Community comes together after shooting M ISSION — The commu n it y c a m e together follow ing a shooting M a r ch 19 for a candlelight vigil that night, and a cleansing on March 24 at 43 Willow Drive, where the incident took place on the Umatilla I n d ian Reservation. The shooting left one man dead, one man injured, and two people charged with murder among other charges.

An FBI agent, in a probable cause affidavit, suggested the shooting occurred a fter an argument at a d u p lex w h e r e Beau Welch, 31, and Brittney Williams, 24, both members of the Confederated Tribes of the Umatilla Indian Reservation, live. Welch suffered a gunshot wound to his left leg right above the ankle, and has undergone at least two surgeries.

Killed in the shooting was Anthony Jimenez of Hermiston. He suffered gunshot wounds to the head and upper torso.

He was taken by helicopter to Kadlec Regional Hospital in Richland where he later died.

Arrested and charged with m u r d er and a number of other crimes was Victor Joseph Contreras, 23, whose residence was listed only as California. Contreras was a felon who had spent time in an Idaho prison for selling drugs.

Community members gathered for a candlelight vigil on the night of the shooting,.

Julian Simpson, 22, a member of the CTUIR who was home at the time of the shooting, was arrested several days later after a pursuit that caused the lockdown of an elementary school, according to the Lewiston Morning Tribune. The newspaper said Simpson led Nez Perce Tribal Police, Lewiston Police and the FBI on a foot chase near the school.

At last report, Simpson was being held on a county warrant for a federal probation violation. Simpson's father said he had no contact with his son, but knew that he had recently spent time in an Idaho correctional facility. Police were looking for Simpson after Contreras told FBI agents that Simpson also was a shooter in the crime.

organized by Kola Shippentower. Songs were led by Victor Bates, Armand Minthorn and Ian Sampson. Several people, including neighbors, spoke during the gathering.

S hippentower s ai d i t w a s t i m e t o "reclaim the community" and she challenged those at the vigil to "stand with me and say enough is enough."

William Elk, who lives across the street from where the shooting occurred, indicated he believed the actions were the result of gangs or gang-wannabees.

"I'm so used to hearing gunshots that I didn't get up to check it out," Elk said.

"We need to tell the youth that being in gangs is not cool. If you' re not hunting you shouldn't be carrying a gun."

Anson Crane, who l i ves across the s treet from Welch's home, said it w a s "weird to hear kids playing in the park 20 yards away from the crime scene."

He described "all kinds of emotions," including anger and disappointment. e You read about this in other towns, but this is right here in the middle of our community," Crane said. "If that' s not knocking on the door I don't know what is."

Tribal Police Officer Dave Williams, who works as a Community Officer in the projects, was there as well.

"I' ve never seen a gathering like this in 22 years," Williams said. He reminded community members that the police can' t do it all and that the community must "stand together and say this is unacceptable." He also said changing the culture of alcohol and drug abuse will take education as well as understanding. " Reach out and tell them you l o v e them, but tell them it's not okay to be out there hurting people," Williams said.

Shooting leaves one dead, one wounded Two arrestedin connection to crimes MISSION — The circumstances that led up to a deadly shooting early on M arch 19 are outlined in an FBI affidavit made available by the U.S. Attorney's Office in Portland.

The FBI has taken the lead on the investigation and federal prosecutors are handling the case at this time. If it is determined that Tony Jimenez Jr., 27, of Pendleton, was killed by a tribal member the prosecution will take place in federal court. If the evidence suggests a non-tribal member shot and killed Jimenez, the case could be prosecuted in Umatilla County District Court.

Injured in the shooting was Beau Welch, a member of the Confederated Tribes of

the Umatilla Indian Reservation (CTUIR), who lives at 43 Willow Drive in M ission with Brittney Williams, 24. The two have a young son.

Eric Thompson, the Special Agent of the FBI assigned to the Blue Mountain Enforcement Narcotics Team (BENT) filed the affidavit to set forth sufficient probable cause for the criminal complaint and arrest warrant for Victor Joseph Contreras, 23, whose residence has been listed as California.

A second man, Julian Simpson, a CTUIR member, was arrested in Lewiston, Idaho, after a foot chase that closed an elementary school. Contreras implicated Simpson as the man who shot and killed Jimenez and

ews Happy Canyon Princesses introduce families The Court Introduction Party of the Happy Canyon princesses and Pendleton Round-Up Court was held in March at Wildhorse Resort 8z Casino.

The party is a long-lasting traditional event for the court and it serves as the first opportunity for the young ladies to introduce their family members to all involved in Round-Up and Happy Canyon, according to Publicity Director Randy Thomas.

At right, the Happy Canyon Princesses pose for a photo with CUJ. Princesses Appollonia Saenz, left, and Elena Van Pelt, right, both attended the party with their selected family members. The princesses socialized with several guests and posed for numerous photos. Rusty Black and Chinook to lead Westward-Ho! PENDLETON — Rusty Tawes Black and Chinook, the paint horse ridden for the last 12 years in th e Happy Canyon Pageant, will preside as Grand Marshals in the 106'" Westward Ho! Parade on Friday, Sept. 16, during the Pendleton Round-Up. Black, Chinook, and the horse's rider, Bryson Bryson, an enrolled member of the Confederated Tribes of the Umatilla Indian Reservation (CTUIR), have traveled many miles together in the last few years representing the Round-Up, Happy Canyon and the communities of Pendleton and Mission. " This grand h o rse and r i d e r have become icons of our traditions wherever they appear," Randy L eonard, R o u n d -U p p u b l i c i t y director, said in a news release."

RustY Tawes Black The Round-Up and Happy Canyon were represented at the 2015 Wrangler National Finals Rodeo in December when Chinook and Bryson presented the American flag during the opening of the famed annual event in Las Vegas.

"What a wonderful kick-off to Happy Canyon's 100'" birthday," said Happy Canyon President Jason Hill.

"Chinook and Bryson have performed so well at PBR (Professional Bull Riders) and Happy Canyon over the years; it's nice to see them, and our two events, garner national recognition."

It wasn't the first time Chinook and Bryson have presented the colors in Las Vegas. Last April, the pair made the trek to Nevada to present the flag at the Longines FEI World Cup. Bronson wore his regalia while carrying the flag of the CTUIR during the 2015 Round-Up Grand

Chinook and Bryson also were received well when they bore the Seattle Seahawks 12'" Man flag through the Round-Up stadium during the NFL team's 2015 Seahawks 12~ Man tour.

Chinook and Bronson will next lead the 2016 Portland Rose Festival's Grand Floral Parade through the streets of Portland on June 11.

Over the years Black's family has provided horses in serviceof the Pendleton Round-Up and Happy Canyon.

Black and her daughters have provided horses for the Native American girls to ride in the Indian Beauty Contest for a number of years. Along with granddaughter JaDee and grandson Corey, Black and her daughters have performed roles for the Happy Canyon show.

Jadee was a 2001 Pendleton Round-Up Princess and stands ready to take over if Black decides to retire. Rusty, Dana and Jadee look after the Queen's Barn during Round-Up Week.

As a child, Black fell in love with horses and received her first horse as a 9-year-old. A year later she rode in her first parade.

In her own words, her first horse was not a very good one. She tried competing with her, but was not very successful. She subsequently traded for a different horse, along with 550 of her own money, which allowed her to concentrate her free-time at the Mustanger Grounds entering as many events as she could and learning how to train a horse with the help of Don McEwen and Buck Lieuallen. They taught her how to care for her horse and teach it to do tricks. Don McEwen gave her the nickname 'Rusty Jigs,' although somewhere along the way 'Jigs' was lost. Beryl Grilley was also an important influence in Rusty's early equine years by teaching her the finer points of riding.

Deadline to register to votein Oregon Primary is April 26

Access to voting in Oregon is better than ever this year thanks to the new Motor Voter Law. It makes Oregon the first state in the nation to implement automatic voter registration and has already resulted in over 25,000 newly registered voters as of April 1.

nation relationship." Today, Heitkamp is a member of the Senate Committee on Indian Affairs.

In 2006, U. S. Senator Jon Tester (DMontana ) won his election by less than 4,000 votes. He communicated regularly with Tribal nations across the state and over 17,000 ballots were cast on Indian reservations.

MANY IND I A N S ARE STILL FIGHTING FOR ACCESS TO THE BALLOT BOX While vote-by-mail makes voting easy in Oregon, Tribes across the country are embroiled in legal battles to fend off restrictive policies that limit their right to cast a vote.

According to Indian Country Today, Tribes in 17 states have documented electoral problems or are in the middle of litigation to assert their rights.

Many states employ laws that disenfranchise Native Americans. Some Tribes don't require official identification or don't have addresses on their ID so when tribal members go to vote, their IDs are deemed insufficient. In 2014, more than 500 Navajo voters were made inactive because their records lacked street addresses.

Once registered, each voter will automatically receive a ballot and instructions in the mail before the election. CTUIR members, employees and anyone who lives in the area can drop off their ballot at the Official Ballot Drop Box at the Nixyaawii Governance Center or mail it in. Each ballot is secret and your choices cannot be matched toyour name.

"If you care about educating our children and how to tackle the problems we face then you need to make sure Indian dollars are protected and vote- especially in national elections," said Pata.

We trust our leaders to police themselves cross the world and in all societies there are many forms of leadership: autocratic, bureaucratic, coaching, emergent, laissez faire, situational, strategic, facilitative, influential, and participative to name several. Among our People, we value one particular style above all others — servant leadership. The servant leader always puts the needs of those he/she serves first. When we look to our past, in particular those who signed the Treaty of 1855 and those who formed our modern government, we readily see leaders who were ever cognizant of our People. Our Treaty signers made it clear to U.S. treaty negotiators Joel Palmer and Isaac Stevens that certain rights must be forever guaranteed for our People. The rights to hunt, fish, and gather at usual and accustomed stations and protect ourselves from our enemies, for example.

In electing our leaders, we bestow upon them a great responsibility — not great or unlimited power.

We entrust them with a mission: "In the best interests of the Confederated Tribes of the Umatilla Indian Reservation, the Board of Trustees shall exert the Tribes' sovereign authority to protect the rights reserved

by the Treaty of 1855 and to promote the interests of the members and residents of the Umatilla Indian Reservation. The Board of Trustees shall exercise the authority of the Confederated Tribes so as to promote, enhance, and achieve the maximum degree of selfgovernment, self-sufficiency, and self-determination in all Tribal affairs. Doing so objectively and ably is the abiding mission of the Board of Trustees of the Umatilla Indian Reservation."

We charge our leaders to act as a whole, not as individuals, nor in individual capacity. We became a confederation of three Tribes because our ancestors knew we would be stronger as a whole than as three separate and disparate Tribes.

Our constitution gives our confederation a clear purpose, under Article II: "The purpose and powers of the Confederated Tribes shall be, within law, to exercise and protect all existing and future tribal rights arising from any source whether treaty, federal statute, state statute, common law, or otherwise..."

