This is to clarify the January 11, 2011 ruling of the Board regarding the proposed design values for southern pine species. The ruling should have made clear that the approval was for No. 2 2x4 lumber and all lower grades of this size ( i.e. No. 3, Stud, Construction, Standard and Utility ). The recommended effective date for all of these grades is June 1, 2012. This approach is consistent with ASTM D-1990 and is mandated by the practical applications of these grades in the construction industry.

As the Board pointed out in its initial ruling, Section7.2 of D-1990 addresses limitations on the use of data from one grade for extrapolations to other grades. Given the full context of D-1990 and its practical implications, however, the Board has concluded that the principle of Section 7.4 does not apply to extrapolations from No. 2 2x4’s to lower grades in this size. For instance, Section X8.2.1 of D-1990 provides: “Property estimates for all grades below No.2 are estimated as the model predicted value at the grade minimum strength ratio (as listed in the grading rules).” Thus, the design values for grades lower than No. 2 are controlled by the No 2 2x4 cell and would not likely to be effected by the ongoing matrix testing of higher grades.

This interpretation is also mandated by the discontinuities of grade properties that would otherwise occur if the lower grades were maintained while No. 2 values were substantially reduced. This would lead to the anomalous result that Construction grade 2x4 would have higher values than No 2 2x4, for example. Because of different knot size allowances and other grading factors, Construction grade is, by definition, weaker than No. 2 2x4. The Board regrets any confusion that this may have caused.

“Sideways” does not adequately describe the North American solid wood market last week. Producers and customers are facing an entirely new industry, a new supply/demand balance, and a new market reality. While lumber demand continued soft to the end of 2011, the practice of just-in-time buying and only carrying enough lumber inventory as one knew they could sell within a week was a valid business model. All that has changed and none of the players know how to react.

Evidence of this prevailing sense that the business of lumber is currently a mystery came in a couple of forms last week.

One was the destruction of Celulosa Arauco’s plywood mill to a wildfire in the Bio Bio region of Chile. The loss of one plant, even with its plywood inventory, log supply, and standing timber, would not normally be enough to effect commodity prices. However, US plywood prices, particularly in the high-grade, sanded products, jumped sharply upward in the very week of the fire. Last week that reaction continued, in addition the effects were felt in Canadian plywood prices. Canadian softwood plywood 3/8” in the Toronto zone spiked $15 msf, while the thicker products saw almost $100 price increases in one week. Such a jump is based purely on nervous traders, not on actual market conditions. This sense of panic even reached players in west side Canadian plywood market last week, again a response completely unfounded in reality. This volatility, stemming from uncertainty due to the late unprecedented downturn, will likely be experienced through the solid wood market this year.

The other mystery was the sudden increase in 2x6 prices. WSPF, southern yellow pine, and even studs both east and west side, posted sharp price increases from $15 to $50 mmfbm depending on the commodity and region. No valid reason for this increase could be determined by lumber traders, all reported they didn’t really care why it was happening they were just happy for it. Had this phenomenon occurred in 2x8’s then the suspicion would be that 2x4 supply is tight. In a booming market, mills are known to remanufacturer 2x8’s down to 2x4’s, which of course end up being somewhat smaller than the standard. Builders are usually happy to take the rerun product, which still meets building codes, rather than pay a premium on actual 2x4’s when they become that scarce. 2x6 however is not used in this way. It’s possible that a new use for wood has been discovered in Asia, specifically China. Updates on this fascinating situation will be given as they occur.

Certain times of the year individuals should be especially aware of their alcohol and drug consumption. In the winter months when the days are dark and dreary, some people experience a sense of depression or seasonal affected disorder (SAD). They may turn to drugs or alcohol in the mistaken belief it will relieve the symptoms of the disorder.
