The Corsicana & Navarro County Chamber of Commerce is experiencing growth in multiple sectors. We have seen many national retailers open in Corsicana. We have seen new industrial companies choose our county. We have seen continuing growth in energy and power generation.

As we look toward the future, we see a bright and continuing growth trend. Positioned inside the Texas Triangle and between the Metroplex and Houston on I-45, we are blessed with a diverse economy including agriculture, financial, manufacturing, medical, retail, education, service, energy and recreational activities.

With multiple lakes in our county like Richland Chamber Reservoir, Navarro Mills, Lake Halbert, as well as neighboring counties having lakes as well, there are plenty of opportunities for water sports, including fishing, skiing, kayaking and sailing. We are also experiencing new housing and developments all over the county.

Our downtown Corsicana is known for its historic downtown full of charming shops and dining opportunities. There are wonderful parks, museums and Pioneer Village. We are blessed with multiple communities in Navarro County like Kerens, Rice, Blooming Grove, Dawson, Frost, Angus, Retreat, Mildred, Oak Vally, Eureka, Richland, Barry, Navarro, Goodlow, Powell, and Emhouse.

Navarro College is a wonderful partner in developing students and future workers. We also have many wonderful school districts of various sizes to explore. Education is important in our county.

Profile

Navarro County, is a region rich in history and community, located approximately 55 miles south of Dallas. As of July 2023, the county’s population was estimated at 55,635, reflecting a 5.7% increase since the 2020 Census. The county covers a total area of 1,086 square miles, with 76 square miles consisting of water, including parts of Richland-Chambers Reservoir—one of the largest inland lakes in Texas.

Corsicana, the county seat, serves as the economic and cultural hub of the area. The city’s economy has diversified from its oil-rich origins to include manufacturing, agribusiness, and food production. Infrastructure improvements and its strategic location along Interstate 45 contribute to its appeal for both businesses and residents.

The county’s geography features gently rolling hills and wide-open spaces, characteristic of the Texas plains. This landscape supports a variety of outdoor activities such as hunting, fishing, and boating, as well as agricultural production, particularly cotton and pecans.

Angus is a small town with around 457 residents, located just six miles south of Corsicana along Interstate 45. It offers peaceful country living with the convenience of being only about an hour’s drive from the big-city attractions of Dallas.

Kerens is a friendly town in Central Texas, located on State Highway 31 between Corsicana and Athens. It’s about 70

miles southeast of Dallas and 180 miles from Houston.

Kerens is known as the original home of Big Tex, the famous cowboy who welcomes visitors to the State Fair of Texas. Before that, Big Tex started out in Kerens as the world’s largest Santa Claus. He was built by local residents and stood on Colket Avenue during the 1948 and 1949 holiday seasons. After two years, he was sold to the State Fair of Texas and turned into Big Tex, becoming a well-known Texas icon.

Rice, Texas is a small town located just 45 miles south of Dallas, right off I-45. With just over 1,200 residents as of the 2022 census, Rice covers about 2.75 square miles. The community is proud of its family-owned restaurants, local businesses, and strong community spirit. Residents value a wholesome lifestyle, support for schools, and active involvement in local organizations.

Area History

Navarro County, located in north-central Texas, has a rich and varied history dating back to the early 19th century. The area was originally inhabited by indigenous peoples, including the Caddo, before Anglo-American settlers arrived in the 1830s. The county was officially formed in 1846 from Robertson County and named in honor of José Antonio Navarro, a Texas patriot, statesman, and signer of the Texas Declaration of Independence.

Corsicana, the county seat, was established shortly afterward and named after Navarro’s birthplace, Corsica. The arrival of the railroad in the late 19th century transformed Corsicana into a commercial hub. One of the most significant developments came in 1894, when oil was discovered while drilling for water near the city—making Corsicana the site of Texas’s first commercial oil field. This discovery marked the beginning of the state’s oil industry, which would become a driving force in its economy.

Navarro County’s economy historically relied on agriculture, especially cotton, but oil brought new wealth and industry. Over the 20th century, the county continued to develop, balancing its agricultural roots with manufacturing and energy production.

