the Tribe, I’ve been able to hear some of our community needs directly and that’s a fresh perspective I can help bring,” he said. “One of the critical things is to boost morale of employees, follow the direction of the Board and General Council and build a cohesive team. Get our staff working together as one and working in our community.”

One priority, Sampson said, is getting employees back to work, physically.

The CTUIR was “hamstrung by COVID,” he said. “I understand the concern, but at the same time, we’ve got

to adapt; we’ve got a lot of stuff to get done.”

RESPECT AND RECOGNITION WSU junior Ermia Butler brings awareness to Native American heritage

F

rom a young age, Ermia Butler knew she would pursue a career that would support her tribe, but she didn’t quite know what it would be.

An enrolled member of the Confederated Tribes of the Umatilla Indian Reservation, Butler grew up in Pendleton, Oregon, on tribal land, where she attended the reservation’s charter school. Her teachers, many of them college-educated, provided her with strong role models and helped her apply to college.

“I’m a first-generation student, but in high school I was supported really well,” Butler said.

In the United States, only 19% of 18- to 24-year-old Native American students are enrolled in college, according to data from the Postsecondary National Policy Institute. Overall, 41% of Americans in that age group are enrolled in college.

“For some Native students, if they do want to attend school and no one can help them, they have to figure it out on their own and struggle with the process,” Butler said.

That’s why Butler is part of Multicultural Student Services’ mentor program, where she is paired with a first-year student to help guide them at WSU. “I connected with my mentor really well, she referred me to resources on campus and she was so helpful with everything, like ways to study and be proactive,” Butler said. “She inspired me to be a mentor. My culture is a big part of my life, and I wanted to do everything I could to get involved and spread awareness on campus.”

Butler is a junior studying environmental and ecosystem science. She is also co-chair of Ku-AhMah, a Native student organization at WSU named after the Nez Perce word for cougar, and a member of Alpha Pi Omega, the nation’s oldest Native American Greek letter organization.

“After graduation, I want to focus on projects like increasing fish habitats, bringing back wildlife, and preserving the land. I also want to work with other tribes and get to know their culture,” Butler said.

In 2018, the Graduate and Professional Students Association (GPSA) at WSU passed a resolution to change Columbus Day on the second Monday in October to Indigenous Peoples Day, prompting the university to adopt the resolution as well. The GPSA intended the new holiday to encourage students to remember the U.S. government’s colonial legacy, as well as provide WSU students, faculty, and staff a way to connect with today’s Indigenous communities.

November is Native American Heritage Month, a time to celebrate and recognize cultures, contributions, and traditions of Native Americans.

“It’s important to respect Indigenous people,

especially since we’re occupying stolen land,” said Butler, who is also president of the Native American Women’s Association.

In 1890, Washington state received more than 90,000 acres of Indigenous land to establish WSU. One of the tribes that lived on that land was the Nez Perce, Nimíipuu in their own language, meaning “we, the people.”

For non-Native students and faculty, Butler said attending events hosted by Native groups on campus is an easy way to connect and learn.

“Get involved with our programs and get to know us,” Butler said. “We do a lot of promoting for our events, but people think that because it’s a Native American event they have to be Native to attend it.

But we’re inclusive and welcoming to everyone.”

Vinaigrette Ingredients: 1/3 cup olive oil 3 Tbsp. apple cider vinegar 2 Tbsp. lemon juice 2 Tbsp. Dijon mustard

Salad Ingredients: 4 cups packed chopped kale (ribs removed) 2 cups finely sliced or grated red cabbage 2 cups grated carrots

2 Tbsp. maple syrup or honey 1/4 tsp. salt 1/4 tsp. ground black pepper

1 cup dried cranberries 3/4 cup pumpkin seeds (or sunflower seeds or slivered almonds) 1/2 cup chopped green onions 1/3 cup chopped fresh parsley

Directions: 1. Whisk together vinaigrette ingredients in a small bowl. Set aside until ready to use.

2. Place chopped kale in large bowl. Add 1/4 cup vinaigrette and massage kale for 5 minutes using your hands - this will help tenderize the kale slightly.