The powers of our elected officials are derived from the citizens of all three Tribes. We ask our elected officers to police each other, to ensure they act as one

leadership body. We expect there to be disagreement and discourse from time-to-time, but in the end, when the votes are tallied up we expect the whole board to act as one unified body.

Abraham Lincoln was quoted as saying, "Nearly all men can stand adversity, but if you want to test a man's character, give him power."

Members of the Board of Trustees are tested on a daily basis. They are as human as the rest of us, thus they are fallible. We as the electorate expect them to hold each other accountable and to correct their mistakes. If one or more cannot or will not do so, there are two constitutional mechanisms to protect the People. A majority of the Board may remove a member of the Board of Trustees for gross negligence or the electorate may recall a Board member for failure to act in the best interest of the People.

Being a leader is never easy and while we appreciate the struggles that come with the responsibility we bestow on them, it is their job to act responsibly and honorably to ensure the People come first.

Corps learns own lessons from Port of Arlington project ine years ago last month, tribal members on the "Big River" were surprised to find almost 100 pilings had been pounded into the waters around the mouth of Willow Creek.

Perhaps ironically, the tribal members were on their way to the 50-year memorial of the flooding of Celilo Falls, covered up by The Dalles Dam and reservoir on March 10, 1957.

The pilings in the river were discovered to be part of an intended barge dock for the Port of Arlington constructed right in the middle of a productive treaty fishing area, which is not supposed to happen, according to the U.S. Constitution and p j ~ j O~ the laws governing Indian treaties. The U.S. Army Corps of Engineers permitted the construction of the dock without consulting with the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) or the three other Columbia River Treaty Tribes who have fishing rights on the Columbia River.

Up until that point it appears, the Portland Corps' Regulatory Branch, which is the permitting branch of the Corps, had little experience with Tribal Treaty Rights. However, over the following months and years they received a crash course in Consultation 101.

The Corps' own regulations require consultation with Indian tribes when taking actions that may impact Treaty Rights of tribes. Those regulations are clear that general "public notices" about potential actions are not sufficient to initiate consultation with Indian tribes.

Upon discovery of the pilings, the CTUIR immediately contacted the Corps to explain the potential impacts on treaty fishing. On Apri13, 2007, the Corps

issued a notice to the Port of Arlington suspending the permit. After that, the Corps and the CTUIR engaged in consultation regarding the potential impacts on Treaty Rights of the construction and operation of a barge dock at the mouth of Willow Creek. The Corps also began consultation with the CTUIR and the Oregon State Historic Preservation Office regarding potential impacts to historic properties.

During consultation, the CTUIR requested an Environmental Impact Statement, since it appeared that a barge dock in that location would have significant impacts to treaty fishing. The CTUIR provided affidavits and documentation of tribal fishing in the area prior to and after construction of the John Day Dam. Ultimately the Corps concluded that the barge dock would impact treaty fishing and therefore denied the permit as a matter of law. The Port appealed that decision within the Corps of Engineers and to the Federal District Court in Portland. A f ter a court ruling significantly narrowing the Port's claim, the parties entered into mediation and ultimately settled out of court. Under a Congressional authorization that the Tribes helped secure, the Port was able to recover much of the money it had put into the project relying

This case was an eye-opener for the CTUIR. The Tribe was not aware of how little the Corps or the Columbia River ports knew about tribal fishing that has been practiced since time immemorial and is protected by tribal treaties with the United States.

Immediately after that discovery, CTUIR staff conducted a training for the Portland Corps Regulatory staff on Treaty Rights and Corps guidance regarding permits that may impact tribal rights and resources.

The communication with the Corps' Portland District dramatically improved and Corps Regulatory eventually hired an archaeologist. This staff position is absolutely critical to avoiding impacts of permitted activities on cultural resources.

In a sense, the CTUIR and the other tribes "won" this case and a project that would have impacted Treaty Rights was avoided and removed. Tribal fishing opportunities have already been severely limited and compromised by a variety of factors. The CTUIR was reluctant to accept further erosion, and the law and justice ultimately prevailed.

Had the Corps or the Port recognized the nature and extent of tribal Treaty Rights, however, this situation could have been avoided. It is sad that 50 years after the construction of The Dalles Dam, which obliterated the greatest tribal fishing site in the entire Pacific Northwest, neither the Port nor the Corps understood Treaty Rights nor the fact that the tribes were still on the river, where they have always been.

Outside the box: Could 'tiny houses' work here? pen Source Ecology (OSE) and the Tiny House Movement (THM) are current adaptive ideas for alternative housing opportunities that potentially could provide viable solutions to a percentage of our housing needs for the Confederated Tribes of the Umatilla Indian Reservation's (CTUIR) tribal members. OSE and the THM are gaining much traction because of advantages such as their vision, overall affordability, potential for green energy utilization, energy cost savings, collaboration practices, and practicality (naming a few).

The CTUIR could evaluate and assess these "outside-the-box" iniI,t tiatives within our tribal infrastructure to determine if it's something we could do to create diversified housing options as per BOT Priority ¹11 Housing (Diversify on reservaion housing options by exploring pustn guaernpts middle-income housing opportunities). Current housing models in America especially on the Umatilla Indian Reservation (UIR) seem to not work for as many tribal members as we'd like, so looking at diversifying housing options is proactive.

An example of outside sources driving CTUIR housing guidelines is when we use S1 of HUD monies for a project we' re then locked into HUD guidelines for the entirety of said project. A formula then encompasses a countrywide assessment of the average home value, thus influencing the prices we use for CTUIR HUD rentals. Hermiston happens to be in Umatilla County and theaverage price of a home isS180,000. So, how are Hermiston's high housing prices beneficial to the CTUIR when they undoubtedly raise CTUIR HUD rental prices?

In 2005, there was the national event of the Bicentennial of the 1805-1806 Lewis and Clark Expedition (aka Corps of Discovery) into Oregon Country. The Board of Trustees of the Confederated Tribes of the Umatilla Indian Reservation (CTUIR), after much thought, decided to participate in the national event. The motivation was the revolutionary change brought about by the return of tribal sovereignty and self-government. As examples, the CTUIR had restored salmon and water to the Umatilla River (1988); and constructed the Wildhorse Casino (1994) that, along with tribal governmental services, provided employment for over 1,000 people. Those are revolutionary changes that benefit the entire community. In fact, it demonstrates Indians are not a vanishing race.

The time, from 1805 to 2005, can be termed the past 7~ Generation (150-200 years) and we are now looking

ahead to the next 7th Generation. What's important for the CTUIR people is to continue looking ahead and decide whether the decisions made today will benefit their children of the 7th Generation into the future. It was always the policy of the elders to consider the children For example, Old Chief Joseph (Tuekakas), Wal-lam-wat-kain (Cayuse/Nez Perce) band, from the Grand Ronde Valley, stated at the 1855 Treaty Council, "These are my children; I see them all sitting there; talking slowly is good. It is good for old men to talk straight.

Talk on both sides and take care of one another. It is not us; it is those of our children who come after us.

Antone Minthorn The CTUIR children of the next 7th Generation should understand the historical events that took place after the Lewis and Clark Corps of Discovery came through Oregon Country. The basins of the Clearwater, Snake and Columbia rivers that led to the Pacific Ocean are in Oregon Country. In that regard, the confluence of the Snake and Columbia Rivers is the home territory of the Cayuse, Umatilla and Walla Walla tribes.

Oregon Country became Oregon Territory in 1848 and was claimed by the United States. However, there are some earlier historical events that took place in the region of the CTUIR tribes, after the 1805-1806 Lewis and Clark Expedition, including: //

1815- Establishment of the Hudson's Bay Company at the confluence of the Walla-Walla and Columbia Rivers; 1836- Establishment of the Whitman Mission in the Walla-Walla Valley; 1843- Oregon Trail passing through Cayuse land and bringing more settlers; 1847- The Cayuse War and the killing of Marcus Whitman; 1855- Treaty with the U.S. Government held in the Walla-Walla Valley; the Umatilla Indian Reservation was created and placed in Oregon Territory; the 1855 Treaty was ratified in 1859 and, at the same time, Oregon became a State.

1887 Dawes Allotment Act, passed only 32 years after the 1855 treaty signing, reduces the UIR from 245,000 acres to 158,000 allotted acres; land not allotted was declared surplus and taken by federal government. The CTUIR remains very checker-boarded with non-Indian and Indian-land ownerships.

What halted bad Indian legislation was the 1934 Indian Reorganization Act (IRA). The law stopped the allotment of reservation lands and restored tribal self-government and protected tribal cultures. This law is the foundation of the adopted 1949 CTUIR Constitution and Bylaws. The next year, in 1950, the tribes elected its first governing body, that is, a Board of Trustees and General Council officers.

For history, this is what Chief Joseph was referring to in a speech to the U.S. Congress in 1879: "I know that See Seventh Generation Pa e 8A

Commercializing our ceremonial fish violates Tamanwit ur traditional foods are important to our culture and our traditional laws that we call Tamanwit /Tamalwit. Under this law, we are not to commercialize /sell our First Foods destined for use at our ceremonies. It is our belief that those foods are gift from the Creator /Honyawat.

The people are gathering those traditional foods and giving them from their hearts for the ceremonies. We have three types of fishing in the following order of importance, 1) ceremonial, 2) subsistence, and 3) commercial.

Tribal members are chosen Pi n i O I l and gi v e n ceremonial permits to fish for ceremonial needs.

Unfortunately, individuals have been violating our Traditional law /Tamanwit, Fish and Wildlife Code, and Fiscal Management Policy.

Kathryn Brigham, the previous CTUIR Fish and Wildlife Chair and member, was on the CTUIR Fish and Wildlife Commission for many years. During her tenure on the Fish and Wildlife Commission, her husband Robert Brigham and family members received ceremonial fishing contracts in excess of S91,000 for at least the past 11 years from 2005 to 2015. Although her husband was awarded the contracts, it is her household revenue.

The CTUIR Fish and Wildlife Commission has been buying fish from the ceremonial permit holders for the Longhouse, which is violation of our Traditional Law. In addition, Kathryn Brigham and the Fish and Wildlife Commission have violated the very Fish and Wildlife Code she was supposed to uphold: CTUIR Fish and Wildlife Code, Section 5.18, "G. No one shall sell or

offer for sale, and a commercially licensed fish buyer or wholesale fish dealer shall not have in his or her possession, fish taken for subsistence or ceremonial purposes."

In 2015, I brought this issue to the Board of Trustees and Fish and Wildlife Commission. In 2015, the CTUIR Fish and Wildlife Commission did not think they were violating any traditional law or CTUIR codes and I never received a response from the Board.

In addition, Kathryn Brigham has been violating the CTUIR's fiscal management policy. CTUIR Fiscal Management Policy, PART VII. Procurement, Section 14.

Conflict of Interest. "No employee, officer or agent of CTUIR shall participate directly or indirectly in the selection or in the award or administration of an c o n tract if a David Close conflict, real or apparent, would be involved. Such conflict would arise when a financial or other interest in a firm selected for award is held by: A. An employee, officer or agent involved in making the award, either currently employed or within one year after employment or service of CTUIR; B. Immediate Family (including father, mother, son, daughter, brother, sister, husband, wife, stepfather, stepmother, stepson, stepdaughter, grandfather, grandmother, grandson, granddaughter, or any person residing within the employee's household ).

