Grants approved for valley’s multi-use centre

By Breanne Massey Pioneer Staff District of Invermere mayor Gerry Taft informed the Multi-Use Facility Advisory Committee there would be two substantial cash injections to help with the projected cost of the Columbia Valley Centre early last week.

The Strategic Priorities Fund, which is administered through the Union of BC Municipalities (UBCM), has agreed to provide a $2 million grant for the Columbia Valley Community Facility, which will be constructed at the old location of the David Thompson Secondary School that was knocked down more than a year ago.

The Columbia Basin Trust (CBT) will also be providing

a $500,000 grant.

“We’re very happy to announce that we’ve been successful in receiving two grants,” Mr. Taft told the Multi-Use Facility Advisory Committee at a Tuesday, April 5th special meeting in District of Invermere council chambers. “(The) one is from the CBT… was the full ask and there is potentially an opportunity that we may see some more money from CBT, but that is the full amount that we’re looking at right now… when we actually break ground, there will be some more formal announcements, but we thought it was important to let the advisory committee know where we’re at.”

Mr. Taft added that initially they had hoped these grants would mark the end of the fundraising efforts for the new Columbia Valley-wide community centre, but

in light of the tender process this may not be the case.

“We received six compliant tenders and unfortunately they were all above budget,” continued Mr. Taft, noting the bids on the tender for the project came in between 35 and 40 per cent higher than the estimate provided by the Shape Architecture principal architect Alec Smith.

The fundraising committee for the Columbia Valley Centre will be working towards reaching the $8.5 million total cost of the project through a series of fundraisers to acquire items such as improvements for the library, theatre style seating, curtains and lighting, audio-visual equipment, room partitions, a sound system and items for the kitchen.

Public input sought on horsepower limit for Columbia

By Steve Hubrecht Pioneer Staff The federal government is seeking feedback on a long-discussed proposed regulation to keep high-powered motorized boats off the main stem of the Columbia River between Invermere and Golden, as well as the main stem of the river near Fairmont Hot Springs.

As previously reported in The Echo on March 16th, the idea of such regulation was first floated more than 10 years ago and was then the subject of discussion among municipal officials and various stakeholder groups for a period of several years, before a consensus on a 20-horsepower limit for boats on those parts of the river was reached and a request to implement it — formally called a Regulation Amending the Vessel Operation Restriction Regulations (VORR) — was eventually sent to the federal Ministry of Transport, where it has sat awaiting

Kootenay Columbia MP Wayne Stetski recently pressed new federal Minister of Transport Marc Garneau to act on the request and, on Saturday, April 2nd, the ministry published the proposed regulation in the Canada Gazette (the official newspaper of the Government of Canada), allowing for a 30-day public comment period.

The move has been welcomed by local officials from the communities and rural areas involved in negotiating the 20-horsepower limit.

“We are thrilled that it has been gazetted and is on the homestretch,” said Radium mayor Clara Reinhardt, adding that the proposed regulation had already been sent to the Ministry of Transport when she was first elected as a councillor in 2008.

“For the most part, we (the Village of Radium Hot Springs) are really happy,” said Mrs. Reinhardt. “We have been working on this for a long time.”

Cram the Boat I would like to remind everyone who is attending Marko’s retirement party on the 16th of this month to bring a food item to “Cram the Boat” (Marko’s) in support of our local food bank.

Columbia Valley RCMP responded to approximately 45 calls for service over the past week. Here are a few interesting ones…

• On Thursday, March 31st at 10:03 p.m., Columbia Valley RCMP received a report of theft from a downtown business located in the 110 block of 7th Avenue in Invermere. The complainant advised a male associated with a flat deck truck with plates attached to an out-of-town drilling company had stolen a set of headphones from the store. As checks revealed that the licence plate provided by the complainant was associated to a business, police were able to identify a contact for that business. Police got in touch with this contact, who advised he was a drilling supervisor working in Fairmont with three others and that they were staying at a local hotel. After meeting the contact in the parking lot of said hotel, police discussed what had occurred earlier and identified the shoplifter as one of the company’s employees. As the complainant was only interested in having the headphones returned or paid for, and was not interested in pursuing criminal charges, the employee agreed to pay for the Apple Airbud headphones valued at $49.99. The complainant was satisfied with this arrangement and received a formal apology from the employee. This is a great example of an observant complainant working with police to meet an informal and agreeable resolution to all parties involved.

• On Friday, April 1st at 10:19 p.m., a 58-year-old local man found, in a shed, a box approximately one foot square, with blasting caps and detonating wire inside.

He also found a red ammunition box, which he did not open, believing it to be too unstable. He contacted Columbia Valley RCMP and advised them of his discovery,

adding that he believed they were probably 40 years old, left by a previous homeowner and, because of their age, he did not want to touch them. He locked the shed up so the found items could remain secure. Local RCMP contacted the Explosives Disposal Unit (EDU) who then made arrangements to come and deal with the blasting caps and wire. The following day at 3 p.m., RCMP EDU members flew in from Vancouver and attended the scene. Ninety-seven of the blasting caps were still in the box, which was explained to have the charge equivalent to one stick of dynamite. The blasting caps were detonated intentionally and safely by the highly trained EDU members in a field on site with no further safety concerns or issues.

