The Southern Pine Inspection Bureau (SPIB) has issued Supplement No.9 to the 2002 Standard Grading Rules for Southern Pine Lumber providing new design values effective June 1, 2012. The only design values that will change on June 1 apply to visually graded Southern Pine and Mixed Southern Pine sized 2” to 4” wide and 2” to 4” thick (2x2s through 4x4s) in No.2 and lower grades (No.2, No.3, Stud, Construction, Standard and Utility). This also includes new design values for No.2 Dense and No.2 NonDense Southern Pine. Design values for all other grades and sizes of visually graded Southern Pine remain the same, pending results of testing scheduled for completion later this year.

The last major change for visually graded dimension lumber occurred in 1991 when design values for Southern Pine and other North American species were published based on In-Grade testing of full-size samples of commercially produced lumber. Since 1994, SPIB has conducted an annual resource monitoring program developed in collaboration with the U.S. Forest Products Laboratory (FPL). SPIB is the first rules-writing agency to publish new design values. Ruleswriting agencies responsible for other species are in different stages for evaluating design values.

requirements. Southern Pine users have many available product options including visually graded dimension lumber and an increasing supply of mechanically graded lumber. Many producers and key customer groups have already successfully transitioned to the new design values with minimal disruption to their businesses. Building codes reference design values certified by the ALSC Board of Review. The American Wood Council (AWC) publishes these design values in a supplement to the code-referenced National Design Specification® (NDS®) for Wood Construction. Building codes also include span tables and other prescriptive requirements that will need to be amended to reflect the new design values. Visit www.awc.org to download the AWC Addendum to Design Values for Wood Construction, revised prescriptive span tables and other updates to AWC’s standards and design tools. Also visit www.southernpine.com to obtain easy-to-use span tables for specific grades and sizes of Southern Pine lumber. SPIB and Timber Products are currently working to complete the full In-Grade matrix by destructively testing Select Structural 2x4s, No.2 and Select Structural 2x8s, and No.2 and Select Structural 2x10s in bending, tension and compression. Additional design value changes are expected once all the testing is completed later this year. Moving forward, Southern Pine will continue to be monitored with annual destructive testing.

Attitudes wavered sharply last week as dimension lumber prices across North American firmed up even further. Perhaps after so many years of a down market, some simply can’t believe the supply-demand balance has turned around. Others barely took the time to register rising lumber prices, preferring to book orders and sell as much wood as they possible could. Celebrations erupted all over the continent as the composite reached, and then passed, the trigger to lower the export tax on Canadian softwood lumber going into the US. On June 1 the tax will drop from 15 to 10 per cent in the west and from 10 to 5 per cent in the east. Last week’s continued rise in prices, helped along by a big bump in oriented strand board, has many agreeing the export tax in July will be zero. Reports that larger builders in the US have not stocked up on enough inventory to carry them through projects already committed to for July and August did little to prop up a flagging futures market. After the close of the May contract last week, lumber futures are currently running at a significant discount to cash. Benchmark WSPF KD 2x4 #2&Btr dimension lumber prices climbed a surprising $8 to US$308 mfbm.

But the big winner was OSB in the central region, which had been maddeningly flat for the past two years, suddenly popped up $20 on all widths. Benchmark OSB 7/16” Ontario ended the week at C$240 msf. But with such consistent price increases on all thicknesses, one has to wonder if that spike will carry through to more increases in coming weeks. OSB on the west side was unchanged, as was plywood. Reports from the sawmills are that customers are stubbornly sticking to their just-in-time buying and not-inventory-building strategies. With no price drop in the visible horizon, and mill order files keeping steady or in some cases stretching longer, producers wonder what buyers are thinking. Buyers, for their part, are betting that this sharp rise of lumber prices of the past four weeks will not stick. They prefer to buy for immediate needs only. Why stock, after all, if prices are just going to start dropping in the summer? Who’s strategy will turn out to be the winner? It doesn’t seem likely lumber prices will come off significantly before August. Between now and then, if they keep going up or remain at current levels, holding off on buying will only cause buyers more headaches as summer wears on.

Use Your Head, Wear Your Hard Hat Your head is the most important part of your body. You think, feel, talk, smell, and hear with your head. Therefore, it makes sense that you should protect your head from any injury. Wearing a hard hat is the first line of defense against head injuries on the job. A hard hat can protect your head against the hazard of falling material and guard against accidental bumping. The hard hat softens any blow to the head. It resists and deflects the blow and distributes the impact over a large area. The hat’s suspension acts as a shock absorber. Even if the hat dents or shatters, it still takes some of the force out of the blow and off your head. It can also shield your scalp, face, neck, and shoulders against spills or splashes. Choose the hard hat most suitable for the work being performed and only wear approved hard hats manufactured to meet required standards. These are made to give your head maximum protection. Make sure your hat fits correctly. Hats that fit right provide you with the most comfort and protection. The ability of a hard hat to protect a worker depends on the shock absorbing space between the shell and head by the suspension provided. Therefore, it is important that sweat bands and suspension straps by properly adjusted to obtain the maximum protection. Sunlight and heat can rot the sweatband and straps, so don’t leave your hard hat on the window ledge of your car. Take good care of your hard hat. Don’t drop it, throw it or drill holes in it. Inspect your hard hat every day for cracks, gouges, and frays or breaks in the straps. Colors can be used to identify different crafts and supervisory personnel, and should be encouraged and given consideration when purchasing such equipment. All levels of supervision should set the example by wearing hard hats. Observe and comply with "Hard Hat Area” sites. Remember! A hard hat is a status symbol; it identifies a safe worker, one who believes in and practices safety.
