Invermere gets early start on budget process

By Greg Amos Pioneer Staff As in past years, the district of Invermere is getting a head start on its 2013 budget, which contemplates $7.2 million in operational spending and $2.5 million on capital project spending.

“We typically start the budget process in June, in order to take advantage of our short construction season,” explained chief administrative officer Chris

Movember: a reminder I’m going to keep pushing this so we reach our fundraising goal. It’s that time of the year for men to grow their moustaches and raise money for prostate cancer research. Last year, detachment members raised over $2,000. This year if the detachment can match that $2,000 goal, rather than shaving my moustache off, which was far too traumatic, I will have Julie streak my hair with RCMP colors of red, yellow and blue. • On November 1st, a neighbour discovered a break and enter on Dunn Street in Canal Flats. Entry was gained via a broken window. Reported stolen was a 3030 Winchester rifle. Anyone with information on this theft is asked to contact the detachment.

• On October 30th, the detachment received a report of a single vehicle collision with a deer on Highway 93/95 between Canal Flats and Fairmont Hot Springs.

A 2008 Dodge Ram received front-end damage. The 50-year-old male driver was not harmed.

• On November 2nd at 7:37 p.m., officers attended a complaint of an intoxicated male causing problems at the Hillcrest Apartments on 13th Street in Invermere. At first, police could not locate the male, but a second call from the area resulted in locating a 28-year-old Invermere man. He was arrested for being drunk in public. It was later determined the man had been ordered by a court abstain from using alcohol. He was also charged with breaching this condition. He will appear in Invermere Court on February 12th.

• On November 2nd, detachment members responded to a complaint of a man bitten by a dog at the Greyhound bus station in Radium. The male bus driver exited the vehicle and was bitten by a dog on a leash, causing minor injuries. The dog’s owner is cooperating with the health centre to ensure the dog was healthy and will not cause any further

• On November 2nd at 11:30 p.m., police responded to a complaint of threats made via social media. Unfortunately, due to consuming liquor, the victim had deleted the comments and could not remember what was said or who sent it, but was uncomfortable with what was said.

• On November 3rd at 5:45 p.m., the detachment received a report that a 14-yearold girl had been walking home the previous day when a man in a white van drove up and asked about a missing dog. The older, balding man asked the girl to come closer. The young woman kept walking and the vehicle departed. Police were unable to get a better description. Contact the detachment with any information.

• On November 4th at 9:30 a.m., police received a report of theft from a vehicle that was parked in the impound lot of Wrench Bender Towing compound in Canal Flats. A 2005 VW Jetta had stereo equipment stolen.

Raging Grandma: part III At the opening ceremonies for the Columbia Valley Rockies a while back, I noted on the schedule that the Neil kids would be in the arena to assist with the ceremonial puck drop to start the season. I started to shake and sweat with fear, realizing that somewhere in the crowd there would be a woman I fear: the Raging Grandma.

She has committed two previous assaults on me while out of uniform and I feared another physical altercation. However, this time I was prepared.

Sure enough, I ran into the Raging Grandma and as it seemed she was preparing to pounce, she froze and backed off. I would like to think that she found peace and harmony in her life and maybe mid-life age has slowed her down (at my age I am very careful on how I select my description when it comes to age!).

I would like to think that, but I believe the fact that I was in uniform and prepared to use my less-than-deadly force options on my duty belt to protect myself gave her second thoughts. We actually engaged in civil conversation. There is hope for everyone.

Recreation process back on track

By Greg Amos, Pioneer Staff Thirteen months after getting off the ground, some new life is being breathed into the Columbia Valley Recreation Advisory Council process.

At an evening meeting on Monday, November 5th, roughly 20 attendees agreed that the process, which aims to establish a recreation access plan for the Columbia Valley, is worth continuing to pursue.

The group agreed to try and attract the motorized use sectors (ATV riders, snowmobile riders, heli-ski operators, etc.) back to the table after attendance from those members dwindled to practically nothing, despite their initial interest. The group will also continue to seek provincial government involvement in the process.

“We should get it rolling, to make it attractive to re-engage [the motorized] sectors,” commented Ryan Bavin, Columbia Valley Hut Society president.

“We need both sides at the table, both motorized and non-motorized,” said Paul Denchuk, Invermere councillor.

Cheryl Willard of the Kootenay Snow Sports Society and Terry Wardrop of the All-Terrain Vehicle B.C. association left the process over the summer, citing bias and frustration regarding the lack of provincial government involvement as the reasons for their departure.

That meeting will be the second appearance for moderator David Savage, who stepped in to replace out-

going facilitator Dennis Hamilton.

“My style is to call bullsh-- when I hear bullsh--, and I’d ask you to do the same for me,” said Mr. Savage, who made it clear he favours a stricter approach to enforcing fairness and rational discussion at the meetings.

Despite Mr. Savage’s skepticism, attendees pledged to make personal appeals to bring the motorized backcountry users and operators back to the table by the next meeting.