• On Friday, April 1st at 4:36 p.m., an 18-year-old female from Salmon Arm reported that while on a walk in the 5200 block of Fairway Drive in Fairmont, she and a friend were approached by an older male in a silver/blue van. The male stopped the girls, saying he had just seen a coyote cross the road, then changed his story, saying he may have seen a cougar then told the ladies to get into his van and he would give them a ride to wherever they needed to go. Both girls declined and went on their way after stating that they weren’t worried and lived nearby. The male carried on in the opposite direction after the girls departed. No description of the male was provided. Patrols for the unknown make/ model and licence plate of the vehicle were made by Columbia Valley RCMP with the assistance of East Kootenay Traffic Services RCMP as well. Police spoke with the girls directly, advising them to call back if the vehicle or person was observed or if they obtained a licence plate. The girls wanted to report the incident in the event that other people were approached by the same subject. Police have received no further reports of individuals in a blue and silver van approaching people randomly.

• On Saturday, April 2nd at 10:24 p.m., a 21-year-old Tsuu T’ina Alberta male phoned the RCMP to report that he was intoxicated at a unit in the 4700 block of North Street in Windermere. He advised that he wished to be lodged in cells for the night.

By Steve Hubrecht Pioneer Staff A proposed mine and the related silica processing plant near Golden became the subject of an exchange of letters between local Columbia River-Revelstoke MLA Norm Macdonald and Kootenay East MLA Bill Bennett.

The points of disagreement between the two are well-covered in Mr. Bennett’s letter in the April 1st edition of The Pioneer and Mr. Macdonald’s response in this edition, but neither letter contained a detailed background of the planned Horse Creek Hi-Test Sand silica mine plant for those unfamiliar with it.

The Horse Creek project has been the subject of discussion in Golden since it began more than three years ago when Edmonton-based Hi-Test Sand Inc. first began looking at mining sand in the area.

But the company changed its plans about two years ago when it discovered high-quality silica at the Horse Creek mine site, and now the proposal includes setting up a plant near Highway 95, about 10 kilometres south of Golden, that would process silica, primarily for use in solar panels.

If the project does go ahead, it could entail more than 100 permanent full-time jobs at the plant as well as hundreds of construction jobs during construction of the facility (some estimates put the total number of these construction jobs and other spinoff jobs at 500).

“That’s really exciting for a community the size of Golden,” said Columbia River-Revelstoke Norm Macdonald.

The project, however, is not 100 per cent certain and even if the mine does go ahead, Hi-Test Sand may choose to put the processing plant south of the border, . . . ‘RCMP’ from previous page Seeing a perfect opportunity to exercise some proactive policing, Cst. if it results in significant cost savings.

Mr. Macdonald added that although the majority of Golden residents are keen on the project, there are a few area residents (particularly those living near the area that would become the plant) who have concerns.

He said such concerns are natural given the preliminary stage the project is in, and the consequent lack of details surrounding it.

“The company has assured us the impacts will be minimal,” he said. “Those living in proximity (to the project) have questions, that they will need answered and right now there aren’t any community meetings because the project is not at that stage. It’s at the stage where the company is working through the viability of this. There’s always a degree of anxiety around uncertainty, but the fact is questions can’t be answered until the company figures out if it can secure financing and if it (the project) makes sense. Then at that stage you will have public meetings and answer questions. Right now we have to let things unfold as they will. If it’s a project that has the money and makes sense, it’s one that will be welcomed by the people of the valley.”

Mr. Macdonald said that as thrilling as the proposal is, the facility needs to be environmentally responsible.

“It’s right by the (Columbia Valley) wetlands, and we also have inversions. The information we have so far is reassuring, but all of these things need to be tested and that has yet to happen,” he said. “The jobs are really exciting, but at the same time it’s an iconic waterway and people in these communities tend to look at things in the long term.”

Mr. Macdonald said there was no clear timeline for when the proposed project might move to the next stage, and that it may happen next week or may take an extended period of time. to go to jail as he’d had enough. When the reality of the Drunk Tank hit the male, he changed his mind and promised to go to sleep on the couch. His father was happy to have him not go to jail. Cst. Myers decided “no harm, no foul” and let the man sleep it off on the couch. Proactive policing at it’s very best!

Full speed ahead

The topic of a proposed 20-horsepower limit for the main channels of the Columbia River came up during the federal All Candidates Forum held at the David Thompson Secondary School theatre last fall in the lead up to the October 19th election.

Candidates were asked what they would do, if elected, about implementing a limit on the river’s main channels that wind through Fairmont as well as between Invermere and Golden — a proposal local stakeholders had agreed to years before.

At the time, Stetski pledged he would push the issue forward at the federal level, if elected. But once he found himself elected, it was as a representative for the party third in power and many questioned how effective an NDP MP could be for this area under a majority Liberal government.

Last month, The Pioneer’s sister paper, The Echo, decided to follow up on Stetski’s promise, only to learn that he had indeed taken action, having sent a letter to the new federal Minister of Transport Marc Garneau encouraging him to adopt the proposal and was waiting to hear back.

