Council OKs infrastructure funding Money transfer on hold until community authority board signs off By LORI WINCE ThisWeek Community Newspapers As a result of New Albany Village Council’s recent decision to draw money from the village’s economic development fund for projects in the business park east, the New Albany Community Authority board must convene and approve the money transfer.
Brent Bradbury, chief financial officer of the New Albany Co. and a member of the community authority’s board of trustees, said the board has not yet scheduled a meeting to release the funds. The economic development fund was created with revenue from income taxes collected in the local business parks, said Scott McAfee, village communications director. McAfee said 35 per-
cent of the income-tax revenues generated from the business parks goes to the village, 35 percent goes to the New Albany-Plain Local School District and the other 30 percent goes into the economic development fund to pay off debt or pay for new infrastructure in the parks. The money must be used for projects inside the business park. The economic development fund is
a separate entity from other funds held by the community authority. Those funds help pay down debt incurred in the 1990s to build Fodor Road, improve the Plain Township Fire Station and build parts of New Albany High School. McAfee said at that time, the village did not have the rating to borrow money to build a business park, so Leslie Wexner and his development company, the
New Albany Co., co-signed for a loan that allowed the village to build infrastructure for a business park. “It’s a way for us to pay back and pay down debt on past bonds that we took out and also for us to reinvest in the business park,” McAfee said. Jeanette Canyon explains the medium she uses to illustrate books as Christopher, her husband and fellow illustrator, looks on during a presentation to New Albany elementary students Feb. 17.
Illustrator couple spend week with students By LORI WINCE ThisWeek Community Newspapers New Albany elementary students learned recently that the journey to becoming an artist doesn’t always lead you far from home. “I think it’s fabulous when schools give children this opportunity and they’re excited to find out that we live in their neighborhood, just a few miles away,” said artist Jeanette Canyon, who last week visited the New Albany 2-5 building with her husband and fellow artist, Christopher Canyon.
The Canyons are Columbus residents. They met at and graduated from the Columbus College of Art and Design more than 20 years ago. Though they work in different mediums, they both illustrate and design children’s books. “I think it was very engaging, the way they were able to show the different mediums they use to create their art and how they use their ideas and bring them to life in a book,” said Steve Lesco, dean of students at the 2-5 building. The Canyons’ visit was part of a program that annually funds author and illustrator visits to
each district building, said Craig Mohre, president of the New Albany Community Foundation. The fund was created through the foundation with a gift from residents Lance and Carolyn White and is supported by the four district parent-teacher organizations and the New Albany Women’s Network. “I always think it’s important for the kids to meet an author, or in this case an illustrator,” said librarian Kerry Cramer. “They learn a lot about See ILLUSTRATORS, page A2
New superintendent April Domine is using social media to connect with parents and students in the New Albany-Plain Local School District. Domine said she started posting information about her work on Facebook after a suggestion by school board member Mike Klein. “I started about three weeks ago after a conversation with board members,” she said. Domine’s account on Facebook is “New Albany-Plain Local Superintendent.” “I think it’s a great idea in this day and age of social media, in a time where people want information right now,” Klein said. “It’s just another tool for her to use as a superintendent to get her message out.” Domine, who was hired in November, said she had thought about using social media to help residents follow her first steps in the district. Thus far, her postings have discussed recent meetings with students and community members, new groups being formed and how the district is moving forward. She has been posting at least once a day and several times on other days. She is also trying to keep the community up to date on the newly formed Benchmark Advisory Board, which will be working to find best practices of schools across the nation. On Feb. 10, she wrote that the “group discussed our definition and expectations for benchmarking and then worked to paint a picture of the future vision that will guide our search for the best schools.” See DOMINE, page A2
Township fire chief says ladder truck should return to service soon By LORI WINCE ThisWeek Community Newspapers The Plain Township Fire Department is expecting to have its ladder truck back in action soon. In the meantime, Plain Township firefighters will respond to calls in a Columbus ladder truck.