For his part, Mr. Hamilton noted the advisory council will continue to face a challenge attracting government support, something the process has never officially had.

An upcoming election in May 2013 may make government involvement even harder to come by, he said.

Much of the meeting focused around a review of the progress to date. Mr. Hamilton noted a July 2012 questionnaire to the group showed some members were agitated by “process fatigue,” having attended many meetings without actually examining how to plan for recreation in any of the 38 landscape units that make up the 1.27 million hectares being considered for the proposed plan.

“You were a challenging group,” Mr. Hamilton said on his departure. “It’s been a hell of a challenge.”

The area being examined under Recreation Advisory Council process stretches from Parson in the north to Skookumchuck in the south, and to the Alberta border in the east to the top of the Purcell Mountains in the west.

Don’t forget Historical Lens to remember There and

Many bear the physical and psychological scars of their time in the trenches, on the front lines and deep in the heart of conflict zones, while others made the ultimate sacrifice in the name of peace and democracy.

Canada’s veterans of two World Wars, the Korean conflict, the Afghanistan mission and numerous modern-day peacekeeping missions are to be remembered this weekend, and for good reason: when all reasonable attempts at diplomacy fail, armed conflict is the only way to stop tyrants from taking over.

Many veterans came back permanently changed by the experience. Many who volunteered to fight were already among the poor and marginalized people in Canadian society, and came back haunted by what they had witnessed.

Remembrance day is a good time to remember locals like Frank Sam and Ray Case, World War Two veterans from very different backgrounds. Frank Sam, a Shuswap band member, fought for his country after a harsh childhood in a residential school, while Case saw the same horrors firsthand after a healthy and happy upbringing on the B.C. coast. We owe them both immeasurably.

War is a bloody business that comes with incredible costs. Few wars truly need to be fought, but sometimes it is the only option.

Europeans know this, because they had a taste of what Adolf Hitler had in mind. Two summers ago, a teacher I know toured the battlefields near Ypres and Passchendaele in Belgium. The war memorials, massive graveyards and tributes to Allied veterans make it impossible for those citizens to forget what foreigners did for them.

“They were fighting to save the world, and we don’t get that,” he told me. “We need to understand the price that those guys paid.”

Wherever you are, and however you feel about war, be sure to take a minute on November 11th to reflect on what Remembrance Day is all about.

Albertan owners pay taxes too Dear Editor: There was a jeer in the Friday, November 2nd edition of The Pioneer that criticizes local business for giving wealthy Albertans tax breaks, and questions why local businesses are not doing anything for B.C. taxpayers.

Just some facts here: us Albertans who have residence in the valley do pay B.C. taxes, both local and provincial, but do not enjoy the same freedoms as our B.C. neighbours, such as a right to vote on local or

provincial matters. Does this sound like a true democracy or equality freedom for your fellow resident?

I am also resident owner from Alberta who has been coming to the valley for over 35 years.

So if some local business wants to give a break to their provincial neighbours, cheers to them for having the foresight to realize what these people bring to the valley.

What’s with the water?

Dear Editor:

My wife, two young children and I had the absolute pleasure of spending the Thanksgiving long weekend in Invermere. We hail from Turner Valley, Alberta. I realize many of your visitors are from the Calgary area and we represent a substantial impact to your community’s economy. Rightly so, it is one of the most beautiful places on Earth.

Our stay for the most part was incredible, with great people and an inviting atmosphere. I will continue to visit your location in the future. However, I have noticed a putrid, vegetative smell coming from your tap water! I was tempted to boil the water and put iodine in it to make sure it was safe to drink!

I was told that the water is safe, but with the formaldehyde and rotten egg smell, it is hard to be confident when drinking it. I have memories of 12 years ago in the Walkerton, Ontario area where people died and thousands fell ill from contaminated water.

I would not want to see something of this scope fall on the Valley area.

I took a drive up to the water reservoir where Invermere’s water is drawn from, and even if I were a fish, I would not go there. The weeds and suspicious floating film on the water appeared as if it belonged in a Stephen King book.

I can only hope that the town and area finds some time and funding to get a handle on this. I would love to retire in this area, but I would need to see some action take place first!

Don’t dismiss deer concerns

Dear Editor:

I have watched our community grapple with the issue of urban deer with dismay. It’s a difficult issue, and people have a wide range of opinions about the deer, but it is sad that so much energy is being used to write angry letters, bash the process, and demonize and vilify each other. This negative emotion is not moving us towards solutions, but instead milking resources (time and money) away from dealing with the issue itself.

This is a small place; we know each other. Council members were not elected based on glossy campaigns or showboating, but because people knew us well enough to feel comfortable voting for us. It is time to move past the rhetoric, acknowledge the issues we are confronted with, and come together.

And there is an issue. While some in our community do not feel there is a problem with urban deer, there are others who have had pets injured, felt threatened, or have

been nervous for their children. It is disrespectful and irresponsible to dismiss these concerns just because you don’t share them personally. Disagreeing on something doesn’t preclude conversation. I work with people every day that I respect but don’t agree with; many are my friends.