Now, after lying dormant for at least three years, the proposed regulations to allow for this new vessel restriction are now open to public comment and appear to have the full endorsement of Transport Canada.

It’s either a testament to Stetski’s effectiveness, to the Trudeau government’s efficiency, or both. Whichever way you paint it, just six months after getting elected, Stetski has managed to swing the federal government’s spotlight onto the Columbia Valley region, helping ensure stepped up protection for its most valuable natural asset with international significance.

MLA rebukes Energy Minister Dear Editor: In response to Bill Bennett’s claim that I have not communicated with his office at any time about the Hi Test project (Letters, April 1st Pioneer): In my last MLA report (March 30th, Valley Echo), I laid out the critical problems with a government that is willing to waste taxpayer dollars on advertising that isn’t really being honest with British Columbians. Too often we see misleading claims made, including the BC Liberals’ election promises around job growth and LNG. And locally, we’ve seen prominent BC Liberals like East Kootenay MLA Bill Bennett and former

candidate Doug Clovechok up the misleading rhetoric into blatant — and easily disprovable — lies. The latest of these lies is Mr. Bennett’s recent letter to the editor claiming that I never once contacted his ministry about the HiTest Sand project in Golden.

If Mr. Bennett had bothered to check with staff, he would find my letter dated December 9th, 2014 bringing to his attention this project. He likely read it, but instead of being honest, he tried to score a political point against me by lying about it.

This is a pattern for Mr. Bennett. Recently in the House, he stated not only that he never attended the fundraising dinner co-hosted by Imperial Mines Continued on page 8 . . .

Thanks to everyone who made this ski season awesome & our amazing ski area team for making it all possible!

May have missed the point Dear Editor: I regret if my previous posting on the use of thermography for breast cancer screening (Letters, March 18th Pioneer) has been taken out of context and was mistakenly thought to be a discrediting of local alternative medicine practitioners and all they might do in their practices. I would like to reassure Iris Meehan (Letters, March 25th Pioneer), and any other of your readers that may have somehow missed my main point of writing my original letter, which was to shed some light on what has or hasn’t been proven by the scientific community on this particular test, resulting in it not being deemed useful for its use in screening for cancers.

If I sounded scathing in my position on this, it was toward the company that was selling the test to people making claims that use of thermography for cancer screening has a scientifically proven benefit, when this is indeed not the case when these claims are carefully looked at. This was not intended to be a condemnation of alternative medicine practitioners as a group.

With respect to Ms. Meehan’s comment on levels of training: I was never suggesting that naturopaths don’t indeed require a university undergraduate degree before completion of further training at a naturopathic college (though this does not equate to “years of medical university” as stated by Ms. Meehan). The people

producing and selling the thermography images, however, can be trained by an online course of under 20 hours, leaving one to be a little wary of how knowledgeable these folks might be in what might make a good test for diagnosing cancer.

And one last note I will make in regards to the series “The Truth about Cancer” that Ms. Meehan has brought up in her letter: I took the time to watch one of the YouTube clips from this series, and would only hope that everyone who decides to see any or all of it will at least look further in what is stated by the individuals in the video, and that their opinions be held up to a burden of some sort of scientific proof before one buys into their ideology.

Cancer is not a single disease entity, and so individual types of cancers have differing prognoses and treatments, and even what might prevent them can be varied.

I certainly don’t feel that I am some unwilling cog in a conspiracy theory of Big Pharma profiteering from victims of cancer. I also suspect that most of your paper’s readers view the local allopathic (Western/evidence-based science) physicians as both interested and knowledgeable in general health including preventative health, and are very much more useful than just setting of broken bones.

Not cool with cool pool hours Dear Editor: As an avid swimmer, I find it frustrating that the Radium cool pool is closed for a significant amount of the time, while at the same time, the official Parks Canada website claims that it is open. This has been going on since about October 2015.

This past Easter weekend, the cool pool was supposed to be open on Friday, March 25th from 1 to 9 p.m., Saturday and Sunday from 10 a.m. to 9 p.m. and Monday, March 28th from 10 a.m. to 6 p.m. I called several times during the Easter weekend, only to be told that the cool pool was closed.This also happened during the week between Christmas and New Year’s. I was told in a January 14th email from Julian England (Chief Operating Officer, Canadian Rockies Hot Springs, Parks Canada, Radium

Hot Springs) that this problem of limited cool pool hours would be corrected. To date, I have not seen any change.

Mr. England indicates that the limited cool pool hours at Christmas were due to both a shortage of lifeguards and staff illness. I do know that a local lifeguard training program has been offered since Christmas.

Until when, then, will the limited hours of operation for the cool pool persist? At the very least, the Parks Canada website should accurately reflect these reduced hours. I also feel that patrons wanting to actually swim in the cool pool should not be treated differently than those simply wanting to use the hot pool.

Voters need to take responsibility Dear Editor: Thank you to Pioneer publisher Dean Midyette for his April Fools piece on income-based voting. Enjoyed the humour. Then it gave me pause to think. A major problem with our current democratic system is that the average voter does not seem to have a stake in or a familiarity with what they are actually voting for or against.

We all want to do something noble, whether it is to protect the environment or to move projects forward to the benefit of our broader society. It takes a lot more effort to visualize a project and put it forward than it does to put our nose in the air and object to most everything.

