Summer 2022

Senior Center Hosts COVID Testing Site COVID-19 testing is now available by appointment at the Concord Senior Center, 2727 Parkside Circle. PCR tests, which are considered more reliable than rapid tests, are being conducted on the front patio of the Concord Senior Center from 9 a.m. to 4 p.m., Monday through Friday. Test results are typically available within 1-2 days.

Appointments can be made by visiting cur.tv/concord or calling 888-702-9042. No health insurance is required. However, individuals with health insurance will be asked to provide their health insurance information, and Curative will bill the insurance company.

Council to Allocate $19M in Federal Funds At public meetings this spring, the City Council is scheduled to consider community and staff recommendations for how Concord can best utilize $19 million of one-time federal recovery funding. Council will receive a report summarizing the significant feedback that residents, businesses, and nonprofit organizations have provided through surveys, community meetings, and direct correspondence. They are expected to consider and allocate the funding before June 30. The funding, which is a result of the American Rescue Plan Act (ARPA) passed by Congress last spring, is intended to help communities recover from the impacts of the COVID-19 pandemic. Redistricting Process Concludes with Updated District Map Following four public hearings, two workshops, and significant community outreach which began in fall 2021, Concord's Redistricting process is nearly complete. During the process, the City received draft maps from members of the public and many ideas from the public about boundaries and neighborhoods of concern. Council also weighed in, providing direction to the City’s independent demographer in a series of public meetings. Based on the public and Council feedback, 11 draft plans were created and shared on the City’s website and, after more public input, they were further refined for public review. At its March 1 hearing, Council received additional public feedback and provided further direction to the demographer, who was asked to provide a final version for review (pictured here with corresponding demographic information). At press time, the final map was expected to be approved by the City Council at a public hearing scheduled for April 5. Final maps are due to Contra Costa County by April 17, and the updated districts will be used for the City’s elections until they are updated again based on the 2030 census. Once finalized, the new district map will be posted to the City’s web page: cityofconcord.org/redistricting.

Construction Projects to Commence With the construction season of 2022 about to kick off, major arterial rehabilitation residents will see their Measure V dollars going to work coming in 2023. These projects again on Concord’s roadways. Next, the long-awaited East and Grant streets – Complete Streets project includes repaving from Salvio Street to under CA-242 at Solano Way, as well as adding bike lanes and green infrastructure improvements. In the summer, pothole and base repairs on Bates Ave and Port Chicago Hwy north of State Hwy 4 will significantly improve road conditions at this gateway to Concord’s thriving industrial commercial area. Throughout 2022, Measure V also enables upgrades to the City’s traffic signals and fiber backbone as part of the Broadband Master Plan, and in anticipation of

Lastly, in the fall, another round of Citywide pothole and base repairs will address “patch paving” along many of Concord’s heaviest traveled roadways, improving the ride quality for all our residents, businesses, and visitors. As a sneak preview of coming attractions, currently design is underway on six major residential pavement maintenance projects and three major arterial rehabilitations, including Treat Blvd, all scheduled for construction in 2023.


Council Prioritizes Fiscal Stability, Roadway Maintenance, and Homeless Services Since the Great Recession of 2007-09 took a severe toll on the American economy, the City of Concord has been focused on economic recovery and long-term fiscal stability that would not only enable it to continue providing essential services, but would replenish and strengthen its reserve to weather any future storm. The COVID-19 pandemic was that storm, and Concord braced for the inevitable drop in revenue. Fiscal Year 2019-20 General Fund revenues were anticipated to come in $6.2 million lower than expected, so Council made the tough decision to stabilize the budget through reserve spending and deep cuts to the FY 2020-21 budget. Fortunately, FY21 revenues came in higher than anticipated, and the City ended the year with a $10.5 million budget residual in the General Fund, and a $3.6 million residual for Measure V, Concord’s voter-approved sales tax. These are one-time funds that the Council allocated during its March 8, 2022 regular meeting. In addition, the recent meeting served as a mid-year budget update, and FY22 revenues are also coming in higher than projected. The budget residuals and the higher current-year revenues also enabled the City

Council to make some much needed investments in restoring the City’s reserves, service levels, roads and infrastructure, homeless services, and paying down unfunded liabilities. Recognizing that the Concord’s staffing levels are at their lowest level in decades, Council funded the return of 17 essential positions across the City. These positions will stabilize City operations and allow for the return of certain services that were reduced during the pandemic, such as re-opening the police department lobby, returning some code enforcement and parks programs, and addressing the backlogged maintenance needs of our parks, buildings, and roadways. Council also directed one-time dollars into the City’s five-year Capital Improvement Program (CIP), which is a robust plan to invest in the significant improvement of Concord’s roads and infrastructure. While many major projects are currently in the design phase, construction will kick-off Citywide in spring of 2023. The Fiscal Years 2022-23; 2023-24 CIP will be reviewed by the community and Council in May and June of this year. Check Out Concord Library’s Novel Look

The Concord Library completed the Children's Area “Refresh” in January 2022. The project was a collaboration between the Contra Costa County Library and the City of Concord. New shelving, seating, and carpet were added in areas, and the room was painted in bright, colorful, and inviting colors. It also features an inclusive Holiday Collection that will continue to grow, highlighting important holidays like Ramadan, Passover, and Diwali.

