Athalmer boat launch in need of upgrade

By Steve Hubrecht Pioneer Staff Invermere council will look at the possibility of improvements to the Athalmer boat launch, after receiving a report at the most recent meeting suggesting some upgrades need to be done.

Aquaparian Environmental Consulting Ltd. completed an assessment of both of Invermere’s boat launches (Athalmer andBayshore), which was received by council at its Tuesday, May 10th meeting. Council voted to integrate boat launch improvements details into the review process for the 2017 budget.

The report outlines multiple problems with the Athalmer boat launch, stating that “the existing concrete boat ramp is inadequate and impacts to both the upland and the aquatic environment at the Athalmer launch are expected to increase over time if nothing is done to improve the facility. Conflicts between ramp users are also an ongoing issue at the site. The site has multiple land ownership and no existing infrastructure to control visitors or to install a user-pay system for subsidizing improvements and maintenance costs over time.” The site of the boat launch has been highly impacted, according to the report, resulting in a lack of upland habitat and degraded aquatic habitat in the area right in front of the launch.

The report makes several recommendations to im-

prove the situation, including excavating and regrading the boat ramp footprint to make it steeper and deeper; removing the north half of the existing concrete slab and replacing it with a similar sized new addition on the southside; creating a manned or patrolled parking lot with designated spaces for vehicles and trails as well as a userpay system; and limiting use of the ramp to shallow draft boats (suitable for water 1.5 metres deep).

“The District of Invermere has recently attempted to improve launching with the placement of cobble material, but the site continues to have significant disturbance impacts and cannot continue to be used safely without considering dredging excess material,” reads the report.

“The boat launch needs some work,” Invermere director of development services Rory Hromadnik told council during the meeting, adding that district staff will need some direction from council on what kind of public consultation to undertake.

“We need to get a site survey, get a river profile and find out what we’re asking to excavate,” he said, adding the project could be quite time-consuming as it will involve permits, approval or authorization from the federal Department of Fisheries and Oceans; the provincial Ministry of Forest, Lands and Natural Resource Operation’s (FLNRO) water stewardship branch; FLRNO’s ecosystems branch; FLNRO’s Crown Lands division; and Transport Canada.

He pointed out that some of these steps and approvals can

take more than a month, with the lease application from Crown Lands division possibly taking up to a year.

“The cost will be $40,000 to $50,000 per launch just for the application. The engineering and design is $15,000 to $20,000 and the consultation is at least $10,000, and with the other steps, it adds up. It’s possible (the application) could end up only being $35,000 per launch, but that’s a really conservative estimate at the low end,” said Mr. Hromadnik. “When you actually get to constructing the site, woooo, that’s a big number, probably at least $160,000 but possibly more than $200,000. But you can’t even think about that until you’ve invested in getting shovel-ready (by doing the application process).”

Hromadnik told council that the launching situation at the Athalmer launch is bad enough that he knows three separate people who have damaged their boats there.

“We may have to close (the launch) when the water gets too shallow,” he said.

Invermere mayor Gerry Taft said he would see if there is any possibility of securing some funding for the project from the Regional District of East Kootenay.

“It (the Athalmer launch) is in Invermere, but the reality is it’s not just for Invermere boats. This is the key launch for the lake and the main one in the valley,” he said.

Mr. Taft added that the parking situation in the area is complicated, since not much land near the launch is actually municipal right of way, and a lot is private land.

MLA stepping back from politics, into education

By Eric Elliott Pioneer Staff With less than a year until the next provincial election in British Columbia, Columbia-River-Revelstoke MLA Norm Macdonald has informed the public that he will not be seeking re-election and instead will transition back to the classroom.

Before becoming an MLA in 2005, Mr. Macdonald was the principal at Nicholson Elementary School in Golden with more than 20 years of teaching experience under his belt. He said that he has been thinking of returning to the classroom for a while now.

“It was always my intent that there would be a period of time

where I would get back to teaching,” Mr. Macdonald said. “I love teaching and I’m 57 now and I’ll be 58 next year and if I put off teaching for another four years, I’m not going to get back in the classroom.”

His career as an educator has taken an unconventional path. He spent six years in Tanzania and Lesotho in Africa teaching abroad. While working in education, Mr. Macdonald also served a term between 1993 and 1996 as a municipal councillor and one term between 1996 and 1999 as the Town of Golden’s mayor. It wasn’t until 2004 while working as a principal that he put his name forward as a potential candidate for the Columbia River-Revelstoke electoral district where he won the NDP nomination handedly over Kimberley resident Brent Bush.

RCMP Report Submitted by Cpl. Grant Simpson Columbia Valley RCMP Columbia Valley RCMP had a very busy week and May long weekend responding to 94 calls for service. After reviewing these files, I’ve selected a few of the more intriguing ones for the police report.

• On Wednesday, May 18th at 9:41 p.m., Columbia Valley RCMP received a report of a theft from a chef at a local golf resort who advised that a male employee who had been terminated earlier that day had returned and left with a set of golf clubs that did not belong to him. Police responded to the report and spoke with the complainant who advised that the male suspect who had started two weeks earlier had been let go as he had not shown up for work on a number of days. When he attended Panorama to retrieve his belongings, he had also attended the golf resort and had left with a set of used clubs and red golf bag (total value $300) that had been loaned to him while he worked at the restaurant. The complainant added that the male had returned to staff accommodations and it was believed that he was going to cause further trouble there as it sounded as if he might be intoxicated. Police attended Panorama and with the assistance of Panorama Security attempted to locate the male. As it appeared to police and security staff that the male had been picked up by his parents or a friend and had already departed from Panorama, police ended the search. Police continue to seek contact with the male to deal with this incident. The complainant was more concerned about the male leaving without incident and less concerned about the golf clubs and so was not interested in pursuing charges.