Let us first take a local example such as the Jumbo Resort proposal. It took a lot of vision and planning. It gets stalled, shot down because vocal groups who have always lived in the valley claim a distant mountain to be their homeland. Pie in the sky triumphs over progress and prosperity. Take a more national issue, say pipelines. . . . ‘MLA’ from page 6 owner Murray Edwards in Calgary to raise money for Doug Clovechok and the BC Liberal campaign in 2013, but that he never even knew about it. But virtually every news outlet in the region had a story featuring Mr. Clovechok saying that Bill Bennett had attended. So, either Mr. Clovechok is lying, or Mr. Bennett is lying.

This is not a singular occurrence for Mr. Clovechok. There’s this whopper, told to Columbia Valley media, about why I didn’t attend a meeting held with the Minister of Transportation. He claimed that I was invited, but refused to attend. When journalists pushed

Sooo… the voter needs to have and see a socio-economic stake. First, let’s try: they have to own property or a business. No, that won’t work. What about: solid concerned citizens who rent. Second, let’s try a test for knowledge of the issues. Well, that won’t work. Who would do or design the test? Corruption and bureaucracy galore. So one vote, one person is the answer, but please guys and gals, please research what you are voting for and against.

As I said in my MLA report, we need to have meaningful discussion about how to make our province better. But that real discussion can never begin with mistruths. And putting political ideology and partisan preferences aside, people in this region do not want to be lied to. People in this region want truthfulness from those who ask to represent them. It’s a simple as that.

Health through oral hygiene Submitted by Karla Bliss, RDH April is Oral Health Month and annually every second week in April we celebrate National Dental Hygiene Week. The event is an opportunity to increase public awareness of the role your dental hygienist plays as a part of your health team. Dental hygienists volunteer their time to advocate for not only our profession, but for the importance of maintaining oral health for total health. This year I am volunteering my time to host a free “Denture Spa Day” (ultrasonic Denture Clinic) for residents of Columbia House on Friday, April 8th.

Thanks to healthier lifestyles, as well as advances in oral care and medical care, we can expect to keep most, if not all, of our natural teeth as we age. But keeping those teeth healthy can be a challenge. Many medications cause dry mouth, a condition that can contribute to cavities and other oral problems. Seniors also develop more cavities at the roots of their teeth then younger adults. And, perhaps most worrisome, bacteria from the mouth can travel through the body, resulting in serious infections affecting overall health.

The CDHA has summarized the links between whole body health and oral health into six talking points: • Respiratory System (Lungs) — Bacteria from the mouth can be inhaled into the lungs where they may contribute to respiratory infections.

• Reproductive System (Pregnancy) — Research suggests, in some populations, pregnant women who have gum disease may be at greater risk for certain pregnancy complications.

• Endocrine System (Diabetes) — Periodontitis (gum disease) is a common chronic condition involving an infection of the gums.

• Cardiovascular System (Heart and Blood Vessels) — Evidence shows that there may be a link between chronic gum disease and cardiovascular disease.

• Growth and Development — Overall growth and development may be affected by conditions of the oral cavity.

• Side Effects of Some Therapies — Many medications prescribed for the treatment of chronic diseases may cause dry mouth. Radiation and chemotherapy may cause oral complications such as oral mucositis (mouth ulcers and inflammation).

As you can see, there are many links between your oral health and overall health, and it can be said that you cannot achieve total health without good oral health. The CDHA suggests brushing twice daily for two minutes, flossing daily, making healthy food choices, going tobacco free, checking your own mouth for abnormities, avoiding sugary and acidic drinks, and visiting your dental hygienist regularly for good oral health. Overdose reversal drug now available in B.C. without a prescription

By Breanne Massey Pioneer Staff The goal of reducing the fatal effects of an opioid overdose among the B.C. drugusing community has recently gained momentum.

Health Canada revised the Federal Prescription Drug List on March 22nd to make a non-prescription version of naloxone, which is the life-saving antidote commonly being used to reverse the effects of an opioid overdose, more accessible to Canadians to improve the province’s efforts to address the growing number of opioid overdoses.

“It was important to make this life-saving drug more widely available in British Columbia,” said Blake Reynolds, College of Pharmacists of BC chair, in a recent press release. “The College worked closely with government and other stakeholders to bring non-prescription naloxone to B.C. quickly. Now, community pharmacies across B.C. will be able to provide naloxone to anyone seeking it.”

The College of Pharmacists of BC amended B.C.’s Drug Schedules Regulation to classify non-prescription naloxone as a Schedule II drug to make non-prescription naloxone available, making B.C. one of the first provinces in Canada to make nonprescription naloxone available thanks to collaborative work from Health Canada, the Ministry of Health, BC Centre for Disease Control and patient advocacy groups including the Vancouver Area Network of Drug Users and the BC Association of Persons on Methadone.

“We are very pleased that naloxone will be available through community pharma-

cies without a prescription,” said Jessica Bridgeman, Harm Reduction Co-ordinator with Interior Health.

“The new regulations mean that anyone, including friends and family members of opioid users, can get trained, purchase naloxone and be able to respond to an opioid overdose. The more people who have access to naloxone the more lives can be saved.”

