Plan your visit to Sparkle in the Park It’s beginning to look a lot like Christmas! And the council’s team of elves are busy transforming Avery Hill Park into a winter wonderland for our residents to explore.

The free festive fun continues daily from 30 November to 3 December, between 4.30 and 9pm.

As part of the annual festive light trail, the historic Winter Garden will be illuminated, alongside stunning light features sponsored by Bagnalls and Lbox Communications. There will also be a market, fun fair and performances including Elle and the Pocket Belles and Disco Shed.

Entry is free, and no ticket is required. We will do our best to minimise any wait times, but please be prepared to queue for entry at especially busy times.

Please use the park entrance on Avery Hill Road, next to the junction with Bexley Road.

Accessibility On Sunday 3 December from 4.30 to 5.30pm, there will be a quiet hour, for children and adults with special educational needs and disabilities (SEND) and sensory sensitivities.

The trail is on a hardstanding trackway and is wheelchair accessible, but some areas may become muddy if the weather is wet. The Christmas Market is on soft terrain and grass, and there are some small inclines around the trail.

Dogs must always be kept on a lead and under control.

Please consider if your dog will be comfortable with the lights, smells and loud noises of the event before bringing them along.

First aid First aiders will be on site. In the event of accident or injury please inform the nearest member of event staff who will call for help.

There will be Changing Places toilets on site.

If you find or lose a child or vulnerable person, please notify the nearest member of security staff immediately.

Sparkle in the Park will have stalls selling a wide variety of food and drink for all dietary requirements and you may bring in your own treats too.

A lesson in African hair Composer William Basinski on stage William Basinski is something of a musical visionary. Bangladesh’s vibrant art scene comes to Woolwich

East London-based Revolution Gallery is on a mission to showcase and platform Bangladesh’s vibrant contemporary art scene.

Its latest project, showing at Woolwich Works, features works by around 20 practitioners currently shaping the country’s artistic landscape, writes Holly O’Mahony…

Bangladesh Brush Strokes: Masters & Mavericks features works by leading names Zainul Abedin, SM Sultan, Quamrul Hassan, and Rashid Choudhury, as well as avant-garde talents breaking preexisting boundaries. Above all, it’s a celebration of the country’s rich cultural heritage and drive.

Ahead of the exhibition’s weeklong run at Woolwich Works, the Weekender spoke to Victor Francis, director of Revolution Gallery, to find out more…

Holly O’Mahony: Firstly, what inspired your exhibition championing works by Bangladeshi artists?

Victor Francis: The exhibition was inspired by our passion for art and our roots in Bangladesh.

I am originally from Bangladesh, and, as a lifelong art enthusiast, partnering with my friend Farhadul Islam, who is a Bangladeshi art collector, motivated us to organise this exhibition. We had been contemplating this exhibition for quite some time, and when we received

HOM: The artists whose work you’re showing are all contemporary.

Why did you choose to focus on these particular artists?

VF: In this exhibition, we have six master artists who initiated the Bangladeshi art movement: Zainul Abedin, SM Sultan, Quamrul Hassan, Rashid Choudhury, Mohammad Kibria, and Murtaja Baseer. Additionally,

we are featuring 11 avant-garde talents who are currently shaping Bangladesh’s art landscape. Our focus on these artists is not only a celebration of their artistic brilliance but also an acknowledgment of the rich cultural background that fuels their creativity.

HOM: The exhibition is showing at Woolwich Works for a week.

Is it showing anywhere else?

VF: We’re hoping to hold another exhibition in March, which will take place in Dorset. However, the exact venue for the March exhibition has not been finalised yet.

HOM: What do you hope visitors take away from seeing the show?

VF: We hope that visitors take away a deep appreciation for the diversity and talent within Bangladesh’s contemporary art scene. We want them to be inspired by the creative expressions of these artists and gain a greater understanding of the cultural and artistic heritage that informs their work. Ultimately, we hope the exhibition sparks curiosity and fosters a sense of connection

with the art and its creators.

HOM: Tell us about your organisation, Revolution Gallery? What’s your mission?

VF: Revolution Gallery is a platform that seeks to promote and celebrate art, particularly the art of Bangladesh.

We aim to showcase the work of both established and emerging artists, providing them with opportunities to exhibit their creations. Our mission is to connect artists with art enthusiasts and collectors, fostering a vibrant and thriving art community.

