Battle lines being drawn for Issue 9

Adaptive toys meeting special needs By KEVIN CORVO THISWEEKNEWS.COM Eleven-month-old Barron Posey can’t see the world around him, but his parents, with the help of an adaptive toy provided by Katelyn’s Kloset, are trying to make his days a little brighter. Barron’s parents, Jacob, 35, and Lana, 34, of Dublin, visited Easter Seals Central and Southeast Ohio on Trueman Boulevard in Hilliard on Saturday, Feb. 20, where Barron received a battery-operated play vehicle he can drive with assistance. Barron has infantile GM1 gangliosidosis. It is a rare and progressive disorder that destroys nerve cells in the brain and spinal cord, and it typically is fatal because of weakened immune systems or respiratory failure.

Proponents and opponents of the proposed Hilliard charter amendment Issue 9 took their messages to public audiences twice last week. About 60 people were present Wednesday, Feb. 17, at the Hilliard branch of the Columbus Metropolitan Library for a debate about Issue 9, which, if approved on the March 15 ballot, would prohibit rezonings by emergency action of Hilliard City Council and ban tax-increment-financing districts for residential uses. Progress Hilliard sponsored the forum, at which school board member Andy Teater spoke on behalf of Keep Hilliard Beautiful, which circulated the petition late last year to place Issue 9 on the ballot. Mayor Don Schonhardt represented Protect Hilliard’s Future, the opposition group.

A day later at the Heritage Golf Club, the Rotary Club of Hilliard hosted Schonhardt speaking against Issue 9 and Councilman Les Carrier in favor of it. Carrier and Teater are leading members of Keep Hilliard Beautiful; supporters of Protect Hilliard’s Future include Schonhardt, City Council President Nathan Painter and David Meeks, the city’s economicdevelopment director. On Feb. 17, Teater opened by explaining the motive and purpose of the ballot measure, and Schonhardt outlined the “unintended consequences” of the suggested amendments.

Hilliard City Council on March 14 is expected to consider rezoning almost 80 acres on the east side of Leppert Road, north of Davidson Road. The rezoning from rural residential to planned-unit-development would allow Homewood Corp. to build 157 single-family residences in a development known as Carr Farms.

A second reading and public hearing were held Feb. 22 for an ordinance rezoning the parcel. It was advanced to a final reading March 14. The proposed development has elicited concerns from neighbors, but only two residents addressed City Council about traffic the development would generate when connected to the subdivision to the east.