The East Kootenay Addictions Services Society (EKASS) executive director based in Cranbrook, Dean Nicholson, believes the projected changes are a positive first step toward improving safety for people suffering opioid overdoses.

“I think it’s great,” explained Mr. Nicholson. “It’s making the medication more accessible to the people without a prescription and given the potential it has to save lives — I think the fewer barriers the better. We’re waiting to hear what that means in terms of training to use the medication.”

He is optimistic to see the Centre for Disease Control will be releasing further information about the education that is becoming available this spring.

“Moving it from being a prescription medication to something that people can get through the pharmacy is the right move towards making it more accessible to people,” said Mr. Nicholson.

The pharmacy announcement is separate from the Take Home Naloxone program being administered regionally through Interior Health, which was reported on in the March 25th Pioneer. B.C.’s Take Home Naloxone program has trained over 6,500 people to recognize and respond to overdoses using naloxone — 488 overdoses have been reversed since the program’s inception.

Kimberley-based pianist Arne Sahlen and his music students from the Columbia Valley will be performing a wide variety of love-inspired tunes next week.

The “Isn’t It Romantic?” program features performances on the piano ranging from Chopin to popular soundtracks along with Mr. Sahlen’s colourful commentary starting at 7 p.m. on Saturday, April 16th at the Christ Church Trinity in Invermere.

“I teach piano in Invermere every Wednesday and have encountered a wonderful spirit of music,” he explained.

“Lots of activity there — a piano teacher, a guitar teacher, a ukulele club and also some very inspiring young people whom I hope to involve in the concert.”

Among the young performers who will play following Mr. Sahlen’s headlining act will be 12-year-old Katie Wang of Invermere. Katie will perform part of Beethoven’s famous Moonlight Sonata.

“I like to blur the boundary between who is a student and who is a professional involved in concerts,” said Mr. Sahlen. “I want to give them a chance to share the stage in a casual and light-hearted surrounding.”

In addition, Mr. Sahlen will be performing Cambodian songs to honour his relationship with refugees in the East Kootenay (he received the Governor General’s Caring Canadian Award in Year 2000).

“A person from Wasa came back from being a refugee resettler in Thailand and starting getting us all geared up in 1983 or so,” he explained about his Kimberley-based community. “We’ve been involved with Cambodia support ever since so it’s quite a cross-pollination of different things going on at this one concert.”

Admission will be based on cash donations to help Mr. Sahlen develop musical study and performance programs for youth. There will also be a donation area at the church accepting contributions to the Columbia Valley Food Bank.

Former Columbia Valley RCMP Staff Sergeant Marko Shehovac has been retired for almost a month, but his formal sendoff will happen next weekend.

Mr. Shehovac’s official retirement party will be held on Saturday, April 16th at Copper Point Resort and organizers say it will be a fitting occasion for a man who has served the Columbia Valley so well for the past six-plus years.

“In the past six years, I have had the unique experience of seeing the Columbia Valley’s Marko in action. From racing kids on the track on track and field days, scaring the heck out of them at Halloween with his wolf head costume, playing softball in full uniform and gear with First Nations clients at Three Voices of Healing, helping a senior citizen across the street and stopping in the middle of the highway to pick up a distressed dog that was sure to be killed by

traffic — I have seen it all,” said retirement party coorganizer Doug Clovechok. “From him I have seen laughter, I have seen tears and some really bad fishing. Above all, I have seen a stranger become a great friend and a community leader.”

The 200-seat dinner is already sold out, which Mr. Clovechok said is a clear testament to the kind of person Mr. Shehovac is. He added that Mr. Shehovac’s approachable community-based style has always been in evidence.

“I first met Marko when I took over the helm at the Invermere campus of College of the Rockies. I called and introduced myself to him offering the services of the college,” said Mr. Clovechok. “He graciously welcomed me and said that we should get together sometime for a coffee which I agreed to. Literally five minutes later, I had an RCMP officer in my office doorway introducing himself as Marko with a K not a C.” The party kicks off at 6 p.m. Guests are reminded to bring a food bank donation and help “Cram the Boat.”

Jolly Jupiter has many mysteries to muse about

By Brian Fenerty Pioneer Columnist High in our sky after dark shines bright Jupiter, well-known in many ways yet a stranger, too. Here’s a collection of known and lesser known details to ponder: Jupiter has rings! They’re dusty and not nearly as noticeable as Saturn’s icy rings. Back when Arthur C. Clarke’s movie 2001 was put together, realistic-looking, complex Saturn rings were not easy to do with computer animation, so the story’s extra-terrestrial, Saturnorbiting “monolith” was moved to Jupiter. No, the monolith is not back at Saturn, but the idea of Jupiter and life is still tempting.

Before much was known about the giant, possibilities for life there were considered. Some stories had floating creatures in the Great Red Spot or elsewhere in the planet’s bands of swirling clouds. Jupiter’s winds are

fierce, its atmosphere unpleasant, but consider this: we humans have found extremophiles on Earth (life forms that tolerate extremes of heat, cold or pressure) and even some bacteria life-cycling in our own planet’s clouds. If we have them, then what about the Great Red Spot?

