When frazil ice clogged Trenton Water Works’ raw water intake on Dec. 12, forcing a shutdown of the city’s filtration plant, state regulators directed the utility to issue a water conservation advisory.

But residents and officials in the five municipalities served by the utility didn’t learn about the situation for several days — and many only learned of the shutdown through reporting by From the Mains of Trenton (trentonwaterworks.substack.com), an independent Substack blog run by Trenton resident Marc Leckington.

TWW didn’t publicly release a public water conservation advisory until it sent out an alert on Dec. 18, and that notice did not disclose that the filtration plant had been shut down.

The lack of communication during the incident is exactly why the blog site was created.

From the Mains of Trenton publishes stories almost every day (in addition to an email newsletter) covering subjects such as regula-

tory correspondence, inspection reports, and system vulnerabilities that otherwise receive little public attention.

Leckington states on the website that it is “dedicated to uncovering the truth behind one of the most urgent — and underreported — public health crises in New Jersey: the slow-motion collapse of Trenton Water Works.”

Leckington is no stranger to navigating complicated government issues, a skill developed over years of working within city government and advising public agencies on complex regulatory matters.

He is president of Leckington Advisors LLC, where he assists municipalities, nonprofit organizations and developers with the implementation and administration of HUD entitlement grants, New Jersey’s Uniform Housing Affordability Controls and Fair Share Housing obligations.

In an interview with the Lawrence Gazette, Leckington said his blog’s purpose is to help explain what is happening inside the water system.

He also works to connect information that is often scattered across multiple government agencies, and give residents context about both immediate risks and long-term implications.

TWW continued from Page 1 “A lot of what DEP releases is written by engineers for other engineers. There’s never really a resident or consumer in mind when those letters and reports are written,” Leckington said. “What I do is take something from a report, then find related inspection letters or follow-up correspondence that adds context. Often the most important information is scattered across multiple documents on different parts of the DEP website.”

He said that when it gets to the point where people are not only afraid to drink the water themselves, they don’t want to give it to their pets, “that tells you trust has completely eroded.”

He added: “Once trust is gone, people stop believing reassurances, even when they’re accurate. That’s where Trenton Water Works is now. People don’t trust what’s coming out of City Hall, so they rely on bottled water, filtration systems and word of mouth. That’s not sustainable.”

TWW provides drinking water to more than 200,000 residents across five municipalities. The utility has been under heightened scrutiny for years due to water quality issues, including multiple cases of Legionnaires’ disease in 2022 that resulted in three deaths.

“When people realize that their water system has a body count, it fundamentally changes how they think about it,” Lecking-

ton said regarding the outbreaks.

DEP investigations found that while water leaving the filtration plant generally met standards, conditions within the aging distribution system created risks for Legionella growth, particularly in areas with low water use or limited circulation.

According to Leckington, public messaging often focuses on water quality at the treatment plant, but more significant risks can develop after water enters the aging distribution system.

“There are 683 miles of pipe in the Trenton Water Works system,” he said. “Legionella thrives in stagnant water, especially in older infrastructure.”

The frazil ice shutdown on Dec. 12 also underscored the system’s reliance on the Pennington Avenue Reservoir, an uncovered finished-water reservoir that serves as a critical buffer during plant outages and power disruptions.

During the shutdown, DEP reported that reservoir levels dropped below normal operating levels while the plant was offline.

At the same time, scattered water main breaks occurred across the system, continuously drawing water from storage.

Interconnections with neighboring water systems can supply only a portion of daily demand, leaving the system vulnerable during prolonged disruptions, Leckington said.

A “recall” or “dental recall” visit is a regularly scheduled checkup appointment to help dentists have an ongoing knowledge of the status of their patients’ oral health. Kura Sushi: A conveyor belt of flavor comes to town

You’re not imagining it: the popularity of sushi in America is on the upswing.

According to a recent article in the New York Times (“Sushi Is Bigger Than Ever in America. There’s One Main Reason”), the spike in demand for a greater variety of takeout during the Covid pandemic, coupled with improvements in the physical infrastructure, digital technology and robotics for the safe transport, preparation, packaging and serving sushi, pushed retail sales to $2.8 billion in 2024.

As a result, sushi is available nearly everywhere, and at a wide range of price points, from hundreds of dollars for a reverent omakase (chef’s choice) experience at the hands of a master sushi chef (oyakata), to a few dollars for grab-and-go takeout from your local supermarket.

Somewhere in the middle are myriad establishments offering both takeout and a casual and more affordable sit-down dining experience. Kura Revolving Sushi Bar, recently opened in the Mercer Mall in Lawrenceville, nicely fills that niche.

