History buffs recall school days

By Pioneer Staff The Windermere District Historical Society held a luncheon last Friday to celebrate the history of education as part of B.C. Heritage Week celebrations. With a “School Days” theme, attendess brought their lunches and shared stories of long-past school lunches.

Following a spelling bee, attendees were invited to present old school photos and items of interest for a Noon Hour Show and Tell. Local historian Ray Crook presented his old class photo and gave the following presentation.

“As I was born on September 1st, 1918, it would be early in September 1924, when I started going to

school. This was the one-room Windermere School with one teacher, Miss Constance Frances. I soon learned to read by the phonic method of instruction and have enjoyed reading ever since,” Ray said.

“Within a year or so Miss Francis left to get married and was replaced by a Miss King. Following her was a Miss Grace Shields and later we had a Mr. Walter Elmes. He was our first male teacher and keen on sports.

“Our hockey team was far from being brilliant but we did well at softball. Walter Elmes was a disciplinarian and perhaps we needed one. All his Grade 8 students passed into Grade 9 at the end of the 1933 term and I was one of them.”

Former planner rails against expansion

By Brian Geis Pioneer Staff Former Invermere town planner Meredith Hamstead appeared before Invermere council for a second time in as many meetings and, this time, not just to ask questions.

On Tuesday, Ms. Hamstead appeared as a delegate on the agenda and drew applause from a packed gallery after delivering a scathing critique of the District’s effort to annex the sprawling Grizzly Ridge lands that border Invermere to the west and south.

Ms. Hamstead served as the District of Invermere’s town planner from June 2005 to February 2008. She resigned the post to return to a career in sustainability consulting.

The District of Invermere is midway through a public consultation process designed to educate the public about the current proposal to annex the 2,000acre Grizzly Ridge property. The historic annexation would effectively double the size of Invermere. The proposal for annexation has been made by the owner of the property, who seeks to develop it in exchange for 350 acres of parkland.

Over the course of her 10-minute oratory, Ms. Hamstead painted the current council and admin-

istration as reactionary, fearful of the future, regretful of lost opportunities, acting on assumptions and short-changing constituents of an active, meaningful and thorough dialogue about the Grizzly Ridge annexation proposal. “Our call to action for you today is to slow down.

Broaden the scope of public consultation to include meaningful dialogue with your community,� she said. “We are asking you for more time, for more information and a distinctly more active public consultation and planning process that leaves all options on the table. We are here saying that, as your constituents, we are engaged and we are ready to participate.�

Ms. Hamstead represented a group of 12 concerned citizens organized to discuss the implications for the long-term sustainability of the community in light of the massive annexation proposal.

The group, she said, agrees on three primary areas of concern. Firstly, the public consultation process — three open houses followed by a single vote — is inadequate for such a monumental decision. Secondly, she said, the district appears to be moving forward without consideration of a concurrent proposal to establish a regional governance model in Area F. Thirdly, she said, the community lacks critical information needed to make the decision.

“We are not comfortable being asked to consider a single outcome and process that is, as we understand it, the developer’s wish list and timeline,� she said. “There certainly are a range of options, at one end, from postponing this matter until such time that the Official Community Plan of Invermere is brought up to date, to an in-depth, two-way process of genuine pubic dialogue, scenario analysis, and information gathering and assessment. “Either way, a more serious effort must be made to engage all corners of our community so as to ensure that we all have an excellent opportunity to understand whether or not this annexation will tend toward positive or tend to be detrimental to our shared community values over the next 100 years.�

The group produced a list of 40 items missing from information presented so far, including a fire interface risk assessment; an economic, social and ecological cost-benefit analysis; and science to support the council’s rationale for expansion.

The mayor and council thanked the group for raising these concerns and promised to listen with open minds. The second of three open houses, scheduled for March 9th, will feature a question-and-answer period to help address public’s questions and concerns.

Park wardens stripped of titles, uniforms

By Cayla Gabruck Pioneer Staff On April 1st, after an eight-year battle through the court system, Parks Canada wardens across the country will be stripped of their titles and even forced to surrender their trademark uniforms and Stetson hats.

Instead, they will be given a new title: “resource management and public safety personnel.�

The term ‘warden’ will now be reserved for a group of just 85 members across Canada who will be equipped with sidearms and able to arrest offenders. The remaining members will continue to carry their rifles but will no longer be able to make

arrests or enforce the law.

This year marks the 100th anniversary of the Canadian National Park Warden Service, but one retired warden said he will not be celebrating. “I think it’s a very inefficient move and it’s driven by some sort of vendetta against the warden service,� said Paul Galbraith of Spillimacheen, 60, who retired five years ago after 34 years with Parks Canada. “This latest change has been driven by union and management bickering, as far as I can see.�

Mr. Galbraith was raised here and graduated from university before joining the warden service when he was 21 years old. “I think it’s sad,� he said. “There is a lot of tradi-

tion in the warden service and I think this impacts that tradition.�

The title change is the result of a 2001 ruling by the federal courts requiring that wardens involved in enforcing wildlife, fisheries and natural resource laws be equipped with sidearms, or handguns, for personal safety.

