McGovern proposes new plans for Shrewsbury collision, fit-up center By Caroline Gordon Reporter SHREWSBURY - A proposed McGovern collision center on Route 9 may now include a retail center. The Planning Board accepted the withdrawal of McGovern Auto Group’s existing plans for the project on Aug. 4 with the expectation that new plans will be before the board next month. Director of Planning and Economic Development Bernard Cahill told the Community Advocate the new proposal includes a retail building in addition to the collision and fit-up center. “The board has been waiting for some revisions from the applicant for a few months, as I think all of you know,” Cahill told the Planning Board. “It was determined actually mutually between McGovern | 13

Northborough talks next steps for White Cliffs By Laura Hayes Managing Editor NORTHBOROUGH - A consultant helping the White Cliffs Committee market the mansion said July 20 that a key next step in the project will be to formulate ways to judge future responses to requests for proposals (RFP).
Kirk and Company’s Brett Pelletier, who is the consultant, said deciding on scoring metrics for responses will be the one of the primary drivers of this first stage. “When I look at this process … what I see is you folks need to be at a point in the future where you have chosen, after an White Cliffs | 7

COMMUNITY EVENTS Shrewsbury’s Food Truck Festival a hit despite storm Caroline Gordon Reporter SHREWSBURY - Hungry residents weathered the thunderstorm and headed to Oak Middle School for a food truck festival on Friday. There, they spent time with friends and neighbors and indulged in delicious food. Superintendent of Public Facilities and Parks Angela Snell said she organized the event because the Food Truck Thursdays, which are held at Town Hall, are popular with residents. So, she decided to expand the event. After Snell spoke with some of the vendors, they said they would be willing to participate in a food truck festival. “It’s important for the community so they can see their friends and neighbors, get out

Shrewsbury resident Tom Kiser and his family are regulars at Shrewsbury’s food trucks and have been enjoying them all summer long. “I have a couple favorite food trucks. I start at Say Cheese and then go over to Charlie Dogs,” Kiser said. The Kisers came to support the food truck vendors and interact with their neighbors. Say Cheese was a hit with the Kiser family. Colleen said the truck is “absolutely” her top choice. Tom discussed the importance of the Shrewsbury community hosting an event like this for residents to be able to come together. “This is our hometown, so most of these people we know because we’ve seen them before,” he said.

ine enjoyment is influenced by the senses of sight, taste, and smell. Surprisingly, there is also a f lavor correlation between the color, size, and shape of the glassware used to serve the wine. Choose clear stemware so that the color and clarity of the wine can be seen and taste buds stimulated. Different types of wine are best when consumed from the appropriately sized and shaped glass. Small bowl (wider at the bottom and narrower at the mouth) glasses that hold eight to ten ounces are suitable for whites. Larger bowl glasses that hold at least twelve ounces can be swirled to release the mouthwatering aromas of reds. Tall, slender flutes display the delicate, dancing bubbles in sparkling wines. A good bottle of wine can liven up any party or meal, regardless of whether it’s sealed with a cork or a cap! The Southborough Fire Department noted last Friday afternoon that it was currently responding to four simultaneous calls on that day, two of which it said were serious in nature. “Thank you Framingham Fire Department, FraminghamBrewster EMS and Westborough Fire Department for providing uninterrupted service assistance to our community,” Southborough Fire Department wrote on social media.
By Caroline Gordon Reporter WESTBOROUGH - Hungry customers gathered at the ribboncutting ceremony Aug. 2 for The Coop, which is a new restaurant that specializes in wings and barbecue. The Coop owner Angelo Tsetsos joined the restaurant business 30 years ago when he opened a pizza shop in Millbury. Five years ago, he decided to go out of his comfort zone and
sell barbecue. “The Coop came about,” Tsetsos said. After opening his first shop, he decided to open this sister location in Westborough. “We are so happy to be here,” Tsetsos said. “Once I saw the space, I fell in love with it. I am so thankful for the Town of Westborough as we’ve gotten a great response in our first few weeks open.” The Coop was awarded a $10,000 grant from the Eco-