• On Thursday, May 19th at 10:30 p.m., Columbia Valley RCMP were called to the 300 block of Borden Street to conduct a check of a residence. The complainant had received information that a known male had moved in without his permission. Upon approaching the residence on foot, police stopped a vehicle that was about to turn into the driveway from Borden Street. The vehicle, a grey Pontiac Bonneville, was being driven by another male who advised that he was dropping off firewood for

the known male. Although the driver had a valid driver’s licence, the registration papers for the vehicle did not match the plate thus the vehicle had no valid insurance. The driver admitted he had been loaned the vehicle by a friend who had given him the licence plate as the vehicle the plate had been attached to had broken down. Police served the driver with Violation Tickets for No Insurance, and Wrong Plate, under the Motor Vehicle Act. The vehicle was impounded and the driver was advised that only the last registered owner (a local female) would be able to get it out of the impound. Police attempted to contact the registered owner of the licence plate, but none of the numbers listed on police information systems appeared to be working. The plate was removed from vehicle to be returned to ICBC. During this traffic stop, the driver told police that his son’s airgun was in the back. The airgun was a Crosman Raven. Internet queries reveal that the Crosman had a 600fps velocity therefore the airgun is considered a firearm under the Firearms Act. The driver said that he thought the velocity was only 300fps and did not possess a Possession and Acquisition Licence. At approximately 10:45 p.m., police seized the airgun and informed the driver that he can pick up the airgun once he can show proof of a Possession and Acquisition Licence.

• On Sunday, May 22nd at approximately 1:14 a.m., Columbia Valley RCMP responded to a single vehicle collision on Windermere Road in Windermere. The complainant was BC Ambulance Service who reported that a black Acura had rolled and that a male and female were very intoxicated on scene. Police arrived on-scene and observed the Acura, resting on the right passenger side in the ditch on the outside corner of a turn. Paramedics were attending to a male and female sitting on the side of the road. The male was barely conscious, however, the female was conscious.

Police spoke to the female out of Alberta. The male was confirmed as the female’s husband. The female was slurring her words, her eyes were squinted, and there was a smell of liquor on her breath. Police advised her of the police caution, which she indicated that she understood.

Radium Course debris trucked to Alberta

By Steve Hubrecht Pioneer Staff The demolition debris pile at the Radium Course that came to provincial attention when it caught fire earlier this year is being hauled away to Alberta, a move that one of the contractors doing the work has pointed out means a substantial chunk of lost revenue for the Regional District of East Kootenay (RDEK).

Valley resident Glenn Findlay is helping to haul the waste material.

He told The Pioneer that initially it was heading to the landfill in Windermere, run by the RDEK, but that the Radium Course switched to dumping it in a landfill in Lundbreck, Alberta, after realizing that dumping fees there are $60 a ton, while the Windermere landfill charges $200 a ton.

“We took seven truckloads to Windermere and we’ve since hauled everything — 500 or 600 tons — to Lundbreck,” said Mr. Findlay, adding that the Radium Course was hoping the RDEK would make an exception and lower the fees for the Windermere landfill given the sheer amount of waste material coming in, so that the debris could be sent there rather than to Alberta, but those hopes were to no avail.

RDEK chief administrative officer Lee-Ann Crane told The Pioneer that the RDEK was never formally approached about the waste, and that there was merely some discussion on the matter through back channels.

In any event, the RDEK can’t legally reduce its dumping fees in such a situation, she said.

“We don’t have the ability to lower fees because of the way the bylaw is written,” said Ms. Crane. “It comes down to that there are only specific reasons fees can be lowered under the Local Government Act and sheer volume and prices are not among those reasons.”

Mr. Findlay also questioned why the Windermere landfill fees are more than three times the Lundbreck fees, and said that that only encourages people to use the transfers stations when they shouldn’t or, worse, to dump their waste in the backcountry.

“From what I understand, the Radium Course expressed interest that even if they reduced the fees to $125 a ton, all the tonnage would be heading to Windermere and all that money would stay in the valley instead of going to Alberta,” said Mr. Findlay. “It’s incredibly frustrating. The valley has lost a lot of money on this. I find it mind blowing that there’s no discretionary power for the RDEK to make decisions like this (reducing fees for high volume tonnage). If ever there was a situation that calls for expediency and common sense, it seems to me this would be it.”

Mr. Findlay said any toxic and hazardous materials have been separated, and the remaining waste has been tested, to his knowledge, 38 times and there is nothing harmful in it.

“It’s all small building waste, there is no asbestos,” he said.

According to Ms. Crane, the Radium Course did not separate its clean metal and clean wood waste, and instead is dumping it all as mixed waste.

“If you want to separate it (the clean metal and clean wood waste), you can dramatically reduce your fees, since the metal and wood can be dumped (in the Windermere landfill) free of charge,” she said. “They chose not to do that. They are paying $60 a ton to dump that wood and metal waste in Alberta when they could be paying nothing.”

