Free holiday clubs this Christmas Holiday clubs across our borough will be offering festive fun this Christmas at no cost to parents or carers.

Our Holiday Food and Fun programme is back and open for children between four and 16 and eligible for benefits related free school meals.

Free SIM cards for low income residents without internet access Since February 2023, we’ve been issuing free SIM cards to residents on a low income and without access to the internet.

As part of Greenwich Supports, we joined a national scheme to provide 7,200 free mobile SIMs to residents on a low income.

Thanks to our new partnership with local charity Creating Ground we have been able to work together to reach residents in temporary accommodation keeping them connected with loved ones and less isolated.

“It’s Snow White with a big twist at the end” – and it’s back to the ‘80s with Greenwich Theatre’s panto Mirror, mirror on the wall, which is the fairest pantomime of them all? Snow White, of course. Which means, heigh-ho, heigh-ho, it’s off to Greenwich Theatre we go, where resident villain Anthony Spargo is back in the writer’s chair following his 2022 peoduction of Robin Hood. This time, he’s hoping to charm audiences with a Snow White sprinkled with contemporary relevance, writes Holly O’Mahony…

“The story of Robin Hood was harder to write because when you ask people to tell you the story, they don’t necessarily know it. It’s the characters they know,” muses actor-writer Anthony Spargo when we speak during the rehearsal period.

“But with Snow White, the story is so strong [in our minds] that there’s plenty to hinge [to] moments of the show.”

Though popular, Snow White is less frequently staged than, say, Jack and the Beanstalk, or Cinderella.

“It felt like a challenge: the theatre hadn’t done it before,” reasons Anthony, as to why they chose it.

The production is being led by director James Haddrell, with musical director Steve Markwick – who’s worked on the Greenwich Theatre panto for the last 16 years – in charge of the music. It features a bespoke design made by Emily Bestow, and, as part of the theatre’s ongoing commitment to helping actors take their first steps, will see ensemble performers Bekah Thompson-Phiri and Jessica Murphy make their professional debuts.

Adding to the appeal is the location of Greenwich itself. “It’s a lovely place to be when it snows, you feel like you’re in Victorian London,” smiles Anthony.

Anthony is the theatre’s resident panto villain, which this year puts him in the shoes of the wicked Queen. When the story comes to life as a panto, “she fulfils the same role as the Ugly Stepsisters in Cinderella. She’s a cross between villain and dame,” he muses.

“I like to play my villains as having a bit of a screw loose… as a bit insane and

a bit mad,” he adds, mischievously.

Remember the story? First recorded in the Brothers Grimm collection of fairy tales, the story follows the titular heroine, pursued by an evil, jealous Queen (her own step-mother), who seeks sanctuary with a group of industrious dwarfs. After a magic mirror informs the wicked Queen that Snow White is still the fairest in the land, she hunts down and poisons the maiden in hiding. Fortunately, there’s a prince on hand (as there often is!) who eventually manages to revive Snow White, leading to an eventual happy-ever-after resolve.

Of course, there’s plenty of room for interpretation there. “It’s still the classic story of Snow White that everyone knows and loves,” says Anthony, who has set his version of the story entirely inside an ice palace, where the evil Queen Narcissus (Anthony) reigns and Snow White (Katie Tonkinson) works.

“It’s still the poisoned apple, it’s still the Seven Dwarfs… all those bits are there, but it wouldn’t be a Greenwich Theatre panto without a twist – we take the show to somewhere unexpected.”

The twist itself Anthony is keen to keep a surprise, but he’s happy to divulge that the show has a 1980s essence to it. “As I was writing it, [I noticed] lots of 80s references, like the dwarfs working down the mines. There was loads of Thatcher stuff coming out of my head, so there’s an 80s vibe,” he says.

Still, this is a panto, not a period or political piece. Music wise, it’s joyously all over the place, with “a bit of Taylor Swift, some classic rock and some golden oldies.

We’ve even got some Sex Pistols this year,” reveals Anthony, with a grin.

The production is being brought to life by a cast of six with two additional ensemble performers. As those who have done a quick character count will have noted, that’s not quite enough actors to have seven dwarfs on stage – “we didn’t have the budget!,” Anthony reasons – so instead, the story’s gaggle of miners are represented in puppet form. “They’re great, they’re controlled by some of the cast,

stage management and the ensemble.”

