A prática desportiva, formal e informal, tornou-se num importante motor de crescimento social e humano, como também num, fundamental, veículo promotor de saúde e bem-estar.

Em Odivelas, a Câmara Municipal e o movimento associativo concelhio têm encetado esforços conjuntos, ao longo dos últimos anos, procurando incutir nos cidadãos hábitos e estilos de vida saudáveis, por forma a contribuir para o seu desenvolvimento pessoal e para elevação da sua autoestima.

Em Odivelas entendemos, também, a vertente desportiva como uma importante ferramenta de inclusão das pessoas com deficiência, determinante para o incentivo de uma efetiva e plena igualdade de oportunidades.

Como tal, é com grande honra e elevado sentido de responsabilidade, que a Câmara Municipal de Odivelas apresenta a sua candidatura a CIDADE EUROPEIA DO DESPORTO 2020, que traduz e concretiza o compromisso desta autarquia em promover o Desporto enquanto eixo estruturante e central de integração, de multiculturalidade, de solidariedade e de bem-estar coletivo.

Este empenho e determinação permanentes, que encontram reflexo ao nível do investimento realizado numa significativa rede de infraestruturas e equipamentos de cariz educativo, social, cultural, desportivo, recreativo e rodoviário, materializam o papel que entendemos caber, em particular, às entidades públicas, no

In Odivelas, both the City Hall and Associative Movements, have gone to great lengths and extreme effort over the years, to provide their citizens with healthy habits and lifestyle in order to contribute to their personal and self- esteem growth.

In Odivelas, we envision the Sports area to be an important inclusion tool in what concerns the disabled, making Sports effective and an equal opportunity for all, a determining factor.

So being, its with much Honour, Pride and elevated sense of Responsibility that the City Hall of Odivelas presents its candidacy to “EUROPEAN CITY OF SPORTS 2020” bounding this autarchy´s commitment to promote Sports whilst being a structural and central axis of integration, multiculturality, solidarity and collective well-being.

This continuously active dedication and perseverance can be identified on the investment level namely by providing a significant network of infrastructures and equipment in the social, educational, cultural, recreational and road network demonstrating the role we believe public entities should have, placing our “citizen” at the heart of our daily concerns.

The city of Odivelas has thus taken upon itself the sustained and

A Câmara Municipal de Odivelas aposta, nesse seguimento, numa estratégia sustentada e intergeracional, onde a prática desportiva assume uma posição de destaque e de grande relevância no quotidiano do nosso concelho.

Acreditamos estar, portanto, perante uma distinta oportunidade para continuar a evidenciar Odivelas como um município de referência no panorama desportivo regional, nacional e internacional. Um município onde, além das marcas e dos troféus, o Desporto se compromete como uma importante via de melhoria da condição física e mental.

Esta é, por todos estes motivos, a candidatura de uma Cidade, e de um Concelho, desfrutado por largos milhares de praticantes de desporto, com 71 clubes ou associações desportivas que muito se empenham e envolvem diariamente nesta nobre tarefa mas, é também a candidatura de todas e de todos os odivelenses, em que os mais de 156.000 aqui residentes querem fazer da Cidade um espaço de renovada energia e entusiasmo. A candidatura de toda uma comunidade que pensa, vive, sente e respira o Desporto, como algo seu. Intrinsecamente.

intergenerational development strategy where the practise of Sports takes on a leading position and is of great value in the daily life of our Municipality.

We firmly believe that we have a distinct opportunity to turn Odivelas into a Municipality of reference, be it either in the regional, national or international panorama. A Municipality where above winning titles and trophies, Sports can commit to the betterment of both the physical and mental condition.

This is to say, and bearing in mind all these motives, a candidacy of a City and Municipality supported by thousands of sports enthusiasts and supporters along with 71 Sports Clubs and Associations that have dedicated and involved themselves daily in this noble quest. It is also a candidacy of the Odivelas residents, where more than 156 000 people want to transform the City into a space of renovated energy and enthusiasm. This is the candidacy of a whole community that Think, Live, Feel and Breathe Sports as something being intricately part of them and wholeheartedly theirs!

ODIVELAS IGUAL A DESPORTO PARA TODOS Localizando-se no “coração” da Área Metropolitana de Lisboa, o “jovem” Concelho de Odivelas apresenta a dinâmica própria de um território inovador, abrangente e multicultural, tornando este Município num dos mais atraentes espaços da região.

Estendendo-se por 26,54 km², Odivelas faz da sua localização privilegiada um traço distintivo e um eixo fundamental para a competitividade territorial. Distando apenas 5 km do centro da cidade de Lisboa e 10 minutos do Aeroporto Internacional Humberto Delgado, Odivelas oferece aos seus 156.000 habitantes e aos seus visitantes uma rede de ligações rodo e ferroviárias que o tornam numa centralidade, não só na região metropolitana em que se insere mas também ao nível nacional.

Apesar de ser um jovem concelho, que celebrou recentemente o 19º aniversário da sua criação, Odivelas e as suas atuais 4 Freguesias, tem um trajeto marcado por referências históricas que enquadram um passado rico e um património relevante.

Integrando-se na “Rede de Mosteiros do Mundo”, Odivelas é um dos 5 Municípios com Panteão Real, onde se encontra sepultado o Rei Dom Dinis, tendo sido inclusivamente o “berço” da Revolução do 25 de Abril de 1974, marco histórico e único do Séc. XX em Portugal.

ODIVELAS: SPORTS FOR EVERYONE Situated in the heart of metropolitan area of Lisbon, the youthful municipality of Odivelas presents specific dynamics of an innovative, wide ranging, multicultural territory, making this municipality one of the most appealing of the region.

Spread over 26,54 km², Odivelas uses its privileged location as a distinct and fundamental axis for territorial competitiveness.

Just 5km from the city center of Lisbon and 10 minutes from the International Airport Humberto Delgado, Odivelas provides its 156.000 inhabitants and its visitors with a road and rail network making it a central point not only in the metropolitan area which it is part of, but also, on a national level.

Despite being a rather youthful municipality having recently celebrated its 19th Anniversary, Odivelas along with its four civil parishes has its path marked by historical references that include a rich past and a relevant heritage. Integrating the “Network of Monasteries of the World”, Odivelas is one of the 5 municipalities with the Royal Pantheon, where the remains of the king D. Dinis lie. Having inclusively being the birth place of the 25th of April 1974 Revolution, a unique and historical marker of the 20th Century in Portugal.

Based on these historical and regional assets, Odivelas projects itself in a vision of the future that has as its milestone the

Este grande objetivo encontra dimensão no investimento Municipal ao nível dos espaços dedicados à prática desportiva e na relevância que estes equipamentos assumem na programação de um território coeso, ligado entre si e voltado para o espaço público enquanto elemento de conexão da comunidade. Com 178 equipamentos disponíveis para a prática de todas as modalidades, Odivelas tem hoje cerca de 78 mil praticantes, destacando-se de entre eles 18 mil crianças e jovens e integrando dois mil idosos em programas regulares de atividade desportiva.

Porém, o investimento municipal num modelo social que se apoie na promoção de hábitos de vida saudável não se concentra apenas na criação de infraestruturas, antes, dimensiona-se também em torno do desporto como um elemento central da política de atratividade territorial e recurso de crescimento económico. Privilegiando o voluntariado como fórmula de organização base, apostamos nas parcerias como estímulo de atração do maior número de organizações da sociedade civil, apostando na cooperação próxima e estreita entre entidades públicas, clubes e associações presentes no território.

A ação de Odivelas alarga-se também à promoção, organização e apoio de grandes eventos desportivos internacionais.

With its 178 available facilities for sports practice, Odivelas has currently around 78.000 avid sportsmen amongst which 18.000 are children/ youngsters and 2.000 are elderly citizens, all participating in regular sports activity programs.

However, the municipal investment in a social model that has as its basis promoting healthy life habits, not only concentrates on the creation of infrastructures, as a matter of fact, dimensions itself around sports as a central political element towards territorial attractiveness and economic growth. On privileging volunteer work, as the main aim of the organization, we invest in partnerships as an attractive stimulus for a greater number of civil society organizations, investing in the close cooperation of public entities, clubs and associations present in the territory.

Odivelas englobes not only the promotion, organization but also the sponsoring of grand international sports events. Believing in the quality

Traduzindo-se numa aposta na qualidade da marca Odivelas| Desporto e no ecletismo da oferta desportiva, avançamos para o reforço do contacto dos cidadãos como maior número de modalidades, privilegiando o contacto dos mais jovens, garantindo que o desporto de competição tem um espaço de idêntica importância à prática de desporto informal.

Por tudo isto, Odivelas apresenta hoje níveis de qualidade de vida reconhecidos em números, traduzindo no assinalável crescimento da população com um aumento de 16% de residentes na última década e sendo o Município com a mais elevada taxa de natalidade do País.

A candidatura de Odivelas surge assim como uma etapa natural num processo de crescimento e um momento que traduz uma estratégia coerente com a visão de que Odivelas é uma Cidade Moderna, capaz de gerar riqueza e compromisso com um modelo de desenvolvimento apostado nas melhores e mais inovadoras políticas desportivas, em suma, uma Cidade Europeia do Desporto.

Com um movimento associativo forte no Concelho, as associações têm um papel impulsionador na área desportiva, contribuindo de forma determinante para o alargamento da prática desportiva a uma grande parte da população, implementando diferentes modalidades e sensibilizando para hábitos de vida saudáveis através da prática do desporto.

Atualmente, cerca de 49,8% da população participa em atividades desportivas dinamizadas por entidades públicas e/ ou privadas. Esta adesão dos cidadãos de Odivelas à prática desportiva supera a média nacional com 32% (segundo dados do Euro-barómetro 2017), e reflete os hábitos, entusiasmo e investimento que o município tem efetuado de forma continuada.

Odivelas sustenta a sua ação desportiva na convergência de duas linhas orientadoras: - Assumindo-se como a principal entidade dinamizadora do desporto concelhio, através do apoio ao associativismo; - Uma justa e equilibrada distribuição dos equipamentos desportivos por todo o município, proporcionando a toda a população um fácil acesso à prática desportiva.

With an expressive association movement in the municipality, the associations have an impulsionary role in the sports area, contributing in a determining way to the increase of sports practice, in a great part of the population, by implementing different categories and alerting for a healthy way of life through the practice of sports.

Odivelas é um concelho com uma forte implantação do Movimento Associativo. Entre 2015 e 2018 registou-se um aumento do tecido associativo desportivo no Concelho de Odivelas, passando de 48 para 71 associações que disponibilizam estruturas para a prática desportiva com mais 40 modalidades diferentes.

