Wander through Woolwich

As a continuation of September’s Open City programme, Woolwich resident Rosamund Lily West is leading a walking tour of SE18, delving into the area’s history and present. Beginning and ending outside the new Elizabeth Line station, the tour will travel through Woolwich’s manufacturing and military past, clocking sites like the Royal Arsenal, General Gordon Square and the Royal Artillery barracks along the way. It’ll head along Powis Street too, unpicking its shopping past, before winding up at Woolwich’s main municipal precinct where the town hall, public baths and the old library are all located. The great millennial poet, musician and truth-sayer Kae Tempest is also a dab hand at writing plays. Her show Wasted was nominated for an Off West End award last year. Now, it’s being revived at Catford’s Broadway Theatre by fledgling theatre company MICA (Matters I Care About). The story follows a group of three best mates in their late 20s, haunted by the death of their group’s fourth member some 10 years earlier. Weaving the sailors’ experience

A new tapestry commission at the Queen’s House looks to capture the historic experience of sailors at sea. The title for the tapestry, Feeling Blue, is a nod to an old tradition in which a blue band would be painted on the hull of the ship if a sailor passed away at sea. The work itself responds to collections across Royal Museums Greenwich’s sites, and looks to weave together themes of migration, melancholy and mythology. It’s the work of multidisciplinary artist Alberta Whittle along with weaver Elaine Wilson, and it’s on show now in the Queen’s Presence Chamber.

Make your own fan If there’s one thing summer’s heatwave has left us in want of, it’s a good fan. Prepare yourself for next year’s scorchers by heading to the Fan Museum in Greenwich, which not only boasts the largest collection of period fans in the world, but offers visitors the chance to make their own.

Join resident fan maker Caroline Allington this Saturday for a three hour workshop in which you’ll learn how to make two common types of fan: the fontange and the traditional folding fan. Dance and dine for Diwali Falling just after the official Festival of Lights that’s celebrated by communities across the world, Blackheath Halls’ popular Diwali event returns this Saturday with live music, dancing and a sumptuous dinner, writes Holly O’Mahony…

Guests will be serenaded by a classical music recital before tucking into an authentic Indian meal cooked by local gourmet restaurant Babur Brasserie. Once fed, it’s time to get back on your feet to take part in a Bhangra dance workshop.

Moving into the venue’s larger space this year, the Great Hall, the Diwali celebrations will be the first chance many visitors will get to see the Grade IIlisted concert hall following the refurbishment of its outdoor space.

The Weekender spoke to Nicola Metselaar, marketing manager for Blackheath Halls, to find out more…

The Diwali music, dinner and dance has become an annual tradition at Blackheath Halls. What can attendees expect from the 2023 event?

We have been running our Diwali Dinner and Dance for the past four years and it has been incredibly popular with the local community. This year we have moved the event to our larger space, the Great Hall, so that we can host more people and everyone has more room to join in with the dancing if they would like to do so.

As with previous years, the audience will enjoy a variety of entertainment starting with a classical music

recital, followed by a fabulous tasty Indian dinner and culminating in a fun and enjoyable Bhangra dance workshop led by Kent-based Cohesion Plus, who we have worked with for our previous events, and are always able to get everyone up and enjoying the dancing.

Tell us about the two performers who will be entertaining guests: Harkiret Singh Bahra and Debipriya Sircar.

We are very excited about the performers this year as they are all highly experienced musicians. The tabla player Harkiret Singh has been to Blackheath Halls several times before, playing at our Diwali event in 2022 and our Holi celebrations earlier in the year. Joining him will be special guest Debipriya Sircar, an established vocalist and sitar player, performing here for the very first time. With any cultural event, music plays such a big part in the whole experience and it wouldn’t be a Diwali event without Indian music and dance.

There’s also a bhangra dance workshop! Any words of encouragement for those with two left feet?

There are many of us out there! I would say that Cohesion Plus are very clever, teaching the moves in a relaxed and fun way so that there is no pressure. It’s all about enjoying the

music, and if people would rather just sit and watch, they’ll have plenty of space to be able to do that as well.

Forest Hill-based Indian restaurant Babur is providing the feast.

What can we expect from it?

Babur is a well-known and popular Indian restaurant in Forest Hill.

We have worked with them every since the very first Diwali event in 2018. Their food is mouthwatering and always very well received by our guests. They will be providing a vegetarian dinner and the only sneak peek that we can give you is that it will all be delicious!

Will there be a bar operating as part of the event too?