Members of the Invermere Deer Protection Society have written many inflammatory letters, emails and Facebook posts, but only one has taken the opportunity to speak with me directly, to ask questions and find the facts. This is not an effective way to work together.

It is so much more powerful to use an open mind to understand the realities, to capitalize on our commonalities and to work together to find the best solutions.

The money and energy that is being spent on this lawsuit could go a long way towards implementing some of the other recommendations in the Deer Committee Report.

Our lawsuit is not frivolous

Dear Editor:

The Invermere Deer Protection Society thanks Mayor Gerry Taft for his effort to explain the deer culling decision.

His portrayal of the petition filed in BC Supreme Court as “frivolous” shows disdain for the judgment to allow the case to proceed, and disdain for the environment and for thoughtful citizens who appreciate and value wildlife in our community and are repulsed by the idea of a municipally sponsored, on-going slaughter and meat production program.

There is no shame in sober second thought but doggedly pursuing the right to kill – perhaps.

On April 5, 2012, district lawyers sent a letter stating “the District of Invermere is not interested in negotiating a settlement of this matter”. The mayor talks of “lawsuit” and “damages” but does not reveal that a district bylaw is the main issue.

We met with the deer committee and they sent a nice thank you for “a great deal of information regarding urban deer management.”

Conservation Officer Service advises that avoiding conflict requires “simple behavioral changes” and the use of fencing and resistant species. That is why we provided information regarding education and other non-lethal methods of reducing conflict.

The deer committee kept asking for “recommendations” in spite of our considerable effort. Now it is clear they were encouraged to engage and challenge

– a disappointing diversion of energy. Sadly, in contrast to Cranbrook, Invermere is still waiting for the “public education program”.

Why are municipalities so intent on accepting responsibility and possibly liability for the behaviour of wildlife? In the Wildlife Act “no right of action lies, and no right of compensation exists, against the government for death, personal injury or property damage caused by wildlife”.

There is a wonderful new tool in wildlife management called “citizen science” – a component of a well-funded scientific study for the purpose of conservation. Local examples include observations of white tail deer in Kootenay National Park and wildlife in Crowsnest Pass; not the DOI deer count. The deer committee requested our “recommendations” about the planned count; however, they never provided the objective and methodology.

We responded with information on counting in general including the recommendation from the Capital Regional District Deer Management Strategy that “there is no clear methodology to count deer in urban, rural or agricultural areas” and “volunteer estimates are likely unreliable and therefore not advisable”.

There is nothing frivolous in our concern that taxpayers and deer will pay the high cost for misguided determination to kill 150 animals.

Shuswap seeking to build bridges

By Greg Amos Pioneer Staff As Shuswap members look to forge new relationships in the wake of band council elections held on Thursday, November 8th, there’s one broken link that no one expects can be replaced.

To Kinbasket Development Corporation chief executive officer Dean Martin, the empty desk on the far side of his office is a reminder of the son he worked side-byside with, Shuswap councillor and water manager Randy Martin, who passed away unexpectedly in May. “Randy had a lot of vision as to what he wanted to see happen on the reserve,” said Martin. “He was instrumental in so many things. He wanted to create jobs that put the youth to work, and give them an education outside of the schools, about our culture and what our life was like here.”

“I want to say how appreciative we are of all the people that respected us during our time of loss with Randy,” he added. “The whole community came out and supported us, and that’s important to any family. Any parent that has lost a child understands the pain we’re going through.”

All three council positions (chief and two councillors) were up for election, with eight individuals running for the positions, and Martin said he would like to see the new council continue along the path of building new corporate partnerships. (The elections were held the day after The Pioneer’s press deadline.)

“What’s made us successful here is a stable government; anybody that wants to invest out here really looks at the government first, and the stableness of our govern-

ment has created what we see here,” he said. Commercial developments on the reserve have shown the Shuswap band is ready to do business, and is spurring further interest in development, he said.

“We’re negotiating with a major retailer right now,” said Mr. Martin, who would confirm only that it is not Wal-Mart. “We’re turning a corner; with this land management that we’re going through right now, it’s going to make it so much easier, because it’s the band that will be writing the leases.”

Group to summit Kilimanjaro

By Kristian Rasmussen Pioneer Staff A couple of intrepid travelers will be part of a group representing the Columbia Valley at 19,340 feet, as they trek to the Uhuru Peak of Mount Kilimanjaro.

Windermere residents Brian Wesley and his wife Joan Gallaway, along with a small group of other locals, are flying from Calgary to Tanzania on Tuesday, November 20th to join a group heading for Africa’s highest summit.

“It is a real challenge,” Brian said.

“We are just making sure that we are as prepared as possible. All you can do is your best, and if that is not good enough, it’s fine, the mountain has won — but you have given the opportunity to try.”

Brian and Joan are not new to the travel scene and have left their boot prints on several adventure routes including hikes near Mount Everest in Nepal, trails along the Rhine River in Germany, and the Way of St. James, a historically significant religious pilgrimage through France.