Cerca de 32 mil pessoas são membros de um clube desportivo, de uma Federação, associação ou coletividade, cerca de 5000 estão inscritos nas Piscinas Municipais, cerca de 2000 inscritos nas diferentes modalidades do Pavilhão Multiusos de Odivelas e em outros Pavilhões Municipais e cerca de 15 mil são sócios de academias/ginásios.

Estes números traduzem uma forte adesão da população ao desporto e à prática desportiva organizada, mas também, uma ampla oferta de modalidades por parte de diferentes associações. O cenário é reforçado pelo forte apoio que a Autarquia tem disponibilizado a todos os clubes e associações, para que possam continuar assegurar as condições necessárias à prática desportiva.

1.3 COMO A CIDADE APOIA O TRABALHO VOLUNTÁRIO NO CAMPO DO DESPORTO?

O trabalho voluntário representa um recurso fundamental para a existência dos clubes e associações e é decisivo para a organização de eventos e iniciativas, sendo por isso essencial para o incentivo/apoio à prática desportiva e ocupação de tempos livres, enquanto proposta de desenvolvimento de hábitos de vida saudável, nas mais variadas faixas etárias de população. Nesta lógica, a Câmara Municipal de Odivelas apoia e investe no voluntariado como uma forma complementar de política desportiva proativa.

Desta forma, o Município apoia o voluntariado através: A. Banco do voluntariado: os munícipes podem inscreverse diretamente, mencionando a sua área de preferência.

O voluntariado é encarado como um meio de aquisição de experiência mas também como uma forma de promover a responsabilidade social.

B. Apoio direto às várias entidades (associações, coletividades e clubes), através do PAMO (Programa de Apoio Municipal de Odivelas), que é um exemplo da forma como no Concelho de Odivelas se valoriza o trabalho realizado no terreno,

Odivelas is a municipality with a solid implantation of Associative Movements. Between 2015 and 2018 an increase in the associative sports area was registered in Odivelas, going from 48 existing associations to 71 which in turn provide facilities for the practice of sport in more than 40 different categories.

All in all 32 thousand people are members of a sports club, a federation, an association or a sports collectivity, about 5000 are enrolled at the municipal swimming pools, 2000 enrolled in different categories at Odivelas multi-usage pavilion and at other municipal pavilions and 15 thousand are members or a sports academy/gymnasium.

These numbers demonstrate not only a clearly significant adhesion of the population to sport and practice of organized sport but also the ample and diversified offer of modalities provided by the different associations. The scenario is reinforced by the sturdy support the municipality has provided to all clubs

traduzindo-se em subsídios e apoios financeiros diretos, bem como, isenções de pagamento por utilização das instalações municipais e apoios logísticos intangíveis.

Acrescem como objetivos relevantes do voluntariado: a integração da população na vida ativa, incutir novos hábitos de vida saudável, um melhor bem-estar e, acima de tudo, criar uma boa dinâmica na cidade em que é possível a cada cidadão sentir os benefícios da prática desportiva.

O Plano de Atividades Anual do Desporto é uma ferramenta extremamente útil e versátil que permite uma planificação a curto, médio/longo prazo, possibilitando uma eficiente aplicação dos recursos municipais em prol dos munícipes. A ideia chave é, não apenas distribuir os apoios financeiros pelas associações mas sim coordenar ideias, projetos e propostas de todas as áreas, de forma a envolver todos os intervenientes na construção do programa colocando-o à disposição de todos os munícipes.

Assim, o Plano de Atividades Anual do Desporto em Odivelas é o resultado da comunhão entre as necessidades dos nossos parceiros (públicos e privados) e a visão estratégica do Município para o território entroncando em várias premissas fundamentais: a. Definição de prioridades de investimento em novas instalações desportivas e requalificação de instalações ou espaços já existentes, por forma, a oferecer melhores condições e maior diversidade aos munícipes e organizações para prática desportiva;

B. Direct assistance to the various entities (associations/ collectivities and clubs) through PAMO (Odivelas municipality support program) which is an example of the manner how the municipality of Odivelas values work performed on the field by attributing subsidies and direct financial aid as well as exempting of rental fees for usage due to the usage of municipal facilities and intangible logistic support.

Adding to the main objectives of volunteer work: the full integration of the population in an active life style instilling new habits to a healthy way of living, a better wellbeing and above all, creating excellent dynamics in the city where it is possible for each and every citizen to feel the benefits of practicing sports.

Consolidação e aprofundamento das parcerias existentes e criação de novas parcerias, com o setor público e privado, contribuindo para uma disseminação do desporto e reforço no contexto nacional e internacional; c. Gerir e otimizar os espaços desportivos, continuando a incluir as infraestruturas de Odivelas nos circuitos de campeonatos e outros eventos desportivos internacionais; d. Reforço da promoção da atividade física e desportiva num quadro ético, inclusivo e saudável, como é exemplo o Desporto Sénior com o Programa “Clube do Movimento”, projeto pioneiro e reconhecido a nível nacional.1 e. “Cidade Ginásio”, um dos principais projetos e desafios atuais, em que se pretende requalificar todo o espaço público, transformando todo o Concelho de Odivelas num espaço ligado, coerente e coeso, onde os munícipes possam sair de suas casas e, apropriando-se do espaço público, sejam estimulados a praticar desporto em diferentes tipos de espaços, promovendo a mobilidade ligeira integrada na rede metropolitana de pistas cicláveis.

Como acabamos de demonstrar, a filosofia que está na base do Plano de Atividades Anual do Desporto em Odivelas é a forte relação entre desporto e as pessoas, que caminham lado a lado com o objetivo da melhoria da qualidade de vida social, da saúde, da economia e do ambiente.

1.4 IS THERE A STRATEGY REGARDING SPORTS DEVELOPMENT? WHICH ARE THE OBJECTIVES FOR THIS DEVELOPMENT PLAN? The annual activities sports plan is a very useful and versatile tool which allows for short, medium or long-term planning, permitting an efficient application of the municipalities resources in favor of its citizens. The key idea is, not simply distributing financial backing to the associations but also coordinate ideas, projects and proposals in all areas, in such a way that it involves all participants bringing the plan together by making it available to all citizens.

So being, the annual activity sports plan in Odivelas is the result of bringing together the needs of our partners (public and private) and the strategic vision the municipality has for the territory which is based upon several fundamental points: a. Defining investment priorities in new sports facilities and the requalification of facilities or existent spaces as to provide better conditions and a larger diversity to residents and organizations to practice sport; b. Consolidation and reinforcement of existent partnerships as well as building bridges with new partnerships both in the

1.5 QUAL O PAPEL DO DESPORTO NA SUA CIDADE RELATIVAMENTE A ALCANÇAR OS CINCO OBJETIVOS DO MANIFESTO ACES EUROPE? 1º Objetivo – Prática do Exercício Físico como Divertimento O Município de Odivelas entende a promoção do desporto como via para a melhoria da qualidade de vida e fator de desenvolvimento económico, turístico, cultural, educacional e ambiental.

Consequente com esta visão, a requalificação/construção de instalações e espaços desportivos formais e informais, o apoio à organização de eventos e a promoção e desenvolvimento de valores e princípios, surgem como instrumentos essenciais na escolha de políticas ativas de estímulo ao exercício físico. Neste sentido, os objetivos do Manifesto ACES EUROPE representam linhas orientadoras para as políticas desportivas que são promovidas pela Autarquia.

Durante todo o ano, em parceria com as associações e entidades privadas, a Autarquia organiza várias atividades com o slogan “Desporto para Todos”.

A “Semana do Desporto de Odivelas” é disso exemplo, com centenas de atividades desportivas e milhares de participantes.

As we have just demonstrated, the philosophy which is at the base of the annual activities plan for sports in Odivelas is the strong relationship between sports and people that walks side by side with the objective of social life quality betterment as well as economy and environment.

Pretende-se com a semana do desporto aproximar a oferta desportiva existente no concelho aos cidadãos, dar a conhecer as atividades dos clubes e organizações e estimular o contacto com modalidades desportivas com menor exposição mediática, criando um contexto favorável a entender o desporto e prática desportiva como um momento que associa a saúde a inclusão e o divertimento.

O desporto surge em Odivelas também como um veículo da promoção da inclusão social, realçando-se as atividades para seniores, crianças, jovens e para as pessoas com deficiência são uma das prioridades do Município no que concerne à programação de atividades desportivas.

Destacam-se, neste particular, as atividades desenvolvidas nas escolas com os alunos do Concelho, como por exemplo:

1.5 WHAT ROLE DOES SPORTS PLAY IN YOUR CITY WHEN REGARDING THE ACHIEVEMENT OF THE ACES EUROPE´S 5 OBJECTIVES MANIFEST? 1st Objective – Practicing sports as fun The Municipality of Odivelas sees the promotion of sports as a means to improving the quality of life as well as being an economic, touristic, cultural, educational and environmental development factor.

With this vision, the requalification/building of infrastructures and formal and informal sports spaces, the encouraging of the events organization and the promotion and developing of values and principles appear as essential instruments in the choice

as atividades gímnicas, o ténis, o judo, o triatlo, o minigolfe, a Hipoterapia para os alunos com necessidades educativas especiais e o desporto escolar, que decorre em várias instalações desportivas do Concelho.

Relativamente ao Desporto Sénior, salientamos o Programa do Clube do Movimento, que mobiliza mais de 2000 idosos em todo o Concelho com atividades como, a Hidroginástica, as aulas de ginástica, o Karaté, a dança, as caminhadas e o Boccia, sempre com excelentes resultados.

2º Objetivo – Fazer a Atividade que mais se gosta A visão do Município de Odivelas para o desporto concretizase na capacidade de garantir aos cidadãos infraestruturas, recursos e meios necessários à prática desportiva, bem como proporcionar elementos de contacto com modalidades menos conhecidas, estimulando assim a experiência e a escolha informada.

Esta política encontra um reflexo evidente e efetivo na atribuição de apoios e subsídios aos clubes e coletividades que valorizam o ecletismo e o desenvolvimento de atividades com menos expressão, sempre numa estratégia de desenvolvimento que coloque Odivelas no centro da oferta desportiva de qualidade.

Apoiando-se na diversidade de oferta de base, entendemos que a abrangência do plano de desenvolvimento desportivo

do Concelho e o estímulo à prática de modalidades de menor impacto mediático, contempla igualmente a organização de eventos desportivos de elevado nível de competitividade promovendo o ecletismo da oferta.

O Campeonato Nacional de Esgrima, o Campeonato de Ténis de Mesa, o Campeonato Nacional de Teamgym, o Campeonato Nacional de Goalball, o Campeonato Nacional de Natação Sincronizada a juntar a todos os eventos internacionais como o já referido European Open Jiu-Jitsu Championship, o European Open Judo, Taça do Mundo de Judo, o IBSA Judo World Championship, a Taça da Europa de Corfebol, a UEFA Futsal Cup “Elite Round”, ITTF World Tour Grand Finals 2015, o Box Cup são, também, atividades organizadas, nos últimos anos, em parceria com associações e federações nacionais e internacionais.

