New Design Values for Southern Pine Remain Under Review ALSC Board of Review Opens 60-Day Comment Period The American Lumber Standard Committee (ALSC) Board of Review deferred decision on approving a recommendation by the Southern Pine Inspection Bureau (SPIB) that would modify design values for visually graded dimension lumber. As announced in an October 19 e-mail: “The Board has determined that (in addition to the October 20 hearing) it will hold a second hearing approximately 60 days later to afford all interested parties an opportunity to comment in person on the technical aspects of the SPIB submission.”

The Southern Pine Inspection Bureau (SPIB) had submitted new design values for visually graded Southern Pine dimension lumber, for approval by the American Lumber Standard Committee (ALSC) Board of Review at its October 20 meeting. Some 60 industry representatives attended to hear presentations from affected groups. Attendees represented all major stakeholder groups including lumber producers, component manufacturers, truss plate and software suppliers, builders, contractors, engineers, building officials, building material dealers, universities and government agencies. In general, the speakers commented on the process, the available data, and the timing of publishing new design values on notice, and suggested a suitable transition plan would help.

The next scheduled ALSC Board of Review hearing will be January 5, 2012 in Washington, DC. “This 60-day comment period will afford all parties time to consider all available data, all technical issues related to the science behind these proposed new values and help the ALSC Board of Review to render some equitable decision in the near future,” stated Adrian Blocker, president of the Southern Forest

Products Association (SFPA), the marketing organization for Southern Pine lumber.

In announcing the 60-day comment period, ALSC requested that all interested parties submit their remarks in writing or in person at the January 5, 2012 meeting. “Parties should continued page 6

SPIB is the first rules-writing agency to submit new values. Ruleswriting agencies responsible for other species are in different stages for evaluating design values. The new values will ensure that Southern Pine lumber will continue to be a reliable material in the construction of residential and commercial buildings. Upon receiving final approval from ALSC’s Board of Review, SPIB will publish new design values for visually graded Southern Pine dimension lumber.

The last major change for visually graded dimension lumber occurred in 1991 when design values for Southern Pine and other North American species were published based on In-Grade testing of full-size samples of commercially produced lumber.

Since 1994, SPIB has conducted an annual resource monitoring program developed in collaboration with the U.S. Forest Products Laboratory (FPL). Although the level established to trigger additional testing was never reached, overall trends in the annual test data suggested a possible shift in the resource mix. These trends, along with anecdotal SAWS external information, prompted SPIB to conduct a year-long program of testing and data review.

SPIB's proposal was met by outcry from both the construction and building material supply industries. The National Lumber and Building Material Dealers Association said the proposal features no phase-in period and could lower the value of dealers' inventories overnight.

Another fear is that the changes could affect the amount of materials required for jobs, thus increasing project price tags. Higher costs could lead to delays or decisions to scrap certain projects, hurting both dealers and builders during a time when there are few projects being started and completed.

A slow week was had by all in the North American lumber market as anyone and everyone that was able attended the North American Wholesale Lumbermen’s Association annual convention. This year held in Las Vegas, NV, surely in an attempt to increase attendance, NAWLA provides a great opportunity for lumber industry players to meet face-to-face once a year. In between the heavy drinking and trade show floor visits, lumber traders meet customers to get a feel for the market and hammer out deals for the coming year.

Last week the poor sods left behind in lumber sales offices had not much news to report. Volumes of dimension lumber and panel sold continued low, as is normal for this time of year. Prices on benchmark WSPF KD 2x4’s fell $10, or almost 4 per cent, to US$232 mfbm. Lumber inventories throughout the supply chain remain low, but sawmill order files are only for a few days so traders could do nothing to bolster lumber prices. Counter-offers by customers, however, were generally ignored.

Demand from China has levelled off from its highs in the first half of this year. The latest indications out of that country show that building projects are beginning to ramp up once again, after a brief respite from July to September. In addition, it seems that lumber ordered in spring from North America has made its way to its final destination, providing an opportunity for China’s importers, transporters and wholesalers to assess needs in the near future.

US September new home sales released this week by the Commerce Department show an almost 6 per cent increase over August. This is not a traditional time of year for Americans to be buying new homes; most home buying activity tends to happen over the summer so families are moved in their new home in time for the kids to start school in September. Despite gloomy assertions by some industry watchers that the US home building industry will continue in a funk because house prices remain low, in reality the reverse is true.

Home prices have remained flat for several months in many regions of the US, indicating to savvy buyers that the market has reached bottom.

Once home buying activity resumes, even at these low levels, other fencesitters will step into the market. Months’-supply inventory figures are determined by current sales activity. A small increase in home buying activity will quickly burn through the existing home supply. At that point the scope of the so-called shadow inventory, of homes that are empty but have not yet been put on the market, will be revealed.

Revisions to Design Values for Southern Pine Lumber Christina Huerta - Friday, October 21, 2011

Throughout the construction industry in the United States, there is a buzz about the Southern Pine Inspection Bureau (SPIB www.spib.org) proposing revisions to the design values for Southern Pine dimensional lumber. The revisions were submitted to the American Lumber Standards Committee (ALSC www.aslc.org). The ALSC has announced a delay (of approximately 60 days from the October 20, 2010 meeting) in order to hold a second hearing on the issue.

It is expected that the ALSC will rule on the changes at a meeting in the near future. If the proposed revisions are approved by the ALSC, it is expected that revised values will be published by the SPIB and included in the publication of the 2012 National Design Specification for Wood Construction (NDS 2012).

At this time, it is not clear when the new values will officially go into effect. If the industry does not set an official timeline, then the adoption of the NDS 2012 into the new building codes may govern. The 2012 International Building Code (IBC) and the 2012 International Residential Code (IRC) will likely officially adopt the new values by reference to the NDS 2012. Local building officials and truss design engineers may choose to apply the new design values sooner.