Ms. Crane added that the Radium Course was aware of the rates charged at the Windermere landfill for mixed demolition waste before it even began the demolition work.

. . . ‘RCMP’ from previous page She said that she was the driver, that she had been drinking, and that it was her fault that they got into an accident. Police detained her for Impaired Driving. Although she refused to go to the hospital, her husband was taken there. She agreed to provide breath samples. Five breath attempts were made, when she then refused. She was then returned to the detachment and placed in cells. Police later determined that the husband did not sustain any injuries. The female driver was later released on Court Documents with charges of Refusing to Provide Breath Samples. She was also issued driving prohibition and the vehicle was impounded.

• On Monday, May 23rd at 1:46 a.m., an abandoned 911 was received by the Columbia Valley RCMP to attend a downtown bar where a fight had just taken place. Police initially attended and spoke with patrons of the bar on the street who advised that everyone had run away. As other officers attended, their attention was drawn to a local male who was covered in blood and ducked around by the entrance to another downtown business.

The male did not wish to speak to police and wanted to go on his way. He was advised that he had no choice but to stay until he had been examined by BC Ambulance paramedics. It was determined by the paramedics that the male would be taken to the hospital as it was believed he had suffered a kick to the head or face. The male did not wish to speak with police any further so police were unable to determine what exactly had happened or who the other participant(s) in the fight were.

By Dean Midyette Pioneer Publisher The Village of Canal Flats mayor and council need to be applauded. In the wake of the Canfor mill closure late last year, they have been working overtime to create a solid foundation for stability and growth.

It would be easy for the council to come up with soundbites with no substance or panicked kneejerk reactions, to refer to “creating a business-friendly environment” or “encouraging a positive aura that will attract new residents.” Fortunately for the 700 residents of Canal Flats, their elected officials have taken the correct path, taking the time to analyze the issues the community now faces, then creating a detailed plan that will ensure the strength of the municipality now and into the future.

The water system has been upgraded to meet new provincial standards, thereby dissolving covenants that halted development due to inadequate fire flow and potable water. Council has examined the zoning within the Village boundaries, which has now been simplified and supports business and residential development.

On Tuesday, May 24th, council passed a bylaw amendment that allows docks to be placed on Columbia Lake for property owners in the Painted Ridge and Eagle’s Nest subdivisions. These docks will conform to Ministry of Environment standards and also fit within the parameters laid out in the Columbia Lake Shoreline Management Guidelines, which were established by the Regional District of East Kootenay in 2010. In addition, these docks with alleviate some of the traffic that forms at the Tilley Memorial Park boat launch on busier days.

The current council has a comprehensive vision for the future of their community. They understand that well-regulated development increases tax rolls which will lead to lower taxes, local jobs and new residents.

New residents create a stronger magnet for business and a more vibrant future.

May is physiotherapy month and the motto of the Physiotherapy Association of British Columbia is “keep people moving”. You know the old saying “use it or lose it”, but more important is the essential role that physiotherapy plays in the recovery process following injury and joint surgeries. The goal is to recover full mobility, strength and function so that you can resume life’s activities at the highest level and avoid long term disability.

I am a golf professional at Windermere Valley Golf Course and broke my wrist snowboarding at the beginning of the golf season. My wrist is very important for both my work and hobbies. I missed two months of the golf season and just started playing again a few days ago.

I definitely believe without the proper rehabilitation this process would have taken longer. After having the cast removed six weeks after the break, I left the hospital with a few methods to rehab my injury but no real knowledge of the mechanics of the healing process.

Throughout the session, we worked on the injured area with massages, heat and stretches. After we were done, I not only knew how to properly care for my wrist, but also how to care for the numerous other things that were affected by the break. Walking out the door, I knew what my wrist was capable of and I felt much more comfortable with the overall situation.

Over the four weeks that we met, she progressed her techniques at the perfect speed for my wrist and I always felt like I was on the right track. I not only learned things from Loretto that will help with this injury, but also any injury I have in the future. My injury was quite severe, but even the smallest injuries can have long-term effects if not tended to properly. I believe that it is important for anyone with an injury to seek professional help. You will have a better understanding of your injury and how to properly rehabilitate it.

Teens and marijuana: potential risks Submitted by Dean Nicholson, Executive Director East Kootenay Addiction Services Society In last year’s election, all the political parties said they wanted to limit teens’ access to marijuana and protect them from marijuana’s risks.

There was good reason for the parties to say this: Canadian youth have some of the highest rates of marijuana use in the world. Furthermore, ongoing research is showing that the teenage brain is more susceptible to the potential negative effects of marijuana than is the adult brain.

In the East Kootenay, 31 per cent of youth in Grades 7 to 12 say they have tried marijuana in their lifetime, with 25 per cent of youth saying they have used in the past year. Of kids who do use, 60 per cent say they use less than once a week, but 25 per cent say they use three days a week or more.

That means that well over 300 youth in our region are using marijuana at what researchers would call a heavy rate of use. Why is this important? Because in 2015, the Canadian Centre for Substance

Abuse released The Effects of Cannabis Use During Adolescence, which summarized the current research on the risks of marijuana use for teens.