Rather than arming all park wardens, Parks Canada opted to create the special unit.

The decision affects 425 park wardens across Canada, about 20 of them in Lake Louise, Kootenay and Yoho National Parks. None wished to comment for fear of jeopardizing their employment.

All anyone has to do is listen to the news broadcasts or read a newspaper and they will see references to gang-related crime.

Is this issue confined to the “big cities,” or are rural and smaller communities affected, too? That is the question I want to discuss.

When people hear the word “gang,” several images come to mind, most of them fuelled by television/movie images of archetypical criminals.

But that is not always the reality. In many cases, criminal gangs are loosely associated individuals who come together to form a common purpose. That common purpose is to make money the quickest way possible with the least risk and exposure to them.

Not every organized crime group has a “clubhouse” or a ritual means of gaining entry. All it takes is three main people who facilitate criminal offenses that would result in a material benefit to them.

The most common criminal enterprise is drugs.

The production, distribution and sale of drugs is the lifeblood of many urban and rural-based gangs. They want a monopoly on the market, and they will use whatever means they can to ensure it: thefts, burglaries, intimidation, threats, violence and even death if it makes good business sense . . . to them.

Another activity that criminal groups or gangs engage in is the distribution of counterfeit merchandise, which impacts the local, provincial and national economies.

RCMP Report

Break-ins at campground

On February 17th, RCMP began investigating the break-in of several sheds at Lakeshore Campground Resort in Windermere between February 1st and 17th. Six different lots had sheds broken into. At one seasonal residence, an unsuccessful attempt was made to gain entry. The estimated damage to all sheds and the residence’s door is $150.

Canal Flats man charged

On February 18th, at around 4:45 p.m., RCMP responded to a report of a hit-and-run at Hot Springs Road and Fairmont Resort Road. When the RCMP arrived, each driver was standing by their respective vehicles. The complainant said he was driving east when the other driver went through the stop sign and collided with him. The “offender” then pushed his car into a nearby parking lot and left the scene. He reappeared 20 minutes later, just before the police arrived. A 20-year-old Canal Flats man was issued violation tickets for no insurance, no driver’s license and disobeying a traffic control device.

Husky in Radium robbed

On February 20th, at 2:42 a.m., RCMP responded to an alarm at the Husky Gas Station in Radium. The convenience store had been broken into; two tills and a product scanner were taken. Neither cash register had money inside, but all the wires connected to them were cut. The estimated loss to the business is around $2,000. RCMP found evidence and are following up.

Drunk woman held overnight

On February 21st, at about 4 a.m., RCMP received a complaint of a very intoxicated and belligerent female at the Best Western in Invermere. The complainant said that he called a taxi who showed but would not take the female because she did not have any money.

The female had left towards the downtown. RCMP found the 22-year-old woman and arrested her under the Liquor Licence Act for being intoxicated in a public place and held overnight.

She was issued a violation ticket for being drunk in a public place.

Copper Point suite broken into

On February 24th, RCMP were called to a break-and-enter at the show suite at Copper Point. The burglary is believed to have occurred sometime between 5 and 6 a.m. The offender took a 36-inch flat screen TV from the mantel in the living room and left it on the floor. Two other TVs in the bedrooms appeared to be tampered with but could not be removed as they were secured to the wall. The offender also took apart the perimeter fence to gain access to the building.

Bighorn Meadows broken into

On February 24th, RCMP were called to Bighorn Meadows in Radium because three condominium units were broken into. The following items were stolen: two 32-inch flat screen TVs; one 20-inch flat screen TV that was taken from one unit but left behind in another unit.

Time to make some noise

By Brian Geis Pioneer Editor It took a lot of kicking and screaming by local politicians, health care professionals and concerned citizens to get Invermere Hospital’s ER upgrade to the top of Interior Health’s capital improvements list.

Just then, when it seemed we would finally get the sorely-needed expansion, the rules changed. The proverbial rug was pulled from beneath us and the decision on capital improvements was removed to Victoria. And Victoria has only heard a murmur about it.

However, what worked on the regional level can work on the provincial level. We just have to make a lot bigger noise. In fact, what took some of us to be heard in Kelowna will take all of us to be heard in Victoria.

Invermere resident Joan Rouse knows this and decided to do something about it.

The former nurse has drafted a petition urging the Ministry of Health to allocate the funds necessary for the redevelopment of the Invermere and District Hospital’s emergency room.

“It is urgent this project be underway prior to the beginning of summer,” she wrote. “The medical staff are working under adverse conditions for the diagnosis and treatment of emergency medical conditions.”

