Camera Registry The Concord Police Department is building a Community Camera Registry and seeking help from residents and businesses. Participation is completely voluntary and free of charge. The registry, or map, enables the department to know where cameras are located as well as who owns them; it does not give police or anyone else access to the cameras or live feeds. When an incident or crime occurs, police can refer to the registry and know who to contact to request footage from their camera system for information that can help solve a crime or bring a lost person home.
Concord residents and business owners can learn more about the program and register their security cameras at cityofconcord.org/cameraregistry.
Concord Connect App Did you know you can report any city problem directly through the Concord Connect mobile app? From potholes and graffiti to abandoned vehicles and street light outages, you can connect directly with City staff to effectively resolve issues in the community. Simply select the program, enter the address or location, and attach an optional photo. You can access the app through the City’s website, or you can download the Concord Connect app to your smart phone.
Emergency Preparedness Concord’s annual emergency preparedness fair will be held on Thursday, Sept. 1 from 4 to 8 p.m. at Todos Santos Plaza, concurrent with Music & Market. Prepare today for tomorrow’s natural disasters. Learn how to use a fire extinguisher, shut off your utilities, access short wave radio communication, and contact 911 dispatch. Dozens of first responders and partner organizations will be there to meet the community and answer your questions. Don’t miss it!

Residential Anti-Harassment Ordinance Passed In a continued effort to protect Concord tenants, the City Council unanimously approved a Residential Tenant Anti-Harassment ordinance at their June 28 meeting. The ordinance prohibits landlords from interfering with their residential tenants’ peaceful enjoyment of their home. The ordinance is the result of a collaborative effort that considered input received from tenant advocate groups and landlord representatives, and hours of public testimony. It went into effect on July 28, 2022. More information is available on the City’s Housing web page: cityofconcord.org/housing
City Cuts Water Usage in Continuing Drought California is again experiencing a drought, and water agencies are calling on all water users to cut back. In response, Concord has employed several drought-management strategies intended to conserve water while also keeping our parks and landscaping healthy and attractive. Recycled Water: The City uses a recycled water fill station for equipment utilizing water. Street sweepers, sewer cleaners, and tree watering trucks are filled with recycled water at the beginning of work shifts and when feasible throughout the day. Additionally, several medians are irrigated with recycled water. Increased Monitoring: Residents can report water issues such as broken or missing sprinkler heads at parks, medians and other City facilities using the Concord Connect app – cityofconcord.org/ConcordConnect. Just click on “Water Leak or Waste.” Or, call 925-671-3444. Spray Park: The Meadow Homes Spray Park continues to operate at reduced hours and for fewer weeks. Landscape Water Use Reports: Staff developed water budgets with Contra Costa Water District (CCWD) for City medians, streetscapes and parks using domestic potable water sources. Water budgets provide the best

methodology for identifying and maximizing landscape irrigation efficiency. They are created using sitespecific characteristics and real-time weather conditions, and they assist the City in ensuring the most efficient use of water in parks and medians. Priority Areas: Staff has identified active and passive turf areas at City parks. Irrigation in passive areas such as turf bordering athletic fields, playgrounds and buildings, and strips of turf grass in planting areas between sidewalk and curb, will be significantly reduced or turned off completely. Active areas which mostly consist of athletic fields but also include areas based on safety, use, and plant replacement cost, will be given priority watering schedules. Staff will monitor water usage and make adjustments to stay at or below the 15% reduction target. Best Management Practices: Staff is using best management practices such as the addition of mulch to medians and shrub areas to preserve soil moisture, and water leaks in the City’s public spaces are being identified and repaired as quickly as possible. Watering Times: All parks and medians are regularly scheduled to water overnight to prevent water waste from evaporation and encourage proper plant health. Exceptions include irrigation checks, infield watering for sports fields, supplemental watering and valve errors. Further details can be found at cityofconcord.org/droughtmanagement. City staff will continue to monitor the state and local requirements for reducing consumption to ensure that Concord is doing its part to conserve water. Capital Improvement Projects to Launch Immediately At its final meeting in June, the City Council approved Concord’s largest two-year Capital Improvement Program (CIP) budget in the City’s history, as well as the City’s five-year Capital Improvement Plan for fiscal years 2022-2027.
Measure V, the voter-approved use and transaction tax that went into effect in April 2021. In May 2021, the City of Concord leveraged Measure V to borrow $114 million to frontload roadway improvements over the next five years, enabling the muchneeded investments into roadways and infrastructure that were long overdue.
With $121.2 million slated to be invested into the City’s roadways and infrastructure over the next two fiscal years, Concord is poised to make considerable improvements to roadways, infrastructure, and other high-priority capital needs, including: Pavement maintenance Bicycle and pedestrian/ADA accessibility Stormwater management Sewer infrastructure Buildings and grounds maintenance Transportation infrastructure Information technology

