Mudslide causes highway closures north of Brisco

By Eric Elliott Pioneer Staff Workers with Emcon Services are still cleaning up debris on Madden Road just off Highway 95 north of Parson after a mudslide caused road closures with debris and water flowing onto the roadways.

The mudslide occurred in the evening on August 10th after a torrential rainfall that lasted 30 to 45 minutes, said Ted Whanstall, road maintenance contractor for Emcon Services. This rainfall loosened timber and other debris that flowed down the moun-

tains and inevitably blocked three culverts within the area as it spread toward Highway 95.

“It was quite a huge, deadly fall that came down,” he said. “It was pretty unusual. When it started, it looked pretty innocent, but then it just built and built with the water being the biggest problem and luckily we were able to get three or four contractors in with some big machines and redirect the water that night which stabilized the flow, otherwise we probably would have lost Highway 95 as well.”

After the slide was over, Emcon was forced to close Highway 95 starting at around 7:30 p.m. be-

fore it was reopened at around 1 a.m. the next morning on August 11th. Mr. Whanstall said they closed Madden Road immediately and are still working on removing the nearly seven to 10,000 cubic metres of debris of material that came down to the bottom of the road.

He said the area — which is roughly 30 kilometres north of Spillimacheen — typically experiences one or two of these landslides per year but notes that this one was the most destructive he’s seen in the three years he’s lived in the area.

This past week, the Columbia Valley RCMP responded to another 75 calls for service. A small sample of some of the calls we responded to throughout the week are highlighted below.

• On Friday, August 12th at 9:48 a.m., Columbia Valley RCMP received a request to assist Cranbrook RCMP in recovering a stolen ATV that was situated in the 4700 block of Wood Lane in Windermere. Cranbrook RCMP advised that a male was attempting to trade the ATV for a motorcycle. Police attended to the address and knocked on the door. There was no one home and no vehicles in the driveway. Police noticed an ATV that was tucked under a tarp on the front of the property. The ATV was in plain sight and its VIN was located on the chassis. Checks of the VIN confirmed it was stolen out of Grand Prairie, Alberta just over a year ago. Police seized the stolen ATV. The ATV was a newer Honda that had been red, however, it had green camouflage tape all over it to cover up the original colour. Investigation revealed that the ATV had been sold three times since it had been stolen.

Police are satisfied that the Windermere male trying to sell the ATV had no knowledge it was stolen and is an innocent victim in this incident. Investigation is ongoing.

• On Friday, August 12th at 9:20 p.m., Columbia Valley RCMP were dispatched to Pinetree Road at Pineridge Drive in Invermere for a mischief complaint. The complainant, a 36-year-old local man, observed the driver of an Alberta-registered 2015 Toyota Scion doing donuts on some freshly seeded grass at the above noted location. The complainant said he has seen workers over the past month spend many hours working on this lot. The complainant advised that he had obtained photos of the damage the vehicle had done.

The 22-year-old driver of the Toyota was detained for mischief, and released on documents compelling him to Court in November.

• On Friday, August 12th, a 26-year-old Canal Flats woman called police to report a break and enter at her

residence located in the 4200 block of McGrath Avenue in Canal Flats. She advised that she had left her door unlocked and that someone had come in between 4 and 8:30 p.m. and taken DVDs. While police were speaking with the complainant, she advised that she had just learned her mom had been by the house during the day and that she was the one that had taken the DVDs, which were hers to begin with. The complainant confirmed that it was not a break and enter and that there was no issue with her mom taking the items and apologized for calling police. No police attendance was required.

• On Saturday, August 13th at 2:10 a.m., Columbia Valley RCMP stopped an Albertaregistered 2014 Ford F150, on Tarte Street at 3rd Avenue in Invermere. The driver, a 22-year-old male, had stepped out of the driver’s seat just before the traffic stop. His passenger quickly ran off. The driver’s breath smelled heavily of liquor and his eyes were glassy. He said his last sip of alcohol was at least an hour before driving. He provided two breath samples into two separate Alcohol Screening Devices, both of which registered a “fail” reading. The driver’s Alberta driver’s licence was seized, and he was served a 90-day Immediate Roadside Prohibition. The vehicle was impounded for 30 days and the driver was provided with a ride home by RCMP. • On Saturday, August 13th at 6:02 p.m., Columbia Valley RCMP were dispatched to an accident on Highway 93/95, just south of Windermere. A 59-yearold Vanderhoof male was driving his 2006 Ford F250 southbound when he swerved into the northbound lane to avoid hitting an SUV that was stopped and going to turn left onto Kootenay Road 3. This caused a 74-year-old Calgary man, who was northbound in his 2015 Kia Sportage, to swerve to the right to avoid the pickup, but went into the ditch on his righthand side.

Witnesses to the incident provided the same story. Neither driver was hurt. A passenger in the Calgary driver’s vehicle was taken to the Invermere & District Hospital to get checked for some bruising, which was not believed to be serious. Police attended to the hospital to assist the Calgary male with his insurance claim as English was his second language.

Kootenay National Park plans for major road upgrades

By Eric Elliott Pioneer Staff Motorists travelling through Kootenay National Park along Highway 93 should get used to experiencing stoppages and reduced speed zones thanks to a plethora of planned upgrades Parks Canada has in store for the park over the next four years.

