Entire Shuswap council gets re-elected

By Eric Elliott, Pioneer Staff On the eve of Tuesday November 8th, it wasn’t just Americans that were taking to the polls. At the Shuswap Indian Band office, more than 120 voters made their way to the polls, re-electing Barbara Cote as the chief of the band along with incumbent councillors Rosalita Pascal and Timothy Eugene.

“I’m really, really happy because we can continue on with the good work that we’re doing,” Ms. Cote said Wednesday morning. “I was so happy, so relieved. I was cautiously optimistic yesterday but you never know and I think our community spoke very loud in the numbers that they like what we’ve been doing in the last two years and they want us to continue what we’ve been doing.”

By night’s end, Ms. Cote was re-elected as chief of the Shuswap Indian Band with 86 of the 316 votes cast with Mr. Eugene coming second with 74 votes and Ms.

Pascal finishing third with 50 votes. The next closest candidate for council was Dean Martin who finished with 38 votes in the election.

Ms. Cote first became chief of the Band in 2014, taking over for Paul Sam. One element that has changed under the leadership of Ms. Cote, she said, is their willingness to be clear throughout all their operations.

“Everything is very transparent,” she said. “We do our monthly newsletters, we do our monthly band meetings and people feel that they are part of something now.

I think the transparency act helped that a great deal that’s just leading us into how we portray ourselves and how we are, as a council, transparent to our membership.”

One of the avenues for transparency under the leadership of Ms. Cote has been to hold weekly council meetings that are open to the public to discuss issues and potential developments.

Prior to Ms. Cote becoming chief in 2014, she said that there had not been a formal council meeting held

in eight years.

Although not under her control, one of the avenues for this increased transparency has been retracted thanks to the recently elected Justin Trudeau Liberal federal government.

Last December the government announced that they would no longer enforce the compliance measures imposed under the First Nations Financial Transparency Act, which made public the salaries of First Nations leaders from across the country.

Prior to the 2014 election, the act infamously highlighted the fact that then Shuswap chief Paul Sam, his ex-wife, councilor Alice Sam, and two other family members had received more than $4 million in total remuneration over the past four years.

Ms. Cote said that she still sees a purpose for the Transparency Act to highlight the proper use of tax-payers dollars.

Radium seeks approval for new community hall

By Eric Elliott, Pioneer Staff After determining that the Village of Radium Hot Springs will require a loan of $2,020,000 for the completion of the Radium’s new Community Hall, council passed the motion for the alternative process at their meeting on Wednesday, October 26th.

Through this motion, they will be able to avoid having to hold a referendum, and Radium Hot Springs mayor Clara Reinhardt said alternative approval process is used in less contentious situations as a way to save the municipality money that could otherwise be spent on things such as the Community Hall itself.

“This is not a contentious issue as we have been planning since 2010,” she said. “In the interests of

full transparency, it is still important that all of our residents are fully informed on the process, the building costs and as much as possible at this early stage, what the operating cost impacts will be.”

The alternative approval process notes that 10 per cent of the eligible electorate within the Village of Radium Hot Springs would have to come forward in opposition of the loan approval for the loan to be rejected.

Through the number of eligible electors report, the Village estimated that there were 570 eligible electors within the village, meaning that approximately 57 residents would have to fill out the form for the loan to be rejected. Residents have until December 16th to fill out their forms and submit them to be considered part of the process.

To date, Ms. Reinhardt said that there have al-

ready been a number of meetings and conversations to help make clear the process going forward to Radium residents.

“Initially, there were a few people who seemed surprised that the hall was being replaced,” she said.

“A part of the concern was the displacement of user groups while building is in progress. As a result of two public meetings and other conversations, I believe that people are feeling much more comfortable that there is a plan for a smooth transition.”

Mrs. Reinhardt said she understands that it is council’s responsibility now to continue to meet with people from the community to address any potential concerns with the new Community Hall so the approval process can proceed as planned, which she anticipates will go through without issue.

Submitted by Sgt. Bob Vatamaniuck Columbia Valley RCMP Columbia Valley RCMP responded to approximately 70 calls for service over the past week. Here are just a few of them: • On Tuesday, November 1st, around lunch time the Golden RCMP traffic unit initiated a roadside stop for a speeder near Radium Hot Springs.

The speeder stopped and spoke to the RCMP member but then fled the roadside stop. The Golden RCMP member, along with some Columbia Valley members, pursued the speeder for about 20 kilometres then discontinued the pursuit because of the risk posed to the public. The speeder pulled his vehicle over just north of Fairmont and ran into the woods. The RCMP engaged the police dog service out of Cranbrook. Eventually the speeder came out onto the highway where he was quickly arrested. He was charged accordingly and will be in court in January 2017.

• During the search for the speeder on Tuesday November 1st, the Columbia Valley RCMP were dispatched to a two vehicle motor vehicle collision on Hwy 93/95 near the Fairmont Fire Hall. It was an unrelated event. The RCMP were already in the area and attended, noting two vehicles, a Chevrolet car with front end damage and a Ford F150 with driver’s side damage and a damaged rear tire. The truck was travelling northbound at a reasonable rate of speed when the southbound car began to turn left in front of him. The driver of the truck managed to slam on his brakes and manoeuvre to the right causing the vehicles to avoid a T-bone collision and instead strike each other in a side-swipe manner. Luckily there were no injuries to either driver. Police continue to investigate but it is likely that the driver of the car will be charged for making an unsafe left-hand turn.

• During the afternoon hours of Saturday November 5th the Columbia Valley RCMP/Conservation and Rural Range Patrol conducted a combined enforcement check stop at the intersection of West-

side Road and Horsethief Forestry Road near Radium Hot Springs for approximately three and a half hours. During the period approximately 50 vehicles were checked. Although the majority of vehicles checked were compliant with hunting and motor vehicle regulations there were a number of other infractions. These infractions consisted of one 90 day Immediate Roadside Prohibition for impaired operation of a motor vehicle, one 12 hour suspension for Impaired Operation, one Violation Ticket for Possession of Open Liquor.

In addition, warnings were given for Failure to Display ‘N’ and for having an expired drivers licence.

Warnings were also given for having unregistered snowmobiles and for driving all-terrain vehicles on Westside Road.

• On Monday, November 7th a resident of Canal Flats called to report that she had parked her vehicle outside of the Canal Flats Pantry with her purse in the vehicle and the vehicle doors unlocked. While parked there someone took a large amount of American currency from her purse. Police are following up but are asking that if anyone has any information they call the detachment or Crimestoppers.

• Sometime during the late hours of Monday November 7th and early morning hours of Tuesday November 8th, a red Toyota Tundra was taken from a driveway in the town of Invermere. In back of the open box of the truck was a 2002 yellow and black Ski-Doo The owner of the truck had left the keys for the truck in the vehicle and it was left unlocked.

Also inside the vehicle was some ski gear including ski boots, poles and goggles. Police are following up but are asking that if anyone has any information they call the detachment or Crimestoppers.

• Among the above mentioned calls for service the RCMP also attended to 11 abandoned 911 calls; just another friendly reminder to be careful with your phones and if you accidentally dial 911 please stay on the line so it can be determined that you are okay.

New multi-use centre reaches AVIVA finals

By Eric Elliott, Pioneer Staff The results are in and thanks to more than 35,000 voters from areas as familiar as the Columbia Valley to unique as the Philippines, the new Columbia Valley Centre’s project is a finalist for the AVIVA Community Fund.

“When we went out to the community we said we need at least 15,000 to be able to be in the top and little did we know there was so many exciting projects,” multi use centre fundraising committee member Dee Conklin said. “There were 500 projects that AVIVA took on, so for us to be in the top 30 and we’re such a small community, I think we need to literally pat our-

selves on the back.”

