When frazil ice clogged Trenton Water Works’ raw water intake on Dec. 12, forcing a shutdown of the city’s filtration plant, state regulators directed the utility to issue a water conservation advisory. But residents and officials in the five municipalities served by the utility didn’t learn about the situation for several days — and many only learned of the shutdown through reporting by From the Mains of Trenton (trentonwaterworks.substack.com), an independent Substack blog run by Trenton resident Marc Leckington. TWW didn’t publicly release a public water conservation advisory until it sent out an alert on Dec. 18, and that notice did not disclose that the filtration plant had been shut down. The lack of communication during the incident is exactly why the blog site was created. From the Mains of Trenton publishes stories almost every day (in addition to an email newsletter) covering subjects such as regula-

tory correspondence, inspection reports, and system vulnerabilities that otherwise receive little public attention. Leckington states on the website that it is “dedicated to uncovering the truth behind one of the most urgent — and underreported — public health crises in New Jersey: the slow-motion collapse of Trenton Water Works.” Leckington is no stranger to navigating complicated government issues, a skill developed over years of working within city government and advising public agencies on complex regulatory matters. He is president of Leckington Advisors LLC, where he assists municipalities, nonprofit organizations and developers with the implementation and administration of HUD entitlement grants, New Jersey’s Uniform Housing Affordability Controls and Fair Share Housing obligations. In an interview with the Lawrence Gazette, Leckington said his blog’s purpose is to help explain what is happening inside the water system. He also works to connect information that is often scattered across multiple government agencies, and give residents context about both immediate risks and long-term implications. See TWW, Page 3