3. Add all remaining salad ingredients and about 1/4 cup more vinaigrette (or more if desired). Mix well. Cover and refrigerate for at least an hour before serving. This salad will keep well in the refrigerator, in tightly sealed container, for about 4 days.

Makes about 8 cups of salad

Student recognition given at Wildhorse By the CUJ

PENDLETON - An annual meeting between the Pendleton School District Board of Directors and the CTUIR occured on Nov. 8 at Wildhorse Events Center.

There, dozens of Tribal students from multiple schools were recognized for their academic achievements.

EDUCATION STUDENT SPOTLIGHT: Ryelynn Melton NCS student highlighted in the regional media for activist approach

Nixyaawii Community School sophomore Ryelynn Melton has been a newsworthy subject here on the Umatilla Indian Reservation.

This summer, regional print newspapers and a television station highlighted her courageous story and activist approach.

In June, Melton was crowned prom princess at NCS, which was notable due to her identifying as transgender. An extensive feature story followed in the Walla Walla Union-Bulletin in August.

The attention “was amazing,” Melton said. “I got to spread my voice and really let people know how I feel. I have loved letting people get to know me.

If I had one thing that people should know, it’s to make LGBTQ something celebrated.”

For someone who dreams of being a social influencer or politician, she’s on the right path. She was at the #NODAPL protests and is a stong advocate for Missing and Murdered Indigenous

She’s taken that mentality into her school and Tribal community.

“My goals as a student at NCS are to spread awareness about homophobia and transphobia that exist in our tribe

that people don’t see,” she said.

Her teacher at NCS, Nicci Harrison, said Ryelynn is “self-confident and proud of who she is. She clearly desires to be an advocate for the LGBTQUIA2S+ community. She has communicated

with me that our ELA curriculum needs more diversity in that area, and I have been working to incorporate literature that features LGBTQUIA2S+ characters.

Ryelynn’s strength and advocacy at such a young age are admirable.”

Melton has noticed support from adults in the community, but not necessarily their children, which upsets her.

“I have lots of parents who support me,” she said, “but they have no idea their kids hate me and talk about me. If I would want them to know anything it’s that I’m a human and should have the chance to be known.”

Her father, Randall Melton, is proud of the way she has found happiness in her identity.

Ryelynn is “comfortable with letting people know who she (is),” Melton said.

“She feels comfortable with herself. For us, she’s still Ryelynn.”

Reflecting on a 2021 that saw her soar into the public eye, Ryelynn Melton hopes to shape her own image.

“My goals are to try to let people know who I am and the issues I am passionate about,” she said. “I want people to know me. Instead of knowing I’m trans, people I’ve grown up with don’t talk to me anymore and it makes me sad because I’m a regular person.”

Greetings and Happy Holidays. I want to personally thank each and every one of my supporters, especially over these past few months along the campaign trail. We overall ran a great campaign, had an amazing message with true vision, and was allowed to show it was truly about “us & we”. I was also allowed during this campaign the opportunity to show I was ready and able to return from my leave of absence from CTUIR leadership and the BOT due to my back surgeries and spinal fusion, and I’m truly grateful for that chance. But, it just wasn’t the right time, and that’s okay. I have nothing but love and respect for each and every one of our CTUIR tribal members. Thank you to all the those individuals that exercised their rights and voted in this election, and thanks to all the candidates that put their names in the hat, it was such a fun experience with every one of you. Always remember that our voices matter, no matter what…and that we’re in this together.

How many times can you link the word “history” with Charles F. “Chuck” Sams III? First, the nomination for National Park Service Director as the first Native American candidate. Then, the Senate Energy and Natural Resources Committee approval. And now, the Senate vote to confirm his role.

He’s in -- by unanimous confirmation -- and will be the 19th Director in history.

Sams will become the first Native American ever to lead the agency in its 105-year existence after being nominated in August by President Biden.

“I am deeply honored to have been confirmed by the United States Senate and in being President Biden’s appointee as the 19th Director of the National Park Service,” Sams told the CUJ on Nov. 19. “I am also very deeply appreciative of the support, guidance and counsel of my Tribal elders and friends throughout my professional career. I look forward to carrying on the responsibility of being a good steward of our natural resources and in joining the dedicated and dynamic staff of the National Park Service.”