For seven years now, AVIVA Community Fund has been investing in charitable community initiatives across Canada, donating over $6.5 million in project funding to date with another million this year.

The Fundraising Committee for the new Columbia Valley Centre applied for $72,000 under the Community Development Category in hopes of purchasing and installing a projector screen for the new centre that will be able to broadcast movies and other presentations for the public.

With 30 finalists announced, the judging panel will be meeting before announcing the grand prize winners on December 6th.

Black bear put down in Fairmont

By Eric Elliott, Pioneer Staff Conservation officers were forced to euthanize a large black bear in the Fairmont area in late October after the bear had broken into several vehicles in the area in search of food.

According to WildSafeBC, the bear was able to open car door handles and get in as many as four to five vehicles that had leftover food inside. Andrea Smillie, WildSafeBC community coordinator, said that given the bear’s willingness to go inside vehicles within a crowded parking lot, the determination was made by the conservation officers that the bear needed to be euthanized.

While this is an unfortunate decision for conservation officers, Ms. Smillie said relocation of the bear was not a viable decision.

“It’s important to note here that relocation (moving a bear within its own range) and translocation (moving a bear out of its own range) are both very unsuccessful, as bears have great memories and a fantastic sense of smell, and will travel long distances to get back to where they have found food in the past,” she said. “Relocation often results in bears coming back to where they were originally a problem, and translocation often results in the bear becoming an issue for another community (especially if they already associate people/garbage with food).”

She said that although this situation is difficult with many extenuating factors contributing to the habituation of bears to humans in the area, it could have been prevented.

“A lot of the food that was left in the cars was from fast food restaurants that we don’t have in the area, so the assumption was that the cars were owned by people who were just visiting and weren’t residents of the valley,” she said. “It’s our responsibility to take pride in our wildlife and let everyone know how serious we are about managing attractants like human food. It’s also important to communicate what bears are capable of - I’m sure many people didn’t realize that a bear would attempt to get into their car.”

According to Ms. Smillie, this is the first bear in Fairmont that has been euthanized this year, despite a similar incident last year in July that forced conservation officer’s to resort to euthanize a bear that entered a resident’s home.

“Once a bear is comfortable enough around people that it breaks into cars or homes, it poses a real safety issue, and obviously results in property damage,” she said. In addition to the bear euthanized in Fairmont, conservation officers have had to euthanize two bears in Invermere this year that were conditioned to garbage and were reportedly beginning to become comfortable approaching people.

WildSafeBC wants to remind people that it is the conservation officer’s job to keep communities safe from potential human-wildlife conflicts, it’s everyone’s collective responsibility to keep the wildlife wild. “We need to continue to spread this message especially during our busy season when there are many visitors to the valley,” the group said on its Facebook page. “This will help to prevent such extreme consequences in the fall when bears are constantly searching for food.”

The world watched on Tuesday night as Americans voted to elect the 45th president of the United States.

The voters spoke and, as of press time on Wednesday, Hillary Clinton had garnered slightly more votes than president-elect Trump, while he dominated where it counted, winning more states and more electoral votes than his Democratic rival. Now begins the peaceful transfer of power that has defined the United State for over two centuries with President Trump being sworn in on January 20th, 2017.

His election signals a sharp turn to the right and it appears that many of the progressive policies enacted over the last eight years will be undone in short order, including the Affordable Care Act which resulted in more than 20 million Americans getting health insurance.

It’s difficult to speculate what a Trump presidency has in store for our neighbours to the south. Trump has promised to: repeal and replace Obamacare, unilaterally void all free trade agreements and renegotiate them, build a wall on the southern border and get Mexico to pay (or reimburse the US) for it, temporarily ban all Muslims from entering the US “until we can figure out what is going on”, deport 11 million undocumented immigrants, rebuild aging infrastructure at a fraction of current contracted costs, defund Planned Parenthood which provides reproductive health services to millions of women, bomb the **** out of ISIS, bring back waterboarding and other more forceful interrogation techniques, and likely do away with the Environmental Protection Agency and the Department of Education. He has also committed to nominating a right leaning Supreme Court justice, repealing Rowe v Wade, thereby making abortions illegal in all but the most extreme circumstances, rewrite libel and slander laws so that media outlets can be sued more easily, provide massive tax cuts for the top two per cent of income earners while raising taxes on the working poor, get rid of gun free zones in schools, and creating 25 million jobs over the next eight years while growing the economy by at least six per cent per year.

That’s quite an agenda. We wish him well.

Bear euthanization not funny Dear Editor: Re: RCMP Report, October 28th Pioneer I realize Sgt. Bob Vatamaniuck was trying to add some humour to his report of the bear vs tuna fish sandwich in a vehicle, but I am not laughing.

The mature female bear was killed and if there was a cub, where is it now?

I believe most residents of Fairmont try to manage their attractants well, but we do live with wildlife and we need to be vigilant about keeping conflicts to a minimum.

There were bears up at Mountainside all summer long, they were not aggressive nor problematic, even with uneducated people getting dangerously close to take pictures of the sow and cubs.

It is a tragedy that this bear had to be killed because it became habituated due to human misbehaviour.

We need to get rid of the attractants, not the bears!

Trails good for community Dear Editor: As the former president of the Columbia Valley Cycling Society (no longer actively involved) I read Toby Bench resident Norm Hendricks’ letter in the November 4th edition of the Pioneer with interest.

Mr. Hendricks is correct – there are legally sanctioned bike trails on the Toby Benches. However contrary to Mr. Hendricks’ take, many, including a lot of residents there, support them.

The trails are designed for public nonmotorized use (cyclists of all abilities, hikers, runners, even equestrians) and I suggest everybody check them out.

All trails the cycling society manages are on provincial Crown land and have been legally-sanctioned and are actively maintained and repaired when needed. They contribute to good health and the quality of life that

many Columbia Valley residents seek.

The Columbia Valley Cycling Society – not mentioned by name but certainly embroiled in Mr. Hendricks’ letter – is not a rogue organization. It is a non-profit society in B.C. that has a volunteer board of directors that meet regularly and in the spring host annual general meetings. Anybody can become a member and it operates transparently.

It is exactly because of its very reasonable tradition of reaching out and working through appropriate channels, including engaging stakeholders and land use managers (such as local provincial government wildlife biologists), that the Columbia Valley Cycling Society can sometimes become a target for the exaggerated and gloomy claims of a vocal few.

Keep trails to peace and quiet Dear Editor: Regarding the proposed 30 to 40 kilometres of bike/hike trails on the Toby Benches, I oppose it. I agree with the arguments set forth by Norm Hendricks in the Pioneer last Friday.

In addition, as an avid hiker, and volunteer trip leader for the Alpine Club of Canada, I am not against mountain biking per se, I have a beautiful mountain bike myself. But I do NOT like the ‘take over’ bent of the mountain bikers.

I hike Swansea four times a week and honestly, the new trail there is very helpful to hikers going up and down. The bicyclists there have always been very polite and friendly.

But really, on weekends, when Swansea gets crowded, it is not a peaceful place.

Alternatively, I hike up the South Ridge which offers peace and quiet and nature at its best with terrific views. However, there is much evidence that the bikers are now taking over this side of the mountain as well, and my nature experience will go out the window. There are now so many trails on the main Swansea mountain, that it is basically ‘wrecked’ with trails all

over the place and a lot of erosion.