“We have the ladder from Columbus as long as they don’t need it,” Chief John Hoovler told Plain Township trustees Feb. 16. “Ours should be finished by Wednesday or Thursday (of last week) but we will need to reschedule the recertification of the ladder.” When a ladder truck is damaged, the ladder apparatus must be recertified to

pair, we want to make sure it’s right,” Ferguson said. The ladder truck was damaged Feb. 2 when it hit a patch of ice and slide out of control while responding to a call at Tartan East Golf Club at 6140 Babbitt Road. The ladder bucket hit a tree and the front end ran over a curb, causing dam-

Plain Township to purchase new gear for firefighters By LORI WINCE ThisWeek Community Newspapers Plain Township Fire Department is upgrading the gear firefighters wear when they enter burning buildings so it meets national standards. “According to the new NFPA (National Fire Protection Association) code 15:21, turnout gear can only be used for 10 years, said firefighter Chris Pabst.
He told Plain Township trustees Feb. 16 that the department has 33 full-time firefighters that each need their own gear. The department also has 24 backup sets, which can be used by firefighters if their main set of gear gets wet during their shift. The trustees agreed to purchase 10 sets of gear this year from Phoenix Safety Outfitters in Springfield for $21,166.50. Fire Chief John Hoovler said the purchase was in the budget.
“By purchasing 10 sets of gear this year, all full-time firefighters will have backup gear and no full-time firefighters will have any gear that is over 10 years old, Pabst said. He said the new sets also would help the department begin replacing gear that is due to expire in 2012, which includes some of the current backup gear. The new gear includes another safety measure, a handle on the back of each suit that another firefighter can grasp to
pull a colleague from a burning building, Pabst said. Trustee Dave Olmstead asked if the department could begin a replacement program so the trustees could expect to approve seven sets of a gear a year to stay updated and in compliance with national standards. Pabst said he put together an equipment replacement schedule for trustees to view. Olmstead said the department likely could plan on purchasing six to

what happens, how they illustrate and how books are created. They also learn about the effort that goes into this. Usually, they don’t understand the time factor but the Canyons said it takes a year for them to do one book. The artists met with the entire student body Feb. 14 at the Jeanne B. McCoy Community Center for the Arts, where they shared some of their art and Christopher Canyon’s music. He was chosen a few years ago to illustrate the lyrics of the late John Denver’s music, a special treat for him, he said, since the first song he learned to play on guitar was “Take Me Home, Country Roads. “It was really special to be asked to do that project because the music meant a lot to me, he said. After the Feb. 14 presentation, the Canyons met with groups of classes at the 2-5 building all week long to share details of how they illustrate and design books. Jeanette Canyon demonstrated how she uses polymer clay and incorporates everyday objects in the clay to mimic patterns of life and better illustrate the books. “Our main goal is to inspire the children and get them thinking about their own creativity, she said. She showed the students pictures of the first easel her parents bought her and talked a little about their encouragement. She then showed them pictures of her current workspace in the Canyons’ Columbus home and explained how she writes ideas in her journal before finalizing art for a book. Christopher Canyon said he, too, sketches ideas in his journal

count was one of Domine’s goals to reach out to the community and show residents how she is working for the district. “It’s a great way to give people the chance to follow along in these early days, she said. Domine also is posting things she is learning about the district, including information she hopes will help her move the district move forward with the goals in
its strategic plan. Eventually, she hopes to increase the amount of information on the Facebook page by offering the latest district news and informing parents about what faculty members currently are reading and working on. The Facebook page also links to the district’s website and Domine’s first letter to the community after she was hired.