Last year, Parks Canada announced that they would be investing $49 million over five years to rehabilitate Highway 93 South through Kootenay National Park.

“Essentially, this project will improve motorists’ safety, it’ll ensure the continued flow of traffic and will really enhance visitors’ experience along the corridor,” said Marnie DiGiandomenico, senior communications advisor for Highway Engineering Services at Parks Canada.

The work being done this year will be done in two different zones along Highway 93 South from Monday to Saturday ending on November 1st.

The first zone is located between the Continental Divide day use area and Marble Canyon day use area. The improvements made in that area this year will include six kilometres of widening for a northbound climbing lane from Stanley Glacier to Marble Canyon Campground, ditch cleanout, culvert repairs, drainage improvements, overlay paving and construction of a stabilized earth retaining wall to stabilize the roadway just north of Stanley Glacier parking lot.

Work in the second zone includes widening for a southbound climbing lane near Hector Gorge View-

point, widening for a northbound climbing lane, improving intersections at Dolly Varden day use area and upgrading of ditches in widening locations to improve roadway drainage.

Ms. DiGiandomenico said that those driving through the area this year may notice some widening of the highway once construction is completed in October, but mentioned that it won’t be until final completion in 2020 that people are going to be able to see the full effects of the project.

The reason behind the upgrades, particularly the widening of the highway, according to Ms. DiGiandomenico, is to update the highway to current Transportation Association of Canada standards and to provide a safe paved shoulder for motorists and cyclists, which doesn’t currently exist. However, motorists should not mistake the new paved shoulder as an invitation to pull over.

“Motorists are encouraged to use the ample number of day use areas and highway pull-offs in Kootenay National Park, and only stop on highway shoulders in emergency situations,” she said.

While Parks Canada is doing everything they can to minimize the disruptions caused by the work for visitors, motorists are encouraged to check www.drivebc.ca and www.511.alberta.ca before heading out for travel.

“I think one of the main messages to visitors and through-travellers is to really encourage them to plan their travel before departing and leave plenty of time to reach their destination,” said Ms. DiGiandomenico.

Mr. Whanstall said that they are continuing to work on Madden Road and are hopeful that they are able to reopen it to the public at the end of the week with the worst case scenario being that it will be reopened by Monday, August 22nd.

By Nicole Trigg Pioneer Staff While driving back from Calgary last month, I was stopped by a local RCMP officer on the same stretch of Highway 93/95 where Sunday’s car accident took place.

My general unwillingness to relinquish my hard-earned money to pay down fines means I’m very careful to obey speed limits so I was confused when the lights flashed in my rearview mirror. As I waited for the officer to approach my car, the possible reasons for why I was pulled over ran through my mind but I was coming up empty.

It wasn’t until he asked me how closely I was following the transport truck in front of me that I clued in.

What followed was an on-the-spot math test: What was the distance between the truck and my car? At the speed we were travelling, what distance would the truck need to come to a complete halt? Given the distance between my car and the truck, how much time would I need to react to the truck suddenly braking? Did the distance between my car and the truck allow me enough time to break without colliding? Being a writer, applicable math off the top of my head — especially when getting interrogated by a cop — is not my strong point, but his point was clear: I was not allowing nearly enough time or distance between myself and the driver in front of me to ensure the safety of all parties if any sudden braking was to occur ahead of me.

He let me off with a warning (out of pity for my poor math skills, no doubt), but the lesson stayed with me. As well as leaving many car lengths between myself and the vehicle in front, I’ve developed zero tolerance for drivers who refuse to check their speed when coming right up on my tail while they wait for their chance to pass. I simply flip on my indicator, politely pull onto the shoulder, allow them to roar by, and then continue on my merry, stress-free way.

The car accident on the weekend that took a woman’s life because a driver did not leave enough time and distance to react should give everyone points to ponder.

We all need to focus and drive with care. Let’s all be proactive and prevent all the accidents we can. No one needs to be a math whiz to figure it out. It’s just common sense.

Reader provides historical insight Dear Editor: Just finished my weekly read of The Pioneer online and felt I should comment on two items: The just-dissolved Windermere Health Care Auxiliary had a precursor in the village of Windermere, known simply as the Windermere Social Club. Its members included pioneer families like Chisholm, Kimpton, Tegart, Pitts, and (from the early ‘40s) my mother, Eleanor Stoddart. The Club’s members were primarily members of St. Peter’s Church, but performed many acts of community service, including aid to the small hospital at Taynton Bay, now the site of Pynelogs.

August 21st will, I’m sure, focus on the story of Celina Kimpton’s devotion to the church originally built at Donald and how it came to its present locale. For many descendents of the pioneers who helped raise the money to rebuild it on its present site – and certainly, to the Kimpton family – the word “stolen” is a misnomer, since the residents of Donald who relocated to Windermere truly felt the church (built with their funds and labour) truly belonged to them.

Hopefully, the play (to be performed in the consecrated church) will tell the true tale.

Fire chief awarded for a decade of service

It may not feel like it, he says, but Jim Miller is celebrating 10 years of service as fire chief of the Columbia Valley Rural Fire and Rescue Service.

