Individual Savings Account (ISA)

A tax efficient way to save Chancellor George Osborne sprung a welcome surprise on investors and savers in his Budget in March 2014, with the most far-reaching changes to the tax-free Individual Savings Accounts (ISA) since its launch in 1999. The ISA annual allowance was raised to £15,000 and the previous restrictions on cash holdings within the tax-free wrapper were lifted. The ISA allowance for the 2015/16 tax year is £15,240. The old limit on the amount of cash that could be deposited in an ISA each year – which in April 2014 was £5,940 – was scrapped, and the whole allowance now applies to both cash and stocks and shares holdings. Essentially, ISA savings can now be held in any combination of stocks and shares or cash that an individual wishes, offering choice and flexibility to build a portfolio and to reflect people’s differing, and changing, appetites for risk. Individuals are still only able to pay into a maximum of one Cash ISA and one Stocks & Shares ISA each tax year. The fundamental benefits of the ISA as a vehicle to create future wealth received a longoverdue boost from the changes. Rightly, the government believes the rise in the allowance and its decision to scrap the cash limits will make the system neater and less confusing. However, as Britain’s long-suffering savers are all too aware, cash deposits have offered dire returns over the five years that the Bank of England has held the base rate at 0.5%.

Furthermore, the present level of returns on the majority of cash savings is not sufficient to protect their value from inflation. However, the new flexibility to hold cash has effectively re-fitted the Stocks & Shares ISA into an even more versatile investment vehicle, providing individuals with a safer haven to ease concerns about short-term market volatility. Certainly, the previous restriction on the ability to shift money out of investments and into cash was a disincentive to lock into the potentially higher long-term returns offered by the stocks and shares element of ISAs. But savers who shied away from Stocks & Shares ISAs can now take advantage of exposure to stock market returns, and the potential to maximise the longterm benefits of the allowance by utilising all of the tax reliefs on offer, in the knowledge they have the freedom to transfer at any point. Remember that the favourable tax treatment given to ISAs is subject to changes in legislation and may not be maintained in future.

Rainham Wargames Club The club has been meeting at Twydall Community Centre in Beechings Way since the late 1970s. Meetings take place every other Sunday between 11am and 5pm. The club hosts mainly historic table top wargames covering all periods from ancients to the future, and both land, sea and air (and space). In addition a range of board games are often seen. Recent games have included an American Civil War campaign (both land a river), WW1 aerial combat, WW2 company level battles and ancient land battles. The club is fairly small with an average attendance of about a dozen. Most of our players can be considered veterans and between them have a vast range of models games and terrain, although the club can provide terrain if required, and the hall has tea/coffee making facilities and a microwave. New members are welcome but we are not able to accept unaccompanied people under the age of 16.

A normal club meet will see 3 or 4 games being hosted by 1 or more members who supply all the required materials. Any new members are able to join in with no equipment or experience required. Occasionally we run campaigns over several meetings, and run demo games at local shows (Skirmish, & Broadside). We have also hosted visits from other clubs and traders. We share several members with other local clubs such as the Medway Wargames Society and Milton Hundreds Wargames Club, both of which have weekday evening meets.

Bill Ferris The Historic Dockyard Chatham’s Chief Executive is appointed as one of the new Deputy Lieutenants of Kent Chatham Historic Dockyard Trust’s Chief Executive has been appointed as one of four new Deputy Lieutenants of Kent - each of them honoured for their positive contributions to the County and the Nation. Mr Bill Ferris OBE DL has been involved with and led a number of heritage and tourism projects in Kent over the past 26 years. He has operated in Tunbridge Wells, Dover and Canterbury as well as nationally; and has been Chief Executive of Chatham Historic Dockyard Trust since 2000 where the strategy of “preservation through re-use” has transformed the most complete dockyard of the age of sail into a world class visitor attraction and thriving residential and business community. Bill has served on the Visit Kent Board for a number of years and has only recently stepped down as chair of the national Association of Independent Museums with more than 1000 members. His interest in the role that heritage can play in regeneration and economic prosperity means that he is a keen participant in a range of other associations and bodies at a local, regional and national level and is a regular speaker at conferences on the subject. He was awarded the OBE for 22 years’ service to heritage in 2011. Her Majesty’s Lord-Lieutenant of Kent, Viscount De L’Isle MBE said: “In making these appointments we are further strengthening a team of men and women who share their great experience, in helping me support The Queen and her family throughout the ceremonial county of Kent”.

Mr Ferris said; “It is an absolute honour to be recognised for my positive contribution to Kent – and comes as quite a surprise! Although not a native of the county, it has become home to me and my family and is certainly a place to be proud of, not least for its diversity. History of the Medw The ship was commissioned by the New Medway Steam Packet Company Ltd in 1923 at a cost of £21,500 (equivalent of £1,000,000 in 2013) for completion in 1924. The ship was built by the Ailsa Ship Building Company of Troon on the Clyde river. Ailsa had a good reputation of building quality paddle steamers. The ship was constructed using a traditional frame on plate technique and the internal joints on bulkheads were constructed using round head rivets. The engine was also constructed by Ailsa, being a compound diagonal steam engine (with two cylinders working at different steam pressure). A bow rudder was later fitted in 1936 to better enable the ship to manoeuvre in harbour and the ship was converted to oil firing in 1938. The PS Medway Queen contributed to wartime service almost straight away in September 1939 by assisting in the evacuation of children from vulnerable areas to safety. Soon after the ship was requisitioned by the Admiralty for service as a minesweeper. The Medway Queen was converted for minesweeping at the GSN Company’s yard at Deptford. The

ship was armed with a 12-pounder gun on the foredeck and a machine gun in each paddle box. The ship was painted grey and commissioned as HMS Medway Queen in November 1939. In 1940 the HMS Medway Queen joined the 10th Minesweeping Flotilla based in Dover. The 10th Flotilla played a key part in ‘Operation Dynamo’ in May-June 1940 which involved the evacuation of the British Expeditionary Force and other Allied soldiers from Dunkirk. The ship was estimated to have evacuated 7,000 men while shooting down three Axis aircraft. In 1947 the ship had been refitted and returned to the New Medway Steam Packet Company Ltd for civilian usage. It was at this time that the famous Invicta motif was placed on both sides of the ship’s funnel. In 1954 there