that he can come back to when working on a book. He said writing words, singing songs and creating pictures all are ways “to express ourselves through ideas. He said when trying to illustrate Denver’s songs, he had to think about feelings, because one of the songs, “Sunshine On My Shoulders, is about the way sunshine made Denver feel. Starting with color for background, Canyon said he chose yellow, a happy color, and then tried to come up with four main characters he could use in that book. He drew a girl with a cat and a man with a mouse. Throughout the book, those characters are shown in different scenes on yellow backgrounds. He said art provides “a wonderful way to learn about things and told the students all the things they can learn about while researching for an art project. “Because we design the books we make, their design and shape, we also have to think about how the words will look, he said. His first stint with watercolors was during the John Denver project. “I think what’s unique about me is the versatility in variation to my approaches, he said. Stormwater legislation approved By LORI WINCE ThisWeek Community Newspapers New Albany Village Council on Feb. 15 updated its stormwater control ordinances to meet state standards and adopted a stormwater mitigation plan to improve runoff controls and encourage development. Council voted unanimously — with Colleen Briscoe and Sloan Spaulding absent — to amend the village code for stormwater management. The amendment essentially updated the code to match current practices. Bill Dorman, the village’s engineering manager, had explained at prior meetings that the village retains a National Pollutant Discharge Elimination Systems (NPDES) permit through the Ohio Environmental Protection Agency Division of Surface Water. The permit allows the discharge of surface water into local streams but restricts the amount of pollutants that can remain in the water runoff. Dorman said the village’s NPDES permit previously applied only to 5-acre sites or more that were disturbed by digging, grading or some other usage that could cause runoff into a local stream. However, standards have changed and the village has changed along with them, requiring projects disturbing involving as little as 1 acre to report the pollutant controls put in place to prevent runoff. Even though that means some residential projects could be involved, Dorman said,
the permit applies only to the area disturbed. As an example, he said if a homeowner with a 1-acre lot wanted to put in a driveway and the digging and grading only disturbed 0.8 acres, the permit would not apply. Council also voted unanimously to adopt a stormwater mitigation strategy that will provide the village and developers with guidelines on how to handle storm water in the village center. Kathryn Meyer, the village’s deputy community development director, said the strategy continues the efforts already begun to preserve the local watershed and “identifies several improvements, projects and best-management practices that address stormwater management.” By formally adopting the plan, council is showing it wants these practices to be followed, Meyer said. The plan includes options for stormwater control, some using traditional methods and some nontraditional, more environmentally friendly methods in the village center. The options include: • Installing an urban pond at the northeast corner of Market Street and DublinGranville Road to handle stormwater runoff from the development in Market Square. • Implementing more environmentally friendly runoff from smaller streets such as Second and Third streets using permeable brick pavers and a runoff system underneath the street. Third Street was rebuilt in 2010 using the “green” system. • Using a basin and other controls to handle storm water from Miller Avenue and
surrounding developments. • Enhancing the flood plain along Rose Run east of state Route 605, possibly with a naturalized preserve that could remain wetlands. Councilman Glyde Marsh objected to leaving wetlands and basins in the village center, saying the “green” areas do not provide tax revenue and while they may be attractive, they can be home to mosquitoes. Meyer responded that she has been assured by local environmentalists that wetlands will also be home to animals that eat mosquitoes to curb an excessive population. To answer Marsh’s question about less tax revenue, the stormwater mitigation plan could encourage more development. “By addressing storm water in one location, we may not have to take out more land (for stormwater management), which allows more for development,” Meyer said. Dorman agreed and said by addressing stormwater issues now, the village would maximize areas for future development by saving developers the cost of implementing some stormwater controls. Mayor Nancy Ferguson said some of the recommended strategies that filter before it returns to local streams would be beneficial. The ecology of local streams will be better maintained if runoff water is able to cool to a more normal temperature before flowing back into a stream. “The ecology and biology can be addressed through these solutions,” she said. lwince@thisweeknews.com www.ThisWeekNews.com

LADDER TRUCK Continued from page A1 ty — was easy to work with and the insurance adjuster was on the scene within two hours of the accident. When asked how much a new truck would cost, Hoovler said it would be more than $1-million. The current ladder truck is a 1997 model that was purchased for $625,000. Hoovler also requested Feb. 16 that trustees approve another $2,267 to add a step to the ladder bucket, to make it safer for firefighters accessing a burning building from the ladder. Fire Capt. Greg Ecleberry explained that if a firefighter is trying to access a building roof and is leaning out of the bucket, a colleague must steady the firefighter’s. With a step off the bucket, the firefighter would have better leverage when trying to access a building roof. “You sold me when you said it was safer,” said trustee Dave Olmstead.