Absolutely, our bar will be open throughout the event, an hour beforehand and for some time afterwards providing a wide variety of drinks for all.

Your Diwali event falls a week before the festival itself, and a night before Guy Fawkes. With no fireworks display on Blackheath anymore, having the opportunity to embrace Diwali, another festival of light, must make up for it a bit.

Can you reflect on this perhaps?

It’s a real shame that the fireworks are no longer happening on the Heath as they were such a notable

date in the calendar for everyone around the area and beyond. Our hope is that we are giving people light, colour, fun and music back on that weekend as well as embracing the cultural diversity of our area.

South London schools take on Shakespeare

It’s the largest youth drama festival in the world – involving over 350 schools this year – and Shakespeare Schools Festival is returning to Greenwich Theatre this week, with the pupils performing on alternate nights between October 31 and November 3, writes Holly O’Mahony…

Run by Coram Shakespeare Schools Foundation, a cultural education charity, the festival is open to all pupils aged 8 – 18, from primary, secondary and special educational needs schools.

and the south east, we have one extra curricular group coming from Dublin and one school from Norway,” reveals James Haddrell, artistic director of Greenwich Theatre.

Schools across south-east London are coming to Greenwich Theatre to perform abbreviated versions of some of the Bard’s best-known plays, which they’ve been rehearsing in the classroom. This year, for the first time, they’re also being joined by some special visitors.

Shakespeare Schools Festival (SSF) began in the year 2000 in a small town theatre in Wales, with just 240 pupils from eight different schools taking part. Since then, the festival has become the world’s largest youth drama project, with up to 30,000 primary, secondary and special educational needs pupils taking part.

of SSF since its second year, and James, who joined the theatre in 2001 as press officer, has always been integral to its running.

For James, who ordinarily works with adult, professional performers and theatremakers, there’s something particularly inspiring about seeing the primary schools take on a Shakespeare play. “It really does reinforce how timeless the stories are, and how accessible the language can be if it’s taught well,” he says.

As well as inspiring confidence on stage, taking part might prove the gateway to a life-long interest in the 400-year-old plays for some young participants. “You know, when you see children that young tackling the story, that those children are going to have a positive relationship with Shakespeare as they progress through their school careers, that they won’t be intimidated when they come across his plays in future years,” says James.

Traditionally, staging Shakespeare in schools was praised for its ability to improve literacy and academic attainment. But SSF has found many

more benefits besides. Research into the festival conducted by Arts Council England in 2017 found 93% of students said that they found it easier to work in a team, while 90% of teachers said their students were more enthusiastic about learning as a result of taking part in the festival; 86% reported higher academic attainment; and 99% agreed that their students’ confidence had increased.

“This year the festival also feels particularly timely and relevant, as it coincides with the launch of the new ‘Theatre For Every Child’ campaign led by the Society of London Theatre (SOLT) and UK Theatre,” says James.

“The campaign calls upon the Department for Education and the Department for Culture, Media and Sport to set aside up to £34 million per year to send 800,000 children on a theatre trip annually, with the hope that voluntary contributions from those parents who can afford it, and other funding sources or sponsorship, will allow that figure to be halved.”

Watching a live show is a wellknown tonic for the increasing amount of time many of us are

spending on our screens. Culturally enriching, it also provides a shared experience for viewers, which can improve mental wellbeing. However, according to James, there’s a less documented benefit too, which the scheme will address. “The (SOLT) proposal suggests that the trips will also increase awareness about backstage jobs in theatre, supporting the need to fill a skills gap that has only got worse post-COVID. “That potential for theatre to have a transformative effect is one of the reasons that we are so delighted to welcome the Coram Shakespeare Schools Festival back each year,” he says. “I’m sure we will see many of the children who participate in the festival returning to the theatre far into the future – whether in the audience, on stage or in one of the countless backstage and support roles that exist.”

University of Greenwich and CACT help raise aspirations of young people established provider of learning and progress. Together with CACT, a partner celebrated for its community impact, the university is excited to work alongside schools and youth provisions to deliver this transformative programme.

University of Greenwich (UoG) in partnership with Charlton Athletic Community Trust (CACT) launch a new initiative to help young people feel more positive about their future and build essential life skills.

Navigating the complexities of the real world can be overwhelming for young people. The transition from school to life beyond it can seem like a giant leap, filled with uncertainties and unfamiliar challenges. The UoG wants to simplify this transition and make it clearer, empowering, and exciting and so has introduced the Make it Make Sense (MiMS) programme.

As part of a long existing partnership, the UoG and CACT have come together to unveil a pre-16 initiative, precisely tailored for Year 9 and 10 students.