One of the key points in the paper was that, because teenage brains are going through a critical period of growth and development, they are more susceptible to the impact of substances, with marijuana being particularly potent on the developing brain.

Marijuana has been shown to change the physical development of teenage brains, particularly those areas involved in emotional and cognitive performance. Further, the learning that happens during adolescence tends to get learned “deeper” and be more long-lasting than the learning that happens later in adulthood. Thus, the physical changes and the deep behavioural patterning that can occur in teens’ brains when they use marijuana can have much more impact than they would on the adult brain.

One of the recommendations was for teens who were considering using marijuana was to delay use until they were older.

In the subsequent 2005 election, Mr. Macdonald usurped incumbent BC Liberal Wendy McMahon on a platform of strong local representation and has been the official NDP candidate for the riding ever since.

While in office, Mr. Macdonald served as the party’s critic for municipal affairs, tourism sport and arts, in addition to becoming the education critic in 2008.

“As MLA, my staff and I have been able to assist so many people, often at the most difficult times in their lives, and that is very, very important work,” he said in a press release. “But I feel it is time for someone younger, with more years to give, to take on the position of MLA in 2017.”

He said that all of these experiences — whether as an elected MLA or teaching in foreign countries — have strengthened his abilities as an educator.

“I think any experience you have in life is going to be helpful when you go back to the classroom,” he said. “I think I’ve been fortunate in terms of being able to teach in other countries and the experiences I’ve had in local government and provincial government I think will be very helpful for my subject area.”

Despite having served as a principal, Mr. Macdonald said his main motivation is working on the ground level in the classroom as a teacher in the future.

“Honestly, I want to teach. I want to be in the classroom,” he said. “That’s my passion and I’m at a

The earlier teens start using marijuana, the more strongly this is connected to marijuana addiction, as well as emotional and mental health problems, and school and employment problems.

In the East Kootenay the average age for first trying marijuana is just under 14 years old. The other key recommendation was that if youth are choosing to use marijuana, they should not use in a regular or heavy way. Most researchers define heavy use as being akin to “three days a week or more”, with some research even saying once a week is enough to increase the risks.

So, in our area, we have a lot of kids who are starting to use marijuana at a young age and a lot of kids who are using in a heavy way. Both of these significantly increase the negative risks known to be associated with marijuana. Legalizing marijuana won’t make these behaviours go away. What will help is open and accurate discussions about the risks, so that our youth can make choices based on good information, rather than on hype.

With Mr. Macdonald stepping down as the NDP’s representative for the local riding comes the excitement that accompanies an open nomination race for the new candidate. He said the timing of his announcement gives potential candidates time to get organized, win the nomination and ultimately the election next year.

Bill MacFarlane, head of the Columbia RiverRevelstoke NDP Constituency Association, said the NDP will begin planning to nominate a successor starting next month with no one officially announcing their candidacy yet.

Despite the Liberal Party running a more known candidate in Fairmont Hot Springs resident Doug Clovechok, Mr. Macdonald said he thinks people in the riding will still vote for the candidate who best represents the people within the riding.

“Frankly, I don’t think anyone is going to go back to a place where they have a BC Liberal MLA who just speaks for the government and is consistently offside with the people in the area,” he said. “We need a representative who speaks for the people. We only get one person in the legislature to speak for us and they have to be on our side, not the BC Liberals’ side.”

Mr. Macdonald said that despite dropping out of the running, he’s still going to be active in the election by volunteering to help put up signs and continuing to push the values of local representation.

Conservation investigating illegal mature cow moose poaching

By Nikki Fredrikson Pioneer Staff On Saturday, May 7th, conservation officers received information of a potential wildlife act violation of an animal being poached out of season. The violation took place on Bruce Creek Forestry Road west of Lake Enid.

“On May 8th, officers responded and located the remains of a moose, a moose gut pile. So we determined that it was a mature cow moose,” said Invermere conservation officer Greg Kruger.

Upon further investigation, conservation officers were able to identify three individuals involved in the Wildlife Act violation. Two of the three individuals are B.C. residents from the area and the other is a non-B.C. resident.

“We were able to seize several firearms and we also recovered the poached moose meat. As a result of our investigation, we’re looking at several provincial Wildlife Act as well as Criminal Code charges specific to the firearms,” said Mr. Kruger.

As this case is an ongoing investigation, he could not comment on what charges specifically they’re recommending.

“We will be recommending several charges to the environmental Crown Counsel for this matter to go in front of provincial court where we will be putting our case forward and asking for significant hunting penalties as well as hunting suspensions,” said Mr. Kruger.

The three in violation of the Wildlife Act could be looking at jail time for the alleged poaching that occurred on May 7th.

“Under the Wildlife Act, once it goes through court, penalties can be a maximum up to a couple hundred thousand (dollars) and six months imprisonment,” said Mr. Kruger.

At the Run, Ride & Rock the K2 Ranch fundraising event for the Westside Legacy Trail on Saturday, May 21st, a number of innovative activities made sure money was collected for the planned 25-kilometre paved trail along Westside Road. In one, Stuart Zarowny was “captured” and forced to raise $900 “bail” in order to be released. Initially falling behind in his collection efforts, Mr. Zarowny then blocked the men’s bathroom, forcing anyone who wanted to use it to pay him to access it. La Cafamore classical trio returns to Invermere

By Nikki Fredrikson Pioneer Staff From string quartet to a piano trio, La Cafamore brings classical songs from the movies to present in their spring production Music from the Movies and other Internet Lies. The performance takes place June 3rd at Christ Church Trinity in Invermere. Carolyn Cameron, violinist and pianist with the group, created the theme for this spring’s performance.