Southborough house struck by lightning By Laura Hayes Managing Editor
PHOTO/MARLBOROUGH FIRE DEPARTMENT
SOUTHBOROUGH - Storms moving through the region resulted in a house struck by lightning on Sears Road last Friday. The Southborough Fire Department reported that three firefighters were transported to the hospital, and they have since been released. A Westborough firefighter had a lower leg fracture, and a second Westborough firefighter suffered smoke inhalation and minor burns. A Southborough firefighter had a hand injury and received stitches. “The house was occupied at the time and the husband and wife were able to evacuate safely,” Fire Chief Steven Achilles told the Community Advocate. He said the couple was not injured. However, their home was not habitable. While crews were fighting the fire on Sears Road, off-duty Southborough firefighters and call members and a Hudson Fire Department engine responded to 13 other emergency incidents.
Firefighters responded to a home on Sears Road that was struck by lightning last Friday.
“Due to a fast-moving storm with several lightning strikes, there are several trees, poles and wires down throughout town,” Southborough police wrote on Facebook. “Power is also out in several areas throughout town.” Police advised that there were road closures due to trees, poles and wires down. Just past Trottier Middle School, several homes along Deerfoot Road had trees fall in their yards. At one house, the tree had been completely uprooted.
National Grid showed outages across town, including about 100 customers without power around Trottier and Neary schools. The National Weather Service’s Boston office had cautioned of isolated and scattered thunderstorms last Friday afternoon. “The threat for severe weather is rather limited given very weak wind fields aloft, but you can never completely rule out an isolated wet microburst in this environment,” NWS wrote.

WESTBOROUGH - Three adult leaders for Westborough’s Boy Scouts received annual awards at the Nobscot Scout Reservation’s White Lodge on June 9. Eric French of Troop 100 won scoutmaster of the year, Bill Bramley of Pack 100 won cubmaster of the year and Warren Anderson won chartered organization representative of the year from their area’s Mayflower Council. French, who generally shies away from accolades like this, said it was an honor to receive the award and he was very thankful to be recognized. “I think that Westborough has a very strong scouting tradition,” French said. “We’re active in participating in the district and the council level with volunteering and we’re a go-to organization for them for sure.” Anderson reflects on win When Anderson won the award, he said he was surprised to see it. As a chartered organization representative, Anderson is responsible for maintaining relationships between leaders of different units of scouting in Westborough, making leadership appointments and finding places for meetings. He said he received the award as a recognition of his work trying to maintain tight relationships between the different units over the past 14 years. “This is a kind of a position that is in the background, and it doesn’t get a lot of publicity,” Anderson said. “It was very nice to see the recognition for things that are happening behind the scenes that nonetheless make a difference in how scouting units operate.” Increase in membership Bramley said that they had
Eric French and Bill Bramley
been able to increase membership through the COVID-19 pandemic, which was a major accomplishment. He said the pack made use of Zoom sessions and meetings outside from a distance, and that it was great to be able to still do scouting activities. Bramley said that the increase in membership likely happened because the scouting program was still doing activities where kids could be engaged safely. Some of the activities they offered to scouts included exploring submarines at Battleship Cove, going tubing in Shrewsbury and Pinewood Derby races for both scouts and adults. Additionally, the scouts participate in community activities, such as sing-alongs for the senior center in Westborough and an annual food drive for the Westborough Food Pantry. Bramley said while it was “awesome” to receive the award, many den leaders in his pack did a lot of work to accomplish what they did. “Being recognized just means that the work that I put in made an impact on others for them to nominate me,” Bramley said. Bramley and French both became Eagle Scouts in their youth and became involved in adult leadership positions when their sons joined Cub Scouts. This was Bramley’s last year as a cub master. As his son moves onto Boy Scouts he will be assistant scoutmaster in Troop 100. “It’s a cool process, because you’re watching these kids grow, especially the ones I knew from the pack,” said Bramley. “Seeing some of those older ones when I was just starting out in the pack are leading the troop, it’s a great experience to see what they’ve accomplished through the years.”