In summary, there is clear evidence of violations of our Traditional law, CTUIR's Fish and Wildlife Code, and CTUIR's Fiscal Management Policy by the previous Chair of the Fish and Wildlife Commission, Kathryn Brigham, her family and CTUIR Fish and Wildlife

Commission.

On Feb. 18, I tried to add this information to the General Council agenda. I received a warning letter from General Council Chairman Alan Crawford not to bring this information to General Council, urging me to bring it to the Board. However, the issue was already at the Board, and Fish and Wildlife Commission with no results. Our people needed to know this information, so I added it directly during the General Council meeting. I asked one of our Elders to speak on this issue at General Council, and Dr. Ron Pond agreed to speak and agreed that this needed to be corrected.

Following the General Council, I brought this issue forward to the Fish and Wildlife Commission with another one of our Elders, Steve Sohappy, who advised them of the traditional laws.

Information cited is from a constitutional demand for report that I made in 2015 and from the CTUIR website (ctuir.org). Every time the Tribe spends money on our behalf, making it a public document, we have the right to know. When our government fails to hold themselves accountable, the people need to know.

It is time to stop selling our ceremonial fish and respect our Traditional law and Tribal Codes.

My attention is to practice to be myself and better yet said what I reflect reflects back on to me. I asked to ride along and with a clear mind we went to Crow Agency Montana. I met Northern Cree Indians from Saskatoon, ca. [Canada]. They were selling smoked moose and elk hide for water drum. I talked with them about how they do that and what I do. I shared smoke steelhead brown-sugar salt brine. We left the gathering at the school about how it was the 50th anniversary of Kyle McGuire the Native American Church.

The area was grand and tee-pees everywhere you could see and there was a Sundance going on too.

Strong medicine created by the circle there at that time and the memories of then has cure all for these daily

dejections. The motion carried to foresee each responsibility in others or not; let that be my gift of encouragement in prayer.

I was lost but found and spun out through the ringer before and again and again. These people are to go other directions from this church but they leave with gratitude for each cause of the how to do it and why it's done-that-way mind set.

The whole is what we ask. In f o r mation we need to have all so that a fare decision may be made.

Collective thought from tribal member (s) in a proactive mannerism should be the right to do. I express education for ordinary common denomination to dialogue. Our healing here should be understood by encouragement to each member as an entity.

That is, we need the powers of tribal self-government that can provide the needed range of governmental services for its people and to protect treaty rights and interests. As we can see with our recent tribal accomplishments, it can make a difference.

In conclusion, what was envisioned in the 1855 Treaty was the establishment of farms, housing, schools, and lumber and grain mills. As a conse-

quence, the tribal members of the Umatilla Indian Reservation would learn how to build and manage theirhomes and businesses. They would become civilized. As we know, that did not happen because treaty promises were not honored. However, that vision of the 1855 Treaty is actually being achieved in this 21" Century by the first 7th Generation. And it is because the CTUIR people of that 7th Generation made the decision to take the risks of building an economy that could help the people and their families. For example: Establishing the URHA to build and manage low-income housing; Establishinga tribal business office to manage federal contracts and BIA programs; Establishing a CTUIR Nixyaawii self-government facility; Building a diversified economy of farming, convenience market, tribal grain elevator; Gaming Enterprise with hotel, dining, conven-

tion andcinema accommodations; Business Park to accommodate auto-truck service station, truck repair service, restaurants, health and federal services, museum and golf course.

We need the next 7th Generation of visionary leaders

to be capable of walking the talk. It is like Chief Joseph, Nez Perce, counsels from his deep experience of war and politics that we must change.

At this time, the CTUIR overall is doing okay; the learning bar is set very high for our young tribal people for the start of this next 7~ Generation. The challenges ahead for them are huge as they move to rebuild our CTUIR Nation. It is exciting for those capable of meeting such challenges.

Tribes: Conservancy litigation places fisheries at risk PORTLAND — The member tribes of the Columbia River I n ter-Tribal Fish Commission (Umatilla, Yakama,Warm Springs and Nez Perce) expressed disappointment and frustration at the filing over federally funded Columbia Basin hatchery programs, according to a news release from the Columbia River InterTribal Fish Commission.

"The tribes believe that the misguided attack disregards constitutionally protected promises made to them by t h e United States to replace fish runs that were damaged by the construction and operation of federal hydroelectric dams," the news release states.

The lawsuit further delays the National Ocean and Aeronautical Administration's (NOAA) Endangered Species Act consultations and seeks to halt funding for hatchery programs that restore salmon that were lost due to the construction and operation of Columbia River dams.

These programs, which support tribal and non-tribal fishing, are key to t h e Yakama Nation's pr o gram to s u stain the ancient tribal fishery on the Klickitat River and are an important tool in restoring natural runs of salmon in the Klickitat, Wenatchee, Umatilla, and Clearwater river basins.

"Lawsuits like these are expensive distractions from the important work of salmon recovery, and they jeopardize the livelihoods of tribal and non-tribal fishing communities," said Jeremy Wolf, chair-

Tribal hatchery programs have been an important component of salmon recovery efforts throughout the Columbia River system in recent decades. While not all of those programs will be directly impacted by the March 31 litigation, tribal programs on the Klickitat and Yakima rivers in Washington could be impacted. " Columbia Basin salmon w er e n o t decimated because of hatcheries. The Columbia Basin has hatcheries because n atural f ish w er e d e cimated," W o l f added. "The Fish Conservancy litigation won't do anything to help the fish, but it will certainly hurt the most vulnerable fishing community: tribal members who rely on these programs. Litigation like this perpetuates the myth that all hatchery fish are bad and cannot be used in recovery. We should not allow a tiny special interest group with a narrow agenda t o distract the rest of us from th e bi g picture of refining hatchery practices and working together to rebuild abundance."

People are coming together to help one another, a nd the OSE movement allows for gr oup b u i l d i n g (imagine a CTUIR construction Crew accomplishing this effort ) opposed o curren m o dels for p lIl l O I l housing where you go at the effort alone and "borrow money" from lenders for a mortgage to have others build a house (remember, banks traditionally don't give loans on " trust land" ). The OSE model would be a full-circle approach away from non-CTUIR entities influencing our housing models and re-establishes a traditional group living community similar to our "bands" from the past.

The THM is another adaptive and trending social movement that promotes simplifying lifestyles by downsizing to alleviate wasted space in homes that ultimately saves money asenergy cost savings alone from an energy efficient tiny home pays for itself quickly. TV shows are dedicated to promote this initiative by depicting how financially beneficial it can be for anyone, especially for

small families that want to build on their own opposed to paying someone else to do it. The THM is becoming visible worldwide, especially in Oregon.

house movement? Tiny living? Simply put, it is a social movement where people are choosing to downsize the space they live in. The typical American home is around 2,600 square feet, whereas the typical small or tiny house is between 100and 450 square feet. Tiny houses come in all shapes, sizes, and forms, but they enable simpler living in a smaller, more efficient space. People are joining this movement for many reasons, but the most popular

reasons include environmental concerns, financial concerns, and the desire for more time and freedom. For most Americans one-third to one-half is dedicated to the roof over their heads; this translates to 15 years of working over your lifetime just to pay for it, and because of it 76% of Americans are livin a che c k to a c h e ck."

These movements might sound different and perceivably "u nconventional" because they aren't how current housing systems work. But, I recommend you do research on the matters as, honestly, you might be pleasantly surprised with them.

These adaptive ideas discussed seem to be the tipping point and a paradigm shift in how we go about living, coming full-circle as our traditional housing methods were simple, efficient, and "tiny" compared to today's standards.

I don't necessarily believe these ideas are for everyone (I' ll express later ideas for bigger families), but it seems they could be something we look into and consider, even if it only addresses a percentage of our housing needs and not all of them. We all know there's a huge need and demand for housing on the UIR, and these are my ideas on how we can begin to address it together. Discussing these ideas is a step in the right direction; they could be solutions for families and individuals within our community allowing varying freedoms from the current models to getting a home on reservation. "

MISSION — Elections have come and gone and the new CTUIR Youth Leadership Council (CYLC) is eager to create change on the Umatilla Indian Reservation.

The CYLC wil l h ol d i t s f i rst youth summit as newly elected members April 23. The summit will be held in the large c onference room a t t h e Y e l l o w h a w k Tribal Health Center from 9 a.m. to 4 p.m.

Breakfast and lunch will be provided.

Guest speaker Jeremy Arno will be on site to talk to the youth about his own personal story of growth and success.

Arno is a nationally known m o t ivational speaker and musician originally from Eastern Oregon. He speaks to youth about overcoming obstacles and uses his personal struggles from the death of his mother and divorce to failed business endeavors. Along with life coaching, Arno has coached high school basketball with a goal of focusing on each of his players individually, and aiming to better each of their lives in the process.

Members of the community will speak to encourage all youth who attend the summit.

"The Youth Council gives youth an opportunity to go places, to have their voices heard. It is a huge positive move-

ment in their lives and it will stick with you," said Cultural Ambassador Kelsey Burns.

All the youth summits are open to the native and Umatilla Indian Reservation community.

In the past, the CYLC has chose the summit based on i d e n t i fied needs of their peers. During different travels and conferences, such as their trip to the White House, Tribal Youth Gathering in Washington D.C. in July 2015, CYLC members have spent time with native leaders and peers from other reservations across the country.

After spending time with their fellow native youth, the CYLC has identified areas of interest as education, prevention, leadership, and health.

Members of th e C L Y C h av e seen first-hand the effect that common native struggles have had on their community.

They plan sum m its to a d d ress these issues, which include substance abuse, chronic absenteeism and unhealthy lifestyles of their peers.

CYLC Treasurer Cece Hoffman said of the upcoming summit, "I'm excited to clean up the community together."

and with only bridal and reins, she took sixth place. Not satisfied with that, she announced thatshe would be back the next year to compete again. Race officials declined her offer but invited her to be the Grand Marshal of the Omak Parade.

Black returned the favor by declining their offer. In 1959 the Omak Stampede Board of Directors officially prohibited women from entering the race.

In 1960 Rusty married Charlie Black.

They had two children, Lea Black VanHouten and Dana Black. This started a long family tr adition of v o l u nteerism to thePendleton Round-Up and Happy Canyon which continues today. Charlie drove teams in the arena and the Westward Ho Parade for many years. They raised a team of paint mares that Charlie drove with a special-made buggy to carry Hall of Fame inductees, retiring directors, celebrities, VIP's and anyone else that needed transportation during Round-Up week. Charlie transported Chief Clarence Burke around the arena in his later years when he could no longer ride a horse.

Charlie Black died in 2009.

Black has provided the Happy Canyon trail horse for 60 years. " Domino" w a s the first and had an 18-year run missing only one year due to injury. Black's horse "Pokey Joe Bailey" filled-in that year.