The vast gas holders Mary Mills

I think it’s about time I got back to sites listed in The Industrial Archaeology of South-East London. I’ve said I’ll do them in alphabetical order and I have yet to do anything beginning with an ‘E’. So – obviously ‘East Greenwich’ - lots of choice there! Perhaps I could do a gas holder – East Greenwich No.2.?

Now, we all know there was a gas holder in East Greenwich which was sadly pulled down a couple of years ago - but those of you with rather longer memories will know that years ago there were two gas holders. Together they made up the biggest concentration of gas storage in the world, anywhere, ever. They were quite something! No.2.was demolished in 1985 but is now of interest because its site is used for the Silvertown tunnel.

So what does SELIA have to say about it? “Holder No.2, built in 1891 was then the largest gas holder in the world. It was built as a six lift holder to contain 12.2 million cubic feet. The top two lifts (flyers) were destroyed in the Silvertown explosion of January 1917.”

There are lots and lots of descriptions of this gas holder in gas histories and in the trade press – many in a great deal of detail. It gets a mention in a new book which could be described as the definitive history of gas holders around the world. It was written by a very nice young woman from Munich - Barbara Berger. Five or six years ago a group of us entertained Barbara to dinner at a restaurant near the Dome overlooking the site where the two gas holders had stood.

The problem with Barbara’s book is that it is German - which I don’t understand at all. I have struggled with Google translate to find what she says about East Greenwich No.2. So this is a bit of a guess at a quotation. Barbara says

I’ve written extensively in the past about George Livesey and a biography of him is still rotting on my hard disc. He was the genius who changed the entire gas industry in the late 19th century. As the manager, and later Chair, of the South Metropolitan Gas Company he built East Greenwich gasworks. It was planned as the most perfect gasworks and an expression of his ambition. He wanted to show the world that South Met. was ‘in the lead’ and to make that fact quite clearly visible with bigger and bigger gas holders.

Frank was his younger brother who had had the public school and university education which George did not.

George had the bright ideas and Frank had the job of implementing them; East Greenwich gas works was built in the early 1880s. Gas holders are generally a bit like icebergs with a great deal buried below ground level in a tank, but there were problems with the marshy ground and the high water table made No. l holder very difficult and expensive to build. For No.2 the ground was excavated only as far as the underground water. A great deal of research was done into the structure of the guide framing – that’s the ironwork of the holder which we can see. It was necessary to ensure its stability and a lot of thought was given to the effect of high

winds on it. It was constructed with great care and Livesey described the ironwork as combining “the English radial system with the French tangential roller - and we think we have succeeded in making it safe”. Two ‘flying lifts’ rose from the top of the holder up above the ironwork frame. It was only the second holder ever to be built like this. The ironwork was all made in Leeds by the up-and-coming firm of Clayton Son & Co. It cost £41,195. It came to Greenwich ‘by rail or boat’ to be erected by Clayton’s own staff from Leeds.

It was described in the trade press as “the ultimate in frame-guided holder design.”

The holder was completed for a total cost including the tank of £62,000, giving the amazingly low figure of £5-2s-6d per 1,000 cubic feet of stored gas - less than a third of that considered normal a few years before. Thus its enormous size was a very cheap way of storing gas – taking in the costs of construction, maintenance and usage. Large amounts of gas could be stored over weekends and holiday periods, cutting the amount paid in wages for unsocial hours. South Met. had a strong ideological commitment to giving its workforce time off on Sundays for religious reasons - and it must also be remembered that in the 1889 ‘strike’ one of the Gas Workers Union’s demands had been the abolition of Sunday working.

When No.2. was finished there were many press stories - most of them being about how it was the largest holder in the world.

A Manchester paper reported ‘There is

now being built for use at Greenwich, an immense gasometer, three hundred feet in diameter, to fit a circular tank ten and a half yards deep. This monster is to be ready

by October of next year, and it will have a cubical capacity of twelve million feet’.

Locally, sadly all the Kentish Mercury could say was that ‘the unsightly gasometers of the South Metropolitan Company arose to spoil the view of College Reach.’

At 7 p.m. on 19th January 1917 there was an explosion at the Brunner Mond TNT works at Silvertown. An old lady who used to live down the road from me here told me she actually saw a red hot girder blown across the river and pierce the gas holder!

What really happened? Chief Valvesman Frederick Innes and his assistant, Percy, were in charge of the gasholders that evening. Between seeing the flash of the explosion and the shock wave crossing the river they managed to switch the supply over to holders elsewhere - and the gas supply of South London was maintained.

