Poretsky said she has talked with officials in other towns in the area that have breweries — including Hudson, Grafton, Hopkinton, Shrewsbury and Westborough — discussing how they implemented breweries into their bylaws.

WESTBOROUGH - Westborough is mourning the passing of former Selectman and Vietnam War veteran Denzil “Denny” Drewry.

Drewry’s daughter, Jamie Grenier announced this news in a Facebook post on March 8, prompting an outpouring of support and memories from community members.

“The world lost an incredible man today,” Grenier wrote. “My dad, Denny Drewry, passed away early this morning. He fought a long and hard battle for months. Not sure I could have fought a day of it like he did.

“He faced every day with strength and courage, and on a good day lots of jokes,” she continued. “To the end, he showed me what kind of a man he was, and I’m so proud that he is my dad.”

Drewry, who was 76, was raised in Eastport and Orono, Maine. He was remembered in his obituary as a jokester as a kid, “often getting into innocent mischief and telling quite a tale to his teachers to get out of trouble.”

Drewry enlisted in the Army in 1966. He eventually served as a Green Beret in the Vietnam War, completing three years of active duty

NORTHBOROUGH - The Northborough Planning Board is finalizing the details of a series of proposed bylaws as this year’s Annual Town Meeting approaches.

One of the bylaws heading to Town Meeting would allow for the development of breweries in Northborough. It would further define different kinds of breweries and related businesses for zoning purposes.

The bylaw was proposed by Planning Board member Amy Poretsky.

“I’m bringing it forward because there are a lot of towns in the local area that have breweries,” Poretsky said during a presentation to the Zoning Board of Appeals on Jan. 18. “So, I wanted to add it to our bylaws.”

SHREWSBURY - The Shrewsbury Planning and Economic Development Department has launched a Small Business Grant Program.

“The Town of Shrewsbury is committed to helping local businesses recover from the unique economic challenges that were created by COVID-19,” the department said in a recent statement.

Shrewsbury businesses can submit applications through April 1.

Eligible businesses must have been operating in Shrewsbury before June 10, 2020 and be in good standing with the town and the state.

Businesses will then enter into a memorandum of agreement with the town to receive the funds.

LePoer started his career with the Sheriff’s Office in Sept. 2006 and is ServSafe certified. He will begin his supervisory role in the jail’s kitchen.

Travaglio has been with the Sheriff’s Office since Jan. 2003 and is certified in fire safety. He has an extensive background in farming and grounds and is a member of the Community Outreach Team. He will serve a supervisory role on the jail’s grounds and farm.

Walker began work with the Sheriff’s office in Sept. 2017 and will continue his work within the Policy, Procedure, and Accreditation Department, where he was appointed in June, 2021.

Walker graduated from the University of Massachusetts Dartmouth and holds a Master of Public Policy/Management, a bachelor’s degree in crime and justice, and a bachelor’s degree in political science.

REGION - Four area officers have been promoted to the rank of sergeant within the Worcester County Sheriff’s office, Sheriff Lew Evangelidis announced last week.

The individuals include Melchiorre Conti, of Grafton; Lynn B. LePoer, of Shrewsbury; John Travaglio, of Shrewsbury; and Devon Walker, of Marlborough.

“Promotions at the Worcester County Sheriff’s Office are based on merit,” Evangelidis said in a press release. “Sergeants Conti, LePoer, Travaglio, and Walker’s leadership, work ethic, and dedication to duty embodies our department’s mission and represents the best in the field of corrections.”

Conti started his career with the Sheriff’s Office in Sept. 2013 and holds CPR, firearms, and first responder certifications. He graduated from Quinsigamond Community College with an associate degree and will begin his

By Dakota Antelman Managing Editor WESTBOROUGH - Westborough Police deployed their drone late Sunday night in response to the long familiar problem of a truck striking the low train bridge over East Main Street in town.

They shared a photo and a brief statement just after 10 p.m.

A tractor trailer had struck the bridge, prompting some delays in the downtown area overnight.

Traffic was flowing normally as of 10 p.m.

Police initially opted to use their drone, flying to assess damage done to the truck.

They ultimately determined

the damage to be “disabling,” prompting the truck to be towed from the scene.

CSX, which operates the rail line utilizing the bridge, responded to this incident, according to Westborough Police.

Debris could be seen dangling from the bridge early Monday morning.

Bridge strikes have been a somewhat common occurrence for years as the bridge near the downtown area does not have sufficient clearance to allow trucks to pass underneath.

Trucks have repeatedly collided with the span despite numerous warnings on its approaches.

Police, similarly, have used their drone on multiple occasions, for a variety of purposes.

WESTBOROUGH - A maximum of four off-premises digital billboards may be placed along I-495 and I-90 if a new billboard bylaw passes at Town Meeting this month.

Select Board member Ian Johnson said that these questions come down to special permit criteria with the ZBA. “I think there’s a lot of protections in there given to the Zoning Board of Appeals as opposed to trying to regulate heights and everything within a zoning piece itself,” Johnson said.

Robbins said that an existing billboard owner would need a variance if they wanted to increase their sign’s height up to 75 feet, because that would not be a pre-existing nonconforming use. He added that ZBA chair Justin Lundberg helped write the bylaw.

“That issue was never discussed,” Robbins said of this matter of signs outside of the I-495/I-90 area. “He was not concerned about it.”

The Select Board revisited this March 8. At that time, Town Manager Kristi Williams said prior drafts didn’t allow to increase the height of billboards on Rt. 9. That fell off at some point, she said.

Town Meeting is scheduled for March 19.

Marshall voiced concerns about a portion of the new bylaw that regulates the conversion of existing off-premises non-digital or non-electronic billboards into digital billboards, such as those on Rt. 9.

She said she was generally supportive of the bylaw.

“But my concern is the allowance of other billboards to change outside of that 495/90 area and what could be erected that allows it to be a massive structure much closer to the downtown area,” Marshall continued.

She acknowledged regulations, including limitations on the proximity of billboards to residential areas. However, she said she would like to see additional restrictions limiting where the signs could be placed.

Select Board member Patrick Welch weighed in as well.

“I just don’t want to be watching TV out my bedroom window, because I’m pretty close to one of the existing billboards on Rt. 9 right now,” he said.

He earned a Bronze Star for valor and received a Purple Heart after he suffered wounds during combat. He also received his Paratrooper Wings and Combat Infantry Badge.

