Welcome to London and to the week of Transition Training & Dialogue which forms an integral component of the strategic phase of the Foreign & Commonwealth Office Global Future Cities Programme.

The week of activity has been organised by the UK Built Environment Advisory Group (UKBEAG), collaborating partner of UN Habitat. The UKBEAG is a collaboration between the Royal Institute of British Architects, the Royal Town Planning Institute and the Institution of Structural Engineers the aim of which is to provide a more effective conduit to built environment expertise in connection with capacity building together with institutional and policy development.

The week of Transition Training and Dialogue is intended to bring together senior officials from each of the cities involved in the programme to meet one another, share experiences, exchange knowledge and engage with a number of leading UK institutions with skills that are relevant to the programme’s three pillars of: urban planning, transport and resilience.

The following are among the organisations that will be taking part: Bartlett Development Planning Unit, British Standards Institution, Building Research Establishment, Centre for Digital Built Britain, Design Council CABE, Future Cities Catapult, Historic England, HM Treasury, Homes England, IGC, Meteorological Office, NBS, Ordnance Survey, The Prince’s Foundation, Royal Institute of British Architects, Royal Town Planning Institute, Transport for London, UK Flood Partnership and UN Habitat.

Our programme has been informed by the feedback received from the city visits that were undertaken towards the end of July, having regard to the aims of the Global Future Cities Programme to increase prosperity and reduce inequality.

It will also be framed by the UN 2030 Sustainable Development Goals, especially Goal 111 which seeks to make cities inclusive, safe, resilient and sustainable.

We hope you will find the week both stimulating and informative and that you will return home feeling better equipped to confront the challenges and opportunities of urbanisation which we all face.

The Sustainable Development Goals (SDGs) are a universal call to action to end poverty, protect the planet and ensure that all people enjoy peace and prosperity.

Subsequently, the New Urban Agenda (NUA) was launched. It is an action-oriented framework that sets the global standards of achievement in sustainable urban development globally for the coming twenty years.

The first part of the session is an introduction to SDGs and NUA, further explaining interlinkages and why localizing and monitoring these global agendas matter.

The second part places special emphasis on the added value of sustainable urbanization as an enabler for achieving global prosperity and sustainability. The methodology of UN-Habitat Urban Planning and Design Lab as a vehicle to implementation will be presented.

The initial planning session, split over Monday afternoon and Tuesday morning, will be used to give all participants an opportunity to explore the challenges and opportunities for each city and proposed interventions through the lens of urban planning principles, framed by the Sustainable Development Goals. We will prompt a dialogue among city experts by providing some general thematic input and facilitating structured exchanges for the participants to develop their own set of principles to build synergies around the planed interventions in each place.

Each three-hour session will focus on two themes, introduced by a member of the UCL/ RTPI team, followed by facilitated group discussions and an opportunity for feedback. RTPI/ UCL/ Design Council will provide a facilitator at each of the 5 tables. Each table will consist of approximately 8 participants and we will mix the groups up for each session. Breakout sessions will be framed by key questions with participants asked to begin to set key principles and give case studies.

The last session on Tuesday morning will be used to give all participants an opportunity to learn about the development of the London Plan, the Spatial Development Strategy for Greater London. The plan starts to set new directions for planning London from 2019 to 2041, setting ambitious housing targets that demonstrate ‘good growth’ – this is ‘sustainable growth that works for everyone, using London’s strengths to overcome its weaknesses’ i.e. growth that is ‘socially and economically inclusive and environmentally sustainable’.

This one-hour session will focus on how the London Plan supports the delivery of catalytic development opportunities such as Kings Cross and the Olympic Park at Stratford. Through policy set at the scale of the city, planners are able to embed design quality and capture value for public benefit from private sector driven development.

Through this case study, the themes discussed during the planning sessions on Monday afternoon and Tuesday morning will be brought to life and provide a link through to the site visits on Wednesday.

This session will aim to explore the different ways in which adequate and affordable housing provision can contribute to building cities that are sustainable and inclusive. The session is organized

by UK Homes England in collaboration with UN-Habitat and will bring examples of how good quality urban placemaking can be achieved by having housing that connects people to service, jobs and wider economic growth for a better quality of life.

The UK government’s delivery agency, Homes England, will present the various ways in which urban housing can be made affordable through a variety of schemes that makes housing accessible to everyone in society, and provoke thinking as to how these can be translated abroad.