Mr. Miller was recently congratulated by the Regional District of East Kootenay (RDEK) and presented a 10-year Service Award for exemplifying outstanding dedication and leadership at the RDEK board meeting on August 5th.

“I was quite impressed that they went out of their way to recognize 10 years of service,” he said. “We’ve taken the fire department a long ways in that 10 years.”

“Jim has played a key role in developing our Columbia Valley Rural Fire Services over the last 10 years, from being a fully volunteer department to being professionally managed now,” said chief administrative officer Shawn Tomlin. “We certainly appreciate his dedication to the community and to public safety.”

Despite spending more than 25 years in the firefighters service, it wasn’t always about fire for Mr. Miller. Instead, after growing up on a farm in a small town in Alberta, he moved to the Columbia Valley and began the RCMP auxiliary program as a volunteer while working in the auto body repair and paint industry. Eventually, though, he knew a full-time RCMP position was not for him.

“I ended up doing (the RCMP auxiliary program) for 15 years and realizing I had a young family and whatnot and I didn’t want to move them around every four or five years kind of thing, so I just decided to stay with that for a little while and spent 15

years and enjoyed it,” he said.

Being that his family was steeped in a rich tradition of firefighters, Mr. Miller decided to try his hand at that service as a volunteer, interested in helping people and giving back to the community.

After matching his time as a volunteer firefighter to that of his RCMP career, Mr. Miller was asked by the RDEK to take on a full-time position as the Fire Chief in 2006, which he gratefully accepted. The Columbia Valley Rural Fire and Rescue Service covers the areas of Panorama, Fairmont, Edgewater and Windermere.

Mr. Miller said he never envisioned the role would become a full-time position, noting that he just enjoyed his time volunteering without the desire to pursue a fulltime position in the larger cities outside the valley.

“That kind of held me back to joining the full-time fire departments because it was mostly cities that were full-time,” he said. “I didn’t want to move my family to the city and wanted to stay in this valley so I thought I would get the better of both worlds and stay where I want to be and be involved in fire which I was interested in.”

As a full-time firefighter, Mr. Miller was forced to leave his other profession as an auto body repairman and close his business, Sun Valley Auto Body. The time has passed quickly, he said, and he’s happy being a part of the department, noting the significant progress that’s been made since he became chief.

“I guess it’s just being there to help the community,” he said. “Being there to support them and dealing with the public in a helpful way and are there for all their emergencies. You know you’re making somewhat of a difference.”

At 59 years old, Mr. Miller said he hopes the department is able to continue to expand under his watch while helping more of the community.

“I got a few years left in me yet I think and I look forward to the future here,” he said. “I think there are going to be more changes coming down the pipe. What exactly I don’t know and eventually, as time goes on, I’m sure we’ll look at hiring more people as it gets busier every year.”

Unauthorized trail builder faces charges

By Steve Hubrecht Pioneer Staff A Radium Hot Springs resident with a passion for trail building is preparing for a court appearance on charges of contravening the National Park Act. In April, David Pacey was caught by Parks Canada wardens in Kootenay National Park using a Swede saw to clear trees on the Kindersley Trail without Parks Canada’s knowledge or consent. He was escorted by the wardens down the trail and out of the park.

“They said, ‘David, you’re not allowed to do that’,” Mr. Pacey told The Pioneer, adding one of the wardens already knew his name, since he’d been caught by that warden last summer doing unauthorized maintenance work on the same trail, using a wheelbarrow to transport gravel across Highway 93 to improve the muddy trail entrance.

“They (Parks Canada) didn’t like my doing that then, and they didn’t like it this time,” said Mr. Pacey.

He is now scheduled to appear in Invermere court on Monday, August 29th. Contravening the National Park Act, as he is accused of, is considered a summary offence (as is speeding, parking violations, littering and public intoxication), not a criminal code offence.

Mr. Pacey says he has been doing trail maintenance work in the south end of Kootenay National Park since 2013 because Parks Canada can’t or won’t.

“The trails are totally not up to Parks Canada’s own specifications. I’ve tried to get permission to do this as a volunteer, but that hasn’t worked,” he said. “So here I am, trying to do their job for them and they’re giving me a ticket.”

The Pioneer contacted Parks Canada, but the orga-

nization won’t comment directly since it is an ongoing legal issue.

“Parks Canada is a world leader in conservation and takes the protection of the resources under its care, and upholding of its Acts and Regulations, very seriously. It would not be appropriate to comment at this time as the matter is before the courts,” said Parks Canada spokesperson Lindsay McPherson.

Mr. Pacey has been living in the valley more than 15 years and, as avid outdoors person, said he’s been dismayed by the state of trails in south end of Kootenay National Park ever since he arrived. “Appalling is the word for them, they’re just horrid and it comes from decades of neglect. It’s a World Heritage Site and you can barely get through some of the trails safely,” he said, listing vegetation overgrowth, erosion, overly narrow trails and blowdown among other concerns.

In 2007, he began calling Parks Canada with complaints, but said he hasn’t seen much progress. Mr. Pacey said he’s been told by Parks Canada that there isn’t enough money for the work that he wants to see done, but he questions that, pointing out that Parks Canada has plenty of money to build wildlife fencing through Kootenay National Park.