evaluation process, a partner for this project,” said Pelletier during the committee meeting. Town purchased White Cliffs in 2016 During its June 23 meeting, the committee selected Kirk and Company to help the town market White Cliffs, which was built as a summer home for Smith & Wesson co-founder Daniel Wesson. The town had purchased White Cliffs back in 2016, saving the mansion from demolition after the LaCava family had applied for a demolition permit. Town Administrator John Coderre said the town is trying to solicit potential private sector partners to rehabilitate White Cliffs and get it back into use. Now, part of Pelletier’s work will involve helping the White Cliffs Committee draft a RFP, market the property and help the town analyze the RFP responses. “The idea is to have a request for proposals that would sufficiently frame up what it is the town is trying to get out of this process so that potential bidders or proposers would know what we’re seeking and would allow us to better focus and market our intentions out into the private sector,” Coderre said. Pelletier to create data set As part of the next steps, Pelletier said the committee needed to get a set of acceptable and unacceptable benchmarks for which committee members will be able to evaluate the proposals and lay out what exactly makes a good response. “Sometimes these things fall apart when it is unclear from the RFP what exactly the benchmarks to success are — the cornerstones of what you all envision and are trying to accomplish here,” Pelletier said. He asked each committee member to come up with criteria that would fit into that scoring metric. In the meantime, he set up what he called a “data war room,” which is an encrypted drop box that would contain all of the information about White Cliffs. He would further curate it into a data set so that when the town goes to bid for the project and there’s interested parties,

they would be given access to all relevant information. Pelletier is also setting up a database to track interested individuals, companies and organizations that he said may be a good resource for their due diligence in advance of issuing the RFP. “It’s all about creating a big network of individuals and
organizations that we can tap into to find the sleeping folks who are not necessarily as easy to find,” Pelletier said. “Gas station developers and contractors that build schools — they’re easy to find. They’re everywhere. But, we need to work really hard to find the people that really recognize the unique opportunity like this.”

Developer proposes townhomes near Westborough District Court By Laura Hayes Managing Editor WESTBOROUGH - Twelve townhomes may be coming to the intersection of Milk and Oak streets. The plans went before the Planning Board on July 19. However, the Planning Board expressed concerns
about a “bonus” room on the ground floor being used as an extra bedroom. The property — which is at 191-212 Oak St. — is a 2.1-acre site next to Westborough District Court. The developer is proposing to construct two buildings on the site. One of the buildings would
be three stories and contain six two-bedroom units and two one-bedroom units. The second building would be two stories and contain four onebedroom units. The plans showed a “bonus” room located on the ground floor. Town Planner Jim Robbins said the developers are re-
stricted to no more than two bedrooms under zoning. “So, if this bonus room — if that’s what you’re calling it — does not have a bathroom and a closet, it cannot be used as a bedroom,” Robbins said. He added that the developer could not get an occupancy permit if the room was built out as a bedroom.

Member Peter Bouchard added that it would have to be disclosed as a bonus room when it was sold. This echoed concerns from
the Select Board when the project went before it on June 14. At that time, Allen Edinberg requested that the Planning Board not allow the bathroom. “Legally because the closet is not inside the room, it’s not a bedroom, but those are going to be used as a third bedroom,” Edinberg said. He said that upon resale of the property, real estate agents
may market it as a two- to three- bedroom unit. “That will have a significant, potential negative impact on the school population and the school budget,” Edinberg said. Safety, parking concerns Among their concerns, Planning Board members voiced apprehension about the amount of available guest

Health advisory lifted for Oak Island boat ramp in Shrewsbury SHREWSBURY - The health advisory for the Oak Island boat ramp was lifted on July 28. “Laboratory tests are showing acceptable limits,” the town wrote in a press release. The Board of Health and the Worcester Division of Public Health (WDPH) had issued an advisory for the boat ramp earlier this summer after lab tests indicated high levels of E. coli. The Oak Island boat ramp goes into Flint Pond off Route 20 in Shrewsbury’s Edgemere neighborhood. The departments urged people and their pets to avoid contact with the body of water until further notice. Meanwhile, the advisory for Dean Park pond is still in place. Last month, the town urged Dean Park visitors and their

pets to avoid contact with the pond due to high bacterial levels caused by a bloom of cyanobacteria, which is also known as blue-green algae. According to the Centers for Disease Control and Prevention, cyanobacteria are microscopic organisms that are found naturally in all types of water, but blooms form when cyanobacteria begin to quickly multiply. Harmful blooms can make toxins called cyanotoxins, which the CDC said is “among the most powerful natural poisons known” and can make people and animals sick. When the Board of Health and WDPH first issued this advisory on July 14, they said it would remain in effect until tests indicated acceptable and safe water quality limits.