The tale’s prophesying mirror, however, is very much alive and present. Enter DeeArna McLean, who joins Anthony for our interview. It’s her first Greenwich Theatre panto, though she’s been in a couple of others elsewhere. What sets panto apart from other forms of theatre? “It brings everybody together… it’s a family day out,” she enthuses.

“For the audience, it’s about getting away

from whatever troubles you have in your everyday life, or that may be happening in the wider world,” adds Anthony. It’s a chance to “let go and try to have fun, to be a kid again and throw yourself into being silly for a couple of hours.”

Christmas Nightlights: follow an interactive trail through Greenwich

Greenwich’s beloved Advent Windows are on pause this year, but if a highlight of your festive season is following a trail and ticking off your finds along the way, scavenger hunt creators Amy Strike and Gwyn Morfey have you covered. With the blessing of St Alfege Church, proprietors of the borough’s Advent Windows, they’re plugging the gap with Christmas Nights: an interactive light trail that encourages players to download a digital map to find 12 books positioned in as many windows across Greenwich – from residential homes to landmarks including Cutty Sark. Once you reach each location, you’ll need to answer a question correctly to make the window light up.

Amy has leaned on her experience making sculptures out of old books to design the displays, while her partner Gwyn Morfey has designed the tech to illuminate the windows.

Ahead of the trail’s official opening, the Weekender spoke to designer Amy Strike to find out more…

Firstly, how did you get into the business of creating scavenger hunts?

Back in my early twenties, I was an artist making book sculptures. More recently, my partner Gwyn and I ran a company called Fire Hazard Games, which made immersive experiences across London and Adelaide, Australia [Gwyn’s home country] including a museum puzzle game ‘Raiders of the Lost Archive’, a spy experience ‘Undercover’, and a fast-paced scavenger hunt, ‘Citydash’. Gwyn is a software engineer. We’ve always been a great team: he makes the magic happen, I make it look

good, and we both love creating puzzles.

Although we wound down the company in 2020, it’s nice to find opportunities to work together on playful projects. In my spare time, I am a runner, and I’m passionate about making exercise fun and playful, and encouraging people to get outdoors and experience their local area in a new way.

How did the idea for your Christmas Trail come about?

Gwyn and I have been working on a project in our spare time called Porchlight, which is about connection, and uses the concept of book villages (pictured). Using tech that’s set up at our end, a group of friends, or social network, can “light up” their home when they’re looking for company or communication. I heard that the Advent Windows run by St Alfege Church were on pause this year and had the idea of combining our Porchlight project with a small event over Christmas called Christmas Nightlights, which would

run as an interactive trail. It seemed like a fun thing for us to work on and a nice thing to do for the local community.

that would take a person to an unexpected place, introducing them to a shop or street that they might not have visited before.

How did you land on there being 12 windows?

Who is responsible for designing the windows? Is it the inhabitants, yourself or a team of independent artists?

I decided on twelve windows because it felt like a festive number, what with their being 12 days of Christmas. What’s more, creating 24 artworks felt a bit ambitious!

The window displays you’ve created are made of books. Are the books themselves significant?

The books are a set of second hand law journals. There are also a few dictionaries and a small set of miniature red classics.

They are not specifically meaningful, but they are rather beautiful, and all in a state of disrepair that means they are only really useful as upcycled works of art. Part of being a book artist is about recognising the possibilities in objects that would otherwise be destined for the recycling bin.

There is one book I chose to complement an amazing advent display somebody else is making, which will be on the trail.

Tell us more about the windows…

Are they attached to residential homes or shop fronts?

The windows we are putting books in are a mix of store fronts, homes and Greenwich institutions, such as the Greenwich Picturehouse cinema and the Cutty Sark. I chose windows that feel like cornerstones of Greenwich, such as Heap’s Sausages, or

The build side of the project has been great fun and wildly varied. This week I’ve been soldering, wielding a jigsaw and creating miniature 5mm apples for an apple crate. By comparison, building the software looks much less exciting, although I’m sure Gwyn would disagree.

The artworks are made by me, and the miniature laser cut houses are designed

by Samantha K Gifts & Crafts. I have made a few special editions with the venues in mind. There is a ship’s kitchen, made using pages from The Voyage of the Beagle which is heading for the Cutty Sark. I’ve made a set of snowy houses surrounded by cherry blossom trees for Amitabha Garden.

There will also be a windmill, an airship and a caravan somewhere on the trail.

How will you be raising awareness of the windows and encouraging people to play along?

The experience asks those playing along to enter information into their phone to make the windows light up. How does that work?