Housing Element Draft Submitted to State for Review Following a nine-month process of gathering data and community input, Concord released its draft Housing Element Update (HEU) in May for a 30-day public review period. The overview of the draft plan was presented to the City Council on June 14, and a special meeting was held June 21 to hear public comment and allow time for the Councilmembers to provide feedback and direction to staff. As a required component of the City’s General Plan, the Housing Element contains goals, policies, and programs to address the housing needs of all Concord residents from 2023 to 2031, including the City’s Regional Housing Needs Allocation of 5,073 units.

Following another public review period, staff will send it to the California Department of Housing and Community Development (HCD) for a 90-day review, after which HCD will provide comments to the City team for further refinement. Staff will discuss their comments with the City Council in late 2022, revise the document based on Council direction, and return to Council a final time in spring 2023 for adoption. While it is a lengthy and intensive process, updating this document is vital to Concord’s ability to meet its housing needs over the next decade and beyond.

Colorful Murals Celebrate Art and Community Nine larger-than-life contemporary murals were installed around Concord in June as part of a special arts collaboration among the City, Visit Concord, and Local Edition. Dubbed “Creative Concord,” the three-week celebration of art included a series of events such as community and local artist painting sessions featuring DJ-spun music, an outdoor retail marketplace experience, a performance by the Blue Devils Drum and Bugle Corps, a dedication ceremony, guided mural tours, and more. Installations that focus on art and culture can invigorate a community’s economy and as well as engage residents and visitors to walk more often while patronizing local businesses along the way. All nine of the muralists are from Northern California, and two are from Concord: Arsenio Baca and Jesse Hernandez aka Urban Aztec. The City of Concord Preschool program was established in 1991 and has served over 6,500 families since its establishment. Some of our teachers have been with the program for over 25 years!

Meet Miss Missy
New teacher alert! This will be Miss Missy’s first year teaching in the 4’s M-F class at Centre Concord. Miss Missy grew up in San Mateo, has been teaching preschool since she was 18, and later received her Bachelor’s degree in education. After stepping back from teaching to raise her family, Miss Missy’s love for children called her back. She believes a child’s imagination and individuality is what makes each day fun and exciting. Café Costa by Meals on Wheels Diablo Region (MOWDR)
Open to adults 60+ and younger spouses. Meals are served Monday, Tuesday, Wednesday and Thursday at 11:30a.m. Reservations are required and must be made by 11:30 a.m. the day before by calling 925-825-1488. Donations to cover the cost of food are accepted. The suggested donation is $3.00, but is not required. Seniors can receive 5 frozen take-out meals on Thursdays if not eating in the dining room.

A partnership with the City of Concord, this program matches seniors who need affordable housing with homeowners in the in the area and assists with housing agreements for all parties involved. Scholarship Program is available to adults 50+ residing in Concord who wish to participate in the Senior Center programs. Complete an application indicating your activity choice(s) and return it to the Senior Center with supporting documents. Approved applicants can receive up to $100 per year with a $5 co-pay. Applicants will be notified when the scholarship application is approved.