Shrewsbury Police host National Night Out By Caroline Gordon Reporter

SHREWSBURY - The Shrewsbury Police Department hosted National Night Out, an event aimed at promoting policecommunity relationships, on Aug. 2. This is the second year the police department hosted the event. Shrewsbury Chief of Police Kevin Anderson said the event is an opportunity to unite officers with the Shrewsbury community. “It’s great to see community members talking with officers and getting to know them on a personal level,” he said. “Watching the kids interacting with the officers is so nice to see. It never gets old — a true sense of community,” Anderson said. Police Officer Justin Walker said the event is a great way for the community to get to know officers. “Normally you don’t get to interact with a police officer

on a daily basis. You only see us when you don’t want to or when you need our help. This event puts us on an even playing level,” he said. “It’s an event that we really focus on to connect with the community and to let people know it’s OK to come and talk with us,” Walker said. The event consisted of food trucks and booths with free merchandise from small businesses, town departments and local organizations, including
Pathway for Change, which is a local sexual assault crisis center, and Shrewsbury Youth and Family Services. Among the booths was window installer Renewal by Andersen. “The police, fire and EMS. are all here. It’s so good seeing everyone together having a good time,” said employee Sam Kleiner. Many said they enjoyed seeing the community come together in support of public safety officials. John Conlin, of Shrewsbury, hung out with his sons on the grass as they enjoyed fried food from the food trucks. “It [the event] is good because it allows people to get out and meet their town officials, and see neighbors at a part of town people don’t normally go to and enjoy,” Conlin said.

Chuck Gable, of Nottingham, New Hampshire, said he came to National Night Out to spend time with his grandchildren, who were fascinated by the fire trucks. “All the kids are having a blast,” he said.

[the] planning department and the applicant that the new changes as you’ll see are substantial enough that they actually warrant a new application and couldn’t be made under this legal notice with modifications.” What was proposed The property, which is located at 420 Boston Turnpike, has been purchased by McGovern. As a collision and fit-up center, McGovern planned to use this site to fit lights and
amenities onto municipal vehicles such as police cars and fire trucks. The collision center would also service McGovern’s local dealerships, including the Autobahn USA and McGovern Buick GMC dealerships in Westborough and the Audi and BMW dealerships in Shrewsbury. The property is made up of 15.4 acres with two buildings. During past meetings before the Board of Selectmen and Zoning Board of Appeals, McGovern’s officials have said that the site had seen its day. “The buildings on the site
are in really terrible shape,” attorney Richard Ricker said during a Zoning Board of Appeals meeting in February. “This proposal basically revitalizes this whole site.” McGovern planned to demolish the smaller building on the site and half of the larger building, leaving about 112,000 square feet and a 6,500-square-foot mezzanine. In February, McGovern representatives went before the Board of Selectmen and presented the original site plans and requested a garage license and approvals for storage park-
Shrewsbury selectmen accept easement for Old Mill Road sidewalk Caroline Gordon Reporter SHREWSBURY - The town has been granted an easement for a portion of a sidewalk on Old Mill Road after crews learned it was on private property. Department of Public Works Director Jeffrey Howland told the Board of Selectmen during its July 26 meeting that there
was a building permit filed for 136 Old Mill Rd. to the north of a dam. While doing work for a storm water permit, crews conducted a survey and found a “good portion” of the Old Mill Road sidewalk was on the property itself. “The sidewalk cannot be moved just because of the location of the road, the dam,
etcetera,” Howland said. In conversations with town counsel, Howland said the easiest path forward is for the owners to provide the town with a permanent easement so that the sidewalk could stay on the property. The selectmen ultimately voted to accept the sidewalk easement.