RCMP: more time to fight crime Dear Editor: As a member of your local Royal Canadian Mounted Police, I feel I must point out several items in last week’s letter from Gunner Jorgensen that I take exception to.

Mr. Jorgenson complains that it is no longer a police matter when a drunk driver causes a collision, but I respectfully submit that drunk drivers do not fall into the category of ‘simple property damage’ as per the new policy – rather, that is a serious criminal offence to which we most assuredly do respond.

Mr. Jorgenson laments the police not accepting found property valued under $500, because there are a full 16 of us to do so. I seek to assure the public that all eight (not 16) of our Invermere-based

investigators will now have more time to attend to the assaults, break-and-enters, drug dealing complaints, and even drunk drivers than we did when we spent countless hours processing found single shoes and key chains.

While I cannot personally speak to the source of Mr. Jorgensen’s ‘outcasts’ remark, a quick poll in the office immediately indicated an opinion that was unanimous in total contradiction of that sentiment. We are at once humbled and honoured to be your local Royal Canadian Mounted Police; we are always grateful to the vast majority of the citizens for making us feel welcome here in Invermere, and in every community in Canada. Thank you.

Dump bottled water Dear Editor: If people knew the costs and the dangers of drinking water from singleuse bottles (the bottled water from stores), they would likely go back to drinking tap water. There are many reasons to avoid bottled water: 1. Bottled water costs anywhere from 240 to 10,000 times more than tap water, depending on the brand.

There are four companies that dominate the industry and make huge profits; a conservative estimate is $100 billion per year. These companies (Nestle, Danone, Coca-Cola, and PepsiCo) take water that should belong to us all and sell it for as much as four times what we pay for gas.

2. Bottled water leads to water shortages. Water extraction for bottled water is draining communities all over the world, from the Great Lakes to the rural villages of India. In Guelph, Ontario, a citizens’ coalition has launched a campaign against Nestle because the corporation’s water-taking of 3.6 million litres a day is causing a reversal of groundwater flow to a nearby creek.

Water shortages caused by Coca-Cola’s groundwater draining in Plachimada, India, have led thousands of people to demand the closure of the Coca-Cola plant in their community. Manufacturing water bottles also requires huge amounts of water. It takes three to five litres of water to produce every one-litre plastic bottle.

3. Bottled water contributes to climate change. The bottled water industry requires a massive amount of fossil fuels to manufacture and transport their products. One-quarter of all bottled water crosses national borders to reach consumers, using enormous amounts of energy to transport. One million bottles of exported water causes the emission of 18.2 tons of carbon dioxide.

In 2007, more than 200 billion li-

tres of bottled water were consumed and the industry is growing at more than 10 percent a year.

4. Our landfills cannot support bottled water. Canadian municipalities are dealing with a waste management crisis and our landfills cannot cope with the amount of garbage generated by the bottled water industry. Globally, it is estimated that fewer than five percent of bottled water containers are recycled.

Plastic water bottles are made up of chemicals and fossil fuels that leach into groundwater and make their way into human bodies.

5. Bottled water is not safer. In order to persuade people to spend so much more than they would on tap water, bottled water companies advertise their products as “safer and healthier.” Nothing can be further from the truth. Bottled water is rarely inspected because it is regulated as a food product. Tap water is far more regulated and tested continuously, both during and after treatment.

In fact, recent research has shown that the polyethylene terephthalate plastic, that single-use water bottles are made of, routinely leaches phthalates into the water inside the bottle. Phthalates are reproductive toxins. That alone is reason enough to avoid bottled water, epecially when there is a safer, and cheaper alternative – TAP WATER. If you don’t like the organic taste of Invermere’s water, a charcoal filter on your tap solves that.

Please reconsider next time you think of buying bottled water, for the sake of your health and for the sake of the planet.

Consider using stainless steel, aluminum or safer plastic bottles for reuse when carrying water with you. Safer plastics are those with the number 2, 4, or 5 in the recycle triangle symbol on the bottom.

Grizzly Ridge: council still undecided

By Mayor Gerry Taft District of Invermere Arguably the largest and most important issue presently facing the District of Invermere is the topic of boundary expansion. Discussions of the possibility of including what is now known as “Grizzly Ridge Properties” (formerly referred to as the Hofert land) within the District of Invermere boundaries began almost five years ago. Over the last five years, negotiations have started and stopped several times, with the amount and location of park/public land being the most contentious item.

In addition to the potential for public land, other key reasons for considering boundary expansion include “jurisdictional control” (having the ability to plan and zone the land), the potential to protect portions of the Paddy Ryan Lakes (Invermere’s water reservoir), and the potential for future roadway and trail dedications (which could help with current and future transportation and recreational connectivity needs).

The current proposal from Grizzly Ridge Properties is to donate 349 of approximately 1,900 acres to the District of Invermere. This up-front donation of public space would be registered against titles and would be finalized by a legal survey. It would not be dependent on any zoning or development approvals.

