Profile
Situated along the eastern edge of the Dallas–Fort Worth metroplex, Rowlett, Texas has grown from a small rural settlement into a thriving suburban community known for its lakeside setting, strong economy, and family-friendly atmosphere. With a population exceeding 70,000 and continuing to rise, Rowlett offers residents a blend of suburban comfort and convenient access to nearby Dallas.
Rowlett’s history dates back to the 1840s, when settlers first arrived in the area. The city takes its name from Dr. Daniel Rowlett, an early landowner whose property included the creek that still bears his name. The arrival of the Missouri, Kansas, and Texas Railroad in 1886 marked a turning point, bringing commerce and modest growth to the small farming community. By the late 19th century, Rowlett had a post office, general store, and cotton gin, though its population remained relatively small for decades.
Incorporated in 1952 with just a few hundred residents, Rowlett remained a quiet town until the completion of Lake Ray Hubbard in 1971. The lake transformed the area, sparking residential and commercial development that continues today. What was once a rural outpost quickly evolved into a desirable lakeside suburb, with population surging throughout the late 20th century and into the 21st.
Today, Rowlett is recognized for its quality of life and forward-looking growth. The city has experienced significant economic development, including major residential communities and mixed-use projects that have enhanced its appeal within the region. Its location along the lake provides scenic views, outdoor recreation, and a distinct identity
compared to other Dallas suburbs.
In recent years, Rowlett has earned numerous accolades that highlight its progress and livability. It has been named one of the fastest-growing cities in Dallas County and received the Economic Excellence Recognition Award from the Texas Economic Development Council. The city has also been ranked among the best places to buy a home in America and recognized for its strong public schools and diversity. Additionally, Rowlett has been designated a Certified Scenic City, reflecting its commitment to preserving natural beauty and enhancing public spaces.
Community character is a defining feature of Rowlett. Residents enjoy a balance of suburban tranquility and active living, supported by parks, trails, and waterfront amenities. The city’s proximity to Dallas allows for easy commuting while maintaining a quieter, more relaxed pace of life. Continued population growth and investment signal a promising future, as Rowlett builds on its history while embracing new opportunities.
From its humble beginnings as a small railroad town to its current status as a dynamic and growing suburb, Rowlett reflects the broader story of North Texas development. Its combination of history, natural beauty, and modern achievements makes it a noteworthy and increasingly sought-after place to live.

Lead Investors Catalyst Investors
Business
Rowlett continues to strengthen its position as one of the most attractive business destinations in the northeastern Dallas-Fort Worth region. Located along the shores of Lake Ray Hubbard and connected to major employment centers throughout DFW, the city has experienced steady residential growth, increasing commercial investment, and a renewed focus on economic development. As Rowlett approaches a population of nearly 71,000 residents, city leaders are working to create a balanced economy that supports local businesses, attracts new employers, and expands the commercial tax base.
A major advantage for Rowlett is its strategic location. Businesses benefit from convenient access to Interstate 30, President George Bush Turnpike, Dallas Area Rapid Transit (DART) rail service and proximity to major employment hubs in Dallas, Plano, Richardson, and Rockwall County. This connectivity has helped attract companies seeking a highly educated workforce while maintaining lower operating costs than many urban locations.
The city's economic development strategy focuses on attracting quality employers, supporting existing businesses, and encouraging redevelopment in key commercial corridors. Rather than pursuing growth at any cost, Rowlett emphasizes projects that create long-term value through job creation, capital investment, and increased economic activity. Economic development agreements are evaluated using measurable performance standards, ensuring that public incentives generate community benefits.
One of the most significant economic development opportunities remains the Sapphire Bay waterfront district on Lake Ray Hubbard. Planned as a mixed-use destination featuring hospitality, entertainment, residential, and commercial components, the project continues to evolve. Recent plans submitted for a Hilton-branded hotel indicate ongoing investment interest in the development despite challenges and delays that have occurred over the years. If fully realized, Sapphire Bay has the potential to become a major tourism and economic engine for the city, drawing visitors from across North Texas and generating additional sales tax revenue and employment opportunities.
Downtown Rowlett is another area experiencing transformation. The city has invested heavily in creating a vibrant downtown district centered around the DART station and Downtown Green. New mixed-use developments, public gathering spaces, and business recruitment efforts are helping create an environment that attracts restaurants, retailers, and service providers. The goal is to establish downtown as a destination where residents can live, work, shop and gather while preserving the community's character.
To support business growth, Rowlett offers a variety of economic development incentives and programs. These incentives are considered on a case-by-case basis and are designed to encourage projects that create jobs and investment. Available tools include property tax rebates, tax abatements, permit and impact fee reductions, infrastructure assistance, grants, and fast-track development services. The
city also utilizes Tax Increment Financing (TIF) districts to encourage redevelopment and infrastructure improvements in targeted areas.
Several specialized programs have been created to attract specific types of businesses. Rowlett's Job Creation Program provides incentives for companies that create at least 25 full-time positions with wages meeting or exceeding county averages. Businesses creating higher-paying jobs may qualify for larger grants, helping attract employers that contribute to long-term economic prosperity.