“I tried going through the system, but basically I was ignored,” he said.

Eventually, Mr. Pacey, who has worked as a professional forestry road engineer and has plenty of trail building experience, grew frustrated and, three years ago, took matters into his own hands, starting to clear trails on his own without Parks Canada’s knowledge. He estimates he’s put in more than 300 hours of work clearing and rebuilding trails since then, including clearing the first three and

a half kilometres of the Kindersley Trail, and much of the Cobb Lake Trail.

Last summer, Mr. Pacey and Summit Trailmakers Society president Wayne Lyons spent more than four hours with Parks Canada Lake Louise, Yoho and Kootenay field unit superintendent Melanie Kwong and another Park Canada staff member walking the Kindersley Trail, pointing out where it needs to be improved and detailing the work Mr. Pacey had done to fix the trail. He later sent a two-page email of suggestions for improvements to Ms. Kwong.

Mr. Pacey says he’s been told by a Parks employee that the Kindersley-Sinclair Loop trail might get closed down (“I guess they figure if they don’t have the money to fix the trail, they might as well close it.”)

The court case will likely be deferred to a future date instead of being resolved on August 29th, according to Mr. Pacey, since he is still seeking copies of Parks Canada Trail Guidelines through a Freedom of Information request.

“I tried to get them directly from Parks Canada, but was told they are an internal document, so I’m going through Freedom of Information,” he said. “I need them, since that is going to be the crux of my defence.”

In the meantime, Mr. Pacey is continuing his campaign to improve the Kindersley Trail by gathering signatures on a petition calling on the federal Ministry of Environment to quickly fix the trail system in the south end of Kootenay National Park. He has 80 to 90 signatures so far and is looking for more. Mr. Pacey said he’s also been in contact with Kootenay-Columbia MP and NDP National Parks Critic Wayne Stetski, and that Mr. Stetski has offered to personally deliver the petition to the ministry.

Scarecrow Festival and Fall Fair fast approaching

By Nikki Fredrikson Pioneer Staff The Windermere Scarecrow Festival and Fall Fair is a month away. Set for Sunday, September 18th, this year’s event will include the traditional activities and a few new events for the public to enjoy. The Windermere Scarecrow Festival and Fall Fair is a long-standing event put on by the Windermere Community Association and is one of the largest fundraisers for the association.

“There are a few different contests people can enter. There’s scarecrow building which is always popular, vegetable growing so people can submit any vegetable or fruits they’ve grown as well as canning,” said fair organizer Theresa Wood.

New this year is a chicken showing event, for kids to bring their chickens for judging, similar to a 4H event. This new contest is broken down into two age divisions: 9 years and under, and 10 to 16, with a strict rule of no roosters allowed in the contest.

Ms. Wood said the chickens will need to be on a leash for the chicken showing.

Those interested in competing in the scarecrow building competition can bring their scarecrow to the Windermere Community Hall on Thursday, September 15th.

Those scarecrows will be displayed throughout the fairgrounds.

“There’s also a scarecrow costume contest so people can come dressed up like scarecrows and there will be little scarecrow kids’ parade so all the kids dressed as scarecrows open the event and parade around the grounds,” said Ms. Wood.

Back this year is the vendors’ market, the wife-carrying contest and live music with local favourites performing throughout the day, as well as a fall fair food court.

“To finish off the event, we’ll do the traditional kids’ foam party hosted by the Windermere Fire Department. They bring the firetruck and they shoot foam out of it and all the kids play in this huge pile of foam,” she said.

A man intent on stealing a church needs some basic carpentry tools, a few stealthy, trusted friends who will help with the careful dismantling and reconstruction, a few reliable connections in the CPR crew, a friend with a river barge, a huge dose of gumption to stand up to an angry bishop, and a heart full of love.

Essentially, the story of Windermere’s famous stolen church is a love story, the stuff that legend is made of.

The enduring legend of St. Peter’s has inspired hundreds of sweethearts for well over a century to solemnize their vows in this charming country church, now part of the Windermere Valley Shared Anglican/United Ministry.

CENTRE The Columbia Valley Art Council’s Steinway concert grand piano was purchased by the CV Arts Council in 2003. Ken Mallet, who was on the board of directors at the time, as well as the Director of the Valley Voices Choir, felt a Steinway grand piano would attract high end performers to our stage. had a Steinway. Some of those acts were world class, including: The Canadian Tenors (three times!), the Kungsbacka Piano Trio (Australia), Gloria Saarinen (piano), Toronto Chamber Jazz Septet, Symphonies of the Kootenays, Inga Lipkov, (local concert pianist), Honen Laureates: Pavel Kolesnikov and Alessandra Ammara and many more.

Members of the Arts Council focused on raising money and, through many generous donors, could realize the acquisition of the piano. Irene Besse owned a piano store in Calgary and sold Steinways. Considering the plight of a small town that wanted big sounds, she offered to sell us a new $100,000 Steinway at a reduced price.

And so, the purchase was realized.

Our Steinway will be stored in a specially-made room at the new Centre, which will keep it protected when not in use. Of course, it will often be on centre stage, being seen and heard by the audience.