For this Frederick was awarded an OBE. The holder had been designed to withstand hurricanes but it failed under the pressure of a munitions explosion. No.1. stayed firm.

When a gas holder is ruptured the lighter than air gas goes up into the sky where it explodes. In 1917 Charlie Wellard, then a small boy, asked his mother if it was the end of the world – she said ‘yes’.

The holder was rebuilt but the two ‘flying lifts’ were never replaced and the holder assumed its final shape.

And so the years went by. In the mid1980s SEGAS decided to mark the nearcentenary of the largest gas holder in Europe by demolishing it. When holder No.1.number one was demolished a couple of years ago there was a huge community response with a petition against its demolition and loads of people taking pictures. The only pictures I’ve ever seen of the demolition of No2. are those I took myself - on my Dad’s old eight-shots-afilm camera. It was winter and snowing a lot of the time. I used to go down to the bridge over the motorway and take pictures as the frame was removed bit by bit. At one point I managed to talk my way past the security man and got inside the actual holder itself - frantically taking pictures until a very angry security man realised where I had gone. The pictures are terrible but they are all there is.

After No.2. was demolished the site was left for trees and other growth for nearly 35 years.

It was quite clear for a long time that the plans for the Silvertown tunnel were the reason for the pressure to demolish Holder No.1.and why it was denied listed status despite its quality and the innovation it represented. I would never be surprised to find that even in the 1980s it was a reason for the demolition of No.2.

By the 2010s the site of No.2. And its remains were on a site which had been taken over by Transport for London, who were building the workshops for the

History tunnel construction there. It became increasingly clear that that was where they were to start tunnelling and that this had been planned for a long long time.

We began to ask if any archaeologists were going to be working on the remains of the base of number two – it had been built very differently from other gas holders. We never got an answer, except informally. I understand now that there has been an archaeologist on site and understand they have been in touch with at least one gas industry historian who is also a civil engineer.

They have apparently found something on site which they want to display.

I don’t know what investigations were done on the remains of No.2. and I hope eventually it will be possible to find out.

It would be nice if the archaeologists concerned made contact and I’m sure that Greenwich Industrial History Society would be only too happy to give them a speaker slot so that he can tell us what they have found.

This holder was unique, an an important part of gasholder design as well as a great example of engineering expertise. As well as being the biggest in the world.

But under valued and rubbished.

public notices The Royal Borough of Greenwich Designation of an Area for Additional Licensing of Houses in Multiple Occupation 2023 The Royal Borough of Greenwich in exercise of their powers under section 56 of the Housing Act 2004 (“the Act”) hereby designates for additional licensing of Houses in Multiple Occupation (“HMOs”) the area described in paragraph 4.

CITATION, COMMENCEMENT AND DURATION 1. This designation may be cited as the Royal Borough of Greenwich Designation for an Area for Additional Licensing of Houses in Multiple Occupation 2023.

2. This designation is made on 20 September 2023 and shall come into force on 1 January 2024. The Designation falls within a description of designations for which the Secretary of State has issued a General Approval dated 26th March 2015 and came into effect on 1st April 2015 (The Housing Act 2004: Licensing Of Houses In Multiple Occupation And Selective Licensing of other Residential Accommodation (England) General Approval 2015) 3. This designation shall cease to have effect on 31 December 2028 or earlier if the Council revokes the scheme under section 60 of the Act. AREA TO WHICH THE DESIGNATION APPLIES 4. This designation shall apply to the district of the Council as delineated on the map at annex a.

APPLICATION OF THE DESIGNATION

5. This designation applies to all HMOs as described at annex b within the area described in paragraph 4 unless (a) the building is of a description specified in annex c (Buildings that are not HMOs for the purpose of the Act - other than Part 1); (b) the HMO is subject to an Interim or Final Management Order under Part 4 of the Act; (c) the HMO is subject to a temporary exemption under section 62 of the Act; or (d) the HMO is required to be licensed under section 55 (2) (a) of the Act (mandatory licensing)1.

EFFECT OF THE DESIGNATION 6. Subject to sub paragraphs 5(a) to (d) every HMO of the description specified in that paragraph in the area specified in paragraph 4 shall be required to be licensed under section 61 of the Act.2 7. The Royal Borough of Greenwich will comply with the notification requirements contained in section 59 of the Act and shall maintain a register of all houses registered under this designation, as required under section 232 of the Act.3 8. Landlords, persons managing or a tenant within the designated area should seek advice from the Local Housing Authority by contacting them as specified in Paragraphs 14, 15, and 16 to ascertain whether their property is affected by this designation.