He later co-founded and acted as the CFO of Fishing With Warriors, which is a nonprofit therapeutic program.

Drewry was honored as the Westborough Veteran of the Year in 2019.

“I respect him and love him so much, especially for the passion he brought regarding issues around veterans,” former Selectman George Barrette said during that 2019 ceremony.

“That passion has rubbed off in every other single thing he has done. He walks the walk every single day.”

Drewry served as a selectman for six terms, working on memorial committees that were responsible for memorials in town marking the Vietnam War and the War on Terrorism.

He was honored during a Select Board meeting on March 8 with a moment of silence.

Select Board member Shelby Marshall said Drewry’s life was one of “service, love, laughter and kindness.”

She remembered his “big personality.”

“You knew when he was in the room. He was firm in his views and didn’t hesitate to share them. He was a big teddy bear and he was kind,” Marshall said.

She remembered Drewry’s jokes and how he “rarely left a conversation without a smile and his hearty laugh.”

Marshall noted Drewry’s service on a number of town boards, Rotary Club and Civic Club. He also coached youth football, basketball and baseball.

“On behalf of the board and the town, we extend our deepest sympathies to [his family],” Marshall said.

Drewry’s funeral took place on Monday at 10 a.m at the First United Methodist Church in Westborough.

There was a burial with honors at Pine Grove Cemetery.

Westborough voices support for Ukraine following Russian invasion

Community shows support for Ukraine Russian troops invaded Ukraine late last month on orders from Russian President Vladimir Putin.

Fighting has continued since then, prompting a major humanitarian crisis in Ukraine while drawing widespread condemnation abroad.

Displays of support have similarly abounded.

The Massachusetts Department of Transportation previously lit up the Kenneth F. Burns Bridge connecting Shrewsbury to Worcester in yellow and blue.

In Westborough, at least one local business had hung a Ukrainian flag in its window as of March 11.

Youth and Family Services Director issues statement Speaking on March 8, Keogh encouraged community members to reach out to Westborough Youth and Family Services if they are experiencing emotional distress or if they need support discussing this crisis with their children.

WYFS Director Cara Presley issued a separate statement that same day, saying she was inspired to speak up after meeting with the Westborough Youth Commission the previous week.

Over a dozen high school students expressed their “concern, questions and outrage about the events in Ukraine,” she said.

“All of us have become unfortunately accustomed to exposure to real-life violence reported by the media,” Presley continued.

WESTBOROUGH - Westborough has recently joined area communities in sharing its support for Ukraine in its ongoing conflict with Russia.

The Select Board, meanwhile, has issued a formal statement.

“Westborough Select Board acknowledges the current humanitarian and armed crisis in Ukraine,” read Select Board member Sean Keogh during the board’s March 8 meeting. “We want to support our UkrainianAmerican friends and neighbors during these uncertain times.”

Despite that exposure to this violence, she said, people aren’t immune to its negative effects.

“Kids, in particular, are vulnerable to negative emotional and mental health impacts of watching and hearing about Ukrainian people being hurt or killed, having their homes and schools destroyed and fleeing their country for safe-

ty,” Presley said.

She advised adults to consider limiting the children’s exposure to media. She noted that adults can invite the questions and feelings of young people, sharing facts and being honest about what they know.

By Laura Hayes Senior Community Reporter SHREWSBURY - The number of apartments in the proposed Beal Commons development in downtown Shrewsbury has been reduced as this project moves forward.

The amount of open space, which will remain the town’s ownership, has also increased.

The Board of Selectmen unanimously approved a land disposition agreement, which is a precursor to a sale agreement, with these changes on March 8.

“If I had any hesitancy at all, I would not vote to move ahead. I would absolutely not,” said Selectman Maurice DePalo, who chaired the Beal Reuse Committee.

DePalo said that, based on his work, the information provided and the project’s process to date, he believes this is a good project for the town.

“History is going to judge whether or not we make the right decision,” DePalo said.

“When you look at other towns and cities who are doing this kind of rejuvenation, I think it’s the right thing.”

Process dates back to 2016 Beal operated for roughly a century as a school, educating generations of students in Shrewsbury.

It closed last year, though, and was deemed no longer necessary for school purposes after the completion of the new Beal Elementary School on Lake Street.

Recapping their process, this week, town staff walked through studies, initiatives and Town Meeting articles that ultimately led to this project, dat-

ing back to Shrewsbury’s 2016 master plan, which discussed revitalizing the Town Center.

The Beal Reuse Committee was specifically formed to study the future of the property after Shrewsbury got the green light to build the new Beal school in 2017.

Civico Greenly, who was the only developer to respond to the town’s request for proposals to redevelop the school, then laid out its plans back in May of last year.

The developers presented their plans again during a public hearing on Dec. 7, prompting a response from community members.

Chair John Samia said there were three themes in the hearing — a desire for fewer residential units, more open space and more parking.

Community members reiterated those arguments in the days and hours before this latest vote, gathering along Maple Avenue on Monday to hold signs asking the selectmen to “stop the Beal deal.”

New plans scale down development The developers originally showed plans that included 8,000 square feet of retail space, 65 apartments and a 0.4-acre public park on Wesleyan Street.

Tow n Manager Kev in Mizikar presented two negotiated options after meeting with developers.

The one the selectmen ultimately supported included 55 units, seven of which would be classified as affordable housing. There would be between 7,000 to 8,000 square feet of commercial space as well as Beal | 9

136 parking spaces, 20 of which would be public. There would be 0.7 acres of town-owned open space, which is about the size of an existing ball field.

The World War I memorial on the old Beal site would be preserved, and the town would have “perpetual” rights to the monument, Mizikar said.

The town is estimating an annual revenue of $167,274.72 for developers, which Mizikar said is conservative. The property would be sold for $250,000.

“I respect that an individual’s gut reaction in hearing a number like $250,000 on a four-acre parcel with a public building on it may feel uncomfortable, may not seem right,” Mizikar said. “Everyone knows what they pay for their home and the value of that.”

“Let me be very clear,” he continued. “This is not a market rate transaction. This is a public redevelopment project with public interest in mind.”

As Mizikar explained it, the town is selling a piece of property to a private entity, telling the developer what to build, regulating it throughout the process and holding their money in abeyance throughout the process.