Vancouver’s foreign buyer tax The B.C. government surprised everyone on July 25th when it announced that a new property transfer tax would be applied to real estate transactions involving foreign nationals. Here we discuss the particulars of the new tax, and what it could mean for Vancouver’s hot housing market.

What is the tax?

The amended property tax act now includes an additional 15 per cent transfer tax, on top of the current property transfer tax. The tax applies to foreign nationals, corporations and trusts that are buying in Metro Vancouver only. Anyone who is not a permanent resident of Canada is a foreign national, including Americans.

To put things into perspective, the new tax would add $300,000 to the final purchase price of a home worth $2 million.

Why was it enacted?

The tax was created to help address affordability issues and help minimize the risk of a housing price bubble. The benchmark price for a Vancouver home hit $930,400 in July, a whopping 32.6 per cent higher than a year ago. The Greater Vancouver Real Estate Board reported in June that its benchmark price for detached properties in Vancouver had risen above $1.5 million.

According to the B.C. government, between June 10th and June 29th, 2016, 5.1 per cent of real estate

transactions in Metro Vancouver involved foreign nationals. If that seems low, consider the dollar amounts: between June 10th and July 14th, foreign nationals invested more than $1 billion into B.C. property, with more than 86 per cent of that in the Lower Mainland.

The government also left the door open to applying the tax in other regions. A release by the B.C. Ministry of Finance, says that “Government can prescribe in regulation other areas where the additional tax would apply.”

Locations cited as being of particular interest are other areas of the Lower Mainland, southern Vancouver Island and the Okanagan.

Further, amendments were made to the Vancouver Charter to provide the legislative authority for the city to implement and administer a tax on vacant homes. This is aimed to address the lack of rental supply and housing affordability, which is only attributable in part to foreign investment.

Why discourage foreign investment?

Most cities would love more foreign investment, as it helps to create wealth by inflating property values and injecting new capital into the local economy, both of which encourage the velocity of money to pick up. Even Invermere benefits greatly from “foreign” investment in the form of second homeowners.

The problem is, foreign investment in B.C. is currently very concentrated within Metro Vancouver. New

property tax rules are hoping to encourage investment in other jurisdictions.

There is no guarantee that the move will be successful, however. There are many risks involved. For example, investors may redirect their dollars only slightly outside Metro Vancouver or worse, outside of Canada altogether. The tax is designed to merely cool the market, not grind it to a screeching halt.

What are other countries doing?

B.C. is not the only jurisdiction to apply additional taxes on foreign investors. For example, Britain can apply a capital gains tax as high as 28 per cent on sales of homes that are not one’s full-time residence. In Hong Kong, foreigners must pay a 15 per cent buyer’s stamp duty on all purchases or transfers of residential property.

Further, a tax of 10 to 20 per cent is levied on anyone who sells a property less than three years after purchasing, effectively preventing real estate flipping.

Final thoughts Though the new rules were just put into place this month, there are signs that the Vancouver market was starting to cool off. Though prices had increased substantially over the same period, sales were down 18.9 per cent in July as compared to the previous year. Whether new tax measures will achieve their intended consequences, however, is anyone’s guess.

The purpose of the open houses is to give the community an update on where we are at with the Windermere Treated Water project, review the options and get feedback from the community.

BREATH EASY — Since April, Tara Prosser, a registered respiratory therapist with Independent Respiratory Services has been offering appointments five days a week in Invermere.

By Nikki Fredrikson Pioneer Staff For years, patients suffering from sleep apnea issues or requiring oxygen therapy have had to drive to Cranbrook for treatment. Those days of driving to appointments, testing or to pick up a part are over, thanks to registered respiratory therapist Tara Prosser.

“I’ve been a respiratory therapist for over 20 years and I moved here a year and a half ago. I just called them (Independent Respiratory Services) and asked if they needed a therapist in this area because the closest prior to me coming was everybody had to go to Cranbrook,” said Ms. Prosser.

She started working two days a week out of the Chisel Peak Medical Clinic.

As more and more people have realized she’s here, her hours have increased. Since April, Ms. Prosser has been offering therapy and testing Monday to Friday from 9 a.m. to 5 p.m.

“So we provide home oxygen therapy and assessments, we do sleep apnea screening and therapy. All our screening is done at no cost. You can come in by self-referral or by doctors referral, nurse, anybody can refer for a sleep assessment,” she said.

Every second Thursday Ms. Prosser heads to Golden to offer services to the public at People’s Drug Mart on the south

side of Golden. Since she’s a respiratory therapist with the Independent Respiratory Services, clients calling to make an appointment will speak with the Cranbrook office.

“I’m only here by myself so Cranbrook actually does all my support. She (the receptionist) can book appointments for me, she can get people booked in and answer questions if I’m not available,” said Ms. Prosser.

Anyone looking to book an appointment with Ms. Prosser can expect only a 24 to 48 hour wait time for an appointment. After assessment, if therapy is required, a report will be sent to your family doctor so everyone is on the same page.

The family doctor will then have to write a prescription for any sleep apnea therapy or oxygen therapy.

Prior to coming to the valley, Ms. Prosser worked in acute care for five years, home oxygen for 15 years and CPAP. She is a registered respiratory therapist, has a Bachelor of Health Science and is a certified health educator.