You’ve lived in Greenwich for two years now. What attracted you to the area?

My partner is building a web app which people can visit on their phones to answer a question based on something they can see at the window, which will cause the book in the window to light up. I’m building microcontrollers into the books which talk to the web app using wifi and flick on the LED lights when somebody offers a correct answer. The interactive element of the trail will be playable between certain hours each day.

It sounds quite high tech, with answers entered into a phone triggering the windows to light up…

I’ll spread the word as widely as I can.

The event will be on St Alfege’s Advent Windows website and the Greenwich Runners will likely do a social run around the trail in December. I am also creating some daily Christmas anagrams to share online over December, just for fun.

We love the museums, the Picturehouse cinema and Greenwich Theatre. My partner and I are both runners, and the park and local running community (Greenwich Runners) were also a real draw for us. A few of my favourite hidden gems in the area are Mycenae House, The Fudge Patch and Friddle’s Cakes.

Only one of them is on the trail though.

The Christmas Nightlights trail is running from December 1 - January 1, 4pm - 10pm on weekdays and 10am - 10pm on weekends.

It’s been a good year for disabilityawareness on the stage. Over in the West End, the musical Little Big Things, about paralysed former rugby player Henry Fraser, has extended its run due to overwhelming demand for tickets. Here in Lewisham, The Albany’s Christmas show is putting a wheelchair-using princess centre stage. The Light Princess explores individuality, friendship, and the social model of disability through an uplifting story set in a snowy kingdom. It’s promising technical wizardry, puppets and, erm, turnips along the way.

Mary Mills In my article the other week about Conduits I said I would try to do a history of water supply in the Greenwich area.

I had hoped to keep away from doing another yet another article about the Brookmill Water Works in Deptford but I can’t see any way I can avoid it. The history of water supply in Greenwich is the history of the Kent Water Company and that was begun and based at Brookmill. I’m sorry if I am repeating myself but I have a lot more detail now which hopefully will be interesting.

First, I think I need to put the Kent Water Company into context with the rest of the history of London’s water supply. In so many of the books and articles about London’s Water the Kent Company only gets a brief mention, if that!

Most histories will start, as I have, with conduits for spring water to ‘big’ houses.

In the City of London water was piped in from springs outside the built up area.

From the 16th century there were also various devices which lifted water from the Thames to supply City residents.

The first major attempt at something different is, of course, the New River. It opened in 1613, having taken some years to build and is sometimes seen as setting a template for future public service development. If you don’t know the New River – go and find it! These days you can walk alongside it, and admire it. It snakes down from Hertford, through Enfield and Tottenham and these days it terminates at Horsey - but originally it went to Islington, to New River Head near Sadler’s Wells.

From the mid-17th and 18th centuries a number of private water companies were set up. Some accessed springs north of the built up area and others extracted water from the Thames or the Lea. What is now South East London was one of the last to be supplied – and it began at the Brookmill.

We start in the early 17th century with a corn mill - the Brookmill on the river Ravensbourne - but that had been working for a long time already and I don’t think we have any idea when it was first opened. A survey of Deptford made in 1608 notes that it had belonged to ‘late Henry Beecher’ - with “divers other land and tenements in the town of Deptford”. But sadly they also say ‘we cannot certify the truth thereof because we cannot see the deeds thereof”.

We don’t know whether the data was unavailable because of Mr. Beecher’s death or - what I often suspect with these surveys - that the landowners may not have been very co-operative in giving out information. Anyway it appears to have still been a corn mill rather than a water works. And apparently remained so for the next sixty years.

In April 1668 it was purchased by John Evelyn - the famous diarist who lived some of his time at Sayes Court in Deptford, which he eventually owned. It was bought to add to the Sayes Court estatee but Evelyn thought the deal was expensive and said that he agreed to go ahead with purchase only because of ‘the passion R. Browne has for it’. R. Browne was Evelyn’s father-in-law .

Evelyn returned to the subject in 1674 when he records that he had paid £360 ‘to purchase the interest of Dr. Jacomb’s son’ in the mill. Dr. Thomas Jacomb was

a leading Presbyterian minister whose first wife was a Catherine Beecher – from whom their son presumably inherited some rights over the Brookmill. £360 seems an extraordinary amount of money to pay – (£71,038.92 says the conversion programme on the net) What of course we also don’t know is if John Evelyn and his wife’s family acquired the Brookmill property with any intention of developing it - perhaps as a waterworks, and we also don’t know if they retained any ownership rights in the future. By 1700 it was known as ‘Taylor’s Corn Mill”.