COMMUNITY BUSINESS Tavolino remains a community-centric gathering place post-pandemic By Kathryn Acciari Contributing Writer WESTBOROUGH - As the pandemic loosens its hold, Tavolino restaurant remains firmly placed as a hub of the community. “We are definitely excited to host more events and are starting to get more groups coming in,” says General Manager Abby Winant. “During COVID, we had to cap the number of people who could be in the restaurant. Now we have business groups, large families, and local sports teams who come in. We host the Westborough Rotary Club; I really appreciate that they think of us for their events.” The patio at Tavolino is a favorite spot with patrons. “I love our patio. Everyone loves it,” says Winant. “We had the patio prior to COVID, and
we have kept the spacing of the tables since the pandemic. We’ve become aware that people like to have the extra space as they dine and sip wine.” Another change that remains post-pandemic is the plexiglass spacers between the booths in the bar. “We kept the dividers between the booths to create a more private space for people. It also cuts down on the noise level in the bar,” she says. The take-out business at Tavolino has blossomed since the pandemic, and the restaurant has retained its pandemicrelated take-out counter. A popular series for take-out is the family meals. They feed four to six people generously, and include salad and bread with dipping oil. Some of the family meals offered are pasta bolognese, chicken marsala, and chicken parmesan. A new

addition is steak tips with potatoes and green beans. “The family meals are very popular,” Winant says. “They are half-trays of pasta and meat and easily feed six people. They are just the right size for a family.” Winant recommends that people order the family meals at least an hour before they need them. Winant is also excited about the seasonal offerings on the menu. “We change the menu three to four times a year so that seasonal produce can be offered,” she says. “We embrace the Westborough Farmers’ Market, and our chef uses ingredients from the market to plan our specials on the weekend.” The staff get excited knowing that they are serving vegetables that have never been frozen, and the farmers like to

hear what the restaurant is doing with their produce. The philosophy at Tavolino is to create traditional Italian recipes using the freshest ingredients, then add a twist to keep it interesting. For example, they recently modified their caprese salad to use creamy burrata instead of mozzarella cheese. This type of creativity resonates with the restaurant’s community.

Are You Ready? By Gary Kelley
“I was born ready,” is a common response. And are you ready? To be ready means you know your:

• Plans and are ready to execute. “Plan your work then work your plan.” Know your next step. You don’t have to have the forwarding completed with the post office…. just know a direction. If dates become fluid, do you know your fallback or plan B? • Financial situation or have plans to meet with a financial planner or loan officer to discuss. Many people are surprised to learn their equity position and how far it might go towards a new place.
This causes many to freeze… and the home can sometimes fall into disrepair (sometimes because owners don’t have the money needed, and other times are unaware. It’s a shame when a large asset degrades. • Disposition strategy. We accumulate stuff. Sometimes it’s our stuff, other times it’s our families or friend’s stuff. There are so many options it can be overwhelming. And some of the more obvious places have restrictions on when they can accept items. (Goodwill seems to accept everything.) “Success” at this often de-
grades to measuring how many dumpsters are used. While some stuff is truly junk, often stuff is of value to someone in need. This can be an overwhelming step for some. We suggest labeling the things to be saved and getting the rest out. • Repair strategy – most homes need some “lipstick.” Realtors are good at identifying those areas. I was speaking to someone today who envisioned this as a large ticket items (>$20,000). What was needed in their case was a fraction of that… For example, the front “storm” door was in very poor condition. Rather than spend $500 on a new one, we simply removed the one there. Deck need staining? You may have a neighbor-
hood kid home from college more than happy to stain the deck (keep them safe and off ladders.) • Cleaning strategy – everyone cleans their home to a level where they are comfortable. We stage our listings, and inevitably the home needs a cleaning after we’ve stirred up the dust bunnies. Before and after showings is also a time to give the home some attention. Once everything is out, is another time… often glossed over. The standard is “broom clean.” We like to say it needs to be as clean as you’d expect it when taking occupancy. That’s not always the same as when you moved in! (We just had a house where it was not clean and insisted on the seller paying for a professional cleaner before closing.)
Are you ready? By now you’ve probably figured our I’m asking if you are ready to move. We can always discuss this with you to help formulate your answers.