UN-Habitat will present its Housing at the Centre approach and give examples of how different actors at the global and country levels are making efforts to provide affordable housing and building sustainable and inclusive cities.

The focus will be twofold: first, putting people and human rights at the centre of housing policies and projects, and secondly remembering that building houses is about building cities and places as a whole.

placemaking and how can this be achieved?’

For: Cohort 1

The session will provide an insight into how local, national and global partnerships can help build resilience to withstand natural hazards such as coastal flooding, extreme temperatures and air pollution. Examples of best practice resilience management from UK partnerships such as the Flood Forecasting Centre, Natural Hazard Partnership and UK Flood Partnership will be provided. This will include the topic of effective crisis management such as anticipation, assessment, prevention, preparation, response and recovery.

Examples will comprise how an effective legal framework, good governance, command, control, well-rehearsed plans, communication, trained staff, the right equipment and good co-operation between the public and private sectors can enhance resilience. Lessons learnt will be presented from relevant projects such as Manila Flood Management, Future Resilience for African Cities and Lands (FRACTAL) and Dengue fever Early Warning System in Vietnam. We will illustrate how approaches such as impact based forecasting and co-production can help build a resilient society.

Lastly, the session will demonstrate how resilience in infrastructure and buildings can be achieved through designing-in measures to set standards that allow for climate change, understanding dependencies across sectors and using redundancies to ensure that disruptions to services and supplies are kept to a minimum.

This session will explore the valuable role that historic places play in stimulating sustainable urban development and growth.

The planning system in England is based on the principle of sustainable development and heritage has an increasingly important role in supporting sustainable growth. Using the historic environment as an asset, and giving it new life, has also been one of the cornerstones of the economic and social revival of England’s towns and cities. The careful integration of heritage assets into regeneration projects has played an increasingly important and successful role in many major regeneration schemes (such as Kings Cross) and provides opportunities for conservation and development to work together to transform the built environment.

Historic England advises central and local government and external stakeholders on the role heritage plays in sustainable development, undertakes social and economic research to build the evidence base, whilst also working closely with local authorities, developers and individuals to find the optimum viable use for heritage assets without impacting its conservation value.

The session will also be attended by a representative from The Prince’s Foundation.

The day will be hosted at the BRE Innovation Park, established to inform sustainable development and stimulate innovation within the built environment.

The sessions will be hosted jointly by staff from the Building Research Establishment and from the British Standards Institution (BSI). We will present how to work collaboratively with industry to drive innovation, support necessary changes and meet the regulations.

One of Europe’s largest regeneration projects.

Delegates will be invited to meet with the developer, Argent LLP and to undertake a walking tour of the site in the company of architects Allies and Morrison, which has been involved with the project since its inception. The following will be among the matters for discussion: land assembly, public engagement, social housing provision, impact on neighbouring developments and stakeholder engagement.

Thursday | 15:00 – 15:45 Planning for Transport and Urban Growth Delivered by: Roger Savage and RTPI For: Cohort1 The Royal Town Planning Institute will briefly introduce the approach utilised in its research “The Location of Development”1, showing how key aspects of the sustainability of new urban developments can be monitored using simple indicators about their proximity to public transport and employment centres, and their contiguity with existing built-up areas.

In the second part, planning policies designed around two infrastructure projects will be discussed looking at the challenges and opportunities different tiers of local government had to navigate in order to foster inclusive prosperity for their communities and ensure well-balanced development around transport nodes. These projects are: • the ‘High Speed 1’ railway (HS1) linking the UK to the rest of Europe; • the ‘Crossrail 1’ railway, providing high-capacity and high-frequency transportation for London’s metropolitan region.

In the third part, approaches to delivering transit-oriented development drawing from recent UK and international models will be discussed.

This will focus in particular on approaches to land value capture, infrastructure and development financing, and development partnership models across the public and private sector; drawing out key lessons for translating practices.

Planning and Other Uses of Spatial Data Spatial data, in the form of maps, has been used for centuries to plan and record settlements and the human interactions around them. Now a tool which was used to describe the extent of lands or the location of strategic assets can be used to create a digital economy, vital for the new technologies of 5G telecoms and CAV’s, (Connected Autonomous Vehicles) and the Internet of Things (IoT).

The session will explore the opportunities and requirements of spatial data, including leapfrog opportunities for areas without an existing capability such as crowd sourcing.