The NPS hasn’t had a confirmed Director since the Obama Administration. The agency manages 423 sites, including 63 national parks, that see hundreds of millions of annual visits across all 50 states.

Sen. Ron Wyden (D-OR) said Sams is the right nominee to lead the NPS in a statement following the confirmation.

“Chuck is a role model in the stewardship of American land and waters, wildlife and history,” he said.

“And now thanks to the Senate’s unanimous decision to confirm his nomination, Congress and park-goers will have someone steady and experienced to rely on in the years ahead.”

Sen. Joe Manchin III (D-WV), who chairs the Senate Energy and Natural Resources Committee that oversees the Park Service, said Sams will bring an important perspective to the NPS. “I look forward to working with him to ensure our iconic national parks are protected for generations to come,” he said.

As the agency’s first Senate-confirmed NPS Director in five years, Sams will oversee more than 131,000 square miles of parks, monuments, battlefields and other landmarks, as well as nearly 20,000 employees who are permanent, temporary or seasonal.

CTUIR Board of Trustees Chair Kat Brigham praised Sams for his history-making efforts.

“I’m very proud, and I think it’s very exciting that we have a tribal member who’s first in history to be in charge of our National Park Service,” Brigham told the Associated Press following the confirmation. “He knows how important our land is. He knows that we need to protect our land, not only for today, but for our children’s children.”

CULTURE NBC news highlights locals for Native American Heritage Month

MISSION - NBC’s Tri-Cities affiliate (KNDU) was in town for a three-segment feature on the CTUIR for Native American Heritage Month in November.

Among the interviewees was Nixyaawii Community School student Keyen Singer, who spoke of the responsibility of being Native American.

“Being Native American is a responsibility,” she said. “It’s a part of keeping my culture alive and making sure I get through the modern world where white people or colonizers didn’t want us to do. So being a Native American is part of being a person because we are alive and still living on reservations today.”

Latis Nowland, a senior at NCS, sang a Tribal song. Nowland said the heritage month “doesn’t mean anything to me because I like being a Native American every single day,” she said. “Every single second of my life. Some people out there have no idea we’re still living, so it’s such a great opportunity to have our culture, our language being put on a camera and out to the world.”

CTUIR member Alan Crawford was also interviewed as dancers moved around the NCS gym with a drumming.

Parr receives award as distinguished student By the CUJ

PHOENIX - Aiden Parr was selected as one of 16 Distinguished Students by Brophy College Preparatory School.

“Given the fact that your teachers and counselors selected you from among all the many qualified students in your Aiden Parr class, this is truly quite an honor,” the school wrote to Parr.

In order to achieve the distinction, students must be “exemplary representatives of Brophy College Preparatory, demonstrate outstanding effort in school, achieve a solid record of participation in co-curricular activities and establish a record of service to not only the Brophy community but the greater community as well,” according to the school.

An award presentation will be held on Dec. 2.

it’s a way to teach that we have the original names of our places here.”

Yellowhawk Tribal Health Center was also featured.

“It’s also good to remember that we’re not just Native American this month, we’re Native American every day of our lives,” Yellowhawk COVID Support Tech Kelsey Burns said. “This is the way we are every day. A saying I’ve always learned growing up: We’re never going to fade.”

Sierra Quaempts, a Traditional Health Worker at Yellowhawk, said “We dance, we make sure we are dressed how we’re supposed to be dressed, we wear our hair long to represent our culture as well.

And so I think doing those things shows kids they can also do it.”

J’Shon Thompson, a Traditional Health Worker at Yellowhawk, said it was a whole different opportunity to teach her children about Native American heritage.

“The fact that Pendleton School District is also acknowledging the fact that we are here, we get to share with them our culture and our ways,” she said.

Kathleen Elliott, a Purchasing Officer for Yellowhawk, said “Some of us in my age group understand our culture and what being Indian means to us, and I think that we need to remind our children to take pride in themselves, that’s the most important thing because they come from very proud heritage.”

CTUIR members recall the legacy of ‘xeelayc’

Tribal elders called him xeelayc (heli-k), because he was persistent, even bothersome.