Affordable Housing Project Secures Needed Funding Thanks to a grant from the state and funds that were previously allocated by the City of Concord, Resources for Community Development (RCD) has secured all necessary funding to move forward with the construction of Galindo Terrace, the 62-unit affordable housing project located at 1313-1321 Galindo Street.

Galindo Terrace, which is expected to break ground this summer, will house veterans, seniors, families, and people with disabilities. This project is also anticipated to provide job readiness programs to tenants and partner with the Veterans Administration to assist veterans.

In May 2019, the Concord City Council awarded $7.8 million to RCD to provide affordable housing to extremely low- and low-income households (30% to 80% of area median income). The City’s funds have leveraged an additional $56 million in County, State and private funds, despite recent funding impediments at the state and federal levels. The funds that were recently awarded by the state are part of the California Housing Accelerator, a $1.75 billion investment to provide bridge funding to shovel-ready projects.

White Pony Express Introduces Food Rescue App White Pony Express is on a mission to end hunger in Contra Costa County and now it’s easier than ever to volunteer with their brand-new White Pony Express app. This is a volunteer-powered, entirely new collection and distribution system for smaller, more frequent food donations. With the app, food donors can signal when they have excess food. An available “food runner” volunteer then picks up and delivers the food directly to a matching food recipient organization. White Pony Express hopes to use this app in part to respond to food outlets, such as restaurants, that are now required to recycle their food waste under the new California law (SB 1383), which went into effect Jan. 1. Also, under this law, by 2025, 20% of currently disposable food waste must be recovered for human consumption. Becoming a Food Rescue Hero is EASY as 1-2-3: 1.

Food rescue prevents healthy, fresh food from being wasted by delivering it to families in need. If you are a local restaurant or catering company, you can set up regular or one-time food rescue pick-ups by contacting Pete at peterolsen@whiteponyexpress.org. Concord residents, including the city’s restaurants and other food establishments, are eligible to use this app.

Zonehaven Shares Real-Time Evacuation Information The Concord Police Department has partnered with the Contra Costa Fire Protection District to launch Zonehaven, a platform that allows residents to view real-time evacuation information, including evacuation routes, shelters, and resource centers in their immediate area. The map is updated in real time, so residents can check regularly for zone status information. Knowing what to do before, during, and after an emergency evacuation is critical to saving lives. And understanding your emergency zone is a valuable tool for emergency preparedness. During an emergency, residents of affected zones will be alerted using a variety of tools, including the county warning system, social media such as Twitter, Facebook and Nextdoor, and door-to-door warnings when possible. Swimming Important information when visiting the pool… •

All swimmers are required to self-check prior to arriving for their swim. If you do not feel well, exhibit flu like symptoms, fever of 100.4 degrees or higher, cough, shortness of breath, difficulty breathing, loss of taste or smell please don’t come to the pool until symptoms have completely subsided.

The restrooms, showers and changing areas will be open for use.

•

The pool will continue to follow all required State and County Health guidelines, including masking requirements, if any, as posted at the pool entrance.

Please continue to exit the facility through the side gate located next to the snack shack building and tennis courts.

•

Lap swimmers may swim anytime during the lap swim times listed in the lap swim schedule.

•

If you are sharing a lane with another swimmer you are required to circle swim. Please swim down the right side of the lane and back up to the right side of the lane.

•

Please continue to bring your own personal lap swim equipment.

Your child will love all the fun-filled traditions of overnight CAMP! Grow, explore, play, connect with nature, make new friends, and have fun in a safe and supervised environment. The City of Concord Preschool program was established in 1991 and has served over 6,500 families since its establishment. Some of our teachers have been with the program for over 25 years!

Scholarship Program is available to adults 50+ residing in Concord who wish to participate in the Senior Center Program. Quality Assurance and Credits/Refunds

Try our classes. If, after attending the first class, you are not happy with the quality of the program, call us right away. Tell us what was wrong so we can make it right. If you call before the second class we will give you a full refund or credit. There are no refunds for non-attendance, one-day workshops, trips or materials fees. Refunds due to course cancellations can take up to 2 to 4 weeks to process. A credit left on a customer’s account will expire 12 months after the date of issuance.