“I try and have a theme for each performance. The last time we came, we did women composers, so the whole performance was all pieces by women. This particular performance is based on classical music that has been featured in a movie. Every one of the pieces has been in a movie in some way shape or form,” said Ms. Cameron.

The group each got the opportunity to choose a piece they wanted to include in the performance from songs from Gosford Park to Howl’s Moving Castle. The repertoire ranges from extremely recognizable to less known gems.

“The one that I’ve absolutely fallen in love with, the Mendelssohn Piano Trio No.1. This piece, you listen to it the first time, it’s fabulous; you listen to it the

20th time and it’s still just great,” said Ms. Cameron.

The performance is made up of a variation of longer pieces as well as some smaller pieces.

“The smaller pieces are nice, but it’s like having a little piece of cake — it kinda leaves you hungry afterwards. You have a nice movement that’s got some fibre in it. You come out, play it you learn it and feel satisfied,” said Ms. Cameron.

The group is made of four members whose specialties range from piano to viola. They all met when they were members of Symphony of the Kootenays. They have been performing together since 2008, making their Invermere debut in 2010. Currently, all the members are spread across the province of B.C. and the U.S. With the furthest group member residing in Virginia, practising together only happens the week before shows begin.

“We practice, we get our repertoire together, practice it all and we come together a week before the performances and just crash through it. We have several very intense days of practice,” said Ms. Cameron.

Tickets are on sale for the June 3rd performance at Avenue. For seniors and students, tickets are $12, adults are $15 and children under 12 are free of charge.

Show time is set for 7:30 p.m.

The Music for Life title reflects the place of music in home, family, and throughout society. “Music does much to make the world go ‘round!” says Mr. Sahlen, whose piano selections will express Beethoven’s frustration at increasing deafness, Brahms’ emergence as a pop star of music, love in songs from film scores, morale-boosting from the World Wars, and more. Helping Invermere’s smallest furry companions, the Invermere Companion Animal Network (ICAN) works hard to provide animals with the best care. That care is provided by ICAN president Lana Banham and her team of 25 volunteers.

However, the animal rescue group is in need of more volunteers and will be holding an open house on Sunday, May 29th from 2 to 5 p.m. at the ICAN headquarters at 455 Panorama Drive to recruit them.

June is Jumpstart month

By Eric Elliott Pioneer Staff June can be an eventful month. School winds into its final weeks, Father’s Day is celebrated and the weather finally makes the transition to summer. While no doubt June is known for these annual events, the month also marks Jumpstart month, when the national charity will be raising as much money as possible to support kids from families in financial need participate in sports.

A Canadian Tire creation, Jumpstart started in 2005, devoting their efforts to allow thousands of Canadian children living in less fortunate families participate in a variety of sports of their choice. In 2015, while celebrating its 10th anniversary, the charity helped its one-millionth child.

Jeff Cote, owner of the Canadian Tire in Invermere, said that he’s been impressed with the community support for the charity since coming to the valley earlier this year.

Mr. Cote and his team at Canadian Tire will be holding a fundraising barbecue on May 28th with food and raffle prizes. They will also be asking for $2 donations at checkout counters for the month of June in hopes of helping as many families as possible in the

valley area.

Last year, $30,593 was raised in Invermere, which ended up helping 161 families in the area. He said fundraising efforts differ depending on the store location.

“Jaimie (Mr. Cote’s wife) and I are very passionate about this. We have two kids ourselves who are very active in sports,” he said. “It’s very close to our hearts that we want to help as many kids and families out there as possible. “ Starting on June 6th, Jumpstart will also begin accepting applications for its The Big Play program, which is in the second year of a three-year initiative between Jumpstart Charities and The Hockey Canada Foundation. The aim of the program is to get an additional 30,000 kids into minor hockey.

The program provides qualified families with $500 per child to go towards registration and equipment costs, which can spill into the thousands depending on the level and location of the player playing hockey.

Jumpstart is also accepting applications for its Kids Activity Kits, which aims at providing equipment to kids who need them for a variety of sports.

Grandmothers to Grandmothers Submitted by the Valley Go Go Sisters The Valley Go Go Sisters will be hosting Cheryl Fraser, with Kelowna Grandmothers for Africa, for a special presentation on Wednesday, June 1st at 10 a.m. in the Columbia Garden Village activity room. In October 2015, Cheryl was one of 22 Canadian and UK grandmothers who visited Uganda as observers to the Uganda Grandmothers Gathering — the coming together of 500 grandmothers to discuss issues and deliberate action.

These strong Ugandan women directed their united voice to government, media and international donors, expressing grief, outrage and determination in face of the challenges facing them as they raise large families of grandchildren orphaned by the AIDS pandemic.

The Canadian grandmothers went on to visit projects supported by the Stephen Lewis Foundation and were able to witness how funds raised in Canada are directly benefiting African communities. Our own Valley Go Go Sisters have raised over $90,000 towards the Grandmothers campaign.