The trustees then approved the additional $2,267. Trustees also discussed purchasing additional equipment for the backup fire engine, Engine 121, so both trucks would be equipped with the same items. Hoovler said air bags and rescue tools such as the spreaders and cutters for the “Jaws of Life,” used to extract people from vehicles that have been damaged in an auto accident, cost nearly $40,000. Hoovler also reported that repairs to the fire department’s 2003 Chevrolet Impala, which needed front end and suspension repairs, cost about $1,700. The vehicle is equipped with a radio, lights and sirens and can be used by the chief or assistant chief to respond to emergency situations if one of their vehicles is being serviced. The vehicle also is used by fire inspectors, who have to visit various buildings in the department’s coverage area, and by firefighters attending training off site.

Industry made slow but steady progress in the city In the years before the beginning of the American Civil War in 1861, Columbus, the capital of the state of Ohio, was more than the symbolic center of state power and authority. Created by the Ohio General Assembly to be the new capital city in 1812, the town had grown very slowly at first and as late as 1830, only had little more than 2,000 residents. Then the National Road and Ohio Canal reached central Ohio and by 1834, Columbus was a city of 5,000 people. But even that new and bustling city seemed to make most of its money in transportation and trade. Reading of the men who were the early successes in Columbus enterprise, one comes away with the distinct impression that the best way to earn money was to serve the Ohio General Assembly with room and board, move people and products from place to place, or meet the needs of the people who did such things. A few examples might suffice to illustrate this point. William Neil came to Columbus in 1818 and soon got into the stagecoach business. Leaving his wife to run a small tavern across from the Statehouse, Neil would eventually build an empire on wheels and become known as the “Stagecoach King.” Lincoln Goodale was a practicing physician who found that there was not a lot of demand for doctors in the new town. He eventually opened a store and made a lot of money. As a gesture of gratitude to his adopted town, he gave Columbus its first park — Goodale Park. And then there was Alfred Kelley. Representing Cleveland and then Columbus in the legislature, Kelley also found time to ensure the completion of the Ohio Canal, the reform of Ohio’s banks and the construction of more than one railroad. If we add to these examples the stories of bankers such as David Deshler and lawyers such as Orris Parish, one might conclude that Columbus was a place where people made their money providing services rather than making things. And this would be true — but only partly true. Like most capital cities across America, most of the economic history of the city is the story of a highly diversified economy with some people working in government, others in trade and still others in transportation. And composing another significant part of the workforce were people employed in manufacturing. When Columbus was an isolated frontier village, many of the goods people needed and could not make themselves were purchased from local craftsmen — the blacksmith, the gunsmith, the miller and that old frontier standby, the whisky distiller. But with the arrival of the Ohio Canal in the 1830s and railroads in the 1850s, it became possible to import raw materials such as iron and timber to a central place like Columbus and ship finished products from that place to a waiting world. It was not long before a number of people began to do just that. Most early factories in Columbus were relatively small in size and employed dozens rather than hundreds of workers in a few sturdy buildings. It was no accident that most of them