Today, Navarro County is known for its blend of history and modernity. It preserves its cultural heritage through historic sites, such as the Pioneer Village and the Pearce Museum at Navarro College, while continuing to evolve. From its early days on the Texas frontier to its place in oil history, Navarro County remains a notable chapter in the broader Texas story.

The Corsicana & Navarro County Chamber of Commerce plays a pivotal role in organizing events that promote community involvement and support local businesses. Chamber events and programs provide members with great opportunities to get to know new people and expand their prospect base. The Chamber hosts various networking, events and programs such as a Health and Wellness Expo, Golf Classic, Law Enforcement Breakfast, First Responders Breakfast, Seminars, State of the City, State of the State, Leadership Corsicana, and Business After Hours. Participants in Leadership Corsicana receive exposure to critical issues facing the community through lectures, discussion groups, on-site visits, participation in the DISC

Personality Test, and other leadership development activities. Typically occuring after business hours, Business After Hours are monthly events hosted by local businesses to network while enjoying food and beverages with your fellow community members.

ADVOCACY

The Chamber keeps an eye on the tough issues and new regulations, taxes, fees, assessments and costs directed at small businesses. We work closely with our elected officials at all levels of government to ensure that the voices of the business owners of Corsicana & Navarro County are heard. The Chamber encourages community partnerships to strengthen the business climate and ensure long-term regional prosperity and competitiveness.

AWARDS AND RECOGNITION

The Chamber’s Annual Awards Banquet is a significant event that honors outstanding contributions to the community. In 2025, the Corsicana & Navarro County Chamber of Commerce hosted its Annual Awards Banquet at the Cook Center, which was presented by Community National Bank & Trust of Texas.

Each year this fun event has a themed event like A Night of Vaudeville, There’s No Place Like Corsicana, and Margaritaville. The Chamber celebrates local achievements and community engagement. Averaging over 250 attendees who gather to honor outstanding individuals and organizations, awards are presented included the Large and Small Business of the Year, the Non-Profit of the Year, Volunteer of the Year, Ambassador of the Year and the Tom White Outstanding Citizen of the Year.

The Corsicana & Navarro County Chamber offers numerous educational opportunities throughout the year including our Business Summit, Legislative series and partnership with Navarro College bi-monthly Zoom calls.

The Business Summit is a full day filled with a variety of workshops designed to educate business owners and offer solutions for today’s business challenges. Register to attend the next Business Summit by contacting the Chamber. Sponsorship opportunities are also available.

Bi-monthly Zoom calls with BKP Training and Consulting provide free training to all Chamber members the first Tuesday of the month and Live Consulting/Q & A sessions on the 3rd Tuesday of the month. A digital library of two learning modules per month are also provided through this program.

The prominence of the Construction sector reflects the town’s role in regional development and infrastructure projects. Manufacturing also plays a significant role, contributing to the local economy through various production activities. Housing & Relocation

The housing market in Navarro County continues to evolve in 2025, reflecting the growing interest in rural and suburban living across the state. As of April 2025, the median listing price for homes stands at approximately $269,919, a 5.5% increase year-over-year. However, the median sale price trails slightly at $238,000, indicating a more cautious buyer environment. The average home value in the county is $219,060, marking a 4.1% annual increase.

Homes are taking an average of 88 days to sell, a modest improvement from 92 days in 2024. Properties typically close at around 2.8% below their listing price, suggesting that Navarro County currently favors buyers over sellers.

Some communities within the county are seeing sharper increases in home values. Towns like Rice and Dawson posted year-over-year appreciation rates of 7.7% and 7.4%, respectively. Blooming Grove, while down 0.3% this year, has seen a 67.8% value increase over the last five years.

New construction is gaining momentum, particularly near Corsicana and along I-45, where developers are targeting growth fueled by commuters and retirees seeking affordability and a slower pace of life. This trend is also boosting demand

for vacant land, with many buyers looking to build custom homes outside city limits.

Investors are increasingly eyeing Navarro County for rental properties and long-term investments. With rental rates slowly climbing and housing inventory remaining relatively low, the area offers solid returns on investment compared to nearby metropolitan markets. Additionally, short-term rentals near Richland-Chambers Reservoir are becoming more popular, contributing to rising property values in lakefront communities.

Local governments are also supporting the growth through improvements in infrastructure, school funding, and community development projects, which further enhance the area’s appeal.