Fort Mac Fundraiser at The Station Pub On Friday, May 20th, The Station Pub co-hosted a fundraiser for Fort McMurray with the Invermere Fire Department. The evening was a huge success, raising just under $3,000 which will be matched by the federal government, bringing the total to roughly $6,000, which will be sent to Fort McMurray. Third annual Clash of the Titans kicks off

By Eric Elliott Pioneer Staff For the third time in as many years, the Columbia Valley Football Club will be hosting the Clash of the Titans Soccer tournament from May 27th to 29th.

The tournament first started in 2014, drawing in approximately 30 teams in the U12 and U14-U18 age groups from Alberta and British Columbia to play in the tournament. The following year, the tournament swelled to include 45 teams. This year, the tournament maxxed out, said club chair Cheryl Maybuck, with 67 teams coming from places as far as Edmonton to compete in the tournament.

“That’s amazing. It speaks to what a draw our valley is for visitors coming in,” she said, noting that they actually had to open a waiting list for teams that are still wanting to come.

“What I’ve experienced is that the people who have come always return. There are very few teams that have not returned to our tournament. I think that’s probably why it’s growing because they’re going back and telling their clubs

Teams for the tournament will be placed in divisions based on age and tier level with each team being guaranteed three games with 30-minute halves. Ms. Maybuck said that if they are able to make any funds from the

tournament, they always put them back towards the Football Club for things like new equipment or helping finance their club’s teams that make it to the provincial tournament at the end of the season.

She said the growth of the tournament mirrors the growth of the Football Club in recent history with more kids going from the recreational league in the Under-11 age group to the competitive leagues in the Under-13 age group and older. The Columbia Valley Football Club currently has eight competitive teams, which she said is special considering that Cranbrook and Kimberley together only have 12 to 13 teams.

With 59 of the tournament’s 67 teams coming from out of town, she said the tournament will be great for business in the valley, especially hotels and restaurants in the area. With a third year of good playing conditions and warm weather, Ms. Maybuck said she expects the tournament to be once again well-received.

“We have a beautiful venue and when you have beautiful weather with it, it’s stunning.”

Utah’s National Parks featured at Trail Makers AGM Submitted by the Summit Trail Makers Society Local amateur photographer and avid outdoor enthusiast Joe Lucas will be showing some of his spectacular photographs of Utah’s famous red rock national parks at the Summit Trail Makers Society AGM on May 30th at David Thompson Secondary School.

You may be familiar with Joe’s photographs of local mountain scenes that have appeared in previous editions of The Pioneer. Joe has lived in the valley for the past 24 years. He grew up in Ontario, but came to B.C. in 1980 and never looked back.

He bought his first camera in 1980 and has had a camera in his pack ever since.

Over the last 36 years, Joe has hiked Western Canada, from the West Coast Trail on Vancouver Island to Temple Mountain near Lake Louise. He has been hiking in this area since 1992 and believes this is one of the best areas in the world to hike.

Since retiring from teaching high school math in 2013, he has made five trips to Utah to mountain bike and hike. He has visited all five national parks in Utah —Arches, Canyonlands, Capitol Reef, Bryce Canyon and Zion — and has many more visits planned, knowing he has only seen a fraction of the dramatic and unusual landscapes of that area.

Joe attaches a disclaimer that he is not a professional photographer, and is often conflicted by the desire to “keep moving” versus stopping to take pictures. As Joe enters his 60s, he still likes to keep moving, but stopping to take pictures has become an increasingly easier choice.

The Summit Trail Makers Society is a volunteer group of Columbia Valley hiking enthusiasts whose purpose is to promote safe and sustainable hiking experiences. They work in partnership with Recreation Sites and Trails BC and the Ministry of Forests, Lands and Natural Resource Operations to maintain designated hiking trails on Crown land in and around the Columbia Valley. The society also works with government agencies and other organizations to promote sustainable use of the backcountry.

FireSmart workshop in Windermere Submitted by BC Wildfire Service The BC Wildfire Service and the Windermere Fire Department are holding a FireSmart Community Champion Workshop at the Windermere fire hall on Saturday, May 28th.

The event, which will run from 9 a.m. until 2 p.m., is aimed at neighbourhood leaders who would like to become “Community Champions” by implementing the FireSmart Canada Community Recognition Program in their neighbourhoods.

The primary objective of the workshop is to help people start the process to attain FireSmart Community recognition status, which is awarded by FireSmart Canada for work that improves a community’s resistance to wildfire.

This half-day workshop will provide participants with the information and tools required to work with other interested citizens and local fire agencies to make their homes and communities less vulnerable to wildfire. It includes step-by-step procedures for implementing and supporting the program in their neighbourhoods.

To register for the May 28th workshop, people should contact either BC Wildfire Service forest protection technician Steve Levitt in Invermere by calling 250-342-4214, or Columbia Valley Rural Fire and Rescue Services fire chief Jim Miller at 250-342-6214.

FireSmart Canada is part of the Partners in Protection Association and works closely with communities throughout the country to mitigate wildfire risks in interface areas where urban development borders on forest or grassland areas.

Fuel management decreases the risk of wildfire damage by reducing the amount of woody debris, tree needles, underbrush and other flammable material that could fuel a grassland fire or forest fire. This vital work can significantly slow a wildfire’s rate of spread and also make a safer environment for first responders to extinguish a blaze.