So now the bikers are bored with Swansea and want to expand up to Barbour Rock and Neave Creek?! I don’t even use that area for hiking, but I would not want bicycle paths there to ruin the peace and quiet of nature there. Hiking with bikers whizzing by you, whooping and hollering, breaks squealing and bikes pounding over jumps … all adds up to a major conflict of goals.

There are thousands of kilometres of back country roads, from logging and mining, that bicyclists can use without causing an uproar to hikers. Why don’t they use them?

They would damage nothing and would keep away from hikers who want peace and quiet…so they can hear a grouse in the bush or the wind in the trees.

Just to underline, in addition to human conflict, the animal conflict well documented by Hendricks’ letter, are all valid in my opinion.

ICAN brings in rescue dogs from Cambodia

By Nikki Fredrikson, Special to the Pioneer For Invermere’s Companion Animal Network (ICAN) helping animals in need within the Columbia Valley has always been its priority. When the shelter’s dog fostering families had no animals to care for, ICAN President Lana Banham began reaching out to other rescues and shelters in Canada to help. With no other shelters in need of extra help caring for an overpopulation of dogs, Banham expanded her assistance to a global scale.

“It all started with a Facebook post that I saw back in June with regards to the Yulin Meat Festival, the dog meat festival. They needed help with their dogs, way back then so I reached out to Animal Hope and Wellness saying we might be able to come up with something here and partner with them to bring a couple dogs back if that were something they were interested in,” said Banham.

Animal Hope and Wellness Foundation, based out of California seized approximately 1,000 dogs from a slaughter house in Cambodia.

“These slaughter houses are quite barbaric and horrific, what these dogs go through before they’re slaugh-

tered. ICAN is not condemning them for eating dog meat by any means, that’s just a different culture, with different beliefs - it’s just how they go about the slaughter of the animal before processing it for consumption,” said Banham.

ICAN has been working with the Foundation to bring four of these dogs into Columbia Valley foster homes. With Little Mittens in Golden, B.C. also helping out, the Upper Columbia Valley and Golden areas will together be home to a total of eight rescues.

“It’s kind of a no brainer we’ve got empty foster homes that are just waiting for dogs to fill them,” said Banham.

Within 24 hours ICAN raised over $1,200 dollars that was needed to pay for the transport and care of these dogs. As the animal shelters’ commitment is still to the animals in the Columbia Valley, a separate fundraiser has been established for the Cambodian dogs.

“For the past 10 years, ICAN has worked solely with animals from the Columbia Valley and that’s not going to change, that’s still our number one priority. This isn’t taking away from any of the animals here in the valley.

We’re still able to do our regular stuff and help the ani-

mals that need it here even while we are doing this,” said Banham.

The four new rescues to the area will hopefully be arriving on November 24th, 2016 from Vancouver, B.C. All the dogs have spent at least a month in quarantine, have up-to-date vaccinations and are spayed or neutered.

The dogs are all eight months or younger and weigh between 20-25 pounds according to Banham. They will be checked by ICAN’s veterinarian upon arrival and will go through behavioral assessments and house training.

When in Cambodia these dogs spent their lives in horrific conditions in slaughter houses including physical abuses.

“There’s a misguided belief that the more fear and adrenaline and torture these dogs get before slaughter makes the meat taste better and ups the health benefits of the meat,” said Banham.

Despite their past, the new additions to ICAN’s shelter are all friendly with other dogs and people and will eventually be available for adoption within the next few months. Christmas Bureau gears up for the festive season

Over the course of this coming holiday season, the Christmas Bureau of the Columbia Valley aims to do their part in helping to make Christmas a little bit brighter and cheerier for families in need.

The nonprofit organization has for the past twenty-four years raised funds to purchase and distribute gift cards from our local grocery stores. “These gift cards, along with a small box of personalized gifts and goodies, are then distributed to families and individuals that are in need of some help at Christmas time,” said the organization’s Public Relations Coordinator Mandi Cox. “We believe that everyone deserves a special Christmas dinner without the added stress and

financial burden that often comes with the holiday season.”

Families interested in participating in the program can find application forms at several locations including: Family Dynamix Association, Invermere Food Bank, Shuswap Band Hall, Ministry of Children and Family Development, the Employment Centre, and the Canal Flats Food Bank. “Over the last five years we have helped an average of 250 families (750 people),and there’s been a steady increase every year over the last five years,” said Ms. Cox. Initial planning for the Christmas Bureau’s effort begins in late summer and it involves organizing jobs, figuring out which people are responsible for what tasks, establishing the overall team, and discussing what worked or didn’t work from the last year. “Up to 25 volunteers work tirelessly to make it happen every year and we couldn’t do it without them,” said Ms.

Cox. “We make a point of being at different social events in the valley to raise awareness and gain sponsors, and we also set up angel trees in various retail outlets, conduct advertising campaigns, match families with sponsors, and finally set up for the big distribution day,” she said. “What we do would not be possible without the generous support of the Columbia Valley’s businesses, societies, full-time, and part-time residents.” This year, the distribution day is set to take place on December 14th.

Concerns from small Radium accommodators put valley wide marketing efforts on pause

By Steve Hubrecht Pioneer Staff Work on creating a single destination marketing organization for the entire Upper Columbia Valley is on hold, after accommodators in Radium voted against such a move earlier this year.

The opinions of accommodators were collected in winter and spring 2016, but the results only became public a few weeks ago, when the Columbia Valley branding and marketing steering committee released its final report on Friday, October 14th.

“The work of the steering committee is on hold indefinitely because there was not enough support to continue on at this point in time. Additionally the funding received from the Columbia Basin Trust for this phase of work is now complete,” Columbia Valley tourism marketing committee member Andrea Tubbs told the Pioneer (the tourism marketing committee has taken the place of the branding and marketing steering committee). “We are thankful to everybody involved.

Although the immediate result maybe wasn’t what some had hoped for, it has created a framework for discussion that will help build relationships for the future.”

The Columbia Valley branding and marketing steering committee was made up of representative from many of the major tourism operators and organizations in the area and was formed in spring 2015, following a pair of forums in which members of the local tourism sectors expressed interest in forming a single, valley-wide destination marketing organization, which would have replaced the two current local destination marketing organizations — Invermere-Panorama and Radium — and included tourism operations (such as

those in and around Fairmont Hot Springs) not currently part of any destination marketing organization.

The timeframe clarified by the committee in late spring 2016 envisioned a single destination marketing organization being formed in 2019.

In January the steering committee conducted outreach and held a presentation. Participants were given a ballot asking them whether they were in support of or opposed to moving ahead with a single destination marketing organization.

There was some confusion around the timeline, with some tourism operators expressing opposition to immediately creating a single destination marketing organization, but support for doing so in 2019. The 2019 timeline was then clarified in a second question sent out in late March 2016.

“It also became apparent that the Tourism Radium destination marketing organization and its accommodators has some concerns despite their destination marketing organization’s letter of support,” wrote Katie Wells, who prepared the final report for the steering committee.

Tourism Radium organized a panel session to help sort through some of the concerns, but “it was clear that Radium accommodators still had a lot of misinformation and also needed more time to process this decision,” wrote Ms. Wells. “Shortly after this meeting, Tourism Radium rescinded their support. Given the communication concerns during this time, the steering committee requested that each accommodator still answer the letter of support form to gauge their individual support.”

number of beds; and by region and number of accommodators. At the outset the steering committee had pointed out that any Municipal Regional and District Tax boundary changes requires 50 per cent plus one support in terms of number of accommodators and 50 per cent plus one support in terms of number of beds.

Most destination marketing organizations in B.C. derive their funding from Municipal Regional and District Tax programs.

The number of accommodators breakdown shows 24 accommodators in Radium, six in Invermere-Panorama, and 15 accommodators in Regional District of East Kootenay (RDEK) Area F not currently part of any destination marketing organization in the valley, for a combined total of 45 accommodators.