Most accounts of the Kent Company will tell you that the works began around 1700 with the granting of a royal charter to a group of petitioners. This is not actually true and I’d say with some certainty there was no royal charter. The two lead petitioners were a Robert Walton and a William Yarnold. I know nothing about Robert Walton but I suspect he was a local dignitary. The pipes already laid underground went to Sayes Court and maybe the ideas and finance came from the Evelyn family and that the scheme was primarily for their water supply. The other likely body behind the scheme is of course the developing Royal Hospital in Greenwich, of which Evelyn was Treasurer.

Yarnold however had quite a bit of background in the start ups of water

companies in various provincial towns.

He came from a Worcestershire family and with his brother John had installed a water supply system in Oxford in 1694 and William had also set up a scheme in Newcastle in 1697. In 1698 John had patented “an invention for draining mines, meres and marshes and for rising water for supplying the inhabitants of any towns and villages’. While I do not know what the device consisted of I note a reference to it in a paper at a recent conference on early steam engines – although I do not think it was actually a steam engine itself. It is described here as- “an engine very useful for draining mines granted 6 days prior to Savery’s famous 1698 Fire Engine Patent”. By the time William got to Deptford he was clearly very experienced.

It appears that Walton and Yarnold had got a licence for their work at Deptford from Lord Romney. Henry Sidney had only been created Earl of Romney in 1694 in recognition of his support for the Glorious Revolution. He was also Lord Lieutenant of Kent. Soon after he became the Ranger of Greenwich Park and set about improvements. It is under him that the main road was moved from the Queens House to what became known as Romney Road - and with the new Royal Hospital adjacent it is easy to see that a waterworks would fit in with other general improvements.

Walton and Yarnold appear to have got a licence from Romney but had already been at work at ‘Taylors Corn mill’. They had been told – but surely Yarnold must have known this – that they must get a licence from the King. They had already ‘expended about £600 in erecting a water house … and fixing a ‘forcing engine’ therein and laying pipes underground. Maybe the forcing engine was that patented by John Yarnold a couple of years earlier. It is possible that this system remained in place until reconditioned by John Smeaton in 1779.

It is illustrated in a diagram published in an article in the Engineer in the 1930s by

H.W.Dickinson. This describes the engine which was alongside the existing water wheel. It was not a steam engine but “was coupled to a three-throw crankshaft, which by levers drove three suction and force pumps …. the water was forced from the mill dam to the top of the water tower.”

Samuel Travers, the Surveyor General was asked to report. Which he did. He commented that Walton and Yanold had spent £600 but that it would cost many thousands of pounds more. Is there a subtext here that maybe they might be asking the King to contribute?

Travers thought they should be granted a Royal Licence for 500 years and ‘to raise the water out of the River Ravensbourne and to lay pipes through the streets and wastes … and to erect conduits or receptacles for water in any convenient places”. And there should be a special agreement with the Royal Hospital.

The report is dated 17 September 1700 and it appears that their ’petition’ was granted. So the earliest water works which we are aware of in Greenwich was put to work, which it did – and in some ways has continued to do so.

The site of all this activity in 1700 is now the site of the Stephen Lawrence Centre and everything in in this area has been very much changed. The article written in the 1930s says some that some original bits and pieces were still in the River but they cannot possibly be there now. I am not aware if any archeological organisation has looked at this important site although a great deal of work was done on the river when the Docklands Light Railway was built. I feel myself that there are many questions to be asked about the course of the Ravensbourne and how it may have been altered in the 17th Century as much as in the 21st.

The Stroll To The Stadium is a walk to The Valley, home of Charlton Athletic, encouraging Charlton fans and walkers to engage in active travel - leaving the car behind and picking up a healthy habit instead.

We’ll be walking from Eltham, through Woolwich Common to Charlton, arriving at The Valley an hour before kick-off, giving you time to browse the Christmas market stalls, grab a bite and find your seat.

The Bosco FC is a Charity run community football club, which aims to provide a positive environment for all to express themselves, continue their development and to reach the highest level they can achieve both in, and out of football. Since forming the youth section five years ago, the club has gone from strength to strength, more than doubling in size and now has nine teams, eight youth teams and one senior side for this 2023/24 season, from u7s up to u14s. As well as delivering a Saturday football training academy. It's a huge achievement, given the size of our organisation, and is something we are extremely proud of.