1. Geospatial infrastructure, Spatial data collection, including: hands on demonstration of survey equipment and virtual and augmented reality, data management (including GIS) 2. Long-term smart city crisis management strategy, including managing both acute incidents and chronic stress, using the example of the 2012 London Olympics 3. (Master) planning and transportation, including: citizen engagement in planning, measuring the impact of infrastructure investment, promoting greater spatial integration between housing, transport, economic development and service provision 4. A Differentiated Digital Economy including 5G, CAV and the Internet of Things (IoT) as part of Data for the Public Good.

Improving Cities Through Better Use of Data Cities need to be governed as the large, interconnected systems that they are. If we can remove silos and connect datasets from across our cities, we can begin to build a more holistic view of how they interact and function. This will help us develop far more effective solutions for addressing the needs of citizens and accelerate the rate of improvement. Cities as well as businesses are waking up to the exciting possibilities offered by improving data analytics to inform and improve services. The market for data-rich technologies and services to tackle urban challenges has also been growing rapidly and is showing no sign of abating.

There is a growing appreciation that the introduction of better analytical capability across cities and regions can help tackle urban challenges through the development and adoption of new data-rich technologies and services. Future Cities Catapult will be joining the Ordinance Survey’s session on spatial data to share new thinking on how we can harness the power of urban data and explore some of the practical issues that city leaders need to think about, such as standards, procurements and data polices.

The session will open with a short presentation on the value of design in the built environment focusing on inclusive environments and healthy place-making. The presentation will continue with an overview of design review, its development in the UK and its setting in national policy. A brief description of the process will be followed by at least 1 short breakout session: • A real-life scheme that has been through design review will be presented • Groups will be provided with key diagrams, plans etc. and asked to review the scheme in their groups and provide 3 high-level points that they would seek to address through a review process • Each group will feedback to see the breadth of issues that emerge • The presenter will then summarise the issues commented on by the panel in the real-life review, demonstrating the breadth of issues covered by review, the strategic nature of reviews The session will finish with an overview of the key principles of design review and how they are embedded in the process, ie: Independent, Expert, Multi-disciplinary, Proportionate, Timely, Advisory, Objective, Accountable, Accessible, Transparent and Inclusive. By the end of the session, delegates will have an understanding of the value of design in the built environment, the principles of Design Review and its application in the UK context.

In an age of rapid urban growth and expansion, planning is crucial to a city’s ability to be competitive whilst supporting the wellbeing of its citizens. Poor planning is not only costly and time consuming, it can result in chronic stresses that weaken a city.

Over the past decade, digital technologies have transformed the way that people live, work and play, and yet, over the same period, most city planning systems have remained relatively unchanged. Today, planners around the world are still using 19th century governance and 20th century tools to tackle 21st century problems.

Future Cities Catapult is the UK’s national centre of excellence for urban innovation. They have been exploring how planning could evolve over the coming years through the application of new practices and digital tools. Their work imagines a system of the future that is more user-friendly, more responsive to change, more informed by evidence, and more centred around the future needs and ideas of citizens. This session will help delegates think both ambitiously and practically about the role that cities, both large and small, can play in moving towards a more data-driven and digitally enabled planning system that’s fit for the complex challenges of the 21st century.

This session will be delivered by the Infrastructure and Projects Authority, the UK Government’s centre of expertise for major infrastructure and project delivery within HM Treasury and the Cabinet Office. The session will cover the UK’s approach to selecting, preparing, appraising and approving infrastructure projects using the Five Case Model approach, in line with the G20 Principles for the Infrastructure Project Preparation Phase.

Delegates will learn how to develop and evaluate projects from five key perspectives: strategic fit within wider development plans; choosing the best value for money option (including using PPPs where appropriate), long-term affordability, commercial viability and deliverability, and find out about the tools that are available to support this, including international business case guidance produced by the IPA and HM Treasury.

Friday | 11:30 – 13:00 Capturing the Value: Mechanisms of Land Value Capture with a focus on Financing and Funding of Transport Infrastructure

The second part will focus more in depth on the transport cluster of interventions of the FCO by providing an overview of financing and funding mechanisms available to cities. This will include mechanisms for raising necessary capital investment and funding streams that need to be addressed in conjunction with these. This session will be interactive and combine theory with case studies from cities at various income levels.

Early thinking and action to set in place relevant financing and funding tools will be crucial to ensuring that the FCO’s technical assistance can be leveraged in the future lead to increased prosperity for each of the respective cities.