The city has also established a Specialty Retail, Entertainment and Restaurant Program aimed at attracting destination businesses that bring visitors from outside the community. Eligible businesses may receive incentives tied to capital investment and economic impact, helping diversify Rowlett's retail and dining options while increasing local spending.
Downtown business owners have access to façade improvement assistance through the Downtown Core Façade Program. The matching grant program encourages property owners to improve building exteriors, signage, lighting, and other visible elements that enhance the appearance of downtown. In addition, the Rowlett Chamber Foundation offers a separate façade improvement grant to assist small business owners with beautification projects.
Economic development activity has accelerated in recent years. According to city records, Rowlett approved new incentive agreements during fiscal year 2025 and continues to utilize Chapter 380 agreements, TIF reimbursements, and other tools to attract investment. Active agreements include projects associated with Sapphire Bay, downtown redevelopment, and
and commercial expansion. These partnerships are designed to increase property values, generate sales tax revenue, and expand employment opportunities throughout the community.
Small businesses remain a critical component of Rowlett's economy. The city works closely with entrepreneurs,
industrial
developers, and property owners to streamline the development process and provide a single point of contact for business assistance. This collaborative approach helps reduce barriers for businesses seeking to establish or expand operations in Rowlett. Economic development staff also coordinate with regional and state partners to connect businesses with additional financing and incentive resources.
The local economy also benefits from continued residential growth. New housing developments have increased purchasing power within the community, creating opportunities for retailers, restaurants, healthcare providers and professional service firms. As more residents choose Rowlett for its quality of life, lake amenities and transportation access, demand for commercial services is expected to continue growing.
Looking ahead, Rowlett's economic future appears promising. City leaders continue to focus on strategic investment, redevelopment opportunities, and business recruitment while leveraging assets such as Lake Ray Hubbard, DART rail access and a growing population. With targeted incentive programs, ongoing downtown revitalization efforts and major developments such as Sapphire Bay, Rowlett is positioning itself as a dynamic business environment that balances economic growth with community character. For entrepreneurs, investors and established companies alike, the city offers a combination of opportunity, accessibility, and long-term potential that continues to drive business activity across the community.
As one of the eastern gateways to the Dallas-Fort Worth Metroplex, Rowlett continues to attract families, professionals, and retirees looking for a balance of lakeside living, modern amenities and convenient access to major employment centers. Located along the shores of Lake Ray Hubbard, the city has experienced steady residential growth in recent years, with a variety of housing opportunities available for both first-time buyers and those seeking luxury homes or low-maintenance living.
One of Rowlett’s biggest draws is its mix of established neighborhoods and new construction communities. Buyers can still find traditional homes in mature areas with large lots and tree-lined streets, while newer developments offer modern floorplans, energy-efficient features, and resort-style amenities.
The city’s ongoing development activity reflects continued confidence in Rowlett’s long-term growth and desirability. New build opportunities are especially strong in several master-planned communities across the city. Developments such as Bayside, Trails at Cottonwood Creek, and Lake Park are bringing hundreds of new homes to the market with a wide range of price points and home styles. These communities feature amenities including walking trails, green spaces, community pools, and easy access to schools, shopping, and recreation.
Bayside, located near Lake Ray Hubbard, has become one of Rowlett’s signature developments. The community combines residential living with retail, dining and entertainment
opportunities, creating an urban-style environment near the waterfront. Builders in the area are offering townhomes, patio homes, and larger single-family residences designed to appeal to a variety of lifestyles.
Meanwhile, Trails at Cottonwood Creek continues to expand with homes from multiple builders featuring open-concept designs, flexible living spaces, and upgraded finishes. The development is expected to bring hundreds of additional homes to North Rowlett as the city continues to grow. In addition, several infill developments and custom home projects are helping diversify the city’s housing inventory and create opportunities for buyers seeking more personalized living spaces. Housing inventory in Rowlett ranges from affordable starter homes to upscale custom properties, giving buyers options at nearly every stage of life. Recent listings for new construction homes have included properties from the mid-$300,000s to luxury homes exceeding $700,000, reflecting the city’s broad market appeal.
Beyond housing itself, Rowlett’s location remains a major advantage. Residents enjoy proximity to major highways, DART rail access, and nearby employment centers in Dallas, Plano, and Richardson. Combined with parks, lake recreation, strong schools, and continued commercial investment, the city offers a lifestyle that appeals to a growing number of North Texas residents.
As demand for suburban living continues across the Metroplex, Rowlett’s combination of established charm and new residential development positions the city as one of the area’s most attractive housing markets for years to come.

Health
Healthcare in Rowlett has grown alongside the city itself, transforming from a primarily suburban community into a regional destination for advanced medical services. With continued population growth across Rowlett and neighboring communities in eastern Dallas County and Rockwall County, healthcare providers have expanded services, invested in technology, and recruited specialists to meet rising demand. Today, residents have access to comprehensive hospital care, emergency medicine, specialty clinics, surgical services, and wellness programs without having to travel into central Dallas.