Ms. Prosser’s office is located in the Pharmasave Home Health Care Centre, making respiratory services more accessible to Columbia Valley residents.

“It’s bringing services to the valley that they’ve never had… everyone is so used to going to Cranbrook for the services. It’s just important to let them know they don’t have to anymore,” she said.

Undershute unsatisfied with top 10 finish at CrossFit Games in California

By Eric Elliott Pioneer Staff For most people, holding the title of the 8th fittest woman on earth between the ages of 40 and 44 would be fulfilling. Invermere’s Jolaine Undershute, who recently finished in that position at the 2016 Reebok CrossFit Games held July 19th to 24th, is not most people.

“People are like, ‘You’re eighth in the entire world out of 12,000 women who entered this competition,’ and a lot of people would be happy with that, but I was second in the qualifier and I know that what I’m capable of so, no I’m not happy with eighth,” she said.

After taking a week off from training when she returned to Invermere in late July, Ms. Undershute is once again lifting heavy as she prepares to compete in the GRID league. The league describes itself as the first professional spectator sport with co-ed teams that compete in strategic athletics racing similar to CrossFit. Ms. Undershute is a member of the San Francisco Fire, the team that drafted her in 2014, which started the season yesterday against the Los Angeles Reign. When she turns 45 next year, she will enter a new age group if she qualifies for the CrossFit Games once again.

With months of training ahead before qualification, she can only use her recent performance as fuel for future success.

“When you’re that close to being potentially close to the podium and you don’t make it… no, I’m not happy,” she said. “I want to do better.”

Community Foundation seeking Canada 150 grant applications

By Steve Hubrecht Pioneer Staff The Columbia Valley Community Foundation is trying to spread awareness about the upcoming intake for Canada 150 Grants.

The Canada 150 Grants, which will be jointly funded by the Community Foundations of Canada and local community foundations across the country, are meant to provide funding for legacy and celebratory projects during next year’s 150th anniversary of Canada’s confederation.

“We’re opening applications shortly, but so far we haven’t had any expressions of interest or anybody asking questions yet, so we just want to get word out and make sure people know about this,” said Columbia Valley Community

Foundation executive director Laurie Klassen, adding the local foundation has $15,000 that can be given away for the grant.

“It can all go to one project or it can be split among several projects,” said Ms. Klassen.

Groups or individuals making grant applications need to have matching funding. For example, those making a Canada 150 Grant application for $2,000 must already have $2,000 in cash or in-kind support for the project.

The intake for grants begins on September 1st and lasts until the end of October.

Through creative expression with colours, textures and materials, she hopes to depict the balance between nature and man and continue the dialogue about the impact our actions have on the environment.

Life changes with the crack of a tree

By Eric Elliott Pioneer Staff Sometimes, in the blink of an eye, your life can change. For Katie Milligen, Matt Bach and their friends, that blink of an eye will always be remembered with the crack of a 70-foot tall tree coming crashing to the ground.

It was while camping at Hall Lake just north of Radium that Katie and Matt had their lives flash before their eyes when the top of half of a tree collapsed on top of the two of them in a moment’s notice without the possibility of escape.

From what her friends are able to tell her, Katie and Matt were talking by the campfire on the night of July 30th when a tree suddenly and unexpectedly broke 10 feet off the ground with the top portion falling directly on top of the two of them. Both were immediately knocked unconscious with Katie pinned on top of the campfire.

“We immediately kind of figured that she was almost gone at that point because the tree was huge,” Katie’s friend Jackie Miller said.

Checking Katie’s pulse and realizing she was burning atop the fire, friends Jordan McElroy and Carson Charrois stabilized her neck and moved her away from the fire as Matt resumed consciousness.

Not being able to remember anything, he said the first thing he was told was that he had been injured, while at the same time watching his friend Katie fade in and out of consciousness only feet away. In the midst of all of this, another member of the group, Kam Cockerill, had rushed to his vehicle to drive into cell service to call an ambulance which was able to be on the scene in under an hour.

It was at this point that the tough phone call had to be made to Katie’s mom Jackie who lives in Nanaimo, B.C. “It’s the call every parent fears,” Jackie told The Pioneer. “There are four words: there’s been an accident.”

Rushing to the airport to get the fastest flight into the area, Jackie learned that the injuries her daughter had sustained to her back and vertebrate would not

Photo by Eric Elliott cause paralysis, meaning that she would be able to walk again. After final diagnosis, Katie had sustained 12 broken ribs, eight broken vertebrate, a concussion, a lacerated liver, a punctured lung and second and third degree burns from the fire.

Still suffering from a concussion, Matt said he’s still working to understand how the accident all unfolded.

“I’m still coming to grips with the whole randomness of the whole thing, how it actually happened and how something that crazy could actually happen because the odds are just so against it,” he said.

Celebrating the fact that they will make a recovery, Katie, Matt and their friends gathered for a BBQ in Invermere last week, appreciating how much the fall has changed their lives.