Day Trips & Tours
Parking
We define trips and tours that don’t require overnight stays as day trips. Day trips may include admissions to various attractions, museums, shows, and more! Payment must be made in full at the time of registration.
Please plan to park in the east parking lot (2nd parking lot) at the Concord Senior Center for pick-up and dropoff during scheduled day trips.
Extended Travel Any trip or tour that requires an overnight stay is considered extended travel. Trip booklets for an extended travel program, with registration details and full itineraries for each destination, may be picked up at any of the Community Centers.
How To Participate Read the description of the travel program. Determine if the mobility rating is appropriate for your physical fitness level and health. Register for a program online, in-person or over-the-phone with our registration staff at any of the Community Centers.
Transportation Roundtrip transportation from the Concord Senior Center will be provided on a commercial motor coach. The motor coach bus will feature a restroom on board.
Sold Out & Waitlist If a trip is sold out, a wait list will be formed. If additional seats become available, registration staff will contact persons on the wait list with more information on a firstcome, first-served basis.
Trip Minimums A travel program may need to be cancelled if minimums are not met up to 30 days in advance of the departure date. Help us avoid cancellations by spreading the word about upcoming trips and registering early.
Cancellations & Refunds As a result of the passenger minimums, refunds will not be permitted within 30 days of a day trip. Refunds must be requested at least 30 days before a trip departure date. Refunds and withdrawals will be subject to a $5 cancellation fee. Trips are rain or shine.

Walking Levels
To maintain a safe travel environment, the City will follow the latest health guidelines and protocols set by the local and state public health departments. Contact the Program Coordinator for further clarification.
Level 1: Easy At a leisurely pace, this trip involves minimal physical activity, such as boarding a motor coach, light walking (only up to a few city blocks), and short periods of standing. This level would likely be wheelchair, cane, and walker accessible.
Level 2: Moderate This trip will involve extended periods of standing and walking along stairs, inclines, and uneven surfaces. This trip would likely not be accessible for wheelchairs, canes, or walkers.
Level 3: Strenuous This trip will require substantial periods of walking and standing, sometimes on uneven terrain or stairs. This trip would not be accessible for wheelchairs, canes, or walkers.

Swimming Important information when visiting the pool… •
We will no longer utilize the Lap Swim registration process. Lap swimmers may show up to swim anytime during the lap swim times listed below in the lap swim schedule.

All swimmers are required to self-check prior to arriving for their swim. If you do not feel well, exhibit flu like symptoms, fever of 100.4 degrees or higher, cough, shortness of breath, difficulty breathing, loss of taste or smell please don’t come to the pool until symptoms have completely subsided.

If you are sharing a lane with another swimmer you are required to circle swim. Please swim down the right side of the lane and back up to the right side of the lane.

The restrooms, showers and changing areas will be open for use.

Please continue to bring your own personal lap swim equipment.

Try our classes. If, after attending the first class, you are not happy with the quality of the program, call us right away. Tell us what was wrong so we can make it right. If you call before the second class we will give you a full refund or credit. There are no refunds for non-attendance, one-day workshops, trips or materials fees. Refunds due to course cancellations can take up to 2 to 4 weeks to process. A credit left on a customer’s account will expire 12 months after the date of issuance.
Withdrawals and Transfers
If you wish to drop or transfer to another session, call us at least five full working days before the start date for a refund or credit. $5.00 Withdrawal Fee applies to all cancellations. Please note: Programs with different cancellation fees are noted and only the higher fee applies, not both. No refunds for non-attendance, one-day workshops, trips or materials fees.