In Radium, 25 per cent of accommodators were in favour of a single destination marketing organization, 46 per cent opposed, and 29 per cent did not reply to the question; in Invermere 100 per cent were in favour; in RDEK Area F 73 per cent were in favour, seven per cent abstained from voting, and 20 per cent did not reply. This makes a combined total of 51 per cent of accommodators in favour, 24 per cent opposed, two per cent who abstained, and 22 per cent who did not reply.

The number of beds breakdown results show 669 rooms in Radium, 460 in Invermere-Panorama, and 772 in Area F. The combined total of rooms in the break down is 1,957, which the report points out is slightly higher than the actual number of rooms in Radium, Invermere-Panorama and Area F all added together because of the inclusion of regional accommodators.

Love It Live seeks performers

By James Rose Special to the Pioneer The Columbia Valley Arts Love it Live Concert Series is looking for aspiring and emerging artists to open the four remaining performances for the 2017 season.

“Aspiring and emerging artists are those, between 18-34 years old, who have mastered the basic techniques of their art form through education or apprenticeship and are in the very early stage of launching a professional career,” said Columbia Arts Council Director for Performing Arts Tricia Duffy Atkin.

“Rural, culturally diverse and/or indigenous artists are encouraged, and if you are interested and would like an opportunity for this or an upcoming event (open to other creative options) to be a part of a real concert performance, to learn and grow as well as meet other successful touring artists, this will be a great event for you.”

The Love it Live concert series is organized by Columbia Valley Arts (CV Arts) and features live music from a variety of artists from across the country at Invermere’s Pynelogs Cultural Centre. “The series occurs once per month and is really about experiencing live music and how it changes, impacts, influences us, together individually and as a community,” said Ms. Duffy Atkin.

The impetus for the live music programming comes in the wake of a recent marketing study that

identified arts and culture as critical in drawing new residents and visitors to the Columbia Valley. “Music changes and engages you on a different level of experience. So this winter after skiing all day at Panorama Ski Resort, North America’s number one ski resort, we want our community as well as visitors to be able to go out in the evening for a dinner in Invermere, then experience outstanding live music at Pynelogs,” commented Ms. Duffy Atkin.

For emerging musicians looking to get experience and exposure in front of a crowd, this is a great opportunity.

“Earlier this month, jazz musician Amanda Tosoff performed as part of the concert series, and the show went over very well with the audience,” said Ms. Duffy Atkin. “We had a good turn-out with just over 60 but for the next performances we would like to fully reach capacity since we need to create a critical mass of supporters building to over 225 to fill our new theatre next year.”

Interested performers are encouraged to reach out as quickly as possible. “Please don’t delay as grants need to be submitted before November 20th that may pay artist fees, and/or expenses associated with touring including travel and accommodation,” said Ms. Duffy Atkin.

I wanted a variety of powerful speakers and I feel like the ones that I chose and their topics are the perfect fit for this event,” she said.

“Two of them will be travelling internationally to speak here in Invermere, Kendra Doss is travelling from Los Angeles and Stephanie Ghoston will be coming to us from Portland.

The other two speakers are local to our valley, Donna McArthur from Invermere Family Chiropractic and professional athlete Jolaine Undershute, owner and operator of Endeavor Fitness.”

By Stephen Lebovits Effusion Art Gallery + Glass Studio According to the Interweb, it’s apparently a major fashion faux pas to wear white after Labour Day. Why? Nobody can really say. But, it’s supposed to have something to do with white being a summer colour, and Labour Day being the dividing line between the seasons.

Pish posh to all the folderol!

Marching to the beat of their own drum, Effusion Art Gallery + Glass Studio are eschewing the naysayers by introducing an exhibition entitled Winter Whites, in which many of their artists will interpret the theme in their own special way.

“It’s a nice time of the year to get some fresh work from some of our artists, and by leaving it open to interpretation, we look forward to being pleasantly surprised,” says Heather Cuell, Effusion’s guiding hand and resident artist.

Making an open call to her stable of creatives, Cuell has only requested that the pieces be in the small-to-medium sized range, easy to send as holiday gifts.

“Why not give the gift of art? It’s the holidays, our artists are creating in the spirit of the time, it’s a great way to introduce those not familiar with art to it in a fun, caring way,’”she explains.

The show will start on Saturday, November 12th and run until the end of the holiday season.

“November is shaping up to be a fun month as we launch this exhibition, then follow it up on the 18th with our annual fundraiser, wherein we will be selling our hand-decorated Christmas ornaments in support of the Westside Legacy Trail. So, if you’re around, please drop by, say hi and see what we’re all about,’”she adds.

Sending Love in a Box / Operation Christmas Child Submitted by Lorene Keitch Operation Christmas Child is in full swing for 2016. You may have noticed the iconic red and green shoeboxes around town, as families pick up and fill boxes for children in need. This is a chance to fill a box with hope and love and give a gift to a child who will truly appreciate it.

Pick up a shoebox in Invermere at Red Apple, Sobeys, or Kootenay Savings Credit Union. In Radium, Blessings Thrift Store has boxes on hand. Make sure you grab a brochure as it includes information about how to pack and label each box.

Shoeboxes can be filled with all sorts of fun and practical items for children who have so little. Clothing items like socks fit nicely in a box, or add in a t-shirt, thin mitts or decorative scarves.

Don’t forget school supplies like notepads, pencils with sharpeners, rulers or erasers. And of course, every child across the globe loves to get toys. Colouring books and crayons, chalk, stickers, dolls, finger puppets - the list is endless of fun things to make the box the best Christmas present you will give this year. For the 10-14 year old child boxes, practical items like sewing kits, sanitary pads and tools can go a long way in helping.

There are guidelines about what can and cannot go in the shoeboxes. Do not include any candy or food, any liquids including bubbles or shampoo, make-up, medicine or war-related items. For a full list, see http://samaritanspurse.ca/operation-christmas-child.

Lastly, please include seven dollars in the brochure’s envelope to handle shipping. This year’s boxes from Canada are going to places such as Haiti, Senegal, Sierra Leone and Ukraine.

Operation Christmas Child, a ministry of nonprofit organization Samaritan’s Purse, started in 1990. To date, Operation Christmas Child has collected and distributed more than 135 million shoeboxes worldwide. Last year, Invermere proudly included more than 400 shoeboxes to the Canadian total of 730,0000 boxes distributed. It would be great to reach the 500 mark this year! So grab a shoebox, get it packed and return it by the week of November 14th.

Local churches including Lake Windermere Alliance, Valley Christian and Radium Christian Fellowship are working to fill up boxes. Students at the high school have also gotten involved, as well as Sonshine and Windermere Valley daycares.

The campaign has been underway for weeks now in Invermere and wraps up next week. Red Apple alone has handed out around 100 boxes, so it’s time to fill

YOUR MONEY Why invest globally?

Those who invest primarily in Canadian assets wonder if they should consider stepping into the global stock and bond markets. Here are a few reasons why they should.

To avoid home bias Many Canadians, especially those looking for dividends, are guilty of home bias. In Canada, this refers to investors who have the vast majority of their financial assets invested in Canadian stocks and bonds, with none, or very little, invested outside our borders.

This can spell trouble for investors for a few reasons.

For starters, on a global scale, Canada is a very small market with limited investment opportunities. Being invested fully in the Canadian markets puts an investor’s entire portfolio at the mercy of Canadian stock and bond market trends. This may work for a while, but the whole portfolio suffers when the markets turn.