By the early 1960s paddle steamers were struggling to compete with newer-type vessels due to the increase in maintenance costs. The Medway Queen made her last voyage to Southend on 9th September 1963. After initial efforts of preservation had failed, the ship was purchased by three businessmen, Alan Ridett, Colin Ridett and Robert Trapp in August 1965. The current Medway Queen Preservation Society was formed in 1985 to make yet another attempt at saving the historical vessel. A few words from Hon. Vice Chairman, John Kempton: The ship has been back now on her home river for now just on two years, we have had a few ups and downs. An up was the ship returning to Ramsgate in May for the first time since the evacuation of Dunkirk, where we joined the other Dunkirk ships, and welcomed several hundreds of people aboard, including veterans, but many who remembered travelling aboard her, which was great. People were very generous in supporting the ship, especially our special fundraiser www.savethe7000.co.uk which is still ongoing, and will be when we re-open in the new year. We are working to get the ship back into use as a venue, museum and community space in the short term, but long term we still hope it may be possible to steam again. Royal Dockyard Church New chapter begins for Chatham’s Royal Dockyard Church, thanks to University partnership

An exciting new chapter in the long life of Chatham’s Royal Dockyard Church is about to unfold, thanks to a partnership between the Chatham Historic Dockyard Trust and the University of Kent. A year-long development project has seen the historic building transformed into a state-ofthe-art lecture theatre and performance space for use by the university’s students, staff and the wider community. Originally designed by Naval Architect Edward Holl, the 1808 Scheduled Ancient Monument has been subject to a high quality, inventive and sympathetic conversion; The lighting, sound, projection and black out are all to the highest standards and disabled access has been enabled partly by carefully excavating the building’s vestry and under croft. The space has been completely re-decorated and hand painted, 20

befitting the unique historic interior. Externally, only minor modifications have been made, using carefully matched original and recently sourced materials, which maintain the visual impact of the structure on arrival. The lecture theatre will provide an exciting new focal point for the university’s new wider use of The Historic Dockyard, which also includes its use of part of the Sail and Colour Loft as a new base for its Kent Business School. These new premises provide the university with inspirational teaching spaces, a quiet study area, student social spaces and academic office suites. Psychologists have found we’re more likely to succeed if we break our resolution into smaller goals that are specific, measurable and time-based.

“Many of these ideas are frequently recommended by self-help experts but our results suggest that they simply don’t work,” says Prof Wiseman.

Professor Richard Wiseman, of the University of Hertfordshire, tracked 5,000 people as they attempted to achieve their New Year’s resolutions.

“If you are trying to lose weight, it’s not enough to stick a picture of a model on your fridge or fantasise about being slimmer.”

His team found that those who failed tended not to have a plan, which made their resolution soon feel like a mountain to climb. Some focused too much on the downside of not achieveing their goal, adopted role models, fantasised about their goal or relied on will power alone.

He said the 10% of participants in the study who had achieved their target broke their goal into smaller goals and felt a sense of achievement when they achieved these. “Many of the most successful techniques involve making a plan and helping yourself stick to it,” says Prof Wiseman.

Working out a repayment It’s crucial to work out the total cost of the credit you’re taking out, including interest payments, and not just the amount you’re borrowing or how much you can afford to pay every month. Taking the time to work out the full cost of any borrowing lets you plan your finances and ensure that you really can afford it.

What affects your borrowing costs How much you’ll pay to borrow money depends on how much you need and how quickly you plan to repay it. For example, if you want to borrow a small amount over a short period of time with a low interest rate, you may well pay very little interest (or none at all if you use a credit card charging 0% interest). On the other hand, borrowing a large amount of money over a long time will cost you more. In general, use the APR to compare products. The lower the APR the better, but also look at how much it will cost overall. This will usually be more for a longer-term loan even if the APR is less, and will show as the total amount payable. Borrowing options Let’s look at an example. John needs to borrow £1,000 to replace his old boiler. He gets a quote from a big energy company for the boiler and the installation, including paying back the cost over two years. However, when he reads the contract he notices that if he takes out their credit for two years he will pay more than £300 in interest. John looks around at other options. As he has a

Large Breed Dog Rescue The Large Breed Dog Rescue is a small charity that takes in and re-homes large breed dogs and large cross breeds. We are entirely run by volunteers, and we rescue, rehabilitate and re-home the big dogs that many rescues put to sleep. We are based in Gillingham and are always looking for volunteers, adopters and fund raisers. Without the help and unwavering support of volunteers, our charity would not exist, and we would not be able to help the gorgeous dogs that come into our care; together we all make up the Large Breed Dog Rescue, and we are very much a team. We all work on a voluntary basis, and all donations are put back into the rescue so that we can continue to help dogs in need.