Estes eventos enquadram a vinda de atletas de reconhecido mérito desportivo no objetivo de cativar mais praticantes, designadamente entre os setores etários mais baixos.

Odivelas pretende assim ser um “player” de referência na oferta desportiva e criar uma marca singular enquanto território de acolhimento de eventos desportivos fora da lógica de massas, definindo como princípio orientador o contacto com o desporto como fórmula de desenvolvimento pessoal dos cidadãos.

During the year in collaboration with the associations and private entities the autarchy organizes various activities under this slogan “Sports for Everyone”.

The “sports week of Odivelas” is an example of this, with hundreds of sports activities and thousands of participants. It is intended with this sports week to bring closer the existence sports offer in the municipality to its citizens, sharing the club and organization activities and stimulating contact with sports categories that have a less mediatic exposure, creating thus a favorable context to understand sport and the practice of sport as a moment when health, inclusion and fun are associated.

Sport emerges in Odivelas as a promotional vehicle of social inclusion, enhancing activities for senior citizens, children, youth and the physically disabled being one of the priorities of the municipality when programming sports activities.

We highlight in particular, activities developed at schools with students of the municipality, as for instance, gymnastics activities, tennis, judo, triathlon, mini golf and hippotherapy for students with special educational needs. School sports, taking place in the various sports facilities of the municipality.

With regards to senior sport, we point out the Movement Club

3º Objetivo – Espirito e Sentimento de União O desporto tem a capacidade de unir as pessoas criando coesão social entre equipas, atletas e mobilizando o público em geral. O desporto é também uma excelente ferramenta de integração, promovendo o Município várias atividades desportivas inclusivas, com especial relevo para a Hipoterapia onde participam quase uma centena de crianças e jovens do Concelho com necessidades educativas especiais.

Salientamos também ao nível do Desporto Adaptado, a parceria com a Federação Portuguesa do Desporto para Pessoas com Deficiência e as múltiplas atividades desenvolvidas como: Polybat, Futebol para Cegos, Slalom em Tricicleta e Cadeira de Rodas, Andebol em Cadeiras de Rodas, Voleibol Sentado, Judo para Cegos e Boccia.

4º Objetivo – Correção e Respeito O Município de Odivelas procura através do desporto transmitir valores como o “fair-play”, o respeito pelo próximo e o cumprimento de regras, estando presente, inclusivamente, nos princípios orientadores de apoio à prática desportiva. Neste sentido, as associações devem promover o respeito pelas regras, pelo adversário, a lealdade e a solidariedade como premissas para receberem o apoio financeiro e material por parte da Autarquia. Conjuntamente com o Panathlon Clube de

This line of thought, is evident and effective when attributing supports and subsiding clubs and collectivities that value diversification and the development of activities with less expression, always following a strategy of development that places Odivelas at the heart of quality sports offer.

Bearing in mind, the diversity of choice, we understand that a wide ranging plan of the sports development of the municipality and the stimulus to the practice of sports with a less mediatic impact contemplates, in an equal form, the organization of sports events of high level competitiveness thus promoting the offer of diversity.

The National Fencing Championship, the Table Tennis Championship, the Nacional Teamgym championship, the

Lisboa, temos desenvolvido campanhas de sensibilização para o “Fair Play”, momentos em que enquadramos os diversos agentes ligados ao desporto, de atletas a dirigentes, passando por treinadores e técnicos.

Mais, a autarquia com o propósito, de juntar todas as entidades ligadas ao desporto, criou o Conselho Municipal do Desporto. Trata-se de um órgão consultivo e representativo do associativismo desportivo local, proporcionando um espaço de diálogo sobre as orientações da política desportiva municipal, contribuindo para a qualidade da forma e do conteúdo da intervenção desportiva municipal.

Desde 2014 que organizamos no Pavilhão Multiusos a Gala do Desporto de Odivelas. Trata-se de um evento dirigido a todos os Clubes e Associações desportivas do Concelho de Odivelas, com o objetivo de homenagear, não só os atletas, que obtiveram na época desportiva classificações meritórias, rendimento de excelência e participação na Seleção Nacional, mas também personalidades que pelo seu empenho, dedicação e trabalho desenvolvido em prol dos respetivos clubes, mereçam uma distinção e um incentivo importante na continuação de um trabalho que valoriza o Concelho.

National Goalball championship, the National Synchronized Swimming Championship along with international events as the European open Jiu-Jitsu Championship, the European Open Judo, the Judo World Cup, the IBSA Judo World Championship, the Korfeball Europe Cup, the UEFA Indoor Football “Elite Round”, ITTF World Tour Grand Finals 2015 and the Boxing Cup are also organized activities over the last years in cooperation with associations and national/international federations.

These competitions bring athletes of renown sports merit to Odivelas which in turn serves as an attraction to captivate more sports enthusiasts mainly in the lower age sector.

Odivelas ambitions to be a reference player in its sports approach and in so doing, creates a singular brand in the territory of welcoming less known sports events having defined as its main orientation the contact with sports and being a formula for the personal development of citizens.

3rd Objective – The Spirit and Feeling of Union Sports has the capacity to unite people through social cohesion between teams, athletes and mobilizing public in general.

Sports is also an excellent tool of integration, promoting in the municipality various sports activities with the special reference to hippotherapy where a 100 children and youngsters with special educational needs participate actively.

5º Objetivo – Praticar Desporto em Prol da Saúde Outro grande objetivo do Manifesto ACES EUROPE e que concorre com os objetivos do Município é a dialética entre a adoção de uma dieta equilibrada por parte da população e a prática de atividade física regular. Para tal, são dinamizadas pelo Município várias atividades nas escolas, no Multiusos de Odivelas, nas Juntas de Freguesia e nas instalações das Associações/Coletividades/Clubes.

A estreita ligação entre departamentos, a estreita ligação com a Direção Geral de Saúde, onde assumimos cumprir com todos os programas prioritárias de saúde, tem permitido intervir de forma eficaz e com resultados positivos em todas as faixas etárias designadamente ao nível da alimentação saudável e no incentivo à prática de atividade física. A este nível podemos salientar os seguintes programas: Programa de Alimentação Saudável em Odivelas, feito em colaboração com a Associação Portuguesa dos Nutricionistas e a DGS, cujo objetivo é disponibilizar mensalmente uma receita saudável e económica, procurando contribuir para adoção de práticas alimentares saudáveis.

Projeto “Saber Comer é Saber Escolher”, sensibilização para a adoção de hábitos alimentares saudáveis e no incentivo à atividade física nas crianças com idades compreendidas entre os 3 e os 7 anos, utilizando dinâmicas ativas de cariz

4th Objective – Fairplay and Respect The municipality of Odivelas endeavors through sport to transmit values such as fair-play, respect for others and complying of rules always being present inclusively in the main principles directed to the practice of sports.

So being, associations should promote abeyance of rules, respect for the adversary, loyalty and solidarity as a prerequisite to obtaining financial aid and equipment from the autarchy.

Alongside with the Panathlon Lisbon Club Odivelas have come to promote alerting campaigns on fair play, a moment where diverse agents linked to sports, athletes and club management, including trainers/coaches and technicians come together as one.

Furthermore, and with the same purpose of joining all entities linked to sports, the autarchy has founded the Municipal Sports Council. It is a counseling organ and representative of the local sport associative, providing a place of dialogue on orientations of the municipal sports politics contributing thus to the quality of

form and content of the Municipal intervention in sports.

Since 2014 that we have been organizing in the multi usage pavilion the Odivelas sports gala. This event concerns all the clubs and sports Association of Odivelas Municipality with the major goal of honoring, not only those athletes that accomplished meritorious classifications, excellence participation in national team, but also, personalities that due to their devotion and input and hard work performed for their clubs, deserve to be distinguished as well as serving as incentive in continuing their work, which in turn values the municipality.

5th Objective – Practicing Sport for Health Reasons One other objective of the ACES EUROPE manifest, present also in the objectives of the municipality, is the dialect in adopting a balanced diet by the population and the practice of regular physical activity. In order that this take place, the municipality dynamizes various activities at schools, the multi usage pavilion of Odivelas, at the town councils and in the associations/ collectivities/clubs facilities.

Projeto Vá pelas Escadas – Odivelas, Incentivar a utilização das escadas nos edifícios com elevadores onde se encontram instalados os serviços municipais, visando com essa prática regular, promover a saúde de todos/as através de um estilo de vida fisicamente ativo. Contexto de Implementação: edifícios municipais com elevadores, procurando assim atingir quer funcionários querem visitantes.

Projeto “Passo a Passo para uma Vida Saudável”, que resulta da colaboração entre a Unidade de Saúde Familiar Novo Mirante e a Junta da União de Freguesias de Pontinha e Famões com o propósito de proporcionar à população com Diabetes um conjunto de atividades e ações de sensibilização para promoção de hábitos de vida saudáveis.

A parceria com o Hospital Beatriz Ângelo, com as Unidades de Cuidados na Comunidade de Odivelas e Pontinha, e outras instituições de saúde locais merecem, especial destaque dado tratarem-se de parceiros privilegiados para iniciativas municipais na área da saúde.

Ainda gostaríamos de acrescentar, pela sua importância central na mobilização de recursos da administração municipal, um outro objetivo, “Desporto como Gerador de Emprego, inovação

The consociation with Beatriz Angelo Hospital, the community health centers of Odivelas and Pontinha, and other local health entities deserve a special mention as they are crucial to municipal initiatives performed in the health care area.

We would also like to add, due to its paramount importance in mobilizing of municipal administrative resources, yet another objective “Sports, an Employment, Innovation and Economic growth generation”. We can associate numerous benefits, of an individual nature, to the practice of sport, health benefits linked to a greater level of physical activity, the developing of soft skills in competition training, the increase of networking and the development of competencies of interpersonal relationship.

Apart from all the advantages, and in more wide-ranging perspective, we can admit that in Odivelas Sports is vital engine of innovation and economic growth, as in for example: As a form of decreasing youth unemployment and promoting social inclusion; local economic development producing intelligent, sustainable and inclusive growth. There are also indirect positive effects in other economic sectors namely in the transformation industry sector as is the case of food and restaurant industry, education and tourism.

Neste âmbito destacamos as atividades desenvolvidas nas Piscinas Municipais e no Pavilhão Multiusos de Odivelas, que entre 2013 e 2018 observa-se um crescimento do número de praticantes inscritos na maioria das modalidades existentes.

Dentro da oferta desportiva da cidade, existem programas específicos:

Yes, the Municipal Sports Department contemplates a wide array of options for everyone. The proposed activities assume inclusion and access to everyone regardless of their social or economic status.