Linguist Noel Rude wore the Indian name as a badge of honor on his mission to save an endangered language. He came to the CTUIR just in time, when fluent Umatilla elders were in relative abundance. And he retired after many of them passed away.

Rude, a former CTUIR Language Department employee who authored the Umatilla Dictionary, passed away Nov. 11, according to family members.

He had a reputation as a walking repository of many elders’ testaments and ‘deep’ language in the Sahaptin dialects, Nez Perce, Umatilla, and Walla Walla.

Rude was a graduate of the Department of Linguistics at the University of Oregon in 1985. He became the CTUIR’s linguist in the mid 1990s, and worked with CTUIR elders and language program for over 20 years to document and revitalize all three languages.

Thomas Morning Owl, the CTUIR’s General Council Interpreter, was a teenager when he first met Rude, who later became his mentor.

“A lot of his insights and his teaching was hands-on, everyday basis for me,” Morning Owl said. “I, not having formalized my edu-

fluent speakers existed.

“His documentary efforts were extremely timely in the fact that he was able to work with some of the last of the first language elders that were passing one, by one, by one, until it came to a point where his efforts are the bulk of what will be taken into the future,” Morning Owl said. “He was tenacious in the fact that he didn’t give up on anyone that had the language. He said he would work with the most princely of people clear down to the person who’s in the gutter, because as long as they have the language, they have an importance that needs to be shared for the future.”

Morning Owl said Rude’s work will be appreciated by generations to come.

“His work as a pioneering Tribal linguist will give us a resource, a corpus of work that will withstand the test of time,” he said. The efforts that he has inspired within our own community to realize the importance of texts, the importance of documentation, the importance of recordings, that was carried out in a diligent manner, provides a uniform source to reference in generations to come.

“He’ll be missed, not only in the linguistic community, but within the brotherhood of dedicated language keepers, both nationally and internationally, tribally and inter-tribally.”

Rude and Morning Owl worked together in the 90s with the advent of the Tribe’s Language Program.

“He broke barriers when it comes to linguistic study,” he said. “Many of our Tribal elders were quite reticent to commit to the process of preserving what he was able to, break those boundaries and make in-roads into our community as a young linguist. ... He was right at the cusp of the initials efforts to make us realize how important our language was.

“It’s made us realize it’s a national treasure, Tribal treasure, community treasure.”

Rude was also a person who saw potential in every Tribal member who had a small fraction of the language he might be able to extract -- at a time that many more

Rude’s work with the Umatilla Dictionary was touted with a Choice Review, which stated, “The fruit of decades of collaboration between fluent native speakers and professional scholars, including linguists, anthropologists, and botanists, this monumental work is crucial for transmitting the traditional complexities of Umatilla to younger generations. This painstaking labor of love exemplifies the very best results achievable through intensive, long-term cooperation among specialists in diverse fields. It will undoubtedly prove of great value to scholars both outside and within Oregon’s native communities and to libraries maintaining Native American collections, as it provides the cornerstone to all future efforts to foster the Umatilla language.”

PENDLETON - Our Songs Are Alive, an Indigenous drumming and dancing group led by CTUIR member Fred Hill, will perform at this year’s Holiday Music Festival by the Oregon East Symphony.

The event, which offers complimentary general admission, occurs on Dec. 12 at 2:30 p.m. at the Vert Auditorium, 480 SW Dorion Ave. It represents the return to in-person attendance at the annual event, according to organizers.

“To celebrate this return, the Symphony will be offering free general admission,” officials said. “Visit www.

Sampson, upon being hired, said in a statement, “I am very grateful to the Board of Trustees for their trust and I am honored to serve my people of the Walla Walla, Cayuse, and Umatilla and our Tribal government in the best way that I can. I believe first and foremost that we defend and restore our treaty reserved rights and natural resources. I will strive for excellence in health, education, employment, housing, and other critical services for all of our Tribal citizens – youth and elders. It is important to perpetuate and restore our languages, cultural life-ways, and aboriginal homelands long into the future. Further, we must prepare our community for climate resiliency – now. And most important, I am committed to building and being part of a cohesive team with the Board of Trustees, the General Council, Commissions and Committees, our community, and our tribal employees to make this happen.”