REGION United Way of Tri-County launches backpack drive REGION - The United Way of Tri-County’s annual Tools for School backpack drive is under way. United Way Director of Volunteerism Barbara LaGrenade is working with 18 local agencies to give more than 1,000 backpacks filled with supplies to local children. Those interested in helping the drive can do so by either donating $25 for each backpack and required supplies, choosing a child to sponsor and buying the child the backpack and supplies needed, purchasing back-to-school supplies on Amazon or volunteering to help assemble the backpacks and supplies. “Kids may not always speak up, but having a backpack full of essential supplies; notebooks, rulers, pencils and art supplies, is reassuring,” said United Way
of Tri-County President and CEO Paul Mina in a press release. “Arriving outfitted for the start of school helps them feel confident in their ability to perform at school and with the proper supplies, realize added independence, self-assurance and the start of a successful school year.” People can also purchase school supplies and deliver them directly to the Marlborough Community Cupboard, but the press release said they should coordinate with LaGrenade by calling her at 508370-4902. United Way asked that all backpacks be delivered by Aug. 19 before they are distributed to children on Aug. 22. To donate, people can visit the United Way Tools for Schools page at https://www. uwotc.org/backpack.

Shrewsbury heads to the World Series By Laura Hayes Managing Editor
Shrewsbury players celebrate after they beat Upper Deck.
SHREWSBURY - After being knocked out of the Zone 4 playoffs, Shrewsbury Post 397 is heading to the American Legion World Series. The team had an undefeated run through the Northeast Regional tournament and punched their card to the World Series by beating Rhode Island’s Upper Deck Post 14 on Sunday. “For us, it was just any other game,” said Zach Amero. “We knew what was at stake, but we’ve got to go out and win the game, got to do our job.” Last month, the team’s district season came to a close after they fell to Milford. However, the team was still able to compete in the tournament as the host team. Ultimately, Shrewsbury went all the way and beat Upper Deck 4-2.

“Absolutely phenomenal,” said manager Frank Vaccaro. “They battled. They came back. They were on a mission.” He continued, “I’ve got to tell you, if we didn’t win this thing, I would have been totally, totally disappointed for them. I knew we could do it. It was a question of putting it all together at once, and they picked the right time to put it all together.” The Northeast Regional Tournament, which Shrewsbury hosted at the College of the Holy Cross, kicked off last Wednesday.

Shrewsbury ended up beating Connecticut team Waterford Legion Post 161 13-3 that first game. They went on to beat Upper Deck 3-0, Vermont Post 91 3-1 and Greece, N.Y, 12-4. Vaccaro said he was feeling shocked when he realized the team beat Upper Deck, noting that it was the third time the team has qualified in five years. “We’re going to go to Shelby. It’s a wonderful tournament. We’re going to be spoiled. We hope we’re going to represent Massachusetts and the northeast really well — and Shrewsbury,” Vaccaro said.

Post 397 is one of eight teams nationwide advancing to the American Legion World Series, which will be held from Aug. 11 to 16 in Shelby, N.C. “It’s been a dream of mine,” said Amero. “It’s just a real moment right now. I haven’t felt anything like it.” Amero said he was happy to be heading to North Carolina with his Post 397 teammates.
“I wouldn’t want to do it with anyone else,” he said. When asked what made the team special, Amero said it was their grit. “Everybody loves each other,” Amero said. “It really is a brotherhood.” Now that the team is heading to North Carolina, Vaccaro and Amero shared their thoughts on what their next
steps will be and how they will be successful. Vaccaro said the team would take a break before flying out on Tuesday and practicing in North Carolina on Wednesday. “Just what we’ve been doing – play for each other,” Amero said. “No one on the team is selfish. We love each other. We’re going to get it done for everyone.”