Despite their global experience, Kilimanjaro still poses a looming challenge of thousands of uphill metres to climb.

Each step up the mountain reduces the oxygen available to the hiker. At the very top, there is just half the breathable air found at sea level, Brian added.

Movie Review: The Amazing Spider-Man Reviewed by Lizzie Midyette Comic book-inspired movies seem to follow the same financially sound and amiably predictable formula. Meet the unsuspecting underdog, watch their journey in gaining superpowers of some kind, see them defeat their adversary using said superpowers and get the girl, in spite of trying to hide their powers.

The Marvel franchise has had enormous success from following this formula.

Peter Parker is lonely, despite having been raised by his loving aunt and uncle. High school is the predictable battleground between him and the big burly sports star. He likes a girl, but he doesn’t know her name.

His parents — long-since deceased from a plane

crash — left a secret formula to the success of crossing DNA between species, which naturally Peter finds years after their passing.

Of course, we all know that Peter will get bitten by the radioactive spider, and that he’ll fashion himself a suit and swing around the city of New York, backed by stunning cinematography. Predictably, his path will cross with that of a potential nemesis. This time, it’s Dr. Curt Connors, his father’s former business partner.

This incarnation of Parker is played by Andrew Garfield (The Social Network, The Imaginarium of Doctor Parnassus), and his love interest by Emma Stone (Easy A, Superbad). Both are believable in their portrayals of the characters, but let’s face it, summer blockbusters are all about the special effects, right?

In The Amazing Spider-Man they are integrated seamlessly and are visually engaging and believable. The story is complex enough to not be as predictable as it could be, and the romance interspersed between the action scenes gives enough of a break between chases to make the next one refreshing.

The one downside to the movie is that it’s almost too long. The lead-up to Peter being bitten was exhausting, but we were rewarded with scenes of Peter integrating at school, skateboarding with his new jumping abilities.

Thankfully, the action is enough to keep viewers engaged right to the end.

So far, the plan contemplates an overall tax increase of two per cent. That involves a small tax shift from commercial to residential sectors, one that’s expected to cost $31 more for the average homeowner, and $17 more for a typical business in Invermere. The BC Assessment roll that’s current to October 31 shows the average single family dwelling in Invermere has an assessed value of $404,000.

The district has until mid-May 2013 to approve its tax rates bylaw under the Local Government Act, which also prohibits a local government from budget-

ing a deficit, unlike the provincial and federal levels of government.

“It’s always seemed weird that you could go half a year without having a budget in place,” said Coun. Greg Anderson at the district’s October 9th council meeting.

The $7,239,793 operating budget is a slight increase from the district’s usual $6 to $7 million range, said Prosser, and includes expenditures of $1,455,818 for transportation services, $1,292,335 for general government services, $927,710 for water systems, and $912,076 for sewer systems.

The local government also plans to spend $753,730 on Protective Services, $741,680 on community development services, and $673,500 on parks, recreation and cultural services.

While most B.C. communities have a tax base balanced between residential, business, industry and other assessment classes, a lack of major industry means 99 per cent of Invermere’s tax base comes from the value of homes and businesses, explained the district’s director of finance, Karen Cote. The residential property class alone makes up 90.6 per cent of Invermere’s assessment base.

The first public consultation session will take place at the district office on November 13th, prior to the district’s 7 p.m. council meeting. Online surveys are also available at www.invermere.net , and have proven to be the most popular form of feedback in past years, said Prosser.

Ways to prepare for rising interest rates While the federal government has decided to keep the benchmark lending rate at 1 per cent for the time being, higher interest rates are coming at some point in the future. Rising interest rates will create a different climate for Canadians, as our economy has experienced generally falling interest rates for the past 30 years.

There is no question that low interest rates have benefitted our economy by allowing consumers and businesses to borrow more, spend more and inflate the value of assets; however the current ultra low interest rate environment can’t continue indefinitely.

Here are a few things to consider as we approach eventual rising interest rates.

Watch debt levels The best time to pay down debt is when interest rates are low, because this allows more money to be directed towards the principal portion of a loan rather than the interest.

On floating rate debt such as a variable mortgage or line of credit, every increase in interest rates means either a higher overall payment or less of an existing payment going towards the principal.

People holding fixed-rate debt such as a closed mortgage are not immune to interest rate spikes either, as their mortgage term will mature eventually and have to be renegotiated at a higher rate than before.

Keep a balanced budget People who spend more than they earn will find themselves paying more to finance their lifestyle as interest rates increase. To help combat this risk, create a realistic family budget of income and all expenditures, and look for any areas that can be trimmed.

Bear in mind interest rate increases will make debt financing more expensive. One way to ensure debt stays as affordable as possible is to consolidate and refinance debt before rates rise, and lock in low rates for as long as possible.

Be sure to check on fees associated with these changes. Those who choose not to consolidate should keep some breathing room in their budgets to account for higher interest rates.

Fixed income considerations Bond prices and interest rates are inversely correlated, which means that when interest rates rise, bond prices have to fall to create a fair yield for the buyer.