The Office of the Executive Director serves as the direct liaison between the Board of Trustees and tribal government staff. As Executive Director,

Sampson will oversee the work of the approximately 560 current employees of the Confederated Tribes’ tribal government. The operating budget of the CTUIR government for 2022 is projected at approximately $137 million. This does not include the expenditures of other non-government tribally-owned entities, including Wildhorse Resort and Casino, Cayuse Holdings, Nixyáawii Community Financial Services, and Yellowhawk Tribal Health Center.

CTUIR is in the process of restructuring the Office of the Executive Director as the Board has approved the addition of a second Deputy Executive Director in 2022. The Board also approved several new additional staff positions in a number of Departments.

Sampson will be able to interview and select his two Deputies once the job descriptions for those positions are posted.

Sampson said “I am confident we will fill these important positions with qualified tribal members.

Tribal preference is a priority for the Board of Trustees and will be for me as well.”

CTUIR women’s basketball players Ashlyn Wallace (Idaho) and Milan Schimmel (Florida Gulf Coast University) have tested out their new jerseys this season.

Wallace, a freshman from Clarkston, Wash., is averaging 10 minutes per game for the Vandals.

She’s hit four 3-pointers across a 4-game stretch to start the season as a true freshman. Idaho, however, is just 1-5 to start the year.

Schimmel, a senior with another season of eligibility following this year, is averaging just 4 minutes per game for her new team. The highlight thus far was her 18-minute, 5-point, 5-rebound, 2-assist performance versus Florida Memorial on Nov. 11.

FGCU, though, is a tough team to find minutes on Milan Schimmel for the newcomer.

The Eagles are 7-0 with a notable victory over Louisiana State University. The undefeated start is the second best in the history of the FGCU women’s program, and has them ranked No. 22 in the latest national coaches poll.

With Schimmel -- who averaged 5.7 pts, 4.6 rebounds, 3.6 assists, and shot 46.2 percent from deep last season for the University of Cincinatti -- FGCU has the depth to make a deep run in the NCAA Tournament.

FGCU went 26-3 last season, losing to Michigan in the NCAA Tournament.

Sampson named to Self-Governance PROGRESS Act

Board of Trustees Treasurer Sandra Sampson was named as an alternate for the Department of the Interior’s Self-Governance PROGRESS Act. The committee will develop regulations to implement the Practical Reforms and Other Goals to Reinforce the Effectiveness of Self-Governance and Self-Deterimination for Indian Tribes Act of 2019.

“This document solicits comments on the proposed membership and the proposal to establish the Committee and invites additional nominations for Committee members who will adequately represent the interests that are likely to be significantly affected by the proposed rule,” the Department of the Interior document states. “The objectives of the Committee are to represent the interests that will be significantly affected by the final regulations, negotiate in good faith, and reach consensus, where possible, on recommendations to the Secretary for the proposed regulations.”

The proposed committee includes Jamestown S’Klallam’s W. Ron Allen, Mille Lacs Band of Ojibwe’s Melanie Benjamin, Central Council Tlingit and Haida Indian Tribes’ Richard Peterson, Confederated Salish and Kootenai Tribes’ Michael Dolson, Choctaw Nation of Oklahoma’s Melanie Fourkiller, Karuk Tribe’s Russel Attebery, and Ak-Chin Indian Community’s Karen Fierro.

Sampson is listed as an alternate alongside Oneida Nation’s Jennifer Webster, Sitka Tribe’s Gerry Hope, Chippewa Cree Tribe’s Jody LaMere, Sac and Fox Nation’s Jacklyn King, Central Council Tlingit and Haida Indian Tribes’ Will Micklin, and Puyallup Tribe’s Annette Bryan.

A comment period on the proposal lasts until Dec. 23.

Notice of Proposed Changes to 2021-2022 Treaty Big Game Hunting Regulations for Public Comment Pursuant to authorities outlined in Section 2of the Fish and Wildlife code of the Confederated Tribes of the Umatilla Indian Reservation (CTUIR), the CTUIR Fish and Wildlife Commission opens the 30 day comment period on proposed changes to the treaty hunting regulations for 2021-2022. The proposed changes include changes to the bison hunting regulations for 2022. At the end of the 30-day comment period, the Commission may adopt the proposed changes, adopt as modified in response to comments or suspend the changes.