“We would actually keep it, if they didn’t perform within the public interest in mind,” Mizikar said.

The project must balance the public interest while still being financially viable for the developer, he continued.

Selectmen weigh in Meeting last week, selectmen had the chance to ask questions and provide feedback on the plans.

While she’s spoken with residents who are excited about the project, Theresa Flynn said current plans represent an outcome that others do not want.

She noted, though, that she does think the project will benefit the downtown area.

“I think it will improve our Town Center and attract business, and business that residents will appreciate, while also maintaining recreational space for residents to enjoy,” Flynn said. “I think it will be a draw for the entire community.”

She said it would be “great” to engage in discussions with the community on how to

Selectman Beth Casavant separately said she’s spent hours talking to residents on the phone about Beal. She said she has met with people in their homes, responded to emails and had conversations while running errands.

“It doesn’t mean that I didn’t hear you if my deci-

sion doesn’t reflect what you wanted it to be,” she said. “It’s not a matter of listening to the loudest voice, it’s a matter of balancing all the voices and coming up with a project that I think is best for the community.”

This is not the end of the process, as it will move into the Planning Board’s stage of review, Mizikar said.

Northborough continues discussion on breweries bylaw curbside pickup

The only issue Westborough found was in regards to parking, Poretsky said.

“They said, ‘Don’t overthink it,’” Poretsky recalled.

Poretsky presented a number of examples, including Start Line Brewing Company in Hopkinton, Medusa Brewing Company in Hudson, Cold Harbor Brewing in Westborough and Stone Cow Brewery in Barre.

“What I find with breweries is it’s not just all beer,” she said.

“They run a lot of activities.”

For example, Cold Harbor and Medusa offered yoga, while Stone Cow even became “Snow Cow,” at times, and advertised sledding.

“They have a lot of outdoor dining, which was great during COVID,” Poretsky said of breweries. “Many grow their own hops and their own herbs. A lot of them have amazing food. It’s not just a brewery where people stand around and drink.”

Bylaw would include definitions She recommended defining breweries in the town’s bylaws and adding them to the town’s use table, using similar definitions as used by Westborough, Shrewsbury and Grafton.

That would include definitions for brewpubs, nanobreweries, microbreweries and breweries as well as distillery, winery and tasting rooms.

A microbrewery, specifically, is defined as producing a capacity of not more than 15,000 barrels a year, while a nanobrewery is often defined as producing under 6,000 barrels.

A brewpub, combining a brewery and pub, is a restaurant that brews its own beer on the premises.

A brewery, distillery or winery with a tasting room is a facility that produces and packages its beverages for distribution retail or wholesale. It may also include a taproom. When presented to the selectmen on March 14, this use was not allowed in any districts.

Nanobreweries could be allowed in the same districts as restaurants, as could brewpubs.

Microbreweries, meanwhile, could also be allowed where restaurants are allowed with the exception of the downtown business district. That’s because Poretsky said there aren’t many large parcels left in that area.

Zoning Board of Appeals member Fran Bakstran voiced her support for the zoning plan.

“Like Amy, I have frequented many of these and I do think it’s a good idea,” Bakstran said.

Town meeting approaches The Planning Board has been reviewing and finalizing the language in its bylaws with the help of town staff and Northborough’s attorney David Doneski. This process continued, most recently during its March 1 meeting.

Planning Board Chair Kerri Martinek was due to present Town Meeting zoning articles during the Board of Selectmen’s March 14 meeting.

The selectmen voted to close the warrant during that meeting.

The Planning Board was also scheduled to continue to discussion of its articles during its meeting March 15.

Both of those meetings took place after the Community Advocate went to press.

Town Meeting is scheduled for April 25.

Northborough Area Community Chorus to mark 50th spring concert

By Ed Karvoski Jr. Contributing Writer NORTHBOROUGH - The Northborough Area Community Chorus (NACC) debuted with a spring show in 1972.

Now, rehearsals are underway for its 50th anniversary spring concert titled “Yesterday & Today.”

The concert is scheduled for Sunday, May 1, at 3 p.m., at Algonquin Regional High School in Northborough. Admission is still only $5.

Current NACC singers represent 16 communities including Hudson, Marlborough, Northborough, Shrewsbury and Westborough. Some former chorus members will return to the stage to celebrate NACC’s 50th anniversary.

Desautels is now NACC’s historian.

“We’ve learned a lot about music, taken theater trips, sang in different languages – and, of course, formed friendships,” she recounted. “We’re like family.”

When NACC needed a new piano accompanist in 1994, Desautels recommended Shrewsbury resident David Rose based

on their working relationship at a community theater. Rose continued as NACC’s accompanist up to 2018, when he and Volpe retired.

Elinor Armsby retired as NACC’s director after its Christmas 2021 concert.

Welcoming new director Rose is now directing NACC’s upcoming spring concert. He earned a bachelor’s degree from the Cleveland Institute of Music and a master’s degree from the New England Conservatory of Music.

Also welcoming Rose to the director position is Northborough resident Mary Sullivan, NACC’s publicity chair and a board member.

“Even though David is a banker by trade, he has been into music since he was a little boy,” she noted. “He really helps us express what the music is all about.”

Spotlight on 50th spring show “Yesterday & Today” includes songs that NACC has performed throughout five decades. Among the diverse repertoire are tunes from Broadway shows ranging from “Into the Woods” to “Jesus Christ Superstar.”

Also featured are Oscar and Grammy Award winners for best original song. They include “Moon River” from “Breakfast at Tiffany’s,” “Evergreen” from the 1976-released

“A Star Is Born” and the John Williams composition “Can You Read My Mind?” from “Superman.”

Another concert highlight is founder Volpe’s musical adaptation of the Robert Frost poem “A Minor Bird.”

“This concert is meant to be uplifting,” Sullivan explained.

“There’s all sorts of strains that people go through in their daily lives. We like to think that we’re bringing them a little bit of happiness.”

Rounding out the creative team is accompanist Mark Bartlett.

Westborough Town Meeting to consider amendment to plastic bag bylaw

By Laura Hayes Senior Community Reporter WESTBOROUGH - Westborough stores would have to charge customers for bags if a proposed new bylaw passes at Town Meeting this month.

There are two articles petitioned by Zero Waste Westborough (ZWW) for the March 19 Town Meeting. Together, these would add to an existing plastic bag reduction bylaw in place in Westborough, requiring that fee and changing the definition of a “reusable plastic bag,” in kind.