This exhibition is just one of our initiatives to support and spotlight the artistic talents of Bangladesh.

Can puppets perform Shakespeare? Oh, yes they can!

Peter Beck: Norwich Puppet Theatre is an arts venue specialising in puppetry, a touring puppetry company, and community outreach organisation.

We are dedicated to championing the special art form of puppetry and are committed to providing magical experiences and creative skills sessions for all ages. The theatre is based inside a mediaeval church, and we are one of only three buildingbased puppet theatres in England.

Our programme of family events offers an excellent introduction to the magic of theatre. For over 40 years Norwich Puppet Theatre’s

HOM: You’re a theatre director for the company. How long have you been working with Norwich Puppet Theatre and what led you to your current role?

PB: We speak with schools and our audiences about stories that are currently capturing their imagination.

Sometimes there is a link to an anniversary of the work, or if there is a specific national focus on a theme, author or book. We talk to potential directors and designers about ideas they might have around recreating a traditional story or creating something original. We look at what other companies are currently touring, and which shows audiences are responding positively to. We look at ideas for shows that encourage debates – such as

PB: I took up the role of theatre director in January 2023. I was working previously as a freelance director, actor and set designer. I was engaged by the theatre as a consultant in August 2021 for a three-month arts management project. When the then theatre director left, I was asked to take on my present role.

HOM: You adapt classic stories

(Designer) who are renown shadow puppet theatre practitioners in the UK, with dramaturg David Hunt, who has worked as a dramaturg for the Royal Shakespeare Company (RSC) amongst other companies, and composer Bill Vine, who has created compositions and soundscapes for many theatre productions and installations.

HOM: With your chosen creatives in place, how did you next go about adapting Shakespeare for puppets?

PB: There was a long process of carefully re-shaping the plot, making decisions about which areas of the multiple story lines in the work you will tell in a version reduced to 50 minutes, and how the story and those moments can be told through puppetry, through sound, and by speaking passages of the original

text. We were in agreement that we wanted to speak the original verse, to let young audiences hear the text. A great deal of devising happens in the rehearsal room, where the elements are slowly built to become the whole piece. It is a process of creative exchange and experimentation for the whole team, including the puppeteers.

HOM: Are there actors on stage as well as those operating the puppets? Who voices the dialogue?

PB: The production is performed and operated by two puppeteers. So, the actors that you see and hear on stage, the shadow puppetry, the soundscape and lighting, are all operated by those two puppeteers. It’s very much a choreographed piece, where all these elements have to be practised equally.

HOM: With plot points about laptops and tech glitches, it sounds like a contemporary adaptation.

What made you decide to set the show in present day?

PB: The concept was that we would open with the idea of pupils attending a ‘boring’ lecture about a Shakespearean play. That lecture, like parts of the play itself, would then descend into chaos, with the wrong slides being presented and the power cut off. We suggest to the audience that forces outside our control have taken over. The idea that Shakespeare has to be performed, it can’t just be read aloud. It was set in the present day to show that the work is still relevant today.

HOM: At 50 minutes, it’s also heavily abridged. How did you decide which bits to cut?

PB: Abridging the work was challenging. When you have a love for the work you want to keep so much of it, so have to get ‘practical’.

You take the work apart, look at the scenes and their meanings, track the individual narratives. Then you start to rebuild, being careful not to damage the sense of the lines and the meter. You make a decision about which passages can be told visually or through sound, instead of text.

HOM: Lastly, what do you hope audiences take away from seeing your A Midsummer Night’s Dream on stage?

PB: We hope that audiences will understand that the play is about magic, otherworldliness, love and chaos, and that they will have had an experience that is a feast for the senses. Shakespeare says in the prologue to Henry V: “And let us, ciphers to this great accompt, On your imaginary forces work.” It seems to fit our intentions very well.

Finding water supplies Mary Mills

Last week I did an article on Charlton Water Works. It was a bit of an emergency last-minute thing because my laptop, with all my notes on it, developed a virus.

So I had to write something different on a clean machine.

But - for a reason which I will explain in a week or so - I thought it might good idea to concentrate on the history of water supply in our area for a bit. There were a lot of sites and different ways of doing it!