Proposed changes are as follows: Extend the regular bison hunting season to include March 1 through March 31 for bulls and yearling calves only.

December 1, 2021 – March 31, 2022.

• Bag Limit: December 1- February 28 Any Bison March 1 – March 31 Bulls and Yearling calves only • Reporting Required within 72 hours of completion of hunt • Pre-hunt Orientation Required Changes were made in response to shift in seasonal movements of bison in response to global climate changes.

MISSION - Cayuse Holdings invites the community to learn about career opportunities and company growth at a pair of virtual open houses on January 13.

Over the past three years, Cayuse has tripled its revenue and doubled its workforce by expanding into the government-contracting arena. The free, virtual event is being called “Cayuse NOW! (New Opportunities, Wow!)” according to Debra Croswell, Executive Managing Director at Cayuse Shared Services. She explained that Cayuse is a much larger and different company now that when it first started in 2006, and the community now has access to a wide variety of career opportunities.

According to Cayuse Government Services Executive Managing Director Randy Willis, “Many of our federal jobs are performed at client sites across the United States, such as military locations. However, we have won an expansion contract for the Department of Defense and in 2022 we will expand the job opportunities at our Umatilla Reservation headquarters.”

The online open house sessions will provide the first of several opportunities to learn about the new jobs, company benefits, and current job openings, which range from entry level to management positions. The event will feature presentations from executive leadership, team leads, recruiters and others who will also answer questions from participants.

Everyone is welcome to participate in the event, which will be held twice on January 13 to provide double the opportunity to attend. The same information will be presented in each session. Kayak Public Transit celebrates 20 years Press Release

Kayak Public Transit is celebrating their 20th anniversary! Since 2001, Kayak Public Transit has become the regional transit leader by fulfilling their mission of providing the public with transportation options for employment, education, health care, shopping, and personal services. While some anniversary celebration events and activities are ongoing, a large celebration will be scheduled in the coming months as COVID restrictions allow. Please stay tuned to Kayak Public Transit’s social media accounts for more information as it becomes available.

The first route, which would eventually become the Mission Metro, operated from the Umatilla Indian Reservation to Pendleton three times a day. Since that time, Kayak Public Transit has grown to 7 routes that spans 18 cities, towns and communities, and 4 counties in Northeastern Oregon and Southwestern Washington.

These routes include service to LaGrande which started in 2008 in coordination with Community Connections. In 2009, Kayak started providing services to Hermiston, Pilot Rock and Walla Walla.

In 2017, the Hermiston HART contracted with the City of Hermiston to provide public transit services within their city limits. Current planning includes expansion to the Port of Morrow and the City of Boardman which will be expected in the next two years.

The full list of communities include: Mission, Tutilla, Pendleton, Meacham, LaGrande, Adams, Athena, Weston, Milton-Freewater, College Place, Walla Walla, Pilot Rock, Echo, Stanfield, Hermiston, McNary, Umatilla and Irrigon.

Kayak has also seen some impressive growth and milestones over the years including ridership growing from 45 riders in 2001 to 105,961 riders in 2019 (pre-COVID record). The program has also grown from a single leased bus to a fleet of 15 buses and vans. In 2014 the Transit Center and bus barn was constructed to provide operational support and improved quality control on maintenance and servicing. More recently, Kayak Public Transit celebrated their one millionth rider in 2018.

Kayak Public Transit is primarily funded by Oregon Department of Transportation (ODOT) Funds, including the new Statewide Transportation Improvement Funds (STIF), additional funds include Federal grants, and local funds from the CTUIR and jurisdictional partners.

Kayak Public Transit would like to thank their key partners and supporters that have been instrumental in the success of the service in the last 20 years and for the next 20+ years!

Nixyáawii Neighborhood - coming in 2022 Press Release

Nixyáawii – the 13-acre neighborhood located south of Nixyáawii Education Center and Yellowhawk Tribal Health Center is estimated to begin construction of infrastructure in March of 2022, with lots available for construction starting mid-summer.