Withdrawals and Transfers

If you wish to drop or transfer to another session, call us at least five full working days before the start date for a refund or credit. $5.00 Withdrawal Fee applies to all cancellations. Total Fees $ WAIVER AND RELEASE FROM LIABILITY / ASSUMPTION OF RISK I, the undersigned, wish to participate in one or more activities (hereinafter collectively referred to as “the Activity”) conducted in collaboration with the City of Concord’s Parks & Recreation Department. I am aware that serious accidents and injuries occasionally occur during recreational pursuits such as the Activity. In consideration of my participation in the Activity, I knowingly and voluntarily assume all risks arising therefrom, and on behalf of myself, my heirs and assignees release the City of Concord, its officers, agents, employees and volunteers from any and all claims, liens, damages, lawsuits, or liability for property damage, injury or death, resulting from, arising out of, or in any way connected with my participation in the Activity. I agree and acknowledge that this Waiver and Release From Liability/Assumption of Risk shall apply even in the event that I suffer death, personal injury, or property damage as the result of passive or active negligence on the part of the City of Concord, its officers, agents, employees, or volunteers of the City (with the exception of sole, active negligence, or willful misconduct). In the event that the individual participating in the Activity is a minor, I certify that I am his/her parent or legal guardian and I give my permission for him/her to participate in the Activity. I understand my signature is a legal and binding signature and will be considered original if received by fax. USE OF PARTICIPANT PHOTOGRAPHS/VIDEO In addition to the forgoing, I give consent to Concord Parks & Recreation Department or any other media agency authorized by the City of Concord to photograph or video me (or the minor on whose behalf I am signing this waiver), and to use such photographs/video footage in brochures, newspapers, social media, or other forms of media describing City of Concord activities. I agree to advise the City of Concord Parks & Recreation Department in writing if I do not agree to the forgoing. COVID-19/CORONAVIRUS LIABILITY WAIVER AND RELEASE, AND INDEMNITY AGREEMENT On behalf of myself and/or my son, daughter, or person for whom I serve as legal guardian (the “Participant”), I acknowledge with my signature that the Participant wishes to participate in a City of Concord Parks & Recreation Department activity or program (“activities or programs”). I understand that by participating in City of Concord activities and programs there is an inherent risk of potential exposure to infectious diseases, including but not limited to COVID-19/Coronavirus. The risk of potential exposure cannot be eliminated. On behalf of myself, the Participant, my heirs and dependents, personal representatives, assigns and insurers, I now voluntarily and knowingly release and hold harmless the City of Concord, its officers, employees, volunteers, agents, successors in interest, insurers, contractors, suppliers, vendors, assigns, and any persons or entities with which/whom the City is affiliated (hereinafter collectively referred to as the “City”), from any and all liability, lawsuits, or claims for injuries, death, or property damage resulting from, arising out of, or in any way connected with Participant’s participation in the activities and programs (collectively “Claims”), including but not limited to Claims arising out of or in any way related to any emergency medical care administered, any illness or infection or disease, and COVID-19 or Coronavirus related health issue or exposure. This waiver and release shall apply even in the event that such personal injury, death, or property damage is caused or contributed to in whole or part through the passive or active negligence of the City (with the exception of sole, active negligence). I agree to defend, hold harmless, and indemnify the City from and against any and all Claims (including attorney’s fees) arising out of, or in any way related to Participant’s participation in the activities and programs, any actual or alleged negligence of myself or Participant, any emergency medical care administered, any illness or infection or disease, and/or COVID-19 or Coronavirus related health issue or exposure. I/WE HAVE READ THIS WAIVER AND RELEASE IN ITS ENTIRETY. I/WE FULLY UNDERSTAND IT, AND RECOGNIZE THAT THIS WAIVER AND RELEASE IS A LEGALLY BINDING DOCUMENT. TRIPS&TOURS 2022 Day Trips & Tours

Travel Safely

Day Trips are travel programs that don't require an overnight stay. Payment must be made in full at the time of registration.

To maintain a safe travel environment, the City will follow the latest health guidelines and protocols set by the local and state public health departments. Contact the Program Coordinator for further clarification.

Extended Travel Extended Travel programs require overnight stays while traveling domestically or internationally. A booklet may be picked up at the Concord Senior Center with registration details and full itineraries for each destination.

How To Participate Read the descriptions of the travel program. Determine if the mobility rating is appropriate for your physical fitness level and health. Visit the Concord Senior Center or contact us at 925-671-3017 to learn more details about the trip and registration. The travel programs are open to all adults 50 and better, no membership is required to join.

Transportation Roundtrip transportation for Day Trips from the Concord Senior Center will be provided on a commercial motor coach. The motor coach is ADA accessible and features a restroom on board.

Parking Please plan to park in the East parking lot (2nd parking lot) at the Concord Senior Center.

Sold Out & Waitlist If a trip is sold out, a waitlist will be formed. If there’s a cancellation, Senior Center staff will contact interested travelers on the waitlist with more information.

Trip Minimums Trips may need to be cancelled up to 30 days in advance if minimums are not met. Help us spread the word about upcoming trips to avoid potential cancellations.

Cancellations & Refunds As a result of the passenger minimums, refunds will not be permitted within 30 days of a day trip. Refunds must be requested at least 30 days before a trip departure date. Refunds may be subject to a $5 cancellation fee. Trips are rain or shine.

Walking Levels Level 1 At a leisurely pace, this trip involves minimal physical activity, such as boarding a motor coach, light walking (only up to a few city blocks), and short periods of standing. This level would be wheelchair, cane, and walker accessible. Level 2 This trip may require some periods of standing and light walking along stairs, inclines, and uneven surfaces. This trip would likely not be accessible for wheelchairs, canes, or walkers. Level 3 This trip may require substantial periods of walking and standing, sometimes on uneven terrain or stairs. This trip would not be accessible for wheelchairs, canes, or walkers.
