REPORT HIGHLIGHTS RISING COST OF NEW POOL Delays to the building of Helensburgh’s new leisure centre are putting up costs month by month according to a report from the Council’s Director of Development and Infrastructure. It reveals that costs are still rising, which could yet force “value engineering” savings having to be made. The contract for construction of the leisure centre is scheduled to be awarded in the next month. Construction work is pencilled in to start this November. By then more than £1.2m or 6% of the budget will already have been spent on the new facility before a single brick is laid. The Director’s latest report to council references the Construction Products Association which says 82% of civil engineering contractors reported higher raw materials prices of nearly 5% passing through the supply chain over the final quarter Mobile Hairstylist

of 2017, with the expectation that 2018 would show a similar trend. It adds: “Construction industry inflation forecasts a 1% tender price growth for both 2019 and 2020, increasing in the longer term to 1.5% in 2021 and 2022.” The report to the Council adds that it will examine: “What potential if any there might be for Value Engineering options, should the tender prices be unaffordable.” It adds that the procurement exercise for the main works contract will provide hard market data and prices, which will enable the project team to
make subsequent and informed recommendations to the committees of the council with respect to the affordability of the project overall. The drawdown of an additional £235,000 from the overall budget to help it reach “full business case stage” was agreed by the council’s policy and resources committee in May. That was in addition to the drawdown of £1m for that purpose which had already been approved. An earlier report by the executive director of development and infrastructure Pippa Milne revealed that the process had been delayed

by up to four months due to delays in obtaining planning permission, which was finally granted in January. Changes to the project delivery model, delays in securing statutory approvals, and additional design work all contributed to programme delays and/or additional costs. However the Council says: “Given the complex nature of the project, a few additional weeks now, could save significant time and costs later.” The swimming pool had initially been scheduled for opening in April next year.

The Arrochar Mountain Rescue Team received another cash boost from St John Scotland. The Dunbartonshire branch has been helping the team for 40 years. A cheque for ÂŁ700 was presented to team leader Mike Bignall by Dunbartonshire chairman Colonel John Kelly at the Arrochar St John Base. Colonel Kelly said that this latest donation brought the total given in recent years to some ÂŁ7,000. He added: “It was good to see the base and vehicles, and to have a chance to meet the team who were due to train later that day with the coastguard rescue helicopter.â€? Mr Bignall said: “The relationship between the team and the local St John Scotland branch is longstanding, and this latest donation is greatly appreciated by the team to help its vital work.â€? St John Scotland supports medical and rescue charities, and is closely associated with mountain
safety and rescue, palliative care, patient transport, and the provision of defibrillators and CPR training. In 2004 St John Scotland paid for the construction of the Arrochar base, in 2013 provided a new rescue ambulance, and last year handed over legal ownership of the base to the team. The Mountain Rescue team’s web site points out: “Scottish Mountain Rescue Teams do receive grant aid funding from the Scottish Government and assistance from our major sponsor the Order of St John. While this funding is gratefully received it does not cover all of the team's running costs and as such we still rely on public
donations and fundraising activities to enable the team to operate to the high standards expected.� Other beneficiaries receiving cheques for £700 from the 2017-18 fundraising by St John Scotland Dunbartonshire are the St Margaret of Scotland Hospice at Clydebank, the Luss-based Loch Lomond Rescue Boat, and the Vale of Leven Hospital’s Acorn Centre one stop shop for children with multiple health issues.

Forty productions filmed in Argyll and Bute from January 2018 to January 2019, generated an estimated spend of £1,088,500 to the local economy, say the Council. In total, over the year, there were 124 enquiries from companies looking for suitable locations in which to film or photograph. SUB EXPERT CHALLENGES K13 INQUIRY Keith Hall a leading author of books on submarines and submariners recently published a book about the sinking of the British submarine K13 in the Gareloch, 29th January, 1917. Thirty two crew and contractors lost their lives, but 48 were saved in the tragedy. The book challenges the Board of Inquiry finding which laid the blame for the accident solely on Lt Arthur Lane, the vessel's engineer. Keith says: ”The book provides an in-depth analysis of the sinking of the K13 in the Gareloch. It calls into question the legitimacy and accuracy of the Board of Inquiry findings and verdict. The investigations and conclusions that lead to this interpretation are based on detailed examination of archived records, personal accounts and in-depth analysis of the evidence.” The submarine K13 was due to leave the Fairfield yard in Govan on the Clyde, for her final acceptance trials at 0800 Monday 29th January 1917. On board were 80 men, both naval

personnel and civilian contractors. A problem with one of the mooring wires caused a delay and she had only travelled a mile down the river when the submarine went to ground at Whiteinch. Despite this she reached the Gareloch by 11:30 and carried out various tests that were required as part of the acceptance programme. After the diving trial her engineer, Lieutenant Arthur Lane, reported that there was a small leak in the boiler room, he suggested a further short dive to determine the source. As the submarine dived the aft compartments of the submarine flooded and it sank. Thirty two crew members and contractors

