Phillip R. Short, 48

MARLBOROUGH - Phillip “Phil” R. Short, 48, of Marlborough died Monday, March 14, 2022, surrounded by his loving family. He fought hard from “staht to finish” through his long battle.

He was the husband of Heather L. (Bickford) Short to whom he was married for 21 years.

He was born in Newburyport, MA the son of Linda (Currier) Short and the late William “Bill” R. Short. He lived in Marlborough for all his life.

Phil inherited his father’s compassion and desire to help people in times of need. Phil joined his father in running the William R. Short and Son Funeral Home, taking over the business upon Bill’s passing in 2012. In 2019, he purchased another Marlborough family business, the John P. Rowe Funeral Home, expanding and renaming it the Short and Rowe Funeral Home.

Phil was an active Marlborough community member, belonging to many local organizations including the Marlborough Lions Club, the Knights of Columbus Council #81, Bandiera e Concordia Lodge #240 Sons of Italy in America, and Society of St. Vincent de Paul. He was a long time and active member of both the former St Ann’s Church and of Immaculate Conception Church in Marlborough, serving the parish as a Eucharistic Minister.

A longtime local youth sports participant, Phil happily devoted much of his adult life to coaching his sons and many other Marlborough youth in football and baseball as well serving as a board member for Marlborough American Youth Football. Phil loved being surrounded by family and friends. He took pride in hosting many gatherings at his residence, especially during Patriots playoff games. At his family’s summer home on Fort Meadow, he could be found behind the grill or on the water, towing guests on ski tubes for hours on end. He found a new passion for brewing beer and hard cider which he happily shared with family and friends and most recently his re-found love of baseball cards.

Phil is survived by his wife Heather and their 2 sons, Adam and Kevin Short; his mother, Linda Short; brother, Gregory Short and his wife Tammy; his sister, Caitlin Hynes of all of Marlborough; 8 nephews and 1 niece: Alec Wade, Jason Short and his fiancé Nicolette Carter, Robert Short, William Hynes, Aaron Landry, David and Aiden Bickford, and Zoë and Chase Sylvester.

In lieu of flowers, memorial donations may be made in Phil’s name to, Dana Faber Cancer Center, 450 Brookline Ave, Boston, MA 02215 or any Marlborough Community Organization you may choose.

Susan C. Saunders, 81

SHREWSBURY - Susan C. (Marsaw) Saunders, 81, of Shrewsbury, passed on Wednesday, March 9, 2022 at UMASS Memorial Medical Center – University Campus, with her loving family by her side. She was predeceased by her beloved husband, Ralph H. Saunders, in 1987.

She leaves her children: Pamela B. Sklut and her husband Daniel G., of Dunbarton, NH, Deborah R. Walsh, of St. Cloud, FL, Christine L. Besaw and her husband Michael, of Shrewsbury, Mathew S. Saunders and his fiancée Jennifer Rizzi, of Bellingham, Jennifer L. Saunders, and Heather A. Saunders, both of Shrewsbury; her grandchildren: Mark D. Sklut and his wife Amanda, Brian T. Sklut and his wife Erica, Zachary Besaw, Rachel Besaw, Hannah Besaw, and Kacey Walsh; her great-granddaughters: Emilia, Eloise, and Isabella Sklut; her sisters: Patricia LaBranche and Penelope Denechaud; along with many nieces and nephews, whom she adored. Susan was also predeceased by her son-inlaw, Peter J. Walsh, in 2016; her sister, Dorcas M. Layport; and her parents, Percy and Mabel (Ballou) Marsaw.

Dorothy S. Collins, 91

WESTBOROUGH - Dorothy S. Collins, 91, of Westborough passed away on Wednesday, March 9, 2022 at the Beaumont Skilled Nursing and Rehabilitation Center. She was the wife of the late James Collins.

She is survived by two sons, David W. Bigelow and his wife, Michele, of Douglas and William S. Bigelow and his wife, Karen, of Westborough: four grandchildren, Chelsea Cardarelli, Kaley Bigelow, William McCusker and Rachel Bigelow and one great-granddaughter, Fiona Perron Cardarelli. She is also survived by many nieces and nephews. Dorothy was predeceased by three children, Bobby Bigelow, Stephen Bigelow and Linda Lewis and her siblings, Fred Perron, Walter Perron and Betty Hawes.

John A. Trogolo, 86

SOUTHBOROUGH - John Alfred Trogolo, 86, of Southborough, passed away on Thursday, March 10, 2022 after a period of declining health. He was the beloved husband of Constance “Bunny” (Sharkus) Trogolo, and was raised in Christopher, IL, by the late Ernest and Antoinette (Calcaterra) Trogolo.