Next was a blackand white appaloosa named "Teah-Kash," wh o p e rformed for only two years before he was unfortunately killed in a train accident along with two other horses in 1974.

After the loss of "Kash," Black had to find another replacement, thus started "Winsaukie's" Happy Canyon career.

Winsaukie was bred, raised and trained

by Black for this purpose. She performed for 15 years and left us with a memorable final performance in 1989 when rider Lance Dick carried the American flag over the Happy Canyon scenery and proudly posted colors as Lee Greenwood sang "God Bless the USA".

T aking over th e r ol e i n 1 990 w a s "Cataldo", another horse bred and raised

by Black. Cataldo started the tradition of running the American flag to the top of the Happy Canyon scenery during the PBR. He filled this role for 14 years until his death, just before the Pendleton Round-Up in 2005. The same year he was inducted into the Hall Of Fame.

Chinook came next, as the sixth paint horse provide by Black to fill the part.

This will be the 12'" year that Chinook and Bronson will f u l fill their dramatic roll at Happy Canyon.

The Board of Trustees (BOT) for the C onfederated Tribes of the U m a t i l l a Indian Reservation (CTUIR) directed Gary E. George, Wildhorse Resort CEO, to also include in proposed plans a horse arena that could accommodate large rodeo events as well as concerts, boxing matches and other activities.

Plans also would double the size of event space for a total of 30,000 square feet to accommodate larger meetings and other functions, such as conferences and conventions.

"It's time to t ake over the m a r ket," said BOT member Justin Quaempts. "It' s there for the taking. We need to think big and move forward. We' re at the center of the universe equal distance to Spokane, Seattle, Portland and Boise."

BOT Chairman Gary Burke recalled his first visits to Las Vegas when he saw gamblers 24 hours a day.

"A lot of people here weren't behind it (Wildhorse), but now we have a resort and casino. The sky is the limit," Burke said.

George, along w i t h M a t t R o b inson from the firm of Klas Robinson, which did feasibility study for the planned development options, more thoroughly explained proposals that have been talked about since last September.

Round-Up Lanes closed in Pendleton. He was at the table with George and Robinson when the BOT made its decision to move forward.

In a Facebook post immediately after the meeting, Hines said Monday was a great day.

"Many of you have asked me about the Tribe building a bowling alley," he wrote. "During my days on the board it was a project that I pushed for and hoped would continue when I left. Today, the board unanimously approved moving forward with an architect and engendering firm to work on designs for a bowling alley and other amenities at Wildhorse.

I'm glad the ball wasn't dropped and that the board continues to support it."

Hines cautioned tribal members, however, that this is not a done deal.

"This still doesn't mean ... it will happen, just means we' re one step closer," he said.

George told the Board that the new tower woul d r e p lace the 20-year-old courthouse hotel rooms. He said that last September 890 requests for rooms were "turnaways." Wildhorse, he said, could support another 140 rooms.

BOT Secretary David Close voiced concern about spending during a tough global economy.

"How far should we be leveraged?"

Close asked. "I love the expansion plans but I'm worried about where we' re heading. I just think we should be cautious

and careful as we move forward."

BOT Treasurer Rosenda Shippentower, also in s u p p or t o f m o r e h o t el rooms, said she'd feel better about the proposals if the casino adds another couple of hundred slot games in a rec onfiguration of th e casino floor t h a t c ould in v o lve m o v in g th e v a ul t a n d pay-out windows.

"Some of this sounds fine and dandy, but we should move forward first with what we can do," she said.

Shippentower suggested the proposals be laid out in phases, but Robinson said it would best designed as one large project.

He noted that a p r o p osed 32-lane bowling alley, which said would be stateof-the-art, would be a minor piece of any expansion.

Jeremy Wolf, BOT v i ce-chairman, reminded George about the horse arena that had been talked about last year. (In fact, a new horse arena, potentially to serve the rodeo team from Blue Mountain Community College, has been talked about for years. ) Wolf said such a standing covered arena would accommodate horseevents, including roping and rough stock competition, as well as concerts, boxing and other activities.

"That would j u stify m ore slot machines and a larger hotel," Wolf said.

George referred to the arena proposal as an event center.

Noting that these are proposed plans — not projects that have been approvedhere's a run-down of facility recommendations made from the Klas Robinson feasibility report.

HOTEL The existing courtyard hotel, the original Wildhorse Resort 8 Casino hotel with its 99 units, is approaching 20 years of age. It is proposed that the old units be replaced with a second hotel tower, comparable in size to the existing tower, to provide opportunity to accommodate larger groups, as well as recapture overnight turnaway demand during peak periods.

Accordingly, the Klas Robinson recommends an all-new 200-key tower with 175 standard rooms, 20 two-bay suites and five ground-level, four-bay hospitality suites. The new hotel tower should be physically connected to the existing hotel. Because of the layout of the existing hotel entrance and lobby, the property would likely require relocation of the lobby to the north end of the existing hotel and include an all-new hotel entrance.

Replacement of the courtyard hotelwould also create opportunities for additionaloutdoor space.

The feasibility study recommends a new outdoor creatively-shaped swimming pool with a "lazy river," oversized outdoor Jacuzzi and sun deck.

Also recommended is a large outdoor patio for functions featuring gardens and landscaping with several water features and fire-pit sitting areas.

Further, the hotel's five-ground-level, fourbay hospitality suites would each open onto the recommended outdoorpooland patio space.The proposal calls for each of the four-bay suites to include two bedrooms each with full bathrooms, opening onto a two-bay common area with large sitting area, conference table, wet bar, kitchenette and guest bathroom.

Another reminder: These are just proposals at this time. The plans aren't even on paper yet.

Architects and engineers haven't even been hired. This is only recommendations of the firm that performed the feasibility study.

BOWLING ALLEY Klas Robinson recommends — remember these are all proposals right now — a 32-lane bowling center with pro shop, lockers and restrooms. The pro shop should feature balls, shoes and related bowling items. Each lane would have retractable bumpers and state-of-the-art scoring.

The overall complex would have multiple television monitors and appropriate sound and lighting for some type of "cosmic" bowling.

Eight of the 32 lines, based on the Klas Robinson suggestions, would have self-contained private VIP individuals units with either one or two lanes, each with dedicated sitting areas, separate TV monitors and VIP "room service" for private parties.

The recommendations include a 75-seat sports bar and grille area, either an extension of the existing sports bar and grille or all-new dedicated food and beverage outlet.

CINEMA To enable the existing five-screen Cineplex to better accommodate new releases, three more screens are recommended. Each would have 125-150 seats. Each theater would have stadium seating and feature state-of-the-art projection equipment.

No additional concession is recommended, but the three new screens could afford the opportunity VIP levels and/or private viewing areas featuring luxury seating as well as food and beverage table service.

No slacking far Nixyaawii graduating class 'They will talk about this MISSION â&#x20AC;&#x201D; High school seniors from N i x yaawii Community School (NCS) are quickly approaching graduation and three students are currently interning for Tribal government as they await their diplomas.

Students Lennox Lewis, Alyssa Farrow, and Ira Ashley finished their graduation requirements in February shortly after basketball season. Since then, department programs of the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) and NCS worked together to give the students an opportunity to grow in their area of interest. Through the CTUIR Workforce Development program, the three seniors are working as paid interns in a four week program.

Lewis was the first student to start his internship within the Communications Department on March 16.

During his time with the Tribes he is be involved with the three programs that make up the Communications Department: Legislative Af f airs, the Confederated Umatilla Journal, and KCUW, the tribal radio station.

These programs will give him experience in tribal legislation, news writing and pagination, office duties and organization.

"It's good experience for later on when it's necessary," said Lewis whose goal is to achieve a degree in Multimedia Arts and return to the CTUIR for employment. "Adulthood is coming up and I need to be ready."

As of now, it's too early to know where his collegiate career will begin but he has applied to Portland State University, Lane Community College, and Mt. Hood Community College.

"This opportunity is the start of my dream on becoming a medical doctor," said Farrow. "Yellowhawk is very exciting and I'm being exposed to behind-the-scenes medical practices."

Both Lewis and Farrow are on the CTUIR Youth Leadership Council, a group of CTUIR students who empower youth and groom them to make the transition from youth leadership to tribal leadership, according to their mission statement.

Ashley wants to earn a bachelor degree in business and has been accepted into Portland State University and Portland Community College. In mid-April, Ashley will gain experience through an internship with the CTUIR's Tribal Court and Truancy Department.

"This will h elp me i m p r ove my co m m u nication

skills with my employer as well as with co-workers," said Ashley.

"Work experience is beneficial for them to succeed whether they go into higher education or straight into employment," said Julie Taylor, Director of the Department of Child and Family Services.

"These three students' commitment not only to high school education but higher education as well should be an inspiration, and sends a message to other youth that education and career goals are paramount to sustainability as an adult," said Corrine Sams, Temporary Workforce Development Assistant and a member of the NCS School Board.

Lewis, Farrow, and Ashley are three of the 16 students who will graduate from NCS on May 27 at the Wildhorse Resort Rivers Event Center, making this the second largest graduating class since 2007, according to Carrie Phinney, NCS Administrative Assistant.

Of the 16 students, seven of the boys and three of the girls were on the school's basketball teams that placed third in the State Class 1A tournament in Baker City. In addition, four senior girls played on the very first Nixyaawii volleyball team during their junior year and all four have returned to the team. Also, Phinney said that senior Shandiin H o r ton-Moreno, has been "excelling as a print maker in collaboration with Crow' s Shadow" and sold one of her prints to a major league baseball player.

"They [graduating students ] will talk about this class and their athletic accomplishments for a long time, but they also did amazing things in the classroom and around the community," NCS Principal Ryan Heinrich said.

The bowling center, Cineplex expansion, 15,000 square foot function space addition and new hotel tower likely would result in reconfiguration of various components of the existing property. In particular, recommendation documents say, the new hotel tower provides the opportunity for addition food and beverage offerings.

While not included in Klas Robinson projections, the firm suggests a signature steakhouse and lounge or other sit-down fine-dining restaurant located just off the new lobby, opening onto a new patio area and outdoor seating would provide a unique dining venue for the expanded property.

Additionally, the new facilities may warrant addition gaming sufficient space for up to 300 more slots and four to six table games as well as potential dedicated non-smoking slot area.

At the Board of Trustees' direction, there will be a feasibility study on a proposed horse arena/ events center.

Reminding readers once more, these are all proposals, which may be in the new master plan, but that doesn't mean any of the components will see fruition.

Fossek 'finds balance' as father, husband and entrepreneur Former CTUIR police sergeant will graduate from EOU this fall MISSION — He's a 51-year-old father of three, a husband, a small business owner, and works full time.

Adding to his busy schedule, Bob Fossek is also a college student who, by the end of 2016 will have his Bachelor of Science degree in Business Administration with a concentration in Leadership, Organization and Management.