To increase diversification There is very little diversification in the Canadian marketplace. Energy and financials comprise about 60 per cent of the Toronto Stock Exchange (TSX), while technology and healthcare make up about 5 per cent.

This gives us a very unbalanced stock market, and limits the diversification opportunities within our borders.

Among other things, diversification is a way to protect against risk. For example, in the year 2000, Nortel

stock accounted for more than 33 per cent of the total valuation of all the companies listed on the TSX. By August 2002 Nortel’s share value had plunged by more than 99 per cent, losing more than $390 billion dollars of investor’s money. Proper diversification helps limit losses linked to specific companies and events.

To access opportunities With only two per cent of our stock market allocated to technology, it’s safe to say there’s not a lot of innovation going on with Canadian companies as compared with the rest of the world. Further, the Canadian stock market is considered to be in a mature phase.

In other words, most of our companies have already achieved exponential growth, and will likely grow at a much slower pace in the future. Coupled with our low inflation environment, Canadian stocks could experience difficulty growing in the years to come.

Looking beyond our borders opens up a cornucopia of investment opportunities, in both stocks and bonds. In addition to there being huge opportunities in the stock markets, higher yields on high-quality debt can also be found in the global bond market.

How should I do it?

Buying individual stocks in the global markets can be a difficult task. Not only are trading costs higher, but finding adequate research and information about

global stocks can be tricky. Therefore, many investors find success by using investment products to gain exposure.

There are a few different ways to do this. Mutual funds are perhaps the best strategy, as the stocks and bonds of global companies can be difficult to analyze if you are not an expert. Using a combination of mutual funds and exchange-traded funds (ETFs) is also a good strategy. The ETFs can provide broad-based, large-cap exposure, while the mutual funds focusing on smaller, less-obvious companies can be used to find interesting opportunities. Using ETFs alone can be a problem, however, as they have no active management, an ETF would not be able to identify a good company from a bad one. Remember the Nortel example: a TSX 60 ETF in the year 2000 would have had about 33 per cent of investor’s money in Nortel stock.

Final thoughts The Canadian stock market has come a long way over the past year, but a sluggish Canadian economy might make it necessary for investors to look for opportunities elsewhere. Even those who invest for dividends might feel the pinch if stretched valuations result in falling share prices.

From the frontlines to a new beginning, the life story of veteran Frank Sam

By Eric Elliott Pioneer Staff Each November 11th offers a similar yet unique experience. People across the country gather in one central location in their community, braving the often-cool air accompanying Canadian Novembers. They stand sideby-side along the street, listening at first to the boom of a drum that slowly fades into crackles before the first roar of the bagpipes consumes their attention.

Few speak, instead watching the slow procession of aged men and women dressed in military uniform pass by towards the community’s cenotaph. For some, it’s a participation out of respect, the way that wearing a poppy every late October is just, “the right thing to do.”

For others such as Glady Sam, the experience is much more than that. For as long as she can remember, it’s meant proudly marching alongside her father Frank, thinking about all of those who were unable to return to their families after serving their country.

“I hear the bagpipes and I tear up because I think of my dad and my granddad,” she said. “There’s a sadness that overcomes him. You can see it and you can feel it in the way he describes it in his stories with where he’s been, what he’s done and the places he’s been.”

A member of the Shuswap Indian band, Frank endured the residential school system before being left without a future at the age of 15 in a world at war in 1941.

3,000 Aboriginal Canadians from enlisting in the army, fighting for a country that had spent most of its history trying to erase their culture.

While thousands of Canadians lost their lives over the five years of fighting overseas, Frank’s life was spared after being discharged from the army prior to the end of the war due to gunshot wounds to his ankle and arm.

After spending a year in hospital healing from his injuries, Frank began to live the Canadian life he fought so hard for, playing hockey and baseball before he met his wife Patricia while working at an apple packing shed in Washington State in 1966.

A year later the couple married and moved north to Canada, living in Fairmont where Frank took a job at the local mill.

Eventually, the dreams became too much for Patricia who said she was forced to sleep in another room. Still the couple stayed together, overcoming the difficult past to raise their family.

It’s this resiliency Frank demonstrated that Glady said makes her pride endure.

“My dad has gone through residential schools, he’s gone through war, he’s seen and done more than anyone will ever do in two lifetimes,” she said.

Girls trained themselves to defend our valley

By Elinor Florence, Special to the Pioneer Little has been written about women’s militia groups, because they weren’t part of the official armed forces. So I was thrilled to find a cardboard box at the Windermere Valley Museum filled with mementos of the local women’s militia.

Better yet, the girl who served as the group’s secretary is still alive and well.

Her name is Joy Bond, and she turned ninety-eight years old in August 2016.

Another girl who served in the militia also spent her life here. I was fortunate to speak with Audrey Osterloh before her death last March at the age of ninetyfive.

Formed in September 1941 with twenty members, the local group was one of 11 groups in B.C. belonging to the Canadian Women’s Training Corps, including Fernie and Cranbrook. (The Cranbrook All Girls’ Bugle Band was first formed in 1941 as a women’s volunteer militia group, and later was converted into a musical band.)

While the boys in uniform were getting free room and board and a salary, these girls were paying their own expenses. Members paid $1.50 each to join up, and then 25 cents per month. They also paid for their uniforms, ordered from a Vancouver company: navy blue tunic and skirt, white blouse, black tie, gunmetal stockings, and black shoes.

Training took place one night each week, and the girls studied Military Drill, First Aid, Stretcher Bearing, Morse Code, Motor Mechanics, Air Raid Precaution, and Signalling. Pages of handwritten notes describe types of bombs, their

effects on the human body, and how to treat the victims.

It may seem funny now to think that the girls were preparing for an enemy attack, but Japan’s surprise raid on Pearl Harbor had everyone on high alert.

Decked out in their military dress, they spent many long hours learning how to march and drill.

. . . ‘Girls’ from page 21 Both Audrey and Joy remembered the route marches up the long hill beside Lake Windermere. They also turned out for Church Parade every Sunday in full uniform, taking turns among the various churches.

The girls did more than train, living up to the motto on their cap badges Facta Non Verba, meaning “Deeds, Not Words.” They made themselves useful by helping the Royal Canadian Legion at the Armistice Day supper and the Vimy Ridge dance, hoisted and lowered the flag during the town’s Victory Loan campaign, and showed up in full force at any wartime fundraiser.

One girl was dismissed for being AWOL (Absent Without Leave) for three consecutive meetings. As noted on her attendance sheet, Audrey received “disciplinary action,” but she couldn’t remember what for. “It was pretty hard to get into trouble when all the boys were gone,” she mused.

The girls earned military ranks similar to those of the armed forces, and were serious about completing the requirements to move on to the next level. Joy remembered that she was very proud to be made sergeant, which cost her five cents!

She had to mail a nickel to Vancouver to receive her sergeant’s chevron, which she then sewed onto her uniform.

As Joy recalled: “I could have gone farther, but our leader Helen Young had the highest rank of Lieutenant. The next rank was Major, but Helen refused to become a major because her father had been a Major in the First War, and even though he was already dead she felt it would dishonor his memory. So we all had to settle for a lesser rank!”

This Remembrance Day, please take a moment to reflect on the brave young women who were prepared to defend our community from the enemy. *** Born on August 24, 1918, Joy Johnston was raised on a ranch at the end of Johnston Road, named after her family. In 1943 she married Bill Bond, home on leave from the Royal Canadian Navy. After the war, they purchased Invermere Hardware and had two daughters: Lorna and Carol. Bill died in 1996, and Joy still lives in her own home.