Restaurants would also have new requirements under separate bylaw.

Bylaw would institute $0.10 charge The current reusable plastic bag definition describes the material of such a bag as being either polyester, polypropylene, cotton or some other durable material.

Bags also qualify if they are made of a durable plastic that is at least four mils in thickness.

Thicker Target bags are an example of this, ZWW member Nathan Askew said during a March 8 Select Board meeting. He noted

that those bags aim to be reusable.

The new definition would say that a reusable checkout bag simply has to be either 100% post-consumer material or biodegradable.

“The reason [plastic] is so commonly used for bags is because it’s so cheap to produce,” Askew said. “…We’re just adding that market again for the post-consumer material because we have a lot of plastic to use, and a bag is actually a pretty good option for it.”

ZWW, further, wants to add language that would require all retail and grocery stores to charge at least $0.10 for all checkout bags.

No bags would be given for free.

The second article is more broad, adding language requiring restaurants to use biodegradable material for their dine-out containers — like takeout trays and sauce cups — when such an alternative exists.

Askew noted that there is language in the bylaw that would allow the Select Board to grant exceptions if they find that compliance would require undue hardship.

Ian Johnson expressed concern that the details hadn’t been communicated to stores and restaurants.

Shelby Marshall also said some of Westborough’s restaurants may need assistance and education on where to source the new products.

“I’m supportive of this

change,” Marshall said. “[But] I don’t know that I’m there yet on the charging for bags.”

Marshall recalled a recent trip to Maine where she went to a store that charged for bags. She said she was sensitive, in particular, to older residents, noting that grocery prices are increasing. A fee for bags would be an additional cost.

Westborough releases municipal election results WESTBOROUGH - Westborough has shared results from last week’s municipal elections, noting low turnout in a year with no contested races.

Just over 650 registered voters cast a ballot, representing 5.48% turnout.

This election saw Select Board members Allen Edinberg and Patrick Welch seeking new terms.

They received 280 and 290 votes, respectively.

Stephen Doret ran for re-election to the School Committee.

He and his School Committee colleagues will now be joined by Steven Bachelor, who will replace Sara Dullea after she opted to not run for re-election this year.

Jonathan Pelozzi is joining the Planning Board as a new member.

Julia O’Neil Welch will similarly join the Housing Authority as a new members.

Planned contractor yard on Bartlett Street in Northborough takes shape

By Laura Hayes Senior Community Reporter NORTHBOROUGH - Plans to build a contractor’s yard on Bartlett Street in Northborough are currently before the Northborough Planning Board.

The company, R.J. Devereaux, installs natural gas lines for National Grid and Eversource.

It is hoping to use this Bartlett Street property as a “support system” for its Eversource crews, according to Project Manager Rick Gates.

The site is 6.7 acres and is currently occupied by Lamy Automotive.

R.J. Devereaux’s attorney Attorney Paula Devereaux said the company has the property under agreement and would like to move in, using the two vacant buildings on the site as a contractor’s yard.

Having already undergone review by the Zoning Board of Appeals last year, R.J Devereaux is continuing this process in hopes of beginning work at the site.

R.J. Devereaux is projecting 314 car trips spread out over the day, based on its other operations, though Gates said that’s the worst case scenario.

“It’s going to be lighter than what you’re seeing,” Gates told the Planning Board on March 2.

One of the buildings is located on the west side of the property and spans 17,159 square feet.

The second is on the eastern portion of the lot and is just under 12,000 square feet.

Project engineer Vito Colonna said R.J. Devereaux wants to keep and rehabilitate the existing buildings.

The larger building would specifically act as an administrative building. It would house offices and be used for training.

The training would range from education on first aid to classes on how to operate certain tools.

“Basically, [we’re] taking someone who doesn’t know about our business and teaching them everything,” Gates said.

Attorney notes contamination Devereaux said the site was previously used by Bay State Circuits, who used a leach field, which is a kind of underground water filtration and sewage treatment system.

Discharges into the field were discontinued in 1987. The site was cleaned up by 2009.

There was also a town well in the area.

This was believed to be off Lyman Street. But it was discontinued.

Though the well has been discontinued, Devereaux said state guidelines still require the company to monitor it according to drinking water standards.

She said the company will monitor the well, as a result.

The Planning Board was due to review plans again during its meeting on March 15.

The other 12,000-squarefoot building would be R.J Devereaux’s maintenance building. It would be used to maintain equipment.

“It isn’t meant for any outside service or anything like that,” Colonna said. “It’s service of their own equipment. It’s all internal use.”

The facility would also allow the company to bring in its trailers during winter snowstorms.

The plans further call for the construction of four additional bays to store gravel, sand, processed gravel and crushed stone.

“If we have a breakdown in the field, and we can’t bring in material to finish a job out in the field — that’s what that material would be for,” Gates said of those latter plans.

Northborough establishes permanent Diversity, Equity, Inclusion and Belonging Committee

By Laura Hayes Senior Community Reporter NORTHBOROUGH - A permanent Diversity, Equity, Inclusion and Belonging Committee has been established in Northborough.

This marks the first recommendation that the Board of Selectmen have adopted from a final report issued by the previous, ad hoc Diversity and Inclusion Committee.

“The reasoning behind us recommending a permanent committee really stems from a lot of the community conversations that we had with other boards and committees, members of the community from our listening session, staff — there’s a real excitement and desire to see the work continue,” said Assistant Town Administrator Becca Meekins Feb. 14.

“

Committee developed, presented report Meekins was one of the members of the ad hoc committee, which was established in 2020 by the selectmen.

The committee was tasked with conducting a review of Northborough’s policies and procedures through a lens of diversity and inclusion.

Last month, the committee presented their final report to the selectmen. The report contained a number of recommendations, ranging from establishing this permanent committee to other steps, like adopting a formal policy for using the Town Common.

“Many of our recommendations have long-term implications and require some longterm work,” Meekins said.

“So, for that, we think it makes sense for this board to establish a permanent committee to undertake some of that work on your behalf and ultimately assist you with putting any recommendations we have in place further.”

The committee will be made up of nine members — the Town Administrator or his designee, a representative from the School Department’s Coalition for Equity, a representative from the Council on Aging

and six at-large members.