To lower bond price volatility in a portfolio, avoid individual high yield bonds or bonds with long durations. Instead, consider investing in bonds with shorter durations, issued by reputable companies. The yields won’t be as high as with riskier bonds, and neither will the portfolio’s volatility.

People who own bonds or Guaranteed Interest Certificates might want to consider creating a fixed income

ladder. A fixed income ladder is a series of bonds or Guaranteed Interest Certificates that mature at regular intervals, such as every one, two or three years.

As interest rates rise, each of the bonds or Guaranteed Interest Certificates is then reinvested at the new, higher rate. This strategy ensures that all of a person’s fixed income investments are not coming due at the same time and helps to better keep pace with inflation.

Watch inflation hedges Prices of inflation-hedging assets such as gold or oil tend to increase during times when interest rates are low and inflation is high. However, rising interest rates tend to curb inflation, usually causing inflation hedges to perform poorly.

Rising interest rates also tend to limit speculation, which accounts for a fair amount of the trading activity in commodities or precious metals. Consider investing in asset classes that are less affected by a slow economy such as utilities, telecommunications or health care.

Review your assets Interest rates will not stay low forever, and the pace at which they will rise is anyone’s guess. Ensuring that financial assets are well positioned can help to save money, alleviate risk and create opportunities in an investment portfolio.

Remembrance Day 2012

Keeping the faith Again this November 11th, communities across Canada will gather to honor veterans who have sacrificed so much for us.

Our freedoms, our ability to make decisions democratically, and the fact we live in peace all come from the sacrifice of others.

On Remembrance Day, we remember those who have fallen. But each and every day we must show that we value all that we have been given.

And we must commit ourselves to looking after others, protecting our freedom, and furthering our democratic responsibilities.

Along with our children and grandchildren, our continued attendance at Remembrance Day ceremonies shows that we are keeping faith with our veterans. And we prove, through our actions, that we will never forget.

Honouring our veterans

Remembrance Day is a time when we honour the valour and sacrifices of Canadians who fought in the World Wars, the Korean conflict, on peacekeeping missions and in Afghanistan.

They defended our country and stood up for our values and our freedom.

I would like to particularly honour one individual for whom I have great respect and admiration. Mr. Bob Doratty, who is now 97, landed on Juno Beach on June 6, 1944 in the final push by our Canadian troops to liberate Europe from German occupation. Bob was 27 years old on that historic day. His platoon was one of the first to land on Juno Beach. He received a Commendation medal from General Montgomery.

Upon returning to Canada after the war, he married his bride, Molly, and together they have just celebrated their 65th wedding anniversary.

There are not many veterans left from Juno Beach.

As we approach Remembrance Day, I, along with all Canadians, will pay homage to all members, past and present, of the armed forces for their service.

I recently had the honour of presenting the Queen’s Diamond Jubilee Medal to Mr. Doratty and I would like to extend a special thanks to him for all he has done for Canada.

Anything in life worth having is worth fighting for.

Veteran forced to fight at home and abroad

By Kristian Rasmussen, Pioneer Staff War is hell for veterans. For Frank Sam, 87, it was an escape from a childhood in which he was torn from his parents at age six and faced a future filled with little opportunity for First Nations men in the early 1940s.

“I always say that if there was another war, I would go way up on top of the mountain and stay there and never come down until it is all over,” said Mr. Sam. “It was sad killing other people.”

The Shuswap veteran witnessed some of the most brutal fighting of the Second World War, serving Canada in Germany, Holland, France and Belgium.

After spending the majority of his childhood apart from his parents, Martin and Rose Sam, at the St. Eugene Mission residential school in Cranbrook, Mr. Sam volunteered to serve his country at age 15. He enlisted in Vancouver on May 20th, 1943, setting out to fight for Canada overseas.

Shrugging off the horrors of a lost childhood, Mr. Sam headed to Vernon, B.C., to complete his basic training and a three month combined operation course in Courtenay B.C.. He then flew to Nova Scotia where he travelled by sea to continental Europe and was flung into the horrors of battle.

Although he doesn’t like to speak of war, Mr. Sam’s wife

Pat recalled a candid moment in which Mr. Sam expressed one of the tragedies that he had to face.

“His cousin was going out to the front line when he was coming in,” she said. “He was a young guy that was scared because it was his first time going to the front line, so Frank decided to walk with him and tell him what to do.

That night they had to bury him because he got killed that same day.”

The war also took his brother, Peter Sam, who was killed in a car accident while completing basic training in Vernon.

Mr. Sam stayed safe while on land, but had no place to take cover when he was shot in both his left arm and ankle while parachuting over France on September 18th, 1944.

He returned injured to Canada and spent 19 months in hospital recovering from his wounds and then returned to the Columbia Valley where he worked in logging and raising a family of 14 children.

Although he suffered greatly for his patriotic duty, Mr. Sam was not allowed to become a member of the Legion or have a drink with his fellow veterans because at the time, First Nation Canadians were barred from membership.

