City News News in Brief

Fall 2021

New Assistant City Manager Public Works Director Justin Ezell has been named Concord's new Assistant City Manager. In his new role, Ezell will assist City Manager Valerie Barone in leading the organization as a whole, and he will specifically oversee three departments, including the City Manager’s Office, Parks and Recreation, and Information Technology.

Justin Ezell, Assistant City Manager

Ezell will also lead several major projects, including efforts to seek community input related to redrawing district boundaries based on 2020 Census data, advocating to state lawmakers in support of City priorities, updating the City’s solid waste regulations, and continuing the City’s work to help the community recover from the COVID-19 pandemic. Ezell has served as Concord's Public Works Director since 2012.

City Facilities Reopen With more than 60 percent of Concord residents fully vaccinated, City facilities including the main Civic Center campus, the Concord Senior Center, Centre Concord, the Police Department and the Public Works office were able to reopen in early July after being closed to the public for 16 months. In-person Council meetings are also expected to resume this fall. Due to decreased staffing levels, some City facilities will have limited hours, including closing for the lunch hour. To find out when each department or public counter will be open and who to call when they are closed, please visit www.cityofconcord.org/cityhours. Thanks to the June 15 reopening of the state economy and the elimination of California’s color-coded tiered system, more community events were also able to return to Concord, including the Music & Market series which runs every Thursday through September 30. Public health officials continue to encourage everyone to get vaccinated. All people age 12 and over are eligible to receive the COVID-19 vaccine at no cost through Contra Costa Health Services (CCHS), even if they do not work or live in Contra Costa. All CCHS sites accept walk-ins, but you can also schedule an appointment online www.coronavirus.cchealth.org/get-vaccinated or by phone at 1-833-829-2626.

City Passes Two-Year Budget Despite a year’s worth of significant financial losses due to the COVID-19 pandemic, the City of Concord passed a two-year budget that maintains city services. It also prioritizes helping the community recover from the pandemic, enhances support to the unhoused, and establishes the City’s first Mental Health Evaluation Team. Concord strives to achieve and maintain a balanced and stable operating budget – a goal made more difficult by the loss of more than $10 million in general fund revenue as a result of the pandemic. In June 2020, the City Council made difficult decisions to balance a shrinking budget. Through Council leadership, employees’ participation in pay and benefit reforms, downsizing the organization over time while prioritizing essential services, and through voter support of Measure V, Concord was able to achieve a balanced budget for FY 2022-23. The new general fund operating budget, which went into effect on July 1, projects $105.9 million in revenue – of which 44% is from sales tax (including Measure V) and 29% is from property tax – and $108 million in expenditures. The FY 2021-22 budget includes spending $2.1 million of reserves, which the City anticipates will be restored by federal aid through the American Rescue Plan Act (ARPA).

Passed by Congress in March 2021, ARPA is intended to speed up recovery from the economic and health effects of the pandemic and the resulting recession. The City Council will receive their first presentation on ARPA at their August 24 Council meeting. The new budget also relies on voter-approved Measure V funding, which took effect April 1, 2021. Last November, Concord voters supported the passage of Measure V, a one-cent transaction and use tax (sales tax), which replaced the former Measure Q. Measure V is expected to generate approximately $27 million annually in local funding that cannot be taken by the State. Of this, approximately $10.7 million will be used to support general fund operations, and approximately $12.5 million will be used to support road and infrastructure maintenance (see article on Capital Projects). Despite significant financial challenges as a result of the pandemic, Concord is able to protect essential City services, in large part due to the passage of Measure V. While the last 16 months have created hardship for cities everywhere, Concord is emerging from the pandemic with a positive financial outlook that enables the City to continue investing in the future.

Capital Projects, Roadway Repairs Get Infusion of Funds Thanks to Concord’s voter-approved Measure V, the Major projects slated for the next two years include City Council has approved an ambitious plan to invest Grant/East Street rehabilitation (including paving, fiber an additional $21 million per year into the repair and and bike lanes), Willow Pass Road repaving and Treat rehabilitation of the City’s roadway network. Through Boulevard paving rehabilitation. a concerted five-year strategy, the pavement upgrades In his June 8 report to Council, Marstall highlighted are projected to not only slow the progressive some of the CIP projects that were successfully deterioration of Concord’s roadways but, for the first completed over the last year, including: time in over a decade, will begin improving the City’s • Denkinger Road pavement rehabilitation pavement condition over time. • Oak Grove Road pavement rehabilitation, phase 2 Measure V, Concord’s one-cent use and transaction tax, is expected to generate approximately $27 million per year – about half of which will be used to fund road projects and infrastructure maintenance as part of the City’s Capital Improvement Plan (CIP). In an effort to put the new Measure V funds to work immediately, Concord was able to take advantage of historically low interest rates and generate $114 million through a tax-exempt debt issuance.