In addition to his wife, John is survived by his children, Laura (Trogolo) Gibson and her husband, Peter; Jeffrey Trogolo and his wife, Julia; J. Michael Trogolo and his wife, Kathryn; and step-daughters Allison Moore and her husband, John Loewen; and Holly (Moore) Brown and her husband, Justin. His eight grandchildren, who called him Papa, were the light of his life. From eldest to youngest, they are Heather Ciottone, Meg Trogolo, Meredith Gibson, Amanda Trogolo, Nate Brown, Zoe Trogolo, John Brown, and Violet Loewen. He is predeceased by his son, Kenneth Trogolo.

Russell B. Millholland, 76

SOUTHBOROUGH - Russell B. Millholland, 76, of Southborough, passed away on Monday, February 28, 2022 at Hope Hospice in Fort Myers, Florida. He was the beloved husband of Janice (Favreau) Millholland for 52 years.

In addition to his wife he leaves his sons, John Millholland and his wife Jessica of Braintree; Peter Millholland and his partner Rebecca Coldwell of Stow; his grandchildren; Amanda, Sophia and Evan and a great grandson Oliver. He also leaves his two sisters-in-law Theresa (Favreau) Maki and Elizabeth (Favreau) Wuebbolt, plus cousins, nieces and nephews.

At a regular meeting of the City Council held on Monday, March 14, 2022, the following Proposed Amendment to Chapter 510 “Sewers” §2(D) “Use of Public Sewers”, having been read was ORDERED ADVERTISED. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF MARLBOROUGH THAT THE CITY CODE OF THE CITY OF MARLBOROUGH, AS AMENDED, BE FURTHER AMENDED BY AMENDING CHAPTER 510, ENTITLED “SEWERS,” AS FOLLOWS: I. Chapter 510, entitled “Sewers”, Section 510-2, entitled “Use of Public Sewers.”, subsection (D), is hereby amended as follows (new text shown as underlined, deleted text shown as strikethrough): The owners of all houses, buildings or properties used for human occupancy, employment, recreation or other purposes, situated with the City and abutting on any street, alley or right-of-way in which there is now or may in the future be located a public sanitary sewer of the City, are hereby required, at their expense, to install suitable toilet facilities therein and to connect such facilities directly with the proper public sewer in accordance with the provisions of this chapter, within the following time limits: (1) Where said public sewer now exists at the time of the effective date of this clause, or is constructed and/or located after said effective date with official notice by the Commissioner that the public sewer is available for connection, the connection shall be completed: (a) prior to transfer of the property, (b) prior to change in use of a structure as set forth in Chapter 650, Zoning, (c) prior to an increase in the sewage design flow applicable to a structure for purposes of Title 5, 310 CMR 15.000, of the State Environmental Code, or (d) upon failure of any system under said Title 5, 310 CMR 15.000, whichever shall occur first. (2) Where said public sewer is constructed and/or located after the effective date of this subsection, the connection shall be completed within 180 days after date of official notice by the Commissioner that the public sewer is available for connection. For purposes of this subsection, the term “transfer” shall mean the conveyance of any interest in real property, with or without consideration, including by deed, lease, or assignment, but excluding: (a) taking a security interest in a property, including but not limited to issuance of a mortgage; (b) refinancing a mortgage or similar instrument, whether or not the identity of the lender remains the same; (c) a change in the form of ownership among the same owners, such as placing the property within a family trust of which the owners are the beneficiaries, or changing the proportionate interests among a group of owners or beneficiaries; (d) adding or deleting a spouse as an owner or beneficiary; or a transfer between spouses during life, outright or in trust; or the death of a spouse; and (e) the appointment of or a change in a guardian, conservator, or trustee. An exemption from the connection requirement in this section may only be granted upon application to the Board of Health, and with the recommendation of the City Engineer for reasons of either: (a) extraordinary site conditions that prohibit or severely limit the feasibility of connection to such public sewer, due to which the land cannot be drained into such sewer, or due to weather conditions limiting the ability to connect, provided that the exemption shall apply only until such incapacity is removed and subject to a private disposal system meeting all applicable requirements and any other conditions imposed by the board; (b) an escrow or other acceptable agreement is in place requiring the connection be completed within six (6) months after a property transfer; or (bc) for a period of five years from the date of installation of a new or replacement private disposal system which fully complies with Title 5, provided that the exemption shall expire upon the failure of any such system under said Title 5.Per Order of the City Council 22-1008537A This Legal Advertisement will be published on www.communityadvocate.com and http://masspublicnotices.org.