Remote analysis says unlikely? Well, then what about in water or oceans under the ice of a moon around Jupiter? We may have the answer in a few years from future space probes. But an E.T. monolith? If extra-terrestrials exist, they may be still far away around other stars.

Stars have been found with some huge planets very close to them, so-called “Hot Jupiters”. Astrophysics doesn’t currently theorize huge gas planets forming so close to stars, but rather in cooler regions further out then they migrate inward. That may well be what our own Jupiter did. A theory called Jupiter’s Grand Track suggests our giant moved inward, wiped out planets closer to our Sun, then moved outward (thanks to Saturn’s pull) leaving Earth and company to form.

We know Jupiter has lots of gravity! NASA uses it to slingshot probes going by it, such as New Horizons which got to Pluto two years earlier as a result. Jupiter flings away or grabs up lots of small objects — such as comets and asteroids — thus maybe helping keep our

inner solar system safer. (Some calculations suggest Jupiter actually flings dangerous objects closer to our Sun, too.) And not everything is removed in Jupiter’s orbit.

Clusters of objects, called Trojans, orbit around the Sun before and after Jupiter. Jupiter’s pull also interacts with the asteroid belt, sorting that region into bands. Jupiter’s effect bit by bit on asteroids may cause collisions — one even sending a chunk hurtling towards Earth and the dinosaurs.

The adjective “Jovial” for cheerful or jolly comes from an old astrological idea about Jupiter. A national TV newscast years ago started with a Jupiter musictheme (the distinctly jolly-tempo opening bars of the Jupiter Movement from composer Gustav Holst’s orchestral Planet Suite) back when international news was maybe more “jovial”? Ha. Anyway! Do enjoy looking up at the bright spot these evenings.

And I checked the night sky star and planet positions for a year from now, and next year around this same time, right where Jupiter is located this year is where the full moon will be then. Those planets — oh, they have jolly fun wandering about.

Canadian Tire Invermere offers spring specials to motorists

By Steve Hubrecht Pioneer Staff With the colder conditions having left the Columbia Valley, Canadian Tire is offering some special spring deals so that your car is in perfect shape for summer driving.

“Whether it’s getting your headlights’ lens cleaned, new windshield wipers, a seasonal oil change or tire rotations, now is a great time to come in,” said Canadian Tire owner Jeff Cote, who, along with his wife Jaimie, became the new owner of the Invermere location in February.

For April, Canadian Tire will be offering those coming in a seasonal tire change, a free break inspection, as well as 10 per cent off brake installation labour.

In March, Canadian Tire became licensed to do Insurance Company of British Columbia (ICBC) out-of-province vehicle inspections, so any valley residents buying trucks or cars in Alberta and needing to get them registered in B.C. can now do the checkup at Canadian Tire.

“It gives the customers here in the valley another choice,” said Mr. Cote.

Canadian Tire is also highlighting the benefits of its nationwide warranty.

“We are one of the only garages that offer that kind of warranty. If you get your car fixed here in Invermere and then take a trip to Vancouver, or even to Gander, Newfoundland, and have any issues related to the auto service you received here, you’ll be taken care of at any Canadian Tire,” said Mr. Cote. “Customers can have confidence in the fact that we will stand 100 per cent behind our work right across the country.”

April Fools’ foolishness

By Pioneer Staff Another April Fools Day has come and gone and the Pioneer staff would like to assure you, dear reader, that we have as much fun preparing our offbeat offerings as you do reading them. This project includes standardized signage, new dedicated resource road radio channels and standardized call procedures.

The Rocky Mountain Natural Resource District will be implementing new resource road radio channels commencing on May 1, 2016. Other districts have already transitioned or are currently in the process of transitioning.

Forest industry workers and other road users using mobile radios must have their radios reprogrammed to incorporate the new resource road channels.

It is recommended that road users retain current radio frequencies until they are sure they are no longer required.

New signs posted on local resource roads indicate which radio channel to use and the calling interval, with drivers required to indicate their direction of travel and their vehicle type. Drivers using mobile radios must call according to the posted channels and call protocols.

All road users are reminded that forest service roads are not radio-controlled, but radioassisted. All users should drive safely and according to road and weather conditions.

It is strongly recommended that all resource road users exercise additional caution during this transition period.

Local resource road safety committees have worked together to implement these changes. YOUR MONEY Money truths: Part 2

In last week’s article, we took a macro view of financial concepts such as the time value of money, how inflation affects purchasing power, and budgeting. This week’s article will take a look at money truths through the lens of personal wellness.

Money doesn’t buy happiness According to researchers, it is indeed true that money doesn’t buy happiness, but it does help. Researchers found that the happiest Americans earn an average annual income of $75,000 per year. This is a national average including huge, expensive places like New York City, and varies depending on location.

Further, they concluded that earning more didn’t make people incrementally happier. For example, those who earned 30 per cent more weren’t 30 per cent happier.

In other words, people need enough money to afford a comfortable, secure lifestyle, but once that has been achieved, more money doesn’t equal more happiness.

What is your time worth?

Many people don’t know the answer, but this important calculation should dictate how you spend money and time.