The Nixyáawii Neighborhood will allow CTUIR Tribal Members to build homes and live on the Umatilla Indian Reservation. The neighborhood will offer residents the flexibility to build and own a home that suits their own needs, while also providing a walkable atmosphere with a neighborhood pocket park, easy access to work, school, health, and to transit. The design is meant to be flexible and allows for future extensions as the community grows. The individual lots will include stub outs for water, sewer, gas, electricity and fiber.

In September and October, the CTUIR Board of Trustees approved the 99-year residential leases that will be used in the neighborhood, along with the base Consideration and Annual Subdivision Assessment (ASDA) fees for the leases.

The Nixyáawii Marketing Team is busy finalizing the steps Tribal Members can use to acquire a lease at Nixyáawii.

They are currently seeking feedback from community members on how to determine the final lessee for the most sought-after lots in the new subdivision.

“The path to homeownership can be complex, but also very rewarding,” said Pam Ranslam, Homeownership Program Manager for Nixyáawii Community

Financial Serves. “Getting organized is key to making a smooth process.” Interested parties should be prepared to go through all the steps of a mortgage loan process including reviewing credit history, pre-qualification and pre-approval of a loan.

For now, interested Tribal Members can start the process by filling out their Eligibility Verification Form (available on the Nixyáawii website), and by ex-

ploring their financing options with organizations like Nixyáawii Community Financial Services. The Nixyáawii Marketing Team also plans to hold additional open houses and information sessions in the coming months.

Only one permit will be issued per tribal member who can have one assistant to chain up vehicles.

The Requa bowl was played under the lights of the Pendleton Round Up arena on Nov. 3. Pendleton Sr Black was the home team and the Sr. Milton-Freewater were the visitors. Both teams are 5th and 6th graders. The game was a defensive one, but in the end Pendleton Sr Black won the game 8-0.

MISSION – The Yellowhawk Tribal Health Center (Yellowhawk) Health Commission (Commission) is excited to announce the adoption of their 2022 Annual Budget. Within the budget there are several items aimed at employee retention, recruitment and new funding for the first steps of assessing the feasibility of a Wellness Center on the Umatilla Indian Reservation.

In several sessions over the past few months the Commission spoke at great lengths with Executive staff regarding the morale of their current employees and recruitment of new hires. During those discussions the Commission approved three recruitment and retention items. The first was introduced as an addition to the 2021 budget becoming effective Nov. 23, 2021, is a $2,000 bonus for new employees.

This bonus is paid to new employees upon completing their 90 day orientation, and is contingent upon an agreement to stay with Yellowhawk for at least two years.

Those who join Yellowhawk and decide to seek employment elsewhere before the end of that two years will be required to repay the bonus.

In the passing of the new-hire bonus it was also decided to adequately compensate staff who have been with the clinic previously, they will also receive $2,000 bonus for their service, when signing a two year employment agreement.

Interim Yellowhawk CEO Aaron Hines said of the bonuses, “I want to thank our Human Resources department for proposing the idea of bonuses for our staff. I also want to thank the Health Commission for approving it once we proposed it to them. I’m happy that we were able to find a way to reward the hard work that our staff has been doing this past year and a half. Our staff have worked tirelessly and have stepped up to the plate every time we’ve asked them. I know many are facing extreme work fatigue, but I want them to know that I appreciate them, the Health Commission appreciates them and the community and patients appreciate them.”

The final recruitment item approved a new minimum wage of $20 per hour for all full-time, seasonal and temporary employees. This new minimum wage takes effect January 1, 2022.

Health Commission Chair Shawna Gavin said of the raise in pay, “We are excited to be able to honor employees for their hard work and dedication to this facility. They put their heart and soul into their work and should be compensated appropriately. The cost of living has grown leaps and bounds over the years and it is imperative that wages keep up with that growth.”

Another large budget item to get adopted in the 2022 budget was a $1,000,000 allocation to conduct a feasibility study for a Wellness Center. The Wellness Center has been a priority for the Health Commission for many years and after achieving many of their previous priorities they are excited to see one more dream on its way to fruition.