ARROCHAR PONTOON OPEN FOR BUSINESS Loch Long Jetty Association have announced that work has largely been completed on the new Arrochar Pontoon on Loch Long and it will be formally opened this month. The project became possible after the community-led Loch Long Jetty Association was awarded £84,000 from the Garfield Weston Foundation, one of the UK’s largest charitable funders.

The bridgehead was formed by MacColl and Son from Appin in early April and the concrete allowed to settle before the attachment of the pontoon structure. The pontoon was assembled on site and successfully installed by the manufacturers Gael Force/Fusion Marine on schedule by the end of May.
The pontoon will also allow them to hold community led initiatives such as an annual triathlon and raft race, which will help to enhance community spirit and benefit small businesses in the village.

Kilcreggan Primary School’s pre-five unit has been graded ‘good’ in every category by the Care Inspectorate who commented that staff were welcoming, kind and caring.
An event for anyone who loves to sing is being held on Friday 16 August at the Helensburgh United Reform Church Hall. It features a Pop Up choir.
The pre-five unit is based in newly refurbished accommodation within the school, which means children have direct access to the outdoor play area.
Organiser Miriam Walker says: “No commitment, just come along when the choir “pops up”. A choir for anyone that loves to sing. No experience necessary and all welcome. Events will be added to the Facebook page ‘Helensburgh Pop Up Choir.’ Places will be limited so booking by email is essential.”
Inspectors described the learning area as bright and welcoming, and praised staff for their work in developing the outdoor learning area. Children were observed making independent choices of where they wanted to play outside and lead their own learning. Inspectors found that staff were good at listening to the children and skilled at knowing when to intervene in children’s play and learning and when to stand back, encouraging children to create their own solutions. This resulted in children becoming confident learners. Staff were described as enthusiastic, committed and motivated to provide positive outcomes for children, and
worked well as a team. The head teacher was also praised for working hard to develop and move the service forward, and had a clear focus and vision for the development of the unit. Argyll and Bute Council’s policy lead for education Yvonne McNeilly said: “It’s clear from the report that staff are continuing building on their good practice to achieve the best outcomes for our children and their families.”

A WONDERFUL END TO HELENSBURGH NETBALL CLUBS SEASON Helensburgh Netball Club held a charity invitational tournament in aid of The Little Wings Foundation, a charity which provides orthopaedic care to children in the Middle East and North America living in critical humanitarian situations. Four novice teams took part, The Helensburgh Rugby Club, Hermitage primary school teachers, Friends and family team 1 and team 2. It was a great fun event and after some very closely fought matches friends and family team 1 took home the 1st place trophy. With an entry fee, home baking for sale and a tuck shop a grand total of £245 was raised for the foundation. One of their players, Seonaid Biagioni who is the Co-director and project manager of the charity, said “it’s great to see how everyone has just come together to make sure everything

Two members of Helensburgh Boys’ Brigade received the organisation’s highest honours at a special ceremony recently. Corporals Ben Davis and Simon Bianchet were awarded The Queen’s Badge as they signed off their latest session. The presentation was made even sweeter for Ben as his grandfather, Rev Jim Brown, attended. He is a former minister of the old Helensburgh Park Church – now the Buddhist Meditation Centre of Scotland on Charlotte Street – and a former chaplain of the company, who won one of the BB’s first Queen’s Badges in 1953. Linda Kinniburgh, wife of Argyll and Bute councillor David Kinniburgh, presented various badges and trophies on the night.
PUPILS SCORE HIGHLY IN EUROQUIZ A talented team of pupils from Hermitage Primary School took second place out of 470 schools in the Scottish European Educational Trust’s National Euroquiz Final. The event was held in the Debating Chamber of the Scottish Parliament and saw the Hermitage youngsters battle it out against St Mary’s Primary School of Duntocher in what was a nail biting final round. Hermitage fought hard but were pipped to the winning post by St Mary’s. More than 470 schools from across Scotland took part in the heats from January to March this year – more than 2,300 pupils in total. The project sees events take place locally at first, with every local authority hosting their own heat before progressing to the national final. Euroquiz is run by the Scottish European Educational Trust (SEET),