At the center of Rowlett’s healthcare landscape is Baylor Scott & White Medical Center – Lake Pointe, a longtime cornerstone of medical care for the area. Since opening in 1987, the hospital has evolved into a major regional healthcare provider serving communities including Rowlett, Rockwall, Forney, Greenville, and Wylie. The facility is a 148-bed acute care hospital with hundreds of physicians representing a broad range of specialties. The hospital also operates as a Level III Trauma Center and includes a Level III Neonatal Intensive Care Unit, providing advanced care for mothers and newborns.
The hospital’s continued growth reflects the broader healthcare expansion occurring throughout North Texas. Baylor Scott & White Lake Pointe has invested heavily in advanced medical technology, specialized treatment programs, and expanded outpatient care. Residents can access services ranging from orthopedics and cardiology to oncology, robotic surgery, women’s services, and rehabilitation. The hospital’s emergency department remains one of the community’s most

critical healthcare resources, serving patients around the clock.
One of the defining strengths of Baylor Scott & White Lake Pointe is its focus on combining advanced medicine with community-centered care. The hospital regularly hosts educational programs, wellness initiatives, and family-focused healthcare classes. Programs such as Baby Boot Camp help prepare expectant parents for childbirth, newborn care, and the transition home after delivery.
The hospital has also earned recognition for operational excellence and patient care initiatives. In 2025, Baylor Scott & White Medical Center – Lake Pointe received recognition from the Texas Attorney General’s Office as a Hospital Exemplary of the AOP program, reflecting high-quality standards in birth registration and patient documentation processes. While many awards focus on clinical outcomes, recognitions like these also demonstrate the importance of accuracy, patient experience, and administrative excellence in modern healthcare.
Healthcare employment has become another important part of Rowlett’s economy. Baylor Scott & White Lake Pointe serves as one of the city’s largest employers and continues to recruit physicians, nurses, specialists, and healthcare professionals as demand grows. The Baylor Scott & White
network highlights the Rowlett campus as a major hub within its North Texas operations, emphasizing both hospital services and a growing network of clinics and outpatient facilities throughout the region.
Beyond the hospital itself, Baylor Scott & White has expanded primary and specialty care access across Rowlett. Facilities such as Baylor Scott & White Primary Care – North Rowlett help residents receive preventive care, chronic disease management, and routine medical services closer to home. The growth of outpatient care has become increasingly important as healthcare systems nationwide shift toward preventive medicine and lower-cost treatment settings.
Another healthcare provider making a significant impact in the region is Medical City Sachse. Although located just outside Rowlett, the hospital has quickly become an important healthcare resource for residents throughout the eastern Dallas suburbs. Since joining the Medical City Healthcare system, the hospital has expanded services and invested in new technologies designed to improve patient care across the region.
The hospital has expanded access to advanced robotic surgery technology. In 2025, Medical City Sachse introduced robotic-assisted surgical systems that support minimally invasive procedures across several specialties, including gastrointestinal, gynecologic, orthopedic, vascular, and urologic surgery. Robotic-assisted procedures often allow for smaller incisions, reduced pain, shorter hospital stays, and faster recovery times for patients.
Healthcare growth in Rowlett also mirrors the rapid residential and commercial expansion occurring throughout the area. As more families relocate to Rowlett for its schools, housing opportunities, and quality of life, demand for healthcare services continues rising. Hospitals and medical providers have responded by increasing physician networks, expanding urgent care access, and enhancing specialty services.
Facilities such as Baylor Scott & White Family Medical Center – Rowlett and additional specialty clinics throughout the city provide residents with expanded healthcare access beyond traditional hospital settings. Rowlett residents can now find a growing range of services locally, including endocrinology, digestive health, imaging, rehabilitation, and family medicine.
Technology continues to shape healthcare delivery throughout Rowlett as well. Telemedicine, electronic medical records, and digital patient monitoring systems are now common throughout local healthcare networks. These tools help improve communication between providers and patients while increasing access to specialists and follow-up care. Baylor Scott & White and Medical City Healthcare have both invested heavily in digital healthcare platforms designed to streamline patient experiences and improve continuity of care.
Another important aspect of Rowlett’s healthcare system is its role in emergency preparedness and trauma care. Baylor Scott & White Lake Pointe’s Level III Trauma designation allows the hospital to provide rapid stabilization and treatment for serious injuries while coordinating with larger trauma centers when needed. This capability becomes particularly important in fast-growing suburban areas where traffic volumes and population density continue increasing. Healthcare organizations also play an important role within the business community through involvement with local organizations such as the Rowlett Area Chamber & Visitors Center. Hospitals, clinics, and healthcare providers often partner with community organizations on health fairs, educational events, and wellness outreach programs that help
connect residents with valuable medical resources.
Looking ahead, healthcare will likely remain one of Rowlett’s most important growth sectors. Continued residential development, an aging population, and ongoing regional expansion are expected to drive additional investment in hospitals, specialty clinics, and outpatient facilities throughout the area. Providers are likely to continue focusing on advanced technology, minimally invasive procedures, expanded specialty care, and greater patient convenience.