soon came to be located near a ready source of water — the Scioto River. The kind of products made ED by these early factories says LENTZ something about the needs of the people of central Ohio. The oldest successful manufacturing company in Columbus was begun in 1822 by a man named Joseph Ridgway. Initially using horses to provide power to his foundry, Ridgway began to produce Jethro Wood’s Patent Plow. It was later said of Ridgway by a local writer in the 1850s that “… he made and sold an immense number. It was considered the best plow in use.” In 1830, Ridgway joined with a nephew to finance the conversion of his factory to steam power and begin the production of machinery, steam engines, cast iron stoves and other products. In 1849, the Ridgways joined with a man named Pearl Kimball in a new business making railroad cars. Joseph Ridgway died in 1850 and Kimball later operated the car company on his own. Ridgway’s foundry business passed in 1854 to another entrepreneur, Peter Hayden. Hayden had come to Columbus in the 1830s and begun a number of enterprises. He started a business making saddles and other equipment for horses, using the labor of prisoners at the nearby Ohio Penitentiary. At the same time, he opened his own foundry producing bar iron, hoop iron and wire from pig iron and scrap iron. Eventually, Hayden and his family would also invest heavily in the coal and iron fields of southeastern Ohio. In 1838, John Gill and others built Gill’s Foundry with about 25 workers on the west side of
the Scioto and developed a good business making stoves and other iron goods. In 1855, the company began making a combination steel plow that sold quite well and later began making railroad cars, as well. In 1849, Charles Ambos and James Lennox started the Eagle Foundry with $8,000. When the business was sold in 1854, the foundry became a joint stock company under the name of the Columbus Machine Manufacturing Co. Employing more than 125 men, it provided the iron for the roof of the new Statehouse as well as all of the iron ceilings and railings in the building. And while all of this was going on, other factories were making other sorts of goods. Two men named Brotherlin and Halm began producing chairs and cabinetware by steam-powered machinery in 1853. Another company began making wooden hollowware — tubs and pails, primarily — in a factory along the river in 1856. By 1858, there were others. A local description reported that they included Ohlen and Drake’s steam-powered saw factory, Hines and Miller’s steam-powered paper mill, and Butlers’ coffee- and spice-grinding mill. And almost as an afterthought, the author noted that there were “two extensive breweries at the south end of the city.” All of these enterprises contributed importantly to the success of Columbus. In all, they employed several hundred men, many of them recent immigrants from Ireland and Germany who worked alongside recent arrivals — black and white — from rural Ohio. These new factories formed the beginnings of industry in Columbus and a pattern of industrial growth and success that has continued to the present day. Ed Lentz writes a history column for ThisWeek.

Get your Irish up at P.K. O’Ryan’s in Worthington Unlike several of its competitors, P.K. O’Ryan’s wasn’t built in Ireland and reassembled over here. And this tiny Irish-themed pub doesn’t feature self-consciously eccentric seating in a splashy and sprawling setting. No, P.K. O’Ryan’s is just a neighborhoody place where actual locals gather to sip, chat and sup. Maybe that’s why P.K.’s feels more like an authentic Irish pub than its built-in-Ireland, chainy brethren. Located in quaint Old Worthington, P.K.’s is the kind of place where on a lazy Sunday, gentlemen have lunch with a pint and The New York Times and ladies roll in for an entree salad. On a weeknight with the Buckeyes on TV, the comfy pub — which appropriates a cozy, pilsner-colored glow for evening lighting — gets a bit more ani-
MENU by G.A. Benton mated. But just a bit, mind you. While P.K.’s is connected to a larger, more regulation restaurant, since I prefer its taverny aspect, I suggest you sit on that side (unless you’ve got the peewee basketball team in tow) — just follow the shamrocks to the pub entry. Then plop down at a semirickety (in a good way) wooden bench with a padded back or belly up to the well-used wooden bar, which is the color of Guinness stout. P.K.’s food is just solid pub grub, but some of its stuff stands out. The “so wrong they’re right” Irish Nachos ($8) fit that standout category.

Irish nachos and Irish stew in a bread bowl at P.K. O’Ryan’s Restaurant and Pub.