Fossek is a member of the Confederated Tribes of the Umatilla Indian Reservation (CTUIR). He was honorably discharged from the United States Army in 1985, started a family and attended school, then in 1995 he began wor k ing fo r th e U m a t i lla Tr i bal Police Department (UTPD). In his 21 years working for the UTPD, Fossek was promoted to Sergeant, then Lieutenant, and eventually wa s acting Chief for several years. Currently he ho lds the position of Lead Investigator w it h th e CT UIR Department of Children and Family Services and Child Protective Services.

"Throughout all of that I wanted to finish my education," said Fossek, who was studying law enforcement at the time. "I'd take classes here and there and then things would get in the way."

In 2012, as his kids got older, he decided to re-commit to his education. He was faced with the decision of either finishing his law enforcement degree or switching majors. The deciding factor was recognizing that every career move he had made up until that point was related to business and management so he chose a business degree. College of Pendleton, Ore. and worked on his Associate of Arts Oregon Transfer Degree.

"It felt like I was starting over," Fossek said. "Almost none of my [previous] credits transferred over to the new degree."

Fossek said he took mostly online courses and found his balance at two classes per trimester. He said that online classes were easier for him because of his work schedule. He wasn't restricted to a specific time of day and he could still connect with classmates and professors at any given time.

Fast-forward four years later.

Fossek is holding a 3.2-grade-point average at East-

em Oregon University (EOU) in La Grande, Ore. He has made the Dean's list throughout his college career and will be receiving his diploma by the end of the fall semester, all while working full time and having two children still in school.

Most recently, he was asked by his student advisor to be a spotlight student for the EOU webpage.

"My mindset was to get it done. I didn't focus on the end because at the beginning it seemed like it was very far down the road. Instead, I focused on each term as it came," said Fossek. "It's hard, but instead of looking at it as school, you' ve got to look at it as work — you just do it."

"Working with students like Bob is why I work in this field," said Jacelyn Keys, student advisor to Fossek.

"He has a family, a career, and is a student. Balancing two of these things is often more demanding than many people can manage. Bob balancesallthis and so much more."

After receiving his degree, Fossek wants to continue working for the CTUIR and hopes to achieve a manager or supervisor position. He also wants people in similar situations to know that they' re not alone. He says it' s normal for some people to think they can' t finish school, but it is achievable if you can "find your balance, set your pace and keep going."

Fossek is also thankful to his wife, Jennifer Fossek, for always pushing him and inspiring him. At times when he was discouraged she'd say "keep doing it, you' re almost done."

Now he hopes he can be just as supportive to her as she begins her college journey.

Chief Clarence Burke selected for Main Street statue

Chief Clarence Burke was selected by vote as one of two final Main Street statues in Pendleton.

PENDLETON — The sculptors for the last two bronze statues to be installed on Main Streethave been approved and fundraising has already begun to pay for the likenesses of Chief Clarence Burke and Aura Goodwin Raley.

Burke was a co-chief of the Pendleton Round-Up and for 51 years while Goodwin Raley is referred to as the mother of Pendleton.

The bronze of Burke will be installed across the street from rodeo great Jackson Sundown and will be sculpted by Greg Polutanovich, a Californian who

immortalized Sundown. The statue of Raley will be on the opposite side of Main Street from the statue of Stella Darby and w i l l b e c r eated by Jerry Werner of Bend who created the George Fletcher statue.

T he bro nzes are f u n d e d b y t h e transient room tax, grants and private donations. Mayor Phil Houk is pleased that the city council voted unanimously to begin work on the final two statues, but adds a teaser — that they may not be final after all.

"These will be the last two bronzes on Main Street for those mid-block crossings," he said. "Even so, I have to tell

you there are a number of businesses who continue to bring up the thought, 'Why don't we have them on the 400 block?'"

That block is shorter and doesn' t have mid-block crosswalks, but Houk says the merchants are still interestedespecially when they see the increased interest visitors have in the statues.

"A lot of t hese new buses that are coming into town w ith lots of people from the cruise ships, their advertising — their main lead advertising is talking about all our bronzes on Main Street," Houk said.

'Step-by-step' Sexual Assault Awareness Walk April 21

April is Sexual Assault A w a reness Month (SAAM). This year's campaign focuses on ways that individuals, communities, and the private sector can help prevent sexual violence.

According to the United States Department of Justice American, Indians are 2.5 times more likely to experience sexual assault crimes compared to all o ther races, and one i n t h r e e I n d i a n women reports having been raped during her lifetime.

Everyone understands that sexual violence impacts victims and their families, but the effects of this violent crime on communities and society are less obvi-

ous. Sexual violence creates a climate of fear, anger, and /or disbelief in the workplaces, on campuses, and in communities. Additionally, sexual violence generates financial costs such as criminal justice and medical expenses, crisis and mental health service fees, and, perhaps most damaging, the lost contributions of survivors.

Preventing such a far-reaching and p revalent social i ssue as sexual v i o lence may seem overwhelming or even impossible. This mentality implies that there isn't a solution — o r i f t h ere is, we can't achieve it. But we can and we are. There are many practical steps that are currently being taken in our homes, neighborhoods, schools, faith communi-

ties, and workplaces. But there are many more things we can do to promote safety, respect, and accountability.

Prevention starts with challenging victim-blaming and believing survivors when they d i sclose. Indi v i d u als can model supportive relationships and behaviors, call out harmful attitudes, and challenge the societal acceptance of rape.

Comm unitiesand businesses can take action to implement policies that promote safety, respect, and equality.

Traditional Homes of the Columbia Plateau he Weyiiletpuu, Imatalamfama, and Waluulapam peoples, known today as the Confederated Tribes of the Umatilla Indian Reservation (CTUIR), have had to adapt to lifestyle changes over the centuries, including changes to their traditional dwellings.

Archaeologists have identified, from archaeological evidence and ethnographic research, four types of dwellings utilized by the ancestors of the Weyiiletpuu, Imatalamfama, and Waluulapam. Additionally, archaeological evidence has dated village and campsite dwellings from the traditional homelands of the CTUIR from 400 to 6,000 years old.

The four dwelling types include 1 ) an early, deepwalled subterranean pithouse design, dating back 1,800 to 3,000 years ago; 2) a later, shallow, saucershaped subterranean pithouse design, dating back 400 to 2,000 years ago; 3) simple, above-ground lean-tos, dating back from the early 1800s to 6,000 years ago; and 4) mat and canvas lodges which are still used today. These dates are only from a select sample of dwellings that have been archaeologically evaluated.

There are still numerous archaeological sites within the CTUIR's homelands that have not been recorded that may lead to new information, however development and the construction of hydroelectric dams have destroyed or flooded many of these traditional dwelling sites.

P ITHOUSE CONSTRUCT I O N Pithouses were typically placed into sand, sandy silt or relatively soft silt areas. It is believed that baskets or basketry scoops were used to excavate the pithouses. Harder soils required other tools to be used, possibly cobble choppers, to soften the dirt. Materials in which pithouses were constructed included plants such as patches of grass or reeds and reed matting, and beams and crossbeams in which saplings were tied together for post molds. The early, deep-walled pithouses had larger post molds than later ones, and the central support system suggests that roofing superstructures were more massive with grass adhering to the structural members. These dwellings formed a rectangle in the center of the structure.

P ITHOUSE DWELLIN G S The early, deep-walled subterranean pithouses required substantial construction. These pithouses varied in shape — square, round, rectangular, saucer shaped, and oval — and size, 12-44 feet in diameter and 12-39 inches deep. Benches were found within these early pithouses and were several inches high encircling the inner walls except at the entrance. The entrance had a ramp or ladder descending into the subterranean pithouse and all entrances faced the east.

The shallow, saucer-shaped subterranean pithouses had varying sloping walls that were not very deep.

These pithouses also varied in shape — square, round, rectangular, and oval — and size. Most were 23-25 feet in diameter but some were as large as 40+ feet, and only 5-24inches deep. Some benches were found within the saucer-shaped pithouses, however they were not very tall compared to the early, deep-walled pithouses.

The simple, above-ground lean-tos were used for inclement weather and have the longest history of use, from roughly 6,000 years ago until contact with Lewis and Clark in the early 1800s.

Fire pits, roasting ovens, food storage pits, piles of cooking stones and firewood were often used in areas between pithouses and within above-ground lean-tos.

Mat lodges replaced the saucer-shaped pithouses and were recorded at the time of contact by Lewis and Clark in 1805. After the introduction of the horse in the 1730s, mat lodges became easier to transport from camp site to camp site. Often times, poles used to erect the mat lodges were left behind at regular camp sites and reused the returning season. Canvas lodges later replaced mat lodges.

rivers, however they were also occupied during the summer, late spring, and fall. Most people lived away from the rivers during the spring and fall, except during fish runs, to gather root crops, berries, and raw materials for their stone tools and other implements.

P LACE M E N T OF PITHO U S E S Pithouses were constructed as close as possible to the larger rivers, such as the Columbia and Snake, and on islands within these rivers. On the islands, pithouses were constructed near the river's edge â&#x20AC;&#x201D; the middle portion of the island was typically not utilized for dwellings. There were larger concentrations of pithouses on one side of an island if it had a narrow channel, sometimes three times more than on the wide portion of the river side of the island. Additionally, these sites were reused more often.

The pithouses were situated in a linear arrangement but randomly scattered along the river. The early, deep-walled pithouses were usually clustered informally in groups of three to five dwellings with two or three smaller dwellings clustered around.

The largest structure was typically not lived in and was considered to be ceremonial or communal. The smaller dwellings were occupied by single families and the larger dwellings housed two or more families.

The later, saucer-shaped pithouses had much larger clusters, with the largest structure also used as ceremonial or communal, and the smallest structures being utilized for food storage buildings, menstrual huts, or for other specialty uses.

INTERIOR OF PITH O U SES The interior of the pithouses were commonly the same, from early to late period. Every pithouse utilized by families had either a central fire pit or two fire pits located off center. Artifacts found around and near the fire pits included hopper mortar bases or grinding slabs, pestles or hand-pounding grinding stones, anvil stones and other associated pounding stones used for flintknapping and cracking long bones of mammals to extract bone marrow. Other tools found within the pithouses include cobble choppers, knives, projectile points, scrapers, bone tools (awls), beads, hammer stones, abraders or shaft smoothers, cores, net sinkers, drills, oval flaked tools, and flakes (the byproduct of artifact manufacturing ).

Complete and broken animal bones were also found within the pithouses. These were the byproduct of food preparation and eating. Archaeological evidence included bones from fish, mussels, deer, elk, antelope, pronghorn, bear, beaver, otter, weasel, gopher, cottontail and jackrabbits, birds including grouse and waterfowl, ground squirrels, reptiles such as snakes and frogs, and other small mammals.

Personal items of decoration were also found, including shell beads, bone beads, stone beads, drilled or perforated elk teeth, bear and eagle claws, dentalium, bird bone beads and tubes, and incised bone fragments and pendants.

Over time and with the adaptation of the horse into tribal culture, earlier traditional dwellings evolved from the more sedentary pithouse structures to lighter, above ground structures that were easier

to dismantle and travel with on the expanded seasonal migration routes. However, tribal oral histories describe some continued use of in-ground dwellings into modern historical times. These temporary living sites provided a form of emergency shelter from the heat of the summer and the winter cold.