Due to the impact of Covid19 outbreak, we decided to form our senior side. Made up of local young people aged between 16-23 years old. Many, who had previously dropped out of football due to financial difficulties, lack of positive opportunities, amongst other reasons. In the last two seasons, the senior side has continued to improve and with two semi-final appearances and finishing strong last season, they will be looking to go one better this campaign. And have started the 2023/24 season in fine form, with 6 wins from 6 games in the league and cup.

As a charity organisation, we are always looking to network with like-minded organisations within the community, which is why, The Bosco Football Club are so grateful to Millwall Community Trust CEO, Sean Daly, for allowing us to use the pitch at St Paul's sports ground for our home fixtures and training venue for our senior team, along with several of our youth sides. Millwall offers the use of the Lions centre for our youth teams training, help with equipment and organising opportunities for several of our youth teams to participate in the Guard of honour at Millwall home fixtures at The Den. It was an amazing experience, which will live in our players memories forever.

Through this partnership, our senior and youth teams have been able to utilise the high-quality pitches to their advantage in the Woolwich and Eltham Sunday Football Alliance, and Selkent leagues.

Through the kindness of Millwall Community Trust, we have been able to provide local footballing opportunities to the members of the Bosco FC, and our sports students at the Bosco Centre College on Jamaica road. – Millwall Community Trust continue to support Bosco to maintain their commitment to the community by providing a safe, consistent, and local home ground for our members.

We extend thank yous to all at Millwall and St Paul's sports ground, we look forward to continuing our partnership throughout the 2023/24 season. We would also like to invite all the local community down to St Paul's sports ground on matchdays, to get behind the team. public notices The Royal Borough of Greenwich Designation of an Area for Additional Licensing of Houses in Multiple Occupation 2023 The Royal Borough of Greenwich in exercise of their powers under section 56 of the Housing Act 2004 (“the Act”) hereby designates for additional licensing of Houses in Multiple Occupation (“HMOs”) the area described in paragraph 4.

CITATION, COMMENCEMENT AND DURATION 1. This designation may be cited as the Royal Borough of Greenwich Designation for an Area for Additional Licensing of Houses in Multiple Occupation 2023.

2. This designation is made on 20 September 2023 and shall come into force on 1 January 2024. The Designation falls within a description of designations for which the Secretary of State has issued a General Approval dated 26th March 2015 and came into effect on 1st April 2015 (The Housing Act 2004: Licensing Of Houses In Multiple Occupation And Selective Licensing of other Residential Accommodation (England) General Approval 2015) 3. This designation shall cease to have effect on 31 December 2028 or earlier if the Council revokes the scheme under section 60 of the Act. AREA TO WHICH THE DESIGNATION APPLIES 4. This designation shall apply to the district of the Council as delineated on the map at annex a.

APPLICATION OF THE DESIGNATION

5. This designation applies to all HMOs as described at annex b within the area described in paragraph 4 unless (a) the building is of a description specified in annex c (Buildings that are not HMOs for the purpose of the Act - other than Part 1); (b) the HMO is subject to an Interim or Final Management Order under Part 4 of the Act; (c) the HMO is subject to a temporary exemption under section 62 of the Act; or (d) the HMO is required to be licensed under section 55 (2) (a) of the Act (mandatory licensing)1.

EFFECT OF THE DESIGNATION 6. Subject to sub paragraphs 5(a) to (d) every HMO of the description specified in that paragraph in the area specified in paragraph 4 shall be required to be licensed under section 61 of the Act.2 7. The Royal Borough of Greenwich will comply with the notification requirements contained in section 59 of the Act and shall maintain a register of all houses registered under this designation, as required under section 232 of the Act.3 8. Landlords, persons managing or a tenant within the designated area should seek advice from the Local Housing Authority by contacting them as specified in Paragraphs 14, 15, and 16 to ascertain whether their property is affected by this designation.

CONSEQUENCES OF FAILING TO LICENCE AN HMO 9. Failure to license a property, which requires licensing by virtue of this designation or allowing a licensed property to be occupied by more households or persons other than as authorised by a license, is liable to prosecution and upon summary conviction is liable to an unlimited fine (section 72 of the Housing Act 2004). The Local Housing Authority may, as an alternative to prosecution, impose a financial penalty of up to £30,000 (section 249a of the Housing Act 2004).