The space that formerly housed a Hooters has been transformed into the latest outpost of 83 Kura sushi bars across the country. It is the seventh in New Jersey, with another 14 “coming soon,” according to Kura’s web site.

So, for the uninitiated, what is a “revolving sushi restaurant” anyway?

Imagine if you will that Willy Wonka built a sushi factory instead of a chocolate factory and you’d be pretty close to imagining the fun and delicious experience that awaits you at Kura Revolving Sushi Bar. A recent visit following the first real snow storm in many a year confirmed the growing popularity of Kura’s Lawrenceville location, with a respectable turnout of lunch hour diners despite wintry conditions. To avoid a potentially long wait for a table, reservations can be made through the Kura Rewards App or by using the kiosk inside the restaurant.

Following a friendly greeting by Kura’s staff, we were escorted through the brightly lit and colorful space to one of the booths positioned in rows perpendicular to Kura’s open kitchen, where legions of chefs prepared a seemingly endless stream of sushi, sashimi, rolls of all descriptions, assorted tempura, crispy fried chicken, fish and much more.

With more than 600 locations worldwide, Japan-based Kura Sushi, founded in 1977, is a major international chain of revolving sushi restaurants. It has locations in Japan, Taiwan, and the United States. Restaurants in the U.S. are under the corporate

It should be noted that although Kura’s web site states that each booth seats up to six diners, our party of four adults with our winter coats and ranging from thin to average-size fit comfortably, but with little room to spare. Another option is Kura’s sushi bar, which accommodates 10 diners.

Making one’s meal selections is part of the fun of dining at Kura. Ordering may be done in one of two ways, and for firsttimers must be experienced to be truly appreciated.

Emanating from the kitchen, running down each aisle and separating the rows of booths are two conveyor belts, one atop the other. The bottom belt, in continuous motion, carries small dishes of the main selections from Kura’s menu and is constantly replenished. Each selection is clearly labeled, and when one approaches that catches your fancy, you unlatch the protective cover and pick up the plate.

For the most part, pricing is a simple matter of counting the plates, as each selection from the lower belt is priced at $4.10, tracked for you automatically as you deposit each empty plate in a slot at your booth.

For ordering drinks, udon, ramen, other side dishes and desserts at various price points (and for summoning waitstaff should you need assistance), use the video screen above the conveyor belts.

Those special orders may appear in a variety of ways; on the upper Express Belt (accompanied by an announcement of their

arrival), delivered by a staff member, or (for drinks and other spillable items) by a robot dubbed “KuraB the Kurabot” that tirelessly delivers to your booth, a real treat for kids or the kid in you.

You’ll notice that I haven’t yet said much about the food at Kura. That’s because, unlike the menus of typical American style restaurants, there are so many menu items, available in so many combinations and permutations, that it would be almost pointless to highlight a handful of particular preparations.

A few general observations are in order.

But first, a brief description of the bona fides of two of my intrepid dining companions. Both are deeply knowledgeable when it comes to sushi restaurants at all price points, both here and in Japan. Both are in agreement that Kura gets a “thumbs up” for

the quality of ingredients and fair pricing.

Kura’s imported wasabi, vinegar for sushi rice, thinly sliced ginger and the broth used for its miso soup, udon and ramen noodle dishes (made from scratch daily) earned high praise as well.

My other dining companion is a bit of an outlier: allergic to shellfish and therefore leery about dining at sushi bars. Kura’s web site wisely cautions that “Our restaurants are not allergen or gluten free environments...even when specially ordered, we are unable to guarantee that a menu item will be free of any allergen.” It’s also worth noting that in addition to a menu that displays images of each item on offer, the web site thoughtfully lists extensive nutritional and allergen information.

My third dining companion bravely soldiered on, and found the miso soup, American Wagyu beef, crispy chicken and chunks of fresh watermelon immensely satisfying and free of cross contamination. As for me, I can’t fail to mention my enjoyment of the seared scallop with Japanese mayo, seared tuna with garlic sauce, charbroiled mackerel and soft-shell crab tempura.

One of my dining companions pointed out that Kura’s motto, “Serving Authentic Japanese Cuusine Since 1977,” is technically true, although menu items such California-style and other rolls and New Yor-style cheesecake are clearly additions geared to the Western palate.

What is perhaps my only quibble is that is not obvious (at least to me) how to keep a running total of how many plates one drops into that slot. It’s just so easy to take just one more taste-tempting plate from the conveyor. Perhaps a closer look at the screen above my booth or the Kura’s app addresses that. Rest assured, I’ll find out on my next visit.

The six of them took KJ out to the park and began training her during the COVID summer of 2020, and continued to do so each year.