Audrey Cleland was born on January 11, 1921, in Invermere. After finishing high school, she took a business course in Vancouver and then worked at the local Imperial Bank of Canada. She married Charles Osterloh in 1943 and the couple operated the local dry goods store, later to become Home Hardware. The couple had two children: daughter Jaryl, and son Buzz. Charles died in 2002, and Audrey passed away in March.

How Canadian kids helped to win the war Special to the Pioneer Local author Elinor Florence of Invermere presented a slideshow to 100 Grade 2 and 3 students at Eileen Madson Primary School last week on the subject “Canadian Kids in the Second World War.” “It wasn’t just the fighting men who helped to win the war,” she told them. “Everyone in Canada, including women and children, were also involved in the war effort.”

She explained how children in the Columbia Valley, even very young children, contributed to the war effort in the following ways: 1. Canadian children were separated from their fathers, sometimes for five or six years. It was very sad for children to say goodbye to their fathers, not knowing when or if they would ever see them again.

2. Canadian women, including many mothers with children, and girls as young as sixteen years old, worked in factories. Across Canada, one million Canadian women went to work manufacturing aircraft, ships, trucks, tanks, and weapons.

3. Women and girls across Canada, even right here in the Columbia Valley, formed militia groups and trained

themselves to defend the home front. The Invermere Women’s Militia learned how to conduct air raid warnings and how to treat bomb injuries, in case the enemy ever dropped bombs here.

4. Since families could not communicate by Internet or telephone, they wrote hundreds of letters and sent hundreds of parcels. Children wrote to their fathers, older brothers, uncles and other relatives. There was so much mail that the Royal Canadian Air Force created a special Mailcan Squadron, which did nothing but fly mail back and forth between Canada and Great Britain.

5. Since every ounce of oil and gasoline was needed for military vehicles, Canadians went on fuel rations.

Most families did not drive a vehicle, so kids had to walk or ride their bicycles everywhere. Families didn’t take holidays, because they were discouraged from using buses or trains unless it was an emergency.

6. Canadians went on food rations. Because Great Britain couldn’t feed its own population, let alone the thousands of men who arrived to fight the enemy, Canada agreed to ship food overseas. From 1942 until 1946 Canadians did with limited amounts of meat, coffee, tea, sugar, butter, milk, and eggs. Luckily here in the Columbia Val-

ley there was plenty of fish and game, which was not rationed.

Defending Freedom Fresh old ideas

By Arnold Malone Pioneer Columnist Arnold Malone served as MP for Alberta’s Battle River and Crowfoot ridings from 1974 through 1993. He retired to Invermere in 2007.

It is November 11th, a day when each of us should pause and dwell on our good fortune and to give thanks to those who in years gone by made today’s privileges possible. Each year we pause and remember how we got to be the nation we now enjoy.

War has changed us. It was Canada’s extraordinary contribution in World War I that paved our way to nationhood. It was our war effort that focused the world’s attention upon us.

In two large battles Canada, a British colony of only 8.7 million citizens, was victorious where larger nations had previously fought and failed. We succeeded at Vimy and Passchendaele, and did so at a terrible price. Canada had 10,000 casualties in the battle of Vimy Ridge and 15,600 at Passchendaele.

We know the names of past enemies, Stalin, Mussolini, Adolf Hitler and others. Democracy is fragile because there is always an enemy. Even today the enemy lurks amoung us; his name is Apathy. Democracy is a concept that requires citizen involvement in nation building. Whenever a significant number of citizens begin to take freedom for granted we dishonour our veterans past and present. Through complacency we risk the freedom that others fought so hard to preserve.

The larger colonies of the British Empire came into adulthood through their extraordinary contribution in the Great War, World War I. In his book Marching As To War Pierre Burton indicates that it was our Canadian Prime Minister, Sir Robert Borden, a member in England’s Imperial War Cabinet . . . ‘Elinor Florence’ from page 23 8. Children learned how to knit. Both boys and girls of school age learned how to knit socks, scarves, sweaters and hats to be sent overseas to keep the servicemen warm during those cold European winters.

9. Children used their pocket money from allowances, chores, or birthday gifts and gave it to the government to assist in fighting the war. Literally millions of dollars were contributed by children.

10. Kids were good at scavenging. Encouraged by

who, stunned onlookers when he grabbed British Prime Minister Lloyd George by the lapels of his frock and shook him after declaring, “If there were ever another Passchendaele not another Canadian soldier would leave our shores.” Others were shocked by Borden’s declaration but Lloyd George was impressed. After the end of the war Canada, Australia and New Zealand were considered somewhat semi-autonomous countries.

It was the contribution of the colonies that opened the gate for the process towards our transition to independent nationhood.

Sir Robert Borden’s anger was founded on the broadly held view that the British war generals had deployed colony soldiers with too little regard. Our great loss at Passchendaele was to secure a ridge of doubtful importance.

We must always be prepared to defend our values and hopefully by diplomacy and through example we can retain our values while setting a model for others worldwide. Freedom is not a concept that can be won on a battlefield and once won, be assured for all time. Freedom is a concept that must be fought and rewon each generation, generation after generation.

The line in the poem In Flanders Fields, “Take up the quarrel with the foe,” asks us never to forget to build and preserve our democracy; the democracy that once was defended through a terrible cost.

From the sacrifice of so many we are now duty bound to be involved. This is not hard. If we show respect for others, are inclusive with those whose views are different, help to make our community better and at minimum pocket our gum wrapper rather than tossing it to the street we are taking part in respecting Canada. We diminish our nation as soon as we assume that our country should provide for us without return.

If we forsake the values that the brave men and women who sacrificed so much in assuring our freedom, “they shall not sleep though poppies grow in Flanders fields.”

Remembrance Day is a special day for reflecting on the protection provided by our armed forces past and present but also reminds us that working for freedom and democracy is a continuous responsibility, lest we forget. their parents and teachers, they collected tons of metal, paper, rubber, and grease. These materials were in short supply and were recycled into useful products including weapons. Some kids even donated their own toys for metal salvage drives.

11. Children played war games. They read comic books about the war, and they played with toy airplanes and soldiers and tanks.

Every kid wanted to defeat Hitler. It was even possible to order child-sized uniforms from Eaton’s catalogue.

Columbia Valley student brings home judo silver medal

During the weekend of Saturday November 5th and 6th, Graham Norquay competed at the Quebec Open Judo Tournament in Montreal.

On November 5th he was in the under 16 division amongst 17 competitors and won the silver medal.

Then on November 6th he was placed in the under 18 division and a weight group higher and was defeated by a brown and a black belt but he held his own very well.

Congratulations to Graham, he is now training with the Team Canada for the next four days and then will be competing in Toronto the next weekend.

Have you ever had one of those days, where even when you are going with the flow, and taking things in stride, it doesn’t really feel like things are going your way? Maybe you have an idea about the way you wish things would go and you have been keep-

ing the good vibrations flowing and all focus and thought attention and intention towards it, but things are still not going right…it doesn’t feel like holding a good vibration is working very well right now.

We are ascending as human beings, individually and all together as a collective. That means things will be shaking loose and brought to the surface for examination and release. The more we all ascend the more that all that is of a lower vibration must shake loose. The more changes we see from old ways to new.

This is a good thing, because we are better off without things that no longer serve our highest good. It may not be easy to see it as better though, in the midst of the experience. Maybe the more

we struggle against something, the less headway we make. Maybe the thing we struggle against is the thing we need to let go of and just stop struggling. Stop taking part in the struggle, or choose not to take part in the struggle. For that matter, why not decide not to take part in any struggle, war or any other rampage of fear?

Things always happen for a reason and maybe that reason is inconceivable to the person having the experience, but it is for the higher good and to allow free will, or a choice.