10. A person who breaches a condition of a license is liable upon summary conviction to an unlimited fine (section 72 of the Housing Act 2004). The Local Housing Authority may, as an alternative to prosecution, impose a financial penalty of up to £30,000 (section 249a of the Housing Act 2004).

No section 21 notice (Housing Act 1988 (recovery of possession on termination of shorthold tenancy)) may be given in relation to a shorthold tenancy of a part of an unlicensed HMO so long as it remains such an HMO. The designation may be inspected at the address as outlined in Paragraph 14 below.

1. A building or a part of a building is an HMO if: a) it consists of one or more units of living accommodation not consisting of a self-contained flat or flats; b) the living accommodation is occupied by persons who do not form a single household (see Section 258 of the Housing Act 2004 and Paragraph 4 below); c) the living accommodation is occupied by those persons as their only or main residence or they are to be treated as so occupying it; d) their occupation of the living accommodation constitutes the only use of that accommodation; e) rents are payable or other consideration is to be provided in respect of at least one of those persons’ occupation of the living accommodation; and f) two or more of the households who occupy the living accommodation share one or more basic amenities or the living accommodation is lacking in one or more basic amenities.

2. A self-contained flat is an HMO if paragraphs 1(b) to 1(f) apply.

3. A converted building or a part of a converted building is an HMO if:a) it is a converted building; b) it contains one or more units of living accommodation that do not consist of a self-contained, flat or flats (whether or not it also contains any such flat or flats); or c) it is a building converted entirely into self contained flats, but the conversion did not meet the standards of the 1991 Building Regulations, and more than one third of the flats are let on short term tenancies (see Section 257 of the Housing Act 2004) d) the living accommodation is occupied by persons who do not form a single household; e) the living accommodation is occupied by those persons as their only or main residence or they are to be treated as so occupying it ; f) their occupation of the living accommodation constitutes the only use of that accommodation; and g) rents are payable or other consideration is to be provided in respect of at least one of those persons’ occupation of the living accommodation.

4. Persons are to be regarded as not forming a single household unless:a) they are all members of the same family, or b) their circumstances are circumstances of a description specified for the purposes of this section in regulations made by the appropriate national authority.

5. A person is a member of the same family as another person if:a) those persons are married to each other or live together as husband and wife (or in an equivalent relationship in the case of persons of the same sex); b) one of them is a relative of the other; or c) one of them is, or is a relative of, one member of a couple and the other is a relative of the other member of the couple.

6. For those purposes:a) a “couple” means two persons who are married to each other or otherwise fall within 5(a); b) “relative” means parent, grandparent, child, grandchild, brother, sister, uncle, aunt, nephew, niece or cousin; c) a relationship of the half-blood shall be treated as a relationship of the whole blood; and d) the stepchild of a person shall be treated as his child.

7. A person is to be treated as occupying a building or part of a building as their only or main residence if it is occupied by the person:a) as the person’s residence for the purpose of undertaking a full-time course of further or higher education; b) as a refuge, or c) in any other circumstances which are circumstances of a description specified for the purposes of this section in regulations made by the appropriate national authority.

8. “refuge” means a building or part of a building managed by a voluntary organisation and used wholly or mainly for the temporary accommodation of persons who have left their homes as a result of:a) physical violence or mental abuse, or b) threats of such violence or abuse, from persons to whom they are or were married or with whom they are or were co-habiting.

Annex c – Paragraph 5(a): Buildings that are not HMOs for the purpose of the Act Buildings controlled or managed by public bodies etc5 6 1. A building where the person managing or having control of it is : (a) a local housing authority; (b) a police authority established under section 3 of the Police Act 1996 or the Metropolitan Police Authority established under section 5B of that Act; (c) a fire and rescue authority under the Fire and Rescue Services Act 2004; (d) a health service body within the meaning of section 9 of the National Health Service Act 2006; (e) a body which is registered as a social landlord under Part 1 of the Housing Act 1996.

Certain student lettings etc16 3. A building – (i) which is managed or controlled by a specified educational establishment or is of a specified description of such establishments and (ii) the occupiers of the house or dwelling are undertaking a full time course of further or higher education at the specified establishment17 and (iii) the house or dwelling is being managed in conformity with an Approved Code of Practice for the management of excepted accommodation under section 233 of the Act18.

Religious communities19 4. A building which is occupied principally for the purpose of a religious community whose principal occupation is prayer, contemplation, education or the relief of the suffering except if the building is a converted block of flats to which section 257 of the Act applies.