Bearing this factor in mind, we emphasize the activities carried out by the Municipal Swimming Pools and Multi-Use Pavilion in Odivelas that between 2013 and 2018 registered a significant boost in the numbers of users in the main existing categories.

CRIANÇAS E JOVENS: Começando na mais tenra idade, o Município de Odivelas disponibiliza natação para bebés nas Piscinas Municipais onde, desde os 6 meses, mais de 100 bebés efetuam esta prática nas escolas de natação. Mas os nossos munícipes podem encontrar muitas outras atividades para os jovens e crianças para além da natação, como as Escolinhas de Futsal, Ginástica Infantil, Judo, Karaté, Ballet, etc.

Também os Agrupamentos de Escola de Odivelas, 1º ciclo, em conjunto com os serviços do Município, designadamente a

ADULTOS: No que concerne aos adultos, a oferta é igualmente bastante variada. Os munícipes podem encontrar programas nas modalidades de Ginástica de Manutenção, Natação, Hidrobike, Hidroginástica, Aulas de Grupo (Pump, Zumba, Step, HipHop, ABS), desportos de combate (karaté, Jiu Jitsu/MMA, Judo, Shorinji-Kempo, Defesa Pessoal, KickBoxing, Aerocombat, Krav-Maga), aulas de Tai Chi-chuan, Padel e Squash.

O Município tem realizado um investimento financeiro em equipamentos para atividades ao ar livre, como por exemplo os novos campos de Padel, na requalificação da ecopista da Paiã e os novos Parques Multidesportivos.

IDOSOS: Ao nível do Desporto Sénior, temos o Programa do “Clube do movimento”, uma referência a nível nacional com a prática de mais de 100 aulas de várias modalidades semanalmente de forma gratuita, entre as quais salientamos, Hidroginástica, Ginástica, Caminhadas, Boccia, Karaté e Dança. Conta com um conjunto de técnicos especializados em Gerontromotricidade, e com a parceria e apoio da Faculdade de

PHYSICALLY DISABLED PEOPLE: We believe in our sports development model, where adapted sport is seen as fundamental to our vision of inclusive community centering its effective assistance through providing sports facilities access as well as adapted transport means for all the diverse visits in the sports area. We also embrace a planned strategy where some sport equipment have been modified for

através da cedência de instalações desportivas e de transporte adaptado para as diversas visitas no âmbito do desporto.

Temos também, numa estratégia consequente e planeada, reformulado alguns equipamentos desportivos para o acesso à pessoa com deficiência à prática desportiva.

Um dos principais projetos para as pessoas com necessidades especiais, é a Hipoterapia, projeto que resulta de uma parceria entre a Câmara Municipal de Odivelas e a Escola Profissional Agrícola D. Dinis – Paiã, com o apoio da DGESTE . Neste projeto ministram-se sessões semanais a crianças e jovens com necessidades especiais, que se encontrem inseridos no sistema de ensino público, principalmente, alunos com perturbações: Espectro do Autismo e da Multideficiência.

O Município de Odivelas também será responsável em 2018 pela organização de um dos maiores eventos para pessoas com deficiência – o Campeonato do Mundo de Judo para Cegos e Baixa Visão. O Comité de Judo da Federação Internacional de Desporto para Cegos (IBSA) atribuiu a Portugal a realização do evento em detrimento das outras quatro candidaturas apresentadas por outros países da Europa, Ásia e América, e a Federação Portuguesa de Judo escolheu o Pavilhão Multiusos de Odivelas para a realização do evento.

Esta será a segunda edição realizada em Portugal e em Odivelas, depois do sucesso da prova em 2015, apontado como um dos

One of the leading projects for people with special needs is hippotherapy, this project results from the cooperation between the City Hall of Odivelas and the Agricultural Professional School D. Dinis Paiã - with the consociation of DGESTE. This projects provides, weekly sessions to children and youngsters bearing special needs who are part of the public school system mainly students with disorders: Autism spectrum and multi disableness.

In 2018 in Odivelas Municipality will be responsible for the organization of one of the largest events for the disabled – the World Judo Championship for the invisual and short – sighted.

The Judo Committee of the International Sports Federation for the invisual (IBSA) has attributed to Portugal the organization of this event over other proposals presented by other countries in Europe, Asia and America. The Portuguese Judo Federation has chosen the Odivelas Multi-use Pavilion for his special competition.

This will be the second edition to take place in Portugal and in Odivelas following the success of the event in 2015, seen as a influential factor considered by the IBSA Judo committee.

On the adapted sports level we cannot go without mentioning the privileged relationship we have with the Portuguese Sports Federation for the disabled, based in Odivelas and which

fatores diferenciadores que levaram ao parecer favorável do Comité de Judo da IBSA. Ao nível do desporto adaptado não podemos deixar de referir e sublinhar a relação privilegiada com a Federação Portuguesa do Desporto para Pessoas com Deficiência, sediada em Odivelas que, em conjunto com a Autarquia, tem procurado desenvolver múltiplas atividades como: Polybat, Futebol para Cegos, Slalom em Tricicleta e Cadeira de Rodas, Andebol em Cadeiras de Rodas, Voleibol Sentado, Judo para Cegos e Boccia.

TODOS: A pensar no desporto para todos, são organizados anualmente diversas atividades para as diferentes idades, como “o Dia Mundial do Coração”, “o Dia Mundial da Atividade Física”, “Corrida da Primavera” (desenvolvida em parceria com os agrupamentos de escola do concelho) e a “Semana do Desporto”.

A “Semana do Desporto”, uma referência na área metropolitana de Lisboa, é uma iniciativa anual organizada pela Câmara Municipal de Odivelas através da Divisão de Desenvolvimento Desportivo, cujo grande objetivo reside na divulgação das

The “Sports Week” is a reference in the metropolitan area of Lisbon and is an annual initiative organised by City Hall of Odivelas through the Sport Development Division, whose leading objective resides in divulging the sports modalities practiced in the municipality as well as the expansion of the sports recommendations envisioning the interest of new participants.

This event takes place during 9 days and includes the participants of more than 70 entities linked to sport both locally and nationally, and englobes a wide ranging number of sports

modalidades praticadas no concelho e no alargamento/ expansão da oferta desportiva, visando a captação de novos participantes.

Trata-se de um evento que decorre durante nove dias e que conta com participação de mais de 70 entidades ligadas ao desporto, locais e nacionais, e engloba um conjunto alargado de atividades desportivas indoor e outdoor, onde participam em média mais de 10 mil pessoas.

Multiculturality, Sport, Equality and Inclusion: Odivelas is nowadays and foremostly recognized as a capital of Lusophony: Our multiculturality has contributed largely to that fact, as at present, 13% of the population in Odivelas is in actual fact an emigrant.

Multiculturalidade, Desporto, Igualdade e Inclusão: Odivelas é hoje reconhecidamente uma das Capitais da Lusofonia.

Para esse fato em muito contribui a nossa multiculturalidade, presentemente cerca de 13 % da população de Odivelas é emigrante.

Em Odivelas levamos muito a sério o desporto, mas também a forma como tentamos combater a exclusão social, acima de tudo das populações mais vulneráveis que acolhemos de outros países. Por isso, desde muito cedo, um dos nossos eixos de ação se prendeu com a inclusão social. Somos um território que sabe acolher, receber e integrar como comprovam os prémios atribuídos por múltiplas entidades, como o Prémio “Viver em Igualdade” (promovido pela CIG), onde o nosso Município é reconhecido como um dos melhores Concelhos para viver em Igualdade.

Um fato interessante é vermos grupos de cidadãos estrangeiros a jogar cricket nos espaços desportivos de Odivelas.

Somos também um dos poucos Concelhos a nível nacional, que desde muito cedo começou a incentivar a prática de futebol feminino no nosso associativismo. Inclusive a Câmara Municipal de Odivelas apoia mensalmente um projeto de Futebol Feminino no Clube TOCOF, onde cerca de 40 atletas desenvolvem a sua atividade desportiva.

We take sports particularly seriously in Odivelas not forgetting the way we have tried to combat social exclusion, above all with the more exposed and vulnerable populations we have embraced from other countries, all in all, and from an rather early stage, that one of our predominant axis has been to focus on social inclusion: We are a territory that excels in embracing, welcoming and integrating as awards attributed by multiple entities can attest, awards as “Living in Equality” (promoted by CIG), where our municipality is recognized as one of the best municipalities to live in equality.

A rather curious factor is that it is quite common to see groups of foreign citizens playing cricket in the sports fields of Odivelas.

We are also one of the few municipalities on a national level that at an early stage stimulated the practice of female football.

In actual fact, the City Hall of Odivelas monthly assists the Female Football Project at ClubTOCOF where around 40 athletes practice their sports activity.

2.2 WHICH ENTITIES ENSURE THE SPORTS OFFER? Sport Activities are in general organised by clubs, collectivities or organizations, existent in the territory, being the municipality´s responsibility to provide a reference collaboration all be it by

Este modelo visa apoiar o voluntariado e a constituição de massa crítica que garanta a independência das organizações e a capacidade para gerarem novos recursos de investimento, contribuindo dessa forma para uma boa performance económica a financeira.

Para além dos clubes e coletividades “tradicionais”, Odivelas acolhe também organizações de eventos de carácter regional ou nacional realizados por Centros Escolares, Federações ou Empresas, sendo que neste caso a lógica passa por uma associação mais formal e regulada, considerando ser uma vertente interessante e relevante para o desenvolvimento desportivo, mas com objetivos diferenciados.

2.3 ARE QUALITY CRITERIA DEFINED IN THE SELECTION OF SPORTS PROPOSAL? The sports offer is registered in the variety of quality criteria that essentially contemplate the increase in the number of physical activity and sports enthusiasts, stimulating new options on sport, the constant and systematic support of the various sports agents, financial independence of all groups providing sport as well as the proven capacity for the development of categories in adapted sport.

2.3 ESTÃO DEFINIDOS CRITÉRIOS DE QUALIDADE PARA SELECIONAR AS OFERTAS DESPORTIVAS? A oferta desportiva está patenteada em diversos critérios de qualidade que visam, nomeadamente, o aumento do número de praticantes de atividade física e desportiva, o fomento do aparecimento de novas opções desportivas, a promoção contínua e sistemática dos diversos agentes desportivos, a independência financeira de todos os grupos com oferta desportiva e o investimento na saúde e bem-estar para as diferentes áreas da população, bem como a capacidade demonstrada para o desenvolvimento de modalidades de desporto adaptado.

A Câmara Municipal de Odivelas tem a preocupação de criar um conjunto de condições que melhorem os programas desportivos, tanto no planeamento como na comunicação. Os técnicos da Divisão de Desenvolvimento Desportivo, nos últimos anos têm vindo a melhorar o sistema de avaliação de qualidade, recorrendo a um elevado rigor científico e académico com a participação de técnicos com habilitações superiores. Existe uma avaliação permanente dos Recursos Humanos tendo em vista a otimização dos recursos no decorrer de cada programa.