Embers from a wildfire can be carried by the wind for up to two kilometres and could start new fires. Ensuring that all homeowners in a community are using FireSmart principles helps prevent the spread of wildfires into residential areas.

Using these preventative FireSmart principles before and during the fire season is critical for reducing these threats. Involving as many residents as possible helps build up a community’s resistance to damage from wildfires.

Words matter: paying attention to language Fresh old ideas

By Arnold Malone Pioneer Columnist We abstract reality through language and language is a major medium for thinking. Language is to everything as a map is to the territory. Giving directions by describing every pebble, tree, blade of grass, fence post and structure so obviously confuses that nothing could ever be understood. A map with a few dots and some lines filters away the extraneous stuff and allows us to know where we are going. The map removes the unwanted.

Language is the same. It dismisses all that is irrelevant and focuses on what we choose to communicate.

As such, language works like a map for understanding.

Language leaves out most of what is observed, and communicates only the tiny portion we wish to share. In a nanosecond, we observe an enormous flood of information and by words we restrict those observations to a comprehensible message. However, choosing the right words is just as important as choosing where we place the dots and lines on a map.

Importantly, research has established that we change our language before we change our behaviour. That was

S OBITUARY S Tomalty, Faye Emily (Nee Campbell) 1941–2016 It is with deep sadness that we announce the passing of Faye Tomalty, who passed peacefully, in the loving arms of her husband, on May 16 in Kelowna, British Columbia after a hard-fought battle with Hemolytic Uremic Syndrome at the age of 74.

Faye was born on the 16th of June, 1941, in the small town of Bell Falls, Quebec. She was raised there by her loving parents Gilbert and Jane Campbell. Growing up, Faye liked to play sports in school and worked in her family’s general store until she met and fell in love with her would-be husband Robert (Bob) Tomalty. They first settled down in his hometown of Brownsburg and started a family, welcoming their two sons Dana and David into the world. After 12 years in Brownsburg, Faye and her family began to move west. First they moved to Kincardine, Ontario, and eventually to Calgary, with a short stay in Lloydminster before eventually retiring in Invermere. In Invermere she worked at Penner’s shoe store and the Lambert-Kipp Pharmacy until permanently retiring. During her retirement she enjoyed volunteering for the Invermere Health Care Auxiliary Thrift Shop, exercising at the Valley Fitness Centre, spending time with her family, and travelling with her husband. Together the couple spent their winters in Palm Desert and summers travelling back and forth to their cabin near their childhood homes in Quebec.

She was predeceased by her parents Gilbert Campbell and Jane Campbell (Nee Fox), brothers Harvey, Charlie and Leslie, and sisters Ella and Helen Young. She is survived by her sons Dana (Victoria) and David (Kelly), grandchildren Jesse, Carson, Morgan, Conor and Maeve, brother John Campbell (Audrey), sister Margaret Cavanaugh (Ronnie) and husband Robert (Bob) Tomalty, to whom she was married for 57 years.

Faye was kind and compassionate to a fault and a true example of why you can never love too much. Her love touched many but most of all her family and, she will be fiercely missed by them. There will be no service or viewing as per her wishes but, a celebration of life is to be arranged. In lieu of flowers, donations in her memory can be made to the Kelowna General Hospital Foundation or a local charity of your choosing.

April 18, 1922 ~ May 16, 2016 (age 94) There is an aroma of fresh baked bread wafting from Heaven today as we say good-bye to Marie Babin. She passed away peacefully at the Crowsnest Pass Health Care Centre in Blairmore, AB on May 16, 2016 at the glorious age of 94 years.

Mom always put her family first. She enjoyed time spent with all and was very sociable. She worked tirelessly in her garden and her kitchen to provide for all who came by. At those family gatherings, she would play her organ and Hawaiian guitar, and sing and dance. Her zest for life and kind, gracious spirit will be missed by all who knew her.

Left to mourn her passing and celebrate her life are her children, Helene (Elmer), Norman (Rosalee), Edmond (Joanne), Denis (Terry) and Florence (Guy); her brother, Rosaire (Lena); her sisters-in-law, Louise and Carol; numerous grandchildren and great grandchildren; as well as the many friends she made throughout her life.

Recipe Of The Week OMELETTE MUFFINS

4 Eggs ¼ cup Milk ½ tsp Baking Powder ½ tsp Oil

1 cup Cheddar Cheese, grated 1½ cups Favorite Filling, diced (onion, ham, green/red pepper, mushrooms)

Preheat oven to 375 degrees.

Spray a 6 cup muffin tin with non-stick spray.

Fill muffin tin ½ full with your favorite filling; top with grated cheese.

In a bowl, add eggs, baking powder, oil, milk, salt and pepper; mix well.

Pour into a measuring cup; pour egg mixture into each muffin tin until full.

Bake 20 to 25 minutes; cool 5 minutes, remove from pan.

Enjoy with salsa.

“There’s no open hunting season for moose for this time of year,” said Mr. Kruger. “There’s no open hunting season for cow moose at any point of the year for this area of the province. It’s a very serious Wildlife Act infraction, so that being the main one, the moose being hunted and killed out of the open season.”

In British Columbia, non-residents are permitted to hunt but must be accompanied by a guide or a resident who holds a permit to accompany.