“It affected absolutely everybody who was there,” said Jackie. “It made us all realize what life is like. We could lose somebody today, that kind of thing, and it changes you. Say the things you need to say to people and live life the way you need to because anything can

For Katie, who’s in her final year of her Kinesiology degree at Simon Fraser University, it’s about appreciating the ability to still be able to do the things she enjoys in life. With a slow recovery ahead, she hopes to continue with her plans to snowboard at Whistler later this year.

“I just want to go where I want to and do what I want to,” she said.

If it had happened to anyone else, Jackie said, they might not have shared Katie’s positive outlook on life.

“The best thing about the accident is it’s just made me realize how fragile life is and I’m so unbelievably lucky to be here,” Katie said.

“I shouldn’t really be here and it’s a freak chance that I am. I just feel blessed to be here really and I almost feel really inspired to make the most of my life now. I’m so inspired to do everything I can now and make my life awesome because it could have been over two weeks ago.”

Jeers: Being rerouted onto Westside Road due to a serious accident was stressful enough having to deal with dusty, windy roads etc. Then what do I see in my rear view mirror but a vehicle passing me on a bend, while driving through a cloud of dust due to heavy car traffic. A Fairmont Hot Springs resident is trying to raise awareness about the Dutch Creek bridge, which she says is simply unsafe.

Shirley McCall contacted The Pioneer, explaining she has cycled over the bridge at which Highway 93/95 spans Dutch Creek many times this summer and has becoming increasingly concerned about the danger of doing so, citing the total lack of a shoulder for either cyclists or pedestrians.

“Though I get off my bike and look both ways before I start across the bridge, I have been frightened by the many drivers from the north who speed across the bridge with no regard for pedestrians or cyclists who are attempting the crossing. As you know, it is a narrow two-lane bridge with no shoulder on either side,” said Ms. McCall. “Most motorists disregard the yellow road sign recommending that they slow to 70 kilometres per hour, and the curve on the hill provides no visibility of the bridge at the bottom.”

Ms. McCall and her partner Hans Baeggli have lived in Fairmont Hot Springs for several years, but the issue only truly leapt to her attention this summer when she began cycling across the bridge more frequently, in order to get to the Columbia Ridge cycle path (near Coy’s Par 3 golf course).

“My partner suggested taking an ‘Own the road’ approach and taking up the whole lane as the cyclist, forcing

other vehicles to slow for you, but with the lack of visibility for vehicles coming from the north — you really don’t see the bridge until you’re upon it — I’d be taken out if I did that,” Ms. McCall said. “It’s at the point now where if we want to go cycling, we put the bikes in the truck and then drive to Coy’s.”

She added that although it feels a bit silly to do this (since the distance could easily be cycled), it’s the only safe option.

Ms. McCall said she’s been in contact with the provincial Ministry of Transportation about the issue and has learned that a new bridge is slated to be built in a few years, but she feels it is imperative that something be done now to mitigate the potential for a tragic accident.

“It (the new bridge) isn’t imminent. The way things are going, there will be a fatality there and then it will be an issue. I’d like to stop that,” she said, adding she suggests posting a sign, with a legal speed limit (as opposed to the current sign, which is a recommend speed limit rather than a legal speed limit), telling motorists to slow to 80 kilometres per hour and then another sign to slow to 70 kilometres per hour as they approach the bridge.

“This is similar to the approach to the bridge at Skookumchuk that works very well,” said Ms. McCall, adding that another possibility is to install a warning light that could be activated by a pedestrian or cyclist planning to cross the bridge.

Two democracies Fresh old ideas

By Arnold Malone Pioneer Columnist One would need to be dead to be unaware that the United States is in the midst of a national election. By Canadian standards, their election goes on forever.

We are side-by-side democracies yet there are a lot of differences in our systems of electing and governing. This is a look at a few of those differences.

The United States elections are marathons. Each Presidential campaign lasts longer than a year. Mid-term elections for part of the Senate or the Congress last nearly a year. It has the appearance of a year of governing followed by a year of campaigning. Canadian elections occur in about 40 to 80 days.

In the USA, elections for president and about half of Congress and Senate are every four years. Two years later, the other half of Congress and Senate repeat the process. It feels like one year of governing followed by a year of electioneering. That is too much campaigning and too little concentrated time for managing issues.

Another difference is the number of votes citizens are expected to consider. In Canada, a federal ballot will contain the names of persons along with their political affiliation. We put an X favouring one candidate and then vacate the polling booth.

In the USA, the ballot is pages long.

You vote for a president, a senator, a congressperson, often a governor, a state senator, state congress, a judge, a sheriff, along with a long list of other municipal choices such as school trustee and bylaw officers. The 2014 Missoula, Montana ballot had 32 choices to consider. That’s a lot of candidates requiring thoughtful attention. Many go to the polls with no idea who some of the local candidates are. The national campaign has swallowed the media’s attention.

The United States excels over Canada with their polished oratory. Canadians have elected great speakers, but that is not our norm. It is fair to conclude that great oratory does not assure

better policy. However, great oratory can inspire citizens to action. I was a student in the U.S. when President Kennedy was advocating jogging. It will seem odd today, but I had never heard the word “jogging” prior to Kennedy’s urging. Ironically, President Kennedy wore a back brace from a war injury. He was an unlikely person to be jogging, but his oratory inspired a health benefit. We Canadians should learn from that; quality speech delivery can inspire citizens to an action for things we should never legislate.