“I personally feel that this is a no-brainer,” said Selectman Leslie Rutan during a Feb. 14 Board of Selectmen meeting.

She added that it was “obvious” that much of their work needed to incorporate inclusivity.

There’s a real excitement and desire to see the work continue.

Becca Meekins Assistant Town Administrator Selectmen share thoughts Selectman Julianne Hirsh asked if the vote to establish this committee meant that the selectmen accepted the report.

“The formation of the committee was one of the several recommendations,” Chair Jason Perreault said. “We’re only acting on this one recommendation tonight.”

As Perreault described it, the selectmen may review each of the recommendations in a succession of meetings.

He thanked the ad hoc committee for their work.

“It isn’t three paragraphs on one side of one sheet of paper,” Perreault said.

As a result, he continued, the town will not be able to “undertake all of it in one big gulp.”

“This is certainly an important step and provides the continuity and continuing operation for the other activities we have queued up here,” he said of the new committee.

Next steps Northborough circulated an advertisement last month seeking individuals interested in serving on the Diversity, Equity, Inclusion and Belonging Committee.

Responses were due on March 14.

The Board of Selectmen, as a result, had not formalized their appointments to the committee when this edition of the Community Advocate went to press.

NORTHBOROUGH - District staff recently provided an update on work to replace the roof at the Fannie E. Proctor School in Northborough.

In this, they went into new detail about damage at the building, also detailing mitigation work done to slow the impacts of ongoing issues.

Town hopes for state funding The School Committee gave Superintendent Greg Martineau the authority to submit a statement of interest to the Massachusetts School Building Authority (MSBA) for repairs to the roof, last month. The Board of Selectmen then supported the more on Feb. 28.

Martineau subsequently offered his update in a School Committee meeting on March 2, explaining that a new roof is estimated to cost $1.6 million.

A percentage of that could be covered by an MSBA grant.

“I know we’re doing as best as we can. I just wish there was some way to get it done quicker for the sake of our wallets and the safety and health of our kids and our staff and faculty and everyone working in our buildings,” said School Committee member Kelly Guenette in response.

Downspouts need replacement Staff additionally inspected all of the downspouts at Proctor.

“All of them needed to be

replaced,” Lavoie said.

He showed a photo of one of the downspouts, which was completely separated from the bell that captures water on the building roof.

A prototype replacement was created with PVC pipe.

In total, Lavoie is projecting this work to cost just under $124,000, in addition to the $1.6 million price-tag for the roof.

Martineau said the funds are coming from a combination of grants, the district’s operational budget and town support.

“This is costly, and this is not money that was budgeted in our operational budget,” Martineau said.

Martineau said the district is working with town officials to fund this work.

In the meantime, they’re also waiting for a final determination from the MSBA on their separate funding request.

The last issue was in 2017, costing about $220,000 to address.

This time, mold was found on furniture and on other items in classroom and storage areas, according to Assistant Superintendent of Operations Keith Lavoie.

All of the building’s internal classrooms were inspected, as was the building storage room.

Classroom items — ranging from easels to bookcases — were replaced, just as the district purchased dehumidifiers and installed air conditioners.

The facilities team has continued to do spot checks of different areas, Lavoie said.

Shrewsbury students weigh in on debate over Black History Month poem

By Laura Hayes Senior Community Reporter SHREWSBURY - Shrewsbury school leaders recently spoke out in response to backlash against a student poem that was read during a Black History Month assembly last month.

The poem was written and read by a Shrewsbury High School student. It has since been the subject of debate in town.

While residents have voiced their opinions on social media, in public meetings and in a Back the Blue demonstration on the Shrewsbury Town Common, the discourse has also impacted schools, officials said, leading to a “difficult” series of weeks in the community.

Students were not being ‘indoctrinated,’ students say Shrewsbury resident and Congressional candidate Jeffrey Sossa-Paquette said during one School Committee meeting last month that the poem portrayed police officers as “predators and murderers of Black children and

parents.” He said the district was “indoctrinating” students.

Chair Jon Wensky read a letter from the student-led Black History Committee during a separate meeting on March 2 that responded to some of these accusations.

“Seeing lies spread about the assembly invalidates all the hard work we put into it,” Wensky read. “People have reduced the assembly to one topic rather than taking the message we were trying to convey.”

In “no way” were students being indoctrinated, the students on the committee wrote.

Their peers were, instead, presenting Black struggles and discussing how they are rising above those struggles.

The poem in question was specifically focused on George Floyd and was not meant to “bash” any officers, they said.

The students said they were concerned about “rude” comments online and a “lack of support from our school community.”

He referenced two instances in the fall involving racist and anti-Semitic graffiti. The people who wrote the graffiti have been held responsible, he said.

Bazydlo said the police are involved whenever the school is given information about threats.

The school further investigates and provides support for those impacted by bullying, he said.

“Our school and my job as principal is student safety — that’s the number one priority,” Bazydlo said.

The high school also begun providing forums to have dialogue about the situation.

“It’s important for me to say, as your superintendent, that I find using a minor student’s self expression, no matter how much you may object to its

message, for a divisive political campaign for purposes is just wrong,” Sawyer said. “I hope our community collectively rejects this.”

‘We don’t ban ideas’ Sossa-Paquette, who spoke again on March 2, said that Sawyer and SHS Principal Todd Bazydlo “stood behind the kids and blamed the children instead of taking responsibility” in this situation.

Also speaking on March 2, though, community members, parents and School Committee members spoke out against Sossa-Paquette’s statements.

Marlborough ends school mask mandate

Masks will no longer be required at Goodnow Elementary School and other schools in the district.

By Dakota Antelman Managing Editor MARLBOROUGH - Marlborough Public Schools students and staff returned to classes on March 10 with the option to remove their masks.

This followed a vote by the School Committee two days prior and marked a welcome step for many after nearly two years of mask wearing due to COVID-19.

“Students, staff, and visitors are not required to wear a face mask in school buildings but may do so if desired,” Superintendent Michael Bergeron wrote in a message to community members on Wednesday. “The district supports any student, staff, or visitor’s decision to wear a mask.”

School Committee votes to end mandate The School Committee met on March 8 to discuss changing its mask policy.

Multiple individuals spoke in public comment, with some advocating for an end to the mandate and one person asking to keep it in place.

