MISSION – A long discussion about the intricacies of a voter’s intent manual was followed by an indepth debate about how the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) will resolve residency requirements that have been looming since the 2017 election. In a work session June 23, the CTUIR Board of Trustees considered options suggested by the Election Commission, under the advice of Tribal Attorney Dan Hester, regarding voter intent – that is, how voters mark their ballots. Though the Election Commission did not propose any changes to the residency requirements, the BOT also discussed the reservation boundary issue for candidates, an issue that came to the forefront when the election of BOT member Sally Kosey was questioned in January by some BOT members and some community members. The Board did not take action on the voter intent manual when it met Monday, July 2, and decided at the June 23 work session that it will reconvene on the residency matter in a couple of months with more options from the Election Commission. The June 23 work session was peppered with questions, most coming from Secretary Kat Brigham, Vice Chair Jeremy Wolf, and BOT member Rosenda Shippentower.