Having a better management and optimized approach in mind, we have drawn up an enquiry regarding satisfaction levels which will be in use in a systematic way with all participants.

The whole objective being to constantly innovative and update the evaluation criteria of each program planned out by the municipality.

Na procura de uma melhor gestão e numa oferta mais otimizada, será aplicada de uma forma mais sistemática o inquérito de satisfação junto dos participantes. Pretende-se uma constante inovação e atualização dos critérios de avaliação de cada programa planeado pelo Município.

2.4 EXISTEM OPORTUNIDADES EDUCATIVAS E DE FORMAÇÃO, POR EXEMPLO, PARA TREINADORES E TUTORES DESPORTIVOS? A qualidade da formação é determinada pela qualidade dos seus intervenientes, pelo que em Odivelas, consciente dessa realidade, tentamos promover parcerias com as diversas Federações/Associações que possibilitem a realização de formações para os diversos agendes desportivos, desde atletas, a dirigentes, professores e treinadores.

Estas iniciativas visam a melhoria do nível qualitativo dos agentes desportivos, através da implementação de ciclos de formações e conferências direcionadas para o movimento associativo local com temas pertinentes, tais como: “Saúde e Desporto”, “O Mundo do Futebol”, “Ética e as Responsabilidades dos

Establishing a direct partnership in planning formation initiatives with sports agents, have permitted gaining recognition due to its quality as well as its adaptability to the established needs, essential factors evident in the high attendancy registered.

On the planning phase, an enquiry is drawn up by the Sports Development Division to establish the formative needs of associations/collectivities and clubs, adapting and rearranging the formation plan to respond to required needs.

Estabelecendo um regime de parceria direta no planeamento das ações de formação com os agentes desportivos, estes eventos são hoje reconhecidos pela sua qualidade e adequação às necessidades, fatores centrais na elevada participação registada. Na fase de planeamento por parte da Divisão de Desenvolvimento Desportivo é feito um levantamento das necessidades formativas junto do Associativismo/Coletividades e Clubes, sendo depois o plano anual de formação adaptado ao diagnóstico efetuado.

The available budget for sport is essential for the assembling of the annual plans as for the incentive to sport in the municipality.

The Sports budget has come to increase over the last few years, currently being 5% of the overall City Hall of Odivelas budget, that is to say, 1.785.730 euros. It would have been impossible to have reached the results we have today without this budget.

The City Hall has made an extreme financial effort in the last years, regarding the attribution and distribution of subsidies among associations via PAMO (The municipality of Odivelas Support Program), via extraordinary assistance to clubs (as an example installing synthetic lawn in some football fields),

O orçamento disponibilizado para o desporto é essencial para o desenvolvimento dos planos anuais e para o incentivo ao desporto no Concelho. O Orçamento do desporto tem vindo a aumentar nos últimos anos, sendo presentemente cerca de 5% do orçamento geral da Câmara Municipal de Odivelas, ou seja, 1.785.730 euros. Sem estes valores seria impossível termos os resultados até hoje alcançados. Nos últimos anos, a Câmara Municipal tem realizado um esforço financeiro na atribuição e distribuição de subsídios pelo associativismo através do PAMO (Plano de Apoio Municipal de Odivelas), através de apoios extraordinários aos clubes (por exemplo para a instalação de relvados sintéticos em alguns campos de futebol), no reforço de recursos humanos, tudo isto traduz uma clara aposta no desporto, como mostra a tabela seguinte:

The Municipality of Odivelas has continuously worked to be on the vanguard when regarding the implementation of measures to combat social exclusion in its various forms, thus the City Hall of Odivelas is currently developing a project of social acceptance entitled “Social Support Fund for Sport” or “FAS Sport”. This fund is to aid all athletes finding themselves in a social vulnerability state regarding expenses with continuous sports practice, and where we rely on the involvement of companies based in the Municipality under the patronage law.

A Cidade de Odivelas, assumiu o desporto como um dos seus eixos prioritários de intervenção, pelo que tem vindo a apostar forte nos últimos 15 anos no desenvolvimento de infraestruturas e serviços na área do desporto.

Como referido, sendo um concelho jovem, muito do investimento inicial foi para a fundação do Município, e para a construção de vários equipamentos dada a carência aquando da criação do Município (equipamentos escolares, de saúde, de desporto, de espaço público e zonas verdes).

Esta política, para o cidadão e para o território, consubstanciouse com consideráveis investimentos financeiros e nãofinanceiros na área do desporto, realizados e materializados em equipamentos como o Pavilhão Multiusos de Odivelas, um equipamento único em toda área metropolitana de lisboa na prática de diversas modalidades e palco de grandes eventos

The city of Odivelas has taken Sport as its priority axis investing heavily in the last 15 years both in the development of infrastructures and services in the sports area.

As previously mentioned, being a recent and young municipality, much of the initial investment was channeled to the founding of the municipality, the building of various facilities (due to the lack of existing facilities at the time of the municipality´s founding – by facilities we mean, school facilities, health, sports, public spaces and green zones).

This approach targeting both the citizen and territory, has come to consubstantiate with considerable financial investments and non-financial in the sports area visible due to facilities such as the multi-use Pavilion of Odivelas, a unique infrastructure in the Lisbon Metropolitan area, for the practice of diverse categories and stage to grand national and international events.

Presentemente, os equipamentos desportivos existentes no Concelho de Odivelas estão divididos por tipologia de equipamentos ao “ar livre” e “cobertos”. Existem presentemente 178 equipamentos desportivos no Concelho de Odivelas o que corresponde a uma capitação de um equipamento desportivo para cada 883 habitantes. With reference to outdoor facilities in the municipality we can find several types of equipment such as sports grounds (75), tennis courts (12), big playing fields (8), athletics tracks (5), swimming pools (1), amongst others.

The indoor facilities in the municipality of Odivelas are essentially sports rooms (52), pavilions (12) and swimming pools (6).

Já os equipamentos desportivos cobertos no Concelho de Odivelas, são maioritariamente salas de desporto (52), pavilhões (12) e piscinas (6).

No Concelho de Odivelas existem ainda equipamentos desportivos especializados, os quais, estão enquadrados na tipologia de equipamentos ao ar livre, entre eles: uma Pista de Karting, Picadeiros, Ecopista, um Mini Campo de Squash, Golfe e Padel.

Procedendo à análise das entidades gestoras dos equipamentos desportivos concelhios, observa-se que a entidade gestora com maior representatividade são as escolas, que reúnem 107 equipamentos o que corresponde a 61,8% do universo. Em segundo lugar surgem as entidades privadas como gestoras de 23 equipamentos.

A presença do movimento associativo é também expressiva no âmbito da gestão de equipamentos desportivos, designadamente 19 equipamentos. As Juntas de Freguesia assumem a gestão de 12 equipamentos desportivos e a Câmara Municipal de Odivelas tem afeta a gestão de 10 equipamentos desportivos.

O Pavilhão Multiusos de Odivelas, pela sua polivalência, permite a realização de vários eventos, constituindo-se como um equipamento único pelas suas características na Área

Analysing the management entities regarding equipped municipal sports facilities we can observe that the main managing entity are schools that have 107 facilities corresponding to 61,8%. In second place, we have private entities managing 23 facilities.

The associative movement is also responsible for the equipment management of 19 facilities. The Parish Councils manage 12 sports facilities and the City Hall of Odivelas is responsible for the managing of 10 sports facilities.

The Multi-use Pavilion of Odivelas has permitted the organization of various events due to its versatility, making it a unique facility in the Lisbon Metropolitan area. Because of its dimension, conditions and technical support it has received both events as well as national and international championships. It also presents a wide range of choices for the practice of sport, having a large number of enrolled athletes registering a significant increase over the past 4 years overtaking 1500 aficionados.

The Odivelas Municipal Swimming Pool provides its users with a service of excellence highlighting the quality of the water (verified by various independent laboratory collaborations and certified by the Ministry of Health) along with services performed by a technical team specialized, in teaching the various aquatic activities and in providing health care and wellbeing. A growth

Metropolitana de Lisboa. Pela sua dimensão, condições e soluções técnicas permite a receção de eventos e campeonatos de âmbito nacional e internacional. Apresenta um vasto leque de oferta para a prática de modalidades desportivas, sendo que o número de utentes inscritos é elevado e regista um aumento relevante nos últimos 4 anos, ultrapassando os 1.500 praticantes.

A Piscina Municipal de Odivelas proporciona, aos seus utilizadores, vários serviços de excelência, dos quais, se destaca a qualidade da sua água (reconhecida por vários laboratórios independentes e certificada pelo Ministério da Saúde) e os serviços prestados por um Corpo Técnico especializado, quer no ensino das várias atividades aquáticas e terapêuticas, quer na prestação de cuidados de saúde e de bem-estar.

Entre 2013 e 2018 observa-se um crescimento do número de praticantes inscritos nas piscinas de Odivelas na maioria das modalidades existentes (mais de 15 modalidades).

Através da prática da natação em todas as suas vertentes, bem como, de atividades específicas como a Hidroterapia, Massagens, Sessões de Reabilitação e Sessões para preparação de Pré e Pós Parto, as Piscinas Municipais de Odivelas pretendem melhorar o bem-estar e a qualidade de vida de todos os seus utilizadores.

O Centro Hípico, instalado recentemente, é um setor com

grandes potencialidades em áreas tão diversificadas como o suporte ao processo de ensino aprendizagem no âmbito do Curso de Técnico de Gestão Equina, do Curso de Técnico de Produção Agrária e o Projeto de Hipoterapia (no âmbito do Protocolo com a Divisão de Educação da Câmara Municipal de Odivelas), a lecionação de aulas de equitação, a equitação orientada para as camadas infantis/juvenis que visitam a escola no âmbito do Programa do Urbano ao Rural.

Estão já disponíveis 80 boxes, dois picadeiros cobertos, um descoberto, uma pista de obstáculos de ensino e infraestruturas de apoio.

Toda esta rede de infraestruturas, que ainda pretendemos melhorar, tem permitido a promoção e apoio a eventos desportivos de grande dimensão, a formação de atletas e equipas em várias modalidades e em todos os níveis competitivos, nacionais e internacionais.

3.2 QUE PLANOS EXISTEM PARA EXPANDIR A REDE DE INSTALAÇÕES E ESPAÇOS PARA A PRÁTICA DESPORTIVA? QUAL O PLANO DE DESENVOLVIMENTO PARA O DESPORTO NA CIDADE? PRINCIPAIS OBJETIVOS? INVESTIMENTOS PREVISTOS PARA OS PRÓXIMOS 3 ANOS?

in the number of enthusiasts, in most of the categories was registered between 2013 and 2018 at the swimming pools in Odivelas (in over 15 categories).