You can decide on what kind of gardener you want to be.

As spring unfolds, it is time to start planning your garden. Keep in mind how much time you will be able to commit to a garden. If this is your first garden think small. You mi ght w ant to tr y a potted lettuce garden or try something new like repurposing recycled material.

Repurposing is when you reuse an item in a different way.

An example would be using an old boot to plant flowers in or using a tin can to plant herbs in. The ideas are endless.

This is a chance to be creative and think outside the box. If you want a garden to feed your family this growing season, start out with a 4-foot by 4-foot garden bed. There are a variety of planter beds out there. You can spend hundreds of dollars on fancy raised garden beds or you can make your own from salvaged wood lying around the yard. It can be as simple as you want it to be.

As the years move on, you will have an idea about how much of a priority your garden has become. Think about what you wish to plant. Will it be a flower garden? Would you w an t vegetables, herbs, berries and salad greens? Maybe it's yes to all of the above?

Now that you have an idea of what you want to plant, where you want to put it and what type of garden you want, you are ready to start. There are so many garden websites, books and experts out there that it easy to get overwhelmed.

There is no wrong way or right way to garden, we just need to experiment. Gardening is just that, a great big experiment.

With each year we grow wiser and we can plan not to make the same mistakes.

There are many things to consider, don' t get discouraged, and feel free to just do it and get your hands dirty.

Starting at the end of April a six-week gardening course will be offered. This class is called "Seed to Supper" brought to you by The Oregon Food Bank and Oregon State Extension Services in conjunction with Yellowhawk Tribal Health Center's Community Health Department.

The "Seed to Supper" program wil l need at least 15 committed participants to complete the six week course. The classes will begin on Thursday, April 28 from 5-7 p.m. and will continue until June 2 in the large Conference Room at Yellowhawk.

All participants will receive a free beginning gardening book and a certificate of completion. Topics include garden sites and soil development, planting, garden maintenance and harvesting.

"Indians are fighting for their rights across the country so we have a big role to play here. My generation can take this year's election by storm if we all vote," said Lennox Lewis, CTUIR Youth Council Chairman. "We need to stand tall and make ourselves heard."

"Our population is growing and the biggest demographic is 18-24 year olds," Pata said. "Those are first-time voters.

It's so important that we concentrate on getting first time voters to be lifetime voters."

Lewis will be one of those first time voters.

"I'm 17 and I just registered online so that I can vote for the first time in November," said Lewis. "I' ll turn 18 this summer and I get to have a voice in the presidential election."

Shooting Continued from Pa e 3A

wounded Welch after an argument early on the morning of March 19. Contreras told officers, while he was being transported to Portland that he had shot at the house; Simpson had shot the two men.

C ontreras has been charged w i t h assault with i n t ent to co m mi t m u r d e r, assault with a dangerous weapon with intent to do bodily harm, assault resulting in serious bodily injury, possession of a firearm in furtherance of a crime of violence, and felon in possession of a firearm.

At the time of CUJ publication, Simpson was being held on a county warrant for a federal probation violation.

Here's how the crime went down, according to Thompson's federal affidavit and other sources: Umatilla Tribal Police Sergeant Rowen Hayes, just before 6 a.m. on Friday, March 19, heard gun shots in the housing projects. UTPD dispatch advised Hayes that two people were down at that address.

He saw Welch and Jimenez lying in the driveway.

Welch had a severe gunshot wound to his lower left leg above the ankle. The wound was so severe that medical staff was concerned Welch might lose his leg.

Doris Scott, the mother of Brittney Williams, said Welch also has a rare blood type and it took time to locate his type before surgery. That, too, caused alarm that doctors feared the leg might have to be amputated.

Welch was taken to St. Anthony Hospital in Pendleton; Jimenez to Kadlec Regional Hospital in Richland, where he died from wounds to his head and upper torso.

Officers found 27 shell casings from a .40 caliber gun, which Contreras later admitting to owning.

Officers fanned ou t a f ter a c i t i z en alerted Tribal Police that someone had ran into the nearby wetlands. The citizen also said he heard a loud splash near the pond. (Officers in scuba gear searched the pond but whether or not they found anything wasn't reported. ) Tribal officers investigating the report saw Contreras exiting the pond and running west. He was caught after a short foot pursuit.

Welch was interviewed March 20 at the hospital by Thompson and UTPD Detective Anthony Barnett.

According to the affidavit, Welch told the officers that he hosted a party at his residence and, during the party, "an altercation occurred between two groups of party goers believed to be rival gang members."

Welch told officers he was concerned and eventually ended the party. Welch asked everyone at the party to leave, but Contreras objected to leaving and argued more with Welch. Jimenez helped Welch escort Contreras and his friend, unidentified in the affidavit, out of the residence.

W hile stand in g i n t h e d r i v e w a y , Welch and Jimenez had another verbal argument with Contreras and his friend.

Welch looked away for a second, the affidavit states, when he heard Welch yell out "He's got a heater."

Welch turned and saw Contreras pulling a pistol from his jacket and pointing it him. Welch saw a muzzle flash and heard several shots. Welch was struck in the leg, dropped to the ground and climbed under a nearby truck for cover.

Scott said her daughter also was outside. She said Welch threw Williams to the ground and covered her as the shooting took place. That's not in the affidavit.

During the interview, Welch described Contreras and later picked him out of a lineup of five similar looking individuals.

On March 20, FBI Special Agent Chap Ladd and Detective Eric Palmer of the Umatilla County Sheriff's Office interviewed IC, who had attended the party at Welch'shome.

IC said he had given a ride from a local bar to the party, one of which was later identified as Contreras. During the party, IC said he observed several small arguments between the two separate groups of people.

At about 5:30 a.m., IC noticed more arguing and he left with his girlfriend.

A s they made their way t h r o ugh t h e carport toward the back of the duplexes, IC overheard some "gang-related statements." IC turned and looked through the carport and saw Contreras "holding a small black handgun in his right hand, down by his side." Shortly after he heard-

Ul honors Tovey with alumni awa rd MOSCOW, Idaho â&#x20AC;&#x201D; Dave Tovey, executive director for the Confederated Tribes of the Umatilla Indian Reservation, was honored by the University of Idaho Tribal Relations Advisory Group as the 2016 Distinguished Native American Alumni Award recipient.

Tovey was selected "for all the great work that you do in Indian Country, creating a platform for native student success, and supporting UI," Sydel C. Samuels, director of the Native American Student Center wrote in an email March 9.

Bill is the director of the CTUIR Department of Economic and Community Development, Al is the general manager at Wildhorse Resort 8z Casino, and JD is the Tribes Planning Department director.

He "leaned forward from the backseat and asked what was going to happen to a friend of his and said that he was not going to take all the blame for what happened."

The affidavit said Contreras said "his

friend had shot first and that he then pulled out his pistol and started shooting at the side of the house."

Simpson is alleged to be that friend.

Contreras told officers he did not shoot anyone, but he admitted buying a Glock Model 22.40 caliber pistol about a month ago. He also told officers he knew it was illegal to possess the weapon because he is a felon. Contreras also admitted that it was the gun he used to do the shooting.

Scott, Williams' mother, said the incident did not involve gangs. She said

Contreras "didn't like Beau because he has friends that are Hispanic."

Scott said "they like to dress in red but aren' t gangbangers, they' re just friends."

At the hospital with Deb Shippentower and Beau's sisters, Celeste and Rene Watchman and one of his nieces, Scott said she told Welch and her daughter that "It's not their fault; things happen."

She said they were distraught over their friend's death.

Close, who was elected in November in a race wit h f ou r o t her candidates, would not talk April 6 on the record other than to say "There will be a big story, but not right now."

He said he was choosing not to talk because it is "inappropriate at this time to say anything, but I w i l l b e coming forward with a statement soon."

Close has said he has an attorney.

The poll and the vote for ratification was held during the Tribal session of a Board of Trustees meetings (when any CTUIR-enrolled member can attend but the CUJ is not allowed ). As reported to the CUJ by Close, following a closed executivesession on Monday, March 28, the Board went back into Tribal Session and General Council Chairman Alan Crawford made a motion, and BOT member at-large Justin Quaempts seconded it, asking to poll BOT members for a yes or no vote on w h ether or not to br i ng allegations of wrongdoing against Close.

A poll, as defined in the BOT Procedures Code "means a resolution that is adopted by surveying Board members outside of any Board meeting, and which provides an indication of the Board's intent, but is non-binding and does not take effect until ratified by the Board at a Board meeting."

Close told the CUJ the vote tallies of the poll were 4 in favor and 4 against, to proceed with the charges against him, with BOT Chairman Gary Burke breaking the tie, voting in favor of proceeding to pursue the allegations.

BOT members voting to proceed with charges were Cr aw f o rd , Q u a em p t s, Aaron Ashley and Woodrow Star.

Voting against were Armand M i n thorn, Jeremy Wolf, Rosenda Shippentower and Close.

At the April 4 BOT meeting the poll was on the agenda for ratification. The poll was not ratified when Star, Minthorn, Wolf, Shippentower and C lose voted not to ratify the polled vote.

After the vote, Crawford said only: "The vote is the vote."

Star said he decided not to ratify the poll because he wasn't satisfied with the documentation he'd been promised at the time he voted. He said he wants the process to be fair.

"I want to see a more detailed report o n the accusations," h e sa id, n o t i n g the double-sided page of allegations.

"I wanted to see more than that ... We need specifics that can be brought up and answered, that might lead to other possible solutions."

At the BOT meeting Ap ril 4, Close asked that the names of BOT members and how they voted be entered into the record. He countered with his own arguments, which said the allegations were baseless. Close provided documents to the CUJ of the allegations against him and his response for a short time but then later took the documents back.

NCS may increase number of credits needed to graduate MISSION — Graduation requirements for students at Nixyaawii Com m u nity School may go beyond state standards of 24 credits to 25.5 credits starting in the 2016-2017 school year.

P rincipal Ryan H e i n r i ch, wh o a n nounced he will return for another three years at Nixyaawii, proposed increasing the required credits to the same number required at Pendleton High School — and at other schools throughout Oregon.

Currently, N i x yaawii r equires two dozen credits to graduate. It is not inconceivable, Heinrich said, to expect students to earn seven credits a year — even with a four-day school week.

"Seven periods times four days could get as many as 28 credits," Heinrich told the NCS Board of Directors at a meeting in March.

Heinrich said t h e c u r r ent teaching staff — with the assistance of Acellus, an online learning system — could absorb the extra 1.5 credits over a student's four years of high school.

Heinrich was directed by the School Board to check with other schools about requirements for an "honors diploma," which could be advantageous for students apply in g t o h i g he r e d u cation facilities.

In other action, the School Board discussed the possibility of making Friday school mandatory, rather than optional, f or students needing to "catch up" o n credit retrieval.

Several times Close agreed to meet with the CUJ before ultimately deciding not to speak by press day. Close told the CUJ earlier in the week that he believes due process has not been

Meanwhile, Facebook has been abuzz with questions and rumors. Many of the comments suggested all the BOT members should be recalled.