FEW DETAILS ON RNCYC PLAN What's Up Doc? Plans to build new homes in the grounds of the Royal Northern and Clyde Yacht Club made some progress recently, but there are very few details. The historic club wants to build a new base at Rhu Marina for its members, while its B-listed current home would be converted into nine homes. And six new-build residential blocks, split into 12 terraced and 25 ‘flatted units’, are planned for the clubhouse site in Rhu. A pre-application consultation has been lodged with Argyll and Bute Council on behalf of the club by Glasgow agents North Planning and Development. No further details are available on the council website, apparently the documents will not be available until the
decision has been taken to progress to a full application. The current clubhouse, which dates back to 1857 and sits in 4.6 acres, was put on the market by Savills in 2016. At that stage the club said plans were ‘well advanced’ for a move to a purpose-built clubhouse at Rhu Marina. Yacht clubs have been based at the current clubhouse on the Gareloch for nearly 80 years – the Royal Northern moved there from Bute in 1937, and it has been headquarters of RNCYC since clubs merged in 1978.

MOTH MORNING WITH RSPB RSPB Loch Lomond are staging a free event on Saturday, July 6, designed to give people a close-up of creatures which are too often associated simply with creating havoc in the wardrobe when they’re not blundering into lampshades. Nature fans are invited to drop in to the Nature Hub from 9.30am to 11.30am to help identify moths caught in overnight traps before they are released back into the wild. The event at High Wards Farm, Gartocharn, Alexandria, is certainly one of the more unusual ways to spend a Sunday morning.

A ‘dogs die in hot cars’ campaign is being backed by Argyll and Bute Council. Stencilled messages will be sprayed in car parks reminding people not to gamble with their dog’s life.
Their role is to ensure that the child’s interests are being looked after by making their own enquiries and reporting anything to the panel that they think is relevant and should be taken into consideration.
When it’s 22˚ Celsius outside, within an hour, the temperature can reach more than twice that inside a vehicle, which can result in death for a dog. The campaign stresses that dogs are covered in fur and do not sweat in the same way humans do. It advises that if you can’t take your dog with you when you leave the car, leave it safely at home. Please do not take the risk by thinking you won’t be long. Not long is too long.

I thought I would continue the theme from the last couple of instalments and explain the role of a safeguarded within the Children’s referral system. Panel members have a duty to consider appointing a safeguarded under S.30 of the Children’s Hearing (Scotland) Act 2011.
The paramount consideration when making any decision is whether it is necessary to safeguard and promote the welfare of the child and the particular test to be applied here is simply whether a person
A common reason for a safeguarder appointment is often conflict between the local authority, being the social work department, and the parents. The panel may also feel they need further information in order to make a decision. The safeguarder would speak to the relevant child and all relevant persons, usually parents, as well as any person they think may hold significant information, such as school or health visitor. Their findings and own recommendations are then reported back with a view to assisting the panel to make a substantive decision.

POIGNANT GIFT TO THE MAID
Maid of the Loch supporter Sheila McLaughlin has donated two of the vessel’s original bench seats to the under-restoration steamer, originally gifted by her late father Charles (Charlie) Donnachie. Charlie started work in the mid 1940’s for Clyde Steamers operated by LMS, who had a base at the Prince’s Pier in Greenock. When the Maid came into service in 1953 she was served by the same team, and Charlie often made the journey to Loch Lomond to carry out repairs. The benches will now be restored, and fitted with plaques in memory of Sheila’s dad.
INTERNATIONAL TALENT AT GATHERING The Rosneath Peninsula Highland Gathering has always attracted the attention of visitors and competitors not just from across Scotland and the UK but from around the globe. But this month the international interest is exceptional. Entries received have arrived from Canada, the Netherlands, New Zealand, Australia and the USA. Highland Dancing Convenor Margaret MacInnes is looking forward to welcoming the Niagara Falls Dancers, a large group coming all the way from Canada to compete. Piping entries too include several from the Netherlands, New Zealand, Australia and the USA. The Rosneath Gathering is a very traditional Scottish highland games organised and run by volunteers from within the community and is sponsored by local businesses and organisations. In addition to all the highland games heavy events the competitions include solo piping and highland dancing, cycling, track and field events and the ‘infamous’ hill race. Chairman Robert MacIntyre says: “It gives me great pleasure to once again welcome