So, let’s go back in time as early as we can and see what our ancestors did about getting water into their homes. Obviously we can only know if they left some remains, or written information behind and if they did then they were probably posh. For most people, I guess, it was a bucket or something and the nearest watercourse, regardless of what had been dumped in it earlier upstream. Or if they were lucky there might be a well.

The earlier Royal Palace in our Borough was, of course, in Eltham. Happily ‘The Industrial Archaeology of South East London’ has a relevant entry about their water supply. It says “sluice house rear of 53-57 Southend Crescent, SE9. A small red brick structure which formerly housed a sluice controlling the water”.

John Kennett in his ‘Eltham: A Pictorial History’ included a particularly grisly photograph of it from 1912 in which the structure seems to have been covered in some particularly unpleasant claggy mould. About the sluice house, John says, “an inadequate supply of water at Eltham Palace prompted the construction of an underground conduit laid across the Great Park to a source the Warren, Gravel Pit Lane” and “an old conduit head can be seen alongside the footpath at Holy Trinity Church”. Well, the structure has been cleaned up quite a bit since that photograph and there are some very nice pictures of it on the net.

When you get here there is a notice saying that it is ‘closed’. But it is right by the footpath and you can’t miss it – so you can look at it. I am not at all clear what more you can see if it is ‘open’.

Conduit house for Hampton Court

Along with some pictures, various bloggers and tour guides give their spin on what it was for. It all seems very unclear.

Discussing the water it channeled some of them point out on their web sites its nearness to the Pipp Brook and others to the head waters of the River Shuttle. One says that the ‘design is advanced for its day’ – and adds that it was less advanced in design than such structures built by the Romans. One web site, by ‘Gary Parkinson’, says ‘the conduit head is two linked underground chambers housing settling tanks not unlike the filter beds still used in modern sewage works’. It is usually assumed that it was there to provide clean water to the Palace. The moat would also have needed a water supply – a stagnant moat is a very bad idea.

The English Heritage Web site on Eltham Palace discusses research done on the site – or at any rate research undertake by their

staff and professional archaeologists – no mention of any locals! It comments that there is still work to be done on some areas and cites ….’ research into the development of water supply and disposal at Eltham … and also .. the source of the water supply to the moat, and how were leaks prevented?

Park and West Kingston. There are several of them and very nice they are too - Combe Conduit, Gallows Conduit and Ivy Conduit –plus some smaller sites. I remember going to visit one many years ago when it was actually processing water –and thus demonstrating how it worked.

So I am not the only one who is a bit sceptical! Nevertheless go and see it – closed or not.

It worries me a bit that all these conduit houses are south of the river, while Hampton Court is to the north. How did they get the clean water over the river? People from the wonderful Kew Bridge London Museum of Water and Steam have pointed me to information on the English Heritage site and to a very detailed article from Kingston History Research. One conclusion of course is that we underestimate the expertise and professionalism of the systems designers – just because they lived five hundred years ago doesn’t mean they didn’t know what they were doing!

Remains of these conduits are fairly common around old houses where the gentry or royalty could afford to have their own clean water. To see a larger system with more remains – and which has been studied in great detail - I would very much recommend the series of conduit houses and associated buildings which are said to have supplied water to Hampton Court.

They are mostly in the area of Combe which is the posh area south of Richmond

Perhaps we should get back to Greenwich.

There is a lot of evidence for water supply systems to posh houses on the riverside, channeling the water which still pours down the hillside from Blackheath. I am however going to be looking at those outside of and east of Greenwich Park.

The systems in the Park are well known, built for the Royal Hospital and the subject of many articles and papers. There is no reason why I should add to them here.

We can however come up with a reference to domestic water supply which is much older than the conduit houses I have been talking about above. This is in the records from St.Peter’s Abbey, Ghent, which owned parts of Greenwich in the early middle ages. Their record for 1268 mentions repairs to the water supply of the ‘old house’. This was their administrative building and hostel which was on the riverside on the area which

HIstoRY boundary with what is now Westcombe Woodlands. This is described as ‘the entrance to the ‘Primrose Hill Conduit’.

These references are all so fragmentary and raise so many questions – has anyone tried to interpret them. What does ‘Arundel Conduit’ mean? Where was Primose Hill?

supply to the ‘old house’ and also Travers’ 1697 Survey of Greenwich. This notes that this supply ran from the ‘Arundel Conduit’ which they think was likely to hvae been in the area of modern Colomb Street.