“Everyone has different specialties,” Williams said. “My aunts were smaller so they were guards, my dad was more a big and my uncle was also a guard so we did a little of everything with post moves and dribbling. It was really helpful.”

The result produced a freshman season the likes of which Lawrence High coach Dana Williams has not seen in her lengthy tenure.

“Daphne Gibb came out strong but I think KJ impacted the league stronger than any freshman I ever had,” Williams said. “She really made a name for herself freshman year. I’ve had some great freshman skill sets come in but the impact she made on games made the biggest stir.”

Williams averaged a double-double as a freshman; putting up big numbers before she even memorized her locker combination. The 5-11 post player led the Cardinals with an 11.8 points per game scoring average, and paced the Colonial Valley Conference with 13.8 rebounds per game. Her 359 boards smashed the school single-season record of 293; and if she stays healthy will likely break the career record.

“I definitely surprised myself,” KJ Williams said. “I knew I would have a good impact on the team and a good impact on the CVC. But I did not think it would be that big.”

Nor did her coach.

“I had her at summer camp for a couple seasons,” Dana Williams said. “I always

loved her work ethic and coachability.

But she really erupted her freshman year.

I don’t think anyone truly knew what she was capable of out of the gate.”

It became apparent in the season opener against Bound Brook. Although scoring just four points, KJ – which stands for Kayla Jeannine – grabbed 19 rebounds. She surpassed that twice with 20 in a game, and in a five-game stretch late in the season Williams averaged 19 points and 16 rebounds.

The only drawback for the freshman was that Lawrence won just six games with a young team. But that didn’t stop her from dominating.

“In the beginning it was tough,” she said. “Losing so many games wasn’t something I was really used to. But then I started to look at it as how am I growing?

How am I more improved from last year?

When I started looking at it from that perspective it numbed the pain.”

That pain may lessen even further this year as nearly everyone is back and star forward Amber Wooding returns after missing all last year due to injury.

Williams is also high on two incoming freshmen.

“We have three seniors who have been in the program for four years and having Amber Wooding back is huge,” Dana Williams said. “KJ and Amber work very well. The work ethic Amber put in, she was pretty much an assistant coach last season and this season she’s talking so much more on the court, running our offense better than I’ve ever seen her. I’m really looking forward to seeing the two of them work together this year.”

she said. “I want to work on my shot inside and outside the paint. I guess I want to use it more inside but I want to work outside to be a more consistent threat all around the court.”

Her inside game is already there. She defends well in the post and uses her athleticism and strength to box out and create space. Strong basketball instincts allow Williams to read the ball off the backboard well.

“She’s very smart with her weak side of the rim positioning,” Dana Williams said.

“She knows how to create space.”

CJ said much of her success on the boards comes from working with her dad.

“He taught me boxing out at a really young age,” she said. “It’s a little bit to the point where I’m already doing it. I don’t think about it much. It ends up in my hand and I go ‘Oh, did I even box out?’

But I did.”

While a lot of her points come from putbacks, Williams wants to start shooting away from the basket as well. And with as often as she goes to the line, her free throw shooting needs to improve. Last year Williams made just 66 of 126 free throws (52 percent). She showed progress against Notre Dame, hitting five of eight.

“I think that was her biggest critique of herself,” Dana Williams said. “I tell her

“She does great in the classroom. She crushes it. So I think sometimes on the court she’s overthinking things and that affects her foul shooting at certain points.

But she’s worked on it a ton and she’s looking really good.”

KJ crushes it academically to the tune of a 4.37 grade point average. It doesn’t stop there, as she is in the Club Advocates for Innocence Club, which brings awareness to those falsely imprisoned; and the Restorative Action Club, a peer group that solves students’ problems in lieu of detention. Williams is also in Lawrence’s Gospel Choir and Honors Choir (Madrigal).

“My music comes from my mom’s side of the family and my athletics come from my dad’s side of the family,” she said with

a chuckle.

Her mom, Shana, is a guidance counselor in the Hamilton district, as education is a huge part of the family. It has all helped form the sophomore student-athlete.

“Cliff is amazing,” Dana Williams said.

“I have a great relationship with Cliff. I always have. Even back in the days we were both head girls soccer coaches (Cliff at Trenton). We’ve always had a great relationship because he truly gets what athletics are deeply all about. It’s not what you see on the surface.

“I’m sure he’s instilled that in KJ. She’s her own biggest critic. It’s hard for me to get on her because she’s already coaching herself up at what she needs to improve on.”

And as she improves, it will be exciting to watch her proudly continue a family tradition.

But the coach doesn’t want it to be a two-girl show.