The 349 acres include portions of the Toby Creek es-

carpment, a contiguous north-to-south strip “Rocky Ridge”, marsh lands, some land beside the Paddy Ryan Lakes, and the waterfall area.

Some residents who have viewed the proposed public land donation have commented that it seems insufficient and that much of the land is undevelopable. It is true that much of the 349 acres is limited in its development potential, but significant portions of it could be argued to be very high in its ecological and recreational values — and something that few of us would like to see fenced and owned privately.

The other important consideration is that in past boundary expansions, such as Castle Rock, there was no up-front public land donation. All of the park and public land was set aside as part of the planning and rezoning process, yet that development resulted in over 28 percent public land.

What is confusing about boundary expansion is that detailed planning of the land, such as an official community plan for the area, cannot be completed until the land is within Invermere’s control. It is the planning of and potential rezoning of the Grizzly Ridge land that would determine the amount of land that could be developable, and the amount and location of additional public land, and how overall connectivity is achieved.

During this process council’s discretion cannot be fettered, meaning that council must have the ability to make any decision necessary regarding an application (nothing can be pre-approved or promised and there is always the ability to refuse applications).

There have been a number of people in the community who have expressed concern over considering

boundary expansion, prior to completing more “community visioning” and re-writing Invermere’s Official Community Plan. There is some validity to these opinions: a lot of things have changed since the initial writing of the plan, and it may be the right time to engage the residents and define a clear vision and future direction for Invermere.

The difficult question is when to start these processes. Do we forget about the Grizzly offer, and spend the next two years on these planning processes (and have no certainty over public access and jurisdiction of the land to our west)? Or do we consider the Grizzly offer now, and then add that land into the planning and discussions for the future direction and vision of Invermere?

Ultimately, the decision about the right course of action has not been made. What council has committed to, at this point, is a pre-consultation process which includes three open houses. The second open house is March 9th from 5 to 9 p.m. at the Invermere Community Hall. It will feature more information than the first open house, as well as a formal presentation component at 7 p.m. Based on the information gained through the open houses, council will decide whether to proceed with a formal annexation process.

While this column focused exclusively on boundary expansion, there are many other projects and issues facing Invermere. In future columns we will cover exciting topics such as our “Community Enhancement Plan,” design concepts for a multi-use civic centre, and the Columbia Valley Governance Study. Not all Alberta drivers are idiots My boss is best!

Dear Editor: My wife and I are from Calgary and Edgewater.

We both grew up in small-town Alberta, but reside in Calgary for reasons of work. We have been travelling out to the Columbia Valley for several years now, every two to three weeks, and have recently purchased a modest retreat for our family to share memories in.

I take exception to Ms. Bissonnette’s account of her “apparent” drive to work each day. Ms. Bissonnette concludes, “I travel from Canal Flats to Invermere every day to my job and, each day, I’m dealing with an Alberta plate tailing me, flashing their lights at me to get me off the road or taking great risks to pass (before hills, etc.) just so they can drive 140 km/h.”

Wow, she has an Alberta driver each day following her to work, being as she puts it “rude and ignorant drivers who are going to either kill someone, kill more wildlife or themselves.” With these “Alberta drivers”

following her each day committing such abhorrent behaviour, the death and collision rate along Hwy 93/95 must be so very high!

The days when I have been driving the highway, which is often as I’m in the valley for several days every couple of weeks, I have very rarely seen such behaviour

by Alberta plates, let alone B.C. plates. Yes, there are a few irresponsible drivers out there, but to suggest that “every day an Alberta plate is following her, honking, flashing their auto lights” at her, well, I would suggest that she is either a horrible driver herself, if she is encountering such behaviour every day, or she is, perhaps, just slightly exaggerating one or two events of some idiot, driving irresponsibly.

Please, if you are going to write a letter to the editor, include the facts only, the non-embellished facts!

Dear Editor: Your recent section about Women in Business was great! It is wonderful to see so many women who own or manage businesses.

My employer, Lynda Malinowski, did not participate in Women in Business. She is modest, and the best employer out there! I would like to say a few words about her. Lynda owns the Invermere Dry Cleaners and Laundry. She works very hard.

She is a patient and respectful boss. In the 1.5 years I have worked for her, I have looked forward to my job every day. I hope other staff have similar experiences with their employers. I have stayed with my job for a long time and will continue with Lynda as long as she needs my help.

Bighorn Estates granted extension

By Sally Waddington Pioneer Staff The 70-acre Bighorn Estates development in Canal Flats will complete its first and second phase in late spring, thanks to a string of approvals by Canal Flats council on Monday evening.

Although it will eventually include 250 singleBarry Benson and multi-family units, the initial phase consists of 42 lots on 10 acres between Grainger Road and Columbia Lake, on the north edge of Canal Flats.