CONSEQUENCES OF FAILING TO LICENCE AN HMO 9. Failure to license a property, which requires licensing by virtue of this designation or allowing a licensed property to be occupied by more households or persons other than as authorised by a license, is liable to prosecution and upon summary conviction is liable to an unlimited fine (section 72 of the Housing Act 2004). The Local Housing Authority may, as an alternative to prosecution, impose a financial penalty of up to £30,000 (section 249a of the Housing Act 2004).

10. A person who breaches a condition of a license is liable upon summary conviction to an unlimited fine (section 72 of the Housing Act 2004). The Local Housing Authority may, as an alternative to prosecution, impose a financial penalty of up to £30,000 (section 249a of the Housing Act 2004).

11. The tenant(s) and/or the Local Housing Authority may apply to the First-Tier Tribunal (Residential Tribunal) under the provisions of section 41 the Housing and Planning Act 2016, for a rent repayment order.

12. No section 21 notice (Housing Act 1988 (recovery of possession on termination of shorthold tenancy)) may be given in relation to a shorthold tenancy of a part of an unlicensed HMO so long as it remains such an HMO. INSPECTION OF THE DESIGNATION 13. The Royal Borough of Greenwich is the Local Housing Authority, which made the designation. A converted building or a part of a converted building is an HMO if:a) it is a converted building; b) it contains one or more units of living accommodation that do not consist of a self-contained, flat or flats (whether or not it also contains any such flat or flats); or c) it is a building converted entirely into self contained flats, but the conversion did not meet the standards of the 1991 Building Regulations, and more than one third of the flats are let on short term tenancies (see Section 257 of the Housing Act 2004) d) the living accommodation is occupied by persons who do not form a single household; e) the living accommodation is occupied by those persons as their only or main residence or they are to be treated as so occupying it ; f) their occupation of the living accommodation constitutes the only use of that accommodation; and g) rents are payable or other consideration is to be provided in respect of at least one of those persons’ occupation of the living accommodation.

4. Persons are to be regarded as not forming a single household unless:a) they are all members of the same family, or b) their circumstances are circumstances of a description specified for the purposes of this section in regulations made by the appropriate national authority.

5. A person is a member of the same family as another person if:a) those persons are married to each other or live together as husband and wife (or in an equivalent relationship in the case of persons of the same sex); b) one of them is a relative of the other; or c) one of them is, or is a relative of, one member of a couple and the other is a relative of the other member of the couple.

6. For those purposes:a) a “couple” means two persons who are married to each other or otherwise fall within 5(a); b) “relative” means parent, grandparent, child, grandchild, brother, sister, uncle, aunt, nephew, niece or cousin; c) a relationship of the half-blood shall be treated as a relationship of the whole blood; and d) the stepchild of a person shall be treated as his child.

A person is to be treated as occupying a building or part of a building as their only or main residence if it is occupied by the person:a) as the person’s residence for the purpose of undertaking a full-time course of further or higher education; b) as a refuge, or c) in any other circumstances which are circumstances of a description specified for the purposes of this section in regulations made by the appropriate national authority.

8. “refuge” means a building or part of a building managed by a voluntary organisation and used wholly or mainly for the temporary accommodation of persons who have left their homes as a result of:a) physical violence or mental abuse, or b) threats of such violence or abuse, from persons to whom they are or were married or with whom they are or were co-habiting.

The Royal Borough of Greenwich make’s this Order in exercise of powers under section 14(1) of the Road Traffic Regulation Act 1984. This is to facilitate works by Southern Gas Networks who need to install a new service.

The Order will come into operation on 6th November 2023 and would continue to be valid for 18 months. However, the works are expected to take 9 days. The duration of the Order can be extended with the approval of the Secretary of State for Transport.

The effect of the Order would be to temporarily prohibit vehicles from entering, exiting, proceeding, or waiting (including waiting for the purposes of loading or unloading), in Glasbrook Road outside 25.

Whilst the Order is in operation traffic will be diverted via the placing of the appropriate signage. Prohibitions remain in force; pedestrians are not affected, and vehicle access will be maintained wherever possible.

Nothing in this Notice will apply to anything done with the permission or at the direction of a police constable in uniform or traffic warden, to emergency service vehicles, or to vehicles being used in connection with the works.

The restrictions described above will apply only during such times and to such extent as shall be indicated by traffic signs as prescribed by the Traffic Signs Regulations and General Directions 2016.