“Years ago we couldn’t even speak with a white man,” he added. “Nowadays we can talk with one another, but it should have been that way during the war.”

Each November, poppies blossom on the lapels and collars of over half of Canada’s entire population.

Just prior to the first World War, few poppies grew in the fields of Flanders, France. During the tremendous bombardments of that war, the chalk soils became rich in lime from rubble, allowing poppies to flourish. The colour of the flowers reminded soldiers of the blood lost on that very ground, and inspired Canadian John McCrae to write his famous poem, In Flanders Fields.

Since 1921, the poppy has stood as a symbol of remembrance, our visual pledge to never forget all those Canadians who have fallen in war and military operations. The poppy also stands internationally as a “symbol of collective reminiscence”, as other countries have also adopted its image to honour those who have paid the ultimate sacrifice.

In the two weeks leading up to Remembrance Day, 19 million poppies are distributed across Canada. Each year millions of people turn to the simple poppy as the most easily identifiable expression of remembrance and sacrifice. We see it every time we hear John McCrae’s famous poem, In Flanders Fields, or think about a loved one lost or wounded by war. It is all at once an emblem of gratitude, hope and

perseverance, and its haunting beauty can fill us with an abundance of silent resolve.

Invermere’s 2011 poppy campaign (from October 1, 2011 to September 30, 2012) received $16, 700 in donations, which was distributed in a number of ways.

Special project grants including infrared imaging equipment at the Invermere Firehall, support to cadets, hosting a Veteran’s Dinner, and support to Caribbean veterans accounted for $6,700 of the funds raised. The Legion contributed $1,800 to the B.C. / Yukon Central Poppy Fund Assessment to support provincial level programs, awarded one $1,000 bursary to a David Thompson Secondary student, provided $700 for assistance to veterans and dependants, and awarded $700 in poster and literary contests.

Campaign expenditures included $2,800 on poppies, wreaths and campaign materials. An additional $800 was spent on the Remembrance Day program and advertizing expenses.

Library holds mystery

By Kristian Rasmussen Pioneer Staff The Invermere Public Library is soon to be transformed into a mysterious crime scene where only a handful of youth will be able to unlock the mysterious death of Baroness Arabella Rummun on November 16th.

The Adventure Club is looking for up to 12 students in Grades 5-7 to enter a world of excitement, intrigue and a little education as they take on dramatic personas and read out loud to get to the bottom of the story on Arabella Rummun.

“I hope that kids will take away a little bit of time putting themselves out there if it isn’t their comfort zone,” said Nicole Pawlak, adventure club organizer. “Reading counts no matter what you are reading.

We want kids to come and find what they like and to make it a life long habit.”

Aspiring investigators will be given several roles to act out throughout the afternoon with scripts and questions to ask other characters. The event will feature props, costumes and a mysterious question on every-

one’s mind.

“As we read through the play, the mystery will unfold and by the end we will know who had it in for Arabella,” Ms. Pawlak said.

The Adventure Club has run monthly for the past year and was started by Jennifer Pratschke and Nicole Pawlak as a means to provide a cost-free literacy program for students after school.

“It is kind of literacy-by-stealth in a way,” Ms. Pawlak added. “By coming in and participating in things in a fun environment, but learning at the same time, we are providing opportunities in different ways than just sitting at a desk.”

The Adventure Club aims to fill a void in local literacy programs, she said. The Invermere Public Library has programs for seniors and preschool children, but the page on tweens is often turned too quickly.

“Hopefully, by participating in programs like this it just helps to further emphasize the importance and love of reading.”

“We weren’t even our bosses when we were sent to the residential school,” he said. “It was one of the saddest things. We would never see our mother and dad for most of the time we were there.”

Although he did not see much of his father throughout his childhood, Mr. Sam recalls that through the dark times there was still some light. He had a special rhyme that he reserved for bugging his dad.

“We used to tease him, ‘Martin Sam, the dirty old man, chasing women all around the land’,” he joked.

Mr. Sam will be present at the Remembrance Day ceremony in Invermere on November 11th.

Craft sale brings art to life

By Kristian Rasmussen Pioneer Staff A valley charity group is infusing a little life back into the art scene with the third annual Arts Alive Craft Sale at Pynelogs Cultural Centre on Saturday, November 17th.

Sandra Beingessner and Kelly Tomalty, the founders of Arts Alive, are raising funds for the Invermere Companion Animal Network’s new adoption and rescue centre while displaying a wide range of local artisan craft work ranging from pottery to rustic wire art.

“I think what we are trying to do is showcase that there is really good art in this valley and talented artists that don’t have a place to show their work,” Kelly said. “We are paying our fees and the rest goes directly to ICAN.” Arts Alive began three years ago as a way for the two friends to paint two strokes with one brush. The duo were looking to support art in the community while contributing to a cause. Last year’s Arts Alive sale drew 300 guests and raised over $200 for ICAN. The group is hoping to add to the charity’s success by focusing on bringing as many unique artists and their work to the show while working with a small space, Sandra said.