The Municipal Swimming Pools in Odivelas strive to improve the well-being and quality of life of all its enthusiasts through swimming practice in all its forms as well as through specific activities namely hydrotherapy, massaging, rehabilitation sessions and pre and post-natal swimming sessions.

The Horse Riding facilities recently inaugurated is a category with great potential especially in areas as diversified as encouraging the leaning process in the Equestrian technician course and the hippotherapy project (protocol with the education department of the City Hall of Odivelas), horse riding coaching, guided horse riding, from infants/juveniles who visit the facility under the “From Urban to Rural” program. 80 stables are already available, two indoor riding arenas and one outdoor riding arena, as well as, an obstacle track and supporting infrastructures.

All this network of infrastructures, which we are still going to improve, has permitted the promotion and assistance to largely dimensioned events, athlete and team formation in various categories and at all competitive levels both national and international.

Apesar da situação financeira que o país atravessou nos últimos anos, isso não impediu a modernização, recuperação e o planeamento para a construção de novos espaços e instalações desportivas por parte da autarquia, bem como a projeção para os próximos anos de novos investimentos.

Nos próximos anos a Câmara Municipal de Odivelas pretende continuar a sua política desportiva assente no investimento em novos equipamentos desportivos e na manutenção dos já existentes.

3.2 WHAT PLANS ARE THERE TO EXPAND THE FACILITIES NETWORK AS WELL AS PLACES FOR SPORTS PRACTICE? WHAT PLAN IS THERE FOR THE DEVELOPMENT OF SPORTS IN THE CITY? MAIN OBJECTIVES? WHICH INVESTMENTS ARE EXPECTED FOR THE COMING 3 YEARS?

NOVOS EQUIPAMENTOS PROJETADOS: 1. Projeto Gira/Novas ciclovias: mais 23,6 km de ciclovias, que vão ligar todo o Concelho, e os Concelhos vizinhos num total de investimento na ordem dos dois milhões de euros.

2. Percursos Pedestres: mais 29,4 km de novos percursos, incluindo a “Rota do Pão”, a “Rota da Água” e o Percurso Histórico de Odivelas num total de um milhão e meio de euros em investimento.

3. Queremos continuar a investir em mais Parques Multidesportivos, com o propósito de criar a ideia de “Cidade Ginásio”.

In spite of the financial situation the country has gone through in the last four years, it didn’t hinder the modernization, recovery and construction of new facilities and sports infrastructures the autarchy had programmed as well as planning new investments for the coming years.

The City Hall of Odivelas intends to continue to follow its sports politics based on the investment in new sports equipment and the maintenance of the existing ones.

NEW PROJECTED FACILITIES: 1. “Gira” Project (Move)/ New Cycling Track: more than 23,6km of cycling track will link the whole municipality and neighboring municipalities too in a total amount of

2 million euros of investment.

2. Pedestrian Trails: more than 29,4 km of new trails including the “Bread Route”, the “Water Route” and the historic trail of Odivelas summing up to the total of a million and a half euros in investment.

3. We intend to continue our investment in providing more multisports parks with the purpose of creating the idea of a “Gymnasium City”.

ROAMING ODIVELAS PROJECT | HISTORIC ROUTE This category is part of the sustainable urban mobility plan (PAMUS) that envisions a definition of a mobility strategy for the Municipality of Odivelas in harmony with the metropolitan level of sustainable mobility and with the motion plan for Urban Rehabilitation (PARU)which in turn is linked to the Urban Rehabilitation defined in the Urban Development Strategic Plan (PEDU).

This investment represents a strong commitment in the implementation of “soft means” of transport, by creating pedestrian, cycling trails and simultaneously requalifying the public space guaranteeing an integrated intervention where the local culture and history are valued and preserved, the natural elements present in the urban environment, the promotion of social and territorial cohesion with the main purpose

Sustentável (PAMUS) que visa a definição de uma estratégia de mobilidade para o concelho de Odivelas em sintonia com a atuação em matéria de mobilidade sustentável estabelecida a nível metropolitano, bem como com o Plano de Ação para Reabilitação Urbana (PARU) que pretende operacionalizar a estratégia de reabilitação urbana definida no âmbito do Plano Estratégico de Desenvolvimento Urbano (PEDU).

O presente investimento representa uma aposta forte na implementação de modos suaves de transporte, através da criação de percursos pedonais e cicláveis, e simultaneamente uma ação de requalificação do espaço público, garantindo desta forma uma intervenção integrada onde se pretende evidenciar a valorização e preservação da história e cultura locais, os elementos naturais presente em meio urbano, a promoção da coesão social e territorial, com o objetivo de melhorar a qualidade de vida das populações, aumentando significativamente o padrão de sustentabilidade das comunidades locais.

Neste sentido, propõe-se uma intervenção que assenta na criação de dois percursos distintos, contudo complementares entre si: PERCURSO HISTÓRICO (FASE DE CONCURSO) Percurso pedonal com cerca de 5000m que estabelece a ligação

PERCURSO ODIVELAS (FASE A DESENVOLVER FUTURAMENTE) Composto por três itinerários pedonais, complementados em alguns troços com vias cicláveis da rede ciclável municipal.

O itinerário Odivelas inicia-se, também, na Urbanização das Colinas do Cruzeiro e irá permitir a ligação entre alguns dos mais relevantes equipamentos de Odivelas e Ramada (serviços municipais, equipamentos educativos, desportivos, interface de transportes, etc.). Parte deste percurso irá acompanhar o traçado do Percurso Histórico.

O itinerário Colinas atravessa a urbanização das Colinas do Cruzeiro, ligando os dois equipamentos educativos existentes ao futuro Centro Desportivo, Parque Urbano e a zona dos Pombais (centro histórico de Odivelas).

O itinerário Paiã faz a ligação entre os referidos núcleos e o novo centro de desenvolvimento industrial, o Strada Outlet, a Escola Agrícola da Paiã e o Pinhal da Paiã, chegando ao limite do concelho com a Amadora.

Hence we propose an intervention that is based on creating two distinct, although complementary routes: HISTORICAL ROUTE (TENDERING PHASE) A Pedestrian route of about 5000m linking the Cruzeiro Hill Urbanization to the old nucleous of Odivelas through the historical area of the city – intending to improve the mobility conditions in the daily routine movements of the population aside from promoting a touristic and cultural offer.

ODIVELAS ROUTE (PHASE TO DEVELOP IN THE FUTURE) Made up of 3 pedestrian itineraries, accompanied in some spots by the cycling network. Odivelas route also starts in the Cruzeiro Hills Urbanization permitting contact with some of the most relevant facilities of Odivelas and Ramada (Municipal Services, educational facilities, sports facilities, transport interface, etc), part of this route will cross with the historical route.

The “Colinas” (Hills) Itinerary crosses the Colinas do Cruzeiro (Cruzeiro Hills) urbanization linking to the existent educational facilities to the future sports center, urban park and the Pombais area (historical centre of Odivelas). The Paiã itinerary links the

CIDADE DESPORTIVA ODIVELAS 2020 O acordo estabelecido entre a Câmara Municipal de Odivelas e o Sindicato dos Jogadores Profissionais de Futebol prevê a requalificação e a criação de projetos desportivos nos terrenos que integram o complexo desportivo de Porto Pinheiro.

Relativamente à requalificação está prevista a criação de dois campos sintéticos e um de relva natural, a remodelação dos balneários e a construção de salas de formação.

Já os projetos desportivos dizem respeito à concretização de programas de educação, formação e integração social através do desporto e a garantia da existência de acompanhamento e apoio técnico nas atividades da população escolar.

ODIVELAS SPORT CITY 2020 The agreement established between the City Hall of Odivelas and the Union of Professional Football Players foresees the requalification and sport project creation on land integrating the sports complex situated in Ponto Pinheiro.

Regarding requalification, the implementing of two synthetics and natural lawn fields as well as refurnishing the locker room and training rooms are scheduled.

The sports projects focus on the fulfilling of the educational programs, formation and social integration through sport and the guarantee of special aid and technical support in activities performed by schools.

CENTRO DE ALTO RENDIMENTO DA FEDERAÇÃO DE GINÁSTICA DE PORTUGAL (CASA DA GINÁSTICA) O Pavilhão Desportivo Honório Francisco, localizado no Bairro da Codivel na Freguesia de Odivelas, estava a funcionar como um polidesportivo descoberto, e sem estruturas de apoio, como tal a Câmara Municipal de Odivelas em conjunto com a Federação de Ginástica de Portugal decidiram avançar para a requalificação e modernização do equipamento dado que as construções existentes para o efeito estão sem uso efetivo.

O objetivo do projeto resulta da necessidade de realizar a reconversão, para um pavilhão desportivo coberto para a prática de ginástica, apoiado por balneários / vestiários, ginásio, áreas técnicas de apoio e um átrio principal para acesso de público.

Aproveitando esta área de implantação, optou-se por criar um segundo piso, ainda abaixo da cota da cércea do pavilhão, de forma a albergar os serviços da Sede da Federação de Ginástica de Portugal.

HIGH PERFORMANCE CENTRE OF THE PORTUGUESE GYMNASTICS FEDERATION (GYMNASTICS HOUSE) The Honório Francisco Sports Pavilion is situated in the Codivel quarter in the Odivelas parish, it was functioning as open air multi-sport grounds without supporting structures. As a result, the City Hall of Odivelas together with the Portuguese Gymnastics Federation decided to go forward with the requalification and upgrading of the facility as the existent constructions are effectless in use. The main aim of the project is to reconvert the facility to an indoor sports pavilion directed towards the practice of gymnastics, having the necessary locker/dressing rooms, gymnasium, technical support areas and a main lobby for public access.

Taking full advantage of this implantation area, it was decided that a second floor be built within the existent height quota of the pavilion, so as to accommodate the headquarters of the Portuguese Gymnastics Federation.

Odivelas tem tido nos últimos anos, uma forte tradição nos desportos de combate, no atletismo e no futsal por serem modalidades com forte impacto desportivo no concelho.

São modalidades que têm adquirido também um estatuto importante, não só pelo número de praticantes mas também por projetarem o nome do Concelho pelas suas conquistas e pela formação de atletas.

A Autarquia está presente na organização da grande maioria dos eventos desportivos realizados no Concelho através da cedência das instalações desportivas, de recursos humanos e materiais afetos a essas instalações e apoiando financeiramente os eventos de grande dimensão.

Odivelas has, in the last years, nurtured a strong tradition for combat sports, for athletics and indoor football as they are sports categories with a stronger impact in the Municipality.

These categories have acquired great importance not only due to the high numbers of enthusiasts but also by projecting the name of the Municipality due to their victories and athlete formation.

