The Economic Development Council was formed by a group concerned with the continuing economic deterioration of New York City. A letter was sent to business leaders asking them what, in their opinion, was wrong with the city.

"Just about everything" was the nearly unanimous reply. At this ·point, Y&R was called in. "Send out a letter asking them what is good about New York;' proposed Frankfurt. From these answers the agency framed its campaign to rebuild the city's image.

In 1958 , Charles Maguire conceived an idea for an internal company poster based on a quote from Edmund Burke.

Sigurd Larmon was so impressed that Y&R ran it as a public service ad in the newspapers, a practice they have continued for ensuing elections .
