Joe Patton of Westervelt Lumber in Tuscaloosa, Alabama, will serve as immediate past chairman. The board also reelected Blocker as SFPA president and Tami Kessler as corporate secretary.

Opinions Vary on Impact of Plan to Degrade Southern Pine Design Values Some fear big changes; others say impact will be limited Source: PROSALES Information Service Publication date: 2011-11-02

By Craig Webb The proposal to reduce some design values for Southern yellow pine (SYP) by as much as a third has created fear and concern among some dealers, in part because of uncertainty over just how big a deal the change is, participants in a ProSales discussion say.

The online chat among members of ProSales' LinkedIn group echoed the wide range of anecdotal comments that ProSales reporters have received since the Southern Pine Inspection Board (SPIB) first proposed to the American Lumber Standards Committee (ALSC) a reduction of some building standards to which Southern pine can officially be expected to perform. ALSC conducted a hearing on the issue last month and will hold another hearing on Jan. 5.

"It's a really big deal in southwest Florida," a dealer from Fort Myers wrote. "Many of the homes I sell material for use SYP for the framing of structural walls not to mention the trusses. It's the most cost-effective structural product in our market. Redesign and the cost of engineered lumber would increase cost drastically."

That's not far removed from the opinions expressed by the National Lumber and Building Material Dealers Association (NLBMDA) and the Structural Building Components Association. Both have said the change could lead to possible stopped and delays of "thousands" of construction p r o j e c t s u s i n g S Y P, f o r c e d redesigns of planned projects, and "a significant reduction" in the value of SYP now held by dealers, distributors, and builders.

properties that builders can count on Southern pine delivering when they use it in construction. Among those design values are the wood's load values--its ability to resist bending, tension, and compression, as well as the product's general stiffness. Last month, SPIB submitted to ALSC a set of proposed new design values that in four out of seven values are 20% to 35% lower than the old ones. The other three values remain unchanged. (The Southern Forest Products Association (SFPA), an information agency, has written a Q&A summary of the proposal, plus a news release with more background information.)

"It appears to be very important," wrote Byron Potter, CEO of Dallasbased DW Distribution, regarding the proposal. "Anything that reduces confidence, introduces doubt, raises costs or has a hint of a quasigovernment body forcing itself upon industry with little warning ... Is a big deal!"

But others noted that the change won't affect every piece of SYP. The proposal only affects Southern pine that is graded visually rather than by machine. In addition, SYP used for decking also wouldn't be changed.

"There ARE going to be new lower design values for visually graded SYP lumber--it is a reality," said Mike Momb, technical director at Hansen Pole Buildings, Fargo, N.D. "This is due to rapidly grown 'plantation' trees. The lumber cut from the, is just not as strong. It IS important for designers to have accurate material strength information, in order to continue to have safely engineered structures. While every species of wood should undergo frequent testing to monitor strength properties, only SYP is widely grown on farms. Other than perhaps needing to upsize some headers, or floor joists, stick-framed structures will see very little change. Much of the truss industry uses MSR [machine stress-reated] or MEL [machine-evaluated] lumber, the values of each of which are evaluated by machine, so the strength of each piece is a known value.

The industry survived in grade testing and revaluation of strengths in 1991, it will survive again."

Jason Blenker of Blenker Building Systems in Wausau, Wis., predicted that the change will make machine-graded versions of Southern pine more popular and cause price increases in both. And the owner of a Memphis, Tenn., area construction company wondered whether there's enough machine-rated SYP available to meet demand. "At a time when we need to increase American manufacturing, the SPIB would have sent us to Canada to buy lumber," he said.

Cally Coleman Fromme, executive vice president of a Victoria, Texas, lumber company and new chair of the NLBMDA, seconded her association's complaint that SPIB didn't publicize the issue enough before it went to ALSC with its proposal. "Clearly, testing and research has been under way for some time," she wrote. "Why was there such little notice?

Why was such a big issue kept under wraps?"

"That really is the issue, Cally," replied Robert Uhler, regional manager for the Kansas City, Mo.-based Mid-America Lumbermens Association.

"When I'm out talking to our members about this issue. They are asking not about the change in the design values but more about the timing of the whole thing. Also, they want to know what does this mean for the value of there inventory they have on the ground and in the pipeline?"

"I remember the in-grade studies that revised design values upward around 1990," he wrote. "From what I've read, the proposed reductions pretty much take back those increases.

"It was funny; back then SPIB or someone ran an ad campaign with a big header saying 'Even we didn't know how strong this stuff was,'" Feick continued. "This will put us at a competitive disadvantage as a SYP truss manufacturer, as truss member sizes or design will be altered to compensate for the lower design values. For wall framing this is no big deal, but for floor spans or structural components in trusses, it'll make a big difference."

SPIB Proposed Design Values Available Online The Southern Forest Products Association (SFPA) has posted the Southern Pine Inspection Bureau’s (SPIB) proposed design values for visually graded dimension lumber on its website, www.southernpine.com. New links to this information now appear on the home page, leading to all available information related to this much-discussed topic.

On October 7, SPIB announced their submittal of proposed design values, now pending approval by the American Lumber Standard Committee (ALSC) Board of Review. Prior to ALSC’s next meeting – set for January 2900 Indiana Ave. Kenner, LA. 70065 504/443-4464 5, 2012 in Washington, DC – ALSC is soliciting written comments from sfpa.org southernpine.com mail@sfpa.org all interested parties, to be received at least 10 days prior to the meeting.