A massive pile of just-fried, dark and crispy kettle-style potato chips arrived decorated a la reuben sandwich. Yes, shredded
bits of commendably houseroasted corned beef (though I would have liked more), sauerkraut, a decent Swiss cheese sauce and snipped scallions lent tons of salty and irresistible character to the good chips (Thousand Island was on the side for dipping). Also good — if less wild — was the homemade chili ($4). Meaty, thick and hearty, it was made with black beans and seemed about 85 percent ground beef — a righteous ratio. For a lighter starter, the house salad ($4.50) wasn’t bad. While it’s not something you’ll be thinking about long afterward, neither is it a total blowoff. Good sized and assembled with fresh romaine (no iceberg), it was sprinkled with shredded cheese, tomato, onions and boxed croutons and got a bit of distinction from
P.K. O’Ryan’s Restaurant too. My favorite was the salty Black & Bleu ($10), jacked up and Pub 666 High St., Worthington 614-781-0770 Web: pkoryans.com Cuisine: Irish & British pub Price: $ (up to $10 per person) Patio: No Hours: 8 a.m.-11 p.m. Sunday -Thursday, 8 a.m.-midnight Friday-Saturday the sweet and salty house poppyseed feta dressing. Want more of that crave-worthy house-roasted corned beef? Of course you do, so order one of P.K.’s excellent Grilled Reubens ($10). They’re not overly greasy, are judiciously proportioned and come with extracrispy french fries. Made with Carfagna’s ground beef, the burgers are solid here,
on Cajun seasonings and enriched with blue cheese. The homemade Irish Stew ($11.50) was a big standout. A huge, housemade bread bowl was loaded with a soulful, potatoheavy stew of tender pot roast, sweet onions, carrots and a thick, Guinness-sloshed beefy gravy. What’s a homemade Irish sheet cake? It’a a giant block of chocolate cake with nuts and a sweet fudgy icing ($5). In other words, what you’d call a nice Texas sheet cake when eaten in a pub that feels accommodatingly Irish. To read G.A. Benton’s blog, visit ColumbusDiningGuide.com.
Restaurant with Southwestern flair opens in Merion Village Robin Emrick is happy to say there isn’t anything quite like Coyote Jane’s in her immediate neighborhood — or beyond. The Merion Village restaurant, 1586 S. High St., is based on a simple premise: affordable, homemade Santa Fe cuisine and festive drinks in a laid-back environment. Emrick, the chef and co-owner, said that while the cuisine has its roots in the artsy New Mexico capital, it melds global ingredients. “My cooking style is to mesh different flavors that nobody else would think of putting together,” she said. Yet the bill of fare, in which everything is currently priced less than $10, has been subject to vast interpretations. “It’s not Mexican,” she said. “The menu right now is a little misunderstood.” So, in short, expect the unexpected. The “Hop Sing” green chili burger, for example, uses 8 ounces of Angus beef topped with deep-fried jalapenos, sharp cheddar and green chili agave pesto on grilled brioche. The steak chili uses a splash of Jack Daniels and is touched off with a drizzle of Mexican chipotle chocolate. There are tacos, burritos (called burros) and deepfried burritos, otherwise known as chimichangas. Many have Coyote Jane’s signature touch, such as the “poppy shrimp” tacos, filled with deep-fried buttermilk popcorn shrimp, a traditional garnish and cayenne mayo. The signature cocktail is the grilled watermelon sidecar — tequila, agave syrup, grilled watermelon and fresh mint. An unconventional version of a bloody Mary offers shrimp and pickled egg.
After leasing the building in March, the restaurant had a few stutter steps because of liquor license and permitting issues. It is open dinner only until March 1, when lunch hours are introduced. Emrick said she will have an entirely new lunch menu while adding some entrees at dinner. Emrick is a partner and chef in the Banana Bean Café, which got its start in Schumacher Place and later moved to Greenlawn Avenue. Her other business associates are Angela Caskey, also part of the founding partnership of Banana Bean and Skillet, and Jane Ann Wentzel, whose name served as the inspiration for the new restaurant. The building, at the northeast corner of High and East Morrill Avenue, had been home to Craters Restaurant and Bar for about 25 years. Then, the Eagle bar had been in business for about six months before Coyote Jane’s moved in. Emrick said she liked the look of the place: wooden floors, exposed brick and a cozy dining space. She shortened the bar and added several Southwest appointments for a rustic look. The dining room seats about 30 and the bar space seats another 25. “I’ve been down here for 15 years,” she said. “I’ve seen Merion Village grow in the last 10 years. And the people want something different.” Coyote Jane’s is open five days a week, closed Sunday and Monday. For more information, call 614444-5460. Correction: Because of a reporter’s error, the Economic and Community Development Institute was incorrectly identified in last week’s edition of Table Talk.