On Travers plan there is a little drawing, captioned ‘conduit’ roughly in that area.

Today the Plaza block of flats, converted from the Granada Cinema, is nearish to the end of Colomb Street. In the 19th century it was the site of Conduit House – which rather implies that they knew something that we don’t. This house was probably built around 1830 and was the home

On some old maps Vanburgh Hill is marked as Conduit Lane. Neil Rhind in his volume on Blackheath Westcombe gives a lot of detail of fields towards the top of Vanburgh Hill and the area now covered by Ulundi Road . He gives many references to ‘Conduit Field ‘. There is another little drawing of a ‘conduit’ on the Travers plan which appears to be slightly to the east of what is now the gate into the Park from Maze Hill. Both Neil Rhind and Harry Pearman (in his account of this for the Chelsea Speliological Society in 1966) mention some ‘brickwork’ at the back of houses in Maze Hill at their

These drawings on the Travers plan, although tiny, are all of different structures –are they drawings of the actual buildings which were here? There is another conduit head illustrated on the plan which is very different and more like the one in Eltham.

Harry Pearman notes it as being ‘close to Invicta School’. Maybe it was where the little trading estate is at the back of Westcombe Hill. There is no information beyond that little drawing – what water did it handle and where did it go?

Today the water which comes down the hillside through the Westcombe Park area from Blackheath is hardly mentioned. It regularly appears at building sites on the Woolwich Road to the apparent surprise of everyone. Along with road collapses and floods it is blamed by Thames Water on ‘broken water mains’. A few years ago I was standing on a site listening to a developer’s agent saying there was definitely no underground water in the area.

The man standing next to me kicked some leaves on the ground away - and there it was – a little stream of water bubbling out of the earth and trickling down the hill.

In thr 13th and 17th centuries they channeled this water and used it. All we can do is try and trace the remains of how they did it.

The Royal Borough of Greenwich Designation of an Area for Additional Licensing of Houses in Multiple Occupation 2023 The Royal Borough of Greenwich in exercise of their powers under section 56 of the Housing Act 2004 (“the Act”) hereby designates for additional licensing of Houses in Multiple Occupation (“HMOs”) the area described in paragraph 4.

CITATION, COMMENCEMENT AND DURATION 1. This designation may be cited as the Royal Borough of Greenwich Designation for an Area for Additional Licensing of Houses in Multiple Occupation 2023.

2. This designation is made on 20 September 2023 and shall come into force on 1 January 2024. The Designation falls within a description of designations for which the Secretary of State has issued a General Approval dated 26th March 2015 and came into effect on 1st April 2015 (The Housing Act 2004: Licensing Of Houses In Multiple Occupation And Selective Licensing of other Residential Accommodation (England) General Approval 2015) 3. This designation shall cease to have effect on 31 December 2028 or earlier if the Council revokes the scheme under section 60 of the Act. AREA TO WHICH THE DESIGNATION APPLIES 4. This designation shall apply to the district of the Council as delineated on the map at annex a.

APPLICATION OF THE DESIGNATION

5. This designation applies to all HMOs as described at annex b within the area described in paragraph 4 unless (a) the building is of a description specified in annex c (Buildings that are not HMOs for the purpose of the Act - other than Part 1); (b) the HMO is subject to an Interim or Final Management Order under Part 4 of the Act; (c) the HMO is subject to a temporary exemption under section 62 of the Act; or (d) the HMO is required to be licensed under section 55 (2) (a) of the Act (mandatory licensing)1.

EFFECT OF THE DESIGNATION 6. Subject to sub paragraphs 5(a) to (d) every HMO of the description specified in that paragraph in the area specified in paragraph 4 shall be required to be licensed under section 61 of the Act.2 7. The Royal Borough of Greenwich will comply with the notification requirements contained in section 59 of the Act and shall maintain a register of all houses registered under this designation, as required under section 232 of the Act.3 8. Landlords, persons managing or a tenant within the designated area should seek advice from the Local Housing Authority by contacting them as specified in Paragraphs 14, 15, and 16 to ascertain whether their property is affected by this designation.

CONSEQUENCES OF FAILING TO LICENCE AN HMO 9. Failure to license a property, which requires licensing by virtue of this designation or allowing a licensed property to be occupied by more households or persons other than as authorised by a license, is liable to prosecution and upon summary conviction is liable to an unlimited fine (section 72 of the Housing Act 2004). The Local Housing Authority may, as an alternative to prosecution, impose a financial penalty of up to £30,000 (section 249a of the Housing Act 2004).