GETTING READY FOR GO SWIM Lomond Shores has teamed up with the National Park to launch this brand new open water swimming event, aimed at all ages and experience levels, to be staged on Saturday, September 7. There will be events for all ages and standards of swimmers, including the family friendly 250 metre option for those aged 8 and over (accompanied by an adult) and 750 metre and 1500 metre options for those just starting out in open water swimming. For experienced swimmers there are 3000 metre, 5000 metre and 10,000 metre options. TOP AWARD FOR KILCREGGAN NEWSHOUNDS Pupils from Kilcreggan Primary School have received a prestigious Young Reporters Scotland award in recognition of their creative reporting on environmental issues. is great that their work has been recognised as valuable.”
The pupils were presented with the accolade as part of the Young Reporters Scotland 2019 competition – which encourages young people to share their voice on sustainability subjects through film, writing and photography. The initiative provides a platform for participants to investigate and report on the subjects they are passionate about and increase their knowledge and awareness of environmental topics. The Young Reporters Scotland judging panel placed the Kilcreggan pupils work first in the 11-14 years Film Category with their entry Kilcreggan Against Plastic. Kilcreggan Primary School Headteacher, Frances Bretman tells us: “This is a fabulous achievement for these pupils. They have been very active in their desire to make others, locally and in the wider world aware of the environmental issues around plastic and particularly around plastic pollution in the sea and on our shorelines. It
Young Reporters Scotland is open Scotland-wide to those aged 8-26. The programme is linked to the international Young Reporters for the Environment (YRE) initiative and selected Scottish entries are then entered into the international competition. Anne-Marie Robb, Education and Learning Coordinator at Keep Scotland Beautiful, commented: “I would like to congratulate the Kilcreggan Primary School pupils on their success in this competition. Young Reporters Scotland provides
a fantastic opportunity for young people to learn new skills and share their views on protecting our environment. “Across Scotland, over 200 young people participated in the competition from across ten local authorities. CHILDREN INVITED TO JOIN SPACE fun CHASE AT LIVEARGYLL LIBRARIES THE RISE OF LiveArgyll libraries are calling for children to sign up to read six books this summer as part of Space Chase, Summer Reading Challenge 2019. THE ICE LOLLIES The Summer Reading Challenge asks 4-11 year olds to borrow and read any six library books over the summer. The theme for the 2019 Summer Reading Challenge is Space Chase, inspired by the 50th anniversary of the first moon landing. Children will team up with futuristic family The Rockets for an exciting space mission as they track down books nabbed by a mischievous band of aliens. As children read library books for the Summer Reading Challenge, they will receive special stickers, some with mysterious smells as surprise LiveArgyll gifts during the challenge. By adding these stickers to their collectable mission folders, young readers will help the Rockets solve clues, dodge asteroids and discover the missing books, having lots of fun and adventures along the way. To take part in Space Chase, all children need to do is sign up at their nearest LiveArgyll library,

July means midges and dodgy weather, if you’re a pessimist, but brilliant sport and the ever-present promise of glorious sunshine if you’re an optimist. The month starts in fine form with the first of two superb Highland Games events when the annual gathering of Clan Colquhoun takes place in Luss – an event first staged back in 1875, when enthusiasm for all things traditional and Scottish reached new heights during the glory days of the British Empire under Queen Victoria.

In some ways little has changed since those far-off times, because the Luss Games lay heavy store on tradition and heritage, but in others rest assured it’s a thoroughly 21st century family fun day which also features a packed programme of thrilling sports events, from running to solo piping. This year’s event is on Saturday, July 6, and as ever will be a superb spectacle packed with entertainment and supported by committed local community groups, local farmers and, of course, sports enthusiasts of many different kinds. The Clan element ensures a steady stream of visitors from across the world, never more so than now when enthusiasm for this most Scottish of skills contests is every bit as exuberant as
in those famous days of yesteryear – the bearded sports warriors of the late 19th century would see nothing amiss in the way things are conducted now. Yet while you are quite likely to bump into distinguished guests from across the Scottish diaspora in search of their heritage it’s also a wonderful summer event absolutely everybody can enjoy, with a well-proven track record of delivering the sort of day out that golden memories are made of.