■ The Powell dining scene has grown dramatically in recent years. Keile Baney isn’t worried. The chef of the Liberty Tavern says he tries to stay on top of the competition by giving diners a large variety of dishes at reasonable prices. “We have a regular crowd and they’re not afraid to tell us what they Keile Baney want,” he said. Customers can get everything from grilled mahi mahi over risotto to the Tavern “stacker” – a burger crowned with barbecue pork, bacon, cheddar and onion rings. “We have a little bit of everything,” said Baney, now a contributor to Food & Wine. Baney said his real passion is smoking. Tavern patrons are treated to frequent smoked specials, including brisket, turkey and pork shoulder. A native of rural Erie, Penn., Baney is a 12-year veteran of the restaurant industry, working in Pennsylvania, Michigan and locally at such places as Hyde Park. To read more on Baney and see his recipe for fish tacos, go to www.ThisWeekNews.com/foodandwine.

New Albany sixth-grader Sam Kreminski won the district spelling bee Feb. 7 and will compete in the regional spelling bee at The Ohio State University on March 12. Kreminski has been a finalist in the district spelling bee the past three years but this is the first time he has won the district championship. His older brother, Max, now a 15-year-old high school student, was a finalist in the district spelling bee for five years.

Village earns financial reporting award for sixth straight year New Albany has received a reward recognizing excellence in financial reporting for the sixth year in a row. The Governmental Finance Officers Association issued a “certificate of achievement” to the village for its 2009 comprehensive annual financial report. The full report can be accessed at www.villageofnewalbany.org. In a release last week, village administrator Joseph Stefanov said the recognition “illustrates that our
INFRASTRUCTURE Continued from page A1 several projects in business park east, which is on both sides of Beech Road north of state Route 161. Council voted unanimously — with Colleen Briscoe and Sloan Spaulding absent — at its Feb. 15 to appropriate $100,000 from the economic development fund to build a pump station and $375,000 to install a fiber-optic line that will service business park east. Because several businesses are expected to finish construction of new facilities in the park as early as this summer, the pieces of legislation were passed as emergency legislation, which waives the second reading and allows immediate passage. Council also voted in favor of resolutions to waive competitive bidding requirements for each project. According to Chief Dudley Wright of the Monroe Township Fire Department, which will provide service to the part of Licking County in which part of the business park east is located, the pump station is needed for fire suppression and sprinkler systems within the park. Accel Inc., which plans to have its 500,000-square-foot facility completed by June, must have the system in place before it opens. Wright said the pump station would pull water from large ponds and run the water into a 16inch underground water main that would provide water for sprinkler systems in the buildings and fire hydrants in the area. The municipal water system will be used to operate sinks and restroom facilities, he said. According to the legislative report, bids for the project came in at more than 10 percent over the village’s project estimate of $775,000. McAfee said last week that the village would likely not have time to rebid the project and get a new bidder “up to speed” to complete the pump station on time. As a result, council waived the competitive bidding requirements to allow village administrator Joseph Stefanov to con-
tract with one of the entities that initially bid on the project. The fiber-optic extension will service the same buildings locating in business park east. Council requested the $375,000 from the economic development fund to install the fiber lines, a project that will be done in conjunction with American Electric Power (AEP). Council also agreed to waive the competitive bidding requirements so the village could use an existing agreement with AEP, which currently maintains the New Albany’s fiber-optic lines. Stefanov told council if AEP was expected to maintain the fiber lines, it hoped to have some say over installation of the lines. In addition to the two major projects, council also requested $6,500 from the economic development to help pay for design of signage in the medical office complex off Smith’s Mill Road. Jennifer Chrysler, the village’s community development director, said the signage is needed for patients visiting the facilities. “The existing signage is OK for regular users, (such as) staff who report to work on a daily basis, but often confusing for the true users of the facilities — the patients,” she said. “The buildings on the site also have unique orientation because of the unusual shape of the property and some of the environmental features that make a beautiful site for development.” Once the village recognized the need for improved signage, a steering committee was formed to evaluate the need for signage, Chrysler said. “The $6,500 includes research, design and the installation of the temporary signs for analysis,” she said. “The users will be responsible for fabricating and installing the final ‘way-finding’solution. “This is another example of a great public-private partnership that helps visitors to New Albany.” lwince@thisweeknews.com www.ThisWeekNews.com