The team has been scaling back its use of the iconic symbol fo r y ears, removing it from the road cap in 2011 and the team's batting helmets in 2013.

While Wahoo's status has been officially downgraded, Dolan said there are currently no plans to retire the logo altogether.

"PVe have] no plans to get rid of Chief Wahoo, it is part of our history and legacy."

remain on the uniform for the foreseeable future.

Team apparel featuring the Wahoo logo remains a hot seller among Indians merchandise. The team's top-selling cap is the home cap featuring Chief Wahoo, Cleveland.corn reports. While the navy blue road cap with the red block C is the second-best selling cap, the "washed" Chief Wahoo cap ranks third on the list.

na ives on PENDLETON — Eleven native athletes were named all-stars in the East Oregonian All-EO Basketball 2015-16, which was published Apri12. Five out of the six played for Nixyaawii Community School on the Umatilla Indian Reservation.

The tribal student-athletes made up nearly one third of the 36 all-stars, including players of the year — Caden Smith, a junior at Pendleton High School, and senior Jansen Edmiston at H e r m i ston High School.

Four of the five Nixyaawii starters — all seniors — were named to all-star teams.

Senior Hunter Melton and sophomore M ary Stewart, both f ro m N i x y a aw i i , made first-team all-star rosters. Seniors Ira Ashley and Fred Campos, also from Nixyaawii,made the boys second team.

A ll four p l ayed on N i x y aawii's th i r d place teams at the Class 1A state tournament.

Melton and Stewart also were named top players of the Old Oregon League and were the choice for top players of the 1A tournament.

Second team girls selections included sophomore Chelsea Quaempts, WestonMcEwen; sophomore Jada Burns, Irrigon; and senior Madison Dave, Pilot Rock.

Stewart's stats were best among the first-teamers and also bested girls' player of the year Jansen Edmiston from Hermiston. Stewart's marks include 19.7 points per game, 7.6 rebounds per game; 6.3 assists per game and 4.6 steals per game.

The EO had Melton's numbers at 12 points per game, 6.3 assists per game, 4.4 steals per game, and 3.7 rebounds per game.

Here are the per-game stats for the other all-stars: Ira Ashley — 14 points, 4.8 rebounds, 4.2 assists, 3.2 steals, and 1A all-tournament team, and OOL second team.

Fred Campos — 14.9 points, 4.2 steals, 3.1 assists, and 2.7 rebounds. He was on the OOL first team.

Shaw Broncheau — 11 points, 4.5 rebounds, 5.8 assists, 3.5 stelas and first team Columbia Basin Conference (CBC).

Hunter McKay — 14.6 points, 6.6 rebounds, 2.5 assists, 3.4 steals and OOL second team.

Chelsea Quaempts — 9.3 points, 5.3 rebounds, 4.9 steals, 2.5 assists and CBC player of the year.

Local native girls make All-State lists PORTLAND — Four native girls were named to the 20162A Girls Basketball All-State teams in April.

Chelsea Quaempts, a sophomore at Weston-McEwen and the player of the year in the Columbia Basin Conference, was named to the second all-state team.

Jada Burns, a sophomore from Irrigon, was named to the third team.

Ammarae Broncheau, a senior at Weston-McEwen, and Madison Dave, a senior at Pilot Rock, made the honorable mention list.

Two other local girls also made the all-state team roster. Bekah Roe, a junior at Pilot Rock, earned second team honors. Katie Barry, a senior at Irrigon, was on the honorable mention list.

Fundraiser April 16 for Wildhorse assistant pro Kelly Wechter

Taking a cut at it

MISSION â&#x20AC;&#x201D; A golf tournament to raise funds for assistant pro Kelly Wechter is planned in coordination with season opening event April 16 at Wildhorse Resort Championship Golf Course on the Umatilla Indian Reservation.

Wechter recently learned he has pancreatic and stomach cancer.

Mike Hegarty, Wildhorse Head Golf Professional, said Wechter was having abdominal surgery for a blocked intestine when doctors at Oregon Health Science University in Portland discovered the inoperable cancer.

"Kelly is prepared for the fight and Wildhorse will be right there KellY Wechter alongside him," Hegarty wrote in an email to Wildhorse Golf Club members.

The fundraiser is being organized by the Wildhorse management as well as the WRC Golf Club board of directors.

The season opener still w il l feature a team event with prizes, but Hegarty said "the majority of the day is going to be about raising money for Kelly and his recovery."

Wechter is undergoing chemotherapy and radiation treatments, but hopes to be at the tournament, Hegarty said.

Joseph spoke about not living in two worlds and instead incorporating the Native American lifestyle into everything one does. She told stories about how alcohol negatively impacted her childhood including losing a sibling that died in an alcohol and drug related accident. Joseph also spoke on the importance of education and she advised the student athletes to surround themselves with friends and family that will encourage them to make healthy and positive life choices.

"I like the tournament and seeing everyone," said Raquel Domebo, a student athlete from Lapwai, Idaho. "They [the sessions] help me a lot on how to make right choices."

"When I played for BAAD, the thing that stood out was playing against the other teams then going to the sessions," said Tiya-po Farrow, college freshman and member of the Confederated Tribes

M ISSION — The "B" in B AA D m a y s tand for basketball, but it's the "AAD ' — Against Alcohol and Drugs — that is the foundation of the local spring tournament that annually brings in roughly 500-600 Native American athletes from across Washington, Idaho, Nevada and Oregon.

BAAD originated by Chief Carl Sampson's family after the death of the Chief's son, Curtis Sampson. Since then, the tournament has been ongoing for 29 years bringing in guest speakers from across the nation. This year, speakers Robert Johnston and Shaleen Joseph came from the Native Wellness Institute which is based in Portland.

"To get to where we want to be, we have to create opportunity for ourselves ... rather than waiting for opportunity," said Johnston, a founding member of the Native Wellness Institute.

Johnston also has been a coach for over 23 years and he said his goal is to help Native American athletes get to a collegiate level. He expressed the importance of

MISSION — Wildhorse Resort Championship Golf Course will be hosting a number of activities in April as they prepare for their busiest time of the year.

Golf Ready Clinics will be offered on April 9, 15, 23 and 29 to help golfers "get back in the swing of things," according to a press release. The clinics will be one hour each from 5-6 p.m. at 510 a class.

To practice and improve, private lessons are offered with W i l d horse PGA Professional Mike Hegarty or PGA Professional Assistant Clint Ables. Packages for group lessons and couples lessons are also available and are tailored to each player's skill level.

A Golf Demo Day is scheduled for May 14 from 9a.m. to 2 p.m. Vendors such as Callaway, Titleist, and Nike will be at the golf course. In addition, a free video

by POGA pro and a BBQ will be open to all attendants.

There's also a golf club and golf league that interested players can join. League play runs May 31 through August 30.

The Club Championships will be August 29-30.

The Wildhorse Resort 18-hole Championship Golf Course is the host of many PGA Pro-Ams, tournaments and invitationals throughout the year in addition to regular rounds. Stretching over 7,000 yards of lush greens, the course has gently rolling hills including five lakes and 66 sand bunkers.

NCS student prints at Maryhill Museum Crow's Shadow teams with Nixyaawii to create limited edition linocut prints MISSION — Prints made by Nixya'awii Commun it y School (NCS) students will be exhibited at Maryhill M useum through June 15 in the M.J. Murdock Charitable Trust Education Center.

Student artists being featured include Arlen Blue Thunder, Sunshine Fuentes, Frances Gomez Chalakee, Pete Gomez Chalakee, Shandiin Ho r ton, Ella Mae Looney, Nathan N ez, Teata Oatman, L'Rissa Sohappy, and Shanae Williams.

The exhibit is called "First Impressions: Nixya'awii Student Art".

This group was selected to learn printmaking under the direction of direction of Frank Janzen, Master Printer at Crows Shadow Institute of the Arts (CSIA), NCS students involved the projectcollaboration between Crow's Shadow and NCS that started in February of 2015 — continued with students visiting the art institute one to times a week to build their

knowledge of linocut printmaking, according to Karl Davis, Crow's Shadow's Executive Director.

Each student has been instructed in all the technical aspects of this process and has produced their own limited edition prints.

"The resulting works have been of remarkable quality and exemplify the creative potential of these talented young artists," Davis said in a Crow's Shadow news release.

Michelle Van Pelt, the arts coordinator at NCS, said she was just as proud.

"I am so excited to have the students at Crow's Shadow, learning about printmaking and working in a professional arts studio," she said.

Renowned local painter, James Lavadour, founded Crow's Shadow in 1992 to provide a creative conduit for educational, social, and economic opportunities for Native Americans through artistic development.

Davis said in the news release that the collaboration with Nixya'awii Community School "perfectly encapsulates" the

mission statement.

"This project helps to strengthen the relationship between Crow's Shadow and Nixya'awii High School and extend our outreach to a ne w g e n eration of artists from the local community," said Davis.

This collaborative project is funded through a grant from the Oregon Arts Commission Arts Build C o m m u n i t ies Fund.

Crow's Shadow is a nonprofit 501 (c)(3) organization formed in 1992 by local artists James Lavadour (Chinook and Walla Walla ) and Phillip Cash Cash (Cayuse and Nez Perce).

'you never know what you' ve got till it's gone' MISSION — It's not exactly "paving paradise to put up a parking lot," but the old barn just south of the Nixyaawii Governance Center along Highway 331 is coming down.

In its place, a turn-out lane is planned, according to Bill Tovey, director of the Department of Economic and Community Development (DECD) for the Confederated Tribes of the Umatilla Indian Reservation (CTUIR). The turn-out will provide safer entry and exit from NGC to the highway.

Demolition should be completed by the end of April, according to Eric Sederburg, who is salvaging the wood to be sold "as is" and likely will be re-used for furniture, artwork, or interior paneling in houses or sheds.

"A lot of people think you can run it through a planer and clean it up," Sederburg said,shaking hishead sideways as he pulled tiny nails from the long planks.

"People want it to look weathered."

Sederburg, who owns a small sawmill in Adams, said he's been admiring the barn for the last couple of years.

"I thought it would be a shame to have it just demolished and sent to the landfill. I'm going to salvage what I can. I see

value in it and someone will be able to enjoy it somehow."

Historically speaking, not a lot is known about the building, which served as a granary. Sederburg said one of the old tires he removed had "Purchase Ranch" written on its side, but that's as much as he knows. There was a rumor that a couple of bank robbers held up in there decades ago.

The building does not qualify to be included on the National Registry of Historic Places, according to a survey done by the CTUIR Cultural Resources Protection Program.

It was once owned by three non-Indian sisters, according to Kelly George in the DECD office.

"It was a fractionalized parcel and slowly we bought the shares out because we knew at some point it would be a turn-out," George said, noting that the CTUIR took ownership in 2011.

Pendleton schedules kindergarten registration for April 13, 14 PENDLETON — The Pendleton School District will hold its annual Kindergarten Registration on April 13 and 14 at the Pendleton Learning Center.