Letting go of our interpretation of how things should unfold, and to continue to be clear about what the end goal is, can be an up and down process.

Making a go of it in the Columbia Valley Wilmer Community Club

The following is part one of three submitted stories from the Columbia Valley Community Foundation focusing on the recently completed Vital Signs report.

Economy, environment, housing, recreation – all vital signs of how a community’s doing and where it’s headed.

Last month, the Columbia Valley Community Foundation (CVCF) released its inaugural Vital Signs report, which provides a comprehensive, reader-friendly look at how the Columbia Valley is faring in key quality of life areas. The report brings together data collected this past spring via community surveys – submitted by 1,067 local respondents – and complemented by data from a variety of other sources. It addresses a range of interconnected issue areas: Work and Earning, Housing, Environment, Getting Around, Learning, Belonging and Quality of Life, Getting Started Here, Health and Wellness, and Safety.

This is the first article in a three-part series to introduce the findings of Columbia Valley’s Vital Signs and inspire discussion about how to make our communities even better.

Employment and economic environment are the issues of highest concern to East Kootenay residents, and in particular the need for more full-time employment.

Although just over half of community survey respondents reported earning a pay cheque in the Columbia Valley, less than half have secured full-time, year-round work – and working two or three jobs is very common.

Economic diversification and job creation, wage increases, and improved marketing of the area top the list of priorities for addressing the situation.

The challenge of finding well-paying, full-time work, coupled with a high cost of living and high proportion of recreational property ownership, means that it’s difficult for Columbia Valley residents – especially new

The Christmas Bureau of the Columbia Valley is a non-profit organization that provides assistance to families in need over Christmas. Everyone should be able to celebrate the season without the added stress and financial burden that often comes with it, so each family is provided a grocery gift card, a small box of “goodies” and a gift for children aged 12 and under. In order to do this, the generous support of Columbia Valley community is needed. There are a variety of ways you can help: 1. Sponsor an individual or family (or families) at a cost of $75-$200/ family depending on the family size. This means you provide the funds to cover the cost of the grocery gift card and also assemble a wrapped gift box of goodies (shoe-box size). If you are unable to assemble the gift box, there is an option to provide an additional $25 to cover that cost.

2. Make a flat donation to the Christmas Bureau.

3. If you are not able to provide funds to cover the cost of the grocery certificate but you want to help, you may choose to donate a box of “goodies”.

4. Donate any items that would be suitable to enclose in a gift box, such as candy, baking, toothbrushes, soaps, dish/face cloths, games, puzzles, crayons, coloring books, scratch tickets, homemade items, etc. These items will then be used by the volunteers to make “goodie” boxes for any unsponsored families.

5. Visit one of the Angel trees at Dairy Queen, Fields, Red Apple or Home Hardware, pick up a tag and purchase a gift for a child and/or senior. Return wrapped and labeled gifts to the store by December 11th.

The gross annual household income required to purchase a home ranges from $52,815 in Edgewater all the way up to $104,675 in Windermere, with Invermere roughly in the middle at $83,010 – but mean annual income in the Columbia Valley is just $42,605. Although the vast majority of community survey respondents live in single family dwellings, a large number identified affordability as a priority for housing in the valley, specifying increased rental and seniors’ housing options, and diversification from vacation properties.

Columbia Valley residents are clearly resourceful and determined to make a go of living in this area, but these data indicate that there’s work to be done to make that a little easier.

Radon gas, like carbon dioxide, is a naturally occurring colourless, odorless gas that is a product of Uranium decay in the earth’s bedrock. It also happens to be the second leading cause of lung cancer, after smoking.

Outside where it is diluted, radon gas poses no threat to our health, but indoors where it can become trapped and accumulate, it becomes much more dangerous. Radon gas can enter your home through tiny cracks in floors and walls and typically poses the highest threat to well-insulated homes built on the first floor or basement level.

This is the second article in a three-part series to share, tease apart, and think more locally about themes that came out of a recent watersheds forum in Vancouver.

This week, I want to highlight the following statement: “Climate change is accelerating at an alarming rate.” This phrase served to urge us into a conversation in our own communities to ask how we are responding to and planning for an uncertain future for water sustainability across B.C. Throughout the seasons, Lake Windermere reminds us that water changes as the climate does, the relationship is natural and inevitable. Aquatic plants and animals that call the Columbia River home have evolved over time to adapt to a diversity of flows from high to low, between headwaters to lakes to wetlands. Though humans enjoy most of water’s . . . ‘Radon Gas’ from page 28 In 2012, a province wide study was conducted to test various B.C. regions for radon gas exposure. While the study only tested a limited sample size, it revealed that the Kootenay region is at a very high risk - Invermere has the fourth largest percent of homes with radon gas levels that surpass the World Health Organization’s guidelines.

But despite the serious risk to our health, and recent reports of local residents being diagnosed with radon-caused lung cancer, many others are still unaware of its potential threats.

An environmental flow is the quantity, timing and quality of water flow required to sustain freshwater ecosystems, as well as the human livelihoods and well-being that depend on these ecosystems.

One way the Lake Windermere Ambassadors monitor climate change on Lake Windermere (beyond measuring water temperature) is through Catch the Freeze. This is a fun way to involve our community in the task of recording ice-on and ice-off dates for this important water body. The Lake Windermere Project started recording dates in 2005, and before that they were noted for the practical and cultural purposes of knowing when it was safe to travel on ice, pass by boat, or conduct log drives.

Seasonal differences in the ice cover for lakes and rivers can have a substantial impact on Canada’s ecosystems.

Changes in the breeding seasons and migration patterns of birds and waterfowl, food supplies for fish and mammals, water temperature along with changes to water chemistry can all occur. Nationally, ice cover can also affect national trade, transportation, outdoor recreation and tourism.

While taking freshwater inventories and learning about how to protect lakes, rivers, and wetlands, our community also needs to learn about our place in that connectivity.

What we do with our water knowledge is where the fascinating stuff of our future lies.

So what does it mean to say that climate change is having an impact on our water future?

The one relatively steady feature of water is its connectivity and renewal, the water cycle. However, through global temperature warming and atmospheric change (an affect of greenhouse gases) the hydrological cycle itself has become less predictable, and is producing more extreme conditions of drought and flooding.

Changes to water availability are experienced unfairly – typically the most vulnerable countries and livelihoods are affected most rapidly and perilously by climate change. On the flip side of the story, there are also examples of governments adapting the rules of water allocation to allow for the preservation of water for nature (and for ourselves), before it’s too late.

In South Africa, basic human needs and aquatic ecosystems both have a legal right to water. In New Zealand, the Whanganui River was granted legal personhood, the same rights as a citizen.

Closer to home, the government of the Northwest Territories have adopted a progressive water stewardship strategy that aims to improve water knowledge and create accountability measures to reduce stress to aquatic ecosystems. B.C.’s new Water Sustainability Act has the potential to make new waves for the province to allocate water towards protecting environmental flows.

. . . ‘Entire Shuswap’ from page 3 “I think they’re [the government] backing away because they didn’t properly confer or confirm with the aboriginal governments or people in how to do this,” she said. “Yes, I believe tax payers dollars need to be accounted for and I think all Canadians should be able to see how we’re spending that money. But what we make in our own businesses should only be transparent to membership but I don’t think it needs to be out there for the world to see.”

After two years laying the groundwork for change within the community, Ms. Cote said that community members will begin to see the improvements that she and council are so heavily focused on.

“I think the majority of our community members do feel that there’s improvement but a lot of it isn’t seen yet,” she said. “It’s just been paying the bills and reestablishing those broken relationships with government and local businesses so that has taken time.”