“We have a little different focus for this year; it is more about art and less about food.”

Although Arts Alive will include refreshments, the local philanthropists decided against catering the event and will instead be using as much available space for ar-

November 9, 2012 . . . ‘Fraudster’ continued from page 3 The contract between the two groups and their financing company, Sterling Bridge Mortgage Corporation, stated that money would be advanced to the project in phases, but only after independent proof of work was completed under the scrutiny of a thirdparty consultant from Cranbrook.

The fixed-price contract proved troublesome for the ECH Enviro Custom Homes — a B.C. arm of the trio’s Alberta company established in August 2006 — because the company was already on shaky financial ground due to numerous unpaid bills from residential customers in Alberta.

ECH Enviro Homes began its new contract with a request for an advance of $382,000 as a deposit for the first nine units of the project, despite the fact that no work had yet been done. After receiving the funds, the company owners immediately paid down debts of their Alberta company.

After the initial advance, Sterling Bridge refused to forward any extra funds to ECH Enviro Homes unless an independent consultant verified that the work pertaining to each phase was completed.

Mr. Groothius bypassed this security measure and continued to pay down his company’s Alberta debt by forging invoices for extra materials on behalf of the sub-trades working on the project. Sterling Bridge issued the cash, while advising that any extra costs would in the end be deducted from the total payout for that phase of the project. Although the majority of the money fraudulently forwarded to Mr. Groothius was used to pay down company debts, he also used $50,000 to fund a family vacation and buy a recreational vehicle.

Trouble arose when it was discovered that most of the invoices forwarded to Sterling Bridge Mortgage

Corporation by Mr. Groothius were false. Through an October 27th, 2007 phone call with one of the tradespeople working on the project, Mr. Rae learned many of the trades had yet to be paid even though Columere Park Developments were on track with payments according to what they had been invoiced by Enviro Custom Homes.

Mr. Rae discovered that Enviro Custom Homes also had debts tied to Spirits Reach and no ability to pay them. In addition, Columere Park Developments had not held back 10 per cent of funds required under the Builders Lien Act because Mr. Groothius had told them that his company needed all the available cash to complete the project. As a result, Spirits Reach was liable to lien claims by unpaid workers.

Columere Park Developments was forced to borrow $2.25 million from their finance company to pay off project debts incurred by Enviro Custom Homes.

Mr. and Mrs. Rae had to borrow from friends and mortgage other properties to proceed with the development.

From August 16th, 2006 to June, 2007, $2.1 million was forwarded to Enviro Custom Homes by Columere Park Developments. All but $190,000 was ultimately recovered.

Despite being declared bankrupt from September 2010 to October 2012, Mr. Groothius still owes a share of the $2.86 million awarded to Columere Park Developments from a civil suit against Enviro Custom Homes in 2010.

In addition to his financial woes, Mr. Groothius’ wife of 19 years left him as a result of the stresses of the case. They have three children aged 8, 11 and 15. “I would like to truly apologize to Dave and Donna Rae,� Mr. Groothius told the courtroom during his sentencing. “I believe in Spirits Reach and I wish it worked out.�

Norm Macdonald to run for third term as MLA

By Greg Amos Pioneer Staff To no one’s surprise, Norm Macdonald received the NDP nomination as the party’s candidate for the Columbia River – Revelstoke riding at a meeting in Kimberley Norm Macdonald on Sunday, October 28th. “Whenever you run, you simply have to work hard and concentrate on the message you put out there,� said the two-term MLA, who was elected first in 2005, and won a second term in 2009.

Mr. Macdonald said it has felt like an extended campaign period that began when Premier Christy Clark took office in May 2011.

After serving as mayor of Golden from 1996 through 1999, Mr. Macdonald entered provincial politics in 2005.

He currently serves as the opposition critic for the Forests, Lands and Natural Resource Operations and is the New Democratic Party’s rural caucus chair.

Whine for wine The 11th annual East Kootenay Wine Festival at Fairmont Hot Springs Resort drew plenty of wine lovers looking to sample over 173 wines, provided by 45 wineries from all over B.C. Ten vintners made their debut at the event.

Recipe Of The Week SHRIMP NOODLE BOWL

220 grams Spaghettini, 1 small Carrot, thinly sliced uncooked ½ Red Pepper 1 tablespoon Ginger, minced 2 cups Snow Peas 1 clove Garlic, minced 2 Green Onions, diagonally ¼ cup Asian Sesame Dressing sliced 1 lb Large Shrimp, uncooked, ½ cup Chicken Broth peeled 2 tablespoons Soy Sauce Cook pasta as directed on package.

Stir fry ginger, garlic and dressing in a skillet over medium-high heat 1 – 2 minutes.

Add shrimp; stir fry 2 minutes.

Add carrots and peppers then snow peas; stir fry 2 minutes or until shrimp are pink.

Stir in broth and soy sauce and cook 1 minute.

Add drained pasta and toss to coat.

