Migrant Help secured the AIRE contract as a charity, with a view to working in partnership with the sector and sharing the contract with other organisations. To be able to do this we developed our commissioning framework. The commissioning framework provides an opportunity for experienced organisations to apply to partner with Migrant Help and take on work alongside our AIRE services such as through the completion of Change of Circumstances, ASF1s and Move-on. This partnership aims to be mutually beneficial for organisations but most importantly improve turnaround time for the benefit of our service users.
Internally, will assess if ASF1s and other work meet the outreach criteria and then offer cases to those who are registered on the Commissioning Framework. Organisations can choose if they want to take the cases offered. When an organisation agrees to take up a case, Migrant Help will send the details via object forward from our system which will allow you to access service users details through a secure link.
We are also happy to commission any ASF1s that are completed via our portal for service users who drop into your services, please just email outreach@migranthelpuk.org to request a purchase order ahead of completion.
You will be able to provide updates and add notes to the link and return the completed case to Migrant Help. For example, the ASF1 will be completed electronically via our service user portal. Upon successful submission of the case you will invoice us for payment on a monthly basis, payments will be made within 30 days. We currently pay £30 for each completed ASF1 however this is currently being revised with potential to be increased in the future.
There is no obligation for you to accept any commissioned work if you do not have capacity at that time.
Many wonderful organisations in the sector are already providing similar support to vulnerable clients who meet Migrant Helps Outreach criteria, therefore, joining our commissioning framework allows you to get paid for some of this work.
The Framework can provide an additional source of income for your organisation or help to recover costs for some of your own ASF1s.
Working alongside Migrant Help to deliver the AIRE contract will give your organisation further insight into how the AIRE contract works and the important work that is done as part of the contract.
Joining the Framework will add capacity to the sector through increasing the number of partners we can share case work with.
Once you are set up on our Framework we will be able to send you service users details securely via an object forward link from our system.
• You will be able to see their full details including, nationality, address, contact number, Home Office reference and language spoken.
• You will be able to use our interpreter service, Clear Voice for the Commissioned work too.
• When making contact with the service user to complete the ASF1 you will be able to complete this via our service user portal.
• It is preferred that your organizations is OISC registered but we are able to discuss your organizations skills and experience if you do not hold OISC registration
• If you are interested in becoming OISC registered, we can signpost you to this information
• Your organization will require minimum Insurance cover of;
➢ Employer liability - £5m
➢ Third party public and products liability - £5m
➢ Professional indemnity - £2m
• The staff member/s who takes on the commissioned work will need to have a BPSS and DBS check. Must be a paid staff member not volunteer.
• You will be required to carry out BPSS and DBS check and confirm completion
The BPSS replaces the need for CTC clearance. CTC clearance is no longer a requirement
Applicants must meet the following criteria to be able to have a BPSS check:
• Nationality and immigration status – to check the applicant is allowed to work in the UK
• Employment history – 3 years’ worth of employment history which must include any work history gaps.
• Your organisation will be required to carry out the above checks and confirm with Migrant Help that this has been completed
• Adhoc audits will be carried out to provide assurance on BPSS information.
• DBS check to be carried out by your organisation

● All organisations who join the commissioning framework are expected to adhere to the AIRE contract requirements.
● This will not prevent your organisation from carrying out advocacy or campaign work, however you will need to ensure that any public campaign work does not bring the Home Office into disrepute.
● To clarify: The sub-contractor will not be critical of The Home Office policies or operations whilst conducting services associated with the Commissioning Framework and that no advice and guidance is designed to, or could be reasonably construed to, bring The Home Office or it’s representatives into disrepute.
● Once details have been received and agreement signed, you will then be set up on as a recipient to our Ellis system. Training on the object forwarding system will be provided. You will also have contacts with Migrant Helps Outreach team for support.
● There is no guarantee of volume of work, and we are unable to predict what this may look like or give any indication as to expected volumes. Work allocated through the framework is dependent upon the volumes of people entering the asylum system which can vary dramatically
● You cannot store AIRE service user information on your system, however, you can make un-identifiable notes and link them to the purchase order number or Ellis ID.
● Once work has been accepted, we require ASF1s to be completed as below;
➢ S4 – completed and submitted the next working day.
➢ S95 – completed and submitted within 3 working days.