Bighorn Estates is being developed by Benny Boyz Ventures, a company owned by Barry Benson, who also co-owns Royal LePage Rockies West.

Mr. Benson and his project manager, Focus Corporation’s Elizabeth Ahlgren, convinced the council to grant Benny Boyz a 14-month extension of its construction deadline. Council also overturned several requirements in Mr. Benson’s 2007 Developer’s Agreement and deferred other decisions on a seven-point list of issues.

Mr. Benson said, despite the delays, he is relieved council has supported some of his requests.

“It would be nice if all the issues had been resolved at the meeting,” he said. “But we are pleased with the results overall. At the end of the day, I am encouraged that the majority of council seems to think we should be moving development in Canal Flats forward.”

According to the extension, Bighorn Estates must now have its off-site works completed before October 31st. Council overturned a requirement to connect the Bighorn Estates water main into an existing village main in Cedar Crescent.

Councillor Michael McDonald made a motion to defer the decision until after speaking to the municipality’s solicitor, but the motion failed. He and councillor Ute Juras voted against cancelling the water main requirement, but were outvoted.

Three development variance permits were considered.

In variance one, Benny Boyz sought to decrease the pavement depth on three of its streets from 65 mm to 50 mm. In variance two, Benny Boyz sought to lay pavement on Grainger Road at once, rather than on two separate occasions. The third variance requested that a walkway in the development be paved with gravel, rather than concrete. All three variance permits were granted.

However, two items were deferred until the next council meeting on March 9th.

Ms. Juras made a motion to defer approval on another paving issue. Benny Boyz wishes to define, shape and grade existing lanes that border Bighorn Estates, rather than pave.

“I believe this issue was brought up last spring and denied. I would like my memory refreshed on staff’s comments at the time,” Ms. Juras said.

She added that council received a letter opposing the reduced requirement at that time.

Mr. McDonald and Mr. Delorme supported the motion to defer.

Council also deferred awarding Benny Boyz an $81,714.46 credit for the construction of a reservoir supply line for the village’s own water system. Benny Boyz completed the works on behalf of the village while constructing water lines for Bighorn Estates, expecting the amount to be credited to their development charges. But that did not happen and now they are seeking to be reimbursed.

Mayor Bruce Woodbury requested the deferral.

“I would like to see more information on the numbers – $80,000 for 210 metres of water line seems like a high number. I have no concern compensating as appropriate; I just have a problem with the total cost,” he said.

Movie Review: Changeling

Reviewed by Elinor Florence Beauty can be a handicap to a serious actress, although Angelina Jolie does her best to convince us that she’s a grief-stricken mother and not a celebrity in this Clint Eastwood-directed movie.

This is a serious and sombre flick, two hours and 22 minutes in length, made even more depressing by the fact that it was inspired by a true story.

In 1928, a nine-year-old boy named Walter Collins goes missing in Los Angeles. During the following months, his desperate mother, Christine, launches a fruitless search. Just when it seems all hope is lost, police produce a boy claiming to be Walter. Uncertain how to face the authorities or the press, Christine invites the child to stay in her home despite knowing that he is not her son.

Fearing the police will abandon their search for the real Walter, Christine challenges them at every turn and is painted as an unfit mother. Horrifyingly, her battle against the authorities lands her in a mental hospital, a classic theme in

The fascination, however, lies in the true story of a heartbroken mother who is treated with so much cruelty.

In real life, Walter Collins never did return and is believed to be the victim of a serial killer named Gordon Northcott, who was convicted and hanged for the famous Wineville Chicken Coop Murders.

Jolie was nominated for Best Actress for her anguished role, although she lost out to Kate Winslet at last week’s Academy Awards.

This is a better-than-average movie and well worth watching.

Think about this: what if if nobody bought the cheaper car, or the drugs, or had a desire to lower labour costs by using illegal workers?

But that is not realistic, as “vice” has been part of human nature since the Dead Sea was on the “sick list.” But most Canadians are decent, law-abiding folks, and for them, the best defence against organized crime is not to turn a blind eye. Ask yourself some questions: • How does this person have more money than their salary would allow?

• Does this person have a real job?

• Why all the cash?

• How do they afford new “toys”?

Sometimes, there is a perfectly good and reasonable explanation. Perhaps they work hard at excellent-paying legitimate jobs. But there can be other factors to consider, such as the following:

• What is their education level?

Education (or rather, the lack of it) and crime seem to go hand in hand, when one considers that the majority of federal inmates enter the prison system without basic literacy skills.

• How long have they worked at that job?

So perhaps you are asking yourselves, “Do we see this locally?” The honest answer is: to some extent, yes.

Like all communities across Canada, we have our issues with drugs and its related crime, like burglaries, thefts, stolen cars and assaults. The RCMP is working diligently to gather information and evidence to identify, charge and prosecute the people who produce and provide drugs in our area.