The autarchy is present in organizing the large number of sports events performed in the municipality by making the sports facilities available, human resources and equipment attributed to these facilities along with financially backing events with a great dimension.

The organization of national and international sports events is one of the vital goals of the Odivelas Municipality, which,

O investimento efetuado na construção e requalificação dos equipamentos desportivos, bem como a construção do Pavilhão Multiusos tem-se refletido na vinda para Odivelas de grandes eventos internacionais e nacionais como o European Open Jiu-Jitsu Championship, o European Open Judo-Men, Taça do Mundo de Judo, o IBSA Judo World Championship, a UEFA Futsal Cup “Elite Round” e a ITTF World Tour Grand Finals 2015 (Ténis de Mesa).

Muitos outros eventos foram realizados no Concelho de Odivelas nos últimos 5 anos, dos quais salientamos:

Odivelas has invested heavily in the sports area over the last 10 years. The investment has been performed in the building and requalification of sports facilities as well as the construction of the multi-use Pavilion attracting to Odivelas the organization of great events both national and international as in the case of the European Open Jiu-Jitsu championship, the European Open Judo- Man, Judo World Cup, the IBSA Judo World Championship, the UEFA indoor Football cup “Ellite Round” and the ITTF World Tour Grand Finals 2015 (Table Tennis).

The Municipality of Odivelas plans in continuing to invest and support sport for the next 5 years. Events have already been scheduled in accordance with the main objectives proposed by the City Hall of Odivelas as well as continuing to involve the community, to develop the “Gymnasium city” concept, to promote competition and to preform activities both regionally, nationally and internationally.

Nos próximos 5 anos o Município de Odivelas pretende continuar a apostar e a apoiar o desporto. Estão planeados eventos de acordo com os principais objetivos da Câmara Municipal de Odivelas.

Envolver a comunidade, desenvolver a ideia de “Cidade Ginásio”, continuar a promover a competição e realizar atividades de âmbito regional, nacional e internacional.

To seize even more events in the coming years is of paramount importance and a prime objective for the city as well as increasing the number of visitors, tourists and participants in the sports activities. The city council of Odivelas program for the next 5 years is a process constantly in motion both at a local as at an international level attracting new events be they competitions or leisure.

The city of Odivelas is more than prepared to welcome sports events of average or large-scale sports impact in major Olympic and new Olympic categories. The fact that we possess infrastructures that allow us to hold the World Championship of Judo, the World Boxing Cup, the European Korfball Shield, the UEFA Indoor Football Cup, the Europe TeamGym Championship and the European Open Jiu-Jitsu Championship, provides us with the necessary know-how and human resources preparation to welcome events with large dimensions. The selected events are programmed not only to fulfill the interests of the municipality population but also to provide easy access to the existing facilities.

É objetivo central da cidade captar mais eventos nos próximos anos, aumentando o número de visitantes, turistas e participantes nas atividades desportivas. O planeamento da Câmara Municipal de Odivelas para os próximos 5 anos é um trabalho constante, tanto a nível local como internacional na captação de novos eventos, sejam eles de competição ou de lazer.

A Cidade de Odivelas está preparada para receber eventos desportivos de médio e grande impacto desportivo na grande maioria das modalidades Olímpicas e não Olímpicas. O fato de termos infraestruturas que nos permitem receber o Campeonato do Mundo de Judo, a Prova Mundial de Boxe (Box Cup), o Korfball Europa Shield, a UEFA Futsal Cup, o Campeonato da Europa Teamgym, o European Open Jiu-Jitsu Championship, permitenos capitalizar experiência e formar capital humano para ações de grande dimensão. Desta forma, os eventos delineados são planeados na expetativa de preencher interesses do Município, da população, aliados à facilidade das instalações existentes.

Odivelas associa-se ao desporto como um ícone, gerador de interesses desportivos, económicos, sociais e culturais, criando programas apoiados diretamente pelo Município e por parcerias de cooperação.

Destacamos as seguintes parcerias e acordos: Associação de Futebol de Lisboa: Protocolo de colaboração, cujo objeto é a cedência de instalações do Pavilhão Multiusos de Odivelas para a realização anual da Taça de Honra de Futsal - Feminina e Masculina; Federação de Ginástica de Portugal: Com instalações cedidas para a mudança da sua sede para o Concelho de Odivelas.

Mantém várias parcerias com o Município, na organização de eventos da modalidade de caráter nacional e internacional.

As 4 juntas de Freguesia do Concelho: Várias iniciativas partilhadas no âmbito do Programa “Clube do Movimento”, “Semana do Desporto de Odivelas” e outras iniciativas.

Odivelas sees sports as an icon and a reference to generating sports, economical and cultural interests, shaping programs directly assisted by the municipality and collaborated by the municipality and other cooperation liaisons.

We point out the following partnerships and agreements: The Lisbon Football Association: Consociation protocol by providing facilities (the Odivelas Multi-Use Pavilion) for the annual/holding feat Female and Male London Football Honour Cup. Portuguese Federation Gymnastics: Its headquarters will be relocated to Odivelas in the near future, reinforcing the partnership with the municipality in the organization of National and International events in this category.

A nível científico, encontramo-nos numa fase de consolidação das relações com diversas instituições de Ensino Superior, por forma a podermos desenvolver estudos que caraterizem a realidade desportiva de Odivelas, o que permitirá planear de forma coerente e sustentável as políticas desportivas a implementar para a prossecução dos objetivos do Município.

Não podemos deixar de realçar a proximidade com os agrupamentos de escolas e instituições de ensino superior do Concelho, com as quais acolhemos estagiários de diversas áreas de interesse desportivo, desde a Educação Física, à Gestão, os quais colaboram diretamente com os serviços desportivos do Município.

Neste âmbito salientamos a colaboração com alguns estabelecimentos de Ensino Superior, como o Instituto Superior de Ciências Educativas de Odivelas (ISCE), a Faculdade de

At the moment, we are consolidating various interactions on a scientific level with diversified superior education entities in the municipality, where we welcome the trainees for internships in the various areas concerning sport ranging from Physical Education to Management cooperation directly with the Municipality´s Sports Division.

In this scope we highlight our collaborations with some Superior Education Establishments, namely the Superior Institute of Educational Science of Odivelas (ISCE), Faculty of Human Movement, the Lisbon Lusófona University all of whom provide trainees that continuously develop their learnership by contacting with technicians of the Sports Development Division.

In addition to the internships issue, some studies were performed concerning data collection on the Movement Club

Motricidade Humana e a Universidade Lusófona de Lisboa, que permitem que muitos estagiários continuem a desenvolver a sua formação junto dos técnicos da Divisão de Desenvolvimento Desportivo.

Para além da questão dos estágios, foram realizados alguns estudos ao nível da recolha de dados no Programa do Clube do Movimento, estudos estes, realizados em parceria com o ISCTE – Instituto Universitário de Lisboa e com o Instituto Superior de Ciências Educativas (estudos ao nível da condição física, avaliação cognitiva e satisfação com o programa do Clube do Movimento). Alguns destes estudos foram apresentados em várias Universidades Europeias.

Por último, de salientar que tendo em conta o conhecimento existente na Divisão de Desenvolvimento Desportivo na área da gerontomotricidade, foi estabelecida uma parceria para a colaboração dos técnicos na edição de um capítulo do livro “Gerontomotricidade - Programa de exercício físico para pessoas idosas”.

Lastly, and keeping in mind all the know-how regarding geronto motricity in the sports development division, a partnership was set up for the collaboration of technicians in the edition of a chapter of the book “Geronto Motricity - Physical Exercise Program for the Elderly”.

6.1 COMO VÊ A CIDADE – A SUA COMPARAÇÃO COM OUTRAS CIDADES – A SUA QUALIDADE ESSENCIAL, OS SEUS PONTOS FORTES E O SEU PERFIL DISTINTIVO COMO CIDADE DO DESPORTO? Nos últimos 10 anos, é evidente o crescimento e o desenvolvimento, em termos qualitativos e quantitativos do desporto no Concelho de Odivelas, quer em termos do aumento do número de praticantes no Concelho, quer no número de Associações/Coletividades/Clubes, quer em termos de investimento em infraestruturas desportivas.

Cientes dos desafios atuais, assentes nas diretrizes de Saúde Nacionais e Europeias, a Autarquia tem vindo a investir na diversificação das suas atividades desportivas e na projeção de novas infraestruturas desportivas, como é exemplo, o Complexo Desportivo Porto Pinheiro e as ciclovias que vão atravessar as freguesias do Concelho.

Tem sido igualmente desenvolvido um grande esforço por parte do Município, na recuperação das infraestruturas existentes, nomeadamente o Complexo Desportivo Honório Francisco, que irá possibilitar a prática de várias disciplinas de atletismo e de ginástica, bem como dos equipamentos desportivos do

6.1 HOW DO YOU SEE THE CITY – IN COMPARISON TO OTHER CITIES – ITS ESSENTIAL QUALITY, STRONG PRINTS AND DISTINCTIVE PROFILE AS CITY OF SPORT? It is more than evident to notice the sports growth and development both on a quality as quantity level, in the Odivelas Municipality over the last 10 years. Be it when considering the increase of sports enthusiasts in the Municipality, the increase of Associations/Collectivities/Clubs or in terms of investment in Sports Infrastructures.

Being fully aware of the challenges and having as a main orientation National and European Health, Odivelas has come to invest in the diversification of its sports activities as well as the protection of new sports infrastructures as is the example of the Porto Pinheiro Sports Complex and the cycling tracks crossing the parishes of the Municipality.

The Municipality has also endeavored with great effort to recover, requalify and refurbish existing infra-structures, namely the Honório Francisco Sports Complex, which in time will permit the practice of various categories of Athletics and Gymnastics as well as maintaining existent sports equipment belonging to local Associations due to the intense usage of both by

associativismo local, devido ao desgaste provocado pelo uso intensivo por parte das associações e munícipes.

Acreditamos e estamos a trabalhar para que em 2020, consigamos atingir mais entradas diárias nas instalações desportivas municipais, face às atuais. Sabemos no entanto, que só é possível com o envolvimento e com a alteração de hábitos de vida dos cidadãos. É com esse objetivo que a Câmara Municipal De Odivelas trabalha diariamente desenvolvendo programas, como por exemplo: O programa do Clube do Movimento, com cerca de 2000 praticantes, e que tem cumprido o objetivo principal, colocar a população sénior a praticar exercício físico, prevenindo os principais problemas de saúde mas também o isolamento.

A cidade reúne condições excelentes para a prática do desporto, estando a maioria dos espaços desportivos municipais distribuídos de uma forma uniforme por toda a área geográfica do concelho, facilitando o acesso dos munícipes. É possível praticar desporto 7 dias por semana.