Simply put, the cost of your time is the amount of time it takes to earn money, after tax. Consider a person

Another important factor is to lead a healthy lifestyle. Eat well, exercise and get plenty of sleep. Carve out some time for yourself each day, and get the whole family involved. Investing in yourself will pay dividends in life!

What does that mean? Suppose that the person earning $22.50 per hour wants to buy a new jacket that costs $500. At $22.50 per hour, he or she would have to work over 22 hours to pay for the jacket. If that seems excessive, the purchase should be reconsidered.

This formula can also be used as a guide for when to hire people. While hiring professionals for specialized tasks makes sense, one should be careful not to hire out too many aspects of their lives, especially if the going rate is higher than their earnings.

Of course, if there is a chore that a person finds so unpleasant that it makes them feel miserable and unproductive in other aspects of their life, and they can afford to do so, the work should be hired out.

Focus on the future In the oil and gas industry, a cost that has been incurred and can’t be recovered is called a sunk cost. This refers to spending a lot of money digging a well and not finding any oil.

Everyone has personal sunk costs they wish they could recover, like poor investments or frivolous purchases. They’re a part of life. To achieve greater financial wellness, it’s important not to dwell on these things or be too hard on oneself about them. Instead, learn from the past and apply those lessons to the future.

Successful people aren’t always smarter or luckier than everyone else. Successful people spend their time efficiently and make better choices than the average person. Focus on future goals, take calculated risks, spend wisely and look after yourself. These practices will help you achieve success.

Health = Wealth One’s most valuable financial asset is his or her capacity to earn income. Without good health, one’s ability to earn income is greatly reduced. Therefore, good physical and mental health can help ensure financial success.

S OBITUARY S Wheeler, Deon Shane With deep sorrow, the family of Deon Shane Wheeler announce his passing on March 17th, 2016 at the tender age of 24 years.

Born December 16th, 1991 in Invermere, B.C., Deon lived his life in the East Kootenay Valley with Edgewater being his home base. Deon’s magnetic personality, humour and spirit will be forever remembered by the lives he touched globally.

Deon will be deeply missed and significantly remembered by his buddy and father, Shane Wheeler and his mother, Cindy Cowan. Lovingly remembered by his Grandmother Mona Wheeler; his aunts and uncles David and Linda, Sandra and Gerald, Deb and Vic, Lorne and Janet, Richard and Keith; By his brother Seth and many cousins; By his beloved dog Hurley and the numerous friends which Deon called family that live around the world.

Deon was predeceased by his Grand-dad Jim Wheeler and Grandparents Shirley and Ron Cowan.

Air rifle program promotes safety

By Breanne Massey Pioneer Staff Parents, grandparents and teachers proudly gathered around as their children, grandchildren and neighbours were recognized for their efforts to learn about safety.

The Lake Windermere District Rod and Gun Club sponsored a 12-week air rifle program that concluded with nearly 30 participants receiving a certificate of completion in firearm safety at the Invermere Community Hall on Tuesday, March 29th.

The air rifle program aims to teach children between the ages of four and 14 years old about firearm safety ranging from information on handling, carrying, firing, storing, transporting and displaying weapons.

“It’s an informational program for the kids about how to be safe around firearms and not to touch them without an adult around and that they’re not toys because we keep seeing too many of these kids picking up firearms and (accidentally) shooting their friends or their parents over the years,” said Dan McLaughlin, Lake Windermere District Rod and Gun Club volunteer and instructor.

The Lake Windermere District Rod and Gun Club started offering this course for children over 10 years ago. It has grown in popularity over the years with an average attendance of 20 participants in each class.

“The air rifle program itself is actually a program for kids to understand that firearms of any kind can be dangerous and not to point a firearm in any unsafe direction like towards people or houses,” Mr. McLaughlin explained. “We, as adults, don’t remember what it was like to be curious… and firearms are quite a dangerous area so we’re trying to educate our youth about (the importance of having supervision and proper firearm handling procedures).”

Mr. McLaughlin believes this is a positive development for the community.

“Some of the kids are fairly young, but maybe if we start them off young, maybe they won’t pick up a firearm and shoot somebody with it,” he explained. “I tell parents if they bring a child under six, then they have to help supervise them and set them up and a lot of the parents don’t mind that… the youngest girl (Emma) was four and her grandfather who has been handling firearms for a long time came and set her up… it was actually quality time for him with her and she got right into it.”

In addition, Mr. McLaughlin encourages the older students from the program to offer support and advice to the younger students.

“A lot of them don’t mind — it’s almost like a mentoring program because a lot of the older kids understand that firearms are dangerous and we need to teach the younger ones,” he said. “It’s pretty cool.”

He added that most of the parents who choose to bring their children to the program don’t own firearms and don’t want firearms around their house, but instead encourage their children to be informed and make good decisions.

Christine Shaw and her son, Ty Lightfoot, 6, began attending the air rifle program to learn about gun safety. Ty enjoyed trying to hit the targets and told his mother that he would be willing to attend. When asked what he learned from the course, Ty replied: ““Never look down the barrel.”

Ms. Shaw believes the experience is a life-changing one for her son.

“He learned about gun safety, he learned to be patient and wait for others, he learned about rules and he learned how to shoot well,” she explained. “It was a fantastic program…

I couldn’t believe what a good shot my son was. He was actually shooting better than I was.”