We all want more great trails

Dear Editor: On Saturday, November 3rd the sustainable trail building seminar put on by the International Mountain Biking Association (IMBA) and hosted by the Columbia Valley Cycling Society set a record. We had 29 committed local trail users devote a full Saturday to learning the finer points of sustainable trail design and maintenance. The IMBA Trail Care Crew told those in attendance that number was a record for their summer-long, cross-country, travels during which time they’ve given more than 20 such seminars.

That 29 people – seniors, children, and every age in between made up of staff from Parks Canada, hikers, and of course mountain bikers – came out to learn more about trails and participate in such a positive event shows that we have a very dedicated and passionate base of trail users in this valley. It shows that trail users are more alike than we are different and that what we have in common is the desire for more positive recreation experiences. It shows we want more multi-use trails that are well-built and that will stand the test of time, serving a growing Columbia Valley five, 10, 100 years or even more from now.

Political pursuits hurting local businesses

Dear Editor:

The Columbia Valley Chamber of Commerce promotes and supports responsible commerce through effective advocacy, communication, networking and education on behalf of its member businesses throughout the Columbia Valley.

We believe that the residents of the Columbia Valley are best served by a robust and thriving business environment that is always moving forward and taking advantage of opportunities that will add to the

economic strength of the area.

To this end, we are concerned that the District of Invermere appears to be more interested in matters that lie outside of the district’s boundaries, rather than dealing with the economic, social and environmental issues that require strong leadership within the community.

Mayor Taft’s October 17th letter to the Invermere Valley Echo regarding mountain resort municipalities did not represent the best interests of the people of Invermere and only served to alienate those that do not agree with his point of view.

The mayor’s public letters and his continued badgering of the provincial government does not serve any positive purpose during a time that our businesses are suffering and need all the help and support available.

We believe it is time to start working together with all levels of government in a positive and productive manner so that we may build a community where we can be proud to live, work and play.

Animals earn recognition for war time service

By Pioneer Staff On Remembrance Day this year, the men and women who have taken part in Canada’s wartime and peacekeeping efforts aren’t the only ones being thought of.

A dedication to honour animals who served alongside their human comrades in war was unveiled at the Animals in War Dedication Project in Ottawa on Saturday, November 3rd.

“As a tribute to the efforts of animals who served during crucial battles, we honour their unwavering loyalty, dedicated service, and strong companionship during difficult times” said Minister of Veterans Affairs Steven Blaney.

The dedication consists of three interpretative plaques explaining the roles played by animals during past wars. A bronze statue of a medical service dog stands nearby.

“With the unveiling of this dedication, Canadians now have a place to honour animals who’ve served in war alongside our Veterans,” said Ottawa-Orléans MP Royal Galipeau. “Animals have always been a part of our lives and of our culture and should be recognized for their contributions to Canada’s war efforts.”

A variety of animals were used during war. Mules carried supplies and artillery; horses hauled field guns; carrier pigeons delivered messages to specific destinations; and dogs worked as messengers, medical assistants, mine detectors and in search and rescue. Dogs are

still employed by the Canadian Armed Forces today.

“This dedication in Canada’s Capital Region will help Canadians discover the contributions of animals in war,” said Mr. Mills. “The National Capital Commission is pleased to add these artistic and interpretive elements next to the South African War Memorial in Confederation Park.”

“With this dedication, we have ensured that the efforts and sacrifices of animals in war will be recognized today and in the future,” said Mr. Swick, founder of the project.

The Government of Canada contributed more than $98,000 toward the creation and unveiling of the Animals in War Dedication, located in Confederation Park, in downtown Ottawa.

God offers freedom of choice

By Pastor Trevor Hagan, Lake Windermere Alliance Church Why obey the law? That is a good and challenging question. Why do we have them anyway? Some would say that “laws are made to be broken”.

Yet, the laws of our land have been put in place to allow for our peace and freedom. A land without laws is a place of chaos, where the weak are victimized and violence rules by fear. The law protects us and keeps us from harm — as long as it is followed.

Why do we as parents have rules for our kids? Isn’t it because we love them and want the best for them? The rules we give them are to help them develop in their relationship with us and with others around them. The more they care for others, the more they will value the boundaries and rules

we all need to live by.

Sometimes I wonder where this whole idea of laws and rules came from. Who was the first to “lay down the law”?

Actually, it was God himself. Do you ever wonder why, like me? Only one rule — that is all that God gave to Adam and Eve. One law that said, “do not eat from the tree in the middle of the garden.”

Why did God give them this law? I believe that God set this law in place so his people would be free to choose what they would do. This was the first law of love. If people were not free to choose to obey their God, they were also not free to love their God. We know how the story goes: Adam and Eve chose to disobey God’s one law. And as a result, sin entered the world. The relationship between God and his people was broken. Since that event in the garden, God has continued to love the people of the world and went to the extreme to pay the price for this broken law. This is good news for all of us.

“For God so loved the world that he gave his one and only Son, that whoever believes in him shall not perish but have eternal life.” (John 3:16)