Marlborough Education Association President Eileen Barry added that she had spoken with staff members who supported a change.

Those individuals included a speech teacher who had noted the difficulties of teaching with mask requirements in place.

“It was 100%, those communications were that they think it’s time to have it more

of a flexible option,” Barry said of staff feedback.

The committee eventually opted to transition to a flexible masking model, emphasizing individuals’ right to choose to mask if they want to.

“We would like to make a situation feasible that everyone has a choice about what they like to do to feel comfortable,” School Committee member Katherine Hennessy said.

Schools to scale back other mitigation Bergeron noted low case counts in his presentation to the School Committee prior to the committee’s vote.

He recommended, after further discussion, that schools “limit or remove” other mitigation measures, including specific limitations at lunch periods.

“It doesn’t make sense for students to have story time on the rug, but to not allow them to eat lunch together,” he said, noting that he was speaking as an individual.

Masks remain required in some situations Masks are also now optional on school buses.

But they remain required in school health offices and in situations where individuals return to school after a shortened five-day isolation period following a positive COVID-19 test.

Simply, they argued, possibly punishing districts for low attendance rates in this portion of the year would contradict public health guidance that advised individuals to be cautious against possibly exposing others to the coronavirus.

“We need to encourage an appropriate approach to health and wellness, and not worry about causing damage to one’s accountability rating due to attendance issues due to the pandemic,” the letter concluded.

SHREWSBURY - Al-Hamra Academy students are busy putting the final touches on the school’s first-ever set of plays and musicals.

At one recent rehearsal, they gathered in a circle, talking with co-directors Cate D’Angelo and Ben Heath about their costumes. They then ran through one of the musical numbers in their show, “The Ten-Year Test.”

“The Ten-Year Test” is one of two shows the academy will be presenting on March 26 along with “The Bee Play.”

D’Angelo said that she’s

enjoyed watching the students relax, explore their characters and make friends with students in other grades throughout this process.

“It’s really touching, especially when I think about it in context of the pandemic we’ve all been through,” she said. “…

It feels extra special to watch them and be part of that with them and share with them the magic that theater does.”

“The Bee Play,” meanwhile, will feature students in kindergarten through fourth grade. It tells the tale of a girl who has a dream where all of the bees are dying.

As D’Angelo described it, she and Heath looked for stories that were relevant and that would empower Al-Hamra students with traces of hope.

That’s true for sixth grader Simrah Mowla, who is in “The Ten-Year Test.”

Shrewsbury schools look to eliminate activity fee

“I like how it’s about Eid,” Mowla told the Community Advocate. “At our school we get to have Eid off, but, in public schools they don’t.”

“That’s hard,” she said, explaining that a friend of hers has to make the difficult decision of whether to go to school on an important holiday or stay home and get marked absent.

By Laura Hayes Senior Community Reporter SHREWSBURY - The Shrewsbury Public Schools is moving to eliminate its activity fees.

This is the result of a recommendation as part of Superintendent Joseph Sawyer’s larger budget presentation to the School Committee on Feb. 16.

“Certainly, we know that over time, Shrewsbury has become a high fee district,” Sawyer said. “Sometimes the activity fee that is at play gets in the way of students maybe participating in things.

“I think, now more than ever, we want to find ways to connect kids to their school in ways that are meaningful to them,” he continued.

That could involve participating in the school play or in an after-school club.

According to Sawyer’s presentation, the activity fee at Shrewsbury High School is $110 a year. The fee is $75 a year at Oak Middle School.

Sherwood Middle School’s fee is $55 a year.

“By eliminating this particular fee, we think there will be more access for students and provide some relief for the fee burden for families,” Sawyer said.

School Committee member Lynsey Heffernan praised the move.

“If there’s a fee that’s keeping a kid from being in a robotics program or a chess club or anything of the after-school nature, now is as good of a time as any to make sure that kids can get connected,” Heffernan said.

Shrewsbury will join Algonquin Regional High School, which is similarly working to eliminate its activity fees.

Public Schools of Northborough and Southborough Superintendent Greg Martineau recently presented a specific plan to phase out student activity fees.

The fee will be reduced to $25 per student for the next school year. Fees will then be eliminated by the 2024 fiscal year.

COMMUNITY OBITUARIES Denzil C. Drewry, 76 WESTBOROUGH - Denzil “Denny” Drewry, 76, of Westborough, MA passed away Tuesday March 8, 2022 after an incredible life filled with honor, bravery, commitment, service, love, laughter, family, and friends.

Denny was raised in Eastport and Orono, Maine by his devoted and loving parents, Utah Clifton and Yvonne (Hall) Drewry. It was early in life when Denny learned from his parents how to value and love family. In his youth, Denny was known to be a jokester. Often getting into innocent mischief and telling quite a tale to his teachers to get out of trouble. In high school, Denny was involved in sports as well as voted best dancer.

His love for music led him to play guitar and join a band; The 49ers. After high school, Denny and his family moved to Massachusetts where he would continue to live out the remainder of his life.

Denny earned his B.S. at the University of Massachusetts Amherst. Following college, he worked in corporate insurance sales. He worked his way up to Vice President of Sales in the employee benefits division, managing offices coast to coast.

Denny left sales and focused his career on working with his community. He joined U.S. Senator Scott Brown as a Regional Representative. This was a highlight in his career. He also served as Director of Electronic Tolls and Risk Management for the Massachusetts Turnpike Authority.

In addition to his career, Denny took great pride in committing himself as a man of service to his home town of Westborough, the surrounding community, and Veterans. Denny completed 6 terms on Westborough’s Board of Selectman.

He participated in numerous military organizations, town boards, clubs, and coaching of youth town sports. Denny was well-known and respected by many in the community and will be greatly missed.

Above all, Denny’s selfless service was seen no greater than in his military service to

our nation. While on a trip with a friend to Washington DC in 1966, Denny enlisted in the Army. Denny immediately volunteered to go to Vietnam.

He was provided with extensive military training; Infantry Officer School, Airborne Training, Special Forces Intelligence School and more. In Vietnam, Denny served as a Special Forces Green Beret Executive Officer on an A-Team and Intelligence Recon Team. After being injured in Vietnam, Denny returned to the U.S. where he held stateside assignments and taught military courses. After 3 years in active duty and 8 in the Reserves, Denny left the military as a Major. Denny received the honor of the Bronze Star; for valor, the Purple Heart, his Paratrooper Wings, and Combat Infantry Badge. More recently Denny was extremely proud to co-found and act as CFO of Fishing With Warriors - A non-profit therapeutic program offering support to Veterans where they can experience high level sporting events and activities at no cost. Though he was humble and private about his time in the military, it is clear that Denny

led his life to the best of his ability by the Army’s Core Values, so deeply instilled.