council and staff take financial responsibility very seriously.” The report is not even required for a village, according to communications director Scott McAfee. “It’s required of cities,” McAfee said. “Villages don’t have to produce one, but it’s an example of our desire for transparency.” Of course, that could change when the results of the 2010 census are certified by President Barack Obama. New Albany’s
growth in population is expected to push it to city status. “Looking ahead, it won’t be long before we are required to complete one,” McAfee said. McAfee said the comprehensive annual financial report also helps establish bond ratings for the village. New Albany has an Aa2 bond rating from Moody’s and an AAA rating from Standard & Poor’s, according to a release from McAfee. — Lori Wince

Two boys, three relays reach state meet By CORY STEGER ThisWeek Community Newspapers
Having already accomplished the goal of advancing more athletes to the Division I state meet than they did last season, the New Albany High School boys and girls swimming and diving teams now turn their focus to getting as many of those athletes onto the state podium as possible. Competition in the Division I state meet starts Thursday, Feb. 24, and runs through Saturday, Feb. 26, at the C.T.
Branin Natatorium in Canton. The top eight in each event place. The boys team has two individuals, Alex Alfonso and David Huddle, at state. Alfonso is seeded third in the 50yard freestyle and fourth in the 100 free, while Huddle is seeded 13th in the 100 butterfly. The Eagles also have two relays at state. The 200 free relay of Alfonso, Huddle, Chase Honeycutt and Frederick Jenny is seeded fifth, and the 400 free relay of Alfonso, Huddle, Jenny and Cullen Challacombe is seeded
eighth. “We want to get into the finals and hopefully do well enough to place,” Jenny said. “I haven’t been to state, so I’m psyched to get there.” The girls team does not have any individuals at state, but it will be represented by the 200 free relay of Olivia Barnes, Elly Gleason, Stephanie Jones and Haley McLellan. The relay is seeded 21st. The boys team scored 197 points at the district meet Feb. 19 at Ohio State, behind champion Upper Arlington (432)
and St. Charles (347). Alfonso won the 50 free (21.19 seconds) and the 100 free (45.90). Huddle was third in the 100 fly (52.38) and sixth in the 200 free (1:45.05). Jenny was seventh in the 100 free (48.20). The top three in each swimming event and top four in diving automatically advanced to state. In addition, 11 at-large state berths were awarded for each swimming event based on times statewide. In the 50 free, Alfonso edged Thomas Worthington’s Sam Reeder (21.27). At
the sectional meet at Thomas on Feb. 12, Reeder won the event in 21.78, with Alfonso placing second in 21.87. “Personally, I was looking to hit Junior National times in my individual events, and I think I did that,” Alfonso said. “I was also very happy that I won both the 50 free and the 100 free. As for the 50 free, it was neck and neck with Sam. He’s a great guy and a great competitor.” The boys 200 free relay finished first See SWIMMING, page B2

New Albany High School wrestler Matt Odierno will be doing another solo act at the Division I district tournament. Odierno, who was a state alternate last season, improved to 39-4. “I was watching (Chowoe) in the semifinals and I think he tweaked a knee,” Odierno said. “Another match would have been nice, but I’m just glad I’m moving on.” Chamberlain won all three By Chris Parker/ThisWeek of his matches in the consolation bracket. Dan Leathery will represent the Columbus Academy wrestling team at the Division III district tournament after placing third at 140 pounds in the Madison Plains sectional on Feb. 18-19. He is coming on strong.” Also competing at sectional were sophomore Johnston Allinder, who went 1-2 at 152, and freshman Jeremy Schroeder, who was 0-2 at 130. “I wanted to lead by example because we have a freshman and a sophomore and they both got pretty tough draws and I had some winnable matches,” Leathery said. “I didn’t want to let them down.