Delta service still up in the air

By Sally Waddington Pioneer Staff In one month, Delta Air Lines will complete its first season of flights between Cranbrook and Salt Lake City.

But so far, Delta has not confirmed it will proceed with the planned summer season.

Members of the Fly YXC Alliance, who have backed the international schedule out of Canadian Rockies International Airport, expected Delta to make its decision in January. However, Delta merged with Northwest Airlines in October. Laurie Reed, coordinator of air partner programs at Kootenay Rockies Tourism, said that merger will affect its decision.

“Delta is re-creating itself as the world’s largest airline,” Ms. Reed said. “They are looking at creating a huge inventory of flights internationally as well as in North America.”

The alliance is hoping that meeting its goal for seat sales will have a positive impact on the decision. Originally, Fly YXC hoped to sell 70 percent of seats on each flight over the entire season. However, when the economy shifted in September, the goal was revised to 50 percent.

In the month of December, 25 percent were sold.

January’s sales rose to 36 percent. This month the fig-

ure reached 60 percent, and already March sales are at 56 percent. That means the average for the season is currently sitting at 44 percent, six percent short of the target.

Ms. Reed said the plan’s success faced three major hurdles. The first was the economic downturn, which meant U.S. holiday-makers were less inclined to head over the border. The second was the decreased snowfall in the Kootenays this winter.

“We made an allowance for fewer U.S. travellers,” Ms. Reed said, “so we were going for the diehard snow-chasers. Well, a lot of them are going to Europe now.”

Finally, many area residents were not aware of the flights at first. “The reality of the service didn’t hit until people saw the planes on the ground in December,” Ms. Reed said.

However, the partners still say the first season has been a success. “Overall we are really pleased, especially given the economic situation,” Ms. Reed said.

But Delta does not base its decision on the percentage of seats sold alone.

“The planning decision is not as easy as saying, ‘If we meet the numbers they will come.’ It also depends on other factors,” Ms. Reed pointed out.

If the service is renewed, Delta Air Lines will return on June 3rd and fly return three times a week to

Salt Lake City until September 30th.

The cost of getting the airline here for both summer and winter has fallen on the shoulders of the Fly YXC Alliance, a group of Kootenay business owners, including Fairmont Hot Springs Resort, Copper Point Resort and Golf, and Panorama Mountain Village.

Since the alliance has focused on marketing the flights to U.S. visitors, Phillip Elchitz, managing director of Canadian Rockies International Airport, said the number of local users has been “surprising.”

“We knew there was a large demand in people who drive to Spokane, Kalispell or Calgary to fly to the States. But we weren’t sure how many people would use the service,” Mr. Elchitz said.

“We were pleasantly surprised by the amount of people in the area who are supporting the program.”

However, Russ Daggett, owner of Travel World in Invermere, has observed a slow uptake in flights from Cranbrook.

“We have had people booking out of Cranbrook, but more book from Calgary,” Mr. Daggett said. “It’s a very limited service, and their on-time performance is not great.”

However, travel agents don’t always see the complete picture because of on-line bookings.

“The trend continues toward online bookings, and less use of travel agents,” Mr. Elchitz said.

By John Helm Columbia Valley Rockies The Rockies climbed onto the bus just after noon on Friday, February 20th, bound for the Shuswaps to play their last two games of the year. The bus driver, J.C. Alacoque, piloted something of a smaller load: Columbia Valley had just 15 players, including Tryg Strand and Drew Nikirk. A few of the boys went home injured, Brandon Anderson was recalled to Lethbridge, and Tyler Spaan went home to Alaska a week early. In addition, Mattias Schmitt and Kyle Rademaker were sick and unable to perform, so the Rockies dressed just a dozen position players against the Sicamous Eagles.

The home side took little time to take control, scoring two goals in the first two minutes and two more in the period to lead by four after one.

From there the Rockies calmed down and played a solid game, backstopped by the outstanding play of Hunter Shaw in goal. Shaw made several big saves, including about five flashy glove stops, to keep the game from getting too ugly. Travis Cech popped one in for Columbia Valley in the third to spoil the shutout and make the final score 4-1 Eagles.

The next night the Rockies played their last game in Chase against the Chiefs. The Rockies opened the scoring as Cech made a nice pass down low to Nolan Zarazun, who snapped a shot up and over the Chiefs’ goalie.

Garrett Griffith grabbed the second assist.

Chase answered with a pair of goals including one on the man advantage to lead 2-1 after one. The home side scored the only two of the second and then three more in the third before the Rockies could counter.

Warren Leslie slapped home a power play goal and then Brent McQueen scored 39 seconds later to make the score 7-3. Chase added a short-handed goal late: final score 8-3. Shaw had 42 saves with moments of brilliance even while hanging on the line like a T-shirt in the summer breeze. Brett Bjorkman and Travis Cech had two and three assists respectively.