This infusion of funds allows the City to make a near-term impact in addressing backlogged roadway maintenance and infrastructure repairs. “In keeping with our commitment to the residents of the City, Council and staff are moving Concord forward through these next five years of investment in our roadways and other public infrastructure,” said City Engineer Kevin Marstall. The five-year Measure V Investment Plan began in July and it includes projects that will launch during the second half of 2021, including: •

Citywide pothole and base repair work

•

Citywide bridge repairs

•

Clayton Road traffic signal and fiber installation

•

Willow Pass Road signal upgrades

•

Commerce Avenue pavement rehabilitation

•

West Concord/Iron Horse Trail Connection

•

The complete five-year CIP plan can be accessed at www.cityofconcord.org/engineering. Through the web page, visitors can access an interactive CIP Project Map designed to keep residents informed about approved projects. Viewers can select projects by zooming into the map and clicking on location icons or lines, filter projects by type, and click on a project thumbnail. Information regarding the project description, contact information, as well as schedule information for each project is provided.

City Plans for Implementation of Organic Waste Recycling Law The City of Concord and Mt. Diablo Resource Recovery are working together to prepare for a new law that goes into effect in January 2022. Senate Bill 1383, the Short-Lived Climate Pollutants Reduction Act, was passed by California as part of a statewide effort to reduce emissions of greenhouse gasses. Organic waste produces greenhouse gas emissions when it decomposes at the landfill. This bill requires the diversion of this organic waste from the landfill to a composting facility. All businesses that generate organic waste are required to sign up for organics service (including food waste, food-soiled paper, and landscaping waste) under the new law. Some businesses will be required to donate edible food for distribution to people in need. Residents will also be required to sort out food scraps and place them in their green containers. The City and Mt. Diablo Resource Recovery are currently planning for implementation, and anticipate the organic waste diversion program to be fully implemented by January 2023. This includes rolling out organic services to all commercial and residential locations, conducting education and outreach to residents and businesses and establishing food recovery programs. Beginning in 2024, California and the City will begin enforcing these requirements, which could involve fines and penalties if not followed. The State of California initiated these new requirements in 2016; however, the regulations were not finalized until late 2020. The new regulations require the City of Concord to reduce organic waste disposal by 75%, and increase edible food waste recovery by 20%, by 2025. For more information on SB 1383, please visit www.calrecycle.ca.gov/organics/slcp, or you can call the City's Public Works Department at (925) 671-3448.

Community Input Needed on Various Projects The Concord City Council and City staff are working on a number of high-priority projects that require community input. Over the next several months, Concord residents and business owners will have an opportunity to weigh in on the following topics:

Redistricting After every U.S. Census, local public agencies with officials elected by district must review and, if necessary, adjust their voting area boundaries in an effort to ensure each district has approximately the same number of residents. Concord first drew its district boundaries with community input and adopted them in early 2018. The City must now publicly review these boundaries using the 2020 Census data.

8 FALL 2021 

Housing Element Update The City has kicked off an 18-month project to update its Housing Element for years 2023-2031. The Housing Element is a state-mandated process requiring cities to analyze and address the housing needs of all segments of the population through a variety of policies and programs. Concord will host several meetings and workshops to seek community input. The final Housing Element Update is due to the California Department of Housing and Community Development by January 2023.

Fireworks Reporting App Reduces Calls To 911 The City of Concord’s Police Department deployed a successful new strategy this summer to help decrease fireworks-related calls to 911, improve response times to community reports of illegal fireworks use, and deter fireworks usage overall. Using the City’s existing “Concord Connect” mobile app, the Police Department added a fireworks reporting tab that enabled members of the community to file real-time reports alerting officers to the specific locations of individuals who were setting off fireworks – all of which are illegal in Contra Costa County. Between July 1 and July 7, 458 reports of illegal fireworks usage were reported through the app, while 320 fireworks-related calls came in through the City’s 911 or non-emergency dispatch phone lines. “The fireworks reporting app allowed our 911 dispatchers to focus on responding to emergency calls while our extra officers in the field were dispatched immediately to fireworks-related calls, resulting in the confiscation of more than 100 illegal fireworks," said Police Chief Mark Bustillos.

The "back end" of the City's Concord Connect app shows police personnel where fireworks were reported.

A supervising officer monitored the real-time reports as they were logged and then communicated the locations of alleged illegal fireworks use to the team on patrol. Average response times to the app-based reports were 5 to 15 minutes, which is quicker than a fireworks-related (non-emergency) call being routed through 911 dispatch, in which calls are prioritized based on the level of emergency.

The fireworks reporting component, which was launched on June 24, collected data regarding where and when complaints were being filed, and it enabled users to “This was a deterrence strategy that was intended to upload photos. The data showed that most reports came remind the community that fireworks are dangerous in between 9 p.m. and midnight and were more prevalent and illegal,” Bustillos said. in certain parts of the city. The confiscated fireworks were logged, secured and Using this information, the Police Department then transported to the Contra Costa Fire Protection developed a strategy to put four extra officers on patrol. District for disposal.

Concord Naval Weapons Station The Concord City Council is set to begin the process of selecting a new developer for the former Concord Naval Weapons Station. In a public meeting on Saturday, Aug. 21, the Council will interview the three developers that are vying for the project that is expected to bring 12,000 housing units and millions of square feet of office space to the City.

Sign Up for Notifications More information about when and where public meetings will be held will be shared this fall. For the latest updates on these and other projects, please follow the City on social media and subscribe to email notifications through our website: www.cityofconcord.org/notifyme.