10. A person who breaches a condition of a license is liable upon summary conviction to an unlimited fine (section 72 of the Housing Act 2004). The Local Housing Authority may, as an alternative to prosecution, impose a financial penalty of up to £30,000 (section 249a of the Housing Act 2004).

11. The tenant(s) and/or the Local Housing Authority may apply to the First-Tier Tribunal (Residential Tribunal) under the provisions of section 41 the Housing and Planning Act 2016, for a rent repayment order.

No section 21 notice (Housing Act 1988 (recovery of possession on termination of shorthold tenancy)) may be given in relation to a shorthold tenancy of a part of an unlicensed HMO so long as it remains such an HMO. INSPECTION OF THE DESIGNATION 13. The Royal Borough of Greenwich is the Local Housing Authority, which made the designation. The designation may be inspected at the address as outlined in Paragraph 14 below.

1. A building or a part of a building is an HMO if: a) it consists of one or more units of living accommodation not consisting of a self-contained flat or flats; b) the living accommodation is occupied by persons who do not form a single household (see Section 258 of the Housing Act 2004 and Paragraph 4 below); c) the living accommodation is occupied by those persons as their only or main residence or they are to be treated as so occupying it; d) their occupation of the living accommodation constitutes the only use of that accommodation; e) rents are payable or other consideration is to be provided in respect of at least one of those persons’ occupation of the living accommodation; and f) two or more of the households who occupy the living accommodation share one or more basic amenities or the living accommodation is lacking in one or more basic amenities.

A converted building or a part of a converted building is an HMO if:a) it is a converted building; b) it contains one or more units of living accommodation that do not consist of a self-contained, flat or flats (whether or not it also contains any such flat or flats); or c) it is a building converted entirely into self contained flats, but the conversion did not meet the standards of the 1991 Building Regulations, and more than one third of the flats are let on short term tenancies (see Section 257 of the Housing Act 2004) d) the living accommodation is occupied by persons who do not form a single household; e) the living accommodation is occupied by those persons as their only or main residence or they are to be treated as so occupying it ; f) their occupation of the living accommodation constitutes the only use of that accommodation; and g) rents are payable or other consideration is to be provided in respect of at least one of those persons’ occupation of the living accommodation.

4. Persons are to be regarded as not forming a single household unless:a) they are all members of the same family, or b) their circumstances are circumstances of a description specified for the purposes of this section in regulations made by the appropriate national authority.

5. A person is a member of the same family as another person if:a) those persons are married to each other or live together as husband and wife (or in an equivalent relationship in the case of persons of the same sex); b) one of them is a relative of the other; or c) one of them is, or is a relative of, one member of a couple and the other is a relative of the other member of the couple.

6. For those purposes:a) a “couple” means two persons who are married to each other or otherwise fall within 5(a); b) “relative” means parent, grandparent, child, grandchild, brother, sister, uncle, aunt, nephew, niece or cousin; c) a relationship of the half-blood shall be treated as a relationship of the whole blood; and d) the stepchild of a person shall be treated as his child.

7. A person is to be treated as occupying a building or part of a building as their only or main residence if it is occupied by the person:a) as the person’s residence for the purpose of undertaking a full-time course of further or higher education; b) as a refuge, or c) in any other circumstances which are circumstances of a description specified for the purposes of this section in regulations made by the appropriate national authority.

8. “refuge” means a building or part of a building managed by a voluntary organisation and used wholly or mainly for the temporary accommodation of persons who have left their homes as a result of:a) physical violence or mental abuse, or b) threats of such violence or abuse, from persons to whom they are or were married or with whom they are or were co-habiting.

The Royal Borough of Greenwich make’s this Order in exercise of powers under section 14(1) of the Road Traffic Regulation Act 1984. This is to facilitate works by Network Rail who need to carry out inspections work.

The Order will come into operation on 20th November 2023 and would continue to be valid for 18 months. However, the works are expected to take 1 night. The duration of the Order can be extended with the approval of the Secretary of State for Transport.

The effect of the Order would be to temporarily prohibit vehicles from entering, exiting, proceeding, or waiting (including waiting for the purposes of loading or unloading), in Shawbrooke Road by the rail over bridge.