An important difference in our two democracies is that in Canada, the majority of citizens can afford to seek election. In the United States, most representatives are significantly wealthy. It takes a couple of loaded bank vaults to run a senate/congressional campaign and the Presidency seems like Fort Knox.

In Canada, we vote for a candidate and then the party that receives the largest number of candidates is called upon to govern. A majority government is able to fulfill their agenda more easily.

In the U.S., there is a culture of voting for one party for President and then, often seeking to moderate power, vote for a different party for Congress or Senate. The result is that it is more difficult for U.S. leaders to fulfill their agendas.

In Canada, our elected representatives are our only political influence.

Here, police and the judges are neutral in their conduct. In the USA, they elect their local Chief Justice as if there were a political requirement to interpreting law. This also holds true for enforcement. The Sheriff and/or Chief of Police are elected as a political position. Most Canadians find comfort in having lawyers, judges and police being politically neutral in their practice.

As for the Electoral College, I have had it explained to me a thousand times, but I still can’t explain it to anyone else.

These are two democracies but they are not identical twins.

Get out for the 8th annual Lorne Rowe Memorial Golf Tournament

By Eric Elliott Pioneer Staff Get out your golf clubs and warm up your swings for the 8th Annual Lorne Rowe Memorial Golf Tournament that will take place at Mountainside Golf Course in Fairmont Hot Springs next week.

The tournament will begin with a shotgun start at 10 a.m. on Monday August 22nd, adopting a Texas Scramble format. All proceeds of the event will be donated to the Canadian Diabetes Association and the Lions Club of Fairmont. In the past seven years of the tournament, $35,500 has been raised for the Association.

The tournament is held in honour of Lorne Rowe who passed away in 2007 and was the face of golf at the resort for over 22 years as a club professional at the Mountainside Golf Course.

“It’s all about having fun and supporting a great charity,” said head professional Jeremy Johnson.

The tournament is open to all golfers of all ages and abilities at the price of $119 per person with signups required in groups of four. This cost will include a breakfast and dinner, green fees, power cart and a number of prizes for everyone involved. There will be no official handicap required with mulligans also available for purchase. Ms. Hyrnyk plans to apply for grants again to send the kids to camp and has a goal to send them to their first NHL game in Calgary.

“I really want to keep hockey alive in Canal Flats. It’s the one sport for those kids. They don’t get a lot of opportunities because they live in a remote area,” she said.

“When that bridge does eventually get renewed, the goal would be to improve the road alignment too, and there is private property negotiations that would further expand the scope of the project,” said Ms. Peters in her response.

The Pioneer contacted the Ministry on the matter, but was unable to obtain further comment prior to press deadline.

As a surprise for his birthday last year, his wife filled out the citizenship application for him, making it easy for him to submit it for approval.

Mr. Golan said he was impressed with how professional the ceremony was last week given how emotional everyone receiving his or her citizenship was.

“The girl next to me was hysterical the whole time, laughing and crying and saying the oath and singing the anthem,” he said. “It’s a very emotional time and it’s very touching.”

He said the biggest difference he will notice is shorter travel times crossing borders as he and KD formerly had to account for more than an hour delay at international borders with Roi travelling under an Israeli passport.

“Every single time we have to pull over, they’d make us come in and interview me, fingerprint me, and they ask me about the army service and if I had a gun,” he said, noting they are currently working on the application for a Canadian passport.

Like Ms. Lang, Mr. Golan said he’s going to relish in the fact that the process is over and he’s now a permanent Canadian citizen for life.

“I think what being a Canadian means to me is officially being a member of Canada and always being able to stay and always being able to go home to Israel for as long as I want and being able to come back,” he said. “This is my home now and I can stay and leave whenever I want, but this is home.”

God favours us, if we are a follower of Jesus, if we have made Jesus the Lord of our lives, God favours us.

Even when we feel confused, even when we feel unworthy, even when we face difficulties, God promises to make a way, when there seems to be no way.

When we grieve, when we are treated unfairly, when we are lonely, God promises never to leave us or forsake us.

God favours us, His love is greater then anything we can imagine. Romans 8:38,39 NKJ says: “For I am persuaded that neither death nor life, nor angels nor principalities nor powers, nor things present nor things to come, nor height nor depth, nor any other created thing, shall be able to separate us from the love of God

which is in Christ Jesus our Lord.”

God’s favour shows up in the person of Jesus Christ.

He did it all when He hung on the cross, He said in John 19:30: “It is finished”, the enemy is defeated, the curse is rectified, my shed blood has washed away the sin of the world, “It is finished.”

The favour of God? That He would die for me?

That He would shed His blood for me? That He would rise again, defeating death? That He would make intercession for me?

That He would give me abundance, that He would keep on blessing me?

There isn’t anything we can add to what Jesus did for us. Except to live our lives gratefully and fully. We can enjoy His favour, we can enjoy all the blessings that God has in store for us. We can tell others of God’s favour, of God’s love.

He tells us in Jeremiah 31:3 NKJ: “Yes, I have loved you with an everlasting love; Therefore with loving kindness I have drawn you.