“I think that in the next two years is where we now get to move forward.

We’re not fixing the past, we’re moving forward.”

She said they are excited for the gas station development near the crossroads in Invermere along with the possibility of improving their water infrastructure and housing on the reserve.

With another potential election scheduled two years from now, she said they will begin looking into a custom election, moving away from the two-year term that they currently operate under following the Indian Act. For now, she said she’s happy to be getting back to work as the chief of the Shuswap Indian Band.

“Seeing the number of votes for the three top nominees was in itself a validation of what we’re doing right and they want to see more of that,” she said.

S OBITUARY S Margareth Bekke 1939 – 2016 Margareth Ann Bekke of Cranbrook passed away at East Kootenay Regional Hospital with her two children at her side on Monday, October 31, 2016.

Margareth was born in Timmins, Ontario. She grew up in Norway, where she had her two children, then moved back to Canada in 1969 residing in North Vancouver, and then later moving to the Valley in 1981.

Margareth enjoyed swimming, walking, playing bingo and watching tennis - her favorite player was Rafael Nadal. She had an infectious laugh. Margareth loved people, birds, and animals, and was a big fan of the Toronto Blue Jays baseball team. She was also a world traveler.

Margareth is survived by her son Erik (Janice) Loberg, her daughter Toril (Dale) Wilder, her 4 grandchildren Tamara, Justine, Corbin and Makayla, her niece Ingrid Bekke, her sister-in-law Patricia Bekke and by numerous family in Norway. She was ready to be re-united with her dog Fonzie.

A Celebration of Life service will be held at a later date in the spring of 2017.

Recipe Of The Week WHIPPED SHORTBREAD COOKIES 1 pound Butter, softened 1 cup Icing Sugar 1 cup Cornstarch 2¾ cups Flour In a non-plastic bowl mix, using an electric hand mixer, the butter and icing sugar until smooth.

Add the cornstarch and then gradually add the flour, mixing well between additions.

Whip the dough at room temperature for approximately 5 minutes until light and fluffy.

Drop by teaspoonfuls onto an un-greased cookie sheet.

Bake at 350F for 10 minutes or until edges are just golden, check often.

Let cool and refrigerate or freeze.

This results in a combined total of Columbia Valley accommodators representing 75 per cent of beds in favour of a single destination marketing organization; 13 per cent opposed; and 14 per cent who did not reply.

The difference in percentage results in the two breakdown indicates that many of the accommodators in Radium opposed to a single destination marketing organization are small-scale operators, a point addressed by Ms. Wells in the report’s summary.

“It became clear that the majority of accommodators in the region were in favour of the direction being taken, specifically 100 per cent of the larger accommodators and most accommodators outside the Radium area. There was a large gap of support, however, amongst the accommodators in Radium. The smaller accommodators, particularly, were having difficulty buying into the concept and supporting the work previously done. It became apparent that despite prior attempts at outreach, they did not feel part of the earlier processes,” she wrote. “The committee had started the work with the expectation of regional support, based on the two earlier forums. It became clear that this was true except for the Radium accommodators and Tourism Radium.”

After Tourism Radium withdrew its support for a single Columbia Valley destination marketing, it then began the process of renewing its own Municipal Regional and District Tax program.

“The Radium Municipal Regional and District Tax renewal process is expected to take the next few months. The Columbia Valley Tourism Marketing

Committee has taken the place of the steering committee and continues to meet twice a month so it can monitor progress with the Municipal Regional and District Tax renewal, keep the lines of communication open and see when it might be appropriate or applicable to begin discussion on where to go from here,” Ms. Tubbs told The Pioneer.

True Keys Hotels and Resorts chief executive officer Michael Anderson served as a representative for the Radium Chamber of Commerce and Tourism Radium on the steering committee and told The Pioneer that he personally favours going ahead with a single destination marketing organization, but that “there were some mixed reviews coming out of Radium. Some (accommodators) weren’t comfortable going ahead as is. In my opinion that’s from a lack of information that had been digested or made available to them.”

Mr. Anderson said that while the steering committee (now turned tourism marketing committee) takes a break “at the Radium level we will continue that discussion and see if we can’t work in the direction of a single destination marketing organization. There is a fair amount of support in Radium for the idea, but others have questions. These outstanding concerns include making sure governance is sound, appropriate representation, and questions around how the brand of the community would be affected. There are no answers at the moment. Those need to be ironed out.”

Mr. Anderson indicated that work on ironing out those answers has already begun.

“The door is not closed. There is more discussion that needs to happen before that ball can move forward, but that discussion is occurring and is ongoing,” he said.

The report said that during an April meeting following the vote outcomes, steering committee members decided to suspend their activities for six to nine months.

Gliders! (Paper Message)

By Father Gabriel St. Joseph’s Catholic Church People are wonderstruck with those who glide from the mountain tops. A few years back one of our parishioners was able to glide from the top of one of Invermere’s mountains.

People also enjoy kites and toy gliders during summer months. Children love to operate them even in their rooms and garages. Indeed, they provide great fun and fascinate those who acquaint them. A while ago I was in Scotland and some of my friends encouraged me to participate in gliding. I was indeed fascinated by the thought of it, but frightened to fly for fear of falling from the sky. But it was a thrill for those who glide because they exhibit such an amount of courage and optimism despite its unimaginable challenge. While I was absorbed in the thought of gliding, I saw an eagle gliding. It was a beautiful sight which still lingers in my mind because the eagle stood motionless in the midair spreading its wings, which surprised me further.

When I returned home, I spent quite some time ruminating this eye-catching imagery of gliding. A spark of Scripture flashed from Exodus 19:4 “I carried you on eagle’s wings and brought you to myself ”. This verse explains the saving power of God with his timely providential care for the Israelite people. Eagles are fascinating

birds and the book of proverbs 30:18 reads, “There are three things too amazing for me to understand; the way of an eagle in the sky”. The eagle is the symbol of vigour, vitality, strength, power, vision and swiftness. It soars high even when there is a fierce storm. Bird watchers believe eagles love storms because they can challenge themselves to soar high above them. Challenges shape them to a greater maturity by providing strength and power to fly sometime above 14,000 feet (4,200 metres) to 15,000 feet (4,500 metres) in the sky.

Eagles reflect our spiritual journey. The mother eagle provides for their eaglets and teaches them to fly and soar high. Like an eagle, God Our Heavenly Father provides and cares for all. Sometimes we see in the parks Mom and Dad throw their child in the air out of love and catch them swiftly for fun and laughter. Much the same way the mother eagle pushes the young eaglets out of the nest and catches them swiftly and carefully. The eaglets are safe and secure over the wings of the mother eagle. The Book of Isaiah 40:30-31 has been a source of artistic imagery for writers of all times, “Those who hope in the Lord will renew their strength. They will soar on wings like eagles”. A variety of lyrics and notations have been written over this inspiring verse. They largely explain how the Spirit of God gives us power and strength to challenge ourselves to handle our storms to soar high in our success.

Most of the time the eagles are patient to wait for the right breeze to come along to fly. Like the eagles, in order to soar high in life, we need to wait on the Lord and His grace filled breeze (the Spirit), so that we could fly fearlessly with the Lord’s strength and power. God will renew our strength at the face of our challenges and help us soar high. Let us wait on the Lord!

Bylaw No. 2732 will permit keeping up to six backyard hens for personal egg production on properties zoned R-1, R-1(A), R-1(C) and R-1(MH) within Electoral Area G. Bylaw No. 2733 will permit keeping up to two backyard beehives for hobby scale beekeeping on properties zoned R-1, R-1(A), R-1(C) and R-1(MH) within Electoral Area G.