The Rockies handed out player awards after a wind-up banquet at Eddie Mountain Memorial Arena on Wednesday, February 18th. The dinner was held in part to thank billet families, volunteers and, of course, players and coaches for their efforts this 30th season of junior hockey in the Columbia Valley. The players voted on several categories and here are the winners.

On another note, I neglected to mention at the time he was hurt: Brody Powell, an Invermere product, was forced onto the injured list due to a damaged knee. Before his season was cut short, Brody scored his first KIJHL goal in Summerland on September 27th.

The Rockies finished the season at 19-24-9. They stand fifth in the Eddie Mountain Division with 47 points.

Mr. Galbraith said he believes the new system will be inefficient, adding that there is a “natural integration” between resource management duties and law enforcement, which has been overlooked.

“For example, when a warden goes to deal with a very serious situation such as a bear mauling . . . first of all, it’s a public safety issue, so you would want to have some experience with public safety. It’s also a resource management issue, because you want to deal effectively with the bear, and then it could also be an enforcement issue,” he said.

“Now there will be separate wardens doing public safety and separate wardens doing law enforcement.”

Cam Ward of Canmore, a retired park warden with 35 years’ service, agrees. He says the new system leaves national parks “drastically unprotected.”

“If there is an enforcement situation, one of the new enforcement wardens will have to fly out in a helicopter to deal with it – if you can even find one,” he said. “On the flip side, the non-enforcement staff will get no help from the enforcement wardens to deal with problem wildlife, fire-fighting, rescues and all the other things that come up on a daily basis.”

He says that the entire situation was avoidable.

“Parks Canada spend eight years in the courts and millions of dollars fighting the arming in the first place,” he said. “If they had just armed all operation wardens and carried on as usual, it would have saved those millions and a sidearm would have simply been another tool on the duty belts of wardens.”

Doug Stewart, Director General for National Parks, said that in spite of criticism from the wardens, Parks Canada is sure the program will be successful.

“We feel confident that the quality of law enforcement will protect national parks and ensure visitors can have outstanding experiences in parks,” he said.

Formerly, wardens integrated law enforcement

with other duties including clearing deadfall, inspecting back country lodges and trails, and environmental monitoring. According to Mr. Stewart, only 25 percent of their time was spent enforcing the law.

“The difference now is that the park wardens will be dedicated to the function of law enforcement 100 percent,” he said.

But Mr. Galbraith still believes the system is doomed to fail.

“I have been a chief warden for 22 years and I can’t even imagine running a system like this,” he said. “To me it would be a total waste of time.”

But, he said, despite poor management, he still has faith the Canadian National Warden Service will prevail.

“There are some very dedicated people who are still working,” he said.

“I am sure they will rise to the challenge and make the best of this change just because of their dedication to the public, but I think there will be a lot of people who won’t be utilized to their fullest.”

nvermere Fire Rescue is an active unit of community volunteers, operating on a paid on-call basis. Twenty-four hours a day, seven days a week, these volunteers stand ready to help in any emergency.

As well as responding to calls, every Tuesday night between 7:00 p.m. and 10:00 p.m., these volunteers gather for training at the Invermere Fire Hall. Training is set to industry standards and is an on-going, continuing process. Every fifth Sunday, volunteers have call-out duty at the fire hall. Volunteers also have opportunities to gain further education in the field of fire fighting, urban fire suppression and rescue techniques.

Invermere Fire Rescue is increasing its active list of volunteers. Several of our volunteers have gone on to full-time departments. If you live in our service area, are of legal age, are physically fit, want a challenge and have a desire to help your neighbour, drop by the fire hall and see if we’re an organization you would like to serve with.

Slow and steady wins the money race Musical chairs There is an old saying in the financial world that the economy is sometimes like a game of musical chairs. Around and around we go, with people buying and selling houses, businesses and stocks, having a great old time listening to the music of appreciating asset prices.

It’s a fun game to play when all investors need to do to make money is hold onto assets as they go up in value.

Investors find themselves playing along by buying and selling properties, stocks or small businesses, and the banks are eager to keep the music playing by lending money. Then, for whatever reason, the music stops!

Suddenly everyone who was playing the game of musical chairs has to sit down for a while until the next time the music starts up. Some may find the chair they got stuck sitting in isn’t very comfortable. Some may even find there is no chair for them to sit in.

Waiting for the music to start again It’s pretty safe to say at this point that the music has stopped playing for a while. No one really knows when the music will start up again, but, in the meantime, investors have to get acquainted with what chair they own.

If the chair is a business, they will need to figure out how to maximize revenues and minimize expenses to stay afloat. If the chair is real estate, investors who have debt financed will have to either look for ways to maximize their rental returns or for other means to pay their mortgages.

If the chair is a stock, investors will need to do their best to figure out if the company makes money and is well capitalized so that it will survive.