Vamos continuar a apostar na melhoria e reabilitação do espaço público com a persecução da “Ideia de Cidade Ginásio”, na promoção da investigação académica contribuindo a nível nacional e internacional para a investigação científica na área do Desporto.

We are confident and believe that in 2020 we will come to register many more daily entries at Municipal Sports facilities comparing to the current number. We are however, fully aware that this is only possible with the active participation and lifestyle habits alteration of our citizens. It´s embracing this objective that the City Hall of Odivelas daily strives to conquer by providing projects such as the club movement program where 2000 enthusiasts have accomplished one of our main aims - making the senior population practice sports preventing not only health issues but elderly isolation too.

The city possesses all the necessary conditions for the practicing of sport by uniformly having distributed the majority of, municipal sports facilities allowing for easy access by the residents, making it possible to practice sport 7 days a week.

We are going to continue to invest not only in the betterment and rehabilitation of public space with the ultimate aim of achieving a “Gymnasium City” but also in promoting academic research thus contributing, on a national and international level, to the scientific research in the sports area.

Culture, Tourism, Education and Youth are but a few of the sectors which stimulate the development of public politics when promoting sport, reinforcement of the economy and professional activity in the municipality as well as the qualification and

Consideramos que estamos dotados de todas as ferramentas para continuarmos a desenvolver um percurso assente no Desporto. Pelo trabalho desenvolvido até aos dias de hoje acreditamos que temos uma população mais saudável, mais feliz e mais coesa.

6.2 IN WHICH FORM WILL THE CITY WHILST “EUROPEAN CITY OF SPORT” ACCOMPLISH THE FIVE FUNDAMENTAL OBJECTIVES OF ACES EUROPE WHEN RELATING THEM TO THE DEVELOPMENT OF SPORTS IN THE CITY? Odivelas, European City of Sport 2020, will guaranteeingly be a moment of meditation, analysis and sharing concerning the phenomenon of national sports, to be more precise, of the local sports phenomenon where municipal sports politics are analyzed and refined, seeking satisfaction of the Odivelas residents, creating a unique moment of total involvency on behalf of local associations and all other entities directly or indirectly related to sport creating a feeling of unity in search of a common objective.

Este título que Odivelas pretende ostentar durante o ano de 2020, não pretende apenas ser um hastear de uma designação, mas um momento concreto de desenvolvimento do panorama desportivo de uma cidade e de uma região, garantindo desta forma um fenómeno catalisador para a promoção do desporto e da atividade física, essencialmente no desencadear do sentimento de procura do desporto e da atividade física, como medida fundamental para o alcance da saúde e bem-estar de toda uma população.

Pretende-se desta forma que Odivelas atinja novos patamares de desenvolvimento desportivo, enraizando uma cultura de dinamismo global, com mobilização massiva de toda a sociedade para a prática desportiva, garantindo presença nos mais variados eventos desportivos, na criação de uma maior oferta desportiva, nomeadamente nas áreas com menor desenvolvimento, como o desporto adaptado e o desporto no género feminino e, assumindo os valores do desporto e dos seus praticantes como uma forma de melhoria da vida em sociedade.

This tittle that Odivelas so deserves to have in 2020 is not just about hoisting a title, but more of a particular moment regarding the panorama of sports development of a city, a region, granting hence a catalytic phenomenon for the promotion of sport and physical activity essentially unveiling the feeling and need to find sport and physical activity – a crucial measure to attaining good health and wellbeing of the whole population.

So being we expect Odivelas to achieve new thresholds in the sports development, anchoring a culture of global dynamism with massive mobilization by society regarding the practice of sports, thus ensuring our presence in the most diverse number of sports events, in the creation of a larger sports offer, namely in less developed areas as is the case of adapted sport, female sports supporters as a form of improving life in society.

The candidacy of Odivelas to European City of Sports 2020 proposes to reinforce partnerships and synergies present in various local institutions which promote and dynamize the sport phenomenon. Taking advantage of this reinforcement and narrowing of relationships, its sub – intended that these associations and public/private entities be active partners in providing and maintaining activities and initiatives throughout 2020 upholding once again, the fact that Odivelas be confirmed as European City of Sport.

pretende assim reforçar as parcerias e sinergias existentes entre as várias instituições locais que promovem e dinamizam o fenómeno desportivo.

Aproveitando este reforçar e estreitar de relações já existentes, pretende-se que estas associações e instituições públicas e privadas sejam parceiros ativos na criação e manutenção de iniciativas e atividades ao longo de todo o ano de 2020, assinalando de uma forma ainda mais vincada o fato de Odivelas ser consagrada Cidade Europeia do Desporto.

Assumindo a continuidade das atuais políticas desportivas municipais, Odivelas assume continuadamente uma postura de braços abertos, para todas as manifestações e eventos desportivos que nos procuram para a sua realização, razão pela qual se encontra já atribuída a organização do Campeonato da Europa de TeamGym. Obviamente que com a assunção de tal marca nacional e europeia, a autarquia Odivelense assumirá uma postura ainda mais direcionada, dinâmica e proativa, na procura das mais variadas formas de manifestação desportiva para que estas se concretizem na cidade de Odivelas, na perspetiva máxima de alcançar um desejo singular, apoiado pela própria autarquia e por todo o associativismo desportivo, tornar Odivelas – Cidade Europeia do Desporto 2020, a melhor e maior cidade europeia do desporto alguma vez realizada.

6.3 WHAT TYPES OF INITIATIVES AND ACTIVITIES DOES THE CITY INTEND TO CONTRIBUTE WITH REGARDS TO THE ACES EUROPE ENDEAVOR? One of the main goals of ACES is promoting the consciousness that sport is, above all, a social function that should be encouraged by public and private entities. The City Hall of Odivelas, has for some time, had the idea in mind, that sports was, is and will always be of immense importance and impact both culturally and socially, promoting the bonding among

6.3 QUE TIPO DE INICIATIVAS E ATIVIDADES A CIDADE PRETENDE PARA CONTRIBUIR PARA O TRABALHO DA ACES EUROPE? Um dos grandes objetivos da ACES é promover a consciência de que o desporto é, acima de tudo, uma função social que deve ser promovida pelas entidades públicas e privadas. A Câmara Municipal de Odivelas, desde há algum tempo, tem tido a consciência de que o desporto foi, é, e sempre será uma ferramenta de grande impacto cultural e social, promovendo a ligação entre gerações. O Desporto cria junto da sociedade, um espírito alegre, dinâmico e mobilizador em torno do mesmo objetivo, independentemente de ser espetador, praticante ou outro agente desportivo.

Num mundo “global” onde se vislumbra uma cada vez maior sugestão para hábitos de vida sedentária com especial relevância entre os jovens, o investimento em hábitos de vida saudável através da prática desportiva formal ou informal é um objetivo central e determinante para o futuro.

Tornar o desporto e a prática desportiva um elemento atrativo que concorra diretamente com a “tecnologia de sofá” ao mesmo tempo que promova e estimule um espírito de comunidade envolvida e empenhada é, por isso, um eixo fundamental na

programação de ações.

Pretendemos continuar a revitalizar desportivamente a cidade, aumentar o número de eventos desportivos realizados ao ar livre, de fácil acesso e numa perspetiva do desporto para todos – a “ideia de Cidade Ginásio”.

Queremos aumentar o índice de prática desportiva neste Concelho e impregnar toda a população para que este aumento não fique dentro das nossas fronteiras, mostrar que o desporto é um fator de coesão, de aculturação, de socialização e acima de tudo, de desportivismo, fair-play, de partilha, de alegrias e tristezas, de bem-estar e de saúde. O desporto, quando bem aplicado torna-se um instrumento bastante precioso para modificar os hábitos, para modificar atitudes e comportamentos disruptivos.

Vamos continuar um trabalho árduo junto dos nossos atletas nas competições nacionais, internacionais e na receção/organização de campeonatos nacionais/ internacionais no Pavilhão Multiusos de Odivelas.

Pretendemos continuar a desenvolver um trabalho de formação e educação nas nossas escolas, com o desporto escolar, com o associativismo e com os seniores, levando o desporto a cada canto do Concelho de Odivelas, tornando-nos um exemplo a nível nacional.

In a global world where we are constantly faced with sedentary life habits, in particular with youth, make our central objective of investing in healthy way of life through formal and informal sports practice a determining factor for the future.

One of the fundamental axis when programing events is to present sports and sports practice as an attractive element that directly competes with the “couch technology” concept while simultaneously promoting a dedicated involvement and spirit of community.

We intend to continue revitalizing the city through sports practice, in so doing, increase the number of sports events held outdoor, of easy access and open to everyone – the idea of the “Gymnasium city”. We are working to increase the percentage of sports practice in this municipality as well as influence and stimulate the population to carry on beyond our borders always conveying the image of sports as a cohese , acultural, socializing and above all, fair play sharing both happy and sad moments, well-being and health orientated celebration. When sports is well addressed and applied it becomes a precision instrument in modifying habits, attitudes and disruptive behaviour. We are adamant to continue the hard work with our athletes in

Para além do compromisso de continuarmos a desenvolver um trabalho na vertente educativa/formativa, no crescimento do acesso ao Desporto para Todos, na aproximação com as camadas jovens através das múltiplas atividades desportivas programadas, na construção/reabilitação de equipamentos desportivos, na aposta dos atletas do Concelho, a Câmara Municipal de Odivelas tem previsto a realização de 400 eventos desportivos em diferentes modalidades desportivas no decorrer do ano de 2020.

Deste modo, o trabalho desenvolvido pela Câmara Municipal de Odivelas irá promover os valores da ACES juntos dos cidadãos locais e nacionais, contribuindo para a sensibilização das restantes cidades em optar por uma política estratégica assente na área do Desporto e por consequência na apresentação de futuras candidaturas.

Pretendemos acima de tudo partilhar com o resto do mundo a nossa experiência, Know-how e conhecimento em todas as áreas do Desporto, contribuindo para o desenvolvimento da ACES. Vamos continuar a assentar os nossos valores e princípios nos 5 objetivos da ACES!

We are centered in developing, training and education in our schools, through school sports together with our associations and session enthusiasts, taking sport to all corners of the city of Odivelas, making us an example on a national level. Although never forgetting our commitment to continue developing our work in the educational/formative area, in stimulating the increase to sports access for all, attracting the younger population by providing multiple sports activity programs, in the construction/rehabilitation of sports facilities believing in our athletes and the “Yes We Can” factor.

A total number of 400 events in different categories are already scheduled to take place in Odivelas in 2020. It is the City Hall of Odivelas pleasure to promote the ACES values with its local and national citizens contributing thus to stimulate other cities to opt for a strategic politic that has as its threshold sports and consequently the presentations of future candidacies.

We want to above all, share our experiences, our know-how and knowledge in all sports categories with the rest of the world contributing thus to the development of ACES. The 5 ACES objectives will always be at the heart of our main values and principles!