Enrollment is open to kindergarteners who will start school in the fall and are five years old on or before Sept. 1, 2016.

The Pendleton Learning Center (PLC) will be open for registration at 4-7 p.m. on April 13 and again from 8 a.m. to 7 p.m. on April 14. Parents should bring a copy of their child's birth certificate,

social security number and im m u nization records. A Spanish interpreter will be available from 5-7 p.m. on both days.

To expedite the registration process, all forms can be completed ahead of time.

Documents are located at w w w . Pendleton.k12.or.us. If a parent or guardian cannot attend the registration, they can contact any elementary school for an informational packet or call the Pendleton Early Learning Center at 541-966-3300.

The class was free to attendants and was made possible through a five-year Oregon Health Authority (OHA) grant.

Suman Barkhas, Master TCMBB Trainer for the OHA, was the instructor. In the past five years, Suman has taught around 600 individuals to become instructors of TCMBB and the Pendleton training was the final phase.

Developed by a team of researchers at the Oregon Research Institute, TCMBB is an evidence-based program for Falls Prevention for Older Adults, according to an email sent by Helena Wolfe, Health P revention Co o r d i n a tor a t C A P E C O Agency on Aging.

"Research has shown that people who complete the program are half as likely to fall and are less fearful about falling," said Wolfe. "The program is intended for community-dwelling older adults aged 60 and older, who can walk easily with or without assistive devices. Participants should practice the program at least twice a week for 12 weeks in a class taught by an authorized instructor."

The Community Health Department at YTHC sent staff to the training as "an effort to increase the number of people who can work both one-on-one and in class settings to offer classes for fall prevention," said Tania Wildbill, Life CoachCommunity Outreach at Yellowhawk.

Corrine Sams, one of the new instructors who works for the CTUIR Department of Children and Family Services (DCFS), said the class was empowering and that she plans on sharing TCMBB with anyone who w a nts to learn. She See Tai Chi Pa e 24B

Briefly Adams Day activities April 16 ADAMS — Adams Day festivities are scheduled for April 16 for the opening day of Little League baseball.

The day will begin with the Adams Ladies Club selling biscuits and gravy, coffee, cinnamon rolls, and slices of pie from 7-10 a.m. in the Friendship Center.

The parade will commence at 9 a.m. and those interested in entering can bring registrations to South Main at 8 a.m.

After the parade, the Triangle Little League games will be at held at Loiland F ield o n N o r t h M a i n a n d c o n t i n u e throughout the day. Many vendors, food booths, and crafters will be set up in the Adams City Park from 8 a.m. to 3 p.m.

SANTA BARBARA, Calif. — A candidate in Santa Barbara County, California, is taking a cue from Republican presidential front-runner Donald Trump w h en it comes to dealing with the Santa Ynez Band of Chumash Indians.

Karen Jones told The Santa Barbara I ndependent that she isn't "afraid" t o stand up to the tribe. "Maybe we should build a wall around the casino and make them pay for it," she was quoted as saying. Trump has proposed the same in dealing with Mexico.

The comment was likely made in jest but the tribe has faced serious opposition from the county to its land-into-trust efforts and to the 5160 million expansion of the Chumash Casino Resort. One of

the main instigators is 3rd District supervisor Doreen Farr, who is not seeking re-election.

Jones — whom the Independent describes as a "former Tea Partier" — would likely carry on that agenda despite admonitions from key members of Congress.

She is among five people running for the 3rd district seat.

The tribe's expansion is expected to be finished in mid-May. It features a 12-story hotel tower with 215 rooms, 75,000 additional square-feet of gaming space, a 20,000 square-foot pool deck, new food and beverage venues and a parking garage with 584 spaces.

DID YOU KNOW? The Walla Walla and Umatilla are river peoples among many who shared the Big River (Columbia).

The Cayuse lived along the tributary river valleys in the Blue Mountains. The Tribes lived around the confluence of the Yakama, Snake, and Walla Walla rivers with the Columbia River.

The river system was the lifeblood of the people and it linked many different people by trade, marriage, conflict, and politics. The people fished, traded, and traveled along the river in canoes and over land by foot.

The Walla Walla, were mentioned by Lewis and Clark in 1805 as living along the Columbia just below the mouth of the Snake River as well as along the Yakama, Walla Walla, and Snake Rivers. The Walla Walla included many groups and bands that were often referred to by the village whence they originated from such asthe Wallulapums and Chomnapums.

The Walla Walla and the Umatilla were a part of the larger culture of Shahaptian speaking river people of southeastern Washington, Northeastern Oregon, and Western Idaho.

EACH YEAR, THE GEORGE ST. DENIS POST 140 8 LADIES AUXILIARY invites the CTUIR community to celebrate the American Legion Birthday. This year was the 97th Annual Celebration. Unfortunately, the event was canceled due to the tragic event that took place in the early morning hours of 03/19.

Because of the generosity of various organizations and individuals, the BAAD Tournament received a delicious, hot meal. We give a big thank you to Fish 8 Wildlife Commission for the salmon; Elders Committee/Senior Center for financial support and buffalo; and Department of Children 8 Family Services for decorations.

First and foremost thanks to Andi Scott who took the lead on planning and coordinating the memorial. S h e created and printed the name tags for the bundles, thank you cards and the memorial program. Levi Morrison who was all round guy helping out in a bit of everything.

Toni Cordell, Vets Coordinator for assisting with ordering his stone from the Veterans Administration. We very much appreciate Gil Calac who is longtime friend and member of the Yakama Warriors Association for coming over to assist at the graveside and Longhouse services. For Stanley Andy from Yakama who stepped up to lead the religious services at the graveside and Longhouse. Much gratitude to Chief Jesse (Wup) Jones who is has been family friend forever for being the Speaker during the giveaway and meal.

Finally, kudos the young family members who helped make bundles, assisted on the floor during the giveaway and serving the meal: Rachel Ellenwood, Rachel Matamoros, TJ Van Pelt, Judith Scott, Seth Scott, Anthony Matamoros, Ju Ju (Julianah) Matamoros, Bae Bae (Brianah) Matamoros, Teata Oatman, Wilbur Oatman, and Eva Oatman. Thank you to all the Public Works staff for assistance that you provide during these community events but for my brother's memorial we worked with Alaina Mildenberger, Joe Ball and Mitch Hayes.

It is very hard to lose a close family member and I am grateful for having my nieces and nephews tostep up and help out anyway they can.

We have a sister Stella Shillal Brown who lives in Seattle but has not been able to come home for years because she is disabled. Our family is dwindling down rapidly.

Like I said at his funeral, my brother is the last of the Shillal bloodline and he is very proud of being a Shillal and missed our father dearly.

When visiting us, he would reminisce about our childhood and say "my dad" and I would correct him with, "umm our dad". Again thank you to all those who contributed and to those who attended.

BIGGS JUNCTION — Suspicious activity reported along Interstate 84 near milepost 119 led to the arrest of two men for poaching two of the California bighorn sheep that have become a favorite viewing attraction for motorists on the freeway since the herd was reintroduced to the area in 1993.

According to the Oregon State Police, the reporting party at about 9:45 a.m.

More OSP troopers responded to assist with the search. Troopers found Cody J. Plagmann, 28, from Troutdale, at about 4 p.m., hiding along the railroad tracks two miles to the east of the initial scene.

T heir i n v e s t i g a t io n r e v e aled t h a t Plaggman and Samora had worked together to shoot and remove the heads of the bighorn sheep, according to the OSP news release.

Both bighorn sheep were recovered, but were not able to be salvaged.

Plagmann was arrested and lodged at Northern Oregon Regional Correctional Facility in The Dalles for taking /possessing of bighorn sheep, wasting of a game animal, and hunting on another' s cultivated or enclosed land.

Samora was arrested for aiding in a game violation and lodged at the same facility in The Dalles.

Imnaha pack may have been splitting up ODFW kills 4 wolves after five confirmed acts of depredation within one month SALEM, Ore. â&#x20AC;&#x201D; There were four specific wolves that biologists for the Oregon Department of Fish and Wildlife were gunning for March 31 and they got all four.

The alpha male, alpha female and two young wolves were shot and killed shortly after ODFW issued a kill order as a result of five acts of depredation against livestock within a month.

"We focused our lethal control efforts on the four wolves that we know are associated with the depredations," Michelle Dennehy of ODFW said. "Other members of the pack are not involved. They' re in a separate area and we didn't focus on them."

Dennehy said that the alpha male is 10 years old and the alpha female has walked with a limp ever since she joined the pack.

"Wildlife biologists believe, and you can understand, that as wolves grow old or if they' re injured, they are going to be unable to hunt their traditional wild prey. They (biologists) believe that could be playing a role in the pack's behavior."

Conditions must be met before ODFW can authorize lethal control of w o l ves.

The agency has to confirm at least two depredations of livestock in the area, the person requesting lethal action must have documented failed attempts to solve the situation through non-lethal means, and there can be no circumstances (like bone piles) that attract wolves. In addition, the person filing the request has to have complied with all laws and conditions of any grazing permit.

ODFW says on the private land in the upper Swamp Creek region in Wallowa County that non-lethal measures were being used and no attractants were present.

The attacks were on both sheep and cattle.

The sheep producer had utilized midnight spotlighting, had three livestock protection dogs with the sheep around the clock, had three-times-a-day checks of the sheep and utilized a range rider who patrolled the area and hazed the wolves if they were seen. The cattle producer delayed pasture rotation to keep his animals closer to a public road, pastured the yearlings with the cows, made frequent checks in association with calving cattle, and also had a range rider patrolling and hazing any wolves that were seen.

Dennehy said that biologists believe the pack might have been splitting up.

traveling together, while other members of the pack have been spending time in an area away from the preying wolves.

T his is th e t h i r d t i m e O D F W h a s used lethal control for wolves since they returned to the state in the early 2000s.

Two wolves were killed after a number of losses in 2009, and two wolves from the Imnaha pack were killed in 2011 because of chronic livestock depredation in 2011.

ODFW says there are 110 wolves living in Oregon at the end of 2015. That number represents only the wolves that the agency has direct proof of existing. The wolf population grew by 36 percent over 2014.

WINDOW ROCK, Ariz. (AP) — A Navajo Nation jury has convicted a tribal lawmaker on 10 criminal counts in a case that centered on his approval of nearly S54,000 in tribal funds for his family.

The jury spent less than three hours deliberating Wednesday before finding Mel Begay guilty. He faces the loss of his legislative seat, jail time and fines on

tribal charges of conspiracy and submitting or permitting false vouchers.

Begay's attorney, Jeffrey Rasmussen, says Begay wasn't given a fair trial and will appeal the conviction.

Sentencing is set for May 17.

Begay's trial was the first of two in an investigation of a discretionary fund meant for Navajos facing extreme hardship.

The latest order comes after President Llevando Fisher declared a state of emergency on Tuesday. The executive order bans any nontribal member involved in drug activity from being on the reservation.

Tribal council also plans to update tribal codes so they can prosecute drugrelated crimes.
