Starting on Jan. 3, drivers of commercial vehicles will face fines of $2,750 for using their cell phones while driving, the U.S. Department of Transportation (DOT) announced. The final rule, which officially prohibits interstate truck drivers from using cell phones during the operation of their vehicles, comes from both the Federal Motor Carrier Safety Administration (FMCSA) and the Pipeline and Hazardous Materials Safety Administration (PHMSA) divisions and is the latest attempt by the DOT to end distracted driving. The rule encompasses both truck and bus drivers and, along with individual drivers, will punish companies that allow drivers to use cell phones while driving with a maximum fine of $11,000. States also have the ability to suspend a driver’s commercial driver’s license after two or more violations. “This final rule represents a giant leap for safety,” said FMCSA administrator Anne S. Ferro. “It’s just too dangerous for drivers to use a hand-held cell phone while operating a commercial vehicle. Drivers must keep their eyes on the road, hands on the wheel and head in the game when operating on our roads.” Continued on page 4

This is one of many rules regarding the use of cell phones by commercial vehicle drivers passed by the DOT and its divisions over the past eighteen months. In September 2010, the FMCSA issued a regulation banning commercial vehicle drivers from text messaging while operating their vehicles. Last February, PHMSA announced a similar regulation which banned text messaging by intrastate hazardous materials drivers.

Over 3 decades of service to employers and employees I have come to know of strengths and gaps in the workplace. Note the use of the term “gaps” v. “weaknesses.” I am an advocate for packaging a message with a positive wrapper. One of the most common gaps in operations with which I’ve engaged is the transition from being a “worker” to becoming a “supervisor.” It is far too common that an employer – unintentionally – sets up the new supervisor for failure. The process begins with selection. What criteria are used? Who is the right candidate for promotion? Do they have “the right tools?” The candidate may have well-honed technical skills, but do they possess supervisory capability? Employers often use traditional selection criteria to pick a candidate. These may include: Reliable, Punctual, Shows Up, Doesn’t Rock the Boat, a Skilled Craftsperson. If the preceding is where the qualification process ends – if those are the sole criteria – we may be setting a trap for the candidate. This trap may serve as a pre-determined negative outcome. Again, likely unintended but pre-determined nonetheless. When consulting with employers, and coaching them on selecting management candidates, rarely does the employer speak of “soft skills.” Even more rarely is the term “supervisor development” brought up. End result? We may end up with a “revolving door” supervisor system: Selection – Appointment – Assignment – Frustration – Termination – Repeat, as needed! The key word in the aforementioned list is Frustration. Who is frustrated? Everyone! Supervisors are frustrated with their people, because “they don’t do as they’re told!” Workers are frustrated because “the supervisor doesn’t know what they’re doing!” Senior managers are frustrated because of the dissention in the ranks, and likely underperformance. Negative impact? Loss – of time, resources, productivity, quality, ad nauseum. Preventable? A resounding “YES!” With adequate planning (remember your 7 Ps), and proper execution, selection of management team members can go well. Losses can be minimized. The process can be successful! Remember: a supervisor is an Agent of Senior Management. They are acting in the stead of the Senior Manager, because the Senior Manager “can’t be there.” How prepared should your supervisors be? It takes years of investment to develop and unskilled worker into a skilled professional. Why would we think it would take less time (or no time) to develop a supervisor? Senior managers and their support system (e.g., human resources) are charged with steering the business boat. How are you ensuring the correct people are pulling the oars? The final weeks of lumber production in North America for 2011 are upon us. A significant proportion of sawmills in Quebec will already be closed for the holiday season by the time this market comment reaches readers. Lumber producers and wholesalers must now labour through annual inventory-taking. Panic is sure to set in as the realization dawns that the common practice of carrying almost no wood is going to be problem in the very first week of 2012. Every year the game is the same: stocking wholesalers, reloads, retailers, and sawmills want to empty out their lumber yards of wood and finish the year bare. They tidy up their books, close off the old year and ring in the new. Sometimes players miscalculate and deplete their inventory too thoroughly, then need to make orders at the very end of December to serve whatever few customers are on the phones. When that happens there is a delightful uptick in lumber prices, since producers take advantage of the situation to dictate increased lumber prices and buyers are in no position to suggest counter-offers. Its not expected that this will happen in the next two weeks, however, once the year turns and bodies start dragging themselves back to work, those depleted inventories will become a real problem for middle-men and a boon for producers.