Denny lived a very full and, in his words, “good life”. Above all else, Denny valued and loved his family to his core. His love for his wife could not be measured, with never a bad thing to say about her. He was most proud when speaking about his children and granddaughters. His big heart, which he willingly opened to so many, allowed him to make connections deeply. He followed his beliefs with solid conviction. It could be said that his greatest hobby was people. Serving and being with those he cared about brought him his greatest fulfilment. He looked forward to a good game of golf with friends and his son. He enjoyed telling a well-received joke. Music and dancing brought Denny to life.

He also enjoyed spending time in his recliner, with a furry family member, watching a good movie or Fox News. The world has lost a truly exceptional man.

May we all look up to what Denny lived for and how he lived his life. (And Dad, Guess What??? XO Jamie) Denny is survived by his wife, Lorraine “Rainie” (Edwards) Drewry; their children Scott Drewry, and Jamie Grenier and her husband, Joey; grandchildren, Madi and Lucy; sibling, Carol Drewry. Patricia A. Moran, 79 MARLBOROUGH - Patricia Ann Moran, ACSW and LICSW of Marlborough, Massachusetts passed away on February 25, just 4 days short of her 80th Birthday.

“Trish” or “Auntie” as her family affectionately called her, was born in Hartford, CT on March 1, 1942 to John Francis Moran and Helen Riley Moran, and was raised in West Hartford with her younger brother and sister.

Trish graduated from Mount St. Joseph Academy in 1960 and from the College of New Rochelle with a degree in Sociology in 1964. She was the first college graduate in her family.

During college, she worked for the Sisters of the Good Shepherd in Hartford helping out at the residential facility. After college graduation, Trish entered the Sisters of the Good Shepherd Convent in Peekskill, NY. The Good Shepherd mission is to reconcile and heal children who are most in need of God’s help.

While in the convent, she furthered her education earning her masters degree and licensure as a social worker.

She continued to live and work the Good Shepherd mission in Peekskill, NY, Hartford, CT and Marlborough, MA. Trish was an active and integral member of the St. Anne’s Church community in Southborough, MA. In 1991, Trish adopted her daughter, Linda, who was a blessing to her. Trish was an avid and loyal sports fan with a special love for the New England Patriots and the Boston Red Sox. She was a skilled seamstress, a master knitter and an excellent cook. She loved hosting her family for the Easter holiday. She was a voracious reader and loved sunny days in Clinton or Groton Long Point, CT. Trish is survived by her sister, Susan M. Blair of Wethersfield, CT and her brother, John F. Moran of Sherbrooke, Quebec, her daughter Linda Cook of Leicester, MA, along with her grandchildren Sara and Daniel. She is predeceased by her grandson Seth. She leaves her 6 nieces and nephews who were very special to her: Geraldine Moran, Kathleen Powers, Stefan Moran, John Blair, Brendan Blair and Courtney Larkin. She also leaves her beloved cousin Carroll Moran Fingar and devoted friends Mary Margaret Brady, Sister Virginia Daniels and Phyllis Timmins.

Germaine is survived by her loving husband, Robert Duclos, her 3 children Nicole Bazinet, Alain Duclos and Laura Danner and her 4 grandchildren: Eli Danner, Willow Danner, Riley Bazinet and Keira Bazinet. She is also survived by her siblings Phyllis Graham and Robert Marsan. In addition, she leaves behind a large extended family of nieces, nephews and cousins.

All that knew Germaine knew of the compassion, grace, and thoughtfulness she exuded every day. She put others before herself with a fierce unselfishness and she brought sunshine to those lives she touched. Germaine was the keeper of the family history and is still watching over them with love.

MARLBOROUGH - Germaine E. (Marsan) Duclos, 75, the daughter of George and Gertrude Marsan (Dejardins), passed away peacefully on 2/22/2022 after a brief illness. She lived her entire life in Marlborough.

PLYMOUTH - Anne Marie Kelly McHoul, of Plymouth, passed away peacefully at her home on Thursday, March 3, 2022 surrounded by her loving family.

Born in Boston, MA she was the daugh-

ter of the late Matthew P. Kelly and Ann M. Feeney Kelly.

Anne grew up in Brighton and resided for many years in Dorchester, Marlborough and most recently Plymouth.

She was a graduate of Our Lady of the Presentation High School in Newton before earning a degree in funeral service and embalming from the New England Institute in Boston. She was a trailblazer as one of only two women in a class of 56 students, who graduated from NEI in 1967.

Anne worked for many years alongside her late father-in-law, Alexander F. McHoul, as a licensed funeral director at the McHoul Funeral Home in Dorchester.

She was a kind, gentle and strong woman, always providing support and guidance to the families she served. Anne also worked in the medical field for many years before her retirement.

She was a devout Catholic and longtime parishioner of St. Mary’s Catholic Church in Plymouth. Anne enjoyed nurturing the birds especially the Hummingbirds as they arrived in the spring each year and loved sharing tips on bird feeders and landscaping that increased the amount of birds that would visit.

She loved spending hours in her garden tending to her plants and was known by her friends to be able to whisper life back into those that others had given up on.

Friends began dropping their plants that needed help to Anne which she would miraculously bring back to life. Anne loved her country and instilled that loyalty in all those that surrounded her. She was also an avid Red Sox and Bob Dylan fan.

Her most cherished moments were those spent with her treasured grandchildren.

Anne is survived by her two devoted daughters, Kelly A. Doyle and her husband Paul Doyle of Plymouth and Kary Mildred McHoul Gatens and her husband Terry Gatens of Los Angeles, CA; her adored grandchildren, Eamonn P. Doyle,

Shrewsbury police arrest three on drug, firearm charges

By Dakota Antelman Managing Editor SHREWSBURY - Three people are facing drug and firearms charges following a traffic stop in Shrewsbury early March 10.

Police pulled over a car at 1:43 a.m. on Route 9, near the road’s intersection with Cherry Street, for equipment violations.