The Lake Windermere District Rod and Gun Club has been offering conservationminded education and safety information to the Columbia Valley community for years.

It is affiliated with the BC Wildlife Federation, which has 30,000 members, including more than 200 local members in the Columbia Valley.

“Firearms are dangerous and we have to educate people about them,” concluded Mr. McLaughlin. “We teach our kids how to swim because there’s water here. We teach our kids not to touch fire because it’s hot and you’ll get hurt, so if we educate our kids not to touch firearms or to have supervision, then they’ll be safer. Ignoring the fact that firearms are in our community doesn’t really make our kids any safer.”

End of Season Panorama is celebrating the end to an incredible ski season with a grand finale that will make the resort’s last weekend of operations more than memorable. All of the money raised at the Duelling Pianos event will be put towards the new library, which will be housed in the new Columbia Valley Centre.

“There were a lot of great donations from the community last weekend,” said Ms. Wood, while providing the final report of the Duelling Pianos event to the group.

Invermere chief administrative officer Chris Prosser is reviewing the tenders and has roughly a fortnight to negotiate a price with one of the bidders before mid-April.

If an agreement can’t be met, the community’s next steps may need to be re-evaluated, Mr. Prosser explained to the Multi-Use Facility Advisory Committee, which means it’s possible the worst case scenario would be to postpone the project’s anticipated Spring 2016 start.

. . . ‘Public’ from page 3 Mrs. Reinhardt added that, in her experience, it is far more common to see paddlers than motorized boats on the stretch of the Columbia River near Radium. She also said there are a few potential lodge sites near the river and that those proposing these lodges have had to put their plans on hold until the regulations come through as it will dictate the size and type of boat launches they can have.

“After years on consultation, I commend Transport Canada for recognizing the need for greater protection of the ecological integrity and biophysical diversity of the headwaters of the river, the only section of the river on the continent still in its natural state,” said Regional District of East Kooteany (RDEK) Area G director Gerry Wilkie. “The regulation also addresses concerns about the safety of the recreational users of the river.”

“In general, it’s been talked about for a long time — a really long time — so there shouldn’t be any issue, and it’s nice to see it move forward,” said Invermere mayor Gerry Taft.

“This proposal has been on the books of the federal government for many years, so it is great to finally see some progress. If it is implemented, I hope that we will see some signage on the river to inform the users,” said RDEK Area F director Wendy Booth.

Motorized access is already restricted in the side channels and wetlands of the Columbia River between Invermere and Golden and around Fairmont Hot Springs. The new regulation will apply to the main stem of the river. It will not apply to Lake Windermere or Columbia Lake.

Boats falling under the 20-horsepower limit (and therefore still allowed on the river under the proposed regulation) would include typical 14-foot (four metre) open aluminum fishing boats. In order for the proposed regulation to became an actual regulation, the approval of the federal minister and cabinet is needed.

Don’t ever give up

By Pastor Rev. Fraser Coltman, St. Peter’s Lutheran Mission of Invermere A while back I was talking to a fellow, I will call him George, not his real name, who had basically given up on his walk with God. He at one time had been in full-time ministry and had traveled as an evangelist to different parts of North America.

As I spoke with him, he revealed that some things had happened to him, which turned him off God, and in his own words from that time on he was running away from God and what God had for him. Have you ever wondered why God didn’t just snatch us up to heaven the moment we give our life to Him? Well, the way I have it figured is that He must have something for us to do, something that will bring glory to Him. Paul says it best in Philippians 1:21-25 NKJV: “For to me, to live is Christ, and to die is gain. But if I live on in the flesh, this will mean fruit from my labour; yet what I shall choose I cannot tell. For I am hard-pressed between the two, having a desire to depart and be with Christ, which is far better. Nevertheless to remain in the flesh is more needful for you. And being confident of this, I know that I shall remain and con-

tinue with you all for your progress and joy of faith.”

It wasn’t a mistake that George and I met when we did. I was able to minister to him and, as we talked, God reassured him to quit running and get back on track with Him. God reassured him through Isaiah 43:1,7 NKJV 1: But now, thus says the Lord, who created you, O Jacob, And He who formed you, O Israel: “Fear not, for I have redeemed you; I have called you by your name; You are Mine.

7 Everyone who is called by My name, Whom I have created for My glory; I have formed him, yes, I have made him.”

There was another minister there who brought our attention to verses 18 and 19: “Do not remember the former things, Nor consider the things of old. Behold, I will do a new thing, Now it shall spring forth; Shall you not know it? I will even make a road in the wilderness And rivers in the desert.”

From time to time, we all, like George, may feel like running away from God, we may just feel like giving up.

Maybe that is how you feel today. Don’t ever, I repeat, ever give up. God has a purpose and a plan for each of us, God doesn’t make mistakes. His wish is that all would come to repentance, and our part is to help those around us grow and experience the joy of having faith in Jesus.

Jer 29:11-13 NKJV says, “For I know the thoughts that I think toward you, says the Lord, thoughts of peace and not of evil, to give you a future and a hope. Then you will call upon Me and go and pray to Me, and I will listen to you. And you will seek Me and find Me, when you search for Me with all your heart.”