“The Wellness Center is more than a work out facility. It is more than a community hub, it is a path to true change for the foundation of our patients’ lives. Our People have long been dedicated to holistic health but due to barriers introduced to our way of life, the values that we hold so dear have been compromised. Providing a physical space to re-center our mental, physical and spiritual health will have a positive generational ripple effect for years to come. Our children’s children will reap the benefits of this visionary project.

The Health Commission is deeply appreciative of the work staff has put into this decades-old vision and we’re excited we were finally able to get the ball rolling,” Gavin said.

The feasibility allocation was introduced to the Confederated Tribes of the Umatilla Indian Reservation Board of Trustees during Annual Work Plan and Budget Discussions over the past two months. The Yellowhawk budget was officially adopted November 15 during the Board of Trustees Monday morning meeting.

“A new clinic and Wellness Center have both been on the radar for our Tribe and recently we found old strategic plans for Yellowhawk from the 1970’s. Our elders had a vision back then for our community.

Today we work in a new clinic that took years of persistent planning. Now we get to work on the Wellness Center. We are fulfilling the hopes and dreams of those that came before us. I’m excited that we’re able to do this and keep the dream alive,” Hines said.

Fishing Site Maintenance Department InLieu and Treaty Fishing Access Sites Fishing Site Maintenance Worker Two (2) Vacancies These positions will provide the maintenance of the 31 Tribal In-Lieu and Treaty Fishing Access Sites located along 150 miles of the Columbia River. The FSMD crews perform work that involves a variety of trade practices to maintain, repair, and improve existing public facilities. Skills include painting, plumbing, carpentry, masonry, electrical, custodial work, and maintaining sanitation standards in all facilities.

Maintenance workers use hand and power tools to accomplish the work. Classification: Regular, Full-time. Salary: $34,496 - $36,796.

Enforcement Department Hood River Office CRITPD-Police Officer Multiple Vacancies The Columbia River Inter-Tribal Police Department (CRITPD) is based in Hood River Oregon. The CRITFC Police Department provides 24-hour policing focused on the 150 mile stretch of the Columbia River from Bonneville to McNary Dams and adjacent lands by vehicle and boat. CRITPD has commissions from all four CRITFC member tribes (Yakama, Umatilla, Warm Springs, and Nez Perce), the Bureau of Indian Affairs, some Washington counties, and are Oregon-certified officers.

The department enforces treaty fishing regulations and criminal laws, responds to search and rescue emergencies, and provides archeological resource protection. CRITPD also provides full police services on tribal lands along the Columbia River. Classification: Regular, Full-time. Salary: $51,516 - $56,261.

Location: Hood River or Boardman, Oregon.

CRITPD-Dispatcher Multiple Vacancies Columbia River Inter-Tribal Police dispatchers are based in Hood River, Oregon and are the communication link for all incoming communications to the Columbia River Inter-Tribal Police Department (CRITPD). Dispatchers are directly responsible for the operation of all office radio communications and telephone equipment, they monitor patrol officer activities, and answer incoming emergency calls for service, business, and assistance calls. The position works rotating shifts to support the round the clock police service provided by the Columbia River Inter-Tribal Police Department.

Classification: Regular, Full-time. Salary: $39,937 - $43,661. Location: Hood River, Oregon. Closing date: Open Until Filled.

Weather CTUIR Weather Report November 2021 Weather information summarize data taken at the Pendleton Weather Station Lat 45 40 N and Lon -118 51 W from November 1 to November 30. Temperature is reported in degrees Fahrenheit and time in Pacific Standard Time.

The average daily temperature was 52.7 degrees with a high of 71 degrees on Nov 15 and a low of 25 degrees on November 25. With a departure from normal of +2.6 degrees Total precipitation to date in June was 1.24 with greatest 24hr average 0.59 on Nov 11. 10 days out of the month had precipitation level greater than .01 inches with 4 days greater than 0.10 inches and with 1 day greater than 0.50”. There was a departure of 1.24” from average for the month of November.

The average wind speed was 7.9 mph with a sustained max speed of 53.0 mph from the West on Nov 15. A peak speed of 68 mph occurred from the West on Nov 15.The dominant wind direction was from the West.