Affordability remains Navarro County’s most significant advantage. With home prices considerably lower than in nearby Dallas-Fort Worth, the region attracts first-time buyers, remote workers, and retirees looking for value and space. As long as interest rates remain stable and development keeps pace with demand, Navarro County is likely to see continued steady growth and increasing attention from both buyers and developers throughout the remainder of 2025 and beyond.

Navarro Regional Hospital serves as the primary facility, offering a wide range of inpatient and outpatient services. Navarro Regional Hospital serves as a cornerstone of healthcare for Navarro County and surrounding areas. This 162-bed licensed acute care facility provides a wide range of services, including emergency care, surgical procedures, maternity services, and specialized treatments. Accredited by the Joint Commission (JCAHO), the hospital is committed to delivering high-quality, patient-centered care. Services include advanced minimally invasive and breast surgery, inpatient dialysis, intensive care, outpatient cardiac rehab, and a sleep study lab. Additional offerings—such as a GI lab, kidney stone lithotripsy, outpatient physical therapy, and pain management—enable patients to access comprehensive care close to home.

In 2023, Navarro Regional Hospital recorded over 159,000 patient encounters across its hospital, outpatient clinics, and physician offices. It provided more than $44.9 million in charity and uncompensated care, ensuring access to essential medical attention regardless of patients’ ability to pay—

underscoring its commitment to compassionate, equitable care. Beyond healthcare delivery, the hospital supports the local economy. In 2023, it paid about $5.7 million in taxes and maintained a payroll exceeding $37 million, supporting hundreds of local jobs and regional economic growth.

In 2024, the hospital earned a 4-star rating from the Centers for Medicare and Medicaid Services (CMS), reflecting excellence in safety, clinical quality, and patient experience

To improve access, Navarro Regional Hospital expanded its footprint in 2023 with a new primary care clinic in Streetman, Texas—serving southern Navarro County and the Richland Chambers Lake area.

The OnMed CareStation, made possible through grants from Molina Healthcare of Texas, offers on-site, tech-enabled primary care services at no cost, e-prescriptions, and more.

Visitors can access primary and urgent care via a live remote connection to healthcare providers. Services include blood pressure monitoring; chest, respiratory, sinus, and eye exams; assessments for minor abdominal issues; prescription services; and treatments for flu, skin conditions, and more.

The Navarro County Courthouse is a historic building in Corsicana. It is the fifth courthouse to serve Navarro County and was designed by architect James Edward Flanders of Dallas in 1905 in the Classical Revival style with Beaux-Arts influences. The building features red burnet granite, buff brick, a French clay tile roof, an open clock tower, and a pedimental entryway with freestanding Ionic columns. It is one of only five U.S. buildings to use the Italian scagliola technique.

Many of Corsicana’s surviving buildings and homes were constructed after the major oil boom of the 1920s. However, the Carriage District Tour Guide, available through Visit Corsicana, highlights historic structures built between 1846 and 1900. While most of these early buildings are located in the Carriage District, other examples from that period can be found throughout the city. It’s also important to note that some homes within the Carriage District were built after 1900. As you explore, look for houses displaying Texas Historic Landmark plaques, Corsicana Historic Landmark plaques, or sometimes both. Navarro Mills Lake, located southwest of Corsicana, is a 1,400-acre reservoir managed by the U.S. Army Corps of Engineers. It offers fishing, boating, camping, and wildlife viewing. Known for its excellent crappie fishing, the lake holds the state record for white crappie. Visitors can access amenities like boat ramps, fishing piers, and picnic areas at Liberty Hill, Oak, and Wolf Creek Parks. The area is popular for birdwatching, with sightings of songbirds, hawks, and bald eagles. Camping facilities at Liberty Hill and Pecan Point Parks offer electric and water hookups. Lutzen Veldman was a Dutch farmer and dairyman, whose likeness is immortalized in a bronze statue in Corsicana. His son, Obe Veldman, commissioned the statue after being inspired by the statue of an oil field worker in Corsicana, recognizing the significance of farming in the town’s history. The statue, titled “Sower of the Seeds,” depicts Lutzen Veldman casting seeds, with the bag inscribed with a biblical passage about sowing seeds in good soil.