Making money the old-fashioned way During numerous periods of the past, when the music of asset appreciation wasn’t playing, people and investors relied much less upon potential asset inflation to make money and much more on potential profitability.

Properties were bought and sold based much more on their rental returns than appreciation potential. Small businesses were priced based much more on their internal cash flows, and stocks were bought based on earnings rather than assets.

After all, when the music stops, you own what you own for a period of time and you’d better be happy with it.

Today, many individuals are going to have to go back to making money the old-fashioned way. If you want a dollar you will have to earn it. It could be quite a while before investors can simply borrow money and

passively buy a marginally profitable (or sometimes unprofitable) investment and sit back and get rich while it appreciates in value.

Cougar hunter responds Dear Editor: As a cougar hunter myself, I would like to respond to the owner of Nipika Lodge regarding his thoughts on cougar hunters. I have been hunting cougars for more than eight years, treeing on average eight to 10 cats per year. I have taken numerous photos, and have only killed three cats – two were trouble cats that I was asked to take care of: one was killing dogs, and the other had killed a horse.

I am not trying to kid anyone, this is an adrenaline-raising experience for the cat. However, the word ‘traumatized’ may not be the word that I would use to describe the cat’s experience. I have photos of cats lying on a branch with their eyes closed, looking very relaxed.

In all my years of pursuing cats, not once have we physically seen the cat, and set the hounds after it. The more common experience is to find the track in the snow then let the hounds go following the scent on the track; the dogs can be miles away from the cat.

It is my understanding that not all recreation areas are closed to the discharging of firearms, or hunting.

After checking the hunting regulations regarding the Nipika recreational area, I was not able to find where it stated that your area was closed to discharging a fire-

arm, or hunting.

There is compulsory inspection and reporting of the area and date of which the cat was taken; therefore I am assuming if this animal was taken in a closed and/or non-shooting area the Conservation Officers should be able to determine this.

In a conversation with a biologist a few years back, I was informed that with the hunting practices in place which control the number of males (toms), our cat population has increased in this area by allowing the kittens to survive, as the toms have a tendency to kill off the kittens.

As a seasoned hunter, I do take great pride in my sport, and watching my hounds work. I do honour the road closures. As I can’t speak for all hunters, I would hope that most hunters do the same.

However, there are always exceptions who choose to not follow the rules, whether it is in hunting, business, or life in general.

When will we learn tolerance? I ask the same question: when will we be tolerant of the ideas, sports, religion, race, etc. which we do not always agree with or understand?

Obituary Gertude (Trudy) Jorgensen, nee Kummer November 12, 1936­-February 18, 2009 It is with great sadness that we announce the passing of Trudy Jorgensen, who died peacefully after a lengthy battle with M.S. Living the authentic life means loving your neighbour

By Pastor Trevor Hagan Lake Windermere Alliance Church I saw a bumper sticker the other day that kind of bothered me. It said, “Jesus, protect me from your followers.”

I guess there would be two reasons it bothered me. Firstly, it’s judging all who follow Jesus in an unfair way; and, secondly, I can kind of relate.

I have met many people (some in our valley) who like Jesus and what he taught, but they can’t stand his followers (Christians). Unfortunately, these folks are missing the point of Jesus’s primary teachings.

When asked by a lawyer what the greatest commandment was, Jesus answered, “‘Love the Lord, your God, with all your heart and with all your soul and with all your mind.’ This is the first and greatest commandment. And the second is like it, ‘Love your neighbour as yourself.’”

I understand this to mean I need to love God and love the people he has put around me. If Christians were to live their lives like that, I believe fewer people would find them offensive.

For me, following Jesus is about living an authentic life of faith daily, living within the parameters of

what Jesus taught, as well as what he lived out. He said that, “If you hold to my teaching, you are really my disciples. Then you will know the truth, and the truth will set you free.” (John 8:31-32) Christianity is more than simply following words of a great teacher. Christianity is about experiencing that teacher in a very real and meaningful way.

Napoleon Bonaparte, the emperor of France and one of the greatest military geniuses who ever lived, was discussing world affairs with his advisers and the name Jesus came up. Here is what he said: “I know men and I tell you that Jesus is not a man.

Superficial minds see a resemblance between Christ and the founders of empires, and the gods of other religions. That resemblance does not exist . . . Everything in Christ astonishes me. His spirit overawes me, and His will confounds me. Between me and whoever else in the world, there is no possible term of comparison. He is truly a being by himself. His ideas and sentiments, the truth which he announces, His manner of convincing, are not explained either by human organization or by the nature of things . . . The nearer I approach, the more carefully I examine . . . One can absolutely find nowhere, but in Him alone, the imitation or the example of His life . . . I search in vain in history to find the similar to Jesus Christ . . . Neither history, nor humanity, nor the ages, nor nature, offer me anything with which I am able to compare it or explain it. Here everything is extraordinary.”