An officer noted an “overwhelming smell of burnt marijuana” and a joint in a cupholder, according to court filings.

Police then allegedly found five grams of marijuana and a scale on one of the men, Jonathan Figueiredo.

They said they found an additional 41 grams of marijuana, another scale and a loaded handgun without an attached serial number inside a backpack in the car.

Police said the gun was not registered, adding that none of the individuals in the car had a license to carry.

They added that they also found 13 empty baggies in the car.

Police arrested Moise Nazaire, 21,

of Somerville; Connor Knowles, 18, of Northborough; and Figueiredo, 20, of Somerville.

The three were all charged with possession of a firearm and ammunition without an FID card, carrying a firearm without a license, possession of a Class D substance with intent to distribute, conspiracy to violate controlled substance laws and conspiracy.

Nazaire is also facing a tinted glass violation as well as charges for having an open container of marijuana and not displaying a vehicle ID number.

Sergeant Kevin Caviston and officers Corey Vanbeekom and Trevor Andrews all assisted in the response to this incident.

Nazaire and Knowles were both arraigned in Westborough District Court on March 10.

Nazaire was released on his own recognizance while Knowles was ordered to be held pending a dangerousness hearing.

GRAFTON - A fire tore through a detached barn in Grafton on Monday before crews could beat it back, leaving a pile of largely charred lumber in its place as of Tuesday morning.

Crews from multiple area fire departments, including all units of the Grafton Fire Department and Westborough Engine 4, responded to this fire, which took place at 47 Leland Street, near the Grafton Flea Market and the Grafton/Upton town line.

The Westborough Fire Department shared photos of the scene just after 5 p.m. on Monday, showing flames burning through the structure.

Water was being shuttled in from other area departments, according to the Westborough Fire Department.

The Massachusetts Fire District 7 fire investigation unit was also requested to the scene.

There were no injuries.

Shrewsbury resident continues battle with leukemia

By Dakota Antelman Managing Editor SHREWSBURY - Shrewsbury resident and Westborough High School graduate Jonathan Tomashefsky had been off of chemotherapy for less than two months late last year before he suffered his second relapse of leukemia.

Now cancer free, but battling lasting effects of that relapse, Tomashefsky is thanking his community while eyeing a long road ahead.

“This is temporary,” he said in a recent interview with the Community Advocate. “I’m so young.

And have my whole life ahead of me.”

Tomashefsky enjoyed local childhood Tomashefsky grew up in Shrewsbury but finished his secondary schooling in Westborough.

He played sports as a child. He also played musical instruments, being pictured in the Community

He had returned to college this past fall after five years of chemotherapy, hoping to continue his education in pursuit of a career as a social worker.

But his cancer quickly returned, sending Tomashefsky back into more intensive treatment.

This happened just four days before Tomashefsky’s 22nd birthday last October.

Tomashefsky was diagnosed with Acute Lymphoblastic Leukemia in December of 2016, though beginning a long and, at times, painful journey.

Tomashefsky suffered a relapse in 2019, also surviving multiple blood infections and time spent in the ICU while in septic shock.

‘We’re just staying positive’ Outside of physical treatment, Tomashefsky is contending with the mental toll that cancer can take.

“We’re just staying positive and trying to be as happy and hopeful as we all can,” he said.

He takes walks. He works with a counselor and keeps a journal focused on positivity. He plays Xbox.

There’s also hope in this immunotherapy process, Tomashefsky said, noting that it could help him avoid needing a bone marrow transplant and the “grueling” aftermath of that process.

In the meantime, he’s grateful to friends, family and community members who have supported him. That includes individuals who have reached out through a GoFundMe page that a loved one set up.

Notes from people who were diagnosed with cancer in their childhoods before achieving longterm remission have also been particularly helpful, Tomashefsky said.

“It’s kind of nice to have those outlets and support to see that there is a light at the end of the tunnel,” he said of those messages.

Altogether, Tomashefsky continues to push onward.

“You can choose to be angry all the time,” he said. “Or you can choose to just be positive and be happy and just try to live your life each day.”

Family hopeful about new treatment The months since have been a roller coaster.

Though Tomashefsky is cancer free, he can’t simply stop treatment.

“If I did do that, my cancer would come back,” he said.

He visits a bone marrow clinic three times each week for checkins and recently underwent an immunotherapy procedure that involved extracting and refining his T-cells.

That had been showing positive signs for “a few days.” Soon

after, though, it became clear that those cells were no longer viable.

Tomashefsky said this made him sad and angry.

He was undergoing the procedure for a second time, as of this week, however, with hopes that he would see better results.

“We’re really hopeful that it’s going to work this time,” he said.

Symphony Pro Musica plans upcoming show Westborough resident celebrates 109th birthday Mark Churchill has conducted SPM since its founding in 1983. The orchestra regularly partners with choral groups, dance ensembles, opera companies, and others, and features both rising young and established soloists.

HUDSON - Previously delayed by COVID-19, Symphony Pro Musica’s second show of its current season is now scheduled to take place this weekend at Hudson High School and at Mechanics Hall in Worcester.

The program is titled “Music Alive” and features violinist Inmo Yang, who is the first-prize winner of the internationally renowned Paganini Competition. Yang will perform Jean Sibelius’s masterly and beloved Violin Concerto.

“It’s a privilege to work with

COMMUNITY SPORTS Algonquin girls hockey notches major MIAA tournament wins

REGION - The Algonquin coop girls hockey team won its way into the Division II state quarterfinals on March 9 with a 2-0 win over Westwood.

The game took place on the road in Canton, with the 10th-ranked Titans upsetting seventh ranked Westwood.

Algonquin’s eventual gamewinning goal came early when Mallory Farrell darted past opposing defenders on a breakaway. She tucked a backhand shot over the shoulder of Westwood’s goaltender for the 1-0 lead.

Farrell then added a second goal as the Titans moved on to face Winchester in the state quarterfinals.

The goal scorer on March 9, Farrell again found the back of the net in that quarterfinals

game, breaking a 0-0 tie in overtime for the sudden-death, game-winning goal.

The quarterfinals saw goalie Lana Pacific also continue a stretch that had seen her not allow a single goal through the first three rounds of this year’s Division II state tournament bracket.

Algonquin then snagged another win in the semifinals, defeating Medfield to qualify for a state title game in Boston this weekend.