A resident applying for the permit to accompany must have a B.C. hunting licence as well as a big game species licence for three to five years.

In this case, if these individuals were hunting together during regular hunting season, one of the B.C. residents would have had to have a permit to accompany.

Happy anniversary!

By Laura Hermakin Reverend Christ Church Trinity As I started thinking about this article, my husband and I were celebrating our 17th wedding anniversary, and it was the 21st anniversary of my graduation from seminary. On top of that, I am celebrating the anniversary of my ordination as a priest and all of this is bookended by our birthdays. In reflecting on the importance of commemorating milestones in our lives, I could barely think of one while there was yet another one waiting to be acknowledged.

Milestones are important; they speak of relationship.

Celebrating them in some small way indicates our commitment to that relationship and to continuing it. It’s an opportunity to reflect and focus on the benefits and challenges of the relationship, and on how we’ve been shaped by that relationship. Whatever the relationship, it’s worth acknowledging. A person who has a health scare celebrates every day as a milestone, committing themselves to the relationship they have with themselves and their close ones. The commemoration of a loved one’s death is a way to be thankful for that person’s presence and influence in our lives. Societal celebrations or remembrances serve our commitment to one another and to shared cultural norms and standards.

A sacramental anniversary, like marriage or baptism, invites celebration on the inclusion of the divine into our relationships — with us, with our loved ones, with the world. Our anniversaries are celebrated as we consider the vows that we made, perhaps many years ago, and affirm and renew regularly. I delight in watching how the influence of these vows has continued to increase in my life, molding and shaping my life, marriage, ministry — my relationships.

What started my reflection on milestones is a very significant event happening in our church community. Windermere Valley Shared Ministry is celebrating its 50th anniversary as an Ecumenical Shared Ministry between the Anglican and United Churches of Canada. We will have a very special celebration of this milestone on Sunday, June 12th as we welcome the Primate of the Anglican Church, the Moderator of the United Church, several other dignitaries, and returning church members and clergy. As a Christian community, our faith is shaped by Christian history. We make confession in the words of new and ancient creeds; we sometimes sing hymns hundreds of years old; we practice rites and liturgies older than the languages in which we recite them. And, on our anniversary, we remember the history of our Shared Ministry in this valley: the generations of families who have been born, baptized, married and buried here; the traditions that we and they have created and that have, in turn, made us the people we are.

Whatever your milestone or anniversary, celebrate it for all that it is: a day of celebration for relationships in the past, a day of joy for the relationships that exist today, and a day to be open to the possibilities of ongoing relationship in the future.

Financial advantages of marriage Even without having children, common-law and married couples enjoy some unique financial advantages as opposed to single people. Here are a few of them.

Income Splitting Income splitting is perhaps the easiest and most effective way to benefit financially from marriage. This is achieved when a higher-earning spouse transfers income to a lower-earning spouse in order to pay less tax overall.

This can be achieved in many ways, including using spousal RRSPs, pension splitting, paying wages to a spouse and spousal investment loans.

Spousal RRSPs Spousal RRSPs are a way for married couples to split future retirement income. A spousal RRSP allows one partner to contribute to an RRSP where their spouse is the annuitant.

When the funds are withdrawn in retirement, they are taxed in the hands of the annuitant. This tactic works best when the contributor is in a higher tax bracket than the annuitant both pre and post-retirement, as the couple would save tax on both the contribution and withdrawal side of the equation.

Pension Splitting This tax move allows one spouse to give up to 50 per cent of eligible pension income, such as income from a workplace pension or RRIF, to the other for tax purposes. The idea is to equalize both incomes to lower overall taxes payable.

Further, Canadian couples looking to buy their own health insurance policies usually enjoy reduced rates as opposed to buying separate policies.

Pay Wages to a Spouse Self-employed Canadians may consider splitting income by paying wages or a salary to their spouse in a lower tax bracket, rather than paying all the income to themselves. To be considered legal, however, the spouse must legitimately work in the business.

Spousal Investment Loans Couples in different tax brackets with large amounts of non-registered investments may consider splitting income using a spousal loan. This tactic would be achieved by the higher-income spouse loaning money to the lowerincome spouse, at the CRA’s prescribed rate of interest, currently one per cent. Any returns on the investments are then taxed at the lower-income spouse’s tax rate.

Beneficiary Designations Married or common-law Canadians would be wise to name their spouse as beneficiary on their registered accounts such as RRSPs and TFSAs due to the spousal rollover provision. This unique provision allows for registered accounts to pass tax-free from one spouse to the other in the event of one spouse’s death. It also does not affect the surviving spouse’s new or existing TFSA or RRSP contribution room. Any other designated beneficiary would result in the de-registration and, in the case of an RRSP or RRIF, the taxation, of the entire registered investment account in the year of death.

Spousal Tax Credit If one spouse isn’t working or has earnings below the Basic Personal Amount of $11,474 in 2016, the higher earning spouse can claim that amount as a spousal or common-law partner credit. This manoeuvre has the potential to lower taxes substantially; by up to $2,155 for B.C. residents.

Final Thoughts In addition to the above benefits, qualifying medical expenses, charitable donations and educational expenses may be transferred between spouses and in some cases, lumped together to save taxes or reach higher deduction limit thresholds. Before doing so, however, consult with an accountant to ensure accuracy and full tax-deductibility.