Total Fees $ WAIVER AND RELEASE FROM LIABILITY / ASSUMPTION OF RISK I, the undersigned, wish to participate in one or more activities (hereinafter collectively referred to as “the Activity”) conducted in collaboration with the City of Concord’s Parks & Recreation Department. I am aware that serious accidents and injuries occasionally occur during recreational pursuits such as the Activity. In consideration of my participation in the Activity, I knowingly and voluntarily assume all risks arising therefrom, and on behalf of myself, my heirs and assignees release the City of Concord, its officers, agents, employees and volunteers from any and all claims, liens, damages, lawsuits, or liability for property damage, injury or death, resulting from, arising out of, or in any way connected with my participation in the Activity. I agree and acknowledge that this Waiver and Release From Liability/Assumption of Risk shall apply even in the event that I suffer death, personal injury, or property damage as the result of passive or active negligence on the part of the City of Concord, its officers, agents, employees, or volunteers of the City (with the exception of sole, active negligence, or willful misconduct). In the event that the individual participating in the Activity is a minor, I certify that I am his/her parent or legal guardian and I give my permission for him/her to participate in the Activity. I understand my signature is a legal and binding signature and will be considered original if received by fax. USE OF PARTICIPANT PHOTOGRAPHS/VIDEO In addition to the forgoing, I give consent to Concord Parks & Recreation Department or any other media agency authorized by the City of Concord to photograph or video me (or the minor on whose behalf I am signing this waiver), and to use such photographs/video footage in brochures, newspapers, social media, or other forms of media describing City of Concord activities. I agree to advise the City of Concord Parks & Recreation Department in writing if I do not agree to the forgoing. COVID-19/CORONAVIRUS LIABILITY WAIVER AND RELEASE, AND INDEMNITY AGREEMENT On behalf of myself and/or my son, daughter, or person for whom I serve as legal guardian (the “Participant”), I acknowledge with my signature that the Participant wishes to participate in a City of Concord Parks & Recreation Department activity or program (“activities or programs”). I understand that by participating in City of Concord activities and programs there is an inherent risk of potential exposure to infectious diseases, including but not limited to COVID-19/Coronavirus. The risk of potential exposure cannot be eliminated. On behalf of myself, the Participant, my heirs and dependents, personal representatives, assigns and insurers, I now voluntarily and knowingly release and hold harmless the City of Concord, its officers, employees, volunteers, agents, successors in interest, insurers, contractors, suppliers, vendors, assigns, and any persons or entities with which/whom the City is affiliated (hereinafter collectively referred to as the “City”), from any and all liability, lawsuits, or claims for injuries, death, or property damage resulting from, arising out of, or in any way connected with Participant’s participation in the activities and programs (collectively “Claims”), including but not limited to Claims arising out of or in any way related to any emergency medical care administered, any illness or infection or disease, and COVID-19 or Coronavirus related health issue or exposure. This waiver and release shall apply even in the event that such personal injury, death, or property damage is caused or contributed to in whole or part through the passive or active negligence of the City (with the exception of sole, active negligence). I agree to defend, hold harmless, and indemnify the City from and against any and all Claims (including attorney’s fees) arising out of, or in any way related to Participant’s participation in the activities and programs, any actual or alleged negligence of myself or Participant, any emergency medical care administered, any illness or infection or disease, and/or COVID-19 or Coronavirus related health issue or exposure. I/WE HAVE READ THIS WAIVER AND RELEASE IN ITS ENTIRETY. I/WE FULLY UNDERSTAND IT, AND RECOGNIZE THAT THIS WAIVER AND RELEASE IS A LEGALLY BINDING DOCUMENT. Nestled in the south side of Concord off Clayton Road and Ygnacio Valley Road, this venue is an elegant meeting and banquet facility. The large ballroom can accommodate 400 guests or be subdivided into smaller rooms for seminar or workshop rooms. On-site parking and fully equipped commercial kitchen available.

Just five minutes off Highway 4 and minutes away from downtown Concord, the center is a great place to have your special event. The main hall seats 200 guests while two smaller rooms are available for smaller functions of up to 50 people. Rooms can be rented separately or together to allow extra flexibility for your event.

The Concord Senior Center, conveniently located in Baldwin Park, greets you with ample parking, an inviting grassy lawn and patio. Inside, a comfortable lobby leads to the main event space, Wisteria Hall, which boasts a stage and space for banquet dining and dancing for up to 160 guests. An attached full-service kitchen is included in the hall rental. Also available to rent are smaller rooms for 20-50 people.

Located in beautiful Markham Nature Park, and surrounded by lush grass, a babbling creek and gorgeous flowers, the Arbor is an ideal setting for outdoor wedding ceremonies. Seats 125 guests. Available Saturday and Sunday through October 15.