“Our entire theme is that the basketball needs to be our MVP,” Williams said.

“If we’re gonna be successful we have to share the ball. I think they both get that.”

It may be team ball, but Williams will be a driving force in whatever success the team has. Since her start with the family on the playground, Williams played for Lawrence rec, moved on to the AAU Mid-Jersey Mavericks and began to show her potential in middle school. When she began varsity ball, the forward also worked on her guard skills as she is trying to make herself more attractive to college recruiters.

She knows, however, that she will be in the post this year, although Dana Williams gave her a goal of making at least one 3-pointer per game after making one all of last year.

“She just laughed at me,” the coach said. “That’s the big thing we’re working on this year. She has been training hard.

Her 15-footer is looking a lot better and I’d love to see her shoot some threes this year.”

It’s not something the player is adverse to.

“I would still love to put point guard play in my play so I can be a more diverse player for college recruiters to look at,”

LTPS officials celebrate the grioundbreaking of the Lawrence Middle School auditorium project on Dec. 12.

As we welcome the new year, I would like to extend warm wishes to our entire Lawrence Township community for a happy, healthy, and joyful year ahead. The close of 2025 marked several meaningful milestones for Lawrence Township Public Schools, and 2026 is already shaping up to be a year filled with exciting progress and thoughtful growth.

On December 12, we proudly held a groundbreaking ceremony for the first of the voter-approved referendum projects: the Lawrence Middle School auditorium.

This moment marked the beginning of a long-anticipated investment in our schools and our students. We are deeply grateful to our community for its trust and support in approving the referendum. This project, and those that will follow, reflect our shared commitment to providing high-quality, modern learning spaces for current and future generations. We look forward to keeping the community updated as work progresses along the way.

Looking ahead, we invite families and community members to join us for an information session and community conversation on Wednesday, February 18, from 6–8 p.m. at Lawrence High School. This session will provide updates on district curriculum, reconfiguration, and construction projects, and will offer an opportunity to learn more and ask questions as we move forward together.

As we begin the new year, I am also excited to share an important and positive

development for our district: a fresh take on the LTPS school calendar. Through meaningful family and educator feedback, thoughtful administrative planning, and the strong support of the Board of Education, a revised calendar has been developed for the 2026–2027 school year and beyond.

Under this updated calendar, teachers will return for two dedicated days of professional learning on August 26 and 27, with students beginning the school year on September 1. The school year will conclude on June 17. This change ensures that educators begin the year refreshed, prepared, and ready to launch strong, while maximizing instructional time in June and still protecting time for staff to recharge before summer programs begin.

It also better aligns the calendar with the needs of families and our evolving community, while more closely matching professional learning schedules in neighboring districts.

We are incredibly proud of this collaborative effort and the shared commitment that made it possible.

It reflects who we are as a district: innovative, student-centered, and deeply supportive of the professionals who bring our mission to life each day. The revised calendar will be finalized and posted on the district website by the end of this month.

Thank you for your continued partnership and support of Lawrence Township Public Schools. We look forward to a bright new year ahead and to continuing this important work together.

Water Conservation Advisory DECEMBER 18, 2025

What is happening?

During this holiday season, Trenton Water Works (TWW) is asking all customers and service-area residents to conserve water voluntarily until further notice. TWW has issued this request as a precautionary measure due to prolonged cold weather conditions, seasonal operational challenges associated with winter temperatures, and a state drought advisory currently in effect. There is no disruption to water service, and tap water remains safe and available, meeting all regulated and monitored Safe Drinking Water Act standards.

How can customers and service-area residents help?

We encourage customers and service-area residents to prioritize essential water use for drinking and cooking, sanitation and personal hygiene, and fire suppression and emergency needs.

We ask customers and service-area residents to temporarily reduce non-essential water use: washing vehicles, watering lawns and landscaping, filling pools or operating decorative fountains, and running dishwashers or washing machines with partial loads.

Why is this Water Conservation Advisory important?

Extreme cold can affect water infrastructure performance, including the water filtration plant's raw water intake, a physical structure submerged in the Delaware River, and water mains and service lines in TWW's 683-mile distribution system.

TWW's water filtration plant on Route 29 South in Trenton continues to operate normally without disruption to treatment or distribution and is capable of meeting drinking water demand. This Water Conservation Advisory helps ensure system reliability and performance during extreme winter temperatures.

About TWW System Operations TWW plant operators, who are highly qualified and state-licensed, are actively managing winter conditions by monitoring the filtration plant's raw water intake performance, implementing operational protocols approved by state regulators, and maintaining Pennington Avenue Reservoir levels to support system demand.