“SFPA is providing this information to all levels of the Southern Pine lumber manufacturing and supply chain, as a service to our members, their customers and the entire industry,” said SFPA President Adrian Blocker.

“These proposed design values from SPIB will help the dialog progress to a better understanding of the process, the data and the impacts on our industry,” he added.

Also from SFPA’s new SPIB Proposed Design Values page, visitors can review news releases with comprehensive background information, plus a collection of updated answers to 30 most frequently asked questions explaining the process, SFPA’s role and impacts of the SPIB proposal. A link is provided to the current design values that remain effective until SPIB publishes new design values in its Supplement No.9 to the 2002 Standard Grading Rules for Southern Pine Lumber sometime next year.

The last major change for visually graded dimension lumber occurred in 1991 when design values for Southern Pine and other North American species were published based on In-Grade testing of full-size samples of commercially produced lumber. Since 1994, SPIB has conducted an annual resource monitoring program developed in collaboration with the U.S. Forest Products Laboratory (FPL). Although the level established to trigger additional testing was never reached, overall trends in the annual test data suggested a possible shift in the resource mix. These trends, along with anecdotal external information, prompted SPIB to conduct a year-long program of testing and data review. SPIB is the first rules-writing agency to submit new values. Rules-writing agencies responsible for other species are in different stages for evaluating design values.

SFPA does not test lumber or establish design values. SFPA’s primary function is to market lumber products and to help users understand Southern Pine grading rules and design values.

The post North American Wholesale Lumbermen’s Association annual convention week brought little movement to the lumber market, except in the area of gossip. Deals were made, to be sure, as is always the case during NAWLA. Mills and stocking wholesalers signed some agreements for the next quarter’s lumber sales. Attention was focussed on speeches and presentations making projections about the US home building in 2012, as well as the near-term future for the lumber market in North America.

Most traders returned to their desks last week feeling bullish about next spring.

The end of this year, however, is shaping up to be ugly. While customers in China did make some buys last week, lumber prices continued their seasonal drop. Several forestry companies announced 3Q financial results last week and the overall picture was not pretty. Yet another round of mill closures and curtailments across the continent are upon us, including panel producers.

Such a difficult decision is necessary to correct the teetering supplydemand balance. At the moment commodity lumber prices are close to cost-of-production for most modern North American mills, or perhaps a little bit low considering the high Canadian dollar. But certainly not $100 below as they were two and three years ago. Further capacity reductions might be necessary to keep supply and demand in check before the end of this year.

Customers in China did make orders for lumber last week, although at smaller volumes than was hoped. Value buyers, the Chinese are getting a feel for whether the market has hit bottom. If it is perceived in Asia that lumber prices have stabilized and will not fall much further this year, then there will be more lumber sales into China.

At the moment it appears that lumber supplies in China are well stocked.

It is impossible to know how deep North American lumber has moved into the country, and how much local demand there is for wood. Most industry insiders agree that if significant buying from China does not materialize by the US Thanksgiving long weekend, it will not do so before the end of this year.

As a continuation of Dave Corbin’s Mathematics of Software for Structural Engineering series, this week we are sharing Blog#6: Screen Coordinates; Panning and Zooming.

If you work in an office, chances are you spend most of your work day in front of a computer monitor. Like a television or photograph, your monitor is divided into a grid of tiny dots called pixels. Early monitors were restricted to a palette of only 16 colors, but today’s monitors can display more colors than the human eye can detect.

The number of pixels is generally variable according to your screen resolution. A typical resolution is 1,280 x 1,024 meaning that your screen is partitioned into a grid of 1,280 columns and 1,024 rows, or more than 1.3 million pixels altogether. This mesh is much too fine to reproduce here exactly, but you can get some idea of its appearance from the following sketch: In truss design software systems, we use world coordinates (x, y) to perform calculations, however when calculating pixels, the computer must convert world coordinates into screen coordinates (mx, m y); otherwise, the beam would be microscopic in size and wedged in the upper lefthand corner of the screen. To denote a line segment from [1,4] to [5,2], the conversion is accomplished via the following pair of equations for mx and my: mx = tx + sxx my = ty – syy Where (tx,ty) is the pixel location corresponding to [0,0], and (sx,sy) are ratios of pixel distances to real-world coordinates, or scaling factors (normally the same in both directions). For example, the choices tx = 240, ty = 660, sx = sy = 80, would produce a line segment from screen coordinate (320,340) to (640,500), as illustrated. To an observer thinking in terms of world coordinates, it would look like a line segment from [1,4] to [5,2].

So who chooses the values of tx, ty, sx and sy? In a sense, you do. Whenever you pan the image across the screen, the computer automatically adjusts the values of tx and ty to a different origin point. Whenever you zoom in or out, the computer automatically changes the values of sx and sy to a different scaling factor. When you return to plan view, the original s and t values are restored, and so is the original image on the screen. Of course, only the s and t parameters and (mx,my) coordinates change; the world coordinates remain fixed with the model.

Every millisecond or so, the computer refreshes the entire screen using the previous equations to re-calculate screen coordinates for all the world coordinates in your model. This process is so fast that it creates the illusion of dragging the image across the screen in response to your pan/zoom command. If your model is very complex, you may notice a slight flicker during this operation – Even a computer must sometimes catch its breath.
